Northrop Grumman Corporation (NYSE: NOC) has been awarded a contract for the U.S. Army Maneuver Short Range Air Defense (M-SHORAD) directed energy prototyping initiative. The initiative includes integrating a directed energy weapon system on a Stryker vehicle as a pathfinding effort toward the U.S. Army M-SHORAD objective to provide more comprehensive protection of frontline combat units.
Northrop Grumman has been selected to develop and integrate a directed energy prototype solution on a Stryker combat vehicle for the U.S. Army to better protect highly mobile frontline units. The effort will culminate in a competitive performance checkout leading into a range demonstration that informs Maneuver Short Range Air Defense (M-SHORAD) requirements.

The integrated platform allows early involvement with warfighter users to develop tactics, techniques, procedures and concepts of operations for future high energy laser weapons. The Army’s future M-SHORAD protection for forward-deployed soldiers includes laser weapon systems as an effective complement to kinetic capabilities in countering rockets, artillery and mortars; unmanned aircraft systems; and other aerial threats. Media Broadcast Satellite GmbH (MBS) tested the Rohde & Schwarz R&S PKU100 satellite uplink amplifier for several months under real-world conditions in an outdoor environment. The reliability of the system fully convinced MBS. The amplifier operated stably throughout the test phase despite considerable external temperature fluctuations. Media Broadcast Satellite GmbH installed the amplifier outdoors in a real uplink system in order to test its mechanical and electrical integration. The Hessian service provider recorded and analyzed all operational parameters with its own management system, i.e. the R&S PKU100 was deployed under real-world broadcast conditions. The R&S PKU100 is a solid-state Ku-band power amplifier delivering 400 W of peak power and providing excellent efficiency in an extremely compact design. MBS with headquarters in Usingen, near Frankfurt, Germany, is a global satellite and terrestrial communications provider delivering advanced network technologies and managed services to businesses, authorities and broadcasters, and offering hosting services via its teleport. MBS, renowned for absolute reliability, tested the R&S PKU100 400 W class outdoor model from March 18 to May 15 and found all of its requirements perfectly met. A major focus was on thermal stability. The amplifier exhibited virtually constant gain despite strong fluctuations in ambient temperature. The R&S PKU100 Ku-band amplifier offers excellent efficiency, even when compared to tube amplifiers. This saves energy and cost, doing away with the need for extra air conditioning, for example. Peak efficiency, i.e. the efficiency of the amplifier as a whole, is better than 20 %. It is expressed as the ratio of output power to input power "During the entire field testing period, switchover to backup was never needed," says Michael Hirschle, RF Engineering Expert at MBS. "Despite temperature fluctuations as large as 20°C, the gain of the R&S PKU100 remained nearly constant within a range of ±0.5 dB."
The amplifier ran continuously under full load throughout the test phase without any malfunction. The Rohde & Schwarz R&S PKU100 satellite uplink amplifier combines the best of two worlds in a single device: the unbeatable strengths of solid-state amplifiers and the compactness and low weight of tube amplifiers. Should individual transistors fail, the amplifier will continue operating at reduced power. The R&S PKU100 is a world premiere, featuring optional adaptive linearization at the RF to deliver unparalleled spectral purity. Linearization is used to modify the input signal in order to optimally compensate amplifier nonlinearities, significantly improving signal quality in the satellite uplink within and outside the bandwidth of the wanted signal. Adaptive linearization considerably improves signal quality, enabling network operators to transmit significantly more data over the same signal bandwidth – ideal even for transmitting 8K video.

Secretary General Jens Stoltenberg marked the end of the INF Treaty with a press conference on Friday (2 August 2019), stressing that NATO's response will be "measured and responsible", ensuring credible and effective deterrence and defence.
Mr. Stoltenberg explained that the INF Treaty had come to an end due to Russia's deployment of the SSC-8 missile system, which is nuclear-capable, mobile, hard to detect, and lowers the threshold for the use of nuclear weapons in armed conflict. He stressed that "all NATO Allies agree that these missiles violate the INF Treaty", and that Russia continues to develop and field the systems, despite years of engagement by the US and other Allies."We regret that Russia showed no willingness and took no steps to comply with its international obligations," he said, adding that all Allies support the US' decision to withdraw, as "no international agreement is effective if it is only respected by one side. Russia bears the sole responsibility for the demise of the Treaty". The Secretary General said that NATO will now work on issues such as exercises, intelligence, surveillance and reconnaissance, air and missile defences, and conventional capabilities, while also ensuring that NATO's nuclear deterrent remains safe, secure and effective. He stressed that "we will not rush implementation or make any rash moves; we will consider our options carefully," adding that "everything we do will be balanced, coordinated and defensive." He further noted that Allies remain firmly committed to the preservation of effective international arms control, disarmament and non-proliferation. He concluded: "We will not mirror what Russia does, we do not want a new arms race, and we have no intention to deploy new land-based nuclear missiles in Europe. NATO continues to aspire for a constructive relationship with Russia, when Russia’s actions make that possible."

Today, pursuant to the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991 (CBW Act), the United States is announcing a second round of sanctions on Russia for its use of a “novichok” nerve agent in an attempt to assassinate Sergei Skripal and his daughter Yulia Skripal in the United Kingdom on March 4, 2018. This act endangered thousands of lives in Salisbury and Amesbury, and caused the hospitalization of the Skripals, a British police officer, and two civilians, one of whom subsequently died from her exposure. This second round will include: 1. U.S. opposition to the extension of any loan or financial or technical assistance to Russia by international financial institutions, such as the World Bank or International Monetary Fund; 2. A prohibition on U.S. banks from participating in the primary market for nonruble denominated Russian sovereign debt and lending non-ruble denominated funds to the Russian government; and 3. The addition of export licensing restrictions on Department of Commercecontrolled goods and technology. As with the first round of sanctions, these measures will take effect following a 15-day Congressional notification period and thereafter remain in place for a minimum of 12 months.

Sudan Deşi autorităţile române au întreprins în mod insistent demersuri pentru organizarea negocierilor de soluţionare a drepturilor valutare ale statului român, inclusiv cu prilejul unor vizite oficiale de nivel înalt, autorităţile sudaneze au amânat în mod constant începerea negocierilor sau nu au manifestat nicio reacţie la propunerile părţii române. Până în prezent, statul sudanez şi-a exprimat oficial poziţia de reglementare a datoriei sale externe la nivel global, pentru toţi creditorii, sub auspiciile organismelor financiare internaţionale, invocând prezenţa Sudanului pe lista celor mai îndatorate ţări sărace şi atitudinea unor ţări, precum Cehia, de ştergere a datoriei. În anul 2011, Sudanul s-a separat în Sudanul de Nord şi Sudanul de Sud, iar oficialităţile au decis ca Nordul (Republica Sudan) să gestioneze datoria sa externă, iar Sudul să facă lobby pentru reducerea datoriilor. Au avut loc discuții la nivelul instituțiilor internaționale abilitate, dar nu s-a stabilit nimic până în prezent. Sudanul de Sud are, însă, alte priorități, deoarece se confruntă, încă din anul 2013, cu un război civil între guvern și rebeli. Ca urmare a situației conflictuale, intertribale, cu motivația politică a luptei pentru putere, au avut loc ciocniri armate care au afectat grav situația de securitate din țară, numeroasele acordurile de încetare a focului nefiind respectate. Cu ocazia reuniunii Clubului de la Paris, din iunie 2011, reprezentantul Fondului Monetar Internaţional a menţionat existenţa unui grup de lucru condus de FMI şi BM, având ca obiectiv soluţionarea problemei datoriei sudaneze în contextul actual, aflat încă în evoluţie. România s-a înregistrat pe lista ţărilor creditoare care au transmis solicitarea de plată a datoriei sudaneze. Problema datoriei Sudanului către România a fost ridicată de partea română în octombrie 2016, cu prilejul vizitei la București a subsecretarului de stat din MAE sudanez, solicitând sprijinul autorităților sudaneze pentru clarificarea problemei, intervenție care a rămas fără urmări. Cu ocazia consultărilor politice care au avut loc la Khartoum în luna februarie 2018, Ministerul Finanțelor Publice a considerat oportun ca în cadrul discuțiilor pe care partea română le va purta cu oficialitățile sudaneze să se transmită dorința părții române de începere a negocierilor pentru reglementarea datoriei Sudanului față de România, precum și să se înainteze părții sudaneze situația la zi a soldurilor conturilor din care provine datoria Sudanului față de România, respectiv copia scrisorii pe care Banca Comercială Română a transmis-o băncii corespondente în luna ianuarie 2018 și la care partea română încă nu a primit nicio reacție. În noiembrie 2018, la Khartoum, MAE a ridicat din nou această problemă cu prilejul consultărilor politico-diplomatice la nivel de director general/subsecretar de stat, punând la dispoziția delegației sudaneze prezentă la discuții o copie a scrisorii Băncii Comerciale Române. Discuția purtată a scos în evidență faptul că Ministerul Afacerilor Externe din Sudan nu avea în atenție acest subiect, considerând problema tranșată deja la nivel internațional, în sensul că, urmare divizării țării în Sudanul de Sud și Sudanul de Nord, s-a stabilit anularea datoriilor față de toți creditorii, ceea ce nu corespunde realității. Propunere – În funcţie de evoluţiile politice din Sudan şi de cele internaţionale privind datoria acestei ţări, Ministerul Finanţelor Publice are în vedere să solicite la momentul oportun, prin canale diplomatice, reluarea în relaţiile cu autorităţile sudaneze a discuţiilor bilaterale pe această temă.

Kristalina Georgieva receives France's support in determining the next candidate for managing director of the International Monetary Fund, Bloomberg reported. According to the Financial Times, it is also among the last three on the restricted list from which the European Union chooses whom to raise for the vacant Christine Lagarde seat. The other two are Finland's central bank governor and former European Commissioner Olli Rehn and Dutchman and former Eurogroup chairman Jeroen Deiselblum. The Frenchwoman is a candidate to head the European Central Bank this fall, and traditionally the IMF post has always gone to a European. The American has always run the World Bank, but the United States controls the largest block of voting rights in the fund, so its next leader must be acceptable to Washington. Treasury Secretary Stephen Mnuchin said on July 18 that he did not follow this principle much. "No matter what the historical tradition, we have never won over that a US person will head the WB, and we do not take for granted that a European will head the IMF. Given this, we appreciate the support for David Malpas and will obviously work with all our partners to find the right one for the post. " In April, Malpas was promoted to president of the World Bank (Georgieva is second in the institution's hierarchy - ed.) And received unanimous support from the EU and emerging economies. It was then commented that Europe did not dispute the principle that it would receive US approval for its IMF-led man in return. The selection of the European candidate is coordinated by French Finance Minister Bruno Le Mer, and the aim is to have the choice made by the end of July to begin the IMF's discussion of its new chief from September 6 and to appoint him by October. The candidates include Spanish Economy Minister Nadia Calvino and Portuguese Finance Minister Mario Senteno.
Several Bloomberg sources say that Kristalina Georgieva appears to have the support of Paris. And the Financial Times reported that but stating that its approval by the IMF would require rewriting rules that would not allow a candidate over 65 to run, and that it was above that threshold. The London-based newspaper adds that Rehn and Deiselbloom are benefiting from the support of northern EU countries.
