Fabricaţia de piese de schimb (pentru produsele SA316 B Alouette III şi SA330 Puma) şi componente de aeronave ar putea creşte semnificativ în următorii ani, prin Airbus Helicopter Romania S.A. (fosta Eurocopter România S.A.), pentru lanţul internaţional de distribuţie al Airbus Helicopter. Implicarea IAR SA în viitoarele programe de achiziție elicoptere ale instituțiilor din cadrul Sistemului Național de Apărare:

2 a) program elicopter multi-rol, clasa mediu-greu Implicarea Societății IAR SA în programul elicopterului multi-rol se va face în conformitate cu prevederile Contractului General nr EBOO.6.17.026/ERB semnat de Airbus Helicopters și IAR SA în data de 13.04.2017 și având ca obiect cooperarea industrială și comercială privind executarea lucrărilor de personalizare a elicopterului H215M, fabricația de subansamble și executarea lucrărilor de mentenență (MRO) pe întreg ciclul de viață al acestui tip de elicopter. IAR SA va avea calitatea de prim contractor în relația cu MApN, pentru achiziția acestui tip de elicopter, ea urmând să fie autorizată de către Airbus Helicopters ca Centru de Personalizare pentru elicoptere H215M. 2 b) program elicopter de atac Având în vedere că Guvernul României a transmis Guvernului American o solicitare de ofertă și disponibilitate pentru elicopterele produse de Bell Helicopters TEXTRON şi în vederea transpunerii în practică a Memorandumului de întelegere semnat în data de 20.05.2016 de către Bell Helicopters TEXTRON și Societatea IAR SA, în octombrie 2017 părțile au încheiat un ―Acord privind realizarea unui studiu de tranziție comună (Transition Study)‖, al cărui scop general este acela de a face o evaluarea comună a posibilității de asamblare, livrare și suport logistic elicoptere de atac tip AH1Z VIPER. IAR SA ar putea fi implicată în activităţi de suport logistic, mentenanţă, reparaţii, reparaţii capitale, şcolarizare și chiar asamblare finală a elicopterelor care ar urma să fie achiziţionate de Guvernul 50 Român.

Download All In preparation for its upcoming maiden flight, Airbus‘ first BelugaXL is now in its heavy ground test phase – which focuses on the highly modified airframe for this next-generation oversize cargo airlifter. According to ground test project leader Mathieu Laemle, a total of 72 development and certification ground tests must be performed before the BelugaXL‘s high-profile first flight, which is planned for this summer. ―With more than 48 tests already completed, we are on time,‖ he added. ―The big challenge was to be able to anticipate or modify the test scheduling so as not to impact final assembly.‖ Airbus has succeeded in keeping things on track thanks to early analysis of the requirements and excellent multidisciplinary collaboration between the design office, laboratories, tests and programme teams. Intensive testing for the BelugaXL Heavy ground tests started with the team weighing the no. 1 BelugaXL at ―pitch zero‖ and then at ―pitch nine,‖ lifting the aircraft‘s nose by 3.5 metres to determine the empty weight centre of gravity. Next, they performed the standard loads and horizontal tailplane tests, which were followed by separate evaluations involving the dorsal fin and vertical tailplane. The heavy ground test phase involves carrying out tests on the aircraft that would usually be conducted on a static cell. ―It is unusual for us to perform tests like load calibration using the generalised finite element method of analysis on an aircraft which will fly, as we usually use a dedicated clean aircraft without any systems inside,‖ explained BelugaXL aircraft configuration leader Arnaud Puyo. With the loads calibration test campaign completed, the team then began ground vibration testing performed in conjunction with the French ONERA aerospace Page 9 of 36
research centre and DLR, the German aerospace research centre. The eight-day ground vibration campaign, which began 28 May, saw the BelugaXL tested while both empty and fully loaded. The activity required one week of intensive preparation during which the aircraft was put on pneumatic suspension and special shakers were installed to make it move. The team identified 30 different locations for the 80-kg. shakers and during tests lasting two-to-three hours, sensors inside and outside the aircraft measured the structure‘s response. Vibration data from the test are used in validating and improving structural dynamic models for the aircraft. Looking ahead With the ground vibration tests now complete, subsequent steps ahead of the aircraft‘s maiden flight include validating the flight test instrumentation and applying the BelugaXL‘s special ―smiling‖ livery. Starting in mid-2019, the BelugaXL will gradually replace the existing five-member Beluga ST fleet – which is used for carrying complete sections of Airbus aircraft from different production sites around Europe to the final assembly lines in Toulouse, France and Hamburg, Germany.

ATR aircraft have completed over 30 million flights since the programme beginning Leonardo has reached a new, important and historic milestone with the delivery of the 1,500th fuselage to the ATR consortium. The handover ceremony took place today at the Leonardo’s facility in Pomigliano D’Arco (Naples) with representatives from Leonardo‘s and ATR‘s management, personnel involved in the programme and various institutions all present. ―The ATR‘s commercial success proves how the aircraft‘s performance, operational flexibility, cost-effectiveness in-service and reduced environmental impact have represented, for over the last 30 years since the beginning of the programme, a reference point for the regional air transport industry thanks to the excellent project‘s characteristics and also to the continuous Page 10 of 36
technological upgrades‖, said Mr. Alessandro Profumo, Leonardo’s Chief Executive Officer. ―This important milestone‖ adds Profumo ―provides further evidence of the excellence of our role in the commercial aviation industry as well as of our facilities in Southern Italy with their highly qualified personnel‖. ―The success of ATR worldwide reflects the continuous commitment of our shareholders toward the programme‖ declared Christian Scherer, ATR’s Chief Executive Officer. ―Today, we can proudly say that our aircraft are operated by 200 airlines in nearly 100 countries. The contribution of Leonardo over the last ten years to double the production of fuselages and match the increasing market demand has been crucial to securing our market leading position. We congratulate all employees on achieving this significant milestone together and to continue building the future of regional aircraft.‖ The 1,500th ATR‘s fuselage will shortly leave Leonardo‘s Pomigliano D‘Arco production line, where it has been built to be shipped to Toulouse, headquarters of the Italian-French ATR consortium. The aircraft will be assembled in France and delivered to the final customer, Japan Air Commuter, whose management attended today‘s ceremony. With close to 1,700 orders and over 1,400 aircraft already delivered, ATRs are among the most successful commercial airplanes in the history of civil aviation. ATR, which boasts a solid order backlog with three years of production secured, has been the leader of the regional turboprop aircraft market since 2010, with some 75% of all the orders for this category of aircraft. The latest ATR 600 series aircraft feature a new cockpit with digital avionics and the most modern navigation aid tools. The ATR 600 series are the most fuel and cost-efficient aircraft in their seat categories, and feature the lowest operating and maintenance costs. The ATR 600 series are also equipped with the new “Armonia” cabin, specifically designed in Italy by Giugiaro. The cabin features larger overhead bins, larger and lighter seats and LED lighting for an optimal passenger experience.

At Eurosatory 2018, Elbit Systems will demonstrate for the first time the Strike-cell capability to operate networked and automated multi-sensor and fire systems combat arrays; unveil the E-Lynx Software Defined Radios (SDR) enhanced package including new vehicular and man-packed configurations; and launch two new sensing and targeting systems. Networked Strike-cell The company will hold a demonstration of an operational scenario presenting a networked and automated multi-sensor and fire systems combat array. Conducted from a specially-designed C2 Strike-cell, the demonstration is initiated by utilizing the Torch C5I system running on the SDR E-Lynx communication network that orchestrates various sensors – radars, ground and airborne Electro-Optic (EO) and many others – to detect, identify, verify, and incriminate potential targets. Then, powerful Artificial Intelligence (AI) fusion and analytical tools are applied to perform automated combat designations and call for fire processes, instantaneously analyzing and prioritizing fire systems, and optimally matching fire systems and the Page 14 of 36

Microsoft chose Naval Group to implement Phase 2 of its immersed Datacenter project, also called Project Natick. The datacenter successfully deployed in early June 2018 off the Orkney Archipelago, and will be operated ―lights-out‖ for a period of one year. Éric Papin, Naval Group‘s Director of Innovation and Technological Expertise, highlights the boldness of the project and Naval Group‘s participation. “We are proud to bring Naval Group’s expertise on design, implementation, deployment and maintenance of innovative projects in maritime environments to the service of Microsoft. Naval Group has always invested in research and development, most recently in Marine Renewable Energies. We are pleased to participate in Microsoft’s vision for a clean energy future.” Naval Group and its subsidiary Naval Energies have adapted their technologies to the design of the Natick Phase 2 datacenter structure. Today, Naval Group is supporting Microsoft towards its objective to build, deploy and operate an underwater datacenter which is as powerful as several thousand high end consumer PCs with enough storage for about five million movies. The datacenter is contained in a submersible cylindrical system inspired by the underwater constructions of Naval Group. A triangular base (also called Subsea Docking Structure), ensures the positioning of the datacenter at the bottom of the ocean. A dual airwater system enables cooling of the datacenter, thus taking advantage of the temperature of the underwater environment.

Naval Group, with the support of its subsidiary Naval Energies, carried out this project relying on its strong industrial capabilities, involving the sites of Nantes-Indret (design), Cherbourg (model tests), Lorient (subsea base manufacturing) and Brest (design and manufacturing of the pressure vessel).
The European Marine Energy Centre test base provided a favorable environment for the deployment of Phase 2 of the Natick Project, which is powered by marine renewable energy sources. VL Mica Racheta Mica, produsa de MBDA, este la origine o racheta aer-aer cu raza medie, ghidata, avand doua variante: una ghidata radar(RF) si una ghidata in IR (RI) si montata intr-un container ca sistem antiaerian si anti-racheta sol-aer. Nu exista nici o diferenta intre racheta aer-aer si cea folosita in lansatoarele verticale. Asa cum am scris si mai sus, noi ne referim astazi doar la valentele anti-racheta ale sistemului, cele anti-aeriene nefiind de folosinta in cadrul acestui articol. Astfel, Mica are o raza de 20km cu o inaltime maxima de angajare a tintei de 9km. Conform surselor deschise racheta ghidata radar are o raza ceva mai mare decat cea ghidata in IR. La plecarea din container Mica poate exacuta manevre agresive de urmarire a tintei de pana la 50g, dar odata ce-si depaseste jumatatea razei (undeva dincolo de 11-12km) manevrabilitatea sa scade spre 30g. Un neajuns ar fi ca racheta are nevoie de containerizare speciala (lansare verticala in containere dedicate care contin si evacuarea gazelor) si nu poate folosi decat acel tip de container. Practic nu poti baga 4 Mica intr-o celula MK 41/Sylver S50 (paritatea la Page 17 of 36
Sylver/VL Mica fiind de 1/1), asa cum faci de exemplu cu quadpackurile ESSM sau CAMM, asta pe langa raza redusa fata de cele doua rachete si nici nu poti folosi containerele Mica pentru alt tip de racheta. Ministrul apărării naţionale, Mihai Fifor, participă, în zilele de 7 şi 8 iunie, la Reuniunea miniştrilor apărării din statele membre NATO, de la Bruxelles. Agenda primei zile va cuprinde prezentarea stadiului implementării posturii aliate de descurajare şi apărare, precum şi modalităţi de eficientizare a acestuia. Pentru ţara noastră, un interes deosebit îl prezintă prezenţa aliată avansată dedicată flancului estic şi angajarea mai multor aliaţi în implementarea acesteia. Un alt domeniu abordat în prima zi a reuniunii va fi acela al partajării echitabile a responsabilităţilor în cadrul NATO (burden-sharing). De asemenea, vor fi aprofundate aspecte legate de proiectarea stabilităţii şi lupta împotriva terorismului, precum şi progresul realizat pentru lansarea unei noi misiuni NATO de instruire în Irak. În cea de-a doua zi a Reuniunii, subiectul principal va fi axat pe cooperarea dintre Alianța Nord-Atlantică și Uniunea Europeană. De asemenea, în marja ministerialei NATO, va avea loc și reuniunea țărilor contributoare la Coaliția anti-ISIS, condusă de către secretarul american al apărării, James Mattis.

Ministerul Finanţelor Publice După finalizarea consultărilor bilaterale dintre reprezentanții Ministerului Finanțelor Publice și cei ai FMI, sinteza concluziilor comitetului director al FMI a menționat îmbunătățirea stării economiei, rata scăzută a șomajului și îmbunătățirea sectorului financiar. România beneficiază de o creștere economică robustă, de creșterea numărului de noi locuri de muncă și de o datorie publică scăzută. Mă bucur că, atât Fondul Monetar Internațional, cât și Banca Mondială și-au îmbunătățit prognozele de creștere economică a României pentru anul 2018, de la 4,4% la 5,1%, respectiv de la 4,5% la 5,1% și se apropie din ce in ce mai mult de estimările din Programul de Guvernare. O prioritate a Ministerului Finanțelor Publice (MFP) este asigurarea unui spațiu fiscal optim pentru stimularea investițiilor publice prin creșterea eficienței managementului fiscalității. Asigurarea veniturilor bugetare se va realiza prin reformarea sistemului de administrare fiscală și construirea unei infrastructuri informatice adecvată bazelor de date fiscale și administrării veniturilor. Pentru raționalizarea cheltuielilor publice, s-a pus bazele unui sistem centralizat de achiziții publice și se va operaționaliza în cadrul Ministerului Finanțelor Publice un departament de analiză a cheltuielilor. Pe termen scurt, politica fiscală va prioritiza cheltuielile de capital, iar deficitul bugetar va fi menținut în cadrul regulilor fiscale ale UE. Strategia pe termen mediu prevede Page 26 of 36

Pentru al treilea an consecutiv creșterea economică a accelerat până la 6,9% în 2017, iar nivelul de ocupare a forței de muncă a crescut peste nivelul anterior crizei. Dorel Căprar: Mai întâi, vreau să spun că aceste comisii de specialitate ale Parlamentului nu sunt deloc decorative, cum cred unii, ci, dimpotrivă, sunt foarte importante în procesul legislativ. Iar comisia pe care o conduc este extrem de importantă. Vorbind despre activitate, trebuie să avem în vedere că denumirea completă este Comisia pentru apărare, ordine publică și siguranță națională, ceea ce implică responsabilități pe multiple planuri. Colaborăm atât cu Ministerul Apărării, cât și cu Ministerul de Interne. Întrucât activitatea noastră este foarte bogată, mă voi referi doar la câteva dintre cele mai importante din luna mai. Legat strict de procesul legislativ, am continuat dezbaterile în cadrul comisiei asupra implicațiilor modificării legislației privind industria de apărare. Armonizarea tuturor vocilor care reprezintă actori implicați în acest proces este un pas important în finalizarea demersului, având în vedere că România este membru NATO. Pe cealaltă linie, am dezbătut proiectul de Lege pentru modificarea și completarea Legii nr.248/2005 privind regimul liberei circulații a cetățenilor români în străinătate. La dezbateri au participat reprezentanți ai Ministerului Afacerilor Interne și ai Direcției Generale de Pașapoarte. Prin această modificare legislativă, Parlamentul răspunde nevoii stringente exprimate de societate în sensul extinderii termenelor de valabilitate a pașapoartelor, măsură care de altfel se regăsește în legislația majorității statelor europene. Concret, prin aceste modificări de ordin legislativ, în cazul persoanelor cu vârsta cuprinsă între 12 şi 18 de ani valabilitatea pașaportului simplu electronic va fi de 5 ani, iar pentru cei cu vârsta de peste 18 ani valabilitatea documentului de călătorie este extinsă la 10 ani. ...citește varianta integrală și originală urmărind link-ul ...
