The U.S. Department of Defense and Lockheed Martin have finalized an $11.5 billion contract for the production and delivery of 141 F-35 aircraft at the lowest per aircraft price in the program‘s history.
The cost of an F-35A was lowered for the 11th consecutive year. Unit price for the F35A including aircraft, engine, and fee is $89.2 million. The U.S. Army is adding BAE Systems‘ Bofors 155mm BONUS ammunition to its arsenal, through a contract with the NSPA (NATO Support and Procurement Agency). Already qualified by the Army, the latest version of BONUS defeats heavily armored targets and can be fired from any 155-millimeter artillery system, including M777 lightweight towed howitzers and the M109 self-propelled howitzer family of vehicles. BONUS is significantly more capable than traditional munitions because it carries two smart munitions that employ advanced sensors, enabling each to independently seek out and destroy separate targets within a radius of 32,000 square meters. each BONUS shell carries two smart munitions, its mission success per round is significantly better than with traditional ammunition.

The Spanish Ministry of Defence (MOD) and TAURUS Systems GmbH (TSG) signed a contract on 26th of September in Madrid for an upgrade and maintenance of the operational capability of the TAURUS KEPD 350 Weapon System used by the Spanish Air Force. The contract value is just below 30 million Euros.
The TAURUS KEPD 350 has been in the inventory of the Spanish Air force for 10 years. It is today operated on the EF-18 fighter Aircraft. The advanced stand-off missile TAURUS KEPD 350 provides, with its very long range and a unique intelligent warhead, an important strategic and tactical advantage to the Spanish Armed forces. It is optimized for attacking deep buried bunkers, infrastructure and aerial targets even in anti-access and area denied environments. As part of the contract the operational capability of the Spanish TAURUS will be updated by robustification and improvement of the navigation system. This will increase the survivability considerably beyond the original configuration. With the update, the Weapon System is prepared for highly defended modern scenarios and joint operations environments. The project will start immediately. TAURUS Systems GmbH (TSG) was founded in 1998 by its shareholders MBDA Deutschland GmbH of Germany and Saab Dynamics AB of Sweden. The company acts as prime contractor and design authority for the TAURUS KEPD 350E weapon system. The expertise of TSG covers all aspects regarding the development and manufacture of stand-off weapon systems ranging from initial concept studies to fully developed, ready-to-operate integrated system solutions, such as ‗effects-based operations‘. I. HOMELAND DEFENSE With this budget request, MDA expands homeland defense while operating, sustaining, and improving our nation‘s homeland missile defenses. The request includes: Ground-based Midcourse Defense (GMD) (PE 0603882C). MDA is requesting $926.4 million in FY 2019. MDA will work to strengthen and expand homeland missile defense by continuing a new missile field (MILCON funded in FY18 BA) and deploying 20 additional Ground-Based Interceptors (GBI) at Ft. Greely, Alaska (FGA) bringing the total deployed GBIs from 44 to 64 in the 2023 timeframe. Additionally, MDA will ensure the number of fielded GBIs is sustained at 64 while performing GBI sustainment, upgrades and maintenance by adding Page 25 of 46
two additional silos in Missile Field #1 at FGA and purchasing six additional Configuration 2 (C2) boost vehicles The construction associated with addition of two silos will be accomplished with $8 million of FY 2019 MILCON funds. MDA continues the development and expansion of long-range GMD capabilities. In November 2017, MDA emplaced the 44th GBI at Fort Greely, which completed the work to increase the number of operational GBI from 32 to 44, with 40 GBIs currently deployed at FGA, and four GBIs at Vandenberg Air Force Base (VAFB) in California. MDA will upgrade the capability of key Ground Systems and Fire Control systems components such as the GMD Fire Control (GFC) equipment, the GMD Communications Network (GCN). The GFC upgrades will enable On-Demand Communications (ODC) required for the Redesigned Kill Vehicle (RKV), BMDS System Track, 2- or/3-stage selectable GBI battle management, Mid-Term Discrimination enhancements, and other GFCWarfighter interface and logic improvements. Technology modernization will mitigate obsolescence issues, improve cybersecurity resilience, increase GFC capabilities for emerging threat and raid size, reduce life-cycle cost, increase system reliability and operational availability, and simplify the insertion of future technologies. Additionally, this PE provides funding for System Engineering and Integration to include requirements development and analysis, modeling and simulation (M&S) development, M&S verification, validation, and accreditation, and software independent verification and analysis. Improved Homeland Defense Interceptors (PE 0604874C). MDA is requesting $561.2 million in FY2019. The RKV will make homeland defenses more robust, help address the evolving threat, enhance kill vehicle reliability, improve in-flight communications to better leverage off-board sensor data, and enhance Combatant Commanders‘ situational awareness via additional hit/kill assessment messages. We anticipate deploying the RKV beginning in the 2021 timeframe in the new missile field at Fort Greely, AK. MDA is also beginning the development of a new booster, the Configuration 3 (C3) booster, which improves upon the C2 booster design by addressing obsolescence and enhancing survivability. • GMD Procurement. MDA GMD Procurement. MDA is requesting $524 million in FY 2019 to support the construction of 20 additional silos and the emplacement of 20 additional GBIs at Fort Greely, AK. Ground-based Midcourse Defense Test (PE 0604887C). MDA is requesting $81.9 million in FY 2019. This GMD Test program supports the Integrated Master Test Plan (IMTP). On May 30, 2017, MDA successfully intercepted an intercontinental ballistic missile target with countermeasures during a test of the GMD element of the BMDS. The test demonstrated a GBI configuration with a three-stage C2 booster vehicle and a CE-II Block 1 Exo-atmospheric Kill Vehicle (EKV) that contains alternate divert thrusters. This budget request includes funding a GBI salvo test in FY 2019. MDA will also conduct a Controlled Test Vehicle test, a non-intercept flight characterization mission using an air-launched intermediate range ballistic missile to collect RKV flight environment data using a GBI launched from VAFB in FY 2020. The budget also includes execution of ground test campaigns to support fielding of new BMDS capabilities. GMD Maintenance and Sustainment. MDA is requesting $147.2 million in FY 2019 for the Operation and Maintenance (O&M) of the GMD weapon system. This includes operations, maintenance and sustainment of the GMD weapon system and operational and support facilities at FGA and VAFB. It also includes Warfighter training, wargames, and exercises to improve readiness. Page 26 of 46
Long Range Discrimination Radar (LRDR) (PE 0604873C). MDA is requesting $164.6 million in FY 2019. The LRDR is a midcourse sensor that will improve BMDS target discrimination capability while supporting more efficient use of the GMD interceptor inventory. In FY 2019, MDA will complete the receipt of LRDR hardware, manufacturing and assembly of Array #1 and #2 and factory acceptance testing (FAT) on the arrays. MDA will initiate emplacement/installation and calibration of the first delivered array on-site at Clear Air Force Station (CAFS), AK. The LRDR site will be constructed as two separate military construction (MILCON) projects. Phase 1 ($155 million, FY 2017) funded a Shielded Mission Control Facility and Radar Foundation. MDA began military construction of Phase 1 in FY 2017. Phase 2 ($174 million, FY 2019) funds the shielded Power Plant that includes fuel storage, a maintenance facility, and associated site support, beginning in FY 2019. Initial fielding of the LRDR is planned for 2020 leading to an operational readiness acceptance by the warfighter in the 2022 timeframe. Pacific Discriminating Radar (PE 0604673C). MDA is requesting $95.8M in FY19 to design and build two discriminating radars in the Pacific. For the first radar, called the Homeland Defense Radar - Hawaii (HDR-H), MDA is requesting $62.2 million in FY 2019 (Budget Project MD41). The HDR-H radar will provide a persistent long-range acquisition and discrimination capability, augmented by other sensors, to mitigate the effects of evolving threats to the BMDS. The HDR-H optimizes discrimination capability in the Pacific architecture and increases the ability of GBIs to enhance the defense of Hawaii. The radar also supports additional mission areas including Space Situational Awareness. MDA plans to competitively award this radar by the end of FY 2018 as delivery order #1 on a fixed-price indefinite delivery/indefinite quantity (IDIQ) contract to manage, develop, build and integrate, test, and field the radar prime mission equipment. Scope includes options for limited term sustainment during transition and transfer to the lead service. The radar prime contractor will deliver a full technical data package which will enable the government to effectively and affordably sustain the system. The HDR-H will complete initial fielding in FY 2023 for BMDS integration, testing and readiness for operations. MDA will begin military construction for the HDR-H in FY 2021. The radar will be constructed in two phases: Phase 1 (FY 2021, $138 million) funds a shielded Mission Control Facility and will begin military construction in FY 2021 and Phase 2 (FY 2022, $183 million) funds the shielded power plant including fuel storage and associated site support. MDA is also requesting $33.5 million in FY 2019 for the Homeland Defense Radar - Pacific (HDR-P) radar (Budget Project MD51). In FY 2019, MDA will initiate prime contract award and developmental engineering for radar hardware, software and equipment shelter. The HDR-P provides persistent midcourse discrimination, precision tracking, and hit assessment to support the defense of the homeland against long-range missile threats. Siting surveys efforts are planned to satisfy warfighter requirements and determine the final recommended site(s). The radar also supports additional mission areas including space situational awareness upon approval. The military construction for the Pacific radar is planned for the FY 2022 timeframe and the HDR-P is scheduled to complete initial fielding in the FY 2024 timeframe Sea-Based X-band (SBX) (PE 0603907C). MDA is requesting $149.7 million in FY 2019. The SBX radar provides precision midcourse tracking, debris mitigation, and discrimination capabilities. The SBX is an integral component in our flight test programs. To address the increased missile threat from North Korea, our budget request includes funds to extend at-sea time and conduct operations for defense Page 27 of 46

In the face of Russian aggression and influence, the United States has ramped up its troop presence in Europe, working to reassure and strengthen ties with allies and partners. Just in the last few years, the Army has committed to nine-month armored brigade combat team rotations to Europe and significantly boosted the number of joint training operations involving American soldiers and their European partners. Ahead of the Association of the United States Army‘s annual meeting, Army Times reached out to Lt. Gen. Christopher Cavoli, who took command of U.S. Army Europe in January after having spent a career in charge of multiple infantry and armor units.

Prin uniunea energetică și politica sa privind schimbările climatice orientată spre viitor, UE creează un mediu favorabil care accelerează investițiile publice și private în inovare și modernizare în toate sectoarele-cheie. Realizăm această tranziție către o economie modernă și nepoluantă, ținând seama de diferențele în ceea ce privește mixul energetic și structurile economice din întreaga UE. În plus față de actualizarea și consolidarea legislației sale în domeniul energiei și al schimbărilor climatice, UE urmărește să elaboreze măsuri favorabile care să stimuleze investițiile, să creeze locuri de muncă, să favorizeze industriile inovatoare și să se asigure că în acest proces nu este neglijat niciun cetățean, niciun lucrător și nicio regiune. Aceste demersuri vor stimula crearea de locuri de muncă și creșterea economică, vor plasa cercetarea și inovarea în centrul viitorului nostru și vor pregăti industria europeană în vederea sprijinirii angajamentelor privind clima. În cadrul Acordului de la Paris privind schimbările climatice, UE s-a angajat să reducă cu cel puțin 40 % emisiile de gaze cu efect de seră până în 2030. Aceasta este o investiție în prosperitatea noastră și în viabilitatea economiei europene, datele subliniind că, între 1990 și 2015, emisiile UE au scăzut cu 22 %, în timp ce produsul intern brut a crescut cu 50 %. UE este singura economie mare din lume care a transpus pe deplin în legislație măsurile luate în vederea îndeplinirii angajamentelor asumate în cadrul Acordului de la Paris. În acest scop, în 2017 au fost adoptate principalele acte legislative vizând reducerea emisiilor generate de transporturi, clădiri, deșeuri, agricultură, exploatarea terenurilor și silvicultură. Respectivele acte legislative, instrumentele de sprijin conexe și reforma sistemului Uniunii Europene de comercializare a certificatelor de emisii (ETS) marchează instituirea cadrului juridic de politici al Uniunii în materie de climă pentru 2030. Prin adoptarea, în 2018, a patru din cele opt propuneri legislative ale Comisiei din pachetul Energie curată pentru toți europenii, UE a instituit un cadru de reglementare modern și avansat pentru tranziția către o energie curată, răspunzând astfel obiectivului Comisiei Juncker de a deveni un lider mondial în domeniul energiei din surse regenerabile și de a pune eficiența energetică pe primul loc. Există acum un cadru de guvernanță robust, care monitorizează conformitatea și promovează investițiile pentru a garanta atingerea obiectivelor UE pentru 2030 în materie de energie și de climă, și anume o reducere cu cel puțin 40 % a emisiilor de gaze cu efect de seră, o cotă minimă de energie din surse regenerabile reprezentând 32 % din mixul consumului de energie al UE, precum și 32,5 % de economii în materie de eficiență energetică.
În următorii zece ani, pentru a îndeplini angajamentele în materie de climă asumate la Paris, Europa va avea nevoie de investiții în tehnologii cu emisii reduse de dioxid de carbon în valoare de aproximativ 180 de miliarde EUR pe an. În acest context, pentru următorul cadru financiar multianual, Comisia a propus creșterea nivelului de Page 30 of 46
ambiție în ceea ce privește integrarea aspectelor legate de climă în toate programele UE, cu obiectivul ca cel puțin 25 % din cheltuielile UE să contribuie la obiective legate de climă. Însă fondurile publice nu vor fi suficiente – sectorul financiar trebuie să se implice total în lupta împotriva schimbărilor climatice. De la crearea sa, planul Juncker a sprijinit investițiile în eficiența energetică, energia din surse regenerabile și mobilitatea durabilă. Acesta a permis, printre altele, furnizarea de energie din surse regenerabile unui număr de 8,2 milioane de gospodării europene și instalarea unui număr de 28 de milioane de contoare inteligente de energie electrică și gaze. Uniunea piețelor de capital urmărește să conducă sistemul financiar către sprijinirea unei creșteri economice durabile, ecologice și cu viziune pe termen lung. În martie 2018, Comisia a prezentat primul plan de acțiune al UE privind finanțarea sustenabilă. Acesta stabilește o abordare structurată și sistematică de direcționare a investițiilor private în proiecte mai ecologice, prin schimbarea stimulentelor și a culturii actuale de-a lungul lanțului de investiții. Sectorul financiar joacă un rol-cheie în acest context. Primele măsuri concrete au fost propuse în mai 2018 și au inclus un sistem de clasificare armonizat la nivelul UE (o „taxonomie‖), prin care se asigură definiții comune, transparență și compatibilitate pentru profesioniști și investitorii privați. De asemenea, Comisia a luat măsuri pentru a accelera tranziția către o economie nepoluantă în alte sectoare economice, în principal în transporturi. Ca parte a strategiei sale pentru o mobilitate cu emisii scăzute, Comisia a propus, în noiembrie 2017, acte legislative vizând reducerea emisiilor de dioxid de carbon (CO2 ) provenite din transportul rutier, stabilind noi obiective pentru emisiile de CO2 ale noilor autoturisme și camionete și consolidând poziția de lider a UE în sectorul vehiculelor nepoluante. În mai 2018, Comisia și-a finalizat agenda cuprinzătoare pentru o mobilitate sigură, nepoluantă și conectată, prezentând, printre altele, normele de emisii de CO2 pentru vehiculele grele, facilitând procesul de proiectare a unor camioane aerodinamice și îmbunătățind etichetarea pentru pneuri. În plus, Comisia a propus un plan de acțiune cuprinzător pentru baterii, care va contribui la dezvoltarea unui „ecosistem‖ sustenabil și competitiv al bateriilor în Europa. Pentru a aborda impactul social al tranziției energetice, Comisia a lansat o inițiativă pentru regiunile cu o utilizare intensă a cărbunelui și cu emisii ridicate de dioxid de carbon. Inițiativa oferă soluții personalizate pentru regiunile afectate de tranziția la o economie nepoluantă. Acest sprijin contribuie la recalificarea lucrătorilor, la modernizarea infrastructurilor și la realizarea de investiții în modele de afaceri ale viitorului, astfel încât nicio regiune să nu fie neglijată în cursul tranziției energetice. De asemenea, Comisia a înființat Observatorul european al sărăciei energetice, ca o măsură menită să sprijine o tranziție justă și echitabilă din punct de vedere social către o energie curată. În ultimul an, prin activitatea noastră privind solidaritatea și securitatea în materie de energie, ne-am asigurat că niciun european nu rămâne izolat. Summitul de la Lisabona din iulie 2018 a reprezentat o expresie clară a solidarității europene în materie de energie: cu această ocazie, liderii Spaniei, Franței și Portugaliei au convenit asupra unor măsuri care vizează consolidarea integrării Peninsulei Iberice în piața internă a energiei. Comisia sprijină construirea infrastructurii necesare, cu investiții-record în valoare de 578 de milioane EUR pentru linia de tensiune care traversează Golful Biscaya între Spania și Franța, cu scopul de a pune capăt izolării energetice în această parte a Europei. În plus, președintele Juncker și liderii Estoniei, Letoniei, Lituaniei și Poloniei au convenit asupra foii de parcurs politice privind sincronizarea rețelelor de energie electrică ale acestor state membre cu rețeaua Europei continentale până în 2025. Comisia va sprijini aceste state membre pentru a pune capăt izolării energetice a regiunii Mării Baltice. În urma unei cereri adresate de către liderii UE în luna martie a acestui an, Comisia pregătește o propunere privind o strategie a UE pentru reducerea emisiilor de gaze Page 31 of 46
cu efect de seră pe termen lung. A fost demarată o consultare extinsă prin intermediul unei conferințe a părților interesate la nivel înalt și al lansării unei consultări publice. Comisia a demarat lucrările pentru a-și prezenta propunerile până în noiembrie 2018. Acest demers va transmite un semnal puternic partenerilor noștri, informându-i că UE are planuri solide pe termen lung, înainte de reuniunea COP 24 de la Katowice care va avea loc luna următoare.
