The European Aviation Safety Agency (EASA) has approved the A330-900 for ETOPS (Extended-range Twin engine aircraft Operations) ―beyond 180 minutes‖ diversion time. This significant achievement means that operators of the A330neo, which is powered by Rolls-Royce Trent 7000 engines, will benefit from the most efficient, reliable and direct long-range routings. The approval, which includes ETOPS 180 min. capability in the aircraft‘s basic specification, now also includes the option for ―ETOPS 285 min.‖ This extends the potential air diversion distance to around 2,000nm. The U.S. FAA‘s respective ETOPS certification is expected soon. A330neo operators which choose the ETOPS 285 min. option will be able to serve new direct ‗non-limiting‘ routings. Meanwhile, operators flying on existing routes (currently flown with up to 180-minute diversion time) will be able to traverse a straighter, quicker and more fuel efficient path, and also have access to more – and possibly better equipped – en-route diversion airports if needed. The granting of this ETOPS capability is a testimony to the aircraft‘s design and systems maturity, which has been demonstrated to be as good as its predecessor – the versatile and extremely reliable A330-200/A330-300 family, proven over many millions of flights. The A330neo is a true new-generation aircraft family comprising the A330-900 and the smaller A330-800. The A330-900 in particular is the lowest seat-mile cost 300seater which incorporates highly efficient Rolls-Royce Trent 7000 engines, a new 3Doptimised wing with greater span and lighter composite materials, plus new wingtip Sharklets. Together, these advances bring greater range (around 7,200 nm with a three-class cabin) and 25% lower fuel consumption compared with older generation aircraft of similar size. The A330 is one of the most popular widebody families ever, having received over 1,700 orders to date from 120 customers. More than 1,400 A330s are flying with over 120 operators worldwide. The A330neo is the latest addition to the leading Airbus twin-engine widebody family, which alongside the A350 XWB, offer unmatched space and comfort combined with unprecedented efficiency levels and long-range capability. In 2009, the Airbus A330-200/-300 became the first airliner family to gain an ETOPS ‗Beyond 180min‘ certification, which was granted by EASA. Airbus twin-engine airliners have accumulated over 20 million ETOPS flight hours, most of which have been accumulated by the A330 Family.

Niinikoski represents the Association of Finnish Defence and Aerospace Industries (ADFA), and in cooperation with AFDA also other Nordic industry organisations in this position. There are 24 members in DBU representing the major defence companies. ASD represents the aeronautics, space, defence and security industries in Europe in all matters of common interest with the objective of promoting and supporting the competitive development of the sector. U.S. Navy orders next group of P-8A aircraft; 19 jets support world-wide customers ARLINGTON, Va., Jan. 28, 2019 — The U.S. Navy has awarded Boeing [NYSE: BA] a $2.4 billion production contract for the next 19 P-8A Poseidon aircraft. The contract includes 10 aircraft to add to the current inventory of P-8As in the U.S. Navy fleet, all five jets currently under contract for Norway and the four aircraft remaining for the existing United Kingdom contract, bringing the total United Kingdom acquisition to nine aircraft. The United Kingdom and Norway are acquiring the Boeing aircraft through the Foreign Military Sales process and will receive a variant designed and produced for the U.S. Navy called the P-8A Poseidon. The United Kingdom will receive their first aircraft in 2019 and Norway will begin receiving aircraft in 2021. The P-8 is a long-range multi-mission maritime patrol aircraft capable of broadarea, maritime and littoral operations. A military derivative of the Boeing Commercial Next-Generation 737 airplane, the P-8 combines superior performance and reliability with an advanced mission system that ensures maximum interoperability in the battle space. The P-8 is militarized with maritime weapons, a modern open mission system architecture, and commercial-like support for affordability. The aircraft has been modified to include a bomb bay and pylons for weapons – two weapons stations on each wing – and can carry 129 sonobuoys. The aircraft is also fitted with an in-flight refueling system. With more than 180,000 flight hours to date, P-8 variants, the P-8A Poseidon and the P-8I, patrol the globe performing anti-submarine and anti-surface warfare; intelligence, surveillance and reconnaissance; humanitarian; and search and rescue missions. The new Starrett S1 Spring Testing Systems were developed for high-volume production testing for users seeking more consistent results over manual testing methods. Starrett S1 Systems feature test templates that enable the user to create a test set up in seconds using one and two-point methods, with test targets being load or height-based. In addition, the small footprint of the S1 System makes it suited for insitu production areas. Spring rate, spring constant, free length, solid height, and initial tension can be measured, and tolerances can be used to determine immediate pass/fail results, viewable in graphic or tabular formats. Software features of Starrett S1 Spring Testing Systems enable the use of preconditioning options to exercise springs prior to testing, the ability to scrag for a number of cycles or duration or compress to a load set and hold for a duration. The order was delivered at the Air Force Base of Eindhoven. This milestone was reached 18 months after the implementation of the total support contract. This customized solution is offered by GKN Fokker Services in Hoofddorp (NL) and provides the RNLAF with one single point of contact for all standard parts requirements. The total support solution covers the delivery of the standard parts and Page 10 of 41


additional services such as transportation, management of storage systems, forecasting and stock storage. RNLAF‘s fleet of Apache, Chinook and Cougar helicopters, as well as the F-16's, PC7's and the KDC-10 tanker aircraft, are included in the agreement. All orders are processed via GKN Fokker Services‘ secure and dedicated customer portal, which is seamlessly integrated with back-office systems. Jeroen Ridderhof, Supply Chain Management at the RNLAF said: "This solution provides us with the anticipated advantages and the high level of unburdening, a cleaner and simplified supply chain against an increased availability of parts. 3.3 Comparing the approaches Based on these initiatives up to the Commission‘s 2015 progress report, it is possible to highlight some key differences between EU and NATO approaches to armaments standardisation (see Figure 8). Institutionally speaking, NATO has an established set of bodies and a dedicated agency focusing on armaments standardisation but in the case of the EU at two least institutions – the Commission and the EDA – are responsible for standardisation. NATO has a longer track record of developing standards (in the form of STANAGs) than the EU, even though the EU has growing experience. For example, the EDA presides over the Military Airworthiness Authorities (MAWA) Forum which has developed and adopted five defencerelated standards (more on MAWA in the next chapter). In the EU, the bulk of hybrid standards have been developed by the three EU-recognised ESOs: CEN, CENELEC and ETSI. It should be noted that the European Commission has stakeholder buy-in in the civil and security sectors, whereas NATO has a dedicated defence-industrial advisory forum on armaments standardisation in the form of the NIAG. For example, as part of its efforts on security research and innovation the Commission established a European Security Research and Innovation Forum (ESRIF) in 2007 to serve as a bridge between the EU institutions and industry. The ESRIF played an important role in developing a public-private dialogue over the use of civil standards and it opened the door for further thinking about how civil standards could be applied to the security and defence sectors. One area that highlights the difference between EU and NATO approaches to armaments standardisation is legislation. Directive 2009/81/EC has opened the door to setting legal parameters for defence procurement and part of this legal norm sees standardisation as a key part of opening up the European defence market. Directive 2009/43/EC is designed to facilitate cross-border transfers of defence equipment and to create a European internal market for defence. The alliance has no such mandate to develop and apply these forms of legal instruments. While NATO does not have any equivalent to the EU‘s defence directives, however, this should not necessarily imply that the EU can enhance armaments standardisation via legal fiat. In fact, directives are a form of EU soft law that do not have direct effect in Member States. According to a recent evaluation by the Commission, in the case of Directive 2009/81/EC its application has been uneven across the Union and it has been under-utilised for high-value defence contracts (European Commission, 2016b). While the directive is principally aimed at removing market distorting behaviour such as the use of defence offsets, it is nonetheless arguable whether this legal instrument has led to any substantial improvement in armaments standardisation in the EU. Despite these nuanced differences, however, the EU and NATO do share a number of approaches to armaments standardisation. Both organisations rely on the voluntary adoption of standards andstakeholder consultation in order to push for the use of these standards. With the exception of the EU‘s defence package of directives, neither organisation has an effective sanctioning mechanism to enforce the use of defence-related standards. Therefore, greater effort is needed to raise awareness with governments, militaries and other stakeholders in relation to available standards and to provide advice on their application, if so required. NATO bodies such as the NAC, CS, CNAD, MC and NSO propose STANAGs to allied members and the Commission and EDA advertise hybrid standards through EDSIS and EDSTAR. In this respect, while NATO largely develops STANAGs based on the advice of the NIAG and the MC (i.e. industrial and military feedback and proposals), the EU is largely but not exclusively geared to identifying defence-relevant civil standards that are developed by CEN, CENELEC and ETSI. General Dynamics European Land Systems-Bridge Systems (GDELS-Bridge Systems) announced today that it has been awarded a contract to develop a multifunctional, modular floating platform known as Pontoon Boat, or PoBo. The project was awarded under the Innovation Programme for the Support of Diversification Strategies of Defense Companies in Civil Security Technologies, or DIVERS. DIVERS is a program launched by Germany‘s Federal Ministry of Economics and Energy (BMWI), with VDI Technologiezentrum GmbH as the responsible project executing agency. ―The PoBo is a modularly configurable floating device,‖ said Sascha Wahlster, head of civil activities for GDELS-Bridge Systems. ―It can be used to assemble heavy-duty transport, working, diving and recovery platforms or bridges.‖ ―By means of specially developed propulsion systems and supported by drone based underwater sensors, safe, semi-autonomous driving in flooded and unmapped areas will be made possible,‖ said Wahlster. The PoBo will be developed to be ergonomically friendly, and will have a mobile virtual reality system to conduct fast and cost-effective training. THE VICE PRESIDENT: Thank you, Acting Secretary Shanahan, Secretary Mark Esper, Secretary Wilson, distinguished members of Congress, members of the Joint Chiefs, the leadership of the Armed Forces of the United States, and to all of you who wear the uniform of the United States of America. It is my honor to be with you here today at the Pentagon as our President unveils his vision for our renewed commitment to American missile defense. As Commander-in-Chief, President Trump has no higher priority than the safety and security of the American people. And it‘s, frankly, the greatest honor of my life to serve as Vice President to a President who cares so deeply about the men and women of our Armed Forces and their families. Today, along with all of you, our hearts and our prayers are with the families of the fallen American heroes who were lost in Syria yesterday, as well as those service members who were wounded. We honor their service and we will honor the memory of the fallen. And their families and our Armed Forces should know their sacrifice will only steel our resolve; that as we begin to bring our troops home, we will do so in a way that ensures that the remnants of ISIS will never be able to reestablish their evil and murderous caliphate. (Applause.) It‘s in that same spirit of resolve that we gather here today. Since day one of this administration, President Trump has taken decisive action to make the strongest military in the history of the world stronger still. Working with members of Congress in both parties, we‘re rebuilding our military, restoring the arsenal of democracy. And last year, President Trump signed the largest investment in our national defense since the days of Ronald Reagan, including the largest military pay raise in nearly a decade. (Applause.) Before presenting the results of our Missile Defense Review, I want to take a moment to express my deepest condolences to the families of the brave American heroes who laid down their lives yesterday in selfless service to our nation. These are great people. Great, great people. We will never forget their noble and immortal sacrifice. This morning, I also would like to briefly address another matter of critical national security: the humanitarian and security crisis at our southern border. Without a strong border, America is defenseless, vulnerable, and unprotected. I also want to thank the military for helping us out during the big caravan period. But now you have more caravans forming, and they‘re on their way up. Thousands and thousands of people. We don‘t know where they‘re from, who they are — nothing. We need strong borders. We need strong barriers and walls. Nothing else is going to work. Everyone knows it. Everybody is saying it now. It‘s just a question of time. This should have been done many years ago. It should have been done by other — really, by other Presidents, and it wasn‘t, just like many of the other things we‘re doing that could have been done many years ago, whether it‘s our negotiations with North Korea, moving the embassy to Jerusalem. So many things were supposed to have been done many years ago, and they weren‘t. But we‘re doing them. A wall has to be built. We need security at our southern border. Drugs flow in. Tremendous percentages of the drugs coming into our country come from the southern border. We‘re not going to allow it to happen. And that is why our Homeland Security professionals have asked Congress for a steel barrier between the ports of entry; to fund more agents, beds, medical supplies, and technology; and to close the ridiculous and dangerous immigration loopholes that no country in the world has but us. The federal government remains shut down because Congressional Democrats refuse to approve border security. We‘re going to have border security. It‘s going to Page 18 of 41


be tight. It‘s going to be strong. We‘re going to let people into our country gladly, but they‘re going to come in legally. That includes for the farmers who need help and for others. But we are going to have powerful, strong border security. While many Democrats in the House and Senate would like to make a deal, Speaker Pelosi will not let them negotiate. The Party has been hijacked by the open borders fringe within the Party. The radical left becoming the radical Democrats. Hopefully, Democrat lawmakers will step forward to do what is right for our country. And what‘s right for our country is border security at the strongest level. Stop human hijacking. Stop drugs. Stop gangs. Stop criminals. That‘s what we‘re going to do. That was my pledge, and that‘s what we‘re going to do. We‘re gathered together to outline the steps that we must take to upgrade and modernize America‘s missile defense. So important. In a time of rapidly evolving threats, we must be certain that our defensive capabilities are unrivaled and unmatched anywhere in the world. All over, foreign adversaries, competitors, and rogue regimes are steadily enhancing their missile arsenals. All over. Their arsenals are getting bigger and stronger. And we‘re getting bigger and stronger, in every way. They‘re increasing their lethal strike capabilities, and they‘re focused on developing long-range missiles that could reach targets within the United States. As President, my first duty is the defense of our country. First duty: the defense of our country. And defense has many different definitions and covers a lot of territory. I will accept nothing less for our nation than the most effective, cutting-edge missile defense systems. We have the best anywhere in the world. It‘s not even close. Our new strategy calls for six major changes in missile defense policy: First, we will prioritize the defense of the American people above all else. Our review calls for 20 new ground-based interceptors at Fort Greely, Alaska, and new radars and sensors to immediately detect foreign missiles launched against our great nation. We are committed to establishing a missile defense program that can shield every city in the United States. And we will never negotiate away our right to do this. Second, we will focus on developing new technology, not just investing more money into existing systems. The world is changing, and we‘re going to change much faster than the rest of the world. This past Tuesday, the Iranian regime tested a ―space launch vehicle‖ — which failed — that will provide Iran with critical information — if it didn‘t fail — that they could use to pursue intercontinental ballistic missile capability, and a capability, actually, of reaching the United States. We‘re not going to have that happen. The United States cannot simply build more of the same, or make only incremental improvements. What we‘ve done to Iran since I‘ve become President is rather miraculous. I ended the horrible, weak Iran Nuclear Deal. And I will tell you, Iran is a much different country today than it was two years ago. It‘s not the same and it won‘t be the same. And I do believe they want to talk. It is not enough to merely keep pace with our adversaries; we must outpace them at every single turn. We must pursue the advanced technology and research to guarantee that the United States is always several steps ahead of those who would do us harm. Third, we will protect the American people from all types of missile attacks. In the past, the United States lacked a comprehensive strategy for missile defense that extended beyond ballistic missiles. Under our plan, that will change. The U.S. will now adjust its posture to also defend against any missile strikes, including cruise and hypersonic missiles. And we are, by the way, very advanced also on hypersonic technology and missiles. We will always be at the forefront of everything. Page 19 of 41


Fourth, we will recognize that space is a new warfighting domain, with the Space Force leading the way. My upcoming budget will invest in a space-based missile defense layer. It‘s new technology. It‘s ultimately going to be a very, very big part of our defense and, obviously, of our offense. The system will be monitored, and we will terminate any missile launches from hostile powers, or even from powers that make a mistake. It won‘t happen. Regardless of the missile type or the geographic origins of the attack, we will ensure that enemy missiles find no sanctuary on Earth or in the skies above. This is the direction that I‘m heading. We have some very bad players out there, and we‘re a good player but we can be far worse than anybody, if need be. I‘ve always known — and I‘ve watched and I‘ve seen — the stronger you are, the less you will need, whatever that strength may be. Fifth, we will remove bureaucratic obstacles to dramatically speed up the acquisition and deployment of the new technology. And sixth, we will insist on fair burden sharing with our allies. I‘ve made it clear we are protecting many, many wealthy, wealthy, wealthy, wealthy countries. One country, they said, has an unsustainable cash flow. In other words, they make so much money they don‘t know what to do with it. I said, ―Send it our way.‖ (Laughter.) ―We‘re protecting you. Send it our way.‖ We protect all of these wealthy countries, which I‘m very honored to do, but many of them are so wealthy they can easily pay us the cost of this protection. So you‘ll see big changes taking place. And we‘ve had great talks with countries. Friendly talks. One of them said, ―Mr. President, yes, we will work with you. But for 30 years, nobody has ever asked.‖ I said, ―Now we‘re asking.‖ It took a long time. I said, ―Now we‘re asking.‖ And that allows us to spend much more money than these incredible budgets, where it‘s just money going out and not coming back. So, wealthy, wealthy countries that we‘re protecting are all under notice and all cooperating very nicely. I would say they probably liked other Presidents more than me, but that‘s okay. I don‘t blame them. I would too. (Laughter.) There was a recent poll in Europe. The original poll, when I first ran, I was one of the most popular people in the world. And now they said, ―He‘s not popular in Europe.‖ I shouldn‘t be — because I‘m asking them to step up. You have countries paying less than 1 percent in NATO. Last year, I raised $44 billion more by saying, ―I‘m sorry, you have to step up.‖ The year before that, my first year — so I was just getting started — I raised $24 billion with one meeting. And until that, it was just going down. It was going down. For 15 years, it was just going down, the numbers going into NATO. And this year we‘ll also have a good year. They‘re starting to step up. Very unfair when Germany pays 1 percent and we‘re paying 4.3 percent of a much larger GDP. We cannot be the fools for others. We cannot be. We don‘t want to be called that. And I will tell you, for many years, behind your backs, that‘s what they were saying. So there‘s a big difference. We‘re going to be with NATO 100 percent. But as I told the countries, you have to step up. You have to pay minimum numbers, actually. The numbers should be much higher. They set a 2 percent goal. Very few pay that. But they should be much higher than that. If you look at what we pay, it‘s massively higher than that. So we have very good relationships, but countries are now stepping up, and they can well afford to. In furtherance of this goal, our plan directs the Department of Defense to prioritize the sale of American missile defense and technology to our allies and to our partners. We want them to be able to defend. And they‘re willing to pay for the finest Page 20 of 41


missiles in the world. They‘ve already done that. They‘re stepping up like nobody has ever seen before, actually. We will also leverage our network of partnerships to share early warning and tracking information, and detect missile launches as early as possible. Today marks the beginning of a new era in our missile defense program. For too long, we have been held back by self-imposed limits while foreign competitors grow and they advance more than we have over the years. Part of the reason is we spend so much money on so many other places. Now that‘s changing. We‘re helping and we‘re able to spend money on technology and new defense, and far beyond defense systems. So those days are history. Our strategy is grounded in one overriding objective: to detect and destroy every type of missile attack against any American target, whether before or after launch. When it comes to defending America, we will not take any chances. We will only take action. There is no substitute for American military might. But when I took office — you know it better than anybody in the world — our military was very tired. It was very depleted. I won‘t even tell you the things that some of our great generals were telling me. And now it‘s being rebuilt at a rapid rate and, very shortly, will be more powerful than ever before. And that‘s the way it has to be. And as I said, the more powerful it is, the less likely it is that we‘ll ever have to use it. But it will soon be more powerful than ever before. Today, we reaffirm that a strong America remains the best way to prevent conflict, promote peace, preserve freedom, and protect our great people. Together, we unite behind a noble mission: to shield our country with the greatest missile defense systems anywhere on the face of the Earth. I want to thank you again to the men and women of the American Armed Forces. Special, special people. And the citizens of our country know that and acknowledge that, far more so than you would ever know. We have the greatest military at any time soon in the history of the world. NATO Secretary General Jens Stoltenberg visited the Pentagon in Washington D.C. on Monday (28 January 2019) for talks with Acting Secretary of Defense Patrick M. Shanahan. Calling US leadership ―key‖ for the Alliance, the Secretary General highlighted the ―real results‖ seen over the past few years, including higher readiness, stepping up in the fight against terrorism, and better burden-sharing. He recalled that since 2016, European Allies and Canada have spent an extra 41 billion US dollars in real terms, and that by 2020, this figure is expected to increase to $100 billion.

Ahead of next month‘s meeting of Allied Defence Ministers in Brussels, Mr. Stoltenberg and Mr. Shanahan also exchanged views on a range of issues, including Russia‘s violation of the Intermediate-Range Nuclear Forces (INF) Treaty, and the Resolute Support Mission in Afghanistan. They agreed to continue working together to implement the decisions made at the NATO Summit in July 2018. The implementation of summit decisions, as well as other issues related to Allied security, were also on the agenda of Mr. Stoltenberg's meetings with Secretary of State Mike Pompeo and the National Security Advisor of the United States, Ambassador John R. Bolton.

Demnitarul român a reliefat semnificaţia deosebită a vizitei la Bucureşti a vicepremierului macedonean, care survine validării prin voturile legislativelor de la Skopje (11 ianuarie 2019), respectiv de la Atena (25 ianuarie 2019), a înţelegerilor asumate de ambele părţi prin acordul Prespa, pe care România l-a salutat şi l-a susţinut. Din dispoziția premierului Viorica Dăncilă, Corpul de control al prim-ministrului a declanșat astăzi o acțiune de control la Compania Națională de Transporturi Aeriene – TAROM S.A. Obiectivele acțiunii de control constau în verificarea respectării dispozițiilor legale privind organizarea și funcționarea TAROM S.A., regulile care guvernează sistemul de administrare și control, precum și circumstanțele în care două aeronave Airbus A310 au fost înstrăinate în anul 2018. La finalul verificărilor, concluziile vor fi prezentate prim-ministrului Guvernului României și, după caz, vor fi comunicate instituțiilor abilitate pentru dispunerea măsurilor legale ce se impun.

EUROPA The European Commission has found Poland's €36 million investment aid to chemical company LG Chem for a new electric vehicle batteries plant in the Dolnoślaskie region to be in line with EU State aid rules. The investment aid will support LG Chem's €325 million investment in a new vertically integrated manufacturing plant for the production of lithium-ion (Li-ion) batteries in Poland. Li-ion batteries are used in electric vehicles and the new plant is expected to supply batteries for more than 80 000 electric vehicles per year in the European Economic Area (EEA). The project is expected to create more than 700 direct jobs. The manufacturing plant is located in the Dolnoślaskie region of Poland, an area eligible for regional aid (Art. 107(3)(a) of the Treaty on the functioning of the European Union). The Commission assessed the aid measure under the Guidelines on Regional State Aid for 2014-2020, which enable Member States to support economic development and employment in the EU's less developed regions and to foster regional cohesion in the Single Market. The Commission found that: (i) without the public funding, the project would not have been carried out in Poland or any other EU country; (ii) the aid is limited to the minimum necessary to trigger the investment in Poland rather than outside the EEA; (iii) the investment aid will contribute to job creation as well as to the economic development and to the competitiveness of a disadvantaged region. EUROPA The European Commission has approved, under the EU Merger Regulation, the acquisition of joint control over a newly created joint ventureby AUNDE Group SE (AUNDE) and Brose Fahrzeugteile GmbH & Co. KG (Brose), all of Germany. The joint venture will be active in the assembly and supply to car manufacturers of complete car seats for passenger cars. AUNDE develops and produces upholstery and technical textiles, as well as seat covers for car manufacturers. Brose produces seat structures for passenger cars. The Commission concluded that the proposed concentration would raise no competition concerns because of the limited horizontal and vertical overlaps in the activities of the companies concerned. Two crew members died in the crash and two -the commander and the navigator- were injured. One of the injured crew members later died in hospital from the injuries sustained in the crash. According to the military source, the cause of the accident could be a piloting error in worsening weather conditions: the aircraft caught fire and structure was destroyed. According to the agency interlocutor, the crew members served in Olenegorsk and had a great experience in flying. "These are first class pilots, all have a large number of flying hours," said a source. The aircraft was produced by the Kazan Aviation Plant. S.P. Gorbunova in 1986 and underwent a major overhaul in 2012.
