ONS het die hofuitspraak en verskeie regsmenings bestudeer wat handel oor vuurwapenlisensies wat verval het. Die SA Jagtersvereniging het die saak konstitusionele hof toe geneem omdat hulle van mening was dat artikels 24 en 28 van die wet op die beheer van vuurwapens (Wet 60 van 2000 - u kan die wet op die internet aflaai) ongrondwetlik was. Die hof het bepaal dat dit egter wel grondwetlik is en bly staan. Dit het implikasies vir eienaars in besit van wapens waarvan die nuwe (wit) lisensies verval het. Hiervolgens is enige nuwe lisensie wat veval het nie meer geldig nie. U is dus ingevolge die hofuitspraak onwettig in besit van die vuurwapen en kan vervolg word. Dit beteken: 1. Dat u hierdie wapens by die SAPS moet inhandig vir vernietiging. 2. Dat u kompensasie (maksimum R 500 vir ’n handwapen en R 1 000 vir ’n geweer) kan eis. Daar is geen waarborg dat u uitbetaal gaan word nie. 3. Die wapens gaan deur die SAPS getoets word om te bepaal of dit in ’n misdaad gebruik is, waarna u vervolg kan word.
4. U sal nie vervolg word indien u die wapen inhandig en geen misdaad daarmee gepleeg is nie. Die wet maak wel voorsiening vir amnestie en die hoop is dat die SAPS sodanige amnestie sal aankondig. Ingevolge die amnestie moet u steeds die wapen inhandig en mag u aansoek doen dat die lisensie hernu word. Weereens is daar geen waarborg dat amnestie wel aangekondig sal word nie en geen waarborg dat u aansoek om hernuwing wel sal slaag nie. Ons advies is die volgende (binne die wet). 1. Maak seker dat u wettige lisensies minstens 3 maande (90 dae) voor die vervaldatum hernu word. 2. Raadpleeg ’n kundige wapenhandelaar of prokureur om u tydens die amnestieperiode (indien dit afgekondig gaan word) te help om wel aansoek te doen vir hernuwing (u sal in elke geval die wapen moet inhandig). 3. Maak seker dat die kundige persoon u al die pad bystaan met die proses en maak seker dat u volledige
rekord hou van die proses (ou lisensie, ontvangserkenning deur die SAPS en nuwe aansoek met motivering). Dit gaan u geld kos. 4. Volgens regsmenings deur die National Hunting and Shooting Association of SA ingewin, is die ou (groen lisensies) of die ou lisensies wat in die ou I.D. dokument geplak was, steeds geldig, mits u daaroor beskik. Sien regsmening Adv H Van Eeden SC op die NHSA webtuiste. Persoonlike mening: Die hele kwessie van vuurwapenlisensiering is ’n warboel van kontrasterende opinies, swak administrasie en verskillende interpretasies van dieselfde ding. Mens kan nie by die wet verby kom nie. Die groot aantal wapens onder SAPS toesig wat in misdadige hande beland is ’n reuse probleem en die SAPS se vermoë om nou bykans 300 000 addisionele wapens in veilige bewaring te neem en ballisties te toets, is te betwyfel. Riglyne vir dié proses moet nou opgestel word. Die mening is dat die groen lisensies steeds geldig is. Indien u enige wapens vir veilige bewaring by ’n wapenhandelaar ingehandig het in afwagting op die hofuitspraak, moet u onverwyld met die handelaar in verbinding tree en u wapen gaan haal, aangesien die handelaar nou met ’n wapen sit wat waarskynlik onwettig is. U is steeds die eienaar en u gaan verantwoordelik wees vir stoorgeld. Die handelaar kan nou nie die wapen namens u inhandig of vernietig nie. Indien u vir die wapen ammunisie herlaai het en die lisensie nie meer geldig is nie en u het geen ander wettige lisensie nie, moet u ontslae raak van dryfmiddels en ontstekers wat met dié lisensie aangekoop was. Verkoop dit deur ’n handelaar wettig, aan ’n ander wettige gelisensieerde gebruiker. Doppies en punte word nie beheer nie en u kan dit uit die hand verkoop. Ons advies is sluit nou aan by die NHSA en of die SAJV en laai die onderskeie regsopinies af, druk dit en bewaar dit tesame met die wapens waarvoor u groen lisensies het, veilig in u kluis, totdat meer duidelikheid beskikbaar is. Moenie die wapens gebruik nie. Indien u wapens het waarvoor u nie groen lisensies het nie, stel vas hoe en wanneer die SAPS hierdie wapens by u sal kollekteer (u mag nie daarmee rondry nie) en raak so op die voorgeskrewe wyse ontslae daarvan. Moenie dié wapens self vernietig nie. Verifieer alle gerugte, bly kalm en moenie oorreageer nie. Andre Coetzee

Wapenveiligheid BESERINGS of dood wat by vuurwapen-ongelukke voorkom is altyd tragies en in baie gevalle kon dit voorkom gewees het. Die onlangse geval van die jong man in die Vrystaat wat tans kritiek in die hospitaal is, nadat sy jaggeweer ontplof het, is een voorbeeld. Daar is weekliks duisende mense op skietbane of die jagveld en gevalle waar ’n pistool of rewolwer ontplof, of iemand raakgeskiet word, kom nou en dan voor. Daar is verskeie redes hiervoor. The demon of unemployment and shortage of houses which are causes of violent protest across the country gives our country a bad reputation. The LED that is effective is quick to identify areas of potential investment. It is a welcoming relief to note that LED is bestowed with the responsibility to grow the economy by propagating overflow of factories and big business into our local economy. A thriving economy will produce lots of work and completely paralyse the demon of joblessness which reduces man and women into competent tools of basking in the sun for the whole day. Road infrastructure which is important in appealing to potential investors about the safety of their cars, trucks and busses meant to ferry employees. It is alleged that all giant bus companies withdrew their services from our swimming pool roads because of high cost of maintaining their fleet. Therefore, the responsibility of selling the idea of tar roads that are of good standards to our surrounding mines or factories is important. It is only a myopic minded LED that will undermine the importance of good roads that will enhance a boom of tourism in our local economy. Tourism is a source of pride and joy into the economies of Kenya, Swaziland and my most loved Mozambique. The scenic beauty of the majestic three Rondavels, Echo caves and God's Window cannot be adored by the outside world because of road infrastructure. The importance of the LED in advocating for a friendly procurement within the supply chain management is extremely important in growing of our local economy. The supply chain in our municipality is brutally failing in that regard and the upper authority

After twenty four years of democracy our people are still drawers of water and wood in the economy of their own space. The municipality under the guidance of the accounting officer Mr Patrick Kgoale is urged to intervene as it is critically imperative in destroying the root cause of this greedy behaviour. The noble task of our LED is to advise and that is permitted by the law, that in case of big and powerful projects joint ventures must be promoted in capacitating of locals. In simple practical terms NO joint venture NO Tender and this is how the majority of municipalities are growing their economies and creating sustainable SMME’s. My singular appreciation to the General Manager of the people, for the people by the people, Mr Conroy van der Westhuizen, of Glencore Lydenburg Smelter. His profound understanding of the LED and the importance of investing in different communities is laudable. Since his reign as the GM of the smelter coupled by a blessed collective leadership, massive projects are being implemented on a scale that has never been seen before. His understanding of private public partnership is beyond measure. The collective leadership in believing that both black and whites must equally benefit is amazingly awesome. The tireless efforts in training the unskilled to be world revered industrialists is a sacred journey that will motivate others to emulate this remarkable economic giant. Let me conclude by saying the following to the collective leadership of the Lydenburg Smelter, rain drops may be little in shape and size, but their continuous fall makes a river overflow. Remember small consistent efforts makes the massive changes in life. You are superstars.

Die Lourens River Valley 2003-versnit is gekies as wyn van die aand en Morgenster Cabernet Franc was die waarde-vir-geld-keuse van die aand. DIE Lydenburg Dienssentrum se jaarlikse Goue Jare Konsert het verlede Dinsdag ’n vol NG Moedergemeente saal getrek, in die bittere koue. Met soveel talent en ondersteuning in die gehoor was dit ’n uithaler geleentheid. Twee tonele is opgevoer, “Die Lappop” (deur me. Hannie van der Merwe en mnr. Cobus Raath) en “Die Hofsaak” (deur mnr. Dawie La Grange). Mnr. Cobus Raath en Japie Jacobs het ’n stuk “’n Telefoon gesprek’ uitgebeeld. Dankie ook aan ds. Antoinette Wilson, me. Shaunette Erasmus (Dienssentrum bestuurder, vir haar reëlings agter die skerms), Citation, me. Kotie Voster, mnr. Jan Neethling en me. Emma Neethling, mnr. Jakkie Swanepoel, me. Jannette Maritz (vir baie moeite met die kostuums) en mnr. Karel Jacobs (as voorsitter van die bestuursraad). Die toneelgroepe het al in Februarie begin oefen en hulle was Maandag met die kleedrepetisie die eerste keer voltallig. Me. Hantie Bezuidenhout het spesiaal van Pretoria gekom om te kom oefen en deelneem. Die akteurs was: Cobus Raath, Elsa Liebenberg, Suzy van Zyl, Pieter de Bruyn, Johan van Zyl, Japie Jacobs, Hantie Bezuidenhout, Annatjie Ackerman, Ryk Greeff, Marietjie Raath, Jannette Maritz en Bets Jacobs. Dit is nou die vierde jaar dat die Kultuuraand aangebied word. Die Dienssentrum het vir langer as 20 jaar toneelopvoerings met die amateur geselskap onder leiding van me. Hantie Bezuidenhout gehad. Daar was altyd pragtige kore, instrumentale musiek, voorlesings, mimiek en ander tonele. Dit was deel van ‘n jaarlikse kompetisie tussen die verskillende Dienssentrums. Me. Hannie van der Merwe het reeds op Laerskool Klipspruit as jong onderwyseres begin toneelstukke en tablo’s skryf. Sy het die eerste tablo in 1980 geskryf. Dit was ter viering van die ingebruikneming van die Laerskool Klipspruit op 27 Oktober 1910. Van die eerste leerlinge van 1910 was op daardie dag teenwoordig. ~ Michelle Boshoff (berig en foto’s)

Ons toets die Isuzu MU-X AUSTRALIë is Isuzu wêreld. En dit en Thailand is die herkoms van die Isuzu MU-X. Ons het hierdie opvolger van die Chevrolet Trailblazer dié week onder hande geneem. Daar is heelwat verander sedert die Trailblazer, maar die basiese DNA is nog daar, soos die Isuzu raam onderstel en bakontwerp. Die Trailblazer het swaar op Isuzu gesteun, maar sy enjin was van Europese oorsprong. Die MU-X is ’n regte Isuzu en kom met die beproefde Isuzu 3-liter D-Teq turbodiesel (130 kW en 380 Nm) en nuwe sesspoed outomatiese ratkas. Twee modelle is beskikbaar en is spesifikasiegewys identies. Die enigste verskil is dat een ’n 4x2 en die ander ’n 4x4 is. Die voertuig beskik oor alles wat oop en toe maak soos getinte elektriese ruite, leersitplekke, kragstuur, outo ratkas met tikfunksie,
klimaatbeheer (met aparte luginlate in die dak vir agter), ses lugsakke en IsoFix sitplekankers. Daar is ’n groot raakskerm navigasiesisteem met 8-luidspreker klankstelsel en verskeie USB poorte insluitend ’n HDMI poort vir videos en USB waarmee jy ook jou slimfoon kan laai. Daar is ’n ritrekenaar, togbeheer (cruise control), goeie instrumentasie en verskeie pakplekkies, twee 12V kragpunte (een agter vir jou yskassie) en self die rare sigateraansteker. Beide sonskerms het ordentlike smukspieëls. Die MU-X beskik oor ABS remme met BAS en EBD, ESC, HAS, Sleepwa
veerstelsel en die fenomenale remme. Die MU-X klink soos ’n Isuzu, dit trek weg en versnel soos ’n Isuzu, net effe gemakliker en stiller. Ek is in verkeer uit die dorp en kon eers oop pad kry daar na Paul Zorn se skietbaan toe. Hier het ek hom vrye teuels gegee. Teen 140 km/u is die voertuig rotsvas op die pad en die enjin loop ’n naaldbreedte oor die 2 000 omwentelinge in sesde. Brandstofverbruik behoort goed te wees met so ’n rustige enjinspoed. So, waarvan het ek gehou? Die besondere goeie ritgehalte, stil kajuit, baie soliede gevoel en uitstaande remme. Die voertuig is rigtingvas en daar is geen bakleun om draaie nie, ten spyte van die lekker sagte vere. Waarvan het ek nie gehou nie? Die Isuzu enjin knor as jy hom pak gee, maar hulle sê mos as hy nie knor nie is dit nie ’n Isuzu nie. Die raakskerm vir die navigasie en radio is die nuwerwetse ’floating” tipe, maar deesdae is almal so en moet ek seker gewoond raak daaraan. Alles in ag genome is hierdie ’n puik voertuig en beslis op my wenslys. Ek verneem ook dat dié MU-X reeds goed verkoop. Die feit dat hierdie nou ’n egte Isuzu is, sal ondersteuning en onderdele baie maklik maak. Andre Coetzee.

ROAD-legal, track-focussed cars are great fun. But normally a little pointless, because no matter what their makers claim, they’re usually inherently compromised on track by all the bits necessary to make them road-legal, and compromised on the road by all the bits designed to make them good on a track. If you’re rich enough, why not buy a super wafty daily, and then a proper, uncompromising track car that isn’t hamstrung by a set of numberplates? Why not Nismo it? Something like this – the Nissan GT-R NISMO GT3, freshly updated for 2019 and available to order now for ¥60,000,000, or about R6m. Nissan’s done a GT3 version of the GT-R since 2012 – it’s won Super GT and Blancpain championships, and took overall honours at the Bathurst 12 Hours in 2015. This year’s car promises “significant advances” over the road-going GT-R and its GT3 predecessor. The 3.8-litre twin-turbocharged engine – which gives more power than the emissions regulated street car’s – is mounted 150mm further back and lower for better weight distribution. There’s new suspension, better flexural and torsional rigidity, a newly designed, more reliable six-speed sequential transmission, better brakes and even a more efficient air-conditioning system. SHELBY South Africa has announced that it will offer local buyers the Ford F-150 in right-hand-drive guise in limited numbers from the end of 2019. Three Shelby-spec versions of the beefy bakkie will be available: the Shelby F-150, the Shelby Super Snake F-150 and the Shelby Raptor Baja Edition. According to a customer process document we received from Shelby SA, customers will be required to enter into a purchase agreement for the conversion, with Shelby SA facilitating the purchase of their chosen F-150 from the United States. This includes the import documentation, sourcing, payment process, shipping and subsequent clearing and delivery of the vehicle to Port Elizabeth. Shelby SA says the client should “allow an average of 80% on cost to the amount that the vehicle will cost in US dollars” (for shipping, import duties, VAT, etc.), adding that “in terms of legislation, the customer may not transfer the vehicle out of their name for a minimum of two years”. Shelby SA says that “as a guideline, depending on specification”, the invoice from the US-based Ford dealership will be “between $50 000 and $75 000” (at the exchange rate at the time of writing, that’s between R628 000 and R941 000). It adds that “depending on the ruling exchange rate, the final cost of the conversion of the vehicle to Shelby and right-hand-drive specification will be between R1,2-million and R1,5-million”. We’ll leave you to do the maths… Shelby SA says it will invoice for the final cost of the conversion, with the client required to pay a deposit of R950 000 in the case of the Shelby F-150, R1 100 000 in the case of the Shelby Super Snake F-150 and R1 350 000 in the case of the Shelby Raptor. The balance will be required prior to delivery of the completed vehicle. The conversions will be carried out in Port Elizabeth at Hi-Tech Automotive, which Shelby SA says will also handle the National Regulator for Compulsory Specifications approval, clearance documentation and the entering of the vehicle onto the eNatis System. Shelby will then arrange to deliver the vehicle to the client, who also has the option of collecting it in PE. The local firm says the estimated lead-time is six months from the date of deposit, “subject to unforeseen delays out of our direct control and production capacity”. For the record, the Shelby F-150 and Super Snake F-150 both make up to 563 kW after Ford’s 5,0-litre V8 engine has been supercharged, while the Shelby Raptor’s 3,5-litre twin-turbo V6 churns out more than 390 kW.
