Airbus Helicopters views the support for wind farms as a business segment that is undergoing global growth and expects demand for up to a thousand helicopters over the coming two decades, corresponding to revenues of approximately €9 billion. Airbus Helicopters will present its supply, maintenance and crew transport solutions at the WindEnergy expo, which will be held in Hamburg from 25 to 28 September. “Helicopters are an integral part of any logistics concept for offshore wind farms,” says Dennis Bernitz, Head of Western Europe Sales. “Our helicopters can complete missions for wind farms in a particularly quick, economical, safe and environmentally friendly manner. Helicopters can be used to deploy technicians or medical personnel in emergencies, even in rough seas, and can also transport operating personnel between the shore and the wind farm.” Helicopter transport means that personnel avoid problems with seasickness caused by travelling by sea in rough weather conditions. The probability of mistakes being made by seasick technicians is considerably higher than in the case of healthy technicians; in severe cases, the error rate climbs dramatically. With turbine output rising, leading to a higher rate of electricity production, wind farm operators rely on an efficient, rapid-response logistics system, relying on high availability, to keep losses to a minimum should a malfunction occur. At the same time, wind farms are being built further and further from the shore. A helicopter can cover 40 nautical miles (approximately 74 km) in 20 minutes, meaning it can reach the site and return to shore faster than a transport vessel. Page 6 of 40


Airbus Helicopters has developed a logistics calculator for wind farm operators, which takes into account all relevant factors – weather, location and the number of turbines in the wind farm – to determine the most economical and environmentally friendly logistics solution which includes options on the mix of transport and special-purpose vessels. Companies do not usually purchase the means of transport themselves, but lease the services from operators. Airbus Helicopters offers the H135, H145 and H175 rotorcraft for crew transport, maintenance and rescue missions. In future, the H160 is also expected to be available to this market. With their two engines and four-axis autopilot, these Airbus helicopters have the ability to hover in the air and safely and precisely winch down personnel or goods to exactly where they are needed. EFW combines various aviation and technology activities undera single roof: development and manufacturing of flat fibrere inforced composite components for structures and interiors, the conversion of passenger aircraft into freighter configuration, maintenance and repair of Airbus Commercial Aircraft aircraftas well as engineering services in the context of certificationand approval. On 17 June 2015, Airbus Commercial Aircraft signed an agreement with Singapore-based ST Aerospace Ltd. (STA) tooffer passenger-to-freighter (P2F) conversion solutions for itsA320 and A321 aircraft. STA acquired an additional 20% of the shares of EFW, Dresden (Germany) by way of a contributionin kind and a capital increase to EFW. The transaction closed on 4 January 2016. Consequently, 45% of the shares of EFW were retained and Airbus effectively lost its control over EFW (previously reported in Airbus Commercial Aircraft).

Airbus Today, Airbus Helicopters has officially launched the production of latch shafts for the doors of A350 passenger aircraft using 3D manufacturing. The printed components are cheaper to produce and weigh less than their counterparts made using traditional means, thereby helping Airbus to offer ever more economical and environmentally friendly aircraft. Airbus Helicopters in Donauwörth is manufacturing doors for all Airbus aircraft programmes as a supplier. The redesign of the latch shafts and the new production process have resulted in Airbus’s first large-scale production using metallic 3D printing. The latch shafts are made using an EOS M 400-4 printer and are composed of titanium powder. Four laser beams melt the powder and produce the desired components layer by layer. This method allows parts to be created from much less Page 9 of 40


material, making them lighter, yet just as sturdy as the original component. Up to 28 latch shafts can be produced in just a single printing process. Printed latch shafts are 45 percent lighter and 25 percent cheaper to produce than traditional ones. As each A350 has 16 latch shafts, producing these parts using 3D printing leads to a saving of just over four kilos per aircraft. Airbus Helicopters plans to deliver 2,200 components a year once production is fully operational. Qualification is scheduled to be completed at the end of 2018, with serial production starting in early 2019; the first A350 components – with serial number 420 – are set to take to the skies in 2020. Airbus Helicopters has already started preparations to produce an even larger group of A350 door components using 3D printing, and this method is also expected to be utilised to produce helicopter components.

“Our goal is to get developers making more use of 3D printing. This means that 3D printing should be taken into consideration right from the initial planning stages for new components, which may be able to be manufactured particularly easily and costeffectively using this method,” said Luis Martin Diaz, Head of Industrial Service Centers, Airbus Helicopters Donauwörth). “Weight savings are especially important when it comes to helicopters. Airbus will start preparations for the industrialisation of 3D-printed helicopter components this year,” he added. Our systems provide a very high and reproducible quality. – Airbus Defence and Space announced today the names of the three finalists of the Airbus Multi-Data Challenge organised as part of the Copernicus Masters 2018. The Copernicus Masters is an international competition that awards prizes to innovative solutions, developments and ideas for industry and society based on Earth observation data. Annually, different prize categories tackle global challenges with revolutionary competition entries amongst others in the fields of deep learning, IoT, big data analytics, smart mobility and industry 4.0. Launching on 1 April, the Airbus Multi-Data Challenge looked for solutions that use both Sentinel and Airbus Earth observation data to deliver value-added services for specific communities and markets, such as Smart Cities, Maritime, Defence & Security, Forestry and Agriculture. The selected participants got access to datasets via the OneAtlas Sandbox Platform, in order to elaborate solutions both technically feasible and commercially viable. Amongst the numerous projects specifically submitted for the Multi-Data Challenge, three have been selected for the Airbus award (alphabetical order): • AgroApps PC, which proposes ACTEON, a solution allowing Agriculture Insurance companies to design their products and assess the impact of natural disasters at pixel level, enabling them to verify the occurrence of a calamity and to predict future perils. • Channel Logistics LLC, which proposes a maritime GEOINT (Geospatial Intelligence) as a service, allowing identification of nefarious activities and potential asymmetric threats, thanks to artificial intelligence and predictive analysis applied to maritime, satellite and governance data. • Klokan Technologies GmbH, which proposes an alternative to Google Maps API powered by open data, providing ads-free personalised maps, protecting the privacy of users and running offline. The winner will be announced on 4 December by the Copernicus Masters 2018 organisers during the European Space Week. He will receive a voucher worth € 100,000 towards the ordering of Airbus satellite data and benefit from both technical and business coaching. Airbus demonstrates manned-unmanned teaming for future air combat systems https://www.airbus.com/newsroom/stories/Airbus-demonstrates-MUT.html The ability to control unmanned systems from a manned aircraft is an important “force multiplier” in Airbus’ vision for future air power that is smart, modular and connected. This know-how has been confirmed in a dynamic and interactive way during manned-unmanned teaming (MUT) test flight campaigns successfully performed by the company. These campaigns included demonstrations with five Airbus-built Do-DT25 target drones controlled from a mission group commander who was airborne in a manned command and control (C2) aircraft. Flown in a test zone of Germany’s Baltic Sea area, the MUT trial flights served multiple purposes, including validating such elements as connectivity, humanmachine interface, and the concept of teaming intelligence through mission group management. For the aspect of teaming intelligence, multiple capabilities and enabling technologies are required at sufficient maturity levels – from teaming/swarming algorithms and new sensors to mission management systems for command and control assistance by the manned aircraft’s crew. Advanced flight control and flight management system A key element contributing to these successful flights was the advanced flight control and flight management system developed by Airbus for unmanned air vehicles – which combines fully automatic guidance, navigation and control with intelligent swarming capabilities. Manned-unmanned-teaming is expected to increase the mission efficiency of future airborne systems in many ways. Equipped with sensors, the swarm of unmanned systems can provide situational awareness to a mission group commander located a safe distance away aboard the manned aircraft. The Airbus MUT demonstrations brought together several of the company’s programme and product lines, with the main development and test phases conducted during a short timeframe and at low cost – supported by an agile, rapid prototyping environment and a risk-mitigation approach. Expertise gained during the manned-unmanned teaming test flight campaigns will be applied by Airbus to develop Europe’s Future Combat Air System (FCAS).

Până la summit-ul de la Sibiu, trebuie să ratificăm acordul de parteneriat dintre Uniunea europeană și Japonia, atât din rațiuni economice, cât și geopolitice. Tot până atunci, avem datoria de a negocia un acord de principiu privind bugetul Uniunii europene după 2020. Dacă vrem să le dăm tinerilor europeni - și va trebui să facem acest lucru - șansa de a valorifica la maximum posibilitățile oferite de un program Erasmus care merită să dispună de mai multe mijloace de finanțare, va trebui să luăm o decizie cu privire la acest pachet financiar - precum și cu privire la alte pachete financiare - înainte de alegerile europene. Nu este normal ca Europa să se reducă singură la tăcere și să nu poată vorbi tare și răspicat la Consiliul Organizației Națiunilor Unite pentru Drepturile Omului de la Geneva pentru a condamna încălcările drepturilor omului săvârșite în China, și asta pentru că un stat membru a fost în măsură să blocheze orice decizie în această privință.

Nu este normal ca Europa să se afle în imposibilitatea de a acționa atunci când este vorba de reînnoirea embargoului asupra armelor impus Belarusului sau de aplicarea de sancțiuni Venezuelei, deoarece nu s-a putut întruni unanimitatea. De aceea, Comisia vă propune astăzi, din nou, să trecem la votul cu majoritate calificată în anumite domenii strict delimitate ale relațiilor externe. Repet mesajul pe care l-am transmis și anul trecut: trebuie să trecem la votul cu majoritate calificată în anumite domenii. Nu în toate domeniile, ci doar în anumite domenii strict delimitate: drepturile omului, misiunile civile și altele. Tratatul actual îi permite Consiliului să ia o decizie în acest sens. Consider că a venit timpul să ne prevalăm de clauza pasarelă din Tratatul de la Lisabona, care ne permite să deschidem calea către luarea de decizii cu majoritate calificată - această clauză pasarelă care este „frumusețea uitată” a Tratatului. Cred, de altfel, că și anumite chestiuni din domeniul impozitării ar trebui să facă obiectul deciziilor cu majoritate calificată. Domnule președinte, Aș mai dori să spun că modul în care discutăm despre dezacordurile noastre mă apasă tot mai mult. Schimburile polemice dintre guverne și dintre instituții devin tot mai numeroase. Nu atacurile polemice, adesea ofensatoare, duc mai departe construcția europeană. Nu este vorba doar de un ton regretabil pe care discută forțele politice între ele, ci și de modul în care unii tratează mass-media și jurnaliștii, pentru că vor să evite orice dezbatere. Europa trebuie să rămână un loc în care libertatea presei nu este pusă la îndoială. Prea mulți jurnaliști sunt intimidați, atacați, uneori chiar asasinați. Va trebui să ne protejăm mai mult jurnaliștii, care sunt, la rândul lor, actori importanți ai democrației noastre. Trebuie să redescoperim, în general, puterea compromisului. A încerca să ajungem la un compromis nu înseamnă a ne sacrifica convingerile și nici libertatea de a dezbate cu respectarea punctului de vedere al celorlalți și a valorilor noastre. Comisia se opune oricărei atingeri aduse statului de drept. Ne îngrijorează în continuare evoluția dezbaterilor din anumite state membre. În cazurile în care statul de drept este în pericol, trebuie să se aplice articolul 7. Primvicepreședintele Timmermans îndeplinește o misiune lăudabilă, dar foarte adesea solitară, de apărare a statului de drept. Întreaga Comisie și eu, personal, îl susținem cu fermitate. Într-o anumită privință trebuie să fim intransigenți: hotărârile Curții de Justiție a Uniunii Europene trebuie să fie respectate și puse în aplicare. Acest lucru este esențial. Uniunea Europeană este o comunitate de drept. Respectarea principiilor statului de drept și a hotărârilor judecătorești nu este opțională, ci obligatorie.

Agenda de discuții de la Pentagon include subiecte referitoare la intensificarea cooperării pe dimensiunea apărării, atât în context bilateral, cât și în cadrul Alianței Nord-Atlantice. În data de 24 septembrie, Mihai Fifor va participa la Forumul CEPA "Winning the 21st Century - Allied Strengh and Solidarity", în calitate de invitat special în cadrul panelului "Beyond 2%: Quantity and Quality in European Defense Investments". Acest Forum este organizat de Centrul pentru Analiza Politicilor Europene (CEPA), cu sediul în Washington D.C. Since then, Romania witnessed a decade of major transformations. Under three successive IMF/EU programs, we have made a long way to reform the economy and to make it more resilient to further external shocks. In what follows, I will argue that Romania is now more developed and better equipped to deal with external shocks than it was ten years ago; but risks coming from unwarranted domestic policies remain. My assessment is based on a longer time perspective and it may differ from a year on year approach. Romania is one of the few success stories of converging within the European Union, even during and after the crisis. GDP per capita at PPS increased from 50.6% of EU average in 2008 to 62.5% in 2017. The real GDP was higher by 17.5% in 2017 as against 2008; and the real potential GDP was 23% higher in 2017 as against 2008 (Figure 1). By the end of 2018, these figures will further grow by approximately 4 percentage points, according to IMF and EC forecasts.

IMF/EU programs from 2009 to 2015 were successful in many ways, contributing to a sharp adjustment in the budget deficit, exit from the Excessive Deficit Procedure in 2013 and reaching the MTO in the period 2013-2015. Structural reforms also advanced during the programs, one indicator of these being the large reduction in public government and state enterprises’ arrears. Exports of goods and services doubled in the last ten years, from 38.3 billion euro in 2008 to 77.9 billion euro in 2017, while imports increased by only 42.7% over the same period. CPI-based Real effective exchange rate (REER) is also lower than in 2008 (Figure 2). Consequently, the negative contribution of net exports to GDP has diminished, and the current account deficit witnessed a major adjustment of about 10% of GDP.

The Polish army’s modernization plans include improvement of troop capacity/mobility and air defense systems and the further development of a professional army (Poland ended conscription in 2008). Poland leads the former East -bloc countries in parting from Soviet-era equipment and has long term plans to replace any remaining Soviet era equipment with modern NATO platforms. However, the Polish Government’s plans to strengthen and reorganize the armed forces and the Polish defense industry must compete with other reforms that are financed through the state budget. The Polish Government annually negotiates its defense budget and the budget parameters are set during these negotiations. In the 2018 budget, the Polish government allocated 2% of 2017 GDP, an amount equal to about $ 10.4 billion** (PLN 41.5 billion) for total defense expenditures, of which $10.1 billion** (PLN 40.35 billion) is dedicated to national defense. This amount includes $2.7 billion** (PLN 10.85 billion PLN) allocated for arms and technical modernization. While Poland is one of the few NATO members to meet the alliance target of spending at least 2.0% of GDP on defense, the government has announced its intent to increase spending up to 2.5% of GDP by the year 2030. Significant new contracts are anticipated in the areas of air and missile defense, helicopters and unmanned aerial systems (UAS). At the end of fall 2016, the Polish government released the "Technical Modernization Plan 2017-2020”. An updated modernization plan is projected to be released in Nov 2018. Poland’s ambitious multi-year defense modernization program (valued at USD 40 billion) will significantly strengthen its military capability and increase interoperability with the United States and NATO. Poland currently has 93 active FMS cases which have been used to procure a wide range of items. Previous and on-going military procurements include: PATRIOT air and missile defense system, Head of State Boeing 737-800 aircraft, VIP Gulfstream aircraft, AMRAAM, F-16 fighter aircraft, JASSM, C-130 transport aircraft (EDA), C4ISR enhancements, Air Support Operations Center, Navigation Aids (NAVAIDS), communications, High Mobility Multipurpose Wheeled Vehicles (HMMWV), SIGINT equipment, simulation equipment, Perry-Class Frigates (EDA), small arms accessories, Mine-Resistant Ambush Protected All-Terrain Vehicles (M-ATVs; EDA), and SH-2G Helicopters (EDA). Opportunities for American firms exist mainly in investment, technology transfer, and co-production work. Polish defense companies seek cooperation agreements or joint venture opportunities with foreign defense companies that, combined with the relatively lower cost of production in Poland (particularly tanks, armored vehicles, artillery, ships, aircraft, and helicopters), will be attractive to potential customers. Receptivity to American products is high due to an excellent reputation for high quality products, reliability, and technical assistance. However, technological advantage is not the only factor determining success in the market. American companies should focus on educating end-users and other players in the defense sector. A successful U.S. exporter is expected to support its agent/representative at trade shows, seminars, and conferences. Polish officials maintain that the most important factor in awarding a contract is price (which is particularly critical in big-ticket purchases), after which other variables, such as quality, availability of service and training, and technical assistance for the installation, as well as the start-up operation of the equipment, becomes important. Therefore, superior performance offered from U.S. companies will not always win the deal. The Polish government is required by law to hold tenders for major procurements, though there is a national security exception. Financial value, project complexity, international cooperation, and political sensitivity determine the project category. American companies that are well informed about upcoming projects are free to submit tenders to the contracting authority directly. However, direct purchases from foreign suppliers are very rare and we encourage U.S. firms to identify local agents/representatives that can provide necessary assistance. Selecting an appropriate representative is very important. The agent should have very close contacts in the military/defense market. A reputable agent with good contacts can provide important and timely information, which is often not readily available through public sources. Additional considerations should be given in view of complicated tender procedures and import regulations. American companies exporting to Poland should be familiar with the country’s Public Procurement Law, Polonization, and Offset Act. Polonization is part of Poland’s long-term plan to become more selfsufficient, and to increase and promote local industrial production. The bottom line is that it is nearly impossible to effectively sell these products without a competent agent. Page 35 of 40


The Office for Offset Agreements at the Ministry of Defense (MOD) coordinates Poland’s defense offsets. The offset requirements are an important part of defense procurement contracts. On June 26, 2014, the Polish Parliament adopted a new Offset Act - the “Act on Certain Agreements Concluded in Connection with Contracts Essential for National Security. “ The new Offset Act was signed into law by the President of Poland on 7 July 2014. The new law covering the use of offsets in defense acquisition brings the country in line with European Union (EU) military procurement rules. American companies interested in military procurements in Poland are advised to use various resources to increase the chances of getting their company’s information into vendor’s databases within the military/defense sector. We advise American suppliers of military/defense equipment and services to contact the American Embassy in Warsaw as it pertains to information on defense-related business in Poland and current political issues prior to contacting any Polish government agency. This applies particularly to the Office of Defense Cooperation (ODC) and the U.S. Commercial Service. Defense cooperation is considered the integrated package of security assistance and defense cooperation in armaments activities. The U.S. government security assistance program for the government of Poland is managed by the Office of Defense Cooperation and includes Foreign Military Sales (FMS), Direct Commercial Sales (DCS) and several programs under the auspices of defense cooperation in armaments activities. Opportunities The modernization of the Polish army includes the improvement of troop capacity and mobility and air defense systems, as well as the development of a professional army. Poland's military has decreased from 450,000 in 1989 to 144,140 at present including 110,000 in the regular army, 12,000 in the reserves, 5,000 cadets, and 17,140 in the Territorial Defense Forces. In 2017, the Minister of Defense decided to establish a new reserve military unit called the Territorial Defense Forces (Wojska Obrony Terytorialnej), and to increase their total number by an additional 53,000 troops by 2019. Poland's membership in NATO has brought numerous opportunities for U.S. companies in terms of upgrades and adjustments. In addition, Poland became a close U.S. ally in Europe through its support for and participation international interventions in Iraq and Afghanistan, which also called for upgrades and adjustments in terms of developing a more capable and mobile force compatible with NATO troops. Poland's military is traditionally land force heavy. Currently, the military consists of 110,000 professional soldiers including 47,927 troops in the land forces; 16,428 in the Air Force; 7,020 in the Navy; 2,600 in Territorial Defense Forces, and 36,025 in other segments including, Reinforcements, Military Police, and the Polish Armed Forces Command. At present, 1548 Polish soldiers and military employees participate in foreign military missions including:

NATO missions: Afghanistan-RSM (350 people), Iraq-OIR (130), Kuwait-OIR (150), Kosovo-KFOR (300), eFP-Latvia (200), tFP-Romania (250), and EUNAVFOR-Sophia (110) EU missions: Bosnia-Hercegovina-EUFOR/MTT (50), EUMM-Georgia (6 observers), and the Central African Republic (2). The revised Polish Armed Forces "Technical Modernization Plan 2017-2020” comprises the following priorities: Air and Missile Defense, Armored and Mechanized Forces, Navy, Cyber Defense and Territorial Defense, and involves the purchase of military equipment including: • Air & missile defense systems • Helicopters: SOF, AWS (Anti-Submarine Warfare), and Attack; • Integrated command support and battlefield imaging systems (C4IRR); • Unmanned reconnaissance systems and reconnaissance-strike systems; • Individual soldier equipment and weapons; • Simulators and trainers; • Air transport; • Modernization of army missile and artillery; • Armored transportation carriers; • Anti-tank missiles; • Combating risks at sea; • Trainer aircraft; • Modernization of Polish Armored Forces and Transportation Troops • This revised modernization plan was announced by the current government’s Ministry of Defense in November 2016. The amended "Technical Modernization Plan 2017-2020” is based on three principles: assessment of Polish military needs, timeframe for delivery of equipment, and Polish industry participation. It has been noted that the costs of individual programs set up by their predecessor have far exceed available funds. Thus, it was necessary to set new priorities. These priorities include air defense systems, cyber security, and modernization of the Navy, Polish Armed Forces and Territorial Defense Forces. The implementation of a revised technical modernization program has put special emphasis on the importance of using Polish defense industry capacities, with special emphasis on the Polish Armament Group (PGZ). The newest, updated edition of Technical Modernization Plan is expected to be announced in November 2018. • Foreign investors and joint venture partners with local firms can take advantage of government incentives. Many U.S. businesses in Poland take the form of joint ventures with Polish companies and are specifically set up to handle sales in the market. Joint ventures are an excellent way to facilitate export sales to the Polish market. U.S. companies competing for Polish defense contracts are encouraged to look for joint ventures, co-production, and other cooperative opportunities with Polish companies to make their bid offers more attractive. The relatively lower cost of production in Poland has led many foreign defense companies to seek cooperation agreements or joint venture opportunities with Polish defense companies that can produce equipment, which will be attractive to potential customers. Examples of such products include tanks, armored vehicles, artillery, ships, aircraft, and helicopters. The MSPO International Defense Industry Exhibition is the largest annual event for the defense and security industries in Central and Eastern Europe, and one of Europe’s three largest trade shows dedicated to the defense sector (after Paris and London). The MSPO is held annually in Kielce (south east Poland) at the beginning of September. The upcoming show will take place September 4-7, 2018. Other important exhibitions in this sector are: Radom AIR SHOW held biannually in Radom (south-east Poland). The upcoming show will take place August 25-26, 2018. The organizer of this show is Polish Air Force HQ, the city of Radom, and the Polish Aero Club. BALT-EXPO - International Maritime Exhibition, held biannually in Gdansk (northern Poland). The nearest show will be held in September 9-11, 2019. BALT-MILITARY-EXPO is held bi-annually in Gdansk (northern Poland). The next show will take place in 2019.
