Public Private Partnerships

Estonia is an incredible success story, grown out of a partnership between a forward-thinking government, a proactive ICT sector and a switched-on, tech-savvy population. Dubbed ‘e-Estonia’, it is one of the most advanced e-societies in the world.

All larger initiatives and most e-government development in Estonia has been carried out in close cooperation with private sector actors or relevant NGOs.

In Estonia, managing your business or personal life has never been easier. E-Estonia means casting a ballot from the comfort of your own living room during a TV ad break. It means filing your income tax return in just five minutes, or signing a legally-binding contract over the Internet, from anywhere in the world, via your mobile phone. Entrepreneurs can register a business in as little as 18 minutes; manage their business and report online; check corporate, property and legal records and even integrate their own secure e-services with the ones offered by the state. Needless to say, these are just a few of the services that Estonians take advantage of on a regular basis. Interaction among government agencies, businesses and citizens has been completely transformed in e-Estonia, quickly making bureaucracy a thing of the past.

Infrastructure Estonia has an exceptionally high penetration of digital infrastructure. Fiber optic cables cover the whole country, while direct undersea connections to Finland and Sweden and land links to Russia and Latvia guarantee high-standard communications. Today, Estonian households, businesses and institutions in the cities can connect to a 100-Mbps fiber optic network. The same opportunity is expected to reach rural areas by 2017. A rapid Wi-Fi Internet connection is available, free of charge, in more than 1,200 public places throughout the country, as well as in trains, long distance buses and filling stations. Estonia is completely covered by 3G and 4G networks. A strong, forward-thinking legal framework is considered one of the key elements in the rise of Estonia’s information society. Its development has been supported by legislation such as the Personal Data Protection Act (1996), the Digital Signature Act (2000) and the Public Information Act (2003).

The birth of Estonia as an e-state is largely thanks to country’s banks, which created the first solutions for securely identifying a person in an electronic environment. Soon other entities recognized the opportunity and followed the initiative by moving their services into an electronic environment. One by one, the electronic Population Register, e-Tax Board and other successful online services were launched. Another good example of PPP can be found on the education front. To complement the government’s work in educating children in ICT use, in 2002-2004 and 2009-2010 the country’s largest banks and telecoms ran a program of free computer training courses for adults. As much as 20% of the country’s adult population took part. Today the government is preparing to make all public data machine-readable and widely available in order to encourage the development of new e-services jointly with the private sector.

Interoperability Soon after Estonia created its first modern information systems, the need for interoperability between these systems became clear. In 2001, an interoperability framework called X-Road was launched. X-Road is the backbone of Estonian e-Government and creates a secure and standard environment for interconnection and data communication between different information systems. Today it connects over 940 public and private-sector organizations covering over 2,030 services to allow cross-platform queries for authorized users.

e-Identity Estonia is home to the world’s most highly-developed national ID card system. Much more than simply a legal photo ID, this mandatory national card serves as a digital access card for every secure e-service in Estonia. A chip on the card carries embedded files which, using 2048-bit public key encryption, enable it to be used as definitive proof of ID in an electronic environment.


The electronic ID Card was introduced in 2002 and by 2015 more than 94% of Estonian residents were carrying one. The card has become the ultimate security key, both for use in the real world and online. Many countries have tried to implement something similar, but with little success. These days there also is a cousin to the ID Card: a Mobile ID based on a specialized SIM card. Introduced in 2007, the service allows a client to use a mobile phone for secure identification, logging into services and giving digital signatures.

The ID Card/Mobile ID is regularly used: • As a national ID card for legal travel within the EU and Schengen Area

• As proof of identification for using e-Banking,

telecoms and other private sector services • As a customer loyalty card, library card, public transportation card • For accessing 99% of government services and data to check one’s medical records, file taxes, etc. • For picking up e-Prescriptions • As a national health insurance card • As a driver’s license • For digital signatures • For i-Voting

Cyber Security The State Portal, eesti.ee, is a website that acts as a onestop-shop for the hundreds of e-services offered by various government institutions. The portal is divided into three main sections – one for citizens, one for entrepreneurs, and one for officials – making it easy for the user to find the service he is looking for. Once logged into the system with an electronic ID, the user does not have to repeat the login when accessing different services. The site also creates awareness of the other e-services that are available, as visitors will discover new options while browsing through it. Via the State Portal, an individual can, for example, apply for maternity benefits or worker’s disability compensation without leaving home. Whereas before, an applicant would have had to visit a number of different offices to collect various documents proving their eligibility, now records from hospitals, the health insurance fund and other institutions are integrated via the X-Road, eliminating the applicant’s need to visit those institutions in person.

e-Residency e-Residency, the Estonian government’s latest e-project, represents a radically new model for providing access to Estonian online state services and infrastructure: it’s available to anyone, regardless of their citizenship or country of residence. An e-resident is given an online identity that lets them run a location-independent business, establish a company online, digitally sign documents, conduct e-banking and submit tax reports, all with the same level of simplicity that Estonian residents enjoy daily. As of December 2015, just a year after the launch of the venture, over 7,000 people had applied for Estonian e-Residency, over 500 companies were running via e-Residency and 250 new companies had been established using the service.

Estonia became the world’s first country to offer e-Residency to foreigners. The move resulted in 7,000 e-residents and led to the establishment of 250 new companies in just 1 year.

TALLINN UNIVERSITY OF TECHNOLOGY BUSINESS OVERVIEW:

RESARCH AND INNOVATION:

ICT research and education with its 2500 students (incl. 150 PhD students) and 150 academic staff members is one of the cornerstones of TUT. Research and educational programs cover wide spectrum of ICT areas, such as electronics, computer systems, software engineering, cyber security, e-governance and others. Several master level programs are offered in English, attracting large number of applicants all over the world. The educational programs are run in tight cooperation with industry sector and international organizations (such as Skype, Ericsson, NATO Cooperative Cyber Defence Centre of Excellence and others). The interdisciplinary research is mostly conducted within the framework of various international joint research projects.
