About This Guide
Dear Future Duval County Medical Society Member: Thank you very much for your interest in the Duval County Medical Society (DCMS). Founded in 1853, the DCMS has a long and storied tradition of helping physicians and patients locally and throughout the state of Florida. With over 1,900 members strong, the DCMS serves as the leading and guiding force in healthcare for Northeast Florida.
First and foremost, the DCMS is here to serve all physicians. No matter if you are in private practice, work for a hospital system, a small group, or a large group, the DCMS is your source for practice and professional development. We strive to meet the demands and challenges of medical practice. From holding webinars on Telehealth guidelines, pertinent legislation, MACRA, and more, to lobbying our state and national legislators, the DCMS is always working for physicians. Published on our website and written and peer reviewed by DCMS members, our free CME serves to promote lifelong learning while providing physicians with the state mandated credits required for licensure. The DCMS also hosts dinner and special events throughout the year to help members grow their professional network while spending time with family and loved ones. Additionally, the DCMS Leadership Academy provides an opportunity for members to grow their leadership skills in our ever-changing medical environment. Beyond the practice of medicine, the DCMS is committed to the mental welfare of our physicians. The LifeBridge: Physician Wellness Program is an anonymous way for members to get professional psychological advice to prevent physician burnout, improve work-life balance, and curb any possible risk for substance abuse or suicide.

The DCMS is also active in improving the health and welfare of our community through a variety of initiatives. In 1993, the DCMS founded We Care. This physician volunteer organization provides millions of dollars of donated care to the uninsured and underinsured in Jacksonville. The annual Future of Health Care Conference, created by the DCMS and DCMS Foundation, brings together healthcare professionals and community, county, and governmental organizations to help address the specic healthcare needs of the First Coast. When it comes to any healthcare topic, DCMS physicians are well recognized as community experts that all media outlets use for accurate and credible information. We volunteer our time at free clinics, doing screenings for student athletes, and educating the community on improving their health and well-being. I look forward to welcoming you as a new Duval County Medical Society Physician. The opportunities you have for your practice, medical knowledge, leadership skills, camaraderie, and mental well-being are just a small part of what DCMS can offer to you. James St. George, MD, President Dr. James St. George attended the Univ. of Chicago and the Univ. of Massachusetts for his undergraduate and medical degrees, respectively. His internship and residency training was completed at Yale-New Haven, Univ. of Pennsylvania and Albany Medical Schools. Dr. St. George completed his fellowship training in interventional radiology at Brigham and Women’s Hospital. He was academic faculty at Harvard, Dartmouth, and Drexel Schools of Medicine. Dr. St. George is in solo practice as an interventional radiologist at St Johns Vein and Vascular Center. He also serves on the Florida Medical Association (FMA) Board of Governors and is a delegate to the FMA and Alternate Delegate to the American Medical Association.
of Surgeons (ACS). Elizabeth DeVos, MD, President-elect Dr. Elizabeth DeVos attended the Univ. of Akron and received her MD at Northeastern Ohio Medical Univ. She completed her EM residency at the Univ. of Fla. College of Medicine-Jacksonville and attended George Washington Univ. to complete an International Emergency Medicine fellowship and a Master of Public Health. Dr. DeVos is the Assistant Chair for Faculty Development and an Associate Professor in the UF College of Medicine-Jacksonville Dept. of EM. She also serves as Director of Global Health Education at the UF College of Medicine in Gainesville. Along with her husband, Ted, Dr. DeVos spent 2014 in Rwanda as faculty in the nation’s first EM residency. She’s a Fellow of the Order of the International Federation for Emergency Medicine and serves on several national and international committees to develop access to quality emergency care worldwide. She’s a member of a federal disaster medical assistance team and has deployed for hurricanes.
Steven Kailes, MD, Vice President Dr. Steven Kailes graduated from the Univ. of California, Los Angeles. He attended a dualdegree program at Tufts Univ. School of Medicine where he earned his Master of Public Health and Doctor of Medicine degrees. He completed his internship in Basic Surgery and EM residency at the Naval Medical Center, San Diego. Between internship and residency, he served as 2/4 Battalion Surgeon with the 1st Marine Division at Camp Pendleton, and deployed to Japan with the 31st Marine Expeditionary Unit. After residency, he was stationed at Naval Hospital Jacksonville and deployed to Iraq during Operation Enduring Freedom. He currently works with Emergency Resources Group providing care for the Baptist Health system. He’s a past-president of the Fla. College of Emergency Physicians and has been a member of the FMA House of Delegates for both DCMS and FCEP. He’s married to Dr. Beth Ali Kasraeian, MD, FACS, Vice President Dr. Ali Kasraeian is a board-certified urologist providing general and specialized care at Kasraeian Urology, alongside his father Dr. Ahmad Kasraeian. He completed his fellowship in advanced laparoscopic, robotic and minimally invasive urologic surgery at the Montsouris Institute in France. He received a bachelor of science degree (with honors) from the Univ. of Fla. in Gainesville, where he also earned his doctorate in medicine (with research honors). Dr. Kasraeian completed his residency in urology at the UF College of Medicine. He’s member of the State of Florida Prostate Cancer Advisory Council, a board member and legislative chair of the Florida Urological Society, and serves on the Joint Advocacy Committee of the Fl. Chapter of the American College
Kailes, a pediatric dentist, and they have two sons.
Mark Dobbertien, DO, FACS, Treasurer Dr. Mark Dobbertien was born in Michigan and attended the Univ. of Notre Dame. He attended Medical School at the Chicago College of Osteopathic Medicine and was valedictorian of his class. Dr. Dobbertien completed his internship and residency at the Univ. of Illinois Metro Group Hospitals Residency in General Surgery, followed by a fellowship in minimally invasive surgery at the Univ. of Fla. Jacksonville. He served as a career US Navy Medical Corps Officer and received the Navy Marine Corps Commendation Medal(2), Joint Achievement Medal, and Meritorious Service Medal. Dr. Dobbertien is a consultant at Flagler Hospital. He’s on the Executive Committee for the ACS Board of Governors, is the Surgical Specialties Representative to the FMA Board of Governors, and is Secretary for the Fl. Chapter of the ACS. He’s married to Lisa Dynan-Dobbertien, DO.
Ferdinand Formoso, DO, Secretary Dr. Ferdinand Formoso is a board-certified interventional pain medicine specialist as well as a board-certified physical medicine and rehabilitation specialist. After completing his bachelor’s degree in Psychology from the Univ. of Buffalo in 1996, he earned his doctorate degree at the New York College of Osteopathic Medicine in 2001. Dr. Formoso was chief resident for the Temple Univ./Moss Rehab pain management and rehabilitation residency program in Philadelphia. Under Temple’s Program Director Dr. Frank Falco, a past-president of the American Society of Interventional Pain Physicians, Dr. Formoso completed his fellowship in interventional pain medicine. He is a founder of Coastal Spine and Pain Center and serves acute and chronic pain and rehabilitation patients in Jacksonville.

A HISTORY OF LEADERSHIP
The Duval County Medical Society (DCMS) was founded in 1853 by Jacksonville physicians hoping to come together to solve a public health crisis. In the more than 160 years since, DCMS physicians have led the way in caring for the health of our city, state and nation. In fact, DCMS members helped found the Florida Medical Association right here in Jacksonville. They also helped create the rst Florida State Department of Health, right in historic Springeld. This year, during the COVID-19 crisis, the DCMS developed a program for members to order crucial personal protection equipment (PPE) supplies. The society also provided important educational webinars, guidance on pertinent legislation, and daily emails with the latest information on the crisis. DCMS Members have been leaders in organized medicine around the world, including numerous presidents of such groups as the Florida Medical Association, the American Medical Association, the World Medical Association, and specialty organizations. By joining the DCMS, you are joining a legacy of daring and caring leaders who have helped to transform the delivery of healthcare across the world. …and we’re not done yet. DCMS continues to develop future leaders in healthcare with programs for everyone from residents to seasoned professionals. These programs help develop clinical, professional and leadership skills. We look forward to helping you see the future of medicine, and helping you care for the health of our community.

LifeBridge: Physician Wellness Program
In partnership with the DCMS Foundation, the LifeBridge: Physician Wellness Program is designed to address the seriousness of physician burnout. Practicing medicine can be highly stressful and doctors face day-to-day challenges with emotional stress and work burnout which can impact one’s personal, practice, or family life. The DCMS is dedicated to addressing the needs of its physician members through a 24/7 wellness line and online resources. By calling 904-447-LIFE, DCMS members are connected with a certified counselor experienced in coaching healthcare professionals. No electronic records are kept and no information is disclosed. DCMS members receive six free sessions per calendar year. CME Opportunities
The DCMS provides free continuing medical education (CME) for its members through its online CME Portal and in-person events. The CME Portal is available at dcmsonline.org/cme and offers a variety of CME opportunities at no cost to members. This includes state-mandated courses of Prevention of Medical Errors, HIV, Human Trafficking, and Domestic Violence. Available through the website 24/7, DCMS members have the flexibility to earn credits at their leisure.
Members are also invited to participate as CME authors. For more information, contact kristy@dcmsonline.org. The DCMS Leadership Academy and the Annual Future of Healthcare Conference also provide members and nonmembers the opportunity to receive CME credits. When it comes time to record all that CME into the CE Broker website, you can take advantage of the DCMS Member discount, as well.
Leadership Academy graduates
