The Romanian parliament reportedly greenlit the acquisition of 5 more F-16A/B fighter jets. Procedura a fost lansată abia ieri, la mai bine de şase luni de la acordul obţinut în acest sens în Consiliul Judeţean, căruia îi este subordonat aeroportul. Termenul de depunere a ofertelor este 29 august, iar câştigătorul licitaţiei va trebui să finalizeze extinderea infrastructurii aeroportuare în cel mult 9 luni de la atribuirea contractului. Este vorba de creşterea suprafeţei betonate în aşa fel încât să poată găzdui 13 avioane, faţă de doar 5 acum, şi de construirea celor două bretele, în lungime totală de 623 de metri. The first Airbus C295, purchased by the Government of Canada for the Royal Canadian Air Force‘s (RCAF) Fixed Wing Search and Rescue Aircraft Replacement (FWSAR) program, has completed its maiden flight, marking a key milestone towards delivery by the end of 2019 to begin operational testing by the RCAF. The aircraft, designated CC-295 for the Canadian customer, took off from Seville, Spain, on 4 July at 20:20 local time (GMT+1) and landed back on site one hour and 27 minutes later. The photo above shows the first RCAF C295 during its maiden flight. FWSAR program facts and figures The contract, awarded in December 2016, includes 16 C295 aircraft and all InService Support elements including, training and engineering services, the construction of a new Training Centre in Comox, British Columbia, and maintenance and support services. The aircraft will be based where search and rescue squadrons are currently located: Comox, British Columbia; Winnipeg, Manitoba; Trenton, Ontario; and Greenwood, Nova Scotia. Considerable progress has been made since the FWSAR program was announced two and a half years ago: the first aircraft will now begin flight testing; another five aircraft are in various stages of assembly; and seven simulator and training devices are in various testing stages. In addition, the first RCAF crews will begin training in late summer 2019 at Airbus‘ International Training Centre in Seville, Spain. The FWSAR program is supporting some $2.5 billion (CAD) in Industrial and Technological Benefits (ITB) to Canada, through high-value, long-term partnerships with Canadian industry. As of January 2019, 86 percent of key Canadian In-Service Support (ISS) tasks have been performed in-country by Canadian companies in relation to establishing the FWSAR ISS system. Canadian industry and has demonstrated a successful start to the development and transfer of capability to Canadian enterprises for the support of the FWSAR aircraft. Beyond direct program participation, Airbus is generating indirect business across Canadian military, aeronautical and space industry including Small and Medium Businesses in support of the ITB program.

Van Nuys, California – The compact open aperture HCDS-051-032-013-01-B1-30 and the HCDS-051-032-013-01-B1-01 Voice Coil Stages from Moticont have a foot print of just 2.0" (50.8mm) wide by 5.0" (127.0mm) long and feature positioning resolutions of 30µm and 1µm respectively. These precision stages allow the user to select the level of precision needed for an application. The 1µm resolution HCDS-051-032013-01-B1-01 Voice Coil Stage features cross roller linear bearings whereas the 30µm HCDS-051-032013-01-B1-30 Voice Coil Stage uses linear ball bearings. Each stage has a 0.97" (24.6mm) range of motion with 6.3 lb (28.2N) of continuous force and 20.0 lb (89.9N) peak force. These brushless, clean, quiet, efficient, low inertia, high acceleration, zero cogging, and high-speed voice coil driven stages have a built-in home switch for accurate initialization. As the coil is fixed and the magnetic assembly moves, there are no moving electrical components to fail. Designed for closed loop servo operation, an integral quadrature optical encoder with differential outputs is included. The stages‘ 1.509" (38.3mm) x 2.000‖ (50.8mm) tables are equipped with 4 832UNC-28 mounting holes. Pre-drilled and counter-bored mounting holes in the stage base and a plug -and-play wired connector allows for easy integration into new or existing applications. The black anodized voice coil stages with a 0.500" (12.7mm) clear aperture are for: laser drilling and machining, optical focusing, testing, laser steering, mirror positioning, scanning, oscillation, switching, and other precision applications. These voice coil stages are also available in XY or XYZ configurations and can also be ordered as a complete plug-and-play system with a controller.

Picture: vibration test on a munitions lot Last June, EDA‟s 2019 „Round Robin Test‟ was launched with the participation of nine laboratories from seven EDA Member States (Poland, the Netherlands, Finland, France, Germany, Lithuania, Cyprus) as well as from Norway (which has signed an Administrative Agreement with the Agency). These multinational tests, organised on a yearly basis under the auspices of EDA, are a central tool established by the European Network of National Safety authorities on Ammunition (ENNSA) whose objective is to enhance cooperation and interoperability between national authorities in charge of ammunition safety. In a Round Robin Test (RTT), the results of different laboratories are all considered to be at the same level of quality: the intent is thus not to verify the accuracy of the results obtained from each and every laboratory by comparing them with the reference exact result, but rather to verify the dispersion of the data and the possibility of using a certain standard to obtain reliable results (within a certain range of errors considered tolerable), under different conditions. Therefore, what is evaluated in an RRT is the standard itself, not the performance of the laboratories. A successful RRT provides the assurance that the standard used is suitable to generate ‗reproducible‘ results. A failed test, on the other hand, can help to highlight the need to amend and/or supplement the standard. Focus on Energetic Materials This year‘s RRT is focused on the characterization of Energetic Materials, which are key components of any kind of ammunition, and more specifically on propellants (single-base nitrocellulose) and high explosives (HMX). All nine participating laboratories will soon receive samples from the same explosive batch and will be required to perform identical tests, all referring to explosive sensitivity and thermal stability, in particular: impact sensitivity, friction sensitivity, Differential Thermal Analysis (DTA), Differential Scanning Calorimetry (DSC), Heat Flow Calorimetry (HFC), Thermogravimetric Analysis (TGA). The test is led by one of the most experienced European laboratories in this field, the Polish Laboratory of Combat Assets Testing of the Military Institute of Armament Technology (MIAT), located in Zielonka, near Warsaw. Coordinator of this test is Agata Kamieńska-Duda, Head of MIAT‘S Ammunition Test Laboratory. Room for improvement Bogdan Krysiński, the current chairman of ENNSA, is responsible in MIAT for testing ammunition after long-term storage. He insists on the substantial added value provided by the annual Round Robin Tests initiative but also believes it could be further improved. “The RRT initiative is very valuable in many aspects. First of all, it allows everybody to compare research capabilities among the institutes and exchange experience among the researchers. However, it would be wrong to claim this is enough. Science never stops. Better methods of ammunition performance should be continuously sought for in order to provide a more precise assessment of its safety and operational reliability”, he commented. “For many types of ammunition and their components it will be probably necessary to introduce a broader scope of testing than that used within the current RRT. Another issue is the need to develop unambiguous templates of documents for the preparation of the tests, as well as for the recording and reporting of the test results. Recent experiences confirm the importance of this. Continuous improvement of the Round Robin Test programme is thus something we should keep in mind for the benefit of all”, he stated. The US Air Force (USAF) has awarded a contract to L3Harris Technologies to develop a prototype for the L3Harris Falcon Wideband Airborne HF Radio. The prototype contract allows L3Harris to participate in the competition to replace the USAF‘s AN/ARC-190 airborne HF radio. The development phase will be followed by low-rate initial production and then a full production decision. L3Harris Falcon Wideband Airborne HF Radio is a software-defined digital multimode wideband radio that the company hopes will be able to meet the HF radio modernisation requirement of the service. Naval Group and partner Santierul Naval Constanta (SNC) have been selected by the Romanian Government to build four Gowind multi-mission corvettes. The partners are also required to modernise the Romanian Navy‘s T22 frigates and construct a maintenance centre and training facility. In a statement, Naval Group said: ―The Naval Group and SNC teams are honoured by the trust of the Romanian authorities and look forward to working together to provide the Romanian Navy with the four state-of-the art Gowind corvettes.‖ Naval Group participated in the bid for the programme in partnership with SNC. In this post you will enjoy more than 90 photos of two frigates, Gokova, a Modernized Gabya (O. H. Perry) class frigate of the Turkish Navy and Generał Kazimierz Pułaski, an O.H. Perry class frigate of the Polish Navy. I took the photos during my visit to Kiel, on 21st and 22th of June, the first days of the 137th Kiel Week (see previous post about Kieler Woche). The two ships were some of the many visiting warships that had returned from the NATO BALTOPS (Baltic Operations) Exercise. Both ships are currently participating in the Standing NATO Maritime Group One (SNMG1). The Oliver Hazard Perry class is a class of guided missile frigates named after the U.S. Commodore Oliver Hazard Perry, the hero of the naval Battle of Lake Erie. The 136meter warships were designed in the United States in the mid-1970s as generalpurpose escort vessels inexpensive enough to be bought in large quantities to replace World War II-era destroyers and complement 1960s-era Knox-class frigates. Fifty-five (55) ships were built in the United States: 51 for the United States Navy (US Navy) and four (4) for the Royal Australian Navy. In addition, eight (8) were built in Taiwan, six (6) in Spain, and two (2) in Australia for their navies. The last remaining in active service with the US Navy, USS Simpson, was decommissioned on 29 September 2015. Former U.S. Navy warships of this class have been sold or donated to the navies of Bahrain (1), Egypt (4), Poland (2), Pakistan (1), Taiwan (10), and Turkey (8).

MBDA, along with its industry and French Government partners, have been awarded the prestigious Ingénieur général Chanson prize for their work combining artificial intelligence (AI) and massively parallel processing to develop new real-time target Detection, Recognition and Identification (DRI) technology. The Association de l‘Armement Terrestre (AAT) has presented this year‘s award (the 46th) to the 2ACI (Acquisition Automatique de Cibles par Imagerie – automatic target recognition by imaging) programme team, which was made up of employees of MBDA and Kalray and staff from the French defence procurement agency (Direction Générale de l‘Armement (DGA)) and the French Army‘s technical section (Section Technique de l‘Armée de Terre). The award was presented by Stéphane Mayer, president of the Groupement des industries françaises de défense et de sécurité terrestres et aéroterrestres (GICAT). The 2ACI programme has produced technology based on Artificial Intelligence (algorithms and image data bases for deep learning) that enables automatic target recognition by imaging. The 2ACI function thereby allows the detection, recognition and identification of fixed and moving targets through real-time processing of the video stream output from weapon systems imaging sensors. The technology therefore meets a common functional need across the different services of the French armed forces both for active surveillance and for early warning and engagement of threats. It provides a substantial aid to the human operators, giving them more time to confirm a target identification while reducing the overall reaction time of the system. The work of this programme has resulted in the production of two demonstrators. The first was installed on a heavy armoured vehicle and was evaluated in operational conditions on a DGA-Techniques Terrestres (DGA land techniques) test site. The second was delivered to DGA-Maîtrise de l‘Information (DGA information management) for a laboratory evaluation. Those demonstrators have proved the operational efficiency of the 2ACI function and that it could be integrated in due course to the French Army combat system Scorpion, as well as to the MMP firing unit. This technology programme has been conducted by MBDA together with the French start-up Kalray - a pioneer of processors for new intelligent systems. It also illustrates the sovereignty strategy established by MBDA within its Open Innovation framework, which aims to reinforce its links with French and European partners. The DGA has contributed its technical expertise and the Section Technique de l‘Armée de Terre its experience operational needs.

The proposal is part of the legislative measures to adjust Union law to Brexit. It aims to clarify the situation of UK nationals when Union law ceases to apply to them as regards visa policy. Enforcement requirements and specific rules for posting drivers in the road transport sector (A8-0206/2018 - Merja Kyllönen) 04-04-2019 The current evaluation of the social legislation in road transport in the EU has shown shortcomings in the current legal framework and problems regarding enforcement. Furthermore, several discrepancies exist between the Member States in interpretation, application, and implementation of the rules. This creates legal uncertainty and unequal treatment of drivers and operators, which is detrimental to the working, social and competition conditions in the sector. The Commission aims to amend the existing rules unsuccessfully to make the road transport sector fair, efficient and socially accountable, while at the same time to mitigate the excessive regulatory burdens on operators and preventing distortions of competition. Therefore I strongly oppose it since we need fair, equal conditions for all European drivers. The Security Council has since adopted a number of other resolutions on Libya that have extended or amended the measures. On 28 February 2011, the Council of the EU implemented the first UN Resolution and imposed additional restrictive measures in view of the seriousness of the situation in Libya. In its 17 July 2017 conclusions on Libya, the Council expressed its readiness to repeal the restrictive measures if the conditions for their application are no longer met, as well as introduce new measures against individuals who threaten the peace, security or stability of the country, impede the completion of Libya's political transition and are responsible for serious human rights abuses. Following the adoption of UN Resolution 2441 (2018) of 5 November 2018, restrictive measures explicitly apply to persons planning, directing or committing acts involving sexual and gender-based violence. Don‘t just purchase a 3D printer for your shop. Give a bright young employee one to play with at home. This small investment can pay off in various ways. In my February column, I mentioned that six of seven machine shops I visited during a week-long trip to Minneapolis, Minnesota, had 3D printers. Some shops were using theirs more than others, but I still saw a good amount of nifty plastic printed items including CMM inspection fixtures, robot grippers, and parts collection chutes and containers. One shop happened to hire a couple engineers fresh out of college soon after purchasing its first 3D printer. They really took to it, demonstrating how printing plastic devices such as the ones mentioned above would be simpler, faster and cheaper than the traditional route of producing them from metal in the tool room. Similarly, I recently visited another shop that purchased a relatively inexpensive 3D printer with which to experiment. It had no specific goal for how it might use the printer. In fact, the shop was spurred to buy one after attending our magazine‘s inaugural Top Shops Conference in 2017 and hearing a presentation about general ways shops can benefit from them. (3D printing will be covered at this year‘s conference, too.)
There are a variety of ways your machine shop can benefit from 3D printing beyond prototyping. The sooner you start experimenting with the technology, the better off you‘ll be.
That purchase enticed two of its employees to make their own 3D printers to play with at home. Experimenting with their homemade devices sparked the employees‘ Pagină 39 din 59
creativity and printing know-how. It eventually led them to use the shop‘s 3D printer to make helpful items throughout the facility. Many of these items supported the shop‘s 5S workplace organization efforts, such as hangers for brooms, trays for hand gages and so on. The shop, which will be profiled in an upcoming issue, currently has a healthy backlog of scheduled prints for items to be used in its facility. So, given the relatively low cost of some plastic 3D printers, should you consider buying one for use in your shop (and making sure employees have ample time to use it) and another to give to a bright, young employee to noodle with at home? Or, purchase one that a few employees could share throughout the year so as not to look like you are playing favorites? Giving employees the freedom to design and print anything that is personally interesting — not specifically something for your shop — enables them to figure out how to optimize the process for other similar prints that might be useful for your operation. They‘ll also learn how to work CAD software and STL files, determine how to best apply support structures for complex prints, consider how the function of a part dictates the proper orientation during printing and gain experience troubleshooting printing problems. Doing this also demonstrates that you recognize and appreciate your employees‘ creativity and want to feed it. They will then naturally be on the lookout for creative ways to use your printer to make useful items from which your shop can benefit. Perhaps more importantly, this might get them to think more consistently about continuous improvement opportunities for your shop in general and feel empowered to make such suggestions. This could then become contagious throughout your entire workforce.

Proiectul este finanțat din Fondul Social European (FSE) prin Programul Operațional Capacitate Administrativă 2014-2020 (POCA), Axa prioritară 2: Administrație publică și sistem judiciar accesibile și transparente, Obiectivul specific 2.2: Creșterea transparenței, eticii și integrității în cadrul autorităților și instituțiilor publice. Scopul proiectului constă în creșterea integrității și reducerea vulnerabilităților și a riscurilor de corupție în cadrul Ministerului Finanțelor Publice, al Ministerului Economiei și al mediului de afaceri, prin dezvoltarea de proceduri și mecanisme în domeniul eticii și integritătii. Obiectivele specifice ale proiectului vizează: creșterea rezistenței instituționale la fenomene de corupție, diminuarea riscului de dezvoltare a fenomenului de corupție, creșterea gradului de conștientizare a riscurilor generate, creșterea nivelului de pregătire profesională al angajaților din cele doua instituții în domeniul prevenirii fenomenului de corupție, eficientizarea implementării procedurilor elaborate.
