Wastewater system in disrepair DA council told W a s t e w a t e r Administrator Sue Ann Calhoun presented an updated report on the Des Arc wastewater system at the Des Arc City Council meeting held on Tuesday, May 15th. Present at the meeting were Mayor Jim Garth;Treasurer/Recorder Chrisana Knupp; and Council Members Jodie Mayher, Janice Huffstickler, Ray McVay and Welton Robinson. Calhoun stated that the most critical need at the present time is to totally replace everything at the lift station on 6th and Gordon Streets. “This station also needs a bypass in case it breaks down,”
she said. A bypass will need to be built before any replacement work can begin. Calhoun said that the next most critical need is erosion repair work at the lagoons. “The last Arkansas Department of Environmental Quality (ADEQ) inspection report I found was dated January 2016, which stated that erosion repairs needed to be made,” she said. In April of 2016 the city informed the ADEQ that an engineer was scheduled to begin work on the project, but there was no record of any work ever being done, according to Calhoun. If
these lagoons continue to erode without repairs and wash out or flow into each other, the ADEQ will deem it a major violation and fine the city daily until repairs are made. The gravel roads between the lagoons are also washing into the ponds, and the levees are missing 20-30 feet of their surface, Calhoun reported. “The banks need clay soil to be rebuilt and the levees need new rip-rap,”
she said. Calhoun also told the council that the other lift stations need bypasses, sewer pumps, control panels and vacuum pumps right away. Mayor Garth stated that the city has received a grant to replace 2 pumps and are waiting for an engineer to begin the process when the money is received in June. Garth told Calhoun to begin getting prices for everything needed for the
work. Calhoun stated that the Arkansas Rural Water Association will smoke test the entire city's sewer lines for free, and she will schedule the tests as soon as possible. Mayor Garth reported that bids had been opened for a new ambulance, and the lowest bid received was from Med-X. The bid for the ambulance including the automatic lift cot

Hazen City Council votes to open senior citizen center and hire school resource officer The Hazen City Council agreed to a proposal given by Buster Lackey from the Lonoke Council on Aging to make the city’s daycare building into a senior citizens’ center at their regular meeting held on April 19. Present at the meeting were Mayor David Duch, Acting Recorder Tracie Vail, and Council Members David Campbell, Tim Juola, Clevella Mosby, and Barbara Rogers. Lackey’s organization is responsible for both Lonoke and Prairie Counties, and it is presently serving meals to 25 seniors in the Hazen area. The Council on Aging would staff the facility, provide transportation to area senior citizens, offer physical therapy, and provide meals. The city would be responsible for providing the building, paying all utilities, and making any needed repairs to the building. The city would also need to install a phone and provide internet and cable services to the building. The city would also need to purchase tables and chairs
and other furnishings as needed. Lackey told the council that his organization currently has a van that can be shared with facilities in the other counties for now to take senior to doctor visits, shopping, and general activities in other towns. His organization plans to apply for a grant to purchase another van. He presented a sample meal plan. He would be hiring two or three employees, one of which would be a senior citizen, and said that the facility could be open as many days and hours as needed. Mayor David Duch told Lackey that the city would also like to be able to rent the center to the public on weekends when the community center was booked. Lackey said that other centers have subh agreements that split the rent taken in to cover the costs of running the centers. (See related ad on page 8.) Hazen Superintendent of Schools Bill Crowder spoke to the council members about the need for a School Resource
Officer (SRO) in the district. Crowder said that he felt the presence of a police officer would deter bad activities and give the parents and faculty of the schools peace of mind. Police Chief Taylor stated that he had been in contact with the Prairie County Quorum court, and that the county has agreed to pay one third of the resource officer’s salary, with the school paying one third and the City of Hazen paying one third. He said that the city would also provide a vehicle and fuel for the SRO. Taylor said that he expected no out of town travel for the officer. The estimated cost for the SRO would be $4,140.42 with the city being responsible for $15,380.14 of the salary, which include medical benefits and retirement. The salary is based on $15 per hour, but Hazen officers are paid $16 per hour. To make up the difference, the officer would receive a Christmas bonus that the city would have to pay. During the summer months, the officer would work for the

city. Hours for the SRO would run from 7:30 a.m. until 3:30 p.m. starting in June, so that the officer can attend special SRO training. Taylor will be the the SRO’s immediate supervisor. After discussion, the council voted to approve the suggestion and enter into an agreement with the county and school to hire a School Resource Officer for the 2018-19 school year. In other business, Taylor told the members that the computers connecting the Hazen police vehicles to the Arkansas Crime Information Center (ACIC) had been installed but could not be used until the officers have undergone training on them and are licensed by the ACIC in June. The ACIC is the state agency responsible for providing information technology services to law enforcement and other criminal justice agencies in Arkansas. According to the ACIC, this state system is interfaced with the FBI National Crime Information Center, as well as similar systems
in the other 49 states. April Highfill, the City Librarian, informed the council members of the library’s upcoming summer reading program. Tracie Vail announced that the annual Mammoth Pond Fishing Derby had been scheduled for Saturday, June 23. During the mayor’s report, Duch said that the accessories for the new brush truck would cost the city between $5000 and $6000. He also recommended that the council refrain from taking any acting at the present time on the rental balance owed by Elizabeth Curlett on the daycare center. He also told the council that City Attorney Randy Gammill advised against taking any action on getting the burned-out Shell Super Stop, owned by David Zakraewkski, condemned because there is is still an active lawsuit on the property in Prairie County. Zakraewkski’s attorney said that he would contact the city in six months to give an update on the lawsuit, Duch said.
Duch also reported that the new Love’s sign had been installed and that the old Stalling’s home was being demolished. The Love’s Truck Stop will have three restaurants including a Subway, Chester’s Fried Chicken, and a Godfather’s Pizza. The three acres owned by the city next to the Super 8 Motel was appraised for $105,000 Duch said, and some interest had been shown in purchasing the property, but after discussion, the Council decided against selling the property at this time. At the end of the meeting, Councilman Campbell asked the mayor to contact Butch Calhoun about helping the city get the turnaround at mile marker 187 on Interstate 40 repaired. Campbell said that the turnaround is at an angle, making it difficult for fire trucks to turn around on the interstate. Chief Taylor also asked the mayor to contact the State Highway Department about installing a turnaround at mile marker 191 as well.
