Marignane – The French Minister of the Armed Forces, Florence Parly, has announced that the launch of the Joint Light Helicopter (Hélicoptère Interarmées Léger; HIL) programme has been brought forward to 2021. The HIL programme, for which the Airbus Helicopters’ H160 was selected in 2017, was initially scheduled for launch in 2022 by the current military budget law. Launching the programme earlier will enable delivery of the first H160Ms to the French Armed Forces to be advanced to 2026. During a visit to the Airbus Helicopters headquarters, the Minister also revealed the full-scale mock-up of the H160M that will be presented on the Ministry of the Armed Forces stand at the next Paris Air Show. The helicopter was also given its official name and will be designated as ―Guépard‖ (―Cheetah‖) by the French Armed Forces. The H160 was designed to be a modular helicopter, enabling its military version, with a single platform, to perform missions ranging from commando infiltration to air intercept, fire support, and anti-ship warfare in order to meet the needs of the army, the navy and the air force through the HIL programme. ―We are proud that the HIL is considered a strategic programme. I would like to thank the Ministry, the French Defence Procurement Agency DGA and the armed forces for their trust and for the close collaboration which helped create the conditions for the programme to be brought forward within the framework of the current military budget law. This will make it possible to speed up the replacement of the older generation of aircraft, while optimising the support and availability of the French State’s helicopter fleet,‖ said Bruno Even, CEO of Airbus Helicopters. ―Our teams are committed to delivering an aircraft in 2026 that meets the needs of the French armed forces in terms of availability, performance and capability, thus enabling it to rapidly become the new benchmark on the world’s medium-lift military helicopter market.‖ Built around a platform that will enter service next year, the HIL programme will benefit from many of the advantages inherent in the civil H160, particularly in terms of support, with simplified maintenance and lower operating costs than the previous generation of helicopters in this category.

The National Institute of Aerospace Research “ELIE CARAFOLI” - INCAS has carried out its activity under this name since the 15th of July 1991, according to the certificate of registration at the Chamber of Commerce and Industry of Bucharest, number J.40/6492/1991, having the SIRUES code 40/12.52.193. INCAS has carried out its activity under different names and structures for about 50 years (since 1950) when The Applied Mechanics Institute of the Romanian Academy was established. Later on, in 1965, the Institute of Fluid Mechanics (also belonging to the Romanian Academy) has separated from this institute as a company specialized in the aeronautical and space fields. Starting with 1968 The Aerospace Design and Research was established and later on the Institute of Fluid Mechanics and Aerospace Research IMFCA has been organized, IMFCA assumed control of all the Romanian aeronautical research. Ten years later, IMFCA has been reorganized becoming The National Institute for Technological and Scientific Creation. Later on, in 1985 its name was changed again and became The Institute for Aerospace Scientific Research and Technological Engineering -ICSITAV. Its activity was mainly focused on design and this resulted in leaving the theoretical research on the second place although this activity was remarkable during the period the institute had belonged to the Romanian Academy. In 1990 a new reorganization in the aviation field took place and ICSITAV became the Aviation Institute, as the unique company for research and design in Romania. In 1991 the Aviation Institute was reorganized along with the whole aeronautical industry. As a result , a new company has been established, namely ORCAS -The
Romanian Office for Aerospace Research, meant to coordinate all the aeronautical research and to represent the Romanian aeronautical activity abroad. This restructuring program results in the establishment of several research companies, all detached from the Aviation Institute such as: IMFDZ, STRAERO, INAv, ELAROM, SIMULTEC, CPCA, each of them meant to develop a limited field of the Aeronautical Sciences. Among these,only two -IMFDZ and ORCAS- have as object the complex research in the aeronautical and space field, which resulted in their merging. The new created company received the name of The National Institute of Aerospace Research "ELIE CARAFOLI" - INCAS.

The names of Traian Vuia (the first complete flight by his own aircraft, 1906), Henry Coanda (the first jet engine used for propulsion in aviation, 1920) and Aurel Vlaicu (an inventor with high performances, 1910) are well-known to the aviation world. The higher education in aviation started in 1928, when Prof. Elie Carafoli opened the first conference on Aeronautics at the Polytechnic school in Bucharest. He also built

Russia’s defense ministry has received its first MiG-35UB two-seat multirole fighter from the August 2018 contract that was signed at ARMY’2018, covering an initial six aircraft. Aircraft side number 11 was spotted in the past month flying from the airfield at RAC MiG’s Lukhovitsy plant in the Moscow region. Upon completion of the manufacturer’s tests, it was ferried to an air force base for participation in state acceptance trials.

By setting up a joint venture in the military fuze sector, the Rheinmetall Group continues to expand its presence in the growing US defense technology market. Rheinmetall and the FRAEN Corporation have joined forces to establish a joint venture in the United States called Rheinmetall Fraen Fuzes LLC (RFF) which, headed by Rheinmetall, will develop and produce military fuzes. The Düsseldorf, Germany-based technology group will hold a 51 percent share in the new company, with the remaining 49 percent held by FRAEN Corporation. The joint venture will be collocated with FRAEN Corporation headquarters in Reading, Massachusetts. The combined capabilities of the Rheinmetall Fraen Fuzes joint venture lay the groundwork for establishing a new benchmark in the world of military fuze technology, with intensive research and development poised to create new technical and tactical capabilities. Rheinmetall brings to the joint venture state-of-the-art technology, innovative drive, unsurpassed quality, and nearly 130 years of experience in developing and producing defense technology systems and products, especially weapon systems, ammunition, and related components. FRAEN Corporation is synonymous with precision fabrication of mechanical and electrical elements, automated production sequences with integrated quality control, and comprehensive production expertise. In particular, America stands to benefit from the synergy effects arising from the new joint venture, coupled with access to cutting-edge fuze technology – a key component in the production of ammunition – together with an assured source of supply and excellent quality. Based on advanced Rheinmetall technologies and know-how, the creation of research and development capacity in America will be a boon for the US defense industry. Azi 27 mai 2019, a avut loc la Bruxelles, a doua reuniune a Consiliului Competitivitate al UE organizat sub auspiciile Președinției române a Consiliului UE și aflat în coordonarea Ministerului Economiei. Lucrările Consiliului Competitivitate au fost prezidate de domnul Nicolae Hurduc, Ministrul Cercetării și Inovării. Ministerul Economiei a fost reprezentat de domnul Ilie Călin Bodea, Secretar de Stat. Ultima reuniune a Consiliului Competitivitate organizată sub egida Președinției române a Consiliului UE a avut pe ordinea de zi subiecte de mare actualitate pe
agenda strategică europeană referitoare la industrie, Piața Unică a UE, turism, dosare legislative adoptate în primul semestru al anului 2019. Ministerul Economiei a propus statelor membre adoptarea a trei seturi de Concluzii în domenii importante pentru economia europeană: Concluziile privind o Strategie pentru politica industrială a UE: „O viziune pentru 2030”, Concluziile privind ”Un nivel nou de ambiție pentru o Piață Unică competitivă” și Concluziile privind ”Competitivitatea sectorului turismului ca motor de creștere economică durabilă, al creării de locuri de muncă și al coeziunii sociale în UE”. Concluziile Consiliului privind industria recomandă ca viitoarea strategie de politică industrială să evidențieze oportunitățile pentru industria europeană și să abordeze provocările întâmpinate de aceasta, să cuprindă toate domeniile relevante de politică și să fie precizate obiective și indicatori de politică. Totodată, viitoarea strategie ar trebui să fie însoțită de un plan specific de acțiune care să conțină măsuri concrete, un calendar de punere în aplicare și mecanisme corespunzătoare de monitorizare. Concluziile Consiliului privind Piața Unică reflectă faptul că trebuie să acordăm o atenție deosebită provocărilor digitalizării și noilor modele de afaceri, aplicării principiilor unei mai bune reglementări, precum și necesitatea de a continua eforturile de eliminare a barierelor nejustificate din cadrul Pieței Unice, punerii în aplicare a cadrului de reglementare existent, precum și a necesității plasării cetățenilor și a afacerilor în centrul atenției. „Președinția Română a Consiliului UE a acordat o importanță deosebită dezvoltării unei strategii cuprinzătoare și pe termen lung pentru politica industrială a UE cu o viziune clară pentru 2030 și a unei viziuni pe termen lung pentru o Piață Unică mai eficientă și mai competitivă. Discuțiile și concluziile de astăzi reprezintă o contribuție substanțială a Consiliului UE Competitivitate la viitoarele inițiative ale Comisiei Europene în ceea ce privește politica industrială și Piața Unică‖, a declarat Nicolae Hurduc, Ministrul Cercetării și Inovării. Primul subiect pe agenda Consiliului UE Competitivitate a vizat bilanțul competitivității unde s-a discutat despre implicațiile concurenței de piață pentru competitivitatea economiei europene, pe baza celei mai recente analize a Comisiei
Europene. Discuțiile au reliefat că în ceea ce privește noile tehnologii digitale, acestea stimulează creșterea productivității și competitivitatea, dar pot, în anumite cazuri, conduce la situații unde nu mai există condiții egale de concurență. În astfel de cazuri, sunt imperative intervenții rapide și care să restabilească mediul concurențial. Cel de-al doilea punct pe ordinea de zi a vizat o dezbatere comună privind viitorul strategiei europene de politică industrială și al Pieței Unice europene, pentru următoarea decadă. Stabilirea unei agende ambițioase a UE pentru interconectarea politicii industriale și a celei privind Piața Unică va fi esențială pentru competitivitatea UE la nivel mondial. O Piață Unică puternică și funcțională oferă condițiile-cadru adecvate pentru ca industria UE, în special întreprinderile mici și mijlocii, să facă față provocărilor actuale și viitoare și să profite de oportunitățile generate. Cel de-al treilea subiect pe ordinea de zi a fost turismul, un sector de mare importanță pentru economia UE. Pentru prima dată după 5 ani, Președinția română a Consiliului UE a reușit adoptarea Concluziilor privind competitivitatea sectorului turismului ca motor de creștere economică durabilă, al creării de locuri de muncă și al coeziunii sociale în UE. La dejunul ministerial s-a discutat despre achizițiile publice transfrontaliere și contribuția acestora la adâncirea Pieței Unice. La finalul întrunirii, subliniind progresul semnificativ obținut de Președinția română la Consiliul UE, miniștrii au fost informați cu privire la dosarele legislative pentru care a fost obținut acordul: Directiva privind conversiile, fuziunile și divizările transfrontaliere, Directiva privind modernizarea normelor UE în materie de protecție a consumatorilor, Directiva privind acțiunile de reprezentare pentru protecția intereselor colective ale consumatorilor, Regulamentul privind siguranța generală a vehiculelor cu motor. De asemenea, Consiliul UE Competitivitate a fost informat despre rezultatele Forumului Industriei Auto care a avut loc la Craiova, în România și despre activitatea în domeniul mai bunei legiferări derulată în acest semestru de Președinția română a Consiliului UE. La finalul reuniunii, ministrul Nicolae Hurduc a predat simbolic delegației finlandeze ștafeta Președinției Consiliului UE.

Later edit: De regulă, așa cum vă explic mai jos, eu realizez aici pe blog aceste topuri în doi pași. Primul pas sunt nominalizările. Iar apoi votul publicului. Dar în cazul acestui top, schimb regula. Și nu mai fac nici un vot :) Explicația este simplă: au fost nominalizate doar 15 newslettere de business. A face un Top 10 dintre acestea este cumva ciudat, zic :)) Așa că vi le înșir pe toate și aia e, sper să vă fie de folos. Oricum aia este ideea cu orice top fac aici, să audă lumea despre cât mai multe din chestiile din top, ca să le zic așa, deci suntem ok pe partea asta. De ce au fost nominalizate așa de puține, nu mă întrebați. Poate că lumea nu citește newsletter de business. Sau poate că nu am reușit eu să ajung cu mesajul despre acest top la targetul bun (deși cu toate celelalte topuri am cam ajuns…). Astea sunt, cu astea defilăm, gen. Apropo, eu m-am abonat la toate. Să le testez, cum ar veni. Ceea ce vă recomand și vouă.
Și, desigur, nu ar strica să vă abonați și la newsletterul meu, sunt peste 3.000 de oameni acolo, deci se pare că fac cât de cât ceva frumos treabă bună :)
