Well-loved resident dies after sustaining serious injuries in farm attack Mr Des Hart (76), who sustained serious injuries after being attacked in the Vlakfontein area last week, sadly passed away. The attack took place on Friday 30 March by two men in the Lydenburg district. He died in the Nelspruit Medi Clinic on Friday 6 April in the early morning. His condition in the hospital was unstable since the attack. Doctors had to operate on his hip on Thursday. Mr Hart was on his way to pay salaries when he was attacked by two men at the gate. According to reports one of the alleged attackers was a previous employee. Mr Hart was dragged out of his Land Cruiser, was stabbed with a knife and his femur and ribs were broken during the attack. The two men stole an undisclosed amount of money.

Another worker found Mr Hart around 13:00 on Friday afternoon. With the assistance of a radio, he called for help. Mr Hart was first treated at the Lydenburg Hospital before being transferred to Nelspruit Medi Clinic. The doctors then stated that they were concerned over his multiple injuries in conjunction with his age. There were reports that one of the attackers went to the house earlier the previous week, to talk to Mrs Nellie Hart and threatened her earlier. The two suspects are in police custody. He leaves his wife Nellie, his son James and daughter Johanna. A memorial service will take place on Thursday 12 April at 11:00, at the NG Moedergemeente Lydenburg. ~ Andre Coetzee

Reinet Bell.

SABC corruption halts R77m building project C
orruption at the SABC has delayed the construction of new premises for the Mpumalanga offices and studios in Nelspruit. The architect and a number of SABC officials involved in the R77 million project are being investigated by the Special Investigating Unit. This was revealed to the Parliamentary Portfolio Committee on Communications during an oversight visit to Mpumalanga in March. The lease on the current SABC premises in Nelspruit expires at the end of 2012. With construction stalled on the new building, the SABC in Nelspruit may soon be left homeless during a critical period for its operations. As the deadline for switchover to digital terrestrial television (DTT) looms, new equipment is already starting to crowd the currently occupied premises. The curiosity of this project is exemplified by the R5,5 million air conditioning system that was bought for a building which does not exist. The air conditioning system is currently used at the existing leased premises. Marian Shinn, DA Shadow Minister of Communications, gave the following comment: “I will pose a number of parliamentary questions to the Minister of Communications, Dina Pule, to shed light on this latest example of questionable management by our public broadcaster. The Minister must explain how much of the R77 million initially approved for the project has been spent, what it was spent on and who received this money. We need clarity on how the architect for the project was chosen, the details of the charges being investigated against the architect and SABC officials and whether payments have already been made to companies or individuals under investigation. We will furthermore ask whether the R77 million, or what is left of it, is still available from the Treasury for the new premises. The Minister should
also explain what steps have been taken to accommodate the SABC operations in Nelspruit whilst these matters are resolved. Employees in the current offices have told representatives from the portfolio committee that the owner of the current premises plans to demolish the building as soon as the SABC vacates it. It will thus be critical to learn whether negotiations are
underway with the owner to extend the lease, or whether alternative temporary accommodation is being sought. As the project relating to thae new premises seems to have been fraught with irregularity from the onset, I will also ask how the site (bought for R4,6 million in 2006) was chosen, from whom it was purchased, which government entity owns the land and
whether it is suitable for the proposed new SABC building. This issue illustrates the impact of corruption on the efficiency of state-run institutions. The guilty parties must be held to account and the Minister must explain how she will mitigate potential impacts.

Hierdie ding pla my. Misdaad maak my sinies.

Thank you to everyone after Shavathon CANSA's 9th annual Shavathon event was a huge success thanks to each and every person who helped fight cancer by spraying or shaving their hair at schools, workplaces and at shopping centres countrywide on the 1st – 4th of March 2012. This year was the year that more companies hosted a
corporate Shavathon than ever before! Here's to beating the record next year! This year: Over 70 000 tins of colour spray were used; Over 1 600 clippers (shavers) buzzed away at workplaces and public venues; Over 400 workplaces and corporates took part in the cause; And more than 300 shopping centres in South Africa hosted CANSA Shavathon events to fight cancer. After all the shaving and spraying the Shavathon campaign is still not over, but is running until 30 April 2012. You can still give a donation online or support one of our online champions who are raising funds for Shavathon. We have 61 champions and they've raised over R135 000 so far. But with a goal of R500 000 we need the help of every South African!

M a a r, h i e r d i e n a w e e k w a s ’ n uitsondering.
Teen druktyd was die dodetal reeds 160.

Business Chamber Executive Committee chosen DURING the meeting of the Lydenburg Business Chamber held on 27 March, talks regarding electricity supply were presented by invited guests Al'Louise Van Deventer, Snr Manager National Control of ESKOM as well as Thea NaudĂŠ, Key Customer Executive, Group services of ESKOM and the Municipal Manager, Mr. Burton Koma of Thaba Chweu. In a nutshell, it was clear that Escom was managing the electricity supply in South Africa very well. Although supply remains tight, a number of programs that include planned maintenance, the improvement of coal supplies, the commissioning of more generating capacity and the buy back of electricity from industry during off-peak times, were having positive results. Saving of electricity by domestic users also contributed to improvements. The other good news is that the new tariff hike will only be about half of the increase originally anticipated. It also seems that Load Shedding will not occur during the coming winter, unless people do not save where they can, and the generating capacity does not suffer any major breakdowns. This is indeed good news. During his presentation Mr. Burton Koma, the MM, mentioned that an additional supply from the Rooidraai station should be online before the onset of winter. He also elaborated on ongoing street repairs and maintenance, the filling of crucial technical positions within the TCM and other improvements to infrastructure in Lydenburg / Mashishing. From the meeting it was clear that a professional and workmanlike relationship now exists between the Business Chamber and the TCM. Andre Coetzee

Multi-million rand development launched in Mpumalanga Rolling Hills Estate - an exclusive residential lifestyle development has just been launched by Basil Read.
Set on 800 hectares of unspoilt countryside, Rolling Hills Estate is situated just two hours outside of Johannesburg and Pretoria, near the weekend haven of Dullstroom and a half hour away from the heritage town of Pilgrim's Rest. Commenting at the exclusive launch in Johannesburg, Basil Read's CEO, Marius Heyns, highlighted the construction milestones reached on this project. These include the completion of the new access road off the N4 highway at a cost of R40 million; the magnificent Gatehouse, which can be only be described as an architectural masterpiece and the Basil Read Smart House on site that combines all the latest technological innovations with green solutions to create the perfect dream home.
"This again demonstrates Basil Read's commitment, as a formidable leader in the construction industry, to green building and environmental sustainability," says Heyns. As a premier lifestyle destination, Rolling Hills Estate includes large freehold stands, each with an average stand size of 2000m2, and sectional title units ranging between 2 and 4 bedroom units. The Estate also offers a wide variety of outdoor
activities and facilities, which include trout fishing, hiking, mountain biking and bird watching. Yusuf Patel, Basil Read Developments Director for Rolling Hills Estate, explains that future plans for the Estate will include an exclusive hotel and spa, conference centre, restaurant and an exquisite 18-hole golf course. The first hole on the course has just been completed. "Basil Read has truly embraced a forwardthinking vision for Rolling Hills Estate – offering prime real estate and a greener lifestyle for South Africans. The entire Estate is designed in harmony with the environment. The unique wetlands and rocky outcrops are well protected. The use of water and energy is aimed at longterm sustainability. This, together with promotion of suitable waste management, building material and technology, will limit the carbon footprint of the Estate and enhance its natural appeal," Patel says. An eco-village is planned to be established within the Estate, where homes will be completely self-reliant from electricity grids, as well as water and sanitation networks. The main Gatehouse, a key focal point and the main access area to Rolling Hills Estate, is complete. This state-of-the-art structure also houses the on-site sales office and the control room of a 24-hour security access system. As part of the Basil Read portfolio, Rolling Hills Estate is sure to be an enviable attraction for the discerning homebuyer. www.rollinghillsestate.co.za

Production Vehicle Category Wide Open At Toyota Dealer 400 T
Welcome to all the organisers, spectators and more importantly the participants in the Off Road Race and their crew to Lydenburg and the surrounding areas. The Highlands Panorama News wishes you all the best for the upcoming weekend.
News/Nuus
he combination of quality and quantity in the premier SP Class makes it impossible to predict Production Vehicle category winners at the Toyota Dealer 400, round two of the Absa Off Road Championship, in Mpumalanga this weekend (April 13 and 14). Closeted among the more than 20 SP Class vehicles are at least half a dozen crews who will fancy their chances, with another half dozen all capable of producing surprises. It adds up to an inflammable situation that sets the scene for an intriguing race packed with action and drama. After a thoroughly convincing win on the opening event of the season the Ford Racing pair of former champions Chris Visser and Japie Badenhorst will start as pre-race favourites for many pundits. With Lance Woolridge and Ward Huxtable picking up second place on the RFS Magalies 400 in the second Ford Ranger TDCi, confidence is a commodity that will not be lacking among the Pietermaritzburg based team. The Castrol Toyota Hilux team will feel they under achieved on the RFS Magalies event and Duncan Vos/Rob Howie, freshly installed as top 10 finishers on the Dakar Rally, and Anthony Taylor and Chris Birkin will want to steady the ship. The fact that this is a Toyota backed event adds a little pressure on team principal Glyn Hall and his squad. The Castrol Toyotas are probably the biggest threat facing the Ford entries, but there are other potential dangers. Reigning champions Jannie Visser and Joks le Roux (International T r u c k To y o t a H i l u x ) , P i k k i e Labuschagne/Rikus Erasmus (Ruwacon Toyota Hilux) and Gary Bertholdt, now partnered by Ralph Pitchford in the Atlas Copco Toyota Hilux, will want to put first event woes behind them. Then there are the two Regent Racing Nissan Navara entries spearheaded by Terence Marsh and George Smalberger who got their season of the a solid start with a podium finish on the RFS Magalies event. Mike Whitehouse and Matthew Carlson scored a maiden national win on the Toyota Dealer 400 last year but a reshuffle brings Archie Rutherford into the squad. Rutherford, the reigning Class P champion in the Special Vehicle category, replaces Whitehouse and makes his Production Vehicle debut. Rutherford is widely experienced but will be under a little pressure in a team waiting to take delivery of two new cars with V8 power. The Nissan challenge will be bolstered by Thomas Rundle and Juan Mohr, who missed the opening event, in the Barden Tyre Services Nissan Navara. The pair were championship challengers throughout last season, and are listed among those crews who fancy their chances of an upset. The two RFS BMW X3 entries, crewed by Hannes Grobler/Hennie ter Stege and
Christiaan du Plooy/Henk Janse van Vuuren, also come into the picture. Both made solid starts to the season with du Plooy/van Vuuren starting to show a maturity that augurs well for their season. The BMW challenge is boosted by the debut of the Vossies X3 crewed by the Rustenburg father and son team of Willem and Dana Vos. New car niggles will be their biggest problem and the crew will be happy just to see out the distance. A trio of Ford privateers will also be happy to see out the distance. Louw de Bruyn/Riaan Greyling (Ruwacon Ford Ranger), Kobus van Tonder/Freddie Kriel (Uni Freight Ford Ranger) and Graham and Trevor Leith, in the Transcor Ford Ranger, will be more than satisfied with top 10 finishes. Toyota privateers Malcolm Kock/Johann Burger (Kock and Sons Hilux) and Hugo de Bruyn and Henri Hugo (Micaren Exel Toyota Hilux) also fall into the capable of upsets category. Both crews saw out the distance on the RFS Magalies but this time around will be hoping for runs free of the niggles that plagued them on the opening event. Class D also holds interesting possibilities with former champion Cliff Weichelt back from Australia for a second successive event. Weichelt and Johann Smalberger (N1 4x4 Toyota Land Cruiser) will be after a second successive win but there is some tough opposition. Weichelt's son Louis and Maret Bezuidenhout will be out in a second N1 4x4 Land Cruiser, along with local brothers Johan and Werner Horn in the Malelane Land Cruiser. Toyota Hilux opposition will come from teenagers Jason Venter and Vincent van Alleman (4x4 Mega World Toyota Hilux) and Northern Region series graduates Jaco Visser/Werner Weiss in the Vossies Toyota Hilux. A move up in class and a non finish on the opening event puts young Venter and van Alleman under the microscope. After a convincing win on the RFS Magalies 400 the Toyota Hilux pair of Dirk Putter and Koos Claasens will be hot favourites in Class E. Diederik Hattingh/Buks Cilliers (Transcor Toyota Hilux) will again rely on consistency with Absa series newcomers Rowan Lamb/Lyle Parker (Ford Ranger) and Johan Griffioen/Willem Marais (Force Fuel Toyota Hilux) looking to build on encouraging starts to the season. Race headquarters and the designated service park will be at Lydenburg Toyota on the road to Long Tom Pass. Public access to these areas and to 14 spectator points along the route is free of charge, and spectator guides will be available at race headquarters.
The Donaldson Prologue on Friday, April 13 to decide grid positions for the race will start at 12:30 and the race at 08:30 from outside Lydenburg Toyota on Saturday, 14 April.

Pressure On Special Vehicle Crews on Toyota Dealer 400 Pressure will be the name of the game for crews hoping for Special Vehicle category success on the Toyota Dealer 400, round two of the Absa Off Road Championship, in Mpumalanga this weekend (April 13 and 14). The pressure will be distributed in equal amounts on teams who got their 2012 campaigns off to solid starts on the RFS Magalies 400, and those who were a little slow out of the starting blocks. Maintaining the momentum will be the aim for those who did well on the opening event, while getting matters back onto an even keel will be top of the agenda for the laggards. The Atlas Copco pair of Johan van Staden and new co-driver Mike Lawrenson got their season off to a dream start with a win on the RFS
Magalies – but it was a close call. They finished less than 20 seconds ahead of former champion Evan Hutchison and Danie Stassen in the impressive new Motorite BAT Venom. Many off road experts are of the opinion that the performance of the BAT Venom on its debut sent severe warning signs to other championship hopefuls. There is, however, plenty of quality in both Class A and Class P to suggest another highly competitive season is in the offing. Class P flyers Colin Matthews and Alan Smith (Century Racing CR3) were on the podium at the opening event and, given the right conditions and reliability, are capable of romping away with races. Pace has never been a problem for Matthews and Smith but a single finish, albeit a win, out of eight events last season
does not inspire confidence. The RFS Magalies also produced encouraging performances from brothers Laurence and Gerhard du Plessis (Zarco Magnum), Nardus Alberts and son Louis in the Wrapsa BAT, and KwaZulu-Natal crew Clint Gibson and Gary Campbell in the Gibson Racing Porter. All three crews would be worth a bet along with brothers David and Gary White (Ruwacon Racing BAT) who in recent races have also suffered the consequences of mechanical unreliability. The father and son team of Nick and Ryan Harper, out in the ex Hutchison 4x4 Motorite Revo, also come into the picture as do Marius and Jolinda Fourie in a PHB Porter and Mark Corbett/Julien Hardy in the Century Racing Cr4. All three crews are top five candidates and will be looking for an improvement on their f i r s t r a c e performances. There is also pressure on the two Sullwald crews running under the Elegant Fuel banner. Reigning c h a m p i o n s Hermann and Wichard Sullwald (Elegant Fuel Porter) and former champions Quintin and Kallie Sullwald (Elegant Fuel BAT) will be keen to improve on their first event results. For crews like Pieter Ruthven, now partnered by Leander Pienaar in the Ruwacon BAT, Steve Parker/VZ van Zyl (Sizanani Jimco) and Naeem Moosajee/Rayhaan
Bodhanya (Maxxis Porter) the objective will be top 10 finishes. The Ruwacon crew and Parker/van Zyl, in particular, will want to put first race blues behind them. There will be interest in Botswana crew Mogrey Mabille and Lepsy Mosope, in a Zarco, while Daniel and Louw Zeelie (Orangeworks Zarco) will be looking to build on an encouraging opening to the season. A finish on the RFS Magalies 400 ended a long series of entries in the 'did not finish' column in 2011 race results. The Class P battle looks enticing although Matthews/Smith will start outright favourites. Interesting developments see last year's Sun City 400 winner, Richard Fuller and former Toyota Desert Race winner Rob Wark back in harness. Fuller will share the Regent Racing BAT with Denis Murphy and Wark teams up with Chris Davies in an Aceco. Both crews have the ability to push Matthews and Smith but could be a little ring rusty. Nic Goslar/Andrew Massey (Men's Health International Zarco), John Telford/Jaco Swart (Calcamite BAT), Coetzee and Sandra Labuscagne (Raysonics Zarco) and the Makenete brothers, Keith and Andrew, in another Zarco, complete a line-up that is sure to see some intense little cameo performances develop as the race progresses. Race headquarters and the designated service park will be located at Lydenburg Toyota on the road to the Long Tom Pass. Public access to these areas and to 14 spectator viewing points on the route is free of charge, and spectator guides will be available at race headquarters. The Donaldson Prologue to determine race start positions will start at 12:30 on Friday, April 13, and the race from outside Lydenburg Toyota at 08:30 on Saturday, April 14.

IT's a super-rugged part of the Dakar Rally but, sadly, little covered by the mainstream motoring media - so here's which truck won the 2012 event in South America.
With a first, second and sixth place in the overall truck ranking, Iveco dominated the 33rd Dakar. The Petronas De Rooy Iveco team won the rally with Gerard De Rooy behind the wheel of an Iveco Powerstar driven by a 671kW FPT Industrial C13 engine. Iveco CEO Alfredo Altavilla commented: “The Iveco participation in the Dakar 2012 aimed to reconfirm the ositions
excellent reputation of our trucks' reliability and of the FPT Industrial engines. Winning the rally and ranking three trucks in the first six positions is an outstanding success, which shows the efficiency, strength and safety of the Iveco Trakker and Powerstar. "My special thanks to the drivers and all the other team members for their commitment and dedication.” For Iveco, the Dakar 2012 was a great opportunity to test its trucks across extreme conditions of three South American countries. The race, which started on January 1, 2012 in Mar del Plata, crossed Argentina, Chile and Peru, covering 14 stages, with a total distance of 8 500km. Wheels24.co.za

Gauteng e-Tolling system unworkable from an administrative perspective A GROUP of businesses opposed to the controversial Gauteng e-tolls have claimed in court that it would be “practically impossible” to administer the collection of unpaid tolls either through criminal or civil courts. The Opposition To Urban Tolling Alliance is arguing in court papers lodged last week, that one million transactions a day corresponding to 400 000 users will not be automated but subject to manual processing. “This means that 840 000 invoices would have to be sent by mail to road users per month. The postal system would simply be flooded,” said OUTA. “We are advised that it would be practically impossible for the SA National Roads Agency to effect the service of 1000 summonses per day let alone a figure higher than that.” According to Electronic Tolling Company CEO Salahdin Yacoubi, the company was aiming to recruit two million drivers to buy e-tags so that eventually 60 percent of transactions would be by transponder, leaving 40 percent to be camera-based. To date, Sanral has reported that only about 200 000 Gauteng drivers have purchased e-tags. ETC is part of a consortium that won the R20 billion tender to operate the Gauteng e-toll on behalf of Sanral. In 2011 Yacoubi said the company would need to collect approximately R10 to R10.5 million per day from Gauteng’s road users to enable Sanral to service its debt. “To ensure road users are financially compliant, our strategy is to ensure the efficient processing of toll road transactions, especially of defaulters, implementing cost effective debt collection processes and cycles, and providing successfuland visible prosecution of offenders,” Yacoubi said. “Non payment of tolls will be considered a traffic offence under the law. Road users won’t be able to renew their driving licences and vehicle licences as long as they have unpaid toll fees outstanding.” The article is being used by OUTA in its attempt to justify to the court why it should grant it a relief to interdict the implementation of the e-tolls by April 30. OUTA asked in the court papers how what appear to be insurmountable logistical problems of enforcement and of cloned number plates will be dealt with. Yacoubi estimated that 1.5-2 million of the approximately 3.5 million vehicles registered in Gauteng, would be considered frequent users who use freeways at least once a week. According to the live vehicle population as per the National Traffic Information Systen, there were more than 3.9 million vehicles registered in
Gauteng by January 2012. “The numbers that emanate from Sanral’s contractor ETC clearly illustrate that the enforcement of open road tolling in the case of the proposed toll road network is practically impossible,” argued OUTA. “To make matters worse, the e-tolling system also has material deficiencies that will exacerbate the problem of enforcement and cause severe prejudice to members of the public.” OUTA cited the system’s inability to charge road users who were not the owners of the vehicles they drive and failure to deal with cases of cloned vehicle licence plates as key to severe prejudices to motorists. The Alliance submitted to the court that etolling was not considered properly and it was so unreasonable an option that no reasonable administrator could have chosen to adopt it.

Meanwhile Pieter Conradie, an a t t o r n e y r e p r e s e n t i n g O U TA members, welcomed transport minister Sbu Ndebele’s suggestion of a discussion with the parties of the etolling, but said nothing formal had been received by his clients. Ndebele expressed openness to talking and finding the best funding solution for the country's roads in an interview with Business Report this week. Attempts to get comment from Sanral or ETC this week went unanswered. Saturday Star & iol.motoring.co.za

an entirely different car. In my opinion Opel has not only matured, it is now without a doubt the most premium brand in the General Motors stable. These cars have to be experienced and driven to comprehend what I am saying. They are without a doubt simply phenomenal. Welcome back Opel! Andre Coetzee.
LAST week we were invited by Westvaal Mashishing to attend the launch of two new Opels in South Africa, which took place at Zulu Nyala Lodge and at Gerotek. Don’t be fooled by Meriva. There is absolutely no resemblance between the previous Meriva sold in SA and the new car. Gone is the upright little boxlike MPV of old. The new car is purpose designed from the wheels up. It is ultra modern and bristles with the latest technology and safety features, getting a five star NCAP rating with flying colours. Opel has taken a serious look at the industry standard, Renault Scenic, as well as at Toyota Verso, Peogeot, and all the other players in the MPV market. They have done extensive research and have determined that women are behind more than 70% of decisions made when a new car is purchased. They then went on to look at all the pros and cons of the competition and interviewed women on what they want in a multi purpose vehicle. Added to this is a powerfull 1400 turbo engine with low emissions and excellent fuel economy. I got to drive the Meriva over some 40 kilometres of Joburg back roads and highways with four big men in the car. The results are astounding. Drivable, spacious, with a commanding view and an all round feeling of superb quality and German engineering at its best. I am not easily impressed, having been able to drive more cars than most people in a lifetime. From the rear doors that together with the front doors create a safe zone for mothers and kids alike, the four different flex systems, seats than can be configured whatever way, loads of space, comfort, and even a centre console that can be moved to the front and rear with a click, or totally removed, the car is a virtual LEGO system that can be disassmbled and put together exactly how you want it. I am very, very impressed. Next we took the new Opel Astra GTC through its paces at Gerotek. With wide hips and looks very similar to the industry benchmark, the VW Scirocco, this is a fantastic car, and probably the only competition that Scirocco will have, as far as looks are concerned. The motoring press everywhere say that this is the best hatch they have ever driven. I tend to agree. With ultra modern 1400 and 1600 turbo engines with no turbo lag, and linear power that does not disappear in the higher revs, the engines again match the industry leading small turbomotors from VW. With Hyperstrut suspension there is no wheelspin, no torque steer and no understeer under power. Build quality, technology and safety are in a totally new class. Performance wise these cars carry on the tradition that South Africans remember from Kadett and the Superboss days. We took the GTC into the skid pan at Gerotek with all driving aids switched off and careered around totally out of control. Then we switched the systems on and it was
