Chambers Nursing & Rehab wins award... Chambers Nursing and Rehabilitation of Carlisle was recently named the Dorothy Huckeby Memorial Facility of the Year by the Arkansas Nursing Home Nurses Association at its annual convention in Little Rock. The association was formed in 1983 to bring educational workshops to a very specific group of people. Hazen Council decides against paying ambulance fee The Hazen City Council decided against trying to get a full-time ambulance service in the town at their regular meeting held on Thursday, October 17. All of the council members were present except for Steve Chlapecka. The council unanimously decided that the $10,000 price tag for ambulance service that would not be guaranteed to stay in the city would not be worth the cost. According to Mayor David Duch, even with the monthly fee, there was no guarantee that the ambulance would be in Hazen when it was needed, since it could be called out for other runs in the area, still resulting in a 30-40 minute response time if the city ambulance was on another call. “My suggestion is, don’t do anything.” Duch said. Duch suggested that the city look into an emergency helicopter service. Duch told the council that a light at the Interstate 40 exit had been hit by a truck and would need to be replaced. The cost to replace it will be $9443. He said that the plan is to move the light 20 feet to the east and place a concrete barrier around it. The light is located in the parking area next to the Memphis off ramp. The council voted to
replace the light. The property owned by Johnny Larkan, which is located next to the baseball field, has to be appraised before it can be donated to the city. If the city does become owner of the property, the council intends to tear down the storage bins and keep only the storage building for the city’s use. Someone has been found to tear down the bins for the metal in them, but the city will have to see if liability insurance is available before that is done. The Hazen Baseball Association has asked to use some of the land for parking. The bridge located at the northwest corner of the high school is to be replaced. The construction will cost a total of $60,000 for engineering fees, materials, and labor. The council voted to take the money from a city discretionary fund. One of the projects on the city’s list is to build a water tower at the interstate. The city will need to acquire some property 60 feet south of the Love’s station. “We have enough water out there now,” City Utilities Manager Phillip Foot said, “but if more businesses build out there, we will need to expand.” The city is receiving approximately $15,000 a month in sales tax revenue each month from the Love’s station.

Duch said that T-Ricks will soon be an Exxon/Mobil station. The city also intends to put drainage pipes in the ditch on the north side of Front Street so that the ditch can be filled in, making parking on that side of the street safer when citizens use it for events at the Community Center. The project will cost approximately $35,000 and will not be done until next summer.
Foot said that his department is in the process of trimming the trees in Hazen and putting the wood chips in needed areas. His department is getting ready for the Grand Prairie Fice Festival. He also said that the traffic sign has been moved to Front Street. Drivers have been driving slower on the street since the sign was placed. “It does help,” Foot said. He also said that a gas line
had been moved on Crowley Street, with the help of Phillip Booth and his crew. Booth donated pipe, time, and labor for the project. Duch gave out copies of the proposed 2020 city budget for the council members to look over. The budget will be voted on at a later meeting. There were no other departmental reports, and the meeting adjourned.
Lisko wins ASPSF scholarship
Alisha Lisko and St. Francis County Volunteer Brenda Ryland Alisha Lisko of Des Arc has won the Arkansas Single Parent Scholarship Fund (ASPSF) of Prairie County. She was presented the scholarship at the fall award ceremony at the Woodruff Electric Cooperative Corporation Community Room. According to their website, ASPSF supports
both part-time and fulltime single-parent students pursuing a post-secondary education, including associate’s degrees, bachelor’s degrees, and certificate programs. They also make referrals to additional services to help with other needs, and offer developmental programs to help recipi-
ents be job ready. The scholarships not only help with school costs, can be used for household expenses, daycare costs, commuting expenses, and more while the students are in school. Lisko is attending East Arkansas Community College in Forrest City.

Shelman - Isbell engagement told Frances Novak Bower Frances Novak Bower passed away on October 14, 2019. She was born on December 1, 1925 in Hazen, Arkansas. Mrs. Bower dedicated her life to the field of healthcare. She was a registered nurse and held a Master’s Degree in Public Health Administration from Johns Hopkins University. She worked in several different areas of health care including administration, teaching, and public health. In her career she worked many places, including teaching at Seton Hall University and working abroad for several years in Great Britain and France with the United States Army. Mrs. Bower was particularly fond of public health and her time working with the Department of Public Health in the District of Columbia was especially rewarding to her. She was a member of Sigma Theta Tau, the National Honor Society of Nursing. Frances had a great love of travel and had the opportunity to visit many
different countries during her lifetime. Mrs. Bower was preceded in death by her husband, Colonial Don Bower, her mother and father, Mildred and Louis Novak, and her sisters, Dorothy Bogaard and Ruby Sanders. She is survived by her sister, Evelyn Hestir of Beebe, her sister, Carolyn Brakensiek of Hazen, and her brother, Elvin Novak of De Valls Bluff. She is also survived by countless nieces and nephews with whom she enjoyed sharing her love of Broadway musicals, operas, museums, and other educational experiences when she brought them up for a visit while she lived in her longtime home in Summit, New Jersey. A memorial service will be held for Mrs. Bower at Little Rock Funeral Home, 8801 Knoedl Court (NW corner I-630 and Barrow Rd.), Little Rock on October 26 at 11 a.m. In lieu of flowers, memorials can be made to the Pulaski Heights Presbyterian Church. Leona Smith Leona Smith, 100 of Hazen passed away October 14, 2019. She was loved by everyone that met her and she always stayed b u s y sewing, crocheting, knitting and loved to give them to all that she loved. Leona really looked forward to the visits from the Center Point Church ladies and our Pastor. She lived a long life and worked hard providing for her kids. She will be greatly missed by all. She is survived by two daughters, Patricia Snider and husband, David and Barbara Turner and husband, Larry; 10 grandchildren, 24 great-grandchildren and 9 great-great grandchildren. Mike and Trilby Shelman, of Hazen are pleased to announce the engagement of their daughter, Mikah RaeJean Shelman, to Jeffrey Cole Isbell, son of Jeff and Freida Isbell, of Hazen. Mikah is a graduate of Hazen High School and she earned her cosmetology degree from Arkansas State University at Marked Tree. She is selfemployed at "Small Town Roots" in Hazen. Cole is also a graduate of Hazen High School and he is currently employed with "RJ Electric" out of DeValls Bluff. Mikah is the granddaughter of Dale and Bonnie Newkirk, of DeValls Bluff and Jimmy and Ginger Shelman, of Hazen. Cole is the grandson of Bill Bartley and the late Lorene Bartley, of Hazen and Becky Isbell and the late Tommy Isbell, of Hazen. The wedding will take place on Saturday, November 23 at Calvary Baptist Church in Hazen at 4:00 in the afternoon with a reception following at the Hazen Airport.
Elsie McCain Club hears about disability problems in schools by Chris Weems The GFWC Elsie McCain Club met in regular session Thursday night , Oct. 17, at Murry's Restaurant. Chris Weems, president presided. The meeting began with current events. The president distributed the schedule of meetings for the year. Elizabeth Hutson, chairman of the Education Department, presented
the lesson. She talked about some of the variations teachers use with students who have a learning disability. Some of the problems are not much of a problem if the student and teacher know how to handle the problem. It takes patience on the part of the student and teacher to handle the problem. Many of the problems are not identified or diagnosed early and may have put the student behind before it
was known. The president announced that World Food Day was October 16, and that members are to bring their contribution of food to the next meeting. She also announced that she will have the forms for members to fill out at the next meeting for the State GFWC President to send to the International President for the things that have been done on
her list within each one's community. Dues were collected and members talked a little about the Christmas party. Entertainment prizes were won by Nell Pich, Meg Miller and Chris Weems. The next meeting will be Thursday night, November 7, at Murry's Restaurant, with Nell Pich, Hostess and Lesson Leader.

The Prairie County Democratic Women met Thursday night, October 10, in the Swilley Lodge in the backyard at the home of the president, Chris Weems. The meeting began with a buffet supper served for ten members and a visitor. The president opened the meet with the announcement that one member had died recently. Deronda Tucker, the junior past president died July 15, 2019. The funeral and burial were at Des Arc. A few of the members attended the visitation and service. Maryanne Williams sang for the service. The club sends our condolences to the family. Harvey Joe Sanner spoke on the election prospects and some of the local candidates for the Quorum Court. The treasurer collected
dues. The president told about the DPA and the Clinton Dinner that she attended during the summer. She learned that the State Democratic Women organization is in the process of getting things going since the president
and another top officer died very close to the same time. They are planning a State Convention for 2020. The next meeting will be Tuesday, December 9, or Thursday, December 12. Plans will be announced.

Carlisle School holds Report to the Public
DA council hears reports The Des Arc City Council held their monthly meeting on October 15th. Attending the meeting were Mayor Jim G a r t h , Treasurer/Recorder Christina Knupp and Council members Welton Robinson, Gail King, Ray McVay and Gary Burnett. Assistant Police Chief DeWayne Mayher reported 56 traffic stops and 5 misdemeanor warrants. Gail King reported for the gas committee that the survey for leaks is still ongoing. She also said that gas consultant Glen Rose has provided a detailed map with sections marked of where to replace lines. Rose also presented a list of parts and prices to replace lines. King reported for Animal Control that 6 dogs were sent out of state for adoption and 2 are at the shelter for adoption. King stated that multiple improve-
ments need to be made at the shelter and the committee is looking into affordable options for the improvements. For the Senior Citizen Center Committee, King reported that the inside paint job has been completed and looks great. The seniors are busy with weekly exercise, Bible study, preparing for a domino tournament to be held in Des Arc and several other ongoing programs. King reported for the Community Awareness Committee that participation in the "Great Arkansas Cleanup" has been great and a lot of improvements have been made across town. The cleanup will continue through October. The council approved a resolution setting the 2020 millage tax rate for the city at 5 mills. This resolution is required every year. No changes were made to the city's percentage.
The Carlisle School Board met October 14, 2019, to give the annual Report to the Public as required by law. The report touched on all aspects of the school life including curriculum, staffing, administration, finance, facilities and educational achievements. Total enrollment for this year showed a modest gain of 16 students. This is an improvement over previous years which had seen some decreases.
New meters top talk at Carlisle Council The Carlisle City Council met October 15 with Ann Anderson, Jon Plafcan, Mike Walker, Todd Tuner, Larry Flynn, Ray Glover, Mayor; Mike Stuart, City Attorney and Eric Franks, Chief of Police acting secretary present. Citizens are reminded that the new satellite water meters will be installed in the next few weeks. These meters will be placed at least two inches above ground to avoid being damaged by lawn mowers or other vehicles. Citizens will be held responsible for any damage done and the repair costs could exceed

The State Report Card also showed a modest gain. Although the school is still at a C, it is only a few hundredths of a point from a B. These two positive gains were commented on by both principals and the superintendent and seen as a rallying point for the staff. At the regular board meeting, all members were present except C. J. Parker. Both principals complimented the Parent Teacher Conferences.

$25. The new hangar has been finish at the airport. As soon as the electric pole has been set and the power is on, the new tenants can take possession. All of the bays in the new hangar are rented and there is a waiting list. Rent for each bay is $125 per month. The new bleachers are ready for Rockefeller Park. The old ones have been placed at the Fred Hardke Football Field to be used by the band. Current band members and alumni have expressed appreciation for this addition to the facitility.

Students were challenged to shoot from half court. Barry Franklin made an amazing half court shot. His ball bounced once and bounced into the basket. It brought the student body to its feet with a huge standing ovation. This amazing feat was caught on film and put on Facebook. Principal Green also reported that no drugs were found which should have earned an ovation as well.
There was favorable response at both schools. Parents were given another opportunity to fill out Free and Reduced Lunch Forms. The school is now at 64%. This number is figured into the school’s State Report Card. The Elementary School will observe Red Ribbon Week beginning October 25 and culminating on October 31 with Halloween. Each day will have a different theme. Principal Stewart announced an attendance incentive. Those who have perfect attendance in a nine weeks will receive an ice cream treat and extra time on the playground. For the fourth nine weeks there

Entries may be mailed to “Armchair Quarterback, P.O. Box 370, Hazen, AR 72064.” Or you may email your answers to heraldpublishing@gmail.com before 5:00 p.m. on Thursday. 3. To enter, clip out the entry blank and pick the team you think will win from the games listed in each ad. Write the name of the team in the appropriate blank. If you think the game will end in a tie, write “tie” in the blank. For the 20th game, pick a winner and predict a total number of points scored in the game. Total point predictions will be used as a tie-breaker if two or more entries correctly guess the same number of winners. The entry with the most correct game winner predictions wins the $25 cash prize. If a tie still exists after the total point predictions are judged, the prize money will be divided. 4. Each entry must be filled out completely and legibly to be eligible. 5. Contestants who win will not be eligible for the following week’s contest. 6. Hornets defeat Clarendon on the Lions’ home field 26 - 14
by Easton Glover The Hazen Hornets travelled to Clarendon last Friday to take on the Lions. After a shocking loss to Des Arc, the Hornets were looking to get back on track. Though the 26-14 final score was a lot closer than Hazen expected, a win is a win. The first quarter showed that both defenses came ready to play. The Lions were able to stop
by not allowing the Lions to get anything going. Early in the quarter Ay’jon Green ran down the middle and powered his way into the end zone. This would be the only touchdown of the quarter. Though both defenses were keeping doing their job, neither offense could get anything going. The first half came to a close with the game tied at 6-6. Both teams came out of the locker room ready to
The fourth quarter was just like the first and second. Early in the quarter Green run it in from 11 yards out. The touchdown and conversion gave Hazen the first two possession lead of the night. Neither offense could get anything going for the rest of the game. With Hazen wasting clock on offense it was only a matter of time until everyone could go home. The final horn went off with the
Hazen’s offense multiple times. The Hornet’s defense was able to stop the Lions on their first possession, but the second attempt was not as successful. Clarendon forced their way down the field and ended the drive with a 4 yard rushing touchdown to take the early lead. This touchdown led the first quarter to its end. Hazen’s defense showed out in the second quarter
play. Hazen’s Tarrell Penn started off the half with a 6 yard rushing touchdown. Clarendon replied with a 30 yard touchdown run and a successful 2-point conversion to take a 12-14 lead. Hazen was able to take away that lead with a 21 yard pass from Luke King to Austin Duck that found its way to the end zone. The quarter came to an end with Hazen leading 18-14.
Hornets getting the 26-14 victory. Hazen is at a rough point in their season. Three games in a row they have started off slow. Though they won two out of the three, they do not look like the same team who played at the beginning of the season. Hopefully things will get straightened out this week as Earle comes to Hazen to play for the Hornets’ homecoming.

Carlisle Bison defeat Trojans 58-8... Quarterback Will Carter (#4, top picture) completed a 60 yard rushing touchdown on Carlisle’s first offensive play of game against the Trojans in Marianna Friday night. Carter had 175 total rushing yards and 3 touchdowns in the game.
