Bell Helicopter Textron, Inc.- USA New Bell 525 technologies will raise oil and gas helicopter operational safety standards in the North Sea. As we gather for another edition of the SOLA Conference in Stavanger, Norway, improving helicopter operational safety in the North Sea continues to be top of mind. We are hard at work, fully focused on our certification progress so that we can deliver an aircraft that will not only achieve the mission in the North Sea, but bring technologies never seen on a traditional helicopter before – to benefit operators and all aboard. Now let’s hear what the North Sea experts have to say. This month, we had the pleasure of hosting the LO1 Helicopter Committee, the Norwegian Union for the oil and gas and search and rescue sectors to experience the Bell 525 at Bell’s Flight Research Center in Arlington, Texas. The event lasted a couple of days packed with dedicated briefings, visits to various Bell sites as well as flight demonstrations. When it comes to operations in the North Sea, the LO Helicopter Committee shared their thoughts on the new technologies that the Bell 525 will bring to the market for this sector and how they think it will affect safety. “We are very pleased to have visited Bell and to have learned more about the Bell 525. It gave us a unique opportunity to share our input on its capabilities."Henrik S. Fjeldsbø, chairman of the LO Helicopter Committee Bell designed the Bell 525 to deliver a generational leap forward with fly-by-wire flight controls, industry leading drive system performance and fully integrated vehicle health monitoring. “The Bell 525 is an incredibly smart helicopter that reduces the probability of the pilot making a mistake. It's amazing that the machine predicts what the pilot wants. That means that as a pilot, I can focus on keeping track of the mission, which is crucial for safety in the North Sea.” Michael Hougaard, member of the LO Helicopter Committee and a pilot flying daily in the North Sea The Bell 525 will be the first commercial aircraft certified with Fly-By-Wire which greatly increases safety through reduced pilot workload and enhanced situational awareness. It means that the pilot can focus on other aspects of the flight or mission and also provides increased performance and stability. The Bell 525 rotor drive system will set a new industry benchmark for robustness and run-dry capability, this minimizes single point failures and complies with the latest EASA rules for run-dry performance. Helicopter pilot Torstein Sandven, who spent time on the Bell 525 full-flight simulator expressed: “The Bell 525 will be an extremely good platform that will take operations to the next level. We welcome all new technology that contributes to increased safety and I have high expectations for this machine. The modern technology reduces workload from the 1

pilots and gives us increased situational awareness. I think this will be a very good machine in terms of performing safe and secure operations in the North Sea.” The aircraft is also equipped with the most advanced Integrated Vehicle Health Management (IVHM) & Health and Usage Monitoring System (HUMS), allowing maintainers to easily diagnose failures and quickly return the aircraft to service. The IVHM system is fully supported by Bell through Mission Link allowing operators to access how their aircraft is performing relative to all other aircraft in the fleet. Helicopter technician and representative on the committee, Tom Stian Beitland was impressed with the maintenance manual that is fully digital and includes 3D renderings: “In short, it means that the entire machine is built in 3D and linked together with the maintenance manual. This makes it easier for us technicians to find components and procedures. It will help increase efficiency in troubleshooting if any problems arise.” The spacious cabin accommodates 2 pilots and up to 16 passengers. It can easily be reconfigured due to its fully flat floors. Kjetil Larsen, who is a daily rescuer on a SAR helicopter in the North Sea, wanted to check if the cabin was large enough to be used as an offshore rescue helicopter. “We filled the cabin with as many people as we could find. We fit 23 people on board, and yet there was room for more. That means the machine passed the test of being able to save 21 people in need.” The Bell 525 helicopter is at the center of the safety conversation at SOLA this week. At Bell, we are very proud of the new outstanding technologies that we have engineered and are currently testing meticulously with the FAA and EASA.

Bell Executive Vice President Robert T. Hastings Jr. has been named 2019 recipient of the America’s Future Series Megellas Award, presented annually to a distinguished military leader who has gone on to demonstrate continued service to the country. Hastings, a military leader and business executive with an impressive multifaceted career in military, corporate leadership and public service, was honored Saturday, Sept. 14 at two events: the Salute to Maggie Luncheon hosted by Congressman Pete Sessions, and the 2nd Annual Tribute to Valor Gala. Both events took place at the Sheraton DFW Airport Hotel. Hastings has more than 30 years of federal and state military experience in the Department of Defense, U.S. Army and state military agencies. His U.S. Army assignments included command tours in Aviation and Cavalry with operational assignments in Germany, Eastern Europe, Central America, Iraq, and Bosnia. In the Texas State Guard, Brigadier General Hastings commands a group comprised of seven civil engineer and civil affairs regiments. Prior to joining Bell as executive vice president of strategic communications, Hastings served in the Bush Administration, appointed by President George W. Bush as Assistant Secretary of Defense for Public Affairs. As chief communications officer, senior public affairs official and spokesman for the U.S. Department of Defense, he was the principal adviser to the Secretary and Deputy Secretary of Defense and senior Administration officials for strategic communication, public information, and internal information, leading a worldwide public affairs community of 4,000 military and civilian personnel. Hastings is a former chairman of the North Texas Commission, and serves on the Board of Directors of the Public Relations Society of America, USO of Metropolitan Washington-Baltimore, and the World Affairs Council of Dallas. He has previously served on the boards of the National Defense Industrial Association, the Army Aviation Association of America, the Armed Services YMCA, and the Boys & Girls Clubs of Greater Washington, D.C. He has served as an adviser to the NATO Strategic Communications Office, the Center for New American Security Future Force Initiative, and Roger Staubach’s Allies in Service veteran’s initiative. The Megellas Award is named after Lieutenant Colonel James “Maggie” Megellas (born March 11, 1917), a retired U.S. Army officer who is the most-decorated officer in the history of the 82nd Airborne Division. Megellas has received, among other awards, a Distinguished Service Cross, a Silver Star, a Bronze Star, a Purple Heart and a nomination for the Medal of Honor. The Tribute to Valor Foundation, which sponsors the Megellas Award, was founded in 2018 as an all-volunteer organization focused on influencing, impacting and inspiring students involved in STEM curricula. Its goal is to help these students understand and engage the values of the Medal of Honor: courage, sacrifice, patriotism, citizenship, integrity and commitment. Defense Industry Daily The Defense Logistics Agency Aviation awarded Bell Helicopter a maximum $8.9 million delivery order. The deal is for the H-1 aircraft tail rotor blades. More than 16,000 UH-1 Huey utility helicopters have been produced by Bell since service entry in 1958. The UH-1N entered service with the US Marine Corps in 1971. The UH-1Y utility helicopter is fully marinized and capable of shipboard operations worldwide, including take-off, landing, refueling and rearming. The helicopter is securable for deck movement up to Sea State 5. Missions include airborne command and control, aeromedical evacuation, troop transport, transport of supplies and equipment and search and rescue. The Boeing [NYSE: BA] KC-46 team on Friday began assembling Japan’s first nextgeneration tanker, loading a 82.4-foot (25 meters) long wing spar in the company’s 767 production facility.

“This is an exciting day for the program and we look forward to building and delivering these multi-role tankers to the Japan Air Self-Defense Force (JASDF),” said Jamie Burgess, Boeing vice president and KC-46 program manager. “From the enhanced flight deck to the modernized boom, this tanker will provide unmatched capabilities for Japan.” Boeing was awarded a Foreign Military Sale contract for one KC-46A aircraft and logistics services in December 2017. The U.S. Air Force exercised an option for Japan’s second aircraft in December 2018. “We’re proud to support the JASDF with a production line that emphasizes quality, efficiency and safety,” added Bruce Dickinson, Boeing 747/767 vice president and general manager. Boeing is assembling KC-46A aircraft for both the U.S. Air Force and Japan on its 767 production line in Everett. Following initial assembly, workers install the tanker’s military unique systems at the site’s Modification Center. The jets are then flight tested at Boeing Field prior to delivery. Boeing began developing the KC-46A for the U.S. Air Force in 2011 and delivered the first tanker in January 2019. Japan is the program’s first international customer. Deliveries to the JASDF will begin in 2021. The KC-46 will be a force multiplier in the U.S.-Japanese defense alliance, certified to refuel all U.S. Air Force, U.S. Navy and JASDF aircraft safely and efficiently. Built to carry passengers, cargo and patients, it will be easier to maintain than previous tankers, improving reliability and lowering life-cycle costs. The MoU was signed on the Marshall Aerospace and Defence Group stand at the 2019 Defence Security Equipment International (DSEI) event in London by Marshall CEO Alistair McPhee and BAE Systems Air Sector Engineering Director Ian Muldowney. MBDA has been awarded a contract to demonstrate SPEAR-EW, a new electronic warfare version of the SPEAR weapon system family on order by the UK. The firm say that SPEAR-EW is being developed by MBDA in partnership with Leonardo to complete a wide range of Suppression of Enemy Air Defence (SEAD) missions, under a Technical Demonstration Programme (TDP) contract awarded by Defence Equipment & Support (DE&S). “SPEAR-EW will integrate a cutting-edge miniaturised EW payload from Leonardo, which will act as a stand-in jammer to greatly increase the survivability of RAF aircraft and suppress enemy air defences, acting as a significant force multiplier.” Defence Minister Anne-Marie Trevelyan said: “These state-of-the-art electronic jammers will confuse our adversaries and keep our pilots safer than ever in the air. The U.S. Army has awarded BAE Systems a $318 million contract to upgrade M88 recovery vehicles to the M88A3 configuration designed for single-vehicle recovery of the latest version of the Abrams tank. The new M88A3 configuration eliminates the necessity of using two vehicles to raise and move the tanks, which have increased in weight in recent years. “As the U.S. Army’s primary recovery vehicle, the M88 plays a critical role in the Army’s Armored Brigade Combat Team,” said Dennis Hancock, recovery programs director for BAE Systems’ Combat Vehicles business. “We have partnered closely with the Army and industry partners to develop a solution that addresses the single-vehicle recovery gap. We are proud to continue to support the Army’s recovery needs by providing a nextgeneration solution to effectively rescue disabled tanks from the battlefield.” The M88A3 configuration features an upgraded powertrain, suspension and tracks, increasing the vehicle’s speed, survivability and reliability. The M88A3 also features a seventh road wheel to reduce ground pressure and new hydropneumatic suspension units (HSUs) that enable the track to be locked out for greater control when recovering vehicles. The contract is being awarded under an Other Transactional Authority (OTA) acquisition model for upgrading the M88A2 Heavy Equipment Recovery Combat Utility Lift Evacuation System (HERCULES) to the next generation M88A3 HERCULES. BAE Systems’ M88 family of recovery vehicles has provided the Army with unprecedented capability for recovering stranded or disabled combat vehicles since the 1960s. The Dutch Army has selected BAE Systems to integrate the Elbit Systems’ Iron Fist Active Protection System (APS) solution into its fleet of CV90 Infantry Fighting Vehicles following successful testing to integrate it onto the platform. Iron Fist is an advanced technology that automatically detects, tracks and neutralizes incoming threats to protect the vehicle and its crew. The Royal Netherlands Army has been working closely with BAE Systems Hägglunds to study the implementation of the Iron Fist APS onto the CV9035NL since 2015. The first phase evaluated the feasibility of five systems. The second phase focused on the inherent performance and high level integration of the APS. With the first layer of soft-kill technology integrated onto the Dutch Army’s CV9035NL fleet, plans are underway to add the Iron Fist’s final layer. “Over the last couple of years, we have done a thorough job in studying the integration and conducting system tests with the Active Protection System for the CV90 platform. We are now confident that it will provide the capability we need. The APS will give us a significant combat advantage and will improve tactical operation,” said Joost Vernooij, Dutch Project Manager for CV90. “I look forward to the next phase in our MidLife Upgrade program of the CV9035NL, with focus on integration, Human Machine interfacing and performance optimization.” Pagină 26 din 54
“This development is a strategic milestone in the CV90’s holistic survivability approach. It complements the already existing, stealth- and soft-kill layers with further means to defeat the incoming threat, making survivability even more achievable,” said Dan Lindell, the CV90 platform manager at BAE Systems Hägglunds, the manufacturer of the vehicle. The survivability of the CV90 can be seen in all of its iterations and is one of the vehicle’s most advanced features. In addition to armored protection, the vehicle’s overall survivability is enhanced by superior mobility, advanced signature management features, ease-of-use and maintainability, and high degree of design efficiency. The CV90 is operated by six other European nations who participate in the development of the vehicle through the CV90 User Club. The APS installation on the Dutch CV90s marks a critical addition to the vehicle’s already impressive array of iFighting® combat enhancing features. The installation of the Iron Fist system developed with Elbit will provide Dutch Army with a highly defensive tool to counter threats and deliver the required protection for the CV9035NL crews.

Rheinmetall is pleased to confirm the Lynx KF41 Infantry Fighting Vehicle (IFV) has been selected by the Commonwealth of Australia to compete in the Risk Mitigation Activity (RMA) trials for the $15 billion LAND 400 Phase 3 program. Lynx KF41 is a next generation tracked, networked and highly protected IFV which meets the stringent military requirements of LAND 400 Phase 3. The Australian Army needs a networked, protected and enabled IFV for close combat - to close in and defeat an enemy in the most dangerous and lethal environments for Australian soldiers. Rheinmetall will deliver three Lynx IFVs to compete in RMA trials to be conducted in Australia. If successful, the Lynx IFV fleet will be manufactured in Queensland at Rheinmetall’s new Military Vehicle Centre of Excellence at Redbank south west of Brisbane. Both the BOXER and Lynx are modular. That means the vehicles can be reconfigured to achieve many different missions with high commonality. The European Defence Agency (EDA) and the European Air Transport Command (EATC) today established a new cooperation framework - through an exchange of letters - that will further strengthen the ties between the two organisations. The exchange of letters, which took place at the EDA premises in the presence of EATC Commander Major General Laurent Marboeuf and EDA Chief Executive Jorge Domecq, builds on the already existing, good cooperation between the two following the trilateral Letter of Intent concluded between EDA, EATC and OCCAR-EA in January 2018 and which focused on the joint optimisation and development of the A400M capability within the remit of EATC. The letters exchanged today identify new areas for enhanced cooperation between the EDA and EATC, inter alia: • Air Mobility (including airlift, air-to-air refuelling, aeromedical evacuation, air dropping activity and logistical and technical supporting functions) • Fixed-wing training cooperation in the domains listed above • Military Aviation (including in the context of the Military Airworthiness Authorities Forum and the progressive introduction of a Total System Approach to Military Aviation) • Military Mobility in the framework of the EU action plan (including ground handling and dangerous goods activities) • Other cross-cutting activities subject to interactions. The new cooperation framework will allow EDA and EATC to make the best use of available resources to achieve common objectives within their respective scopes of competence. The EDA Chief Executive and the EATC Commander will meet on an annual basis to discuss the implementation of this cooperation. EDA Chief Executive Jorge Domecq welcomed the enhanced cooperation with EATC. “I am confident that, through our cooperation, EDA and the EATC can bring added value to our respective Member States by reducing administrative burden, improving exchange of expertise and facilitating common action thereby avoiding unnecessary duplication and making the best use of our respective resources”, Mr Domecq stated. The Mission of the European Air Transport Command is to enhance the combined operational capabilities of Participating Nations and improve the effectiveness and efficiency in conducting air transport, air-to-air refuelling, and aeromedical evacuation missions. This multinational headquarter integrates transferred national responsibilities and resources to ensure efficient operational control, to facilitate harmonization and thus to increase interoperability. The EDA Steering Board approved end of August the way ahead for the new Multinational Helicopter Training Centre (MHTC) to be established in Sintra, Portugal. The European Defence Agency (EDA) together with 18 of its Member States will now develop the technical arrangement (TA) for the opening of this new advanced tactical helicopter training facility by the end of 2022. Approval for the centre marks the latest milestone in a long line of important helicopter projects managed by the Agency since 2009. EDA currently hosts three collaborative helicopter programmes, which fill a helicopter training capability gap in Europe and are a key component of operational capacity building. The three programmes are aimed at improving European interoperability and increasing standardisation of helicopter aircrews through the adoption of common training activities and the use of common Tactics, Techniques and Procedures (TTPs). All tactics are developed refined and tested before being included in the Helicopter Exercise Programme Standard Operating Procedures (HEP SOP). Tactics Courses The Agency’s helicopter work includes a Helicopter Tactics Course (HTC) and a Helicopter Tactics Instructors Course (HTIC). The first project focusses on improving Pagină 30 din 54
the tactical ability of crews through an integrated training course of classroom and simulator instruction that is currently conducted at RAF Linton-on-Ouse in the United Kingdom. The HTC provides a solid foundation for whole crew training and was later developed into the Helicopter Tactics Instructors Course, which takes experienced aircrew and further develops their skills in a “Train the Trainer” course, delivering advanced helicopter tactics and the Helicopter Tactics Instructor (HTI) qualification. The HTIC includes a ground phase delivered in the UK, and a live flying element conducted in Sweden. Helicopter Exercise Programme The third element of EDA’s helicopter activities is the Helicopter Exercise Programme (HEP) which brings together multinational helicopter crews and an array of assets (fixed wing, Electronic Warfare, ground troops, Special Forces, etc) in an annual multinational training exercise covering the performance of complex missions in demanding environmental areas. The exercises are conducted under the BLADE banner. The next exercise will be SWIFT BLADE, to be delivered in Belgium and the Netherlands in April 2020. However, EDA does not have the vocation to be a long-term training provider, but rather a catalyst for cooperative training. The Agency launches initiatives that can provide added value to Member States and when these are consolidated and have reached a sufficient level of maturity, the Agency encourages Member States or multinational organisations to take over the administrative and organisational responsibility of the activities, allowing the EDA to free-up resources and focus on developing new initiatives. Multinational Helicopter Training Centre EDA has been successfully managing the three helicopter programmes for over a decade, and during the next five year period, they will progressively be transferred outside EDA to the future Multinational Helicopter Training Centre (MHTC). The MHTC will consist of office space for the technical, administrative and training delivery staff, simulator facilities and a dedicated accommodation block. In addition, it will also develop a more coordinated approach to European helicopter training and will try to harmonise national approaches and drive synergies with NATO doctrine. The concept development phase of the project was concluded in January 2019 and has now gained ministerial approval to develop the legally binding Technical Arrangement (TA), which will define the objectives, benefits, roles and capabilities of the centre together with agreement on budget and manpower allocation. Christine Lagarde obtained Parliament’s approval to be the ECB’s next President, in a plenary vote on Tuesday. In the secret vote, MEPs voted 394 in favour, 206 against and 49 abstentions to recommend Ms Lagarde to head up the European Central Bank. The European Parliament gives a non-binding opinion on whether or not a candidate is suitable to fill the role of President of the ECB, with the final decision taken by the European Council. She is due to replace the current incumbent, Mario Draghi on 1 November. Earlier on Tuesday, the plenary held a debate on her suitability for the position. Next steps Ms Lagarde’s candidature will now be put on the agenda of October’s European Council summit.

Once again, the US Armed Forces will not only be represented by the Air Force and the Marine Corps at NATO Days in Ostrava & Czech Air Force Days but also by armoured vehicles of the US Army. For the first time in the history of the event, the Mošnov airport will host ground forces and their equipment from four foreign countries. The US Army follows-up last year, when the United States was a special partner nation and its armoured technology will not miss this year's NATO Days. For the first time at the event, the US Army will present a Stryker vehicle, which some visitors may already know from 2015 when a convoy of the US Army moved across the Czech Republic. "This year is loaded in terms of ground technology. For the first time, NATO Days will host armoured vehicles from the United States, Romania, Germany and Poland and the Czech Republic," emphasizes Zbyněk Pavlačík, chairman of Jagello 2000. "The participation of Stryker transporter was already in play last year as part of the SPN presentation, but we are happy to see its premiere now." The eight-wheeled armoured vehicle M1126 Stryker is one of the newer equipment and has been in service since 2002. This transporter is designed primarily as the infantry carrier but can also. Stryker is manufactured in several specialized variants and can be transported by the C-5 Galaxy or the smaller C-130 Hercules.
This year's NATO Days Partner Nation will be Romania https://www.natodays.cz/news/this-yearsnato-days-partner-nation-will-be-romania Romania has taken on the role of a Special Partner Nation of this year's NATO Days in Ostrava & Czech Air Force Days. Romanian Prime Minister Viorica Dancila announced this during her visit to Prague. Visitors to the event can look forward to a significant participation of Romanian armed and security forces at Leoš Janáček Ostrava Airport venue. "Romania has accepted an offer to become the Special Partner Nation of NATO Days in Ostrava & Czech Air Force Days," said Viorica Dancila during a meeting with Czech Prime Minister Andrej Babiš in Prague. But she did not reveal what equipment and units will Romania send to the two-day show in Ostrava. However, Romania wants to present the capabilities and resources of the air and ground forces, as well as the equipment of the Interior Ministry’s department for emergency situations. The Special Partner Nation concept was introduced for the first time by the event's organizers in 2014, when Poland had this role, it was taken over by Sweden a year later. Germany presented its armed forces on a large scale in 2016, Slovakia was the Partner Nation in 2017 and the United States last year. Romania is thus the sixth Partner Nation. Within Europe, it is an absolutely unique concept of support that other security events and air shows do not have. “It is an honour for the Czech Republic that Romania will present itself on such a large scale at this important military-civilian event. This is the first time that the prime minister of the country has announced the partnership directly and during the official Pagină 41 din 54
negotiations,” said Zbyněk Pavlačík, Chairman of Jagello 2000, who annually organizes the largest security show. According to him, this illustrates the prestige of NATO Days in Ostrava. Pavlačík recalled that this year both countries celebrate 100 years of bilateral diplomatic relations, NATO's 70th anniversary and 30 years since the fall of communism. In addition, the Czech Republic celebrates 20 years of Alliance membership. The alliance between Czechoslovakia and Romania was already in the interwar period under the so-called Small Agreement, Romanian soldiers helped liberate Czechoslovakia at the end of World War II. Later, as a member of the Warsaw Pact, Romania refused to participate in the 1968 invasion of Czechoslovakia. Only the Romanian Air Force presented itself at the Mošnov Airport in the previous years, the last time on the static display with the C-27J Spartan transport aircraft last year. Previously, in 2016, visitors could see a highly desirable performance of the MiG21 LanceR fighter. During the Romanian premiere in 2010, IAR 99, a product of the Romanian company Avioane Craiova, demonstrated its skills in a dynamic demonstration. It is one of the goals of the Partner Nation concept to present the national defence industry. "Although some web sites have already featured a review of the aircraft to be sent to NATO Days in NATO, negotiations are not yet closed. Traditionally, we will publish details of Romanian participation after its official confirmation," Pavlačík concludes.
