Message From Larry
Dear Colleagues,
At the time of writing this letter, we have just released our 2023 Annual Report, highlighting another year of double-digit, profitable growth for our company. I encourage you to download the report via the link below for an overview of the progress we are making on our strategic priorities as we scale our business for sustainable growth.
Of course, the progress we report to our shareholders is driven by the collective efforts of Team Herc – whether it be your execution of our company initiatives, your ongoing commitment to operational improvements, and all the ways you serve our customers, communities and each other.
Toward that end, we are introducing this new internal publication, Herc Highlights, designed to showcase the innerworkings of Team Herc. In each quarterly issue, you’ll find business highlights, Team Herc highlights and industry highlights – all geared to help deepen your understanding of our business and the role we each play in driving its success.
In this first issue, we are providing a round up of 2023 milestones and early 2024 accomplishments – all of which are important to our strategies this year and beyond. I hope you’ll find this new publication a meaningful source of information. Please share your feedback as you explore this debut issue of Herc Highlights.
Larry Silber President and CEODriving Continuous Improvement with E3OS
An important 2023 highlight for Team Herc was our embarking on a journey to take our operational expertise to new levels with the internal launch of our E3 Business Operating System (E3OS). Broadly defined, a “business operating system” refers to the way that people, processes, systems and all operational activities of an organization work together to deliver the ideal customer experience. For Team Herc, our E3OS Business Operating System is driven by our brand promise to be easy to do business with, expert at what we do, and the most efficient operators in our industry.
E3OS was first introduced to top field and FSC leaders at the company’s annual Leadership Offsite meeting in early 2023. In the months to follow, a core team of leaders developed the E3OS Customer Experience Model that would guide our journey.
The E3OS Customer Experience Model, represented by the above graphic, embodies Team Herc’s commitment to deliver superior customer experiences in everything we do. Ultimately, our goal is that E3OS will drive a culture of continuous improvement at Herc Rentals, resulting in greater operational effectiveness centered on the “Ideal Customer Experience.”
Surrounding that goal are Customer Focus Areas, encompassing every part of our business, that must work together to deliver on our “easy, expert and efficient” brand promise. Sales and Operations are shown closest to the center because these areas most closely represent how our customers experience Herc Rentals end-to-end. That experience is enabled by our People processes, Safety culture, Fleet management, and Technology capabilities – represented on the outer portion of the E3OS Customer Experience Model.
Within each of these Customer Focus Areas, projects have been identified that drive improvements to our processes, tools and team member experience – and ultimately, that improve the customer experience in a meaningful way. For 2024, we are focusing on ten E3OS strategic priorities aimed at driving real business solutions, including Damage Recovery, Invalid Invoices, and Fuel Management. Improvements in these areas will make it easier to deliver a superior customer experience while delivering greater value for Herc.
Across Herc Rentals, every team member plays a part in bringing E3OS to life in their individual roles. E3OS is all about continuous improvement, whether it be simplifying a process, driving efficiency through tools, or standardizing a best practice. We aim for every member of Team Herc to embrace E3OS as a verb, meaning continuous improvement doesn’t just happen – it requires action.
Verb
To continuously improve, to make better than before: “We E3OS’d the process by eliminating waste to reduce time and meet our customer’s needs”
Noun
1. A system used to effectively manage and continually improve processes in ways that create new value for our customers and Herc.
2. An orientation towards pursuing operational excellence in all things:“We serve customers in ways that create value by being Easy, Expert, and Efficient”.
Synonyms
Business Operating System
Continuous Improvement Process Excellence
We encourage all team members to look for ways to make your work easier, to eliminate non-value-added activities, and to improve processes in ways that deliver value for our customers, company and each other. Importantly, share your E3OS stories – as your actions may inspire fellow colleagues to drive similar improvements. Submit “E3OS in action” stories here. These stories will be featured in future issues of Herc Highlights and other company communications.
If you are new to Team Herc the course linked below in Herc University is a great place to start in building your understanding of what a business operating system is and how we will bring E3OS to life to deliver value for our customers, company and each other.
Strategic Branch Network Growth in 2023
Herc Rentals continues to build scale, expanding our branch network and growing our fleet, through new greenfield locations and acquisitions in key markets. In 2023 we made progress on our growth strategy through the acquisition of 12 equipment rental operations comprising a total of 21 locations. We also expanded our branch network through an additional 21 new greenfield locations. Here is a timeline of our strategic branch network growth activity in 2023.
Our Safety Focus
2023 Safety Performance Highlights
and Our 2024 Focus 5
At Herc Rentals, the safety of our team members, customers, and communities is our top priority. In everything we do, safety must always be top of mind. And, as a company focused on continuous improvement, our safety mission is never complete – which is why we regularly evaluate our safety performance metrics to understand where we need to improve.
Below are safety metrics representing full-year 2023, which are followed by – and helped inform – our safety focuses for 2024.
2023 Safety Performance Highlights
65%
98%
Total Recordable Incident Rate (TRIR) of 0.81
Total Recordable Incident Rate (TRIR) is a measure of occupational health and safety based on the number of safety incidents reported against the number of team members present and the number of hours worked.
With a 2023 score of 0.81, our TRIR remains better than the industry’s benchmark of 1.0, reflecting our high standards and commitment to the safety of our people and customers.
At Herc Rentals, we aim to improve our safety metrics annually and have a 2030 target of reaching a TRIR of 0.49 or better. Our 2024 Focus 5, outlined on page 7, were identified to help us reduce some of our company’s most common safety incidents.
Department of Transportation (DOT) Pass Rate of 65%
Our Department of Transportation (DOT) pass rate rose to 65%, a 15% improvement since 2021. DOT ratings are determined by successfully passing DOT/MOT truck inspections. These are achieved by conducting proper pre- and post-trip inspections and only allowing qualified drivers with a commercial driver’s license (CDL) to operate certain commercial motor vehicles (CMVs). Our target pass rate is 60%.
98% or Better on Perfect Days Across All Branches
For Herc Rentals, a “Perfect Day” is a working day with no Recordable Incidents; no Department of Transportation Violations; and no “at-fault” Motor Vehicle Accidents. We strive for 100% Perfect Days throughout the organization.
For full-year 2023, on a branch-by-branch measurement, all of our operations achieved at least 98% of days as perfect.
A continuous-improvement mindset with regards to safety is the most important duty we all have as members of Team Herc. That is why our Safety team uses our annual safety performance results to identify our Safety Focus 5 for the following year.
The Focus 5 is designed to simplify our safety mission by building awareness of our five most common safety issues and to reduce the number of preventable safety incidents in those areas. Below are our 2024 Focus 5.
Control of Hazardous Energy
We will ensure that all applicable team members are trained on proper Lockout Tagout and know how to access these procedures. We will also ensure all branch team members and Field Service Mechanics have the appropriate tooling to safely address equipment.
Reduce At-Fault Motor Vehicle Accidents
We are addressing the leading causes of Motor Vehicle Accidents (MVAs) with a focus on driver training and increasing accountability through Corrective Actions.
Hand Safety
Among the leading causes of hand injuries in our industry is lack of safety glove use or improper glove selection. To improve awareness around hand safety, we are evaluating and enhancing glove selection based on task.
DOT/MOT Compliance
To help reduce Department of Transportation (DOT) and Ministry of Transportation (MOT) violations, we are putting in place continuous improvement measures for preand post-trip inspections and load securement. We are also conducting in-person DOT classes for team members to supplement online course offerings and on-the-job training.
Customer Safety Engagement
Our mission at Herc Rentals is to ensure end users of our equipment and services achieve optimal performance safely, efficiently and effectively. Certainly, “safely” is our top priority, and this year we are elevating programs for engaging customers around our safety mission.
Expanding Our Digital Capabilities with On the Go 4.0
On the Go (OTG) is Herc Rentals’ proprietary logistics technology historically used by
1 our dispatchers for scheduling equipment deliveries, pickups and other moves; and
2 our professional drivers for digitally keeping track of their deliveries and pickups, communicating with the dispatcher, and providing delivery and pickup updates to the customer through PCNG.
November 2023 marked a significant milestone in the evolution of this tool with the launch of On the Go 4.0, which not only enhanced On the Go Logistics, but also introduced On the Go Service and On the Go Quality, expanding the app’s digital process solutions to our Field Service Technicians and Equipment Coordinators, respectively. Key benefits of On the Go 4.0 include:
The video linked below highlights On the Go 4.0 enhancements, which were determined based on field feedback. In fact, over 100 Team Herc Professional Drivers were involved in testing On the Go 4.0 during development.
Logistics
Version 4.0
An enhanced platform with customization and real-time push notifications for job updates enables drivers to better manage tasks while on the road. Another process improvement is signatures for rental agreements can now be captured in the app on a driver’s mobile device.
Service
Version 4.0
This new feature will drive efficiency for our service teams, including the ability to digitally dispatch Field Service Technicians in the same way we do Professional Drivers. Similarly, Technicians can track their assigned jobs directly in the app on their mobile device without having to return to the branch for their next assignment. Stay tuned for details on the upcoming deployment of digital dispatching for our Professional Service Teams.
Quality
Version 4.0
New functionality in On the Go digitizes quality assurance. Equipment Coordinators can now use the app to take pre- and post-rental photos of equipment and process equipment returns directly in the app. On
The launch of OTG 4.0 is a significant leap forward in how we manage our business from mobile devices, driving process improvements that empower our teams to operate more efficiently to better serve our customers. A big thanks goes to all team members who contributed to this important initiative for Herc Rentals.
Company Awards and Recognition
In 2023, our company was recognized by several awarding bodies for our business practices and company culture. These recognitions reinforce our vision to be the supplier, employer and investment of choice in our industry – and we will continue to raise the bar!
Below is a roundup of awards
Herc Rentals received in 2023*.
Congratulations Team Herc!
*Awarding bodies define award years independently. Represented below are awards announced in 2023, but that may fall in the organization’s 2023 or 2024 award year.
“Being recognized as a LearningElite finalist signifies that Herc Rentals is not just keeping pace in the industry, but we are setting it. Our commitment to employee training and career development runs deep, and we will continue to raise the bar for our team members, and in turn, our customers, suppliers and communities.”
— Mark Arell, VP Talent & Organization Development“Being named by Newsweek as one of America’s Most Responsible Companies recognizes Herc Rentals as one of the leading corporations in the U.S. It is a testament to our ability to set and make progress towards our environmental and social goals and the general population’s confidence in our ability to deliver on our commitments.”
— Katie Leone, Director of Sustainability“Great Place to Work certification is a testament to the values that guide the members of Team Herc in daily bringing their best, and the high-performing culture we can build upon in every region in which we operate.”
— Larry Silber, President & CEOTeam Member Feedback Driving Continuous Improvement
The members of Team Herc made their voices heard in our 2023 Team Member Survey with an overall Employee Response Rate of 86%. We are pleased to share that, once again, our survey data indicates that Team Herc is highly engaged.
• We received an Employee Engagement Score of 82, which is a best-in-class score within an upper range achieved by only 10% of companies in North America. Employee Engagement Scores are determined by employees’ responses to survey questions that indicate how engaged they feel at work.
• In addition, our Employee Net Promoter Score (eNPS) of 44 is a 10-point improvement from our 2022 annual survey and brings us closer to a bestin-class eNPS of 50. Simply defined, eNPS is used by companies to measure employee satisfaction and loyalty. This is a key measurement we’ve used for six years to assess the health of our culture and determine where we need to drive improvement.
Our strong scores in these key metrics indicate the high likelihood team members would recommend Herc Rentals as a “great place to work.” Of course, creating a Herc culture where team members are proud to work is part of our vision to be the employer of choice in our industry. Earlier this year we reached a significant milestone in pursuit of that vision by becoming the first North American equipment rental company to achieve Great Place to Work certification*. In the next issue of Herc Highlights, we will share team member testimonials on why they believe Herc Rentals is a great place to work. Please share your story for a chance to be featured.
Of course, as a company truly inspired to be a great workplace, we believe there is always room for improvement. We will continue to leverage feedback from our annual Team Member surveys, and our E3 Business Operating System will guide us. Toward that end, our 2023 Team Member survey pointed us to two opportunity areas in which we aim to engage every member of Team Herc as we leverage E3OS to drive a culture of continuous improvement.
1. Listening to and leveraging the different perspectives and ideas from team members at all levels to continually improve how we deliver for our customers, company and each other.
2. Consistently demonstrating accountability for our work and ensuring that how we work – and the processes and tools we use to get our work done – provides clear and consistent performance expectations for all.
Expect to hear more around these themes, which are directly connected to improvements we aim to drive through E3OS. While we are early in our journey to advance our E3 Business Operating System, the foundational framework is in place, and bringing it to life is a big focus for our company in 2024. Read more on page 2 about E3OS, our commitment to continuous improvement, and the important role every team member plays in making Herc Rentals the best supplier in our industry and a great place to work for Team Herc.
*In February 2024, our U.S business achieved Great Place to Work certification, which our Canadian business had earned in April 2023. Based on data Great Place to Work collects from companies seeking certification, we believe we are the first equipment rental company in North America to become certified.

The Herc C3 Committee Helps Team Herc Build Communities, Culture and Connections
In the fall of 2022, a group of FSC team members seeking to amplify Herc Rentals’ efforts in our communities, and overall team member engagement, joined together to establish the Herc C³ Committee. In 2023, Herc C³ formally launched and grew to include members from each FSC department who meet regularly to brainstorm opportunities for Team Herc to build a better tomorrow through purposeful team engagement and strong community connections.
One of the first “wins” of the Herc C³ Committee, in partnership with HR and Sustainability, was the launch of our Volunteer Paid Time Off program in February 2023. This benefit allows all full-time employees to use up to eight hours of paid time to volunteer in the community.
In the fourth quarter of 2023, a time traditionally known for giving back during the holiday season, the Herc C³ Committee sprang into action and organized several successful events at FSC, each highlighted to the right.
Already this year, the Herc C³ Committee has planned more community and team member engagement opportunities. As we aim to grow our impact, Herc C³ will continue to partner with the Sustainability team and HR with a focus on expanding our efforts companywide. More to come!
In late October, in time for Thanksgiving food donations, FSC departments competed in a “CANstruction” event – a food drive where teams built structures made entirely from canned goods and other non-perishable items. This friendly competition enabled Herc Rentals to donate 3,387 food items to a local Southwest Florida charity. These donations, valued at $5,404 provided meals for 676 local families.
FSC Angel Tree
The giving continued in December when the Herc C³ Committee partnered with The Children’s Advocacy Center of Southwest Florida to organize an Angel Tree in the FSC lobby. Offering gift suggestions for children of various ages, FSC Team Herc collected items such as remotecontrolled cars, dolls, Legos, speakers, makeup kits, board games, and more.

Sustainability Spotlight
At Herc Rentals, we are driven by the purpose of helping our customers and communities build a brighter future. Guided by this purpose, our Sustainability team oversees our environmental, social and governance disclosure (ESG) and social impact efforts with a focus on integrating sustainability practices across our business.
In this article, we’re spotlighting Katie Leone who joined Herc Rentals in October of 2023 as Director of Sustainability. Read about her experience so far as a member of Team Herc and what she and the Sustainability team have planned for 2024.
Explain the definition of “Sustainability” as related to a company like Herc Rentals.
Corporate sustainability is about creating value responsibly by taking care of people and safeguarding the planet while being profitable. At the end of the day, profitability is inextricably linked to the people and the resources that make it possible to deliver our equipment and expertise to customers. I see managing sustainability risks and opportunities as critical to achieving our business objectives—whether they are for the next quarter or the next quarter century.
What are some ways Herc Rentals is sustainable?
Socially, Herc invests in employees through competitive compensation and benefits as well as professional learning and development programs. Additionally, our human rights and business ethics policies demonstrate our commitment to the people throughout our supply chain. Environmentally, our business model contributes to the sustainability trend known as the “circular economy.” Circular economy solutions help drastically reduce waste and carbon emissions. Leasing and renting business models are key enablers of a circular economy because they require fewer products to be manufactured, which helps achieve higher utilization rates and offers customers the most energy-efficient items available.
What are you and the Sustainability team currently focused on?
Right now, we are focused on launching our Building Brighter Futures initiative, which will support the members of Team Herc in growing our impact across communities. To focus our efforts, we established three Social Impact Pillars to serve as our North Star, guiding our volunteerism and charitable giving as a company in a manner that fits our brand identity and culture. These pillars include Safe & Resilient Communities, Education & Skill Building and Environmental Stewardship. I am excited to be working with so many talented people to develop signature programs using these pillars to inform our approach to nonprofit partnerships and employee volunteerism at scale.
What is something you’re excited about in the coming months?
I am looking forward to seeing our 2024 Corporate Citizenship Report come to life. It’s always a fun project because it provides a platform to shine a light on our achievements while reflecting on the challenges we need to overcome to take our work to the next level. I am also pumped about our Earth Month activities underway, employees are engaged in the educational Bingo game and we are also piloting team-based volunteer activations with environmental nonprofits in six diverse markets. On a personal note, I’m looking forward to celebrating two of my niece’s approaching life milestones. One is becoming a teenager and having a Swiftie Eras party to celebrate. Another is graduating from high school and heading to The Ohio State University.
What is your favorite part of your job?
The people. Every team contributes to our sustainability performance and it’s a privilege to be able to work so cross-functionally. Also, I’m constantly learning. I find sustainability subject matter endlessly fascinating because it requires an understanding of interconnected social, environmental and economic systems. Additionally, the state of practice for sustainability professionals is dynamic and the goalposts constantly shift. If you are standing still, you are moving backward and that keeps life interesting.
Team Herc Women in Action
The women of Team Herc are certainly “in action,” growing in number and serving in roles across every part of our company as indicated in the graphic on the right. Leading our efforts to attract and develop women at Herc Rentals is our Women in Action (WIA) employee resource group which continues to advance its mission to “empower, support and develop women by facilitating the exchange of knowledge and experience through learning opportunities and internal/ external networking events.”
In 2023, the WIA facilitated the third annual cohort of the Women’s Mentoring Program which pairs a seasoned leader with a Team Herc woman seeking professional development opportunities.
Fifteen Team Herc women received mentoring through this program last year. On the next page are highlights from some of the mentees and mentors on their experience with the program.
Participation in the WIA is voluntary, and open to all women at Team Herc, with no obligations or requirements for any member of the group.
If you would like to learn more about Women in Action, click on the link below to visit the WIA page on Herc Central.

At Herc Rentals, we not only thank our military veterans and those actively serving in the Reserves or National Guard, but we also hire and support them in advancing their careers. Our Veteran Resource Group (VRG), now in its sixth year, actively supports that journey. Open to all former and active service members, the VRG serves as a supportive community for networking, mentoring and encouraging fellow veteran and military members in growing in their careers with us. Shown at the right are highlights in numbers of the veteran population of Team Herc.
Our veteran and active-duty team members have not only made remarkable contributions to their countries, but they also provide unique skills and experiences that are invaluable to our success. What Veterans at Herc Do
We had the opportunity to speak with Virginia Bagget, Field Service Mechanic from Portland, Oregon and U.S. Air Force Veteran. Virginia joined Herc Rentals in June of 2023, after being contacted by a Team Herc recruiter and then meeting her local branch team and learning of the opportunities for career growth with our company. Read about Virginia’s experience on the next page. It’s particularly exciting to spotlight Virginia, because as one of our Team Herc women, she is also a member of our Women in Action (WIA) resource group which you can read more about on page 16.
Why did you join the military?
Virginia Bagget
Field Service Mechanic Portland, Oregon
U.S. Air Force Veteran
Personal growth opportunity and a better life for my kids.
What were your job functions in the military?
I maintained and repaired aircraft arresting systems and diesel generators. That was my main job, but I was part of a civil engineering squadron, and we all trained and learned everyone’s jobs. In emergency situations, I liked being able to step in when I was needed.
How have you applied what you learned in the military to your position at Herc Rentals?
My foundational knowledge of mechanics and electrical work applies to everything I do at Herc Rentals. Beyond that, the people and customer skills all tie together.
How did serving in the military change you?
It changed the person I am because of what I learned about people’s lives through the friendships created and people I crossed paths with. It was neat to see people come together from different cultures. Serving made me more aware of people’s struggles and what they go through that you don’t think about.
What’s your favorite part of your job at Herc Rentals?
Job satisfaction! You show up to a job site with the information that has been relayed to you, and it’s an accomplishing feeling to get the equipment up and running again.
What advice would you give other veterans who may be considering a job at Herc Rentals?
I’d say go for the opportunity. There’s so much training and great people at this company. It’s a good choice to make!
Trends and Technology Driving the Future of Equipment Rental
Over the last decade, our industry has seen a considerable shift from owning to renting equipment. Today, customers in the industries we serve understand better than ever the economic, environmental and logistical benefits of renting equipment. Especially for classic equipment categories, the trend toward renting vs. owning has grown year-over-year, and now we are also seeing a rise in rental over ownership of specialty equipment classes to cover peak demand periods and address short-term usage.
The top reasons driving the growing trend from equipment ownership to equipment rental include:
1
2
3
4
Avoiding a large down payment, interest rates and monthly payments; No maintenance, insurance or depreciation costs;
No transportation costs or storage locations needed between jobs; and
Access to renting the newest and most advanced technology.
Expand Your Knowledge
In fact, another growing trend in the equipment rental industry is the use of technology and digital innovations that make the equipment rental process more efficient, accessible and customer-centric.
Herc Rentals is on the forefront of this trend with our customer-facing ProControl NextGen™ digital platform. Introduced to the market in mid-2022, ProControl NextGen™ is a comprehensive collection of applications and tools that provide customers with more insight and control over their rental performance and utilization.
To build exposure around the investments we are making in technology, in the fourth-quarter of 2023, we partnered with external publications to showcase how we are elevating our customer experience with ProControl NextGen™. Click the web images below to read more about our digital transformation.
At our Investor Day event in November 2023, we shared this video which highlights key features and benefits of ProControl NextGen™ across the equipment rental cycle.
Coming Soon: ProExpo Highlights and Key Themes
In our next issue of Herc Highlights, we’ll showcase highlights from our 2024 ProExpo held in Phoenix, Arizona in February. The theme of the event was “Raising the Bar” – in 2024, and beyond!
Stay tuned for key themes and take aways for keeping this mantra front and center as we pursue continued double-digit growth and improvement.
