espite proof of wide-ranging corruption worth R358.7 million across various units in Mpumalanga's Thaba Chweu municipality, only three officials have been charged. Chief finance officer, Lesley Mokwena, project management unit manager, Ganon Nhubunga, and former acting director corporate services, Surprise Maebela, were the unlucky ones to face charges and disciplinary hearings since Audit and Risk Management Solutions released a forensic report into looting that brought the municipality on its knees in April last year. Maebela, who died two weeks ago, was acquitted while Mokwena and Nhubunga were found guilty on financial misconduct charges. They are appealing their dismissals. The report painted a picture of how officials made irregular payments to law firms, paid companies for doing nothing, violated supply chain processes to appoint certain companies, and disposed of municipal land in favour of private companies and a conveyancer, and also allocated donated houses to themselves and their relatives. Even though the corruption took place across many units, only the three officials were charged – an action the Economic Freedom Fighters (EFF) described as being “selective” and shielding more officials who should have been charged. The report implicated a number of officials – some have resigned and sought employment elsewhere but the

to take the matter up or not. The highlights of the report were that: A law firm, Macbeth Ngcongwane Attorneys, was hired on a R120 000 monthly retainer for a six months from February 20 2015 to August 15 2015 to handle all legal matters, but officials diverted work to other law firms during the period. The municipality incurred R3.5 million during that period, which the report described as wasteful; Mokwena paid R840 000 to George Fivaz Forensic and Risk to investigate cable theft in August 2016 without following supply chain processes and gave an excuse that he wanted the investigation to be confidential. The six-month contract, said the report, was irregular; Private companies disposed of municipal stands worth R14.9 million but the money was not paid into the municipality's coffers; Three Municipal Infrastructure Grant (MIG) road construction projects worth R7.7 million were extended without any letter authorising such. The report found that Nhubunga did this with the aim of “by-passing supply chain management processes” and incurred irregular expenditure. Officials resorted to turnkey projects – where private companies spend their money and recoup it once the project is completed. Auditors said the municipality implemented 21 turnkey projects from 2015 to 2017, but they “did not find any technical reason for using the turnkey method of contracting.” The turnkey projects saw R14.2 million approaching this being spent on two roads that were found with caution,” he to be of a very poor standard. He said that at least seven officials in the finance, community services and electrical units should have been charged, but they were not. Thaba Chweu spokesperson Themba Sibiya denied that many officials were let off the hook but said that financial misconduct was “a very complex” matter. “We have a staff complement of around 500 plus. We do not have the capacity to take everyone through [disciplinary processes] at once, but it does not mean people are off the hook,” Sibiya said. “Remember that financial misconduct is a very complex matter to deal with in a tribunal, so we are

20 Junie / June 2019 SOME 50 guests attended the Lydenburg / Mashishing Business Chamber’s (LMBC) Annual General Meeting (AGM) on 12 June at the Jam Jar lounge. Mr. Sipho Nkosi, Small Business Institute (SBI) Chairman, was introduced by Mr. Wessel Venter

from the LMBC Executive. Mr. Nkosi held the audience captive with his talk about the future. Amongst other things Nkosi said that following a revolution or independence, it roughly takes a country about 40 years to settle down and to prosper. He cited several examples from Europe and Africa to prove this and also mentioned that the Israelites roamed the desert for 40 years before they saw the Promised Land. During this time there was strife and people complained bitterly, resulting in many of them not seeing the Promised Land. Tongue in cheek, Mr. Nkosi said that South Africa was especially blessed, as we had Zuma after only some 20 years, which caused South Africans to wake up. According to him, this event will considerably shorten the time for SA to stabilize and prosper. He emphasized that the schooling and tertiary education systems should adapt in order to teach young people to become entrepreneurs and small business people. Currently they obtain qualifications that prepare them to work for a big company or corporation, instead of being skilled to set up their own business. The future of the economy lies in the hands of small businesses. Jam Jar provided a hearty treat in the form of a delicious soup to all guests. The LMBC Chair Mrs. Etli van der Merwe gave a short report on current LMBC projects including the P.R.I.D.E. project, roads, electricity and water. She reminded guests of the three chamber collaboration that resulted in a watershed victory against Eskom, which was a first for SA. LMBC Administrator / Secretary Pastor Andre Hanekom gave feedback on the Lydenburg Directory and urged businesses to publish their information in this annual directory. Businesses should liaise with Mrs Gerda Whitehorn in this respect. Hanekom also mentioned that small businesses consisting of “one-person” could now also register as a member of the LMBC at a reduced rate. So die ANC maak toe vir Zindzi Mandela ambassadeur in Denemarke. Daar is niks wat ek so haat as om in die verleentheid gestel te word nie. Maar in ons ou landjie is dit nou maar deel van die alledaagse. Maar toe 'tweet' ou Zindzi Mandela soos 'n groot ou vet hoender daar uit Europa… en verdwyn. Maar sy verdwyn nie soos 'n trekvoël nie. In die 'tweet' sê "Dear Apartheid Apologists, your time is over. You will not rule again. We do not fear you. Finally #The Land Is Ours." Maar dit was nou al vroeg in die naweek en elke nuusbulletin het dit uitgebasuin dat sy gesoek word oor die naweek. Nee man, Auntie Zindzi het net haar foon afgesit. Sy kan na enige plek in Europa reis op 'n Spaanse of Griekse strand sit met miljoene rande vir krewe opdok. Gaan kyk of sy nie al in Indië is vir die Gupta-troue hierdie week nie. Sy het soos al die politici gemaak; haar opgepof en verdwyn. Ek is so moeg daarvoor dat ons kamma onwelkom in die land is wat ons opgebou het. 1652 – Dis darem nou al 'n lang tyd. Duncan Ballantyne writes for the Mpumalanga Heritage Society: In connection with the French Bob wagon route I wish to share some old and some new information regarding it. French Bob's real name was Auguste Robert (some spell it August) and he was born in France and known on the goldfields as French Bob. He was a qualified engineer who first tried his luck in the Kimberley diamond rush. He moved on to Pilgrim's Rest but did not meet with much success there either and eventually gravitated into the De Kaap Valley. After Tom McLachlan, whilst prospecting in the De Kaap Valley between 1874 and 1881, had first found some gold in the area, other diggers started looking around. The first significant find was at Jamestown in 1882 where Ingram James, James Murray and Auguste Robert discovered rich alluvial gold. A gold rush ensued and Auguste Robert, amongst others, soon fled the malaria and crowding and went off prospecting elsewhere. It was Auguste Robert who first discovered gold at Moodies in 1883 on what became known as The Pioneer Reef. In 1888 he left the area again and went off to the Haenertsberg rush at Leydsdorp. Somewhere in the five years in-between he presumably discovered gold at what became known as the French Bob mine on the Daylight Reef near Low's Creek. Barberton desperately needed transport services for passengers and goods and roughly around 1885 the so-called French Bob route came into being. It's debatable whether it should be called French Bob's Route (correct if he actually instigated it) or just the French Bob Route by virtue of the fact that it went past the mine that bore his name.

Two books on the subject over the past 10 years both mention that this route came up through the Jeppe's Reef area of Swaziland and entered South Africa on the north-eastern shoulder of The Bearded Man, a prominent mountain peak on the boundary. Whilst consulting historical maps from my digital archive I came across a previously overlooked fact. On the 1896 Map of Swazieland by Allister M. Miller another route, labelled the Barberton and Pigg's Peak Wagon Road is clearly indicated. This traverses the hills and a ridge to the south-south-east of The Bearded Man. This got me intrigued and searching further. Another map, the 1901 Plan of the Wyldsdale Concession by R. Pizzigheli again shows it going over to the south of The Bearded Man. Later, on the 1902 and 1904 Surveyor General's Maps of the Transvaal Colony this route is again clearly shown. The 1914 Map of Swaziland North by the South African Surveyor-General's Office also clearly shows it. This previouslyoverlooked route is so clearly revealed against the shaded terrain, ridges and forests of the Plan of the Wyldsdale Concession that I decided to go onto Google Earth and search for any traces of it. Within no time at all the old route could be clearly seen going over the ridge and then running down the hillslopes towards where today's Shiyalongubo Dam is. This is at the top of the valley leading down to the area of the French Bob Mine and on the 1887 Map of the Kaap Gold Fields by S.T. Erskine and R. Pizzighelli one can see other routes connecting the Shiyalongubo area with the mines and reefs down along Low's Creek. So, the question is; which of the two routes came first? Without doubt the earlier maps show it going over to the south of The Bearded Man and then possibly linking onto another route going past the French Bob Mine. Only later did the route over the north-eastern shoulder appear on maps. Other questions that come to mind are; did the earlier route stop being used when the more recent route began or did they both continue serving the needs of wagon transport into the Low's Creek area and beyond?

Real Recce’s unite in epic mission

T

he Recce Mission 2019 took place on the weekend of 18 and 19 May 2019 in Dullstroom. This event consists of various mountain biking and trail running events, including the ultraendurance 100 kilometer Trail Mission and the tough 220 kilometer MTB Mission. Epilepsy South Africa Mpumalanga-Limpopo branch congratulates all finishers on the Light Duty, Jammie or Mission events. While you conquered your mission, this event was again one of the highlights for Epilepsy SA, its staff and its residents. As was the case in 2018, the collaboration between Epilepsy SA and the Recce Mission organization was again made possible by a generous donation and sponsorship by Mr. Lafras Luitingh. Mr. Luitingh is a member of the South African Special Forces Association, who co-hosted the Recce Mission event with Cycling, Recreation and Outdoor Company ('CROC'). Planning and Execution of the 'mission' The Recce Mission event takes more than one year to plan and to get everything ready on race day. Careful planning is required to ensure all the logistical requirements are in place to support the trail runners and mountain bikers over a distance of almost 350 kilometers over a 24-hour period on the eastern escarpment of Dullstroom. According to Race Director Luther Erasmus, “the Recce Mission worked hard to establish and position the event as a one-of-a-kind, unique mountain bike and trail run event with a Special Forces theme. By now both the Mission events count amongst the toughest one-day races in the country!” The Recce Mission makes use of the Epilepsy SA Dullstroom sports terrain, including the hall and lapa, the kitchen and the ablution facilities. While the participants and crew camped on the sports fields, race logistics make use of the Epilepsy SA kitchen to prepare food for the participants on the various routes, as well as for crew members and volunteers that worked at the event. Epilepsy SA support staff and workers by now have become 'used' the 36 hours of nonstop food and meal preparations to ensure the whole 'army' is well fed before, during and after the mission! 'Fort Mission' military camp The 'Fort Mission' camp was a new addition to this year's event. Epilepsy SA staff and workers worked hard from

early on Thursday morning to set-up the many military canvas tents. The Dullstroom oval was converted into a military zone, complete with Operations Control room and 'sleeping quarters at the Old Transvaal Inn, a medical tent and race helicopter. Recce branded Conqueror 4x4 campers and tents, as well as Toyota Lydenburg's vehicle added color to the base! Epilepsy SA staff made sure crew, participants, supporters and the public were not thirsty throughout the event. They partnered with Anvil Micro Brewery to sell its local craft beer on Friday and Saturday. This team was so inspired that they manned the 'canteen' throughout the night! After a very successful event, Epilepsy SA staff and workers provided the necessary assistance to the Recce Mission organizers to dismantle the military base on Sunday. They also cleaned up the facilities, the oval and the Epilepsy SA sport terrain. The Recce Mission organisation again made generous food and produce contributions to Epilepsy SA. This included meat, eggs, fresh produce, condiments, vegetables and fruits, chocolates, cold drinks and more. While these contributions are appreciated by Epilepsy SA management and staff, it is the Epilepsy SA residents in particular that were spoiled by this! The Recce Mission adds meaning to the life of every person involved with Epilepsy SA. All of this was enabled by one person only – Recce Mission benefactor Mr. Lafras Luitingh. Mr. Luitingh participated in the inaugural Recce Mission event in 2017, and finished the event in that year as part of a 4-man team. Erasmus concluded that “the Recce Mission's specific theme carries forward the legacy of the Recce Special Forces, what they stand for and the missions that they accomplished. We really hope that legends like Lafras Luitingh, as well as many other current and ex-Special Forces personnel, will participate in the 2020 Recce Races.” Recce Mission plans to expand the races to also include short distance mountain biking and trail running events in 2020 to ensure the whole family can participate. In doing so, the race organisation hopes to grow the number of participants, thereby also expanding the role and services of Epilepsy SA.

Will this be the new Mitsubishi Triton? FRESH patent sketches uncovered by an Australian publication suggest Mitsubishi is close to bringing a new flagship version of its Triton double-cab bakkie – likely based on the rugged Absolute concept – to market. The folks over at CarAdvice discovered the trademark application images, which show the potential production vehicle in two forms. The first is a fairly subtle upgrade over the standard (recently facelifted) Triton, while the second features various items – such as an integrated sports bar and railings – first seen on the Absolute show vehicle revealed at the 2019 Bangkok International Motor Show back in March. The publication speculates the production model will gain little more in the way of mechanical updates than a suspension hike, with the Japanese firm unlikely to engineer a bespoke chassis (as Ford has done with the Ranger Raptor). As a reminder, the Triton Absolute show vehicle featured special protective body cladding, prominent front and rear skid-plates (with red accents), a redesigned tailgate and a model-specific lighting system. It also boasted a wider track to accommodate off-road wheels and tyres, while the upgraded suspension raised the body by 50 mm and provided more suspension travel. carmag.co.za

This is the Jaguar F-Pace JAGUAR South Africa has released local pricing for a pair of 300 Sport special-edition derivatives new to its F-Pace range. The 300 Sport package can be ordered in two all-wheel-drive performance flavours: the first powered by a turbocharged 2,0-litre petrol engine and the second by a 3,0-litre V6 turbodiesel. For the record, the four-cylinder petrol model offers 221 kW and 400 N.m, resulting in a sprint from standstill to 100 km/h in a claimed 6,1 seconds (and a top speed of 233 km/h). The oil-burning six-pot, meanwhile, generates the same peak power plus 700 N.m, hitting three figures in a claimed 6,4 seconds and topping out at 241 km/h. So, how much are we looking at here? Well, the F-Pace 30t AWD 300 Sport is priced at R1 136 731, while the F-Pace 30d AWD 300 Sport comes in at R1 193 034. Each 300 Sport model features distinctive Dark Satin Grey exterior detailing, applied to elements such as the grille surround, side-window surrounds, side vents, side-mirror caps and door finishers, as well as the rear valance. They also gain “300 Sport” badging on the grille and tailgate, and are offered in Yulong White, Indus Silver or Santorini Black. Inside, you’ll find yellow contrast stitching on the instrument panel, centre console and leather seats, while the “300 Sport” logo is repeated on the treadplates, carpets and steering wheel as well as being embossed on the front headrests. The new Focus ST could Mazda Skyactiv-X be the new giant killer engine wizardry BELIEVE it or not, this is the fourth generation of Ford Focus ST. Rivals with that sort of lineage were inducted into the hot hatchback hall of fame long ago, and yet it’s safe to say the ST’s still a long way from icon status. There are plausible reasons why; every generation has had a burlier RS brother muscling its way into the limelight, beside which the Focus ST can only ever feel tame. Especially when it’s been offered in both estate and diesel versions. The glamour fades when your performance car can also play the role of a minicab. The smaller Fiesta ST is a real star, though, and perhaps in the hope some of its magic might rub off on its bigger brother, Ford has seemingly used the same grille and paint tins on the latest 2019 Focus ST. It’s still got a pretty malleable spec, mind; you’ve a choice of five-door hatch or estate, petrol or diesel and manual or automatic. Serious drivers need only apply for the petrol, though. For starters, its 2.3-litre four-cylinder turbo produces 220kW and 420Nm, and while the former isn’t class leading, the latter beats the current class champion, the Honda Civic Type R. Ford reckons on 0100kph in sub6.0secs. Only the petrol comes with turbo lag-busting tech from the Ford GT and a new

electronic limited-slip differential on the driven front axle, too. Ford claims the latter is quicker-reacting and more accurate than the mechanical set-ups we like so much in the ST’s hardcore rivals. The ST also offers an optional Performance Pack, which brings rev-matching to the six-speed manual gearbox, launch control and a clever suspension system (called Continuously Controlled Damping) which monitors various parameters every two milliseconds and tells the dampers to soak things up accordingly. Suspension changes otherwise sound relatively minor, but the standard Focus is pretty damn good to drive, so it’s not worth worrying. The new Focus ST sits 10mm lower and is marginally stiffer, while its steering is 15 per cent quicker. The estate has a different set up to account for the heavier loads it’ll carry. The Performance Pack also adds a Track mode, possessing looser stability control settings, to the car’s drive mode roster. It’s the first time those have appeared in the Focus ST, and they look simple to cycle through thanks to steering wheel-mounted buttons. Which goes some way to chip away at our concerns about the Sport and Track modes’ electronic noise enhancement tech. Could be good, could be dodgy; these systems can go either way. While we’re talking exhaust noise, the pipes have moved to the outer edges of the rear diffuser to right a wrong of the old Focus ST, whose central exhaust pipe denied it towing capability. Rest assured you can hitch a caravan to this one. Other cloyingly sensible abilities include adaptive cruise control, fully automated parking and the fact the Focus ST can act as a wifi hotspot for up to ten devices. MAZDA’s CEO says the new Skyactiv-X engine boasts a “number of advantages” over a conventional petrol powerplant, so the Japanese firm doesn’t “want to sell it cheap". The automaker recently announced peak outputs and claimed fuel consumption of its new “spark-plug-controlled compression ignition” Skyactiv-X engine, which will debut in the latest Mazda3 hatchback and sedan. Speaking to Automotive News Europe, Akira Marumoto said the “customers will decide” what impact the new engine has on sales. “We have the manufacturing flexibility to produce all the different types of engines on the same line,” he said. “The Skyactiv-X engine has a number of advantages, but we don't want to sell it cheap. Moving to a 10-year horizon, many of our engines will be replaced by Skyactiv-X and by further new-generation powertrains,” Marumoto revealed. He went on to confirm the new engine – billed as the world’s first commercial petrol unit to combine the spark ignition of a petrol engine with the compression ignition of a diesel – would aid in the development of new oil-burning mills. “As Skyactiv-X is a sort of hybrid between a gasoline [petrol] and a diesel engine, we can use this technology to develop a new generation of diesels,” Marumoto said. The new Mazda3 is scheduled to arrive in South Africa at some point in the third quarter of 2019, although it's not yet clear whether the Skyactiv-X engine will form part of the local line-up. carmag.co.za
