Despite the fact that both the Hazen Hornets vs. England and the Des Arc Eagles vs. Marked Tree homecoming games were cancelled due to forfeiture, the annual homecoming festivities were continued with coronation ceremonies, field ceremonies, and parades. Hazen Council changes pension administration The Hazen City Council voted to assign the administration of the Hazen Fire Relief and Pension fund to the Arkansas Local Police and Fire Retirement System (LOPFI) after the Hazen Firemen’s Pension Fund Committee agreed to the change at its meeting held on October 7, 2021. “It’s going to be a good situation,” Hazen Mayor David Hardke told the council at the October 21 meeting. The plan will go into effect on January 1, 2022. Council Members Larry Anthony, Barbara Rogers, Steve Chlapecka, Rick Wiggins, and Tim Juola were present, along w i t h Recorder/Treasurer David Hoover, Police Officer Teddy Walker, Fire Chief Seth Skarda, and Mayoral Assistant Tracie Vail. An ordinance was passed to change the pension management. Police Chief Bradley Taylor joined the meeting via Facetime and reported that Belga, the Police Department’s drug dog, will be retiring. Taylor was with three other Hazen police officers at training in Camp Robinson and could not physically attend the meeting. The council voted to replace Belga, who is 10 years old, with another trained dog from the same breeder for $11,250. During her time with the Hazen Police, Belga has been involved with 3007 misdemeanor and felony drug cases, Taylor said. Hardke reported that the ultraviolet light system at the sewer treatment plant needs to be replaced and that the lowest bid for the job came from ETI Services, Inc. in Malvern. The council voted to take the $95,134 necessary for the replacement from the American Rescue Plan (ARP) money. The

city received $138,000 in ARP money from the federal government. Hardke said that more repairs may be needed, but right now the ultraviolet system will be replaced and two extra lights will be added. Other cities who use this system have been pleased with it, he said. The city also has approximately $54,000 left in CARES Act money as well, and the city is working on a plan to spend that money before the December deadline. Hardke would like to use that money for possible COVID pay for city employees. The council passed a resolution to fix the day for the hearing of a petition to vacate a portion of East Cleveland Street that lies between North Grove Street and North Woodlawn Street. The property owners on either side of the street have made the request. A hearing of the petition will take place at 6:00 p.m. on November 18, 2021 at the city hall. Streets beside the baseball field have sunk, and the city is getting together bid specifications to bid out that work in the spring. The 2023 state grant for street repair won’t come soon enough, Hardke said. He also reported that the grain bins at the baseball field are now gone, and there are plans to drop the tower this week. The city will do a “one call” to warn residents before that happens. Randy Phillips has agreed to do the demolition in exchange for the metal from the buildings, which saves the city approximately $70,000. The caboose at the depot has been repainted, and the holes in the roof have been fixed. The lettering on the caboose will be replaced soon. Aristotle will be

installing a larger receiver to handle the load on the fiber that has been laid, and the renovation of the bathrooms in the lower hallway of the high school has been completed for a total of $27,745.45, which is under the $32,000 budgeted. The city’s two water tanks have been inspected, and some additional things may be needed, according to Hardke. A new overflow valve and a vent will need to be installed and possibly mixers in the tanks, which will cost $22,000 per tank. The complete Suez Company report was handed out to the council members to review before the next meeting. Fire Chief Seth Skarda reported that his department had six first-responder calls and had aided in an 18wheeler fire. He also said that his department had hosted fire prevention programs for several groups of local children. The Water and Sewer Department has repaired six leaks and has replaced shutoff valves and meters, and has installed several meter boxes. The water main that was hit near the armory on

Industrial Drive was repaired as well. A sewer line behind the Masonic Lodge is too close to a house, and the line must be moved 300 feet. The cost to move the line could be as much as $50,350. The gas lines to three houses set for demolition have been killed. At the end of the meeting, the council members discussed the problem of feral cats and pit

bull dogs within the city limits. Some of the cats have already been removed by Animal Control Officer Tony Sayger, and owners of the pit bulls have been reminded that those kinds of dogs are permitted in the city, Hardke said. The city intends to run a notification in the local paper quarterly to remind citizens of the pit bull ban.

Carlisle Library gets new tables... The Carlisle Public Library would like to send a shout out to the City of Carlisle and these wonderful guys for the amazing picnic tables we were surprised with. The library is working on creating a public garden and a welcoming outdoor space for children and families to utilize for games and activities, and these tables are a very appreciated part of that! So thank you to DeRon Ricks, Jamie Cook, David Sutton, Eddie Reeves, Kaleb Elmore, and David Walters II for their hard work on these!

Des Arc Council approves new parking changes on 3rd Street By Lisa Mills At the October 19th city council meeting a motion was approved to make parking on 3rd Street parallel only on both sides. At the September council meeting Mayor Garth stated that there had been numerous complaints about the parking so he asked the street committee to look at the situation. Council member Nicole Fisher stated that the committee’s recommendation was parallel parking. Present for the meeting were Mayor Jim Garth, Recorder/Treasurer Chrisanna Knupp and council members Jodie Mayher, Gary Burnett,

and Nicole Fisher. The council passed a resolution to authorizing the submittal of an application for a “Hazard Mitigation Grant Program” grant through the State of Arkansas. If the grant is received the funds will be used to address drainage problems. A motion was approved to accept a bid from Arrow Construction to complete the finishing work at the new pavilion at the cemetery. The bid for $12,500 will cover all metal with wood and brick. Mayor Garth stated that the bid to rehab the walking trail was much higher than expected.

Redstone Construction’s bid was $91,341 which is much higher than the $50,000 grant applied for. The council decided to contact someone with the grant to see if the bid could be altered if the city did more of the work than originally planned. There will be a special meeting to make a decision after the information is received. Mayor Garth presented his Mayor’s Proclamation about Halloween. Since Halloween falls on Sunday this year, Door to Door Trick-orTreating will be done on Saturday, October 30th from 5:00pm to 8:00pm.

Bison fall to Lions 49-8 By Mark Buffalo Sports Editor The Carlisle Bison fell to 0-8 on the season for the first time in more than 32 years with a 498 loss to Clarendon on Friday night. Clarendon took a 7-0 lead on a 63-yard run by Quincey McAdoo in the first quarter. Carlisle took its only lead of the game when J.J. Sullivan scored on a

21-yard run. The Bison added the two-point conversion to lead 8-7. Clarendon scored two more first-quarter touchdowns to lead 21-8. After a scoreless second quarter the Lions scored four touchdowns to lead 49-8. Gage Parker led the Bison with 120 yards rushing on 14 carries. Sullivan had 50 yards on 16 carries. Holden Jones complet-

ed 4 of 11 passes for 51 yards. Sullivan caught three passes for 34 yards. Devin Cooney caught one pass for 17 yards. On defense, the Bison had two interceptions. Cory Linz and Gavin Richter each picked off a pass. Carlisle will travel to Hazen to play the Hornets this Friday night.

DAHS marching band competes... Congrats to the Des Arc High School Marching Band for earning an Excellent rating at the West Memphis Marching Band Classic on October 16th.

Hazen Schools to give one-time bonuses After a short review of the district’s “Report to the Public,” after which Superintendent Donnie Boothe remarked, “We will improve on scores next year, I guarantee it,” the Hazen School Board voted unanimously to approve Superintendent Donnie Booth’s recommendation to pay a one-time bonus of $800 to all full-time certified and classified staff members beginning

on November 1, 2021. The bonuses will cost the district $90,086.40 which will be paid out of the district’s operating funds and will only be given to those employees who work directly for the district, excluding those who are paid by other organizations. Voting for the bonuses were School Board Members Richie Ingle, Vicki Skarda, Freddie Rogers, Darlene

Connors, Roben Cohen, and Sandra Penn. Board Member Mason Sickel was absent from the meeting. The board also voted to give an additional amount of pay to a person to care for a disabled student from 12:15 to 12:45 p.m. on the days that the student attends school. The extra pay will be $25.00 and will be retroactive to August 16, 2021, continuing through this school year. A transfer of $23,283.41 from the operating fund to the building fund in accordance with Act 1105 was passed. The board accepted the resignation of Maintenance Supervisor Chad Johnson and unanimously voted to hire Jackie Glover to replace Johnson. Glover is the

husband of Elementary Principal Tiffany Glover. The board also approved the resignation of Pa r a p r o fe s s i o n a l Brittany Owens Vick effective October 15. Boothe recommended to amend the 2021-22 contract of Dakota Aycock to now name him as an assistant basketball coach, and the board approved the recommendation. Glover reported that the new music playground equipment has arrived and that air purifiers have been installed in the elementary school. She said that the elementary students will have a “trick or treat” party on October 29 in the afternoon before the pep

rally. High School Principal Mark Price said that his building had finished NWEA testing on October 8 and that there were no technical difficulties. He said that 95 students were taken to the park in Stuttgart and to a movie for a reward day. Air purifiers have also been placed in the high school building. He had praise for the new camera system, which he called “great.” New cameras were also put in the elementary buildings for a cost of approximately $100,000 to the district. Price also told the board that Summer Greenwalt, the Family and Consumer Science teacher, had received

funds through Donors Choose to purchase a laser engraver. Price also handed out the schedule for homecoming day. Boothe told the board that the district was in the process of cleaning up the football field in anticipation of the homecoming activities. He said that he would like to build a handicapped area at the field for next year. He also told them that he had hired a new bus driver and is looking for another paraprofessional. The coaches are also in the process of getting their commercial driving licenses (CDL) so that they can drive teams to the ballgames and be substitute bus drivers.

14, at Nick’s in Carlisle for the planning meeting for the year.Chris Weems president, presided.

Being the first meeting, the current events were rather informal. the first item of business was checking to see that all painted points for the yearbook were correct. Members voluntered for the dates and times for the meetings. The next meeting will be at 11:00 a.m. at the Grumpy Rabbit in Lonoke, November 4 with Libby Hutson hostess. Dues will be collected, since this is the meeting before the Food Day, October 16 the president asked that food be brought to the meeting for the food pantry at the DHHS office. This is for persons applying for food stamps.The treasurer gave the financial report. The need for new members was discussed,members are to submit names at any meeting. Operation Smile will be one of the presidents projects and members were asked to begin collecting the items they will be sending for the clinics. The president conducted the entertainment with prizes going to Libby Hutson and Meg Miller. The meeting was adjourned.

White River Irrigation District expecting Canal 1000 completion With 85 percent of the work completed on Canal 1000 the White River Irrigation District (WRID) is still looking at a Thanksgiving completion. The contractors have moved more than 500,000 cubic yards of earth fill. “(We are) still shooting for Thanksgiving completion. The rains we’ve had, and slow drying earlier in the month, slowed us down but we are moving quickly toward completion,” WRID Engineer Tony Stevenson explained. Construction equipment moved onto the Canal 1000, which is the two-mile section in Prairie County, project on July 1. This is the first dirt work for the canal construction. The work is a significant move to see the project gain momentum to its goal, which is sup-

plying affordable muchneeded water for crops to farmers in portions of Prairie, Monroe, Lonoke, and Arkansas counties. Other significant news, according to Dennis Carman, director and chief engineer for WRID, is momentum. The district has awarded a $393,000 contract for the delivery of 10foot square box culverts for the Downs Road crossing. “A second bid has been opened for placement of the boxes and roadway. We are evaluating the bid before approval,” Carman said. “Two more county road crossing designs are being completed by Michael Baker International Engineers with advertisements anticipated in early November.” Along with the box culvert designs by Michael

Baker Engineers, NRCS has also delivered the design for the next canal segment, and Garver Engineers are working with Arkansas Department of Transportation on completing the bridge designs at the state Highways 70 and 63 crossings. “We don’t know what the weather will be like for the next few months, but next summer and fall should be a busy time with the bridges, county road crossings, and canal work underway,” Carman added. Momentum is key and the district is excited about the work and construction it has going currently “We’ve been focused on getting the canal construction started since the completion of the reservoir that will feed this canal. It has been

a long three years, but the next three years will show that the effort was all worth it,” WRID Board President Dan Hooks said. “We have a lot to do, but it will be an exciting time when water is flowing to the farms through this canal and the distribution pipelines.” Prior work includes a pump station, 7,500 feet of twin 10-foot diameter pipelines and a 70-acre regulating reservoir constructed by the U.S. Army Corps of Engineers near DeValls Bluff. The prime contractor for Canal 1000 is Garrett Excavating, of Hot Springs, with local contractors John Neukam, of DeWitt, and Dale Shook, of Casscoe/Stuttgart, doing most of the dirt work. The bids for this work ranged from $3.6 million

to $5.2 million. Money was secured through a National Resource Conservation Service

(NRCS) grant along with loans from the Arkansas Agriculture Department.
