The Solution…

 Stormwater runoff must be managed  The City’s stormwater management system is

a service provided to customers

 An equitable funding source – A user fee

system based on impervious area relates fee directly to user’s impact on stormwater runoff 19

Stormwater Utility Information  Over 1,400 already established in the U.S.  Used in Illinois  17 Cities currently have a Stormwater Utility, including Champaign,

Urbana, Bloomington, Normal, Moline, East Moline, Rock Island, Morton, Rantoul and Collar Counties of Chicago and St. Louis  Several other cities are considering it, including Peoria, Danville,

Springfield & Decatur

 Dedicated Funding Source ‐ Needed for obtaining State

Revolving Loan Funds and issuing bonds.

Work Completed – Step 1  Used aerial imagery to determine pervious vs.

impervious areas. p  Square footage of impervious area for typical residential

property = Equivalent Residential Unit (ERU)  In Decatur, 1 ERU = 4,500 sf of impervious surface

23

Work Completed – Step 2  Determined the ERU

amount on the 34 000+ amount on the 34,000+ parcels within the City of Decatur  Residential Parcels  All parcels with total area of 1

acre or less will be considered as having 1 ERU. h i ERU  > 1 acre = Calculated based on Impervious Area

amount on the 34,000+ parcels within the City of Decatur  For Non‐residential

Parcels:  Impervious Area ÷

4,500 = # of ERUs

25

Average Properties in Decatur  Commercial:  Average is approx. 36,000 sf of impervious area or 8 ERUs

Average Commercial:

Remaining Work  Billing Database  Credit Manual  For residential and non‐residential customers  Reduce stormwater impact = Reduced fee  Public input will be sought before complete  Ranging from 5% to 50% discount  Some credits will be available to a property without any extra effort:  Zero Runoff from Site  Discharge directly out of the City  Include stormwater detention already

required by City  Hold an Industrial NPDES permit

K:\CVCPW\Storm Drainage\Storm Water Utility\Public Education\High Rate Payer\City of Decatur\City Presentation.pptx

30

15

4/9/2014

Work Completed – Step 4 Continued  Properties can invest time or resources to obtain even more

credits:  Reduce the runoff flow or

volume more than what is required  Reduce the amount of erosion and sediment leaving the site  Use Green Infrastructure, like rain gardens or rain barrels  Teach about stormwater management (Schools only) 31

Proposed Recommendation & Schedule  Present Stormwater Utility information to the

City Council in a Study Session  Present Ordinance for the establishment of a Stormwater Utility  Three months after Establishment: Phase 1 Utility Service Charge  Base Fee of $3/month per parcel only B F f / h l l  Provide 12 month grace period for

tax exempt properties  Begin Engineering Design 32

K:\CVCPW\Storm Drainage\Storm Water Utility\Public Education\High Rate Payer\City of Decatur\City Presentation.pptx

16

4/9/2014

Proposed Recommendation & Schedule  Six Months after Phase I Begins:  Issue ERU and payment estimates p y  Issue Credit Manual & Applications  Issue Appeal Policy & Applications

 One Year after Phase I Begins:

Phase 2 Stormwater Utility Service Charge  Monthly $3.00 base fee + $0.67 M thl $ b f $ 6

monthly ERU rate  Includes all property within the City
