Disciplinary Regulations

The ECB is committed to maintaining the highest standards of behaviour and conduct in the game of cricket and the Saracens Hertfordshire Premier Cricket League shares this commitment and takes it very seriously. The ECB Premier League Disciplinary Regulations, incorporating the Code of Conduct and Spirit of Cricket have been adopted by the League and must be complied with by all those who participate in the League, including players, clubs, club officers & members, and match officials. The League is responsible for the enforcement and administration of the Disciplinary Regulations. All those participating in cricket-related activities under the auspices of the League, agree to be bound by the Disciplinary Regulations. These are set out in full on the League web site at: www.hertsleague.co.uk/documents/handbook/disciplinaryregulations.pdf There you will find detailed explanations of: • The Code of Conduct and Spirit of Cricket • Breaches and Reporting • Procedure (reporting by umpires, League’s actions, club’s responsibilities) • Disciplinary Hearings • Penalty Guidelines, Penalties and their Appropriateness • Appeals • Breaches of Discipline (offences categorised as Levels 1 to 4) • Social media code All players and club officers should familiarise themselves with the regulations online but the League wishes to emphasise the following fundamentals, contained in the Code of Conduct and Spirit of Cricket sections: Captains are responsible at all times for ensuring that play is conducted within the Spirit of Cricket, as well as within the Laws. Captains are always responsible for their Player’s Conduct. Players and team officials must always accept the umpire’s decision. Players must not show dissent at the umpire’s decision nor react in a provocative or disapproving manner towards another player or a spectator. Players and team officials shall not intimidate, assault or attempt to intimidate or assault an umpire, another player or a spectator, nor use crude and/or abusive language (known as “sledging”) nor make offensive gestures or hand signals nor deliberately distract an opponent. Players and team officials shall not make racially abusive comments nor indulge in racially abusive actions against fellow players, officials, members and supporters. Clubs must operate an active open door membership policy whilst respecting player qualification regulations and welcome players/members irrespective of ethnic origin. In the event of any player failing to comply with the instructions of an umpire, that umpire shall in the first place report the matter to the other umpire and to the player’s captain, requesting the latter to take action. According to the Laws, the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time, and it is the responsibility of the captain to act where required. 70
