Thirty-ffive Arkansas 4-H H members attend National 4-H H Congress meeting in Atlanta Thirty-five Arkansas 4H State Record Book winners were among the nearly 900 youth who gathered in Atlanta for the annual National 4-H Congress, a premier leadership event for Senior 4H’ers. The event, held Nov. 2529, 2016, provided an opportunity for 4-H Youth from 44 states and Puerto Rico to network, learn from one another and be recognized for their achievements. Delegates attended educational workshops covering the 4H initiatives of leadership, healthy living, and science and technology. “Among the outstanding youth we had going to Atlanta was one selected to serve on the Leadership team and three who were chosen as official Congress enter-

tainers,” said Priscella Thomas-Scott, State 4-H Events Coordinator. “The four had to submit applications and videos and were selected from among all applicants by the Congress design team.” Kennedy Blue of Howard County served on the Congress Leadership Team. The Hazen City Council members were sworn in before the regularly scheduled meeting. The Hazen City Council held their regular monthly meeting on January 19 at 6:00 P.M. Present were: Mayor David Duch, Recorder David Hardke, Council members Steve Chlapecka, Tim Juola, Clevella Mosby, and Barbara Rogers. The Mayor announced that Constance Rose had resigned from her position as a Council member and that a replacement for that Ward will be sought by the next meeting. The Council members were then sworn in by Prairie County Circuit Clerk Gaylon Hale. The Mayor then called the meeting to order. A copy of the December meetings minutes were then passed out and approved.

New Business The mayor reviewed significant items in the 2017 proposed budget. The proposed sales tax budget will devote $15,000 to improving sidewalks, $15,000 to replacing the interstate lighting with LED lighting and reerecting light poles, and $15,000 to perform brush clearing inside the interstate cloverleaf. The proposed hotel/motel tax will devote $30,000 to a splash pad in the east city park. AR Highway 323 closed for repairs PRAIRIE COUNTY – Crews have closed State Highway 323 in Prairie County due to a failed box culvert under the roadway, according to Arkansas State Highway and Transportation Department (AHTD) officials. The road closure takes place immediately and is located approximately one-half mile south of Main Street in the city of Des Arc. Lanes in both directions of the highway are closed for approximately 100-feet. The road closure is due to a failed concrete box culvert. The failed culvert has caused the roadway above to sink and

presents a hazard to motorists. AHTD officials have yet to determine how long the highway will be closed. A decision will be made after crews complete a more thorough inspection. Motorists are urged to use local roadways in the area and State Highway 11 to the west to bypass the closure. A map of the closure is attached. Guss Williams Guss Williams, 60 of Jacksonville, formerly of Carlisle, died Wednesday, January 11 at North Metro Medical Center in Jacksonville. Guss was born January 21, 1956 in Hickory Plains, Arkansas to Clifton Williams and Creamola BradleyWilliams. Guss was currently a member of New Zion Temple Church in Jacksonville, Arkansas under the Leadership of Scott Waterman for four years, where he was a faithful member. He was formerly of member of Pleasant Ridge Missionary Baptist Church in Hickory Plains for the majority of his lifetime. Guss received his education from the Des Arc Public School System in Des Arc, Arkansas. He was a member of the Des Arc High School class of 1976. “Gusto,” or “Guss Peter,” as Guss was lovingly called, was a former employee of Bell Flying Services in Des Arc for more than 35 years before ill health forced him to retire in 2006. He was also self-employed as a freelance Auto Mechanic. A loving and helpful to all he knew, Guss was a gentle and very kind hearted individual. William Skarda William “Bill” J. Skarda, 79, of Carlisle passed away Saturday, January 14, 2017. He was born February 1, 1937 in Hazen, Arkansas. He was a Business Manager for 37 years for Lone Pine Enterprises, Inc. and Carl Garrich, his uncle, father figure and mentor. Bill was a graduate of the College of the Ozarks in 1958 where he received the honors of Arkansas Intercollegiate Conference “outstanding scholar athlete award.” He was an avid football fan and loved hunting. He is survived by his wife of 35 years, Kathy Darlene Wheeler Skarda of Carlisle; daughter and son-in-law, Julie and Darrell Dean of Little Rock; son and daughterin-law, Todd and Britani Skarda of Malvern; granddaughter, Bailey Skarda of Little Rock; step-grandson, Ethan Golz, of Malvern; brother, Robert Skarda and his wife, Cissy of Little Rock; sister, Elizabeth Knopp of Vilonia; brother-in-law, Don Wheeler of Moro; and many cousins, nieces and nephews. Cathy VanHouten Cathy Van Houten Nugent, age 61, died at her home on January 18, 2017 following a lengthy illness. She was born June 13, 1955 to Lonnie and Juanita Van Houten.

Elna Hamric Elna Louise Rogers Hamric, 98, of Carlisle, passed away January 19, 2017. She was born September 15, 1918, the daughter of Walter and Ruth Rogers. Louise married Wesley Paul Hamric on May 29, 1937. She was a member of the First United Methodist Church in Carlisle. Louise is survived by four children, Wesley (Dub) Hamric and wife, Barbara and Bobby Hamric and wife, Delorse both of Hazen, Charlotte Elmore Glover and husband, Bobby of Carlisle and Marilyn Grudnowski and husband, Dave of Cave Springs, Arkansas; nine grandchildren, sixteen great grandchildren, and two great-great grandchildren; one brother, Charles Rogers of California; three sisters, Mildred Vaughn of Louisiana, Rebecca Patterson of Biscoe, and Verna Dean Dollar of Texas. The family wishes to express special thanks to Chambers Nursing Home and the wonderful staff and Baptist Hospice for their loving care. Slow Cooker Meatball Stroganoff by Brenda Downey

After I married my husband, which was over thirty years ago, this used to be my most favorite comfort dish. I use to love making it in my Crock Pot on Saturdays, and just sitting in front of the television and enjoying it. I almost forgot about it, and for the first time after thirty years, thought about it, and just had to make it again. It is still so delicious! I don't know why or how I could have forgotten about it but wanted to share this very old Crock Pot meatball stroganoff recipe with everyone. One of my most favorite dishes that I love! Ingredients 3 Tbsp butter 1 medium onion - diced 2 lb gound beef chuck 1 tsp salt 1/4 tsp pepper 1/4 tsp tarragon 1/4 tsp basil 2 Tbsp flour 1/3 cup tomato paste 3/4 cup beef stock or beef buillion 2 tsp Worcestershire sauce 2 tsp vinegar 1/2 lb mushrooms sliced 1 cup sour cream 1 French bread - loaf, sliced Directions 1.) Melt half of the butter in a large frying pan and on med-high heat saute onion until golden color. Transfer to the Crock Pot. 2.) Quickly shape the ground beef chuck into

bite-sized meatballs, about one inch in diameter size. Add the meatballs to the frying pan and saute them on medhigh heat, shaking them, until they are brown on all sides. 3.) Sprinkle the browned meatballs with the salt, pepper, tarragon, basil, and flour. Cook for a few more minutes, carefully stirring the meatballs so not to crumble them, and to coat the seasonings on all sides. Transfer to Crock Pot. 4.) In the same frying pan add: tomato paste, bouillon or beef stock, Worcestershire, and vinegar. Stir to loosen drippings, and then pour into Crock Pot. 5.) Cover the Crock Pot with its lid and cook on high (300 degrees) for 11/2 to 2 hours. Meanwhile, saute the mushrooms with the remaining butter in the frying pan, until mushrooms are a little limp. Save the cooked mushrooms for later use, in a bowl, and in the refrigerator. 6.) When cooking time for meatballs in the Crock Pot has finished, add the already cooked mushrooms and the sour cream to the Crock Pot and cook on high for another ten minutes. State Capitol Week in Review From Senator Jonathan Dismang By a unanimous vote in both chambers, the General Assembly approved legislation to postpone for 60 days implementation of the medical marijuana amendment. Arkansas voters passed the amendment in the November general election. It created a commission responsible for writing new regulations for the growing and selling of medical marijuana. For example, the commission will determine how cultivation facilities and dispensaries will keep records, and how they will maintain security. The commission is to determine restrictions on advertising, and how often growing facilities are to be inspected. Under House Bill 1026, which both chambers passed and sent to the governor, the commission will accept applications from entities that want to grow medical marijuana by July 1. The bill passed the House by a vote of 91-to0 and the Senate by a vote of 27-to-0. In other news, the Senate Committee on Revenue and Taxation recommended approval of Senate Bill 115, to reduce individual income taxes for about 657,000 Arkansas taxpayers in the low income brackets. About 120,000 Arkansas residents who earn less than $4,300 a year would

not have to pay any state income taxes at all. The bill was proposed by the governor. It would take effect in 2019 and would save taxpayers about $50.5 million a year. SB 115 also creates a 16-member legislative task force to work on broader tax reductions. The group will begin work within a month after the final day of the 2017 session. The other major tax cut bill of the 2017 session would exempt retirement income of retired military veterans from the state income tax, saving them about $13 million a year. The state Department of Finance and Administration estimates that about 29,000 veterans live in Arkansas. The income tax repeal for veterans’ retirement is in SB 13 and HB 1003. They would take effect this tax year, beginning January 1, 2017. Under current law, the first $6,000 of veterans’ retirement income is exempt from state income taxes. The proposed legislation would exempt all their retirement income. In other business the Senate passed legislation to limit all fines for failure to wear a seat belt to $25, effectively preventing local traffic courts from raising the fine. It is SB 102, and it now goes to the House. The House Committee

on Public Health, We l f a r e and Labor recommended legislation whose intent is to prohibit purchases of soda and candy with food stamps. Supporters want to promote healthier diets and reduce obesity. Grocery store executives expressed concerns that the burden of enforcement would fall on them. The bill is HB 1035. The food stamp program is officially known as the Supplemental Nutrition Assistance Program, or SNAP. It is funded mainly by the federal government and the state cannot limit food stamp purchases without a federal permit. HB 1035 directs state officials to ask for authority from the U.S. Department of Agriculture to impose the soda and candy prohibition. The House Public Health Committee also recommended HB 1033 to use money from a tobacco settlement to pay for home assistance services for people with developmental disabilities. It would benefit more than 500 people on a waiting list that has about 3,000 on it. HB 1033 would authorize additional spending of about $28 million in combined state and federal funds.

Currently there are 3,000 Arkansans with intellectual or developmental disabilities waiting for community-based or in home services. The needs range from adaptive equipment at home to day treatment programs. This week the House took the first step in an effort to eliminate this waiting list. In a vote of 93-0, we approved HB1033. This legislation calls for the diversion of $8.5 million from the tobacco settlement fund to fund the needs of the waiting list. This money is currently not being used on any other program. The state funds would be then matched by $20 million in federal funds. It is expected the funds will assist 500-900 of those on the list. This bill is now heading to the Senate. Meanwhile, heading to the Governor’s desk is a bill that allows the Medical Marijuana Commission more time to implement rules for growers and dispensaries. The Medical Marijuana Amendment passed by voters in November, gave the commission 120 days to be appointed and create all rules and regulations regarding growing

GFWC Elsie McCain Club holds meeting GFWC Elsie McCain Club met in regular session Thursday night, January 19, at Murry’s Restaurant with Meg Miller hostess. The meeting opened with the current events. A thank-you note was read from the Department of Human Services for the food given to the Food Pantry for use in the Food Stamp Program. The president, Chris Weems, presided and reminded members to bring the articles to be sent to Operation Smile in February. Williams Baptist Singers perform at Pleasant Ridge Baptist Church The William Baptist Singers performed at Pleasant Ridge Missionary Baptist Church on Sunday, January 22nd at 7:00 P.M. Two of the choir members, Hunter Ingle and Monica Griffin, are Hazen High School alumni. Ingle is the son of Richie and Sonia Ingle, and is a native of Hazen. Griffin is the daughter of Joey Griffin and Shannon Vincent, and is a native of Cotton Plant. Following the concert, the church provided a spaghetti supper for those who attended the service.

Utility Department Supervisor Philip Foot reported that seasonal maintenance is currently be performed, and that he is currently working on a proposal to have a service contract on the lights on the interstate ramps. $51,736.61 remains in the construction fund of the 2014 Water and Sewer System Improvement and Refunding Bonds. Foot informed the board that those funds will continue to be used to repair and

replace sections of sewer lines. He told the council that due to these improvements he has seen less infiltration of rainwater into the sewer system. Fire Chief Ashley Loudermilk reported 1 interstate wreck, 2 grass fires, and 8 responder calls. He also informed the council the required certifications for 2016 were completed in December, and that the 2017 certifications have also been completed.
