The Carlisle City Council met on February 28 with all council members present and many local citizens in attendance.

Barbara Phillips spoke for the “Christmas Ladies,” the ones who designed and decorated the city for Christmas in 2022. There is a sizable grant available but will need matching funds.

The ladies would like to have Rock Island Park lit before next Christmas, but the cost will be prohibitive without the grant.

Mayor Glover gave the ladies high praise for their exceptional Christmas decorations as well as their initiative in seeing the need and getting the job done. However, he told them that there is a freeze on any spending using city fundsuntil the records can be straightened out.

Phillips then asked if the city would waive the rental fee for the board room for two fund raisers, one at Easter and one at Christmas. The Council voted to waive the rental fee.

He explained that the state law required that public notice be advertised in a county-wide newspaper. Since such newspapers do not exist anymore, notices were posted physically and put on-line.

The results of the zoning committee meeting and the council meeting that followed were read into the minutes. The land along the Bobby Glover Highway is zoned for commercial development. Ordinance 332 was passed by a vote of 6-0 which made this zoning change law.

that an instrument approach weather reporting system would soon be installed. This system will give pilots close to ground information at the Carlisle Airport concerning clouds, wind, rain, etc. Now the closest information pilots can get is from Stuttgart or Searcy or another airport in the area. Local residents will also be able to access this information.

In addition, LED lights will be installed along the EW runway. The airport is at capacity with 50 hangers. The cost of gravel and replacing culverts will be increased. The city has been absorbing the increases in these costs

Troy Geisler has been appointed as the new Prairie County Sheriff.

The position was declared vacant after the former Sheriff Hickman retired effective March 1 of this year.

The Quorum Court held a special session last Tuesday, February 28, at 6:00 p.m. to hire a replacement for Hickman, and after going into executive session, the court interviewed each of the two applicants for the position separately. Doug Estes was the other applicant. After some discussion, the aldermen returned and voted to hire Geisler to fill Hickman’s remaining term.

I have worked in every position in the sheriff's department, with certifications as a Field Training Officer, Certified Instructor, Firearms Instructor, Radar Instructor, Jail Administration and have a general knowledge of all departments within the sheriff's office as a whole,” Geisler said. Geisler continued, “I plan on doing this new role as Sheriff to the best of my ability and creating a good working relationship with our other local departments.”

Geisler is a native of Des Arc and lives there with his wife Linda Pasley Geisler, who teaches PreKindergarten at Des Arc Elementary.

On Thursday, March 2, the Hazen City Council met in a special session to pass Resolution 576, a resolution that will allow the city to apply for a grant for a new roof for the indoor batting facility. The fifty percent matching grant will cost the city almost $15,000 in community cash and/or in-kind donations. Recorder/Treasurer

Patsy F. Petty, age 84, of Fairmont City, IL, born on November 18, 1938, in Des Arc, AR, died on Sunday, February 26, 2023, at her residence.

Patsy was a loving Mother, Grandmother, Great-Grandmother, Great-GreatGrandmother, Sister, Aunt and Friend. She was a faithful Christian and loved the Lord. Working with WM’s, at Washington Park AG Church, was the highlight of her ministry.

One of her greatest joys was makin peanut brittle to raise funds for Missionaries. She was also the Missionette

Director. Throughout her life she had a passion for many crafts such as genealogy, quilting, crocheting, gardening, oil painting and ceramics; she was also a very good cook! She worked as a bookkeeper at Century Cash Register Company and excelled in the Shoe Department at the Collinsville Walmart. She also maintained a Rental House Business and made good friends with her tenants.

She was preceded in death by her first husband, U.L. Petty; her second husband, Alton T. Blankenship; her parents, Jesse Ralph and Oddie Lee, nee Sluder Weatherley.; and her brother, James Russell Weatherly.

Baptist offers mental health class

According to government findings, one in five Americans lives with a mental Illness. More than 120 die by suicide every day. In an effort to save lives and improve the wellbeing of Arkansas communities, Arkansas Blue Cross and Blue Shield announces Take Good Care: Mental Health First Aid. Throughout 2023, dozens of mental health first aid classes will be offered around the state free of charge. Participants do not need to be Arkansas Blue Cross members. Classes will be taught by instructors with the Arkansas Rural Health Partnership, providing certification through the National Council for Mental Wellbeing.

“For years, we have been committed to addressing behavioral health needs and normalizing the conversation around mental health in Arkansas,” said Arkansas Blue Cross President and CEO Curtis Barnett. “As we enter our 75th year of serving Arkansans, we have a goal of providing this important training to at least 750 people statewide. We believe knowing mental health first aid is as important as knowing CPR and can save lives.”

Through the Mental Health First Aid certification course, participants will learn how to recognize signs of mental

health or substance use challenges in adults ages 18 and older, how to offer and provide initial help, and how to guide a person toward appropriate care if necessary. Topics covered include anxiety, depression, psychosis, and addictions. Participants seeking certification will complete two hours of online pre-work, followed by a six-hour, in-person class. Lunch will be provided.

The Biscoe Extension Homemakers Club (EHC) met Monday February 13 at the Fellowship Hall of Biscoe First Baptist Church. Ten members answered roll call by sharing their favorite holiday: Janice Corpier, Bernadette Mosby, Ardie Yates, Barbara Williams, Connie Smith, Brenda Prince, Mitzi Osborne, Janis Skarda Toll, Rita Farris, and Karen Golden. President Mitzi Osborne called the meeting to order at 10:30 am with the Thought of the Day and the inspiration ‘Love One Another,’ a poem by Helen Steiner Rice based on John 15:9-12. Secretary Janice Corpier read the minutes which were approved as read. Treasurer Bernadette Mosby gave the financial report which was filed for audit. Under unfinished business, Chair Barbara Williams further discussed the club’s yard sale planned for May. She asked members to begin bringing items to her so that she could price them.

As to new business, Osborne shared the new county-wide EHC project, ‘Cup a Joe for a Joe.” Prairie County EHC members are collecting change at our monthly meetings to show our appreciation to our deployed troops by buying them their next cup of coffee through a program sponsored by Green Beans Coffee Company. Collection containers have been placed in various locations around the county for the community to contribute as well. Look

for the jars with our American flag and EHC logo. We appreciate all donations. Also, information was presented for the Fair Judging School on March 7 at the state extension office in Little Rock. Four members registered to attend. The AEHC Spring Workshop at the Riverfront Wyndham in North Little Rock on March 8 was announced. Two members registered for the workshop. Osborne also reported on business discussed and plans made at the Prairie County EHC Board Meeting on February 8 at the extension office in DeValls Bluff.

Connie shared a future craft idea for the club. The program for February was a creative skills lesson. Our current state project is

‘EHC Cares.’ The first lesson was on the benefits of crafting. Program leader Osborne led members in making several crafts. Members made their own valentines...valentine envelopes from valentine shaped doilies. Mints were provided to enclose. They also sewed potholders into scissor holders. Then each member personalized the cover of a notebook by using decorative paper, bling items, initials, etc. There were no February birthdays to celebrate. Farris won the door prize. In honor of Valentines Day, lemon pie and chocolate pie as well as strawberry cake were served with coffee. Thanks to Janice and Rita for these delicious surprise desserts! The meeting adjourned with The Homemaker’s Prayer. Biscoe EHC meets the second Monday of each month at the Fellowship Hall of Biscoe First Baptist Church at 10:30 am. Congressman Rick Crawford met with White River Irrigation District (WRID) board members and area farmers Thursday at the completed Downs Road canal crossing north of Highway 70 between DeValls Bluff and Hazen. Crawford, who was in the area for additional meetings, made time for a question-andanswer session.

Dennis Carman, WRID director and chief engineer, gave a brief update on the project. The entire project, once complete, will bring affordable water to area farmers in portions of Prairie, Arkansas, Lonoke and Monroe Counties.

Currently the district is focusing on Phase No. 1, which will bring the canal West to Hazen Airport.

“The first phase has 10 more miles to go which we expect to complete this year”, Carman explained. “We really do appreciate you coming through and stopping by for a visit so we could share our progress and say thanks for your support.”

With recently received grant money from NRCS and loans from the Arkansas Department of Agriculture, after the weather clears, WRID will be focusing on

building canals and road crossings and looking forward to seeing the pump station powered and running. The Army Corp of Engineers has set a date of Spring 2025 to see the pump station powered, which will include a new Entergy substation near DeValls Bluff. “We will be able to pump water to the Hazen Airport with phase No. 1,” Carman explained. “We need to keep moving the canal toward Carlisle and then Stuttgart with future phases of the project. We are doing our own contracting to keep the cost down, which makes water cheaper for the farmers.

We are in phase No. 1, which is 13 miles of canal and an additional leg that goes Southeast to Tollville. There are enough acres in phase No. 1 to start selling enough water to continue building future phases.”

Crawford asked about water storage, which will be done through farmer-owned reservoirs. Funding ended in 2005 from WRID in conjunction with the Army Corp of Engineers, but during that time 200 reservoirs were built averaging about 40 acres in size.

Landowners continued adding 10-12 reservoirs every year on their

farms using programs such as EQIP and the state tax credit program. About 350 new on-farm reservoirs have been added since 2000. Financial assistance continues to be available through programs such as EQIP and the Arkansas Groundwater Conservation Tax Credit Program.

“This project has far greater impacts from here,” Congressman Crawford said. He explained that large municipalities such as Memphis and Shreveport continue to pull from the Sparta Aquifer, so certainly a water project of this magnitude once complete will help.

“It would be cheaper if you have a template like this project, with none of the starts and stops,” Crawford said, explaining if others have something like this project to look to it could save much needed water for future generations.

“We have two crown jewels right here,” William Grantham, an engineer with Army Corp of Engineers, said of the WRID and the Bayou Meto Irrigation District. “This could be a lesson on how to do it right.”

History Teacher Robin English presented information on the new JAG (Jobs for Graduates) course to the Des Arc school board and an audience at the January 27 school board meeting. English formerly taught the JAG course at Riverview High School. English explained that the JAG course can be offered to seniors and/or juniors. The course content includes life survival skills (cost of living, banking, budgeting, credit, taxes), career development skills (resumes, applications, interviews), leadership and self-development skills, workplace skills and job attainment skills. The course also helps with scholarship and college applications for college bound stu-

dents. The teacher may work with businesses and community leaders to further help students with the course skills.

English said she felt that one of the best aspects of the course is the follow-up after graduation. She will follow up with the students monthly for one year after they graduate. She said that she has really enjoyed following her former students from Riverview. Students will receive one credit for the course. A student who is also working may receive another credit for work/study.

Johnny Reidhar asked English what her recommendation was as to which age she would prefer to teach. She stated that either seniors only or juniors and seniors would be fine with her, but the advan-

tage to including juniors is that they can take a 2 year class and will receive another credit.

Drew Widener asked what would be required to implement the course to which she replied “The only equipment I need is a printer in my room and ordering the class materials.” An audience member asked if the class could be implemented for the 2023-2024 school year to which English replied, “Yes, the deadline to add the course for next year is May 1st.”

Superintendent Sherrell stated that he felt the course would be a great addition, and all the board members and the audience agreed. The board passed a motion to add the JAG course to the curriculum for the 2023-2024 school year with English as the teacher.

School Choice Notice for 2023-2024

The following Public School Districts in Prairie County (Des Arc and Hazen) and Lonoke County (Carlisle) would like to inform parents that public school choice is available to their children in accordance with applicable Arkansas law and the rules and regulations approved by the Arkansas State Board of Education.  Applicants must submit school choice applications to the nonresident district and the student’s resident district. The application must be delivered or postmarked no later than May 1 of the calendar year in which the student seeks to begin the fall semester at the nonresident district. In accordance with Act 490 of 2021 (codified at Ark. Code Ann. § 6-18-227(b)(1)(B)(i), the window period for applicant filing and school districts accepting school choice applications for the 2023-2024 school year begins on January 1, 2023, and runs through May 1, 2023. The city Trash Bash will be held on the second week in May. On that Saturday, volunteers are needed to spread across the city to cover each ward and clean in the neediest areas. Each councilman is responsible for identifying this area in his/her ward.

The Verizon tower located in the center of the Rock Island Park has offered to purchase that plot of land for $186,500. The Council voted to proceed with negotiations for that sale. The money could be used to help pay for the new fire truck which is due to be delivered in the near future.

Who’s been fiddling with my mind ...

When it comes to music, I am an amateur in many regards. I signed up for a violin class in first grade and took lessons. After about a month, the teacher met with my parents and begged them to pull me from that class. He said, “Out of deep respect for music, this boy should not play the violin.”

I can’t think of anybody in my immediate family that plays any instrument or has any skill in music. I thought I would be the first one, but I wasn’t. The Gracious Mistress of the Parsonage is a different story. Many people on her side of the family are involved in music, and her father was a great piano player and could play the piano with no music set before him. Also, his daughter plays the piano, organ, flute, and harp. As long as I’ve been a pastor, she has played the piano in all our church services. She is very gifted along that line, and I’m so happy. I confess that I am not musically inclined, and I am unanimous in that

opinion. It’s not that I don’t like music; I cannot replicate it with these vocal cords that God gave me. So I guess His plan was for me not to sing. Music is very relaxing for me, and even though I cannot sing, I can listen to music with great appreciation. The one thing that bugs me is early in the morning, whether it’s television or radio, I hear a song and can’t get it out of my head. All day, that music buzzes in my head, and I can’t get it to stop.

We took a trip not long ago, and The Gracious Mistress of the Parsonage drove her Sissy Van, while I sat in the passenger side. For some reason a song got in my head, I can’t remember which one, but I heard it over and over again.

I heard it so many times that I began to sing that song under my breath, which was not a very good thing to do. I have a way of humming and singing a song simultaneously, coming out naturally. As I got to singing, suddenly, The Gracious

Mistress of the Parsonage pulled over, stopped her van, looked at me, and said, “Are you having some kind of spasm?” She looked very serious as she said it. I looked at her seriously, having no idea what she was talking about.

“You’re not sick, are you?”

I began to understand her alarm, and I cautiously said, “I’m okay; I was just singing.”

“Oh my,” she said, “it sounded like you were on your last road trip to death.”

I don’t know where that came from.

She then encouraged me not to hum or sing along the way.

I didn’t realize I was singing out loud. I thought it was just in my head. But being the kind of husband I am, I kept my mouth shut for the rest of the trip. The only place I sing is in the shower because there’s nobody there, and nobody can hear me, and I can do my thing. The other day as I was showering, I did not realize The Gracious Mistress of the Parsonage was within

hearing distance. I try to take a shower when she’s not home and cannot hear me. There’s a reason for that.

As so I got into my shower a song began to rumble in my head, and within a few seconds, I started singing. Boy, was I singing and enjoying every note.

Suddenly, I heard a rapid knock on the bathroom door and my wife saying, “Are you okay? You didn’t fall in the shower, did you? Do you need any help?”

At first, I couldn’t figure out what was happening when it dawned on me that I was singing and she was hearing. Oh “No, my dear,” I said quite loudly, “I was just singing.” I heard a profound sigh on the other side of the bathroom door, and heard her say, “Don’t scare me like that again.” I do try to control my singing and keep it from crossing my lips. Music does have a way of controlling me. Some music makes me sad, and some makes me glad. The problem is music that’s in my head controls me in some

way. I go into a store, and they’re playing music, and come out of that store with the music playing in my head, and I’m humming along the way. Driving home in my truck alone, I sing as loudly as possible, knowing nobody can hear me. But, of course, sometimes I forget to stop and walk into the house singing, and you can only guess the kind of trouble it presents to me. If only I could remember to keep my thoughts especially those musical thoughts in my head and far away from my tongue I would have a happier life.

Thinking about this all little I was reminded of what King Solomon said in Proverbs 29:11, “A fool uttereth all his mind: but a wise man keepeth it in till afterwards.”

That wise old man knew what he was talking about. I know there’s a time to speak but there’s also a time to keep quiet. For me it’s a challenge to differentiate between the two. The quieter I am the less difficulties I encounter.

The Des Arc Lady Eagles run in the Class 2A state tournament came to an end with a 69-48 loss to Conway Christian in the quarterfinal round Friday at Rector High School. Des Arc ends its season at 18-6.

In the loss to Conway Christian, Des Arc trailed 27-18 at halftime.

Des Arc made a run in the third quarter, cutting the deficit to 36-33 midway through. However, Conway Christian pulled away in the fourth quarter, outscoring Des Arc 22-12 in the final eight minutes.

Bella Flanagan led Des Arc with 17 points.

Shyanne Bell had 10.

Gabi Berry had nine.

McKenzie Williams had eight. Hayleigh Holloway and Grace Knight had

two points each.

Des Arc opened the state tournament with a 57-47 over Horatio.

The score was tied 15-15 after one quarter. Des Arc led 32-25 at halftime.

Berry led Des Arc with 19 points. Holloway had 18. Bell scored eight. Williams had seven. Flanagan had three.

Kaylee McDonald scored two.

Lady Bison win two

By Mark Buffalo Carlisle opened the season 2-0, beating DeWitt 6-4 and Jacksonville 15-0. In the win over DeWitt, the Lady Bison scored once in the second and five times in the fifth.

DeWitt scored three in the sixth and one in the

seventh. Maddie Castleberry scored two runs. Also scoring were Jessa Wiles, Kiersten Taylor and Angie Petrus. In the win over Jacksonville, Carlisle scored three int he first, two in the second, eight

in the third and two in the fourth.

Laken Golden led Carlisle with four runs scored. Wiles, Taylor and Castleberry had two runs each. Anna Stovesand, Morgan Jones, Madison Goodman and Petrus each scored a run.

The Carlisle Bison baseball and Lady Bison softball teams opened the season last week, Carlisle went 2-2 last week. The Bison lost to DeWitt 4-3 in the opener, then beat Maumelle Charter 6-1. On Saturday, Carlisle beat Baptist Prep 12-4 but lost to Pulaski Academy 4-1.

In the loss to DeWitt, Carlisle led 2-1 after three innings. DeWitt tied it at 2-2 in the top

of the seventh.

The Dragons scored two runs in the top of the ninth. The Bison scored once in the bottom of the ninth. Gabe Boyle scored two runs. Zach Busick scored once.

In the win over Maumelle Charter, Carlisle scored single runs in the fifth and third innings and two runs in both the second and fifth innings. Jonathan Pickard and David Hayes scored two runs each. Also scoring

The Hazen Lady Hornets opened the 2023 softball season with wins over Lonoke and Bearden. Hazen beat Lonoke 5-0 in the opener. Hazen pitcher Lexi Dulany allowed only two hits in seven

innings of work. She struck out 11 in the victory.

Layton Rogers, Dulany, Savannah Glover, Allie Mooney and Jaci Hackleton each scored single runs. Glover, Mooney and Hackleton each had two hits. Hazen then beat

Bearden 17-2. Austyn Booth scored four runs to lead the Lady Hornets. Dulany and Jordyn Besancon scored three runs each. Layton Rogers scored twice. Also scoring runs were Glover, Hackleton, Taylor Griffin, Natalie Robinson and Faith Johnson.

Repairs underway...

At the February 27th Des Arc School Board meeting contracts were renewed for the superintendent and the two principals.

Superintendent Dr. Marc Sherrell’s contract was renewed through the 2024-2025 school year. The contracts of High School Principal B.J. Paschal and Elementary Principal Cheryl Holland were renewed through the 2023-2024 school year.

The board accepted the resignation of Elementary Custodian Tressia Russell and approved a motion to hire Steven Harvey as her replacement. A motion was approved

to hire a second School Resource Officer (SRO) so there will be now be an SRO at each campus. The new SRO salary will be split between the school, county and city, as is the current SRO salary.

The board approved changes to the cheerleader policy. No major changes were made other than the policy concerning any home school student wishing to try out. The state requires that a home school student must be enrolled in at least one on-campus education or athletic class to participate in an extracurricular activity. Because any student trying out for cheer must have five teacher evaluations for points, a home school student will have to

have an evaluation from the teacher/coach for their on campus class.

Superintendent Sherrell reported that the “Request for Proposal” has been turned in for state approval in order to accept proposals/bids for food service for the 2023-2024 school year. Sherrell also reported that work is moving along on the old HomeEc building.

Attending the meeting were Superintendent Dr. Marc Sherrell, High School Principal B. J. Paschal, Elementary Principal Cheryl Holland and Board Members Drew Widener, Brent Calhoun, Charlie Brown, Johnny Reidhar, Jordan Smith and T.J. English.
