Swarmfest reset after weeklong downpour The 7th Annual Swamfest 2016 has been rescheduled for this coming Saturday, August 27th due to the week-long rains Arkansas experienced last week. The event will take place at the Hazen City Park (across from the Hazen Community Center) and will run from 5:00 p.m. to 7:30 p.m. There will be inflatables and water slides. Armbands will be sold for $10.00 that will give you unlimited rides. The Hazen Hornet Booster Club will be providing hamburgers, chips, and a canned drink all for $5.00. There will be a dunking tank, face painting, player and Cheerleader introductions, the Pride of the Prairie Marching Band, and more. Please come help kick off the 2016 Hornet Football season.

Rainfall Hornets to appear on KATV 7 leads to harvest delays By Dr. Jarod Hardke Hee Haw sang “Gloom, despair, and agonyon me...” That line unfortunately fits around the Arkansas Delta these days for rice and other crops. Many growers speak of their rice these days as though they’re watching a funeral procession, not a march toward harvest. 7-day rainfall totals for Arkansas. Officially only 2% of the rice crop had beenharvested when these conditions hit. A large portion of the crop would have likely been ready to harvest this week and much would have been cut. Instead we will start harvest season off at least 7-10 days behind schedule.

Obituaries William C. Park William C. Park was active in New Hope Church. William “Bill” Clayton Park, age 80, of Lonoke passed away Thursday, August 11, 2016. He was a member and Deacon of New Hope Baptist Church. Survivors include his wife of 56 years Martha Totty Park; children, Darrell C. (Laura) Park of Lonoke, Mark W. (Donna) Park of Hot Springs and Mary Ann (Garry) Kennedy of Springdale; grandchildren, Evan Park, Olivia Park, Jeffrey (Michelle) Park, Jason (Stephanie) Park, Jared Park, Emily Kennedy (Kyler) Offenbacker and Kyle Kennedy, and two greatgrandchildren, Eliana Park and Allison Park. Preceding him in death are his parents Roy A. Sr. and Mary Park, brothers Roy Park, Jr. and Donald Park and sisiter Maxine King. Funeral services were held at 2:00 p.m. Sunday August 14, at New Hope Baptist Church with burial in New Hope Cemetery. Mae Ree Harris Mae Ree Harris Goetz passed away on August 20, 2016 at the age of 89. She was born June 2, 1927 in Stuttgart, Ark., to Ward N. and Ilma Rosencrantz Harris. Mae Ree is survived by her son Randy Goetz and his wife, Becky Elslander

Goetz of Stuttgart; her sister, June Wilson (Ray) of Mesa, Ariz.; and her brother, John Joe Harris (Karen) of Sun City, Ariz.; sisters in law, Ruth Snotzmeier of Stuttgart and Phyllis Wittman (Max) of Hot Springs. She had many nieces, nephews, and treasured friends whom she loved. She was preceded in death by her parents; her husband, Harold Leon Goetz; her sisters, Ovita Sue Harris Gardner and Becky Harris; and her brother, Ward Harris. Mae Ree graduated from Stuttgart High School and Arkansas State Teachers College, now the University of Central Arkansas. She was a member of Sigma Sigma Sigma sorority, Delta Kappa Gamma, a member of the Fine Arts Club, Grand Prairie Chapter of the DAR. She taught English and Journalism at Stuttgart High School. She also taught at the Stillwell School at Lodge Corner. She was a member of Grand Avenue United Methodist Church and Lodge Corner United Methodist Church. Mae Ree never met a stranger, she loved going to dances with Harold, traveling, star gazing and telling anyone who would listen about the galaxy and constellations, she loved bird watching. She was a devoted farmer's wife and she and Harold traveled to many Farm Bureau conventions. Mae Ree and her sorority sisters got together every year for reunions. Funeral service will be 11 a.m. Tuesday with visitation at 10 a.m. The family requests

Larry Joseph Harr L a r r y J o s e p h Harr, 80, p a s s e d a w a y Friday, August 19, 2016 at his h o m e . Larry was born to the late Francis and Ann Harr, in Little Rock, Ark., on December 25, 1935. Larry was a member of Holy Rosary Catholic Church and very active with the NRA and his main goal was to keep gun control out of Arkansas. He was a veteran of the Army National Guard and was an avid Moline tractor collector. Larry enjoyed attending tractor pulls and toy tractor shows as well as traveling. Besides his parents he was preceded in death by his sister, Ann Ellen Harr Parker. He is survived by his wife of 43 years, Donna Wittman Harr. Funeral services are 10 a.m Monday at Holy Rosary Catholic Church with burial following in Holy Rosary Catholic Cemetery. Visitation is 4-6 p.m. Sunday at Turpin Funeral Home with rosary following. Hutchinson discusses benefits of new plan to fund higher education As another school year begins, many recent high school graduates are gearing up for their first semester of college. It’s an exciting time for our students as they explore their academic passions and lay the foundations for a promising career path. Arkansas’s colleges and universities work hard for success with the students as they work toward their degrees. Currently, the funding of our higher education institutions is based upon enrollment numbers, but doesn’t take into account the student success rate of these institutions. When I took office, I set a goal to increase post-high school degree and certificate completion from 40 percent to 60 percent by the year 2025. That’s a tall order. But with the help of the Arkansas Department of Higher Education and the support of our state colleges and universities, we’ve created a new higher education funding formula with a focus on degree completion. That means when more students succeed, colleges and universities are rewarded in their funding. The new funding formula will put a greater emphasis on student

Governor Asa Hutchinson success and increase the productivity, efficiency and accountability of Arkansas’s colleges and universities – regardless of the school’s size or number of degree programs. It will incentivize school leaders to focus on activities that encourage and empower our students to graduate on time. This is a big step forward for our schools and – most importantly – for our students. And I’m not the only one excited to see these changes. Higher education professionals from all across the state have provided ideas and solutions to help make this happen. By working together with the Arkansas Department of Higher Education, we’ve developed a funding formula that prioritizes outcomes, rather than just enrollment numbers. So why is degree completion so important? Because students who complete their degrees are better equipped to compete in today’s workforce. On average, the first year earnings for Arkansans with a high school degree are around $12,000 annually. But with a college degree, our graduates typically start at nearly $30,000, which more than doubles their annual income right

out of school. In Arkansas – where the unemployment rate is at an all-time low and we have added more than 54,000 jobs since January 2015 – jobs are both available and attainable for students. Those who pursue higher education in Arkansas deserve every opportunity to excel. Under this new funding formula, there will be greater focus on ensuring that students are able to walk across the stage on-time, and with a diploma in hand – all the while providing the college or university with incentive to be more efficient with how they use their budget. Together, with the Arkansas Department of Higher Education and our state’s outstanding colleges and universities, we’re working to make Arkansas a national leader for student success. And with the Arkansas Higher Education Coordinating Board’s recent vote to pursue the new funding formula, we are now ready to present it to the Arkansas General Assembly. This would make Arkansas the fifth state in the nation to base higher education funding on student outcomes – the possibilities for Arkansas’s students are endless.

Alex Davis to wed Cameron Vail

Alexandria Davis and Cameron Vail Alexandria Davis, daughter of Sandy and Charles M. Kee and Terri and Donald A. Davis Jr., all of Hazen, and Cameron Vail, son of Tracie and Tim Vail of Hazen, are engaged to be married. Davis is the granddaughter of Nadine and Travis Simmons of Stuttgart, and Patricia and the late Donald A. Davis of Roe. She is a graduate of Arkansas State University with a bachelor’s degree in nursing and is employed as a registered nurse at Arkansas Children’s Hospital. Vail is the grandson of Margaret and the late Buddie McMullen and

Lucille and the late George Vail Jr., all of Hazen. He is a graduate of Arkansas State University with a bachelor’s degree in education and is employed as an account associate at B a n c o r p S o u t h Insurance. The marriage of Alexandria and Cameron will take place Saturday, the first of October at six o’clock in the evening at Calvary Baptist Church in Hazen. The celebration continues immediately following at the Grand Prairie Center in Stuttgart. Only out of town invitations will be sent. All family and friends are invited to attend.

Elementary’s First Few Days

AR legislators plan for new school year Last September, legislators made visits to more than 120 school districts. That is nearly half of all school districts in Arkansas. The first “Take Your Legislator to School Month” was a huge success. We knew heading into the event that this would help strengthen our relationship with students and teachers, but we discovered that is only the beginning of the benefits to this program. We are now preparing for our second year. In the 2015 Regular Session the Arkansas General Assembly passed a resolution designating September as annual “Take Your Legislator to School Month”. HCR1008 encourages public school districts to plan special events with their local legislators. Examples include the following: Showcasing district and school innovative solutions and successes. Organizing faculty and staff to discuss possible solutions for issues and

challenges. Scheduling guided tours of the district campus and classrooms and providing opportunities for legislators to speak to students. Sponsoring a panel discussion with administrators, teachers and students to address issues facing the school. During our visits last year many of us were able to see firsthand just how rapidly our classrooms are changing to prepare our students for college and the workforce. The visits also allowed teachers to have one on one conversations with us. Many of us continued to hear from those same teachers throughout the year. We devote over 43% of all net available General Revenue to K12 education. Our education committee hears testimony hundreds of bills every session and studies our progress continually in the interim. Relationships with our schools can help provide us with the valuable insight needed to vote in a manner helpful to students and teachers. On our website, www.arkansashouse.org, we have a section titled “Kids in the House”. There you will find all the materials your local school district will need to take advantage of this opportunity. In the materials we have included a spreadsheet listing the members who represent all 257 districts in our state. You can also find materials your child or student can use throughout the year to help better understand the legislative process. Lennox donates kiln to HHS art students To start off the 201617 school year the Hazen High School Fine Arts department received a generous donation from the Lennox Corporation in the form of a kiln. The large capacity kiln will serve to complete the already striving ceramics program. A kiln is is a thermally insulated oven that produces temperatures sufficient to complete some process, such as hardening, drying, or creating chemical changes when making clay pottery. The Hazen High School Fine Arts Department has high percentage of student participation. The 3-D program is one of the most popular, boasting

a media lab with three 3-D printers, full fiber studio, and ceramic studio. This is in addition to the traditional art-making studio. The gift of this kiln completes the ceramic studio equipment needs at this time. When the art teacher, Terri Rollins, was asked about the growth of the HHS program she stated, "We are taking full advantage of every inch of our space. I am very proud of our students and simply astonished at the support our community has for the arts in education." Rollins was recently recognized as Arkansas Art Teacher of the Year. Hazen High School is a nationally-recognized Art Honor's school.

Heads up: Potential Opportunities Medical

Many questions have been raised about the huge amount of material being stored on property along side Highway 63 South at Hazen, AR. In addition to satisfying my curiosity, recently I visited the site to inquire if there might be some employment opportunities for our residents. I learned that the material stored is in a staging area for a company known as Diamond Pipeline LLC. The huge stacks of large timbers are known as "matting material" which is placed on soft soil to support heavy equipment used to install an underground crude oil pipeline originating in Cushing, Oklahoma and terminating in Memphis, Tennessee. The project entails over 400 miles of a 20-inch diameter steel pipe that is designed to transport 200,000 barrels of crude oil daily. The staging site will also be a temporary home for the steel pipe produced by Welspun Corporation located on property in the Little Rock Port Authority. The route of the

pipeline will cross the upper end of Prairie County. The construction/installation phase will employ several hundred workers. At this time a contractor has not been named that will be laying the pipeline. That information should be available soon because the matting material is currently being distributed and placed at key locations along the route. As soon as contact information is available we will make it known on the Moving Prairie County Forward Facebook Page as well as the Hazen Herald and the White River Journal and it will be available on the Diamond Pipeline LLC. Rollins named AAEA director for 2016-2 2017 Local high school art teacher, Terri Taylor Rollins, was elected the 2016-2017 Delta Regional Director for the Arkansas Art Educators Association. amendment, initiatives to be on election day ballots

As Election Day draws closer, voters have a slightly better idea of what constitutional amendments and state laws will be on the ballot to decide. A proposed amendment that asks voters to give state legislators the authority to pass laws regarding attorney fees and money awarded for pain and suffering in medical-injury lawsuits has qualified for the ballot. As of Aug. 18, there are two citizen initiatives on the November ballot in addition to the three from the legislature: The Arkansas Medical Cannabis Act An Amendment to Limit Attorney Contingency Fees and Non-Economic Damages in Medical Lawsuits Two other citizen groups submitted their petitions before the July deadline. The Secretary of State's Office said they fell short of automatically qualifying for the ballot. But they did meet the threshold required to

receive additional time to collect more voter signatures. Last week, Arkansas Wins representatives turned in nearly 50,000 additional voter signatures for a constitutional amendment that would allow three casinos to operate in the state in Boone, Miller and Washington Counties. Representatives said they believed they finally had enough signatures to place the issue on the ballot. Finally, the sponsor of the Arkansas Medical Marijuana Amendment said he expects to turn in additional signatures tomorrow for his constitutional amendment. If approved, it would legalize the growing, distributing, possession and use of marijuana for medical purposes. However, all of those lasts will come in preparation for the world outside the school district’s doors. This class has been through a lot together, and they promise to make their final year wandering the halls of Hazen High School a memorable one.
