Getafe, 25 February 2019 – Airbus has delivered the first upgraded Tranche 1 Eurofighter to the Spanish Air Force. The upgrade was carried out at Airbus facilities in Getafe and involved the introduction of hardware modifications which support the Operational Flight Program 02 (OFP-02) developed by the Armament and Experimental Logistics Centre (CLAEX). The upgrade developed by Airbus includes modifications that integrate Tranche 2 and Tranche 3 equipment on the aircraft, not least a Computer Symbol Generator, Digital Video and Voice Recorder, L aser Designator POD and Maintenance Data Panel. This first single-seat Eurofighter (serial number SS003), to be followed by a second two-seat aircraft currently undergoing the upgrade, will be used initially by CLAEX as a test aircraft for the qualification of these new capabilities that will be implemented on the Air Force‟s fleet of 15 Tranche 1 Eurofighters.

Van Nuys, California – Optimal Engineering Systems Inc. (OES) has released the AY110-100V Vertical Rotation Stage. The 100mm (3.397") diameter vertical rotation stage has a 30mm (1.181") diameter clear aperture to allow for: cabling, vacuum lines, clamping, and laser alignment. A precision pattern of threaded mounting is provided to add custom tooling. The AY110-100V Vertical Rotation Stage is for: metrology, positioning of mirrors and lasers, laser machining or scribing, micro robotics, scanning, electronic assembly, testing, photonics, and vision systems. Rated for a side load up to 2kg (44 lb), this vertical rotation stage features a 180:1 precision worm drive and deep grove ball bearings for a resolution of ±0.001° when microstepping (10 micro stepsper-step). The stage also features 0.005° repeatability, 0.001° positional accuracy, 0.005° backlash, and can rotate continuously. A knob on the motor shaft allows for manual positioning (a scale clearly displays the angle of rotation); however, the knob may be replaced with an optical encoder for position verification. The footprint of this black anodized vertical rotation stage measures 110mm x 100 mm (4.331" x 3.937") for stability and has four mounting holes for integration into new and existing applications. Compatible with OES motion controllers, the AY110-100V Vertical Rotation Stage is available as a complete plug-and-play system, with an optical encoder for position verification, or with servo motor and optical encoder.

Naval Group Australia today signed a Framework Agreement with ASC identifying ways they can work together in a closer and more effective manner as participants in the Australian Sovereign Submarine Programs.
The Framework Agreement details the terms and conditions through which Naval Group Australia and ASC will collaborate through separate commercial arrangements for the provision of supplies and services to each other, including: Workforce development – co-ordinate resources and talent pools to plan future activities in support of both Australian Sovereign Submarine Programs. These measures will help ensure both Naval Group Australia and ASC have the skills and experience to meet the immediate and long term demands of the submarine programs. OH&S training and services – draw on ASC‟s well established safety culture and system to support Naval Group Australia to grow its own safety program in Australia. Collectively, this will help build a better, safer sovereign submarine enterprise. Supply chain services – draw on each other‟s existing supply chain knowledge to further develop the supply chains in the Australian Sovereign Submarine Programs. Leveraging this knowledge will provide many benefits, including maximising Australian Industry Capability, reducing through-life costs and promoting investment by industry. The U.S. Army has awarded BAE Systems two contract modifications worth up to $575 million for the low-rate initial production of the Armored MultiPurpose Vehicle (AMPV). These awards mark the beginning of low-rate production for the highly mobile, survivable, multipurpose vehicle designed to meet the mission of the U.S. Army‟s Armored Brigade Combat Teams (ABCT). “Moving into this phase of the AMPV program is exciting because it brings soldiers one step closer to deploying this critical capability for completing their missions and coming home safely,” said Bill Sheehy, AMPV program director for BAE Systems‟ combat vehicles business. “We have been preparing for this moment and are ready to take this program to the next stage.” Previously awarded funding to support production planning, combined with the $128 million January award allowed BAE Systems to start production. A second award in February for $447 million brings the total LRIP funding so far to $873 million. The AMPV program provides the Army with a more survivable and mobile fleet of vehicles that addresses a critical need to replace the Vietnam War-era M113s. Production will include five variants of the AMPV: command and control, general purpose, medical evacuation, medical treatment, and mortar carrier. The AMPV is a mature, cost-effective solution that leverages the most modern and proven combat vehicle designs. It meets the Army‟s force protection and all-terrain mobility requirements, enabling the AMPV to maneuver with the rest of the ABCT. Commonality within the ABCT also reduces developmental risk and streamlines maintenance, providing significant cost savings to the Army. These contracts come following the Engineering, Manufacturing and Development phase and a Milestone C decision. Under the earlier EMD award, the company produced and delivered prototype vehicles to the Army for test and evaluation purposes. The initial award in 2014 also provided options to begin the LRIP phase prior to the completion of the EMD phase, at which time the company would produce up to approximately 460 additional vehicles for a cumulative contract value of up to $1.2 billion. BAE Systems is a premier supplier of combat vehicles to the U.S. military and allied nations. We have an extensive manufacturing network across the United States and continue to invest in it. Work on the program will take place at BAE Systems‟ facilities in Aiken, South Carolina; Minneapolis, Minnesota; San Jose, California; Sterling Heights, Michigan; and York, Pennsylvania.

2019, la Craiova, “Reuniunea la nivel de experți privind măsuri de reîntoarcere acasă a diasporei și de informare pe tema traficului de persoane”, acesta fiind primul eveniment derulat de minister în contextul exercitării de către România a Preşedinţiei rotative a Consiliului Uniunii Europene. La reuniune au participat invitați din state ale Uniunii Europene, precum și reprezentanți ai Ministerului Afacerilor Externe, ai Agenției Naționale Împotriva Traficului de Persoane (ANITP), Biroului de Combatere a Criminalității Organizate (BCCOA), ai Organizației Internaționale pentru Migrație, Ministerului Muncii și Justiției Sociale, instituții cu care MRP se coordonează în permanență pentru a veni în sprijinul românilor de pretutindeni. Lucrările au fost deschise sâmbătă, 23 februarie 2019, la Universitatea din Craiova (Infrastructura de cercetare în știinţe aplicate – INCESA), de subsecretarul de stat Victor Ionescu, cu participarea secretarului de stat MRP Victor Alexeev, a reprezentanților instituțiilor partenere, ai autorităților locale, ai Parlamentului României și ai cultelor. Victor Ionescu s-a referit la prioritățile Președinției României la Consiliul Uniunii Europene și temele propuse de MRP pe agenda europeană. În acest context, demnitarul a menționat caracterul de pionierat al dezbaterilor la nivel european pe teme privind diaspora din UE. În următoarele sesiuni ale evenimentului, derulate la INCESA și la sediul Consiliului Județean, în 23 și 24 februarie, experți din țări precum Grecia, Franța, Marea Britanie, Lituania, Ungaria, Malta, Italia, Cipru au prezentat exemple de bune practici privind modalitățile de integrare, reîntoarcere și reinserție socio-profesională a cetățenilor în țările de origine. De asemenea, au fost prezentate și dezbătute opinii și propuneri privind necesitatea coordonării la nivel european a politicilor privind diaspora. „Reuniunea a prilejuit un schimb de bune practici la nivel european în domeniul informării eficiente a cetățenilor în momentul în care aceștia hotărăsc să călătorească sau să se stabilească într-una dintre țările din spațiul comunitar. În același timp, dată fiind preocuparea pentru diaspora, existentă la nivelul tuturor statelor membre, participanții la reuniune au apreciat că manifestarea la nivel european, integrat, a acestei preocupări ar spori gradul de coeziune a politicilor privind diaspora”, a spus subsecretarul de stat Victor Ionescu.

Sunday 24 February marks the start of a two-day summit between the European Union (EU) and the League of Arab States (LAS) in Egypt. Trade is one of the areas expected to be addressed at the meeting, and to help set the scene, here are some statistics on trade in goods between the EU and this group of countries. The figures below for the LAS exclude Syria, which has been suspended from the League since 2011.
Trade in goods surplus of €72 billion between EU and LAS In terms of trade in goods, in 2017 the LAS was the destination of 10.3 % of exports from the EU and the origin of 6.5 % of all EU imports from the rest of the world. Page 23 of 49
Between 2007 and 2017, exports from the EU to the LAS exceeded the imports from the LAS and in 2017 the resulting surplus in trade in goods in the EU stood at €72 billion. This was below the surplus recorded in 2016 (+ €93 billion) following an increase in imports from the LAS into the EU between 2016 and 2017. In terms of the types of goods traded in 2017, imports into the EU from the LAS were predominantly energy products (61 %), whereas exports from the EU to the LAS were mainly of machinery and vehicles (41 %), other manufactured goods (23 %) and chemicals (12 %). The EU Member States with the largest trade in goods surplus with the LAS group in 2017 were Germany (+ €26 billion), the United Kingdom (+ €12 billion), France (+ €9 billion) and Italy (+ €5 billion). These four countries together accounted for 61 % of EU exports to the LAS. Two EU Member States had a trade in goods deficit with the LAS in 2017: Greece (- €2 billion) and Spain (- €1 billion). Within the LAS in 2017, Iraq and Libya both exported more goods to the EU than they imported, resulting in a trade in goods surplus of €18 billion for the two countries combined. This surplus was offset by a trade in goods deficit of €90 billion in the remainder of the LAS, mostly in the United Arab Emirates, Egypt and Saudi Arabia. The League of Arab States was established in 1945, bringing together 22 countries: Algeria, Bahrain, Comoros, Djibouti, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Somalia, Sudan, Syria (participation suspended by LAS since 2011), Tunisia, the United Arab Emirates and Yemen.

Patronatul Investitorilor Autohtoni a dat publicității, marți, o serie de statistici preliminare privind dinamica forței de muncă din România în perioada Octombrie 2017- Octombrie 2018 din care rezultă că numărul de contracte de muncă cu normă întreagă (CIM) din România a crescut în ultimul an cu 4,09%. Pe de altă parte, studiul arată că 39,20% dintre CIM cu normă întreagă sunt încheiate la valoarea salariului minim pe economie. În luna iulie 2018, PIAROM a lansat cel de-al treilea studiu privind structura forței de muncă din România, aferent anului 2017, analiza fiind disponibilă integral online (AICI-LINK). Masa monetară în sens larg (M3) a înregistrat la sfârşitul lunii ianuarie 2019 un sold de 382 664,2 milioane lei. Faţă de luna decembrie 2018, aceasta a crescut cu 0,4% (-0,4% în termeni reali), iar în raport cu ianuarie 2018 masa monetară s-a majorat cu 9,7% (6,1% în termeni reali). Soldul creditului neguvernamental acordat de instituţiile de credit a crescut în luna ianuarie 2019 cu 0,5% (-0,4% în termeni reali) faţă de luna decembrie 2018, până la nivelul de 252 190,9 milioane lei. Creditul în lei s-a diminuat cu 0,4% (-1,2% în termeni reali), iar creditul în valută exprimat în lei a crescut cu 2,1% (exprimat în euro, creditul în valută a crescut cu 0,6%). Airbus will be one of the largest exhibitors at Avalon 2019 with a presence covering its entire range of products and services, including commercial and military aircraft, helicopters, and unmanned and space applications. The air show will be held at the Avalon Airport in Geelong, Victoria, from 26th February to 3rd March. At the exhibition hall, the Airbus stand (#1M16 in Hall 1) will feature scale models of the new A350-1000 long-range airliner, the H145M twin-engine helicopter, the C295 maritime patrol aircraft, and the new-generation Eurostar Neo communications satellite. Visitors to the stand will also be able to experience the capabilities of various Airbus products via the latest augmented and virtual reality HoloLens applications. These will include a tour of the new A330neo mid-size widebody, the H145M fitted with the HForce weapons system and a specifically tailored Taipan MRH-90 Multi Role Helicopter. The overarching question of the conference, posed by the MSC‟s annual digest, the Munich Security Report, was who would pick up the pieces of an eroding international order and put them back together. In this context, the conference saw the EU "alive and kicking," as the MSC's Chairman Wolfgang Ischinger put it. In light of a rising great power competition, European leaders emphasised the need and their willingness to make the European Union a more capable actor in world affairs that can stand its ground for liberal values. German Minister of Defence Ursula von der Leyen acknowledged, "Whether we want it or not, Germany and Europe are part of this power competition. We are not neutral." In particular the need for more cooperation on European defence was a point of emphasis. The conviction that increased engagement of the EU and like-minded states in global affairs is needed was shared by Tarō Kōno, Japanese Minister of Foreign Affairs. "If the U.S. can't be the policeman alone anymore, Japan, Europe, and other likeminded countries need to increase the burden sharing." Some participants, however, voiced doubts on whether middle powers will be up to the task of asserting themselves against competing interests of great powers. The Minister of Foreign Affairs of Iran, Mohammad Javad Zarif, addressed the call of U.S. Vice President Mike Pence for Europe at the conference to step back from the Iran nuclear deal and warned, "Europe needs to be willing to get wet if it wants to swim against the dangerous tide of U.S. unilateralism." Another key topic was the future of arms control. Much of the debate revolved around the likely end of the Intermediate-Range Nuclear Forces (INF) Treaty. Participants urged the United States and Russia to return to the treaty. Some suggested that the INF Treaty could be transformed form a bilateral treaty to a multilateral one that could include China. However, Chinese State Councilor Yang Jiechi declined: "We are opposed to the multilateralisation of the INF Treaty for the Asia-Pacific region." Such a treaty is unnecessary for the region, objected Yang. Uncertainty about the future of the transatlantic relationship was on the minds of many participants. Leaders from both sides of the Atlantic reaffirmed their commitment to the transatlantic alliance. Jens Stoltenberg, Secretary General of NATO, spoke for many when he underlined his belief that "Europe and North America are stronger together – economically, politically and militarily." The U.S. congressional delegation to the MSC was the largest ever. More than 50 senators and representatives – about 10 percent of the U.S. Congress – came to Munich in what was widely viewed as a clear sign of commitment to partnership with Europe. At the same time, transatlantic differences of opinion were clearly visible and addressed openly on stage, among others, by U.S. Vice President Mike Pence when he declared, "When you hear President Trump ask our NATO allies to live up to the commitments they‟ve made to our common defence, that‟s what we call being leader of the free world." Reaching beyond traditional defence topics, human security and climate security were discussed more prominently than ever before at the MSC. During a panel discussion on the main stage, Bunny McDiarmid, Co-Executive Director of Greenpeace, stressed that world leaders had so far failed to address climate change with the appropriate urgency. The Secretary General of Amnesty International, Kumi Naidoo, called for a comprehensive approach to security: "Unless we bring the issues of children, the issues of women, the issue of the economy, and the issue of safety and security together, we will continue to come up with the wrong solutions that will never have the impact that they need to have." Despite growing mistrust and uncertainty in international affairs, the conference also offered examples of successful diplomacy and dialogue. South East Europe in particular stood out. The 2019 Ewald von Kleist Award, handed out annually by the Page 37 of 49
Munich Security Conference for outstanding contributions to international peace and conflict management, was awarded to the Prime Ministers of Greece and of North Macedonia, Alexis Tsipras and Zoran Zaev. Furthermore, in what MSC Chairman Ischinger praised as a sign of willingness to engage in dialogue, the Presidents of Serbia and Kosovo, Aleksandar Vučić and Hashim Thaçi, took the stage together to openly discuss their differences. In addition to its more traditional formats, the MSC also featured a new Town Hall set-up this year. This format was particularly conducive to interactive discussions ranging from a debate of foreign policy specialists under 30 to expert updates on Afghanistan and Ebola. The debates of the main programme were accompanied by numerous side events such as a table-top exercise on crisis prevention in Africa and a roundtable on climate change and security hosted by United Nations Environment. Furthermore, the conference convened confidential MSC roundtables on a variety of MSC focal topics such as Energy Security, Cyber Security, Health Security, and Transnational Threats. The MSC 2019 also offered programmes for the next generation such as the Munich Young Leaders (MYL) programme, a joint endeavour of the MSC and the Körber Foundation that brings together young leaders in the fields of foreign and security policy. This year the MYL programme celebrated its 10th anniversary. The MYL 10th anniversary meeting will be held in New York ahead of the 75th General Assembly of the United Nations in September. The MSC 2019 also marked the inauguration of the John McCain Dissertation Award. The prize, established by the MSC and its academic partners, seeks to uphold the legacy of the late Senator John McCain and rewards research that can spur a continued conversation on foreign and security policy aspects of the transatlantic relationship.

(Photo: MSC / Kuhlmann) This weekend I will once again welcome high-ranking decisionmakers in Munich to discuss the state of peace and security in the world – or rather the growing lack thereof. And this conference could become one of the most crucial ones of this decade. This is not least because more than 100 heads of state and government and ministers will participate, which would set a new record. But more importantly, in 2019 we will witness the impact of a number of escalating security developments. The whole liberal world order appears to be falling apart – nothing is as it once was. When Vladimir Putin annexed Crimea and started the bloody conflict in Eastern Ukraine in 2014, many considered him to be the major cause of global destabilisation. Nobody could have known that just a few years later the US President, of all people, would seriously challenge the current international order. Donald Trump questions free trade just like he questions the Western set of values or NATO. This has massive consequences – not just for us Europeans. However, in many ways Trump is more of a symptom of change than its cause. The global security situation is more dangerous today than at any time since the collapse of the Soviet Union. We are experiencing an epochal shift; an era is ending, and the rough outlines of a new political age are only beginning to emerge. No matter where you look, there are countless conflicts and crises – crises that greatly affect us Europeans. One of the most terrible examples is the conflict in Syria. Hundreds of thousands of people have been killed there over the last couple of years, just 125 kilometers away from Cyprus, an EU member state. And we continue to receive news about the use of chemical weapons and further atrocities. Syria is one of the many ongoing internationalised conflicts, meaning wars that began with violence between local actors but incrementally drew in more and more external powers. In recent years, these types of wars have increased dramatically in number. They are often not only excessively bloody but also extremely difficult to resolve. Yemen is another example of such a terrible war, in which regional powers are heavily invested: Iran on the one hand and Saudi Arabia on the other. Apart from these current crises, there are "permanent" hotspots, such as the nearcontinuous military conflict between Turkey and the PKK, the unresolved conflicts in regions such as Nagorno-Karabakh or South Ossetia and Abkhazia, inter-ethnic tensions in the Western Balkans including the still-disputed status of Kosovo, or the Israeli-Palestinian conflict. Furthermore, there are countries, which after traumatising Page 42 of 49
and only strenuously resolved civil wars are trying to reestablish stable forms of government. Yet these old conflicts still simmer below the surface and could erupt again at any point, for instance in Rwanda, the Ivory Coast, Chad, Congo, or Sri Lanka. Terrorist attacks are another global problem. Over the last years, most of these attacks occurred in Iraq, Afghanistan, Pakistan, Nicaragua, and Syria. Fortunately, Germany has not been a major target so far. Nevertheless, even here we recently experienced terrorist attacks ranging from the insidious murders committed by the right-wing extremist National Socialist Underground to severe Islamist attacks. The perceived fear may be greater than the actual danger, but German concerns regarding the chaotic global situation are indeed valid. Fukushima, Ebola, and climate change are just a few examples beyond traditional security issues that pose serious threats to human lives. Not only do war and violence play a more prominent role again: a new great power confrontation looms at the horizon. In contrast to the early 1990s, liberal democracy and the principle of open markets are no longer uncontested. China has developed a form of authoritarian state capitalism, which successfully lifted large parts of its population out of poverty and into moderate prosperity. Particularly due to its economic success, the Chinese leadership is brimming with confidence and even promotes its system to be emulated by other states. And all this is possible despite the fact that democracies are far more capable to fight corruption, social marginalisation, or obstacles to fair economic competition. The track record of autocratic regimes is much worse in this regard, not even mentioning human rights considerations. Russia, too, has long since abandoned the path towards becoming a liberal and democratic constitutional state. Genuine political opposition, a free press, or a vibrant civil society are not even permitted there. And yet the idea of strong leadership appears to be growing more attractive, not only in Russia, but elsewhere in the world as well. Even in the European Union there are advocates of a so-called 'illiberal' democracy. They want to restrict freedom of speech and the press, condemn an allegedly unchecked EU bureaucracy in Brussels or resort to plain xenophobia. Fueling a general sense of fear, they seek refuge in outdated calls for nationalism. In this international environment, the risk of an inter-state war between great and middle powers has clearly increased. With this in mind, I decided to host the Munich Security Conference 2018 under the theme "To the brink – and back?" What we had been observing in many places around the world was a dramatic increase in brinkmanship, that is, highly risky actions on the abyss – the abyss of war. Unfortunately, this situation has not improved over the last year – quite the contrary. From climate protection and free international trade to respect for human rights and the inviolability of national borders: the core pieces of the international order are breaking apart, without it being clear whether anyone can pick them up – or even wants to. Who will pick up the pieces – that will be the defining question at the Munich Security Conference 2019. I hope that we will come closer to an answer – and thus prevent a situation in which not much may be left to pick up.
