Senior Times

2013 is turning out to be a very busy year for the Department on Aging. We are more than half-way through our first year implementation of the 2012-2017 Master Aging Plan (MAP). We are making great strides in reaching many of our goals. You will be happy to know that we collected over 800 surveys asking how you like to receive information. Working with our Capstone g n i g Team from the UNC School of Public Health – Health A ter Behavior Program we are developing an improved and and Mas pdate U n a expanded communication plan for the department. l P Other goals that are being addressed, and that you are benefiting from in this issue of Senior Times, is our collaboration with the Compass Center to provide financial counseling to older adults and forums on Intentional Communities, Universal Design for housing, and mental health awareness. We are very excited about our collaboration with Orange County Emergency Services Department to provide information and training on falls prevention. In addition, we are working on developing a falls risk assessment to be used when medics respond to 911 calls. The first of the year was busy writing grant applications to fund several of our MAP objectives. We are keeping our fingers crossed they will be funded, and that we can share this in the next issue of Senior Times. A special thank you goes to Carol Woods Retirement Community for their on-going support of the MAP. They identified three MAP strategies of particular interest, and have made a donation to help fund them. For more information on our Year One MAP Implementation please visit our website at www.orangecountync.gov/aging. As always, I love hearing from you as we work toward making Orange County the ideal community to age well. I hope to see you at our Annual Community Resource Fair on May 8 at University Mall.

Please register in advance for classes and programs. Come to a Senior Center for “One Stop Shopping” Social workers at both the Seymour Center and Central Orange Senior Center can help seniors, and disabled people, apply for a variety of financial aid services - such as SNAP (Supplemental Nutrition Assistance Program formerly Food Stamps), Energy Assistance, and Medicaid – and perhaps a free cell phone. They can also help people complete an application to reduce their Orange County real estate taxes. Our Aging Transition social workers are able to discuss your questions and concerns about these programs in a confidential setting, and to complete the required paper work. Now, you no longer have to go to the Department of Social Services (DSS). This is called, “One-Stop Shopping”. You go to the senior centers for programs, meals, exercises, classes, fellowship, trips, etc – and you can apply for special assistance, too! Call the Aging Transitions Help Line at 919-968-2087, Mon - Fri, 9 am – 4 pm to make an appointment to find out if you qualify for any of these programs.

11th Annual Shout Out! Against Sexual Violence The 11th Annual Shout Out! Against Sexual Violence will take place from 6:30 - 8:30 pm at the Seymour Center on Tues, Apr 16. Survivors of sexual violence and allies will perform written and artistic works related to sexual violence. This evening of expression will include personal thoughts, opinions, and experiences surrounding the issues of rape and sexual assault.

Rethinking Retirement Communities: A Discussion on Self-Directed Intentional Community A growing number of older adults and boomers are thinking about how they want to spend their later years. Many are considering various living arrangements, including an Elder Self-directed Community (ESC), which is intentional with the residents deciding on choices and directions. Often organized as co-housing communities, or housing cooperatives, ESCs are a planned residential community designed to have a high degree of social cohesion and teamwork. Seniors in our community have expressed interest in exploring innovative options for retirement living. This forum is an opportunity for anyone interested in ESCs to gather for a discussion. Mary Fraser, Aging Transitions Administrator with the OC Depart on Aging and Paul Klever, Executive Director of Charles House will facilitate the discussion. Tax Relief for Seniors and/or Disabled Adults Did you know some people may qualify to get help paying for their primary residence’s real estate taxes in NC? People age 65 +, and those who are permanently disabled (per a physician), with an income below $28,100 last year may be eligible to exclude the first $25,000 of their home’s assessed value, or 50 % of its value if that is greater. For instance, if your house is assessed at $100,000, 50% would be excluded (which is more than $25,000) and you would pay taxes on an assessed value of only $50,000. This is called the Homestead Act. If your income was greater than $28,100, but less than $42,150, you may qualify for the Circuit Breaker Tax Deferment Program. Neither program counts assets. The Disabled Veterans Exclusion allows Veterans who are disabled and had an Honorable Discharge to exclude up to $45,000 of an assessed value of their permanent residence. If you’d like more information on any of these programs, contact the Orange County Tax Assessor’s Office by calling 919-245-2119 or 919 -245-2116, or go to www.orangecountync.gov/ assessor/prop. You may also call the Aging Transition Helpline at 919-968-2087 to make an appointment with a social worker to get help completing an application. In the unusual case that an application is denied, there is an appeal process. The tax assessor’s office will be on site on the following dates, times and locations to further discuss these programs: Central Orange SC, Hillsborough Tues, Mar 5, (223022-01) 7 – 8 pm Thurs, Mar 14, (223022-02) 10:30 – 11:30 am Seymour Center, Chapel Hill Thurs, Mar 21, (327066-01) Tues, Apr 2, (327066-02)

Transportation Shuttle for Older Adults Did you know that there is an In-Town Route around the Hillsborough Area? It connects the Triangle Transit’s 420 bus route to Chapel Hill at Durham Tech’s Orange campus. This farefree project is a joint effort between the Town of Hillsborough and Orange County, and is supported by a three year grant from the NC Department of Transportation’s Congestion Mitigation and Air Quality Program. The continuation of the service after three years will depend on how many people use it. For more information about this, or other routes and services, contact Orange Public Transportation (OPT) at 919-245-2008. A schedule for the In-Town Route is available from the Central Orange Senior Center’s front desk. Also, Chapel Hill Transit has a Senior Shuttle available to people age 50+. This free service provides transportation to and from six stops Monday – Friday. It includes three senior housing apartments, two grocery stores and the Seymour Center. They are: Carolina Spring, Stratford/Covenant Place and Manley Estates; Harris Teeter at University Mall and Food Lion in Carrboro. All the shuttles are wheel chair accessible, and provide curb-to-curb service. Riders may bring up to four bags on-board. There are no reservations. The shuttle does not operate on Chapel Hill Transit’s holidays and weekends. This project is funded by a federal transportation grant designed to help meet the needs of older adults and persons with disabilities. For questions, call EZ rider at 919-969-4919. A schedule is available at the Seymour Center’s front desk. Did you know that people who qualify for EZ-Rider may also use Triangle Transit Authority’s (TTA) Paratransit Service? It provides transportation within the triangle area for qualifying people who live within ¾ mile from a TTA stop in Chapel Hill, Durham and Raleigh for a $4 per trip charge. It can be even used to get to the airport! For more information, call 919-485-7433.

March is Senior Center Survey Month Round Two for FY 2013 Did you know that it’s important to give your feedback on senior center programs, courses and classes? Receiving feedback about our activities helps staff develop better programs, and meets funding requirements. Data from surveys also show the impact that senior center programs have on participants’ lives, and it may influence future funding. So far we have received and surpassed the surveys we collected for fiscal year (FY) 2012, but we need more! Remember it helps the senior center and its programs. As part of the efforts to get feedback from all program areas, we will be collecting Senior Center Surveys during the 1st two weeks of March for all our ongoing classes, and regularly for classes that have a beginning and ending date. If your instructor doesn’t give you a survey, please ask for one at the front desk. Once you complete and submit a paper copy of the “senior center survey” at the front desk, you will be given a ticket to enter your name in the drawing for a special prize. If you completed a survey in September or since then, it’s time to complete another one. Help us to help you by completing a survey! Ideas and Suggestions: Please Complete Our Annual Interest Survey Do you have new class ideas or suggestions for Orange County Senior Centers? We would love to hear from you! Please drop by your local Senior Center to pick up a survey or go to www.orangecountync.gov/aging and complete it online. Surveys will be available from April 1 – May 18. Please call the Central Orange Senior Center at 919-245-2015 and the Seymour Center at 919-968-2070 if you have any questions. We look forward to hearing from you.

SMOKE-FREE PUBLIC PLACES RULE: ORANGE COUNTY IMPLEMENTS FIRST PHASE By Carla Banks, Director of Public Affairs - Orange County

SENIOR TIMES NEWS

Orange County’s Smoke-Free Public Places Rule went into effect Jan 1, 2013, beginning with a sixmonth “soft” implementation period. During this period, the focus will be on the following aspects: cessation efforts; a focus on education; educating the public about the rule; and identifying additional funding for cessation support and signage. “We need everyone’s help to ensure the implementation goes as smoothly as possible, resulting in a successful outcome,” said Orange County Health Director, Dr Colleen Bridger. The Orange County Health Department is establishing a Smoke-Free Public Places Implementation Advisory Committee with multiple workgroups focused on: cessation; public education; signage, and enforcement. The work groups will be made up of representatives from the County and municipal planning and public works departments, public schools, Prevention Partners, the UNC School of Medicine Nicotine Dependence Program, American Cancer Society, students from Tobacco, Reality, Unfiltered (TRU), and Orange County’s Parks and Recreation division. Representatives from the Chambers of Commerce have also been invited. Meetings with the police chiefs and Orange County Sheriff’s Department are already underway. The first phase of public education will promote cessation services, available through the NC Quitline, a free cessation resource for NC residents. In addition, the Health Department, along with partners such as UNC Family Medicine will be establishing additional ways to help people quit smoking including in person classes and counseling. Smoke-Free Public Places Background The Smoke-Free Public Places Rule applies to property owned by Orange County and the municipal governments, including parks, sidewalks and Orange County Senior Centers. Smoking will also not be allowed on private property where the public is invited. The UNC campus and other state governed facilities will continue operating under their existing smoking ordinances and will not be affected by this new rule. Beginning on July 1, 2013, a $25 fine may be issued to violators, but the emphasis is being placed on awareness of the consequences of secondhand smoke and reversing people’s behavior in an effort to improve the County’s overall quality of life. To view the Rule, learn about existing cessation resources, and learn more about the dangers of secondhand smoke, please visit http://orangecountync.gov/health/smoke-freepublicplaces.asp Coming soon…For anyone - Freshstart: a group-based tobacco cessation support program offered by the American Cancer Society. Program for: Elgar’s Enigma Mozart: Symphony No. 35, “Haffner” Wagner: Music from Die Meistersinger von Nürnberg Elgar: Enigma Variations William Henry Curry, Resident Conductor March 19 • 8 pm Memorial Hall, Chapel Hill Founded in 1932 as the first state-supported symphony in the country, the NC Symphony is a vital and honored component of NC's cultural life. Its 175 annual performances are greeted with enthusiasm throughout the state, in communities large and small, in concert halls, auditoriums, gymnasiums and outdoor settings. Under the artistic leadership of Music Director Grant Llewellyn, the orchestra has grown in stature and sophistication, now having a well-earned reputation for innovative programming and collaborative projects. Devoted to bringing music to the entire state, the Symphony has an extensive education program, unrivaled by any US orchestra. Approximately 45 concerts per year are performed free for school children throughout the state and are part of the schools' music education curriculum. In addition, among many education initiatives, the NC Symphony stages the annual Youth Concerto Competition, honors an outstanding music educator, sponsors the Triangle Youth Philharmonic and offers master classes for both adults and young people. The NC Symphony can be heard on WUNC 91.5 FM or through its seven CD releases, including two celebrated titles on the BIS label: American Spectrum with saxophonist Branford Marsalis and a 2010 release of concertos by Rachmaninoff and Medtner with pianist Yevgeny Sudbin. Top soloists from the classical and pops worlds—including YoYo Ma, Itzhak Perlman, Lang Lang, Joshua Bell, Yuja Wang, Lynn Harrell, Pink Martini, Ben Folds, Randy Newman and Idina Menzel—have joined the orchestra and taken advantage of two of the country’s finest performance venues, the spectacular Meymandi Concert Hall in Raleigh and Koka Booth Amphitheatre in Cary. Garden at the Seymour Center

The Seymour Center entry gardens have been planned, planted and tended by a very small group of avid gardeners, all members of the Seymour Center Garden Group and the RSVP Volunteer Program. The Garden Team is always looking for individuals who can add to the gardens whether through donations of time - planting the garden, weeding, dead-heading, watering, and the myriad of activities that go along with growing a cottage garden. The group loves to receive donations of deer resistant plants, seeds & bulbs - called “pass-along plants”.The entry gardens are modified cottage-style gardens since they are located at the entry to an official county building. The planning and planting have been headed up by Joan Holder and Marsha Booker-Hibbs since early 2009. Joan has been gardening for many years in and around Chapel Hill – Southern Village, Meadowmont, and University Baptist Church. People know and love the containers as well as the perennial and annual garden she has created. Seymour folks and many visitors stop and admire her work and gardening expertise. Her image, working in the garden, has been the subject of several watercolors and photos inspired by her garden. Marsha has worked in the garden for three years and heads up the Seymour Garden group. She also gardens and talks about gardening around the area. She is a Duke Garden children’s docent, volunteers at Briggs Avenue Community Gardens and Durham County Extension Demonstration Herb garden, and in her own edible herb, fruit and vegetable garden at her home. Marsha is a certified NC Master Garden volunteer. In addition, she is also a co-chair for South Durham Green Neighbors, which offers discussion courses about sustainability, green living and local food. Marsha really gets immersed in the Seymour Gardens and enjoys talking with visitors about their past and present gardening experiences. The Seymour garden volunteers have shared both time in the garden, donations of plants and helped with creating a garden journal and notebook. The group has a garden and bird viewing area in the lobby of the Seymour Center. Many folks have photographed the gardens and the garden group would love to obtain copies of the photos for their notebook. Garden Group volunteers who assist in a variety of ways are: Daisy Crawley, Helen Dunston, Beth Elkins, Wayne Hung, Barbara Minor, Biruta Nielsen, and Lisa Robins Please consider making a donation of volunteer time - you’ll find planting and weeding very therapeutic. Ask about adopting a garden spot! There are also many non-digging related jobs that garden group volunteers might enjoy - planning garden related programs, art shows, and the list goes on. Financial contributions are always appreciated and much needed – see a staff member or drop cash into the Garden Group House at the front desk. The Seymour Garden Group meets to plan, learn and discuss the 1st Friday each month in the Birch Room. The “planned workdays” are the 3rd Friday and following Monday. Please join us. Thank you from the butterflies, birds and bees that frequent the Seymour Center Gardens. Marsha Booker-Hibbs 919-401-6445

RSVP 55+ Volunteer Opportunities

Nidia Scharlock’s smile is like a ray of sunlight on a cloudy day. She leans forward slightly, eyes crinkling and lips curving upwards. The lucky recipient of the smile instantly relaxes, reassured that the world is suddenly a better place than it might have seemed a few minutes before. Nidia’s friendly outgoing personality has been an asset to her work with RSVP. Since 1988, she has volunteered every week at Ronald McDonald House, a temporary residence for parents of children being treated at UNC’s Pediatric Hospital. Nidia helps prepare for and welcome newcomers, who often arrive tired and traumatized by what has happened to their children. “They’re much better off with us than isolated in a hotel,” she says, noting that many NC military parents who bring children for treatment have little family support in this state. She has also been one of the “Monkey Ladies” of the UNC Hospital Volunteer Association. They create cuddly sock monkeys to comfort the children during their stays.

In 2001, Nidia began 10 years as a weekend volunteer at the NC Botanical Garden’s reception desk, which was a natural choice for someone who loves nature and enjoys outdoor walks. Life has not been exclusively smiles for Nidia, who grew up in western NY, and later lived in Chicago and Michigan. Her husband died in 1974, leaving her with 5 young children to raise and educate. At the age of 37, she returned to school to earn a degree in library science. This, with her master’s degrees in clinical psychology and speech pathology, qualified her to work as a medical librarian at the University of Rochester. Her career brought her to Chapel Hill in 1980, when she accepted her “dream job” as an associate librarian and head of information services at the UNC Health Sciences Library, and then retired here after becoming enamored with its “diversity of community”. In 1999, a daughter also moved here. Once she retired, Nidia had

In 1999, she was an Orange County recipient of the Governor’s Volunteer Award. After 15 years of volunteering with RSVP, Nidia has logged in more than 10,000 lifetime hours. “Volunteering gives meaning to my life,” Nidia says. “I can’t imagine life without it. RECYCLING DURABLE MEDICAL EQUIPMENT We accept donations of gently used Durable Medical Equipment (DME) that is in good condition, and distribute it to seniors in Orange County who need it temporarily. DME is any equipment that has been prescribed for a health-related reason and is designed to improve the function and/or safety of the user. It includes: walkers, raised commode seats, shower chairs, tub seats and wheelchairs. We always welcome DME that can be used by seniors, but we are in particular need of raised toilet seats, wheelchairs, and tub benches. At this time, we do NOT need bedside commodes or standard (nonrolling) walkers. IF YOU HAVE SOMETHING TO DONATE, bring it to either senior center and leave it at the front desk. Please leave your name and contact information if you would like a receipt for your income taxes. IF YOU NEED A PIECE OF EQUIPMENT, please call the Aging Helpline at 919-968-2087.

RSVP Volunteers Honored

RSVP volunteers Velma Perry and Lee Pavao received recognition for their services to local agencies. Velma was honored by the local non-profit Empowerment Inc, which focuses on providing affordable housing, improving community relations and building small businesses. She’s championed the causes of her Northside community where she still lives in the house her grandfather built. Velma encouraged her neighbors to work together to make their community better. Recently dedicated as a historic neighborhood, Northside has seen changes from single-family homes to student rentals and streets crowded with parties and trash. Lee was honored with the Order of the Long Leaf Pine award for his 30 years of service to the state and Orange County. This award is among the highest honors the state presents. He joined forces with Robert Seymour and Alan Rimer to create a plan and raise funds to bring a new senior center to Chapel Hill, the first Chapel Hill Senior Center. “It was a wise investment to make,” Lee offered, “in the care of our growing senior population.”
