The Russian Ministry of Defense is issuing the largest defense contract in FY2018. Defense Industry Daily The Ministry is ordering at least 36 Su-30SM fighters at a cost of $1 billion. The Su30SM fighter was designed in accordance with the requirements of the Russian Air Force. It is being manufactured by IRKUT, a company based in Russia. The multirole Su-30SM can be deployed in counter-air strikes, counter-land and counter-sea missions. It can conduct electronic counter-countermeasures and early warning tasks. The aircraft also acts as a command-and-control platform within a fleet of combat aircraft performing joint missions. Russia has ordered a total of 116 Su-30SM fighter jets in 2012, delivery of which is scheduled for completion by the end of this year.

Airbus extras Organisation of Airbus’ Businesses In 2017, the Company organised its businesses into the following three operating segments: (i) Commercial Aircraft, (ii) Helicopters and (iii) Defence and Space. However, as a continuation of a number of integration and normalisation steps that took place in 2012, 2013 and 2015, the Company is now merging its Group structure with its largest division Commercial Aircraft. The merger began mid-2017 and provided the opportunity to introduce a single Airbus brand for the Company and all its entities, effective since January 2017. On 12 April 2017, the Company changed its name from Airbus Group SE to Airbus SE, following approval at the Annual General Meeting. Therefore, the Company together with its subsidiaries is referred to as ―Airbus‖ and no longer the ―Group‖, and the segment formerly known as Airbus is referred to as ―Airbus Commercial Aircraft‖. In this new set-up, Airbus retains Airbus Defence and Space and Airbus Helicopters as Divisions. The chart set out in ―— General Description of the Company and its Share Capital — 3.3.6 Simplifi ed Group Structure Chart‖ illustrates the allocation of activities. Commercial Aircraft Airbus Commercial Aircraft is one of the world‘s leading aircraft manufacturers of passenger airliners, ranging in capacity from 100 to more than 600 seats. Across all its aircraft families Airbus Commercial Aircraft‘s unique approach ensures that aircraft share the highest commonality in airframes, on-board systems, cockpits and handling characteristics. This signifi cantly reduces operating costs for airlines. Since it was founded in 1970 and up to the end of 2017, Airbus Commercial Aircraft has received orders for 18,191 commercial aircraft from 399 customers around the world. In 2017, Airbus Commercial Aircraft delivered 718 aircraft (compared to 688 deliveries in 2016) and received 1, 229 gross orders (compared to 949 gross orders in 2016), or 50% of the gross worldwide market share (in value terms) of aircraft with more than 100 seats (compared to 54% in 2016). After accounting for cancellations, net order intake for 2017 was 1,109 aircraft (compared to 731 aircraft in 2016). As of 31 December 2017, Airbus Commercial Aircraft‘s backlog of commercial orders was 7,265 aircraft (compared to 6,874 aircraft in 2016). In 2017, Airbus Commercial Aircraft recorded total revenues of € 50.96 billion – representing 75% of Airbus‘ revenues. See ―— 1.1.2 Commercial Aircraft‖. Helicopters Airbus Helicopters is a global leader in the civil and military rotorcraft market, offering one of the most complete and modern ranges of helicopters and related services. This product range currently includes light single-engine, light twin-engine, medium and medium-heavy rotorcraft, which are adaptable to all kinds of mission types based on customer needs. Airbus Helicopters delivered 409 helicopters in 2017 (418 in 2016) and received 335 net orders in 2017 (compared to 353 net orders in 2016). Order intake amounted to € 6.54 billion (2016: € 6.06 billion). Civil contracts accounted for 49% of this order volume, with military sales representing the remaining 51%. At the end of 2017, Airbus Helicopters order book stood at 692 helicopters (2016 : 766 helicopters). Page 11 of 27
In 2017, Airbus Helicopters recorded total revenues of € 6.45 billion, representing 9% of Airbus‘ revenues. See ―— 1.1.3 Helicopters‖. Defence and Space Airbus Defence and Space is Europe‘s number one defence and space enterprise, the second largest space business worldwide and among the top ten global defence enterprises. Defence and Space puts a strong focus on core businesses: space, military aircraft, missiles and related systems and services. Airbus Defence and Space is organised in four Programme Lines: Military Aircraft; Space Systems; Communications, Intelligence & Security (CIS); and Unmanned Aerial Systems (UAS). It develops and engineers cutting-edge products in the fi eld of defence and space, enabling governments, institutions and commercial customers alike to protect resources and people while staying connected to the world. Airbus Defence and Space solutions guarantee sovereignty in foreign affairs and defence matters. In 2017, Airbus Defence and Space recorded total revenues of € 10.8 billion, representing 16% of Airbus‘ revenues. See ―— 1.1.4 Defence and Space‖.

Defense Industry Daily Late December 2007: Test results. DID obtains some exact results from the Army‘s testing. The Army has now done 3 dust tests. In the late 2006/Jan 2007 report “Baseline Reliability and Dust Assessment for the M4, M16, and M249,” the M4 jammed 9,836 times – 1 jam every 6 rounds. In a May 2007 ―Extreme Dust Test II‖, with no competitors, the M4 had 1 jam every 88 rounds, using heavy lubrication. In the November 2007 ―Extreme Dust Test III‖, as DID has discussed, the competing rifles were subject to significantly more maintenance and lubrication than elite American forces like Delta used in their weapon selection process, or indeed in HK‘s own field testing of its HK416s prior to shipment. We‘ll begin with the Army‘s overall results, from its own release: “Even with extreme dust test III’s 98.6 percent success rate there was a total of 863 class 1 and 2 weapon/magazine stoppages with 19 class 3 stoppages. During extreme dust test II conducted during the summer, there were 296 total class 1 and 2 stoppages and 11 class 3 stoppages. A class 1 stoppage is one a Soldier can clear within 10 seconds; a class 2 stoppage is one a Soldier can clear, but requires more than 10 seconds; and, class 3 is a stoppage that requires an armorer to clear.” DID will simply point out that 10 seconds can be a rather fatally long time when people are shooting at you, and at your friends. So, what happens when the Extreme Dust Test III stoppages are broken out by weapon? The M4 Carbine is the Army’s existing weapon. 882 jams, 1 jam every 68 rounds, again using heavy lubrication. In addition all 10 of the M4 barrels needed to be replaced, and a number of their parts were replaced during the test. None of the cold hammer forged HK416 and XM-8 barrels needed replacement. The HK416 is a modified M4 carbine, which can be and has been converted from existing rifles. Used by US Special Forces. 233 jams, 1 jam every 257 rounds, 3.77x more reliable than the M4. FN SCAR is US special Forces’ new weapon, designed by SOSOCM. It just went into production in late 2007. 226 jams, 1 jam every 265 rounds, 3.85x more reliable than the M4 XM-8 is a developmental rifle. It’s an advanced version of HK’s G36, a rifle in wide use by many NATO armies. The US Army cancelled the XM-8 weapons family 2 years ago. 127 jams, I jam every 472 rounds, 6.95x more reliable than the M4. The failure of M4 barrels at 6,000 rounds confirms SOCOM objections that date back to the Feb 23/01 report “M4A1 5.56mm Carbine and Related Systems Deficiencies and Solutions,” which ended up concluding that “M4A1 Carbine… does not meet the requirements of SOF.” The barrel replacement also increases the rifle‘s life cycle costs when compared with the 10,000 round advertised barrel life, as additional barrels are sold to the Army for $240 each. A longer, heavier M16 barrel, which is a competed production weapon, cost $100 by comparison. While the dust test is indeed an extreme test, the 10,000 round requirement is under ―all conditions‖ – not just ideal conditions. Dec 18/07: The US Army publishes ―M-4 Carbine Has High Soldier Confidence Despite Test .‖ Not exactly a headline to inspire confidence, as the Army acknowledges that the M4 Carbine finished last among the 4 contenders – but amazingly, asserts that the rifle is just fine and shows no interest in buying even the HK416‘s parts swap-out into the existing M4: “After being exposed to the heavy dusting, 10 of each weapon fired 6,000 rounds apiece. They were fired in 50 120-round cycles. Each was then wiped and relubricated at the 600 round mark. After 1,200 rounds were fired from each weapon, they were fully cleaned and re-lubricated… “While the M-4 finished fourth out of four, 98 percent of all the rounds fired from it went off down range as they were supposed to do,” Brig. Gen. [Mark] Brown [commander of Program Executive Office Soldier and the Natick Soldier Systems Center] said. “However, the three other candidates did perform better at about a 99 percent rate or better, which is a mathematically statistically significant difference, but not an operationally statistical difference.”… The Army has put an option on an existing contract for 64,450 M4s, according to the general.” ―A mathematically statistically significant difference, but not an operationally statistical difference.‖ Statistically, 99% is a 100% improvement over 98%. Operationally, I jam every 68 rounds is almost one jam for every 2 30-round magazines. Whereas one jam in 257 rounds would only happen about once in 8 30-round magazines. Readers are left to contemplate the operational significance of those probabilities in a sustained, serious firefight. 4-Rifle test: M4 finishes dead last June 29/07: Testing. A document circulated on Capitol Hill asking for testing includes these excerpts: “The Army has claimed “83% reported confidence that the M4 will not suffer major breakage or failure that necessitates repair before further use” – A soldier should be 100% confident that his weapon will not break the next time he fires it… Since the M16 was introduced in Vietnam the answer has always been “It’s the soldiers’ fault”… The Special Operations Command has the most proficient soldiers in the world, they shoot the most and they operate in the most difficult environments – In 2001 SOCOM was highly critical of the reliability of the M4, and they chose to adopt a new weapon – the SCAR. Our Tier 1 units – like Delta Force, and Seal Team 6 have all abandoned the M4 for other weapons that is [sic] significantly more reliable.”

HMS Queen Elizabeth is currently on her way to the United States. Defense Industry Daily The Royal Navy's new flagship is sailing from Portsmouth Naval Base to Norfolk, Virginia. During carrier's 11 weeks at sea two US-based F-35Bswill carry out 500 landings and take-offs. The UK's second carrier, the HMS Prince of Wales is currently being fitted at Rosyth in Fife. Once the new ships of the Queen Elizabeth Class are complete, Britain will possess a full-size carrier for the first time in several decades. When fielded, the CVF design will be the largest ships in the world to use electric rather than mechanical propulsion drives. The new carriers will have 2 core components in the air wing, and 2 important ancillaries. The HMS Queen Elizabeth is expected to embark on its first operational deployment in 2021.

Destined to form the backbone of air force fleets for decades to come, Eurofighter Typhoon has a well-planned Capability Road Map shaping the aircraft‘s evolution which includes the integration of Storm Shadow, a deep strike cruise missile, Meteor, a beyond visual range air-to-air missile, and Brimstone, a precision attack missile. Now, in response to demand from potential customers, an anti-ship missile capability MARTE ER is set to join that list.
An 18 months System Definition Phase for the integration of MARTE ER on the Typhoon platform started in the second half of 2016. Recently completed, it represents a significant milestone on the route to full integration of the missile, having identified the major areas of intervention at missile and platform level in order to implement the anti-ship capability.In addition to a formal interest from one of Eurofighter‘s export customers, the Italian Air Force has launched a business case evaluation for the integration of MARTE ER. ―MARTE ER is a low risk, high capability, proven missile,‖ says Paul Mead, Head of Business Development at MBDA.

The German Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) has issued a second Request for Proposal (RFP) to the TLVS bidders consortium - an MBDA and Lockheed Martin joint venture - to develop TLVS, Germany‘s future Integrated Air and Missile Defense (IAMD) system. ―This second RFP is based on the first RFP. It addresses the results of our negotiations and aligns the TLVS offering with Germany‘s new approach to acquisition reform, called Agenda Rüstung, focusing on military capabilities, Page 19 of 27
transparency and risk management to ensure a successful contract,‖ said Dietmar Thelen, managing director of the TLVS joint venture. This is a significant milestone toward achieving a contract award and is the culmination of months of close collaboration between the TLVS joint venture and the German customer.

Australia has awarded Rheinmetall an order for 211 Boxer wheeled armoured vehicles worth a total of €2.1 billion (AUD3.3 billion). The contract was signed at Parliament House in Canberra today by the Prime Minister of Australia Malcolm Turnbull and the Managing Director of Rheinmetall Defence Australia Gary Stewart. Delivery of the advanced 8x8 Combat Reconnaissance Vehicles (CRV) will take place between 2019 and 2026. The selection of the Boxer CRV ensures Rheinmetall will play a key role in the comprehensive modernisation of the Australia‘s armed forces. Mr Turnbull first announced his government‘s intention to order the fleet of Boxer vehicles in March 2018.

Două avioane de tip F-22 Raptor, un avion cisternă KC-135 Stratotanker şi circa 15 membri ai echipajelor aparținând Forțelor Aeriene ale SUA au desfășurat luni, 20 august, activități de antrenament în comun cu avioanele F-16 ale Forţelor Aeriene Române, din Baza 86 Aeriană Borcea, precum și cu avioanele americane F-15 staţionate temporar la Baza 71 Aeriană de la Câmpia Turzii – care iau parte la exercițiul Dacian Eagle 2018. La finalul activității, ministrul apărării naționale, Mihai Fifor, și șeful Statului Major al Apărării, generalul Nicolae Ciucă, i-au întâmpinat pe piloții americani și români și i-au felicitat pentru modul deosebit în care și-au desfășurat misiunile. Avioanele F-22 provin din Escadrila 95 de Vânătoare, Unitatea 325 de Vânătoare din Baza Aeriană Tyndall, Florida, şi au sosit în Europa la începutul lunii august, iar avionul cisternă KC-135 Stratotanker provine de la Unitatea 100 de Alimentare Aeriană din Baza Forţelor Aeriene Regale de la Mildenhall, Marea Britanie. Această dislocare înaintată, realizată cu cooperarea deplină a României, demonstrează angajamentul Forţelor Aeriene ale SUA din Europa de a disloca şi folosi aeronave de generaţia a V-a în zona de responsabilitate a Comandamentului Forţelor Armate ale SUA din Europa. Totodată, această dislocare evidenţiază şi angajamentul SUA faţă de apărarea colectivă a Alianţei şi dorinţa SUA de a disloca şi folosi cele mai avansate echipamente pentru a descuraja orice potenţială agresiune. Interacţiunea dintre piloţii americani şi români va creşte interoperabilitatea Aliaţilor şi va spori securitatea regională.
Cap. EUROPA The German Army's air-wing is weaker than expected. Defense Industry Daily A new study by the Bundeswehr found that it needs between 70 and 80 new light helicopters to cover shortfalls in flight hours for pilot training and carry out other missions. If the government approves the necessary funding the army could order dozens of Airbus' H145M light utility helicopter. German Special Forces are already operating 15 of those helicopters and mission readiness is above 99%. According to the company's website the H145M can be outfitted with a wide range of available optional mission equipment packages. Reconfigurations range from troop transport with seats to armed scout with a set of weapons and ballistic protection.

General Dynamics Possesses Concentric Moats Most of GD‘s individual products enjoy at least a narrow moat due to switching costs and technological advantages associated with many general Dynamic's products. Several segments provide nearly insurmountable obstacles to competitors. In the case of the marine systems segment, General Dynamics enjoys a duopoly position shared with Huntington Ingalls Industries (HII). Less than half of the commercial shipyards operating in the 1970s and 80s are in existence today. Consequently, GD and HII operate the only yards capable of building nuclear powered warships in the U.S. The costs needed to enter this space, particularly considering the ever increasing technological nature of modern naval warfare operations, provides an enormous obstacle to the entry of a new competitor. This resilient business model provides one fourth of GD‘s revenues. Many of GD‘s combat systems products are entrenched. US defense customers are conservative in their buying patterns, and for good reason. (As one who served during the Vietnam Era as an Airborne Ranger, I well recall the opposition by both Army brass and many frontline troops to the introduction of the M-16.) The increasing technological nature of warfare systems results in significant switching costs for replacement (imagine retraining thousands of service members in the operation and maintenance of a new weapon system). Perhaps most importantly, there is a high level of expertise required to negotiate the maze of arcane and difficult processes associated with every aspect of the introduction of a new weapon system. Cost accounting standards, which can be difficult and complex in nature, are one example. All of these considerations warrant a narrow moat classification for General Dynamics' combat systems segment. The Aerospace systems segment holds a wide moat as it offers customers a high level of service, a broad geographic range and high customer switching costs. This segment contributes 30% of revenues and roughly 40% of profits. In 2017, Gulfstream delivered ninety large-cabin aircraft, the most of any manufacturer. Furthermore, only three firms compete in the large-cabin business jet arena. When considering General Dynamics as an investment, it is important to understand that the Aerospace systems business provides an effective means of diversification away from defense spending. The expansion of the IT segment through the acquisition of CSRA establishes GD as one of the two largest IT providers to the US defense establishment. As in the case of many of GD's businesses, switching costs and intangibles assets create a significant, albeit narrow moat, for this segment.

Operation Inherent Resolve authority statement : "One Coalition service member was killed and several injured when their aircraft crashed at approximately 10 p.m. GMT Aug. 19 in Iraq. The aircraft was conducting a partnered counterterrorism mission in support of Operation Inherent Resolve. All personnel were recovered by Coalition forces immediately following the incident, and three were evacuated for further treatment. There are no indications the crash was caused by hostile fire. The incident is under investigation. BAE Systems The latest round in the EU‘s struggle against money laundering places further obligations on banks to protect society from criminal predation while EU nations race to bring the Directive into law. EU Member States know they need to act together to stand a chance of addressing the massive scale of modern money laundering. It takes a joined, Union-level response to disrupt those who for long have profited from sophisticated criminal partnerships. Recent nationwide risk assessment studies conducted by the European Commission have revealed insight into how criminals apply new technologies to protect their anonymity. Virtual currencies and pre-paid cards are among the most prevalent abuse techniques. It is no surprise that1 the 5th AML Directive focuses on putting an end to this trend amongst many other requirements that go far beyond those expected by the Financial Action Task Force (FATF).
