ME. Gretli Steyn het Sondagmiddag haar lewe verloor in ’n grubotsing op die N4 net buite Middelburg. Sy was die eienaar van GMC Debt Solutions op Lydenburg en ’n geliefde inwoner van die dorp. Me. Steyn was saam met haar man Piet Steyn en hul kinders Marli (18) en Pieter (10) in die voertuig. ’n Isuzu dubbelkajuit en die Steyn’s se Fortuner was in die botsing betrokke wat ook gepaard gegaan het met die swaar reën en die nat paaie. Die bestuurder van die bakkie het beheer verloor en in die aankomende baan ingeswaai. Vier van die ander oorledenes was in die dubbelkajuit bakkie. ’n Baba (vier maande) is na die Life Midmed Hospitaal gehaas maar het later aan sy beserings beswyk. • Die Highlands Panorama Nuus betuig ons innige simpatie aan die familie met hierdie groot verlies. Gretli se betrokkenheid by die gemeenskap en haar mooi sin vir humor soos hier tydens Valentynsdag, sal nooit vergeet word nie. ue to the recent high rainfall there will be an increase in viral diseases in and around the Lydenburg area. The subsequent wet conditions are extremely favorable for insect vectors, such as the Culicoides midge, that are responsible for disease transmission to cattle, sheep, goats, horses and chickens. The diseases that are transmitted via insect vectors are as follows: • Cattle: Lumpy Skin Disease, Bovine Ephemeral Fever (Three Day Stiff Sickness), African and Asiatic Red water (Tick Borne) • Sheep: Blue Tongue, Bacterial Foot rot, Rift Valley Fever (Mosquito Borne) • Goats: Blue Tongue, Rift Valley Fever • Horses: African Horse Sickness • Dogs: Parvo Viral Enteritis (Cat Flu) • Chicken: Pox virus, New Castle Disease Several cases of these diseases have been reported recently and in order to prevent these vector borne diseases from occurring strict insect control measures must be implemented and all animals must be vaccinated against respective diseases. THE Highlands Panorama News took a quick drive through town on Sunday afternoon, following complaints from numerous residents about the lack of stop signs at intersections in town. Residents are concerned, because in most instances there are also no road markings indicating stop signs, which means that unsuspecting motorists or motorists not familiar with the area, will cross streets without even reducing speed. This could of course lead to serious accidents or even people being injured or killed. Pieces of headlight glass are often visible at such corners, indicating that an accident had already occurred there. We would like to ask the TCLM to please ensure that the appropriate signs are indeed erected at these places. The following list is by no means comprehensive, but will already alleviate the problem if attended to. Signage costs a nightmare “Worried about town” writes: As everyone knows our little town is down on it 's knees, no new businesses, no new houses or shops, nothing is happening in Lydenburg, there is a complete standstill. The few businesses still standing and trying to make a living are targeted by the muncipality for more money! Tourism is a big part of Lydenburg to the Lowveld, but our guesthouses are in their sights now. As concerned citizens of Lydenburg we all very well know of the double standards used by municipal officials. Not by colour but by money! Advertising your guesthouse in Lydenburg will now cost you R1 708 for a signboard smaller than 1 meter. Bigger than one meter will be R2 304 per year. For three signboards for the entrances and small signboards inside town for direction indicators will cost you more than R10 000 per year! Then what about your online advertisements. How must we manage? What about big business owners advertising houses and apartments, restaurants and others. Only some of their boards are on their own property, most of them on the pavements either side of the road owned by municipality. What about the boards on the fence at the high school, what about the boards of the big supermarkets? Are they all paying for advertising? If so, the public must be allowed to view TCLM’s books to see who is paying and who is not, because it is no secret that bribing is the order of the day. What is good for the rich is good for the hard working people, who are also trying to make a living. The law states that every tax payer is entitled to have access to the books of the municipality. So show us that TCLM is fair and all rules apply for everyone and I will pay. If people in town only know that when paying in cash it is going into pockets, please insist on a card machine payment, this way the money goes into the bank for the right purposes. That way there will be enough money for salaries (not talking about service delivery, because that is long gone) and innocent hard working business owners will be left alone!

The town is failing us Concerned resident writes: Why must our people from Lydenburg go to Sabie and Belfast for fast and friendly service of our renewal of licence and ID cards? Why is it that so few people working at the municipality could make a whole town so rotten? Why is it that some employees think how slower they work how faster the day will pass? Why is it that they think to be important you must be rude, unfriendly and working in slow motion? Why do you think helping one person extra will kill you with fatigue? Listen carefully my brothers and sisters, respect is earned, it is not coming with your position at the back of the licence department, test grounds and municipality's counter. Respect is earned and comes with helpfulness, friendliness and plain old hard work! Not taking only 10 people for testing or helping, but to help as much as you can before you knock off for the day. Having lunch in private and not on your counter and helping clients while your mouth is stuck with food. Keep up to your working hours, keep your promises, if you will phone someone back, do that! Buy a blouse that is the correct size and not barely covering you. Stop scratching your hair while helping me, wash your hair. Stop chewing bubble gum with an open mouth, that is just plain uncivilised. You are privileged to have a job, do it as best as you can, there is a long list of people that will be able to do your job, maybe better and faster. Go back to Mandela's motto. Vir die goeie ouens wil ek sê, hou aan met die goeie werk. Mag julle geseënd wees. Julle het ’n enorme taak om hierdie gebroke samelewing waarin ons leef se ellende te help verlig en God se liefde in ons te vestig.

THE President consulted the Presidential Working Group on Disability on 26 February 2019 to progress the rights of Persons with Disabilities in South Africa The Disability sector is full of hope and expectation after its first meeting with President Cyril Ramaphosa. The Presidential Working Group on Disability (PWGD) is constituted of 45 members from the disability sector – representing a diverse and allinclusive voice. Prior to this event, it had only met once since its inception in 2016. The mandate of the PWGD is to advise the President and his ministry on strategic, focused programmes that enhance the development of persons with disability to ensure their equal citizenship. Its members had despaired that it was an ineffective, defunct agency that existed on paper only until the call by President Ramaphosa to meet. This, after a SONA in which persons with disability were not mentioned, and which resulted in a vociferous response from the disability sector. The PWGD members were pleased by the quick response by the President. The PWGD caucused before the scheduled meeting and compiled five key issues for submission. There were: · The relocation of Persons with Disability from the Department of Social Development to the Office of the President. There was strong consensus by all Disability stakeholders that the sector should be afforded focused attention by all departments and levels of government in an integrated and coherent fashion. This repositioning would serve to advance the realization of the rights of persons with disability and replace the current dehumanising “welfare status” and the historical link to the medical model of disability through its current location in the Department of Social Development, with a human-rights based approach. · The adoption of South African Sign Language as the 12th official language of South Africa. · The fast-tracking of the domestication and implementation of the UN Convention on the Rights of Persons with Disability and all other regulations and policies relating to persons with disability. Whilst there was an acknowledgement that the White Paper on the Rights of Persons with Disability is a guiding document for the mainstreaming of disability, it has not been legislated and therefore there exists no enforceable legislation that specifically protects the rights

(and dignity) of persons with disability in South Africa · The need for focused attention on the provision of quality education and economic empowerment. There was a call for the professional development of all educators around the issue of disability (in the context of diversity and inclusion), the development of an inclusive and accessible curriculum, and that persons with disability have full access to information and a means of communication , either through alternative formats or assistive technology e.g. braille, alternative augmented communication, captions/subtitles on tv channels, audio descriptions and alternative reading methods. VOLKSWAGEN has revealed its barnstorming new Touareg V8 TDI, a model that shares its 4,0-litre eight-cylinder turbodiesel with the Audi SQ7. Delivering 310 kW and 900 N.m of torque, the new flagship Touareg is capable of a claimed 0-100 km/h sprint time of just 4,9 seconds with a top speed electronically limited to 250 km/h. Interestingly, Volkswagen has yet to announce a corresponding claimed fuel consumption figure but has confirmed that the engine complies with Euro 6d-TEMP emissions standards. The Touareg V8 TDI will be available in two trims; Elegance and Atmosphere. Elegance specs the interior to be a more clinical affair complete with metal finishes and cool colours, while Atmosphere spec opts for warmer colours and elegant wood finishes. Both trims feature the brand’s premium ‘Vienna’ leather upholstery as standard and include dual-zone climate control and an Innovision cockpit. Air suspension, an electrically-operated tailgate, comfort seats, stainless steel pedals and an LED light and sight package are standard. AFTER announcing in 2017 that the Eclipse Cross will be heading to South Africa, Mitsubishi has finally unveiled its new coupé on local soil. From launch, two models will be available: one front-wheel drive and one allwheel drive derivative, the latter incorporating Mitsubishi’s Super All-Wheel Control (S-AWC) system. Both variants feature the brand’s 2,0-litre fourcylinder MIVEC engine coupled with a six-speed continuously variable transmission (CVT) to produce 110 kW at 6 000 r/min and 198 N.m of torque at 4 200 r/min. Mitsubishi claims a combined fuel consumption figure of 7,9 L/100 km for the 2WD model and 8,1 L/100 km for the AWD Eclipse Cross. Both derivatives feature roof rails, a rear spoiler and 18-inch alloys as standard.

Convenience items include keyless entry, automatic windows, climate control, leather seats (the front pews are heated), electronically adjustable drivers seat and USB ports. A touchscreen radio ships as standard with a 7-inch infotainment system including navigation, screen mirroring, Bluetooth connectivity and voice control an optional extra. A heads-up display ensures the driver remains focused on the road, while park distance control with rear view camera provides assistance when manoeuvring out

of tight spaces. Other safety features include a total of seven airbags, ABS with EBD and brake assist, Isofix anchorage, active stability and traction control and hill start assist. The 2WD derivative costs R399 995, while the AWD Eclipse Cross comes in at R449 995. Both models come standard with a 3 years /100 000 km warranty and 5-year / 90 000 km service plan, with service intervals every 15 000 km. BELIEVE it or not, this is the fourth generation of Ford Focus ST. Rivals with that sort of lineage were inducted into the hot hatchback hall of fame long ago, and yet it’s safe to say the ST’s still a long way from icon status. There are plausible reasons why; every generation has had a burlier RS brother muscling its way into the limelight, beside which the Focus ST can only ever feel tame. Especially when it’s been offered in both estate and diesel versions. The glamour fades when your performance car can also play the role of a minicab. The smaller Fiesta ST is a real star, though, and perhaps in the hope some of its magic might rub off on its bigger brother, Ford has seemingly used the same grille and paint tins on the latest 2019 Focus ST. It’s still got a pretty malleable spec, mind; you’ve a choice of five-door hatch or estate, petrol or diesel and manual or automatic. Serious drivers need only apply for the petrol, though. For starters, its 2.3-litre four-cylinder turbo produces 220kW and 420Nm, and while the former isn’t class leading, the latter beats the current class champion, the Honda Civic Type R. Ford reckons on 0-100kph in sub-6.0 seconds. Only the petrol comes with turbo lag-busting tech from the Ford GT and a new electronic limited-slip differential on the driven front axle, too. Ford claims the

FORD Motor Company of South Africa says it built 98 505 examples of the Ranger at its Silverton Assembly Plant in 2018, representing an annual production record for the firm. The local arm of the Blue Oval brand said international demand for the Ranger reached an “all-time high” in 2018, allowing its Pretoria-based factory to ship 68 364 units to export markets. This is a 16,2 percent increase over 2017’s figure. The bulk of Ranger exports from SA were destined for European markets. Suspension changes otherwise sound relatively minor, but the standard Focus is pretty damn good to drive, so it’s not worth worrying. The new Focus ST sits 10mm lower and is marginally stiffer, while its steering is 15 per cent quicker. The estate has a different set up to account for the heavier loads it’ll carry. The Performance Pack also adds a Track mode, possessing looser stability control settings, to the car’s drive mode roster. It’s the first time those have appeared in the Focus ST, and they look simple to cycle through thanks to steering wheel-mounted buttons. Which goes some way to chip away at our concerns about the Sport and Track modes’ electronic noise enhancement tech. Could be good, could be dodgy; these systems can go either way. While we’re talking exhaust noise, the pipes have moved to the outer edges of the rear diffuser to right a wrong of the old Focus ST, whose central exhaust pipe denied it towing capability. Rest assured you can hitch a caravan to this one. Other c l o y i n g l y sensible abilities include adaptive cruise control, fully automated parking and the fact the Focus ST can act as a wifi hotspot for up to ten devices.
