1 - INTRODUCTION HG Design Studio (HG), is pleased and excited to submit qualifications and proposal for Land Planning Services for Fenton Mill Associates, LLC. • We are a creative land planning, landscape architecture, planning and civil engineering firm, and as such, our disciplines work collaboratively instead of overpowering one or the other. • Our clients receive the benefit of a site design that is comprehensively master planned, competently engineered and elegantly designed. • Clients interact with our owners and leadership on their projects. • Our focus is not on top line growth or perpetual expansion, but rather on cultivating fewer and happier clients. • This strategy results in superior client services, response times, and reasonable fees attributed to less overhead and design efficiencies between site design professionals.
For most of our history (over 60 years), HG Design Studio has been a prolific and well-respected land planning and landscape architecture firm, with representative planning and design for an immense number of regional projects on any scale or market sector. Our philosophy is that site design should perform required functions without distracting from the aesthetics of the buildings and environment they serve. When necessary, we interweave our landscape architecture expertise and civil engineering aptitude throughout the process, creating efficiencies and specialized project outcomes, with an emphasis on design.

From the macro to the micro, HG has partnered professionally with the developer to create this planned community, including master planning, land use planning, re-zoning, branding, and site design of all components. The Master Plan describes a vision for the site’s 227 heavily treed acres in terms of both design aesthetics and amenities to ensure a quality development for residents and users to enjoy while ensuring that the Bailey Bridge Connector safely alleviates traffic congestion on Route 360. It consists of multiple residential neighborhoods with a commercial center. These neighborhoods will be connected via a system of shared use paths and open spaces. A maximum of 814 residential units are planned, including multi-family, single family attached, and single family detached. A variety of unit types will be offered to cater to various users including young professionals, families, and retirees, with a focus on low maintenance living, and approximately 34% of the development will be dedicated open space. Amenities abound at Swift Creek. Paths and bike racks will be located throughout the development. HG is designing sidewalks and amenities within each neighborhood that will connect to the shared use path system in order for pedestrians and cyclists to be able to travel between neighborhoods and the commercial center of Swift Creek Station. HG is taking care to facilitate clearly marked pedestrian crosswalks that will be located at major intersections and provide access to the proposed Chesterfield County trail that is to run along Swift Creek. A variety of open spaces to suit the needs of various users, possibly including pocket parks, multi-purpose fields, picnic areas, community gardens, play grounds, dog parks, and pet stations will promote active participants, and parking areas may be set aside for RVs and boats. HG is also incorporating other innovative proprietary planning and usage ideas at Swift Creek Station. Amenities for the multi-family sector includes a pool, clubhouse, and grilling stations. The commercial area will consist of neighborhood shops, restaurants, and offices to serve the residents of Swift Creek Station and the surrounding communities. Other uses include an assisted living facility, brewery or restaurant with a small outdoor event space, veterinary hospital or pet groomers, and a gas station. The landscaped roundabout will be a focal point and feature around which the commercial area is organized. The roundabout will also serve as a gateway into the development. A lucious landscaped buffer will separate the commercial areas from the proposed residential neighborhoods. HG prepared a descriptive booklet to catalogue and detail the components of the master plan, as well as design guidelines for the community.

MANAKIN TOWNE MIXED-USE MASTER PLAN GOOCHLAND COUNTY, VA

This proposed $100 million project calls for a mix of commercial and residential uses on 24 acres in Goochland County. Two two-story office buildings totaling 36,000 square feet, and a mix of one- and two-story retail buildings with about 45,500 square feet, as well as 39 townhomes and 224 multifamily units. The master plan leaves the option of including another 15 acres east of Sycamore Creek Golf Club clubhouse for development at a later date. HG provided conceptual site planning and material for submittal for re-zoning, as well as a 44-page Manakin Towne Center Design Guidelines Book. The goal achieved of the latter was to provide the standards and design parameters that reect and maintain the overall character of Manakin Towne Center as a place and community. It also contains major architectural and urban design categories that are essential to deďŹ ne the development and meet the desired standards and expectations.

CHICKAHOMINY FALLS HANOVER COUNTY, VA

HG Design Studio is proud to have been a part of planning this unique community. Dave Gerstenmaier created a master plan that includes 400 single-family units on 200 acres with a twist on its farmland roots. Chickahominy Falls is the Richmond area’s first neighborhood that speaks to a farm-to-table and alternative trends to the conventional neighborhood template. Empty nesters and retirees are attracted to a concept that will blend suburban clubhouse living with professionally managed organic farming, producing fresh, local, healthy fruits, veggies, and foods while creating a wonderful and unique outdoor amenity for the residents. Farm-lets or Pocket-Gardens will be dotted throughout the neighborhood, alongside other HG designs around the clubhouse, pool, green spaces and play spaces. The community is planned for the 55+ age group with opportunities to experience and enjoy outdoor activities and healthier choices of food. HG Design Studio assisted with all levels of initial planning and zoning for the neighborhood and its adjacent 10 acre farm, along with designing open and gathering outdoor spaces, walking trails, bike trails around the river and shared spaces. HG connected the developer with a national organic farming vendor and worked with the natural topography of the site for placemaking of the gardens. With multiple wetland areas cutting up the site, a grid style development would not work. Our designers let the land dictate where our sections lines would be. Once sections were defined, we could work with the grades to see what type of product would best work in those areas. The wetlands and other low-lying areas became ideal areas for walking trails that connect the whole project together. HG also provided landscape and lighting plans for each section and worked with the team to design and implement a sales and marketing center on the farm. For Cornerstone Development, a commitment to environmental preservation and sustainability is important, so HG is tasked with adhering to the low-impact community plan. State-of-the-art conservation practices will protect mature hardwoods, watersheds and the river.

ASHBURY VILLAGE HANOVER COUNTY, VA
Ashbury Village is a mixed-use community that features the traditional elements of towns like smaller lots, architectural and design covenants, pedestrian scale development, smaller retail shops and restaurants, and defined public spaces. The boulevard entrance leads to a small “Main Street” for the retail and office components. We designed the area for the uses to face the boulevard entrance and the main cross street with parking tucked behind the building fronts to avoid creating a typical suburban strip development along Route 54. The boulevard terminates at the active recreation facility – clubhouse, pool, tennis courts, and play ground – and the residential lots gradually increase in size as one moves away from the village center. In addition, we created alleys throughout the community to provide service area and rear access to homes and garages. We’ve designed a landscaped, irrigated and lighted entranceway with upscale signage that blends into the existing character of the Town of Ashland as well as rural character along Route 54. Generally, landscaping was focused on tree-lined streets and front yards punctuated by areas of more formal design elements such as hedges. Existing vegetation in the natural open space areas was generally left in its existing state except where additional plantings were needed to restore or add to the natural environment.

West Broad Village is a 115 acre neo-traditional mixed use development located at West Broad Street and I-64 in western Henrico County. The development combines residential, retail, office, hotel, and recreational uses all within a walkable community. HG Design Studio was retained by the developer to develop and refine the open space master plan, a plan that weaves together and defines the various neighborhoods, promotes walkability, and preserves environmentally sensitive areas. Key features of the open space plan include a “Main Street” park, residential courtyards, and a linear park and trail system. The “Main Street” park is an urban park that serves as a central organizing feature in the commercial district. The park contains several outdoor “rooms” offering shoppers, employees, and residents a place to socialize, people watch, or just relax. In the residential district, row houses are situated around intimate courtyards. These semi-private spaces provide residents with a place to gather, entertain friends, or read a book. The linear park system along the perimeter of the site is the place for active recreation within the community. It contains walking and biking trails and a playground. The park also serves to protect significant environmental features within the development including wetlands and wooded areas. HG was also involved in the rezoning process and was responsible for preparing all open space exhibits for rezoning, attending public meeting, and coordinating with the project team on rezoning submissions to the County. The firm submitted conceptual designs for the designs listed above. HG Design Studio was also responsible for the landscape and hardscape design, irrigation and lighting layout, and selection and placement of street furniture for the commercial district, entrance and neighborhood monuments, buffers, “Main Street” park, residential streets and courtyards, community clubhouse and recreation area, and linear park. The submission of POD landscape and lighting plans to the County, assistance with the bidding process and contractor selection, and construction administration services were included as part of the firm’s design services. Ultimately we prepared a comprehensive open space plan and conceptual designs for the main street park, community clubhouse and pool area, residential courtyards, and the linear park. The village buildings and open spaces connect through the urban streetscape network. Combining conceptual plans, images, and textual descriptions, the project team generated detailed design standards for the rezoning submittal.
TARRINGTON ON THE JAMES MASTER PLAN CHESTERFIELD COUNTY, VA
Set amidst 200 acres of native pines and oaks, Tarrington offers up-scale architecture and spacious lot sizes difficult to match in the region. There is a mix of cluster, single-family and villa lot styles to choose from. Central to the development is a spectacular clubhouse and swimming pool complex. The recreation area offers three pools, water slides and a wooded recreation area. HG Design Studio worked closely with the developer to master plan the neighborhood and to develop the site to its full potential. The firm was responsible for site master planning, zoning assistance, pool and recreational area site design, construction documentation and construction management.

PORT WARWICK MASTER PLAN NEWPORT NEWS, VA

Port Warwick is a 176-acre development being constructed on the largest undeveloped parcel of property in Newport News, Virginia. The site Port contains over 16 different high quality real estate uses, including free standing commercial buildings, apartment and condominium buildings with both retail and office uses on their first floors, churches, single family and duplex homes for sale, and a major medical complex. In addition, it has developed live/work homes and retail townhouses with above-shop living. These uses are assembled around urban “squares”, a characteristic found in London or other major European cities; mixing commercial and residential uses within buildings in a high density, high quality design. Port Warwick is comprised of approximately 500,000 square feet of residential and 500,000 square feet of commercial, office, and retail development. Its uniqueness from a development perspective is that all of these various uses began at the same time, so that all of the uses were constructed in tandem. The project, initially thought to have a 10 year development timeline, was significantly completed within 3 years. Port Warwick is the first high quality mixed use “new urbanist” development in Newport News, and one of the first and most successful of its kind in America. From a community perspective, the overwhelming success of the development proved to residents of this community and outside developers alike that Newport News can support a high quality development, commanding some of the highest sales dollars per acre for commercial property in Tidewater, Virginia, apartments with the highest rental rates in the area, and homes, residential duplexes, and condominiums briskly selling today. The City of Newport News, unlike many of the other core cities of Virginia, has no older, historic residential, or commercial core. Port Warwick, being located in the new urban center of the Virginia Peninsula, has become the cities “Fan District” or “Ghent”. In addition, the development contains permanent monumental public sculptures by national and international sculptors, located along one of the main thoroughfares, creating a “Monument Avenue” for the City.

OAK PARK MASTER PLAN CHESTERFIELD COUNTY, VA

Oak Park is situated in Chesterfield County, one of the areas most rapidly developing counties. It is a unique neighborhood of less than 80 homes linked by tree-lined streets and sidewalks. Oak Park was master planned at a human scale, emphasizing connectivity and traditional values. Amenities include sidewalks and pathways, gardens and parks, and alleys. The plan sets homes conversationally close to the front sidewalks to promote social interaction and a design approach that harkens back to traditional neighborhood planning. The neighborhood commands attention from its location on Robious Road with a stately brick wall. The garage placement on these lots were meant to be reminiscent of traditional neighborhoods where garages are detached and away from the house. The Oak Park garage was taken to the next level with detailed architectural design and placement within the neighborhood wall. HG Design Studio was closely involved with the project since its inception. Our firm worked closely with the developer on the intricacies of the layout as well as site planning of individual lots. In addition, the team worked with local county officials on the rezoning and approvals of the master plan. While it is reminiscent of a traditional neighborhood one can find in the City of Richmond’s Ginter Park and the Fan, Oak Park is not the typical suburban layout.

The Village of Westchester is comprised of approximately 300 acres in western Chesterfield County, Virginia. Westchester is a mixed use, walkable community that includes retail and office space, apartments, townhouses and single family detached units. The client asked HG Design Studio to create a site plan for one of the residential neighborhoods located adjacent to the town center. The site plan includes 350 units of townhouses and single family units, parks and recreation areas, and a recreation center. Part of the challenge to developing this site plan was to mitigate the steep slopes and wetlands while capitalizing on views and creating connections to the “town center�.
WYNDHAM COMMUNITY MASTER PLAN HENRICO COUNTY, VA

Set in western Henrico County, Wyndham is a multi-award winning golf and residential community. A complex neighborhood network was developed around the Curtis Strange signature golf course, The Dominion Club. The intent of the master plan was to take full advantage of golf course views and lots without compromising the integrity of the course and its sight lines. HG Design Studio assisted the developer with the community master plan and with the detailing of all the neighborhood amenities. Wyndham was the first of its kind in the area, combining superior recreational facilities, and different home types within one community. The firm was also involved in the properties rezoning, preparing zoning amendments and graphic renderings. An integral part of the community is The Dominion Club. The Dominion Club occupies an approximately 11-acre site at the center of the Wyndham development. The Clubhouse is situated topographically on the most prominent position overlooking the lake. Organized within the natural landscape, the complex is set up on a north-south axis anchoring the Clubhouse at the center with the lake, gazebo and amphitheater to the south, and the Swim and Tennis Court Complex to the north. The Wyndham community signage program is a comprehensive signage and neighborhood identification system using brick, cast stone and wrought iron. These materials give the golf course community a sense of casual elegance. The main entrance is composed of long curvilinear walls and naturalized landscaping, whereas the neighborhood entrances incorporate individual styling of brick piers and wrought iron detail.
FOUNDERS BRIDGE
CHESTERFIELD COUNTY, VA
Founders Bridge is an upscale residential community that straddles Chesterfield and Powhatan Counties. HG Design Studio assisted our clients with complete site design services for the community. We created designs for the site master plan, the recreation center site plan, the community pool and snack bar, the entrance design, subdivision layouts within the community, pedestrian pathways, all site amenities, and all neighborhood parks from schematic design concepts through construction documentation and management. At the community center, we designed a relaxation pool with ample space for lounge chairs adjacent to the lap pool, with a permanent shade structure between the two to provide all users a respite from the sun. In addition, we created plans for the tennis court complex and trails connecting it to the pool area. HG designed the entrance wall, a major design feature, with Shenandoah field stone and a cobblestone accent. Concerned that a large entrance feature would create an imposing wall, we designed a curvilinear layout with warm stone to soften the feel of the structure and evoke a viewer response, creating not only an entry wall but a piece of art for the Founders Bridge community.

ST. JOHN’S OF HILLS QUARTER MASTER PLAN IRVINGTON, VA
St. John’s of Hills Quarter is a master planned community of over 200 acres located on Virginia’s pristine Eastern Shore. The community is a maintenance free development. It has been strategically planned to take advantage of spectacular views, rolling hills and a convenient location within the region. The development is planned to provide its residents with an integrated pedestrian and vehicular access system, shopping within walking distance, recreational amenities and immediate access to breathtaking views of the King Carter Golf Course. HG Design Studio worked closely with the developer to design a high end community that would meet the needs of homeowners that want an all year round get away as well as a second home at this popular location. Overall master planning, specific area site planning as well as golf course routing were tasks that HG successfully completed for the developer. In addition, the firm wrote design guidelines for Hills Quarter that outlined development standards for the neighborhoods as well the commercial areas.

CAPITOL SQUARE LANDSCAPE MASTER PLAN RICHMOND, VA

HG Design Studio was commissioned to revise the Master Plan for the Capitol Grounds which feature the Capitol building, a National Historic Landmark designed by Thomas Jefferson. Capitol Square serves a significant dual role as the historic seat of state government as well as being an urban oasis in downtown Richmond. The project team had to balance several competing interests in the master plan from historic preservationists, to sustainability activists, to state legislators. We established guidelines for daily, weekly and ongoing maintenance; future landscape and hardscape installations; and addressing safety concerns and citizen complaints. We created recommendations for access, circulation and parking; hardscape materials; site elements; vegetation and topography, all within the context of preserving the prominent features of this important and historic site. We also gave consideration to future maintenance with a focus on less labor-intensive practices.
ST. FRANCIS MEDICAL CENTER BON SECOURS HEALTH SYSTEM
St. Francis Medical Center is a 45-acre medical campus that comprises a 130-bed acute care hospital, an attached six-story medical office building and two freestanding medical office buildings. In lieu of a sea of asphalt as the first thing greeting hospital guests, the team at HG Design Studio created a site plan that features a tree-lined boulevard with pedestrian-scale lighting, and a series of smaller parking lots on either side, making the walk from the car the first in a series of soothing, calming measures designed to welcome guests. At the entry, a large central fountain and vine-covered pergolas soften the face of the hospital building. At the back of the hospital a sunken chapel garden is one of the signature features of the hospital. Nestled between the retaining wall for the parking lot 16 feet above, and the hospital building, this long, narrow, potentially-challenging space presented HG with an opportunity to create something spectacular. Long pergolas line either side of the garden, and a cast stone gazebo at one end not only creates a lovely focal point, but completes the garden which has become a popular site for weddings. We designed a reflecting pool and granite runnel water feature to add the soothing sights and sounds of running water, and our plant palette of mixed evergreens, deciduous shrubs and herbaceous perennials provides year-round interest. Both the front entry and the chapel garden contributed to the Medical Center being named America’s Most Beautiful Hospital by Soliant Health in 2011. In making this distinction, organizers cited the landscaping that “welcomes patients and visitors to relax and regenerate.�

GOVERNMENT CENTER MASTER PLAN CHESTERFIELD COUNTY, VA

HG Design Studio has had a working relationship with Chesterfield County since the 1980s. The firm, along with a qualified team of design consultants, completed the original master plan for the 600-acre County government center that included improvements to the infrastructure and provide for an orderly framework for future growth. Much of this master plan was implemented over the years. In 2001, HG, as part of a design team, was again retained to revisit and update the master plan. New issues were on the table for review. The development of today’s Government Center needed to address the organization of buildings for a more pedestrian oriented campus, additional greenspace for employees and community events was needed as well as an analysis of how the internet and access to the County has affected visitation to the complex. Challenge – To conceptualize a plan of development that would accommodate today’s needs as well as future growth. Solution – Our team worked closely with the staff to devise a plan that would meet their needs. We met with the master plan committee as well as various department heads to understand their present and future needs. The team also spent extensive time on the campus, reviewing possible building locations, site access, and surrounding land uses. Challenge – To determine the actual number of parking spaces required to accommodate projected building square footage and to locate these spaces within close proximity to the buildings. Solution – In consultation with the project engineer, we determined the existing parking spaces, number required to accommodate projected building square footage and where the most advantageous locations would be. We also suggested locations for parking decks if the need should arise. Based on the parking analysis, we determined that the County required far fewer parking spaces then originally needed. The key would be to locate these spaces favorable to the buildings to minimize the commute from the lot to the building.
VIRGINIA EXECUTIVE MANSION MASTER PLAN RICHMOND, VA

The Executive Mansion renovation addressed issues dealing with both the house and the landscape. Design efforts were concentrated to the north terrace, the walkways, a new sculpture garden and the fountain renovations. The carriage house courtyard was designed with intricate and durable pavers to accommodate parking as well as spillover for large events. Design issues and modifications were made after much committee input and detailed historical research. In addition, site security was taken into consideration during the design process. Additional lighting was put in place where necessary and vegetation was reviewed so that dark spots were avoided. Challenge - Working with numerous stakeholder groups and committees. Solution - Regular meetings with decision makers and interested parties. Meetings were geared toward moving the project forward. Challenge - Ambitious scheduling Solution - Detailed construction documentation as well as regular site visits. H&G project managers were also available for emergency meetings and special projects.
WINDMILL POINT MARINA & RESORT MASTER PLAN LANCASTER, VA

HG Design Studio worked with the developer to master plan this site, one of the most spectacular places on the Virginia side of the Chesapeake Bay. The resort, which orginally opened in 1961, was in dire need of a second look. HG provided the developers with ideas for a large inn and conference center with banquet accommondations, condominium properties, a restaurant and an upgraded marina facility.

NEWPORT NEWS, VA

HG Design Studio were contracted to reevaluate the 650 acre business park that was initially developed in the 1960’s. The park was suffering from a lack of investment and interest by commercial developers that resulted in an uneven balance of industrial development. The redesign created a central park space dominated by a grand water feature. The plan called for the space to be surrounded by mixed-use mid to high rise office, hotel and retail space. The park is a venue for social gatherings and outdoor events, performs as a traffic calming device and as stormwater retention for the surrounding development. It has become a successful urban park that continues to attract developers of office, hotel, restaurant and retail space, and more recently has become home to luxury condominiums, apartments and townhomes.

DAVE GERSTENMAIER, PLA, ASLA, ULI PARTNER/DIRECTOR OF DESIGN For over 30 years, Dave has accumulated an extensive and award-winning portfolio in landscape architectural design and land planning in Virginia. Clients appreciate Dave’s passion and responsiveness resulting from the small-size firm mindset, but creative ingenuity usually characteristic of a metropolitan practice that has distinguished the firm’s work. Through Dave’s creative land planning, and design of the courtyards and grounds at Bon Secours St. Francis Medical Center, the campus was designated “America’s Most Beautiful Hospital.” His ability to combine pragmatism, financial responsibility, and outstanding design has made Dave a regional leader in the industry. RELEVANT EXPERIENCE Tarrington on the James | Chesterfield County, VA Dave led the design for this master planned community and worked with the developer to design amenities that would add value to the development as a whole. A 25 meter six lane swimming pool, adult pool and tot pool were designed centrally located within the development. The pool complex is situated adjacent to the clubhouse for convenience and so that both spaces may be used simultaneously. As a complement to this area, a level sports field, children’s playground and elevated walkways were designed by the team. Founders Bridge | Powhatan, VA Dave directed the land planning and design for this upscale residential community. The master plan included a pool house, three pools, bathrooms and snack bar. Dave worked with the developer to design a pool complex that would accommodate the wide range of residents that make Founders Bridge their home. An adult pool was designed with ample seating, adjacent to the recreation pool. A permanent shade structure was also designed to provide refuge from the sun. The structure was placed between the adult pool and recreation pool so that both pool users could take advantage of it. In addition, design services included the tennis court complex built next to the pool area. Port Warwick Community Master Plan | Newport News, VA Dave was part of the design team that created the master plan for this former brownfield site and helped turn it into an award-winning mixed-use community featuring retail shops, apartments and townhomes, offices and a central park that is the site of community events like the summer concert series and the holiday tree lighting ceremony. New Town Mixed-Use Community | Williamsburg, VA HG created the master plan and park plans for New Town, a 365-acre mixed use “New Urbanism” community in Williamsburg. It features a business park; medical offices; government offices and public services; homes, apartments and condos; parks; walking and biking trails; shopping; restaurants and parking. Capitol Square Master Plan | Richmond, VA Dave revised and updated the Master Plan for the Capitol Grounds which feature the Capitol building, a National Historic Landmark designed by Thomas Jefferson. Capitol Square serves a significant dual role as the historic seat of state government as well as being an urban oasis in downtown Richmond. The project team had to balance several competing interests in the master plan from historic preservationists, to sustainability activists, to state legislators. HG established guidelines for daily, weekly and ongoing maintenance; future landscape and hardscape installations; and addressing safety concerns and citizen complaints. Dave and his team created recommendations for access, circulation and parking; hardscape materials; site elements; vegetation and topography, all within the context of preserving the prominent features of this important and historic site.

CHARLENE HARPER, PE, LEED AP DIRECTOR OF ENGINEERING/DESIGN PARTNER Charlene has more than 23 years of experience in the fields of water resources and site development specializing in low impact development and innovative stormwater treatment designs, stormwater concepts for federal projects, and compliance strategies for MS-4 and industrial stormwater permit programs. Her work focuses on the reduction of environmental impacts due to the built environment both during and post-construction, as well as identifying opportunities for water quality and flood control retrofits. Charlene is an expert in the design and installation oversight of innovative stormwater treatment techniques such as green roofs, cisterns, permeable pavements, submerged gravel wetlands, and bioretention cells in addition to traditional treatment practices such as filters and basins. She has managed significant contracts for both public and private sector clients, using a collaborative project approach and management style. RELEVANT EXPERIENCE Corporate Campus Building, Parking Deck, Multi-Purpose Building and Honor Garden | Goochland, VA The company’s motivation for expansion, redesign and upgrading of the West Creek Campus was to attract the best and brightest talent in their field. Located on 300 wooded acres in Western Goochland County, Charlene and the team of designers were tasked to think “outside the box” and create stunning park-like exteriors that took into account the location’s views and natural beauty. HG refined the campus master plan for the project, including the required placement of buildings, parking systems with easy access in mind, pedestrian friendly crosswalks and walkways, and efficient traffic flow patterns. HG also managed hardscape plans that included the design of entrance plazas, outdoor collaborative spaces, covered walkways to connect buildings, smoking shelters and a trail system. In Phase 3, a memorial garden, extensive native plant plan, bridge design and additional building exteriors with a similar landscape design objectives to other earlier phases was implemented. Scott’s View | Richmond, VA Charlene was the project manager and lead engineer for Scott’s View, a mixed-use project in the Scott’s Addition neighborhood of the City of Richmond. HG provided civil engineering and landscape architecture for the 5-story building and associated parking garage. Services included preparation and approval of a Plan of Development as well as support during the permitting phase of the project. It is currently under construction. Richmond Raceway | Henrico County, VA Charlene managed the civil engineering for this $30 million infield redevelopment project. The new design will bring a variety of enhanced amenities for fans, teams, sponsors and other stakeholders to the iconic Richmond infield. Race fans will be able to get closer than ever to NASCAR’s best with new Monster Energy NASCAR Cup Series garages and a fan viewing walkway providing full immersion into the sport. Fans will also be able to watch race cars complete their runs through inspection stations in the new infield. In addition to the new garage walkways and inspection viewing areas, other new attractions include expansive Richmond infield social and engagement areas with concessions. City of Richmond Stormwater Master Plan | Richmond, VA* Charlene performed gap analysis of existing Richmond stormwater programs compared to anticipated MS-4 permit requirements, including budgets and staffing. Charlene was Project Manager for the Cherokee Lake Watershed Master Plan and Senior Project Engineer for multiple other watershed master planning efforts. As such, she evaluated historic drainage complaints, performed site visits and developed a suite of BMP’s appropriate to address watershed issues. Charlene recommended and ranked capital improvement projects.

RICK GORRELL, PLA SENIOR ASSOCIATE/LANDSCAPE ARCHITECT Ricky returned to HG Design Studio after working at an architecture firm and brings his considerable experience back to our team. In his 37 years’ experience as a landscape architect, Ricky has worked on private and public projects ranging from corporate headquarters to county libraries to largescale residential estates. With a particular expertise in the areas of master planning, commercial development, and residential design, Ricky’s ability to see the big picture combined with his eye for detail serves him well on a range of projects in academic, healthcare, municipal and private sectors. RELEVANT EXPERIENCE West Broad Village Mixed-Use Community | Richmond, VA The development combines residential, retail, office, hotel, and recreational uses all within a walkable community. HG was retained by the developer during rezoning to work with the architect in developing an open space plan, conceptual park design, and landscape standards for streetscapes and screening. We prepared a comprehensive open space plan and conceptual designs for the main street park, community clubhouse and pool area, residential courtyards, and the linear park. The village buildings and open spaces connect through the urban streetscape network. Combining conceptual plans, images, and textual descriptions, the project team generated detailed design standards for the rezoning submittal. The Sauer Center | Richmond, VA The Sauer Center is a 40 acre mixed-use city infill project anchored by a new Whole Foods store. HG Design Studio provided the master plan, which includes a 125-unit apartment complex with high-end amenities and several office buildings such as the C.F Sauer Company headquarters, which will receive a complete renovation. Several of the buildings on the site are historic and will be fully restored while new buildings are also added. Efforts are being made to maintain an urban look and improve walkability by providing a pedestrian plaza and corridors throughout the site. The plan also includes a GRTC Pulse station, streetscaping along Broad Street, and a parking deck servicing the apartment complex and the historic Putney building. The entire site will be upgraded to be ADA accessible. Virginia Historical Society Master Plan and Landscape Architecture | Richmond, VA HG was retained after a $38 million fundraising campaign allowed the museum to present a friendlier face on the Boulevard, creating a more prominent main entrance from its parking area and tell a more compelling story of the museum. The focus was not on additional space, but to make smarter use of the existing space. Our master plan integrated the goal of easier, open access to all entrances with the museum’s architectural design. A visually tiered plaza was designed to replace pavement and plant material. The additional green space serves as a connection to the Virginia Museum of Fine Arts. The client’s vision of providing a welcoming exterior environment was achieved through HG’s design. Direction of vehicular and traffic patterns, lighting and landscape plans, and standards for amenities complete the landscape architecture services performed for the project which was completed in 2015. Lewis Ginter Botanical Garden | Richmond, VA In keeping with the Master Plan created by HG Design Studio, Dave designed Lewis Ginter’s iconic rose garden. What enthusiasts who marvel at the 1,800 roses may not know is that the project included reconstruction of wetland to filter residual nutrients and pesticides. With over 80 varieties of roses to enjoy, the location is a favorite event venue. An “American Rose” article introduced the rose garden to members of the American Rose Society. We designed the rose garden and the lotus bridge to attractively manage increased foot traffic to and from the garden. The bridge was envisioned as a “ribbon of light,” and seems to float just over the southern end of the lake.

RANDY BILTZ, PLA, ASLA SENIOR PROJECT MANAGER/LANDSCAPE ARCHITECT Randy is dedicated to combining practical design solutions with real world sensibilities. With almost twenty years of experience in the industry, Randy is astutely aware of the constructibility of a design, and how to minimize a client’s expense without sacrificing a project’s delivery. He is a graduate of the Davis School of Agriculture, Natural Resources and Design at West Virginia University, and at HG, he has excelled at getting the job done right, within budget and on time. Randy’s plain-spoken but knowledgeable manner resonates with both the commercial and residential client, and he has achieved the rare skill set of designing and managing projects from the very small, like a landscape plan, to the sizable, like a large mixed-use development with varied amenities, and every variable in-between. RELEVANT EXPERIENCE Chickahominy Falls | Hanover, VA This community is planned for the 55+ age group with opportunities to experience and enjoy outdoor activities and healthier choices of food. HG Design Studio assisted with all levels of initial planning and zoning for the neighborhood and its adjacent 10-acre farm, along with designing open and gathering outdoor spaces, walking trails, bike trails around the river and shared spaces. HG connected the developer with a national organic farming vendor and worked with the natural topography of the site for placemaking of the gardens. HG also provided landscape and lighting plans for each section and worked with the team to design and implement a sales and marketing center on the farm. State-of-the-art conservation practices will protect mature hardwoods, watersheds and the river. Washington Shoppes at Washington Square, Fredericksburg, VA HG was retained by the owner for help with land planning for a site in Fredericksburg, with the goal of using our plan as a tool to attract retail tenants. Randy created concepts for a 15,000-sf retail space, with adequate parking and vehicular access, in Washington Square Plaza that would provide the owner with an idea of plant requirements he may incur as part of this project, while meeting all buffer and planting components of Stafford County’s planning requirements. The plan Randy created includes a stormwater basin, retention of existing site trees and additional buffer plantings. Magnolia Green Neighborhood, Moseley, VA Randy is the Project Manager of the design team completing designs for a multi-phased single-family home development located in western Chesterfield County. HG’s work has included landscape design and construction management for the clubhouse/ sales center. We have provided conceptual plans, construction documents, construction permit plans and construction administration services for multiple neighborhood entrances. In addition to the entrances, HG was contracted to provide a comprehensive landscape analysis, streetscape and buffer design, irrigation design coordination and construction administration for the major thoroughfares of the development. We continue to assist the Developer as the project continues to grow. Harper’s Mill | Chesterfield County, VA HG Design Studio took a comprehensive approach to this vibrant community. Preservation areas were a key factor in envisioning the site’s amenities. The scenic environs have 240 acres of parks and over 25 miles of sidewalks and biking/walking trails, and HG kept all that in mind when creating schematics for the recreation complex, which includes a soccer field, resort-style pool, and clubhouse. We designed the pool to be suitable for the neighborhood, while keeping in mind the potential for future expansion. The property developer requested a fresh approach to the Harper’s Mill entrance. A two-level water features departs from the mundane, and captures the scenic and relaxing setting that lies beyond. New Market Village, Mixed Use Village, Henrico, VA Randy assisted the design team with the master planning, re-zoning and landscape architecture construction documentation of this 81-acre mixed use development. The project includes detached singlefamily lots, townhome units, a community center and stand-alone retail. He designed and permitted the streetscape, landscape buffers, pool area, entrance monument and the overall lighting plan.

Project Description Per your Request for Proposals, we understand that Fenton Mills wishes to create a legacy, master-planned residential community with a limited commercial component on approximately 375 acres of land in York County, Virginia. We understand that the property is zoned rural residential and limited business and carries a mixed-use designation in the current York County Comprehensive Plan. This proposal includes services to create a master plan to guide future development of the property, and to assist the Owner with rezoning the property. Primary elements of the Master Plan described in the RFP include: 1. Limited commercial development. The Commercial element will be unique and supportive of the proposed residential community as well as the surrounding singlefamily neighborhoods. There will not be large-scale commercial development as part of this Master Plan. 2. Approximately 300-400 single-family residential lots developed in clusters to take advantage of the wooded ravine views. 3. Approximately 200+ townhome lots ranging between 20-28 feet wide. 4. 150-200 units of age-restricted housing. 5. Possible inclusion of multi-plex units. 6. Possible inclusion of apartments. 7. Possible inclusion of a 15-20 acre site for a York County elementary school. 8. B. Master Plan Based upon the analytical data from the previous phase of work, HG will develop a Master Plan for the property. Specific scope items include: (a) Meet with the Owner to discuss project objectives and review the results of the Site Inventory & Analysis phase. (b) Develop two (2) master plan concepts for the site. (c) Develop associated schematic land use plans for the site showing circulation patterns and buildable areas. (d) Coordinate with project engineers AES Consulting Engineers for street, utility, storm water, and amenity layouts. (e) Review the draft concepts with the Owner and determine one Master Plan/Land Use direction to move forward with. (f) Prepare exhibits for a rezoning document including: (i) Existing site information (ii) Site analysis (iii) Illustrative Color Master Plan (iv)Land Use Plan (v) Open Space Plan (vi)Circulation Plan (g) Review document with Owner (h) Final revisions to document C. County Submittals and Processing Using the final Master Plan document prepared in the previous phase of work, HG will assist the Owner in meeting with the appropriate county authorities having jurisdiction over the project. Topo, underground utility or boundary survey b. Submittal or permit fees, unless you would like us to submit as an additional reimbursable expense c. Waters of the US jurisdictional determination or environmental permitting d. Geotechnical Engineering to determine structural capacity of soils e. Traffic Engineering or analysis f. Renderings or perspective drawings beyond those specifically listed above The following information or services as required for performance of the work shall be provided to HG including: topographic and boundary surveys; legal descriptions of the property; soils testing; engineering services (soils, structural, electrical, mechanical, traffic, architecture, etc.); base information; controlled aerial photographs; site photography and site program. HG assumes no responsibility for the accuracy of such information or services and shall not be liable for errors or omissions therein. Should HG be required to provide service in obtaining or coordinating compilation of this information, such services shall be charged as Extra Services, but only after approval. Schedule Based upon information received from the Owner in the RFP, this proposal assumes the following schedule for design and implementation: Site Inventory & Analysis: one month (August 2019) Development and Refinement of Master Plan: two months (August - September 2019) Attendance at County Meetings: two months (October - November 2019) Finalization of Master Plan for Rezoning Submission: December 2019 Rezoning Process, Including Public Hearings: four months (January – April 2020) The services and fees included in this proposal are integrally tied to the above assumed durations. If the schedule is revised in a significant way, we may need to revisit the proposed services and fees. Fees Proposed fees for the scope of work detailed above will be a lump sum of $47,700.00 and are based on the hourly rates listed at the end of this proposal. ATTACHMENT A: GENERAL PROVISIONS Gerstenmaier Consulting, LLC (doing business as HG Design Studio (HG)) Commercial General Provisions Professional Services Agreement Project: Agreement Date:
New Community, York County, Virginia July 19, 2019
1. The Client agrees to pay Gerstenmaier Consulting, LLC (HG) this fee based upon monthly invoices, or as otherwise specified based on pre-determined percentages outlined in the Agreement. Upon acceptance of this Agreement, the Client shall pay HG a prepayment of $0.00 to begin work. 2. HG shall invoice the Client monthly for work actually performed during the previous 30-day period, unless an alternative arrangement is specified by this Agreement. Amounts not paid within 30 days of invoice receipt and acceptance may be subject to a 1 1/2% per month service charge. An invoice will be deemed acceptable if the Client does not raise objections to it within 15 days of receipt. 3. Information to be provided to HG by the Client unless handled by another consultant under subcontract to this agreement, includes the following: Property survey and legal boundary description; topographic survey; soil survey and other geotechnical information; delineation of wetlands beyond NWI mapping; utilities, above and below grade; dimensions and locations of existing buildings; and other site specific information required by HG to perform the work. Unless otherwise noted by separate agreement, HG assumes no responsibility for the accuracy of boundary, soils, subsurface conditions, or other information specifically furnished by the Client, other consultants or outside sources. 4. Should HG's progress on this project be stopped or delayed at the Client's request for a period of 30 calendar days or more, the Client agrees to pay HG a project restart fee of a mutually agreeable percentage of the total fee to compensate HG for extraordinary expenses during the delay. Should this project extend beyond one year (365 calendar days) from the date of execution, the Client agrees that HG may increase its remaining professional service fees by a factor of up to 10 percent to compensate HG for increases in salaries and other direct and indirect expenses. 5. The Client agrees to pay all outside costs including legally permissible attorney fees that HG may incur to collect its fees for professional services provided under this Agreement. 6. The Client expressly acknowledges and agrees that all drawings, graphics, plans and other construction documents are instruments of HG's service for use solely with respect to this Project. The client shall be deemed the owner of these documents and shall retain all common law, statutory and other reserved rights, including the copyright. However, such documents are furnished to the Client only for the project encompassed by this Agreement. The Client agrees not to reuse the Project HG Design Studio

documents for other projects, for additions to this Project or for completion of this Project by others without the express written permission of HG, unless HG is adjudged to be in default under this Agreement. 7. The Client agrees not to reproduce or disseminate any drawings, graphics or other similar documents prepared for this Project without permission of HG. The Client further agrees to acknowledge HG's role in this project for publicity releases or awards submissions. HG shall have the right to use project photographs and other descriptive material in its promotion of professional services unless advised by the Client that the material is not to be a matter of public record. 8. The Client or HG may terminate this Agreement at any time, or for any reason, following seven (7) days written notice to the other party. In the event of such termination, the Client agrees to pay HG a percentage of completion of HG's service fees based upon the percentage of completion of HG's (including sub-consultants) services and including all direct and indirect expenses incurred by HG (and subconsultants) to the date of termination. Upon payment for said services, HG agrees to provide to the Client all materials completed as of the termination date. 9. Direct expenses included in the lump sum fee under this agreement include miscellaneous blueprinting, reproduction of reports, photocopying, long-distance telephone calls, facsimile transmissions, travel, and postage. 10. If required, for Client’s convenience only, HG shall deliver to Client copies of all final record drawings on computer disks in a format using mutually agreed upon hardware and software specifications. It is agreed that all such drawings and data are instruments of service, where HG is author, and shall retain all common law, statutory and other rights, including copyrights. The Client agrees not to reuse or modify CADD files, and holds HG harmless should they do so. The transfer of the CADD files for use by the Client shall not be deemed a sale and HG makes no warranty, either express or implied, of merchantability or fitness for any particular purpose. Client acknowledges awareness that information magnetically stored is easily damaged and its accuracy becomes distorted over time. 11. The total liability of HG and its subcontractors to the Client or persons under contract with the Client for all claims of any kind, for any loss or damage arising out of, connected with, or resulting from this Agreement or from the performance or breach thereof or related services covered by or furnished under this Agreement shall in no case exceed the total dollar amount for services paid or payable by the Client with respect to this Agreement. 12. If any portion of this Agreement is violated and deemed unenforceable for any reason, the remaining portions shall survive and control the parties to this Agreement.
