Garbage Rules It is against the law to share service with another household. It is considered theft of service and if caught, fines of up to $500 (plus court costs) could be imposed. Missed stops on your regularly scheduled day should be reported to your hauler immediately. This will allow ample time for the driver to return. Haulers can charge additional fees for extra bags or unusual items (due to recent rate increases at the landfills). You should call in advance to make arrangements.

Garbage City of Decatur Garbage Service The city of Decatur provides residential garbage collection service through its licensed independent haulers for the collection and disposal of garbage, refuse and yard waste within the city. Call the city’s Environmental Standards Technician (424-2784) or email or hrbicker@ decaturnet.org to find out which hauler is assigned to your area. Collection hours are from 6 a.m. to 6 p.m. in residential areas and between 5 a.m. and 6 p.m. in all other areas.
Garbage Options Once a Week Collection: $15.70 per month. This option includes once a week “back-door” service which allows up to three 32-gallon cans per pickup. Cans must not weigh more than 35 pounds when full. Customers also can purchase a 90-gallon can from the hauler. This option includes once-a-week and year-round yard waste pickup. Basic Residential Service: $18.25 per month. This includes twice a week “back door” service which allows up to three 32-gallon cans per pickup. Cans must not weigh more than 35 pounds when full. This option includes oncea-week year-round yard waste pickup. There is no limit for yard waste collection. Minimum Removal Service: This option is for persons with little garbage accumulation. There is no monthly fee. The customer must purchase a minimum of 10 bags for $23. When bag is full, it must be placed at the street or
Haulers should handle garbage containers and lids with care. Cans should be thoroughly emptied and then returned to where they were placed for collection, with no spills. Once a year, each residential customer can interrupt service for a minimum two-month period. This must be arranged with your hauler to prevent billing problems. Rental property is the responsibility of the property owner. Therefore, the hauler may request service to be in the property owner’s name. Property owners are responsible for contacting the hauler when their property becomes vacant to prevent billing errors.
City of Decatur Yard Waste Service Landscape waste is banned from Illinois landfills. In addition, landscape waste may not be burned anywhere within the corporate limits of the city of Decatur. The Decatur-Macon County Composting Facility, 3520 N. Bearsdale Road, is the only facility in Macon County that accepts yard waste and properly processes it. Hours of operation are 7 a.m. to 4:30 p.m. Monday through Friday (call for Saturday hours). The facility accepts yard waste by the compost bag full, 32-gallon can full and varying truckload sizes. Dumping fee is based upon size of load. Call 424-1626 for fees and more information. The city of Decatur licenses haulers to collect and dispose of landscape waste from Decatur residents. For a flat monthly rate, residents receive unlimited weekly landscape waste collection. There is unlimited collection of residential landscape waste weekly, except between Jan. 1 and March 31, when weekly removal of landscape waste will only be provided upon customer request. Each request for weekly landscape waste removal must be made to the hauler a minimum of 24 hours in advance of a regularly scheduled pickup.

Residents who have questions about alternative yard waste disposal such as composting and/or mulching may call the Master Gardener Program at University of Illinois Extension at 877-6872. GRASS CLIPPINGS: In the city of Decatur, landscape waste, (other than limbs and branches as cited above), must be placed in paper compost bags or approved containers. Approved containers must be no larger than 32-gallon cans, must have tight fitting lids and opposing handles and must be marked with a yellow “Yard Waste Only” sticker. Pick up free “Yard Waste Only” stickers at the Decatur Civic Center at the second floor Water Payment Window or the third floor Economic & Urban Development Department. Containers and/or bags are to be placed within three feet of the curb or alley line, whichever location is designated by hauler for pick up, no earlier than 24 hours before the established removal time. LIMBS AND BRANCHES: In the city of Decatur, limbs, branches and wood set out for removal must be tied securely in bundles not to exceed 48 inches in length. Bundles may not weight more than 35 pounds and should be placed within three feet of the curb or alley line (whichever location is established by hauler) no earlier than 24 hours before the established removal time.
Village of Forsyth Yard Waste Service LEAVES: Leaves must be in place for collection by 8 a.m. of the collection day. Leaf piles are to be placed so that vacuum equipment can be used. Do not place leaves around mailboxes, signs, utility poles and in intersections. Landscape waste such as grass clippings and garden waste will not be collected. Mixed piles of leaves, tree limbs or other landscape waste will not be collected. The village staff has a right to refuse to remove any landscape waste deemed not in compliance with the village’s guidelines. It is not the village staff’s responsibility to assist village residents in removing landscape waste that does not qualify as leaves. If you are elderly or disabled and need help raking your leaves, call the Village Hall at 8779445 for information. Burning of leaves is permitted. However, the Village Burn Ordinance will apply. Autumn leaves dot the lawn of the James Millikin Homestead. in March and ends the last Monday in November. A tree limb is defined as a limb removed from the trunk of a tree. Tree limbs must be no longer than 8 feet and no greater than 10 inches in diameter. Trunks and root balls may not be removed by the village. If the resident or business owner hires a commercial tree trimming company to cut down a tree, the commercial contractor is responsible for tree limb removal. The course, designed by leading golf course architect Larry Packard, is home to the Tate & Lyle Players Championship, the longest running and only major on the LPGA Futures Tour sponsored by Symetra. Hickory Point also has hosted the PGA of America junior golf series, Plantation Tour junior series, NCAA Division III national golf championships for women, the Illinois Women’s Golf Association’s senior open and IHSA Girls AA State championship. It’s a par 72, 6,900-yard course, with lighted driving range, six-hole short course and a First Tee chapter site. It is enjoyed by golfers of all skill levels. Red Tail Run Golf Club 520 W. Designed by hall of famer, Raymond Floyd, this signature course features large, undulating greens, wide, rolling fairways, and native prairie grasses. In addition, the
course, on Decatur’s south side, features multiple tee locations from championship to junior, driving range with double tees, golf academy programming, and is a first tee learning center. It has five tee locations and multiple angles, making it a course for players of all skill levels. Red Tail Run hosted the IHSA Girls A State championship. Scovill Golf Course 3909 W. Main St., Decatur 429-6243 Named one of the top 100 women friendly courses in the United States by the former Golf for Women magazine, Scovill is the most visited Decatur Park District facility by out of town golfers. Sometimes called the shotmaker’s course, golfers will enjoy the manicured fairways surrounded by natural plantings on Decatur’s only Audubon-sanctioned course. Originally designed by Tom Bendelow, Scovill was redesigned in 1991 by nationally renowned architect Dick Nugent. The new Scovill Golf Club retained the hilly, tree-lined fairways and enhanced its playability by adding undulating greens protected by grass faced bunkers and mounds. This target style course will test composure. It’s a par 71, 5,900-yard course, with a driving range and is a First Tee chapter site.

Yard Waste Management City of Decatur Landscape waste is banned from Illinois landfills (effective July 1, 1990). Also, landscape waste may not be burned anywhere within the corporate limits of the city of Decatur (effective October 1, 2000).
Facilities Decatur-Macon County Composting Facility, 3520 N. Bearsdale Road, is the only facility in Macon County that accepts yard waste and properly processes it.

Limbs must be in place for collection by 8 a.m. of the collection day. If the resident or business owner hires a commercial tree trimming company to cut down a tree, the commercial contractor is responsible for tree limb removal.
Laws Drinking
The legal drinking age in Illinois is 21. Drinking and Driving
If your blood alcohol level is greater than .08, you are considered driving under the influence in Illinois. Illinois is an implied consent state, which means that when you drive on Illinois roads, you consent to a blood test or risk having your license suspended. First time DUI offenders have their licenses suspended for a minimum of one year and can face fines up to $2,500 and a year in jail. Anyone under 21 who tests positive for alcohol will automatically have their driver’s license revoked for two years.
The Decatur area has a variety of picturesque gardens for flower lovers to enjoy.
Hours of operation are 7 a.m. to 4:30 p.m. Monday through Friday (call for Saturday hours). The facility accepts yard waste by the compost bag full, 32-gallon can full and varying truck load sizes. Dumping fee is based upon size of load. Call 424-1626 for fees.
Grass Clippings Landscape waste, (other than limbs and branches as cited above), shall be placed in paper compost bags or approved containers (no larger than 32 gallon cans with tight fitting lids and opposing handles) marked with a yellow “Yard Waste Only” sticker. Containers and/or bags are to be placed within three feet of the curb or alley line, whichever location is designated by hauler for pick up, no earlier than 24 hours before the established removal time. Pick up free “Yard Waste Only” stickers at the Decatur Civic Center at the second floor Water Payment Window or the third floor Economic & Urban Development Department. If cans are used for yard waste removal, they must be solely designated for yard waste only.
Limbs and Branches Limbs, branches, and wood set out for removal shall be tied securely in bundles not to exceed 48 inches in length. Bundles may not weight more than 35 pounds and should be placed within three feet of the curb or alley line (whichever location is established by hauler) no earlier than 24 hours before the established removal time.
Services The city of Decatur licenses haulers to collect and dispose of landscape waste from Decatur residents. For a flat monthly rate, residents receive unlimited weekly landscape waste collection. There is unlimited collection of residential landscape waste weekly, except between Jan. 1 and March 31, when weekly removal of landscape waste will only be provided upon customer request. Each request for weekly landscape waste removal must be made to the hauler a minimum of 24 hours in advance of the (regularly) scheduled pick up. For questions or more information about yard waste disposal, call your designated refuse hauler or contact the city of Decatur’s Environmental Standards Technician at 424-2784. Residents who have questions about alternative yard waste disposal and management strategies such as composting and/or mulching may call the Master Gardener Program at University of Illinois Extension at 877-6872.

Village of Forsyth Leaf Collection Leaves must be in place for collection by 8 a.m. of the collection day. Leaf piles are to be placed so that vacuum equipment can be used. Do not place leaves around mailboxes, signs, utility poles and in intersections. Landscape waste such as grass clippings and garden waste will not be collected. Mixed piles of leaves, tree limbs or other landscape waste will not be collected. The village staff has a right to refuse to remove any landscape waste deemed not in compliance with the village’s guidelines. It is not the village staff’s responsibility to assist village residents in removing landscape waste that does not qualify as leaves. If you are elderly or disabled and need help raking your leaves, call the Village Hall at 877-9445 for information. Burning of leaves is permitted. However, the Village Burn Ordinance will apply. Call the Village Hall for details.
Tree Limb Collection The collection period starts the first Monday in March and ends the Last Monday in November. A “tree limb” is defined as a limb removed from the trunk of a tree. Tree limbs must be no longer than 8 feet and no greater than 10 inches in diameter. Trunks and root balls of a tree may not be removed by the village.
Helmets Illinois has no statute requiring motorcycle
or bicycle riders to wear helmets. Recreational vehicles
Most communities do not allow recreational vehicles and boats to be parked on the street for lengthy periods of time. Some neighborhoods may have rules against parking RVs and boats in front of the home. It’s best to check your local community about the laws. Seat belts
All front seat occupants are required to be protected by a safety belt or safety restraint system regardless of age. Children under the age of 8 must be secured in an appropriate safety seat. Children weighing more than 40 pounds may ride in the back seat wearing only a lap belt, if the back seat is not equipped with a lap and shoulder belt. Passengers under age 16 must be protected by a safety belt or restraint system. Children with physical disabilities that prevent the use of standard safety seats are exempt. See Child Passenger Protection Act. If the driver is under the age of 18, the seat bet requirements extend to all passengers under the age of 19. For the first year of licensing, or until the driver is age 18, whichever occurs first, the number of passengers is limited to one person under age 20 (except immediate family which includes siblings or children of the driver). After this period the number of passengers is limited to one in the front seat and the number of safety belts in the back seat. Refer to the Graduated Driver Licensing System. Speed Limits
Each community can set the speed limits within their boundaries. On state roads, the

speed limit is 65 mph for divided highways, 55 mph for other roads outside of urban areas and 30 mph within urban areas. Watch for speed limit signs and make sure you know the speed limit in a particular area.

Decatur residents can obtain a building permit at the Office of Economic and Urban Development, located on the third floor of the Decatur Civic Center. Applicants need to have a site plan with thorough details. The cost will depend on the type of construction. Additions cost 25 cents per square foot. Commercial construction costs vary widely. Most young people learn to drive in high school or at a commercial driving training school licensed by the Illinois Secretary of State. The law states that you have at least 50 hours of behind-the-wheel training including 10 hours of night driving in addition to attending an approved driver education training course. To find out about classes and fees, call your local high school, school superintendent’s office, community college or commercial driving school.
Forsyth residents must go to the Village of Forsyth maintenance department on Forsyth Parkway to obtain a building permit. Applicants must provide building plans and the address of the construction. New residents moving to the area from out of state have 90 days to get an Illinois driver’s license. Licenses must be renewed every four years after age 21, every two years after age 81 and every year after age 87. Hunting/Fishing Licenses Individuals who want to fish in Lake Decatur or the Sangamon River must have a valid fishing license. To qualify for a resident fishing license, a person must meet at least one of the following requirements: (a) have resided in Illinois at least 30 days consecutively prior to applying for this license and have residence or permanent abodes, at the time of application in this sate or (b) Be a member of the U.S. Armed Forces on active duty. Watercraft Licenses In the state of Illinois, all working watercraft (other than sailboats) must be registered and have a title. State law requires that the purchaser of a watercraft apply for registration within 15 days after purchase to the Illinois Department of Natural Resources department. In order to use watercraft of any kind on Lake Decatur, the owner of the watercraft may purchase either a day pass or a year-long pass. A yearlong pass may be purchased at the Decatur Civic Center, but the watercraft must be inspected by Lake Management staff at the office in Nelson Park before using the lake. Pets / Pet Adoption Dogs and cats in the Decatur, Forsyth and Mount Zion area need to have a rabies vaccine yearly once they reach 4 months of age. These shots must be renewed yearly. Once the animal is vaccinated, the city will issue tags for a fee of $10 for a spayed or neutered animal under 1 year old and $35 for an unaltered animals over 1 year old. This registration is valid for one year. Tags can be obtained at the Civic Center for Decatur residents and at the Mount Zion Police Department for Mount Zion residents. The animal must be registered within 30 days of the vaccination. A late fee of $25 will be applied to late vaccinations, and fees can pile up quickly after that. After 30 days, fees will double. If an animal is picked up by Macon County Animal Control, there is a $15 impoundment fee with an additional $7 boarding fee per day. There is a $20 fee if a warden picks up the animal. The second offense is $35, third, $50, fourth, $75. If the animal has not been vaccinated, there will be a $35 charge and the owner must also prepay for the shot. Stray animals are kept for seven days before being offered for adoption. The animal will remain up for adoption as long as it remains healthy. Aggressive animals are euthanized. The Macon County Animal Shelter accepts cash, checks and money orders. Any animal picked up in Mount Zion will be delivered to Macon County Animal Control. There will be a $25 fee for this transportation in addition to all other applicable fees. Farm animals such as sheep, swine, goats and cattle are not allowed within the city limits of Decatur, Forsyth or Mount Zion. Some fowl are allowed, but check all applicable laws with the local authority.

That means no parking is allowed on the streets designated as snow routes. Vehicles parked on snow routes during a snow emergency will be ticketed and may be towed at the owner’s expense. Around town Throughout town, visitors will find several clusters of shopping opportunities, including Fairview Plaza in the West End of town on Fairview Avenue, South Shores Center (south side of Decatur off U.S. 51 North) and Brettwood Village on the near North side (off Pershing Road), where you’ll find several clothing stores, a Christian bookstore, and much more. Pershing Road, a large thoroughfare running east to west in the near North side of Decatur, features a variety of stores along both sides of the street.
Downtown Browse the boutiques and shops on historic Merchant Street and around the corner on Prairie Avenue, where you’ll find more shops, including upscale men’s and women’s clothiers.
North Decatur’s north side ends where Forsyth begins, and this area is home to a Walmart Super Center, Hickory Point Mall and a variety of other shops. You’ll find Wal-Mart and Sam’s Club at the intersection of U.S. 51 and Ash Avenue. These stores are flanked by several smaller shops, including JoAnn Fabrics and more. Walgreens is across the street. Hickory Point Mall, further north on U.S. 51, has been recently renovated, and features over 70 retailers, anchored by Von Maur, Bergners, JC Penney, Sears and Kohls. The Mall also boasts The Limited and American Eagle. Bath & Body Works, a variety of jewelers and many more specialty shops round out the mix of options for shoppers at Hickory Point Mall. Take a break from shopping and visit the DMH Children’s Play Area or one of the restaurants inside the mall. Near the Mall you’ll find Pier One Imports, a Lowe’s Home Improvement Warehouse, Menard’s, Best Buy, PetSmart and more.

Snow Removal (city of Decatur procedures)
The Plan The city of Decatur is divided into 12 areas or routes to which a snowplow is assigned. Priority streets are determined in each area. Usually, these are the main arterial streets that carry the bulk of traffic. As long as the snow continues to fall, city trucks will work to keep these streets open. When the snow has diminished or quit, these streets are salted in their entirety, if needed. As soon as practical, trucks are then sent to plow secondary streets — streets with low-volume traffic. Secondary streets are salted only when there are particular hazards, such as stop signs, hills and bridges. Because of the expense and the concern for the environment, salting is limited to areas with high traffic volume and dangerous areas.

The Rules The city prohibits the placing of any snow on a public street from a private drive or parking lot. The best place to pile snow is on the opposite side of the drive from the direction traffic approaches it. Sometimes the snowplow has no recourse but to plow snow to the side of the road. This can result in snow being deposited in your drive. Please understand that we are trying to clear as much as possible as quickly as possible, and cannot pay special attention to each drive, although we would like to. Alleys are not plowed by city snowplows because they are generally too narrow and have too many hidden items under the snow. Also, culde-sacs and dead end streets are the last ones to get attention because specialized equipment must be used to clear them. Trailer parks are privately owned and are maintained by the owners. Some streets, although they are within city limits, are not maintained by the city. The Illinois Department of Transportation and Macon County Highway Department are responsible for state and county highways respectively. Problems on these streets should be directed to them. Persons with a medical emergency, such as someone needing regular dialysis treatments, can be given priority. Simply obtain a letter from your doctor stating the nature of the medical emergency. Take the letter to the Municipal Services Center, 2600 N. Jasper St., and your name will be added to the list of medical emergencies. During snow alerts/emergencies, priority is given to medical emergencies, once the main arteries of the city have been cleared. Pregnancy and doctor or dental appointments are not considered medical emergencies. Downtown Trolley Circling downtown Decatur every 15 minutes, 7 a.m. to 6:15 p.m. Monday through Friday and 8 a.m. to 6:15 p.m. Saturdays. The Downtown Trolley is scheduled to be at the Transit Center, 353 E. William St., on the hour, at 15 minutes past, 30 minutes past and 45 minutes past the hour every hour starting at 7 a.m. weekdays and 8 a.m. Saturdays. Rides are free.

Voting Register to vote at the Macon County Clerk’s office, 141 S. Main St., or at the Illinois Secretary of State Driver’s License Facility, 3149 N. Woodford St., both in Decatur. Here are the requirements: — You must be a U.S. citizen — You must be 18 years of age on or before the day of an election — You must be a resident of Macon County — You must reside in your precinct 30 days prior to an election and not claim the right to vote anywhere else — You must not be convicted of an offense and in jail. Take two forms of identification when registering to vote. State law dictates that one of these forms of ID must show your correct name and correct Macon County address. Acceptable forms of ID include a driver’s license, a bill, a check, a rent receipt, a library card or any piece of canceled mail.
