outh Africa's new carbon tax has provoked a storm of criticism from environmental campaigners who say it is too weak — and from industry that predicts it will cause mass job losses.
TLU SA is diep bekommerd oor die rigting waarin Suid-Afrika ontwikkel, nadat die langverwagte verslag oor grondhervorming die naweek bekendgemaak is. “Die regering en mnr. Ramaphosa laat hulle aan die neuse rondlei deur die massas sonder om die langtermyn impak op SuidAfrika in ag te neem,” sê mnr. Louis Meintjes, die President van TLU SA. “Die massas eis 'n onmiddellike oplossing vir iets waarvoor daar nie 'n onmiddellike oplossing is nie. “Suid-Afrika het eenvoudig nie die vermoë of kapasiteit om dit wat die taakspan voorstel, te implementeer nie. Maar die verwagting is geskep en nou moet die voorstelle eenvoudig afgedwing word om die massas tevrede te hou. Ten spyte daarvan dat dit 'n negatiewe impak op elke Suid-Afrikaner sal hê en nie net op boere en hulle werkers nie,” sê mnr Meintjies. Die landbougemeenskap het reeds vroeër kapsie gemaak oor die manier waarop die verslag saamgestel is nadat landbouers grootliks uit die proses gelaat is. Die boer Nick Serfontein en voorsitter van AgriSA, Dan Kriek – die enigste landbouverteenwoordigers op die paneel – se insette is in so 'n mate opsy geskuif dat hulle 'n minderheidsverslag saamgestel het. TLU SA, verteenwoordiger van kommersiële boere, is geensins om kommentaar genader nie. “Wie praat namens al die boere wat nie verteenwoordiging in die paneel gehad het nie?” vra mnr. Meintjes. “TLU SA stel nog altyd ekonomiese beginsels voorop in enige gesprekke oor hervorming en as die basis vir suksesvolle landbou. Die voorgestelde proses rondom die keuring en kies van bevoordeeldes is onder verdenking en baie duidelik deel van die ANC-regering se uitkoms van totale staatsbeheer, en in besonder die beheer van die produksie en verspreiding van voedsel. “Dit is niks anders as die wettiging van grondkaping deur die ANC-elite nie,” sê mnr. Meintjes. Die verslag fokus grootliks op plase vir onteiening, terwyl 67% van die SuidAfrikaanse bevolking reeds verstedelik het en die behoefte vir behuising en dienste daar meer dringend is. Kommersiële produsente moet in die voedselbehoeftes van stedelinge voorsien. Die oorgrote meerderheid – bykans 95% van plase wat reeds deur die staat oorgedra is, het misluk en is uit produksie. Die kanse is skraal dat die plase wat onteien word sonder vergoeding, wel sal slaag. Hoe gaan Suid-Afrika dan in die voedselbehoeftes van meer as 50 miljoen mense voorsien?
The new tax, the first of its type in Africa, was cautiously introduced last month in the first of several gradual steps and is scheduled to come into full force in three years' time. The tax has been planned for almost a decade. But it was delayed in a country that is struggling to boost economic growth while also being the 14th largest polluter in the world, according to Greenpeace. The tax puts a price on releasing greenhouse gases from fuel combustion and industrial processes as countries work to meet the global climate change targets negotiated in Paris in 2015. “It is pretty weak but very important symbolically,” said Ismail Momoniat, deputy director general of the National Treasury, promising that a reassessment would be held after four years. Nevertheless, industry is indignant that the tax has been introduced by a government that says its priority to foster growth and create jobs by promoting investment. South Africa's key mining sector, which is in long-term decline, fears the tax will further hasten its demise as one of the country's main employers. The Minerals Council South Africa, which represents mining companies employing 450 000 people, said the tax could wipe out 6 800 jobs in the next two years and then about 6 000 jobs annually after that. It described the tax as “the wrong method at the wrong time - a time of already deep financial stress”, adding it would “erode profitability through increasing costs resulting in a shrinking sector”. Trade unions have taken a more mixed stance. Matthew Parks, of the umbrella union Cosatu, said it was “worried about the impact of pollution and global warming on poor working class communities”. Parks said climate change could be “a perfect opportunity” to create jobs in South Africa through the manufacture of environmentallyfriendly cars and solar energy exploiting the country's abundant sunshine. But he said that “we feel that businesses just want profit and are reluctant to change”. The cost of the tax is already being passed on to motorists. Fuel prices have been put up by 0.09 rand a litre for petrol and 0.10 rand for diesel, according to the Automobile Association. The national energy supplier Eskom, already on the brink of collapse as it struggles with $30 billion in debt, will not be hit until 2023. But then Eskom's carbon tax liability is projected to be in the region of 11.5 billion rand a year, according to Gina Downes, Eskom's environmental economics advisor. Eskom, which produces more than 90 percent of South Africa's electricity and more than a third of its greenhouse gas emissions, said the national plan to meet Paris Agreement targets included winding down its coal-powered stations and boosting low carbon energy production. But Eskom is still finishing two huge new coal power stations that are far behind schedule and over budget. Noelle Garcin, project manager at African Climate Reality Project, said the squabbling over the tax bore no relation to the threat of climate change. The burden will be much more on the next generation.

Daarmee saam het hulle 'n skerp ontwikkelde gehoor, goeie sig en 'n dik, waterdigte pels, wat dit moontlik maak om met gemak in klimaat van uiterstes te kan werk. Die arme bloedjies - so nou het hulle die land, maar hulle kan nie die rekeninge betaal nie. Wel, welkom in die regte wêreld. Ons almal weet hoe voel dit. Jammer Soweto. Julle kan nie R18 biljoen se skuld net laat afskryf nie. Eskom en ons belastingbetalers kan dit nie bekostig nie. Ek het net simpatie vir die bejaarde gogo’s wat almal se kinders moet oppas en nie eers geld het vir melk-enbrood elke dag nie. Na Carte Blanche Sondagaand het ek eintlik so ’n lekker laggie gegee. Soweto word weer omgedolwe want die inwoners wil nie Eskom betaal nie. Met omgedolwe bedoel ek skietery en onluste. Saam met die onluste op die Kaapse vlakte en die weermag wat daar in was die afgelope twee weke, ’n skietery by ’n knoffelfees in Amerika... is dit net nie meer die moeite werd om so met mekaar te baklei nie. Deur mnr. Roelf Castelyn, voorsitter Lydenburg Rusoord se Beheerliggaam: Die Wet op Behuisingsontwikkeling skemas vir Afgetrede Persone 65 van 1988 (“die Wet”) beskerm eiendoms- en okkupasieregte vir persone 50 jaar of ouer. Die Wet bevat streng voorskrifte waaraan voldoen moet word wanneer sekere belange in behuisingsontwikkeling skemas aan afgetrede persone vervreem word. Die wet beskerm tans elke inwoner van Lydenburg Rusoord. Volgens die Lydenburg Rusoord konstitusie is die Beheerraad verantwoordelik vir die deurlopende bestuur en hulle moet minstens elke drie maande vergader om sake te bespreek en besluite te neem. Dit bring ’n duidelike skeiding tussen beheer en bestuur. As Voorsitter is ek ook betrokke by die dag-tot-dag bestuur, koördineer die werksaamhede van subkomitees en subsidiëring vanaf staatsdepartemente. Ek moet ook toesien dat toepaslike wetgewing nagekom word. Die Bestuurderes van Lydenburg Rusoord is verantwoordelik vir die dag-tot-dag bestuur. Eie belang verwys sekerlik na persone of beheerraadslede wat na hul eie of besigheidsbelange binne Lydenburg wil omsien. Daar is drie beheerraadslede na verskeie voorvalle geskors. Daar was behoorlike samesprekinge tussen beheerraadslede en ’n besluit was geneem om die lede tot die volgende algemene jaarvergadering te skors. Ek het nooit ’n besluit op my eie geneem nie. Nie een geskorste lid het ooit skriftelik beswaar gemaak of ’n hof genader om hul skorsing op te hef nie. Die konstitusie maak nie voorsiening vir dissiplinêre prosedures nie en dan tree die gemene reg in werking. Ek het ook regsadvies in die verband ingewin. Die skorsing moet egter op die algemene jaarvergadering bevestig word. Hoekom moet ’n persoon as beheerraadslid aanbly as hy nie kan saamwerk nie! Oostra het tot die saak toegetree en gepoog om versoening te bewerkstellig. As gevolg van die inmenging het sake net vererger en daar is nog steeds wrywing in die Beheerraad anders sou die berig in die koerant onnodig gewees het. Die bestuursvermoë van die voorsitter en die bestuurderes van Lydenburg Rusoord was in twyfel getrek. Daar was ook ongegronde bewerings van diefstal. Oostra het hul eie ouditeur aangewys om die boeke van Lydenburg te oudit. Die ouditeur kon geen diefstal of bedrog opspoor nie. Lydenburg Rusoord se finansiële state word jaarliks volgens wet opgestel en word dan in die volgende volgorde goedgekeur deur Lydenburg Rusoord: die Finansiële Komitee, dan die Beheerraad en daarna deur die lede op die algemene jaarvergadering. Die finansiële state word daarna aan die Suid Afrikaanse Inkomstediens en die Departement van Maatskaplike Ontwikkeling voorgelê. Elkeen het hul vereistes vir goedkeuring van hul “Public Benefit Organisation” status en subsidies van behoeftige lede van Lydenburg Rusoord. Daar word in die artikel van 25 Julie 2019 in die Highlands Panorama na deursigtigheid verwys. Die geld sekerlik vir alle partye, persone, instansies en beheerraadslede wat by Lydenburg Rusoord betrokke is. Omdat dit ’n nie-winsgewende organisasie is moet

Motorfietsryers jaag steeds in die dorp se strate ten spyte van verskriklike ongelukke. Inwoners is moeg vir die lawaai. Op die Longtompas ry die vragmotors steeds soos hulle wil en versondig almal se siele en verwoes toerisme. Die verkoue en griep in die dorp wil nie die wyk neem nie. Belangrike vergaderings kan nie plaasvind nie omdat daar nooit ’n kworum is nie. Die ekonomie is pap. Brandstofpryse maak ons klaar. Woonstelblokke wil nie hê ons moet daar koerante aflewer nie. Organisasies se naweekreëlings bly bots omdat niemand
alle partye saamwerk om die gemeenskaplike doelwitte te bereik. Geen beheerraadslid word vir sy dienste vergoed nie. Ek wonder dan hoe dit moontlik is dat ’n direkteur van Oostra ’n koerantberig kan plaas sonder konsultasie met die die beheerraad of bestuur van Lydenburg Rusoord en sonder om seker te maak van al sy feite nie. Lydenburg Rusoord se grond is tans in die naam van Oostra geregistreer. Die grond was oorspronklik deur n Mev. Breytenbach van Lydenburg geskenk vir die oprigting van n ouetehuis. Die geboue was opgerig deur die gemeenskap van Lydenburg in samewerking met die Departement van Openbare Werke. Niewinsgewende organisasies se regsposisie was destyds sodanig dat hulle nie vaste eiendom op hul naam kon registreer nie. Oostra was n Art 21 maatskappy en daar was besluit om die grond op hul naam te registreer. Die eienaar van Highlands Panorama is n beheerraadslid van Lydenburg Rusoord. Die berig het hom sekerlik ontglip want hy het ook nie die artikel voor plasing met my of ander beheerraadslede bespreek nie. Daar is voldoende wetgewing om die belange van bejaardes te beskerm en die Departement van Maatskaplike Dienste is nou betrokke by die bestuur van Lydenburg Rusoord. Lydenburg Rusoord is afhanklik van die staatsubsidies vir inwoners wat nie die volle losiesgeld kan bekostig nie. Lydenburg Rusoord sal sonder die subsidies nie finansieel oorleef nie. Die skrywer van die die artikel neem ook nie in ag dat elke inwoner van Lydenburg Rusoord stemreg op ledevergaderings het nie. Daar is n bestaande inwonerskomitee wat reeds jare funksioneer. Die aankoop van erwe en die ontwikkeling van wooneenhede as huiseienaars verenigings is deur Oostra goedgekeur. Die beheerraad was in volle beheer van die ontwikkeling. Lydenburg Rusoord tree as bestuursagent van die huiseienaars verenigings op. Daar is met ’n beplanningsproses begin om die erwe na ’n eie entiteit oor te dra. Die proses sal met deursigtigheid aangepak word in samewerking met die nodige kundige persone. Die bestaande huiseienaarsverenigings beskik tans oor hul eie komitees en bestuurslede. Die vergadering ’n week gelede met inwoners waarna verwys word was nie na behore gekonstitueer nie en die samesprekings was weereens gedryf deur een van die geskorste lede. Die lid het hom ook nie vergewis van wetgewing in die verband nie. Daar is geen hereregte betaalbaar op eiendom vervreem tussen nie-winsgewende organisasies nie. Die inwoners van die wooneenhede word beskerm deur die Wet op Behuisingsontwikkelingskemas vir Afgetrede Persone 65 van 1988. 75% van die inwoners moet volgens die wet toestemming gee vir vervreemding of beswaring van die vaste eiendom waarop hul woon. Die ontwikkeling hou ook geen finansiële risiko vir enige inwoners in nie. Dit is eerder ’n bate vir Lydenburg en omgewing aangesien dit die ouetehuis fasiliteite verder uitgebrei het. Dit bied ook die versekering aan die inwoners van die wooneenhede dat daar mediese- en welsynsorg op hul drumpel is. Ek wil ook graag van die geleentheid gebruik maak om elke inwoner van Lydenburg te bedank vir hul onbaatsugtige steun aan Lydenburg Rusoord en ek wil elke inwoner van die ouetehuis die versekering gee dat ons as beheerraadslede met alles in ons vermoë na u belange omsien en dat ons daarop trots is dat u ’n inwoner van een van die beste ouetehuise in Suid Afrika is. Al die bogenoemde is gebaseer op feite.

Ons het vriende. Ons eet (al is dit pap en sous). Ons is besig. Ons kan patrollies ry en lekker kuier. Ons dien steeds ’n Almagtige God. Ons kan betrokke wees in die gemeenskap. Ons kan mekaar bystaan en help. Ons kan nog jag en skyfskiet en amunisie herlaai. Ons het fenomenale gesinne met baie liefde en respek. Ons kan nog rubrieke en artikels skryf, al krap ons party mense om. Ons kan nog ’n verwarmer brand maak, al is dit met parrafien. Ons buurt gesels nog saans met die “walkie talkies”. Nee wat, hierdie is ’n kwaai plek. Vasbyt!

Die inwoners van die Rusoord Tehuis vir Bejaardes het op 18 Julie gesmul aan heerlike vis wat deur Ocean Basket Lydenburg opgedis is. Dit was vir Mandeldag waar inwoners van Suid-Afrika gevra is om 67 minute aan ‘goed doen’ vir ander te spandeer.

Van ’n optog van voertuie deur die dorp Saterdagoggend tot potjiekos en trekkerritte... dit was alles wat besoekers geniet het by die NG Moedergemeente in Lydenburg se basaar die afgelope naweek. Daar was vele te eet en die vars vrugte-engroente stalletjie was weer eens een van die gewildste saam met die vleismark.

Your car also does not like winter IN winter, the cold drives us into our cars. What is often not considered, is the affect that cold weather during winter can have on our vehicles. "Making things more comfortable during cold weather’s means taking some precautions to ‘sure-up’ your coverage," says Greta Goosen, Head of Client Services at MiWay, who suggests that the best place to begin with battening down the hatches for winter is with your car and a review of driving habits. Here are eight easy steps to follow in order to safeguard your vehicle the cold mornings: Step 1: Cars are vulnerable to cold. It’s almost guaranteed that if you have a small crack in your windscreen, the contraction of the car body caused by the cold will turn the break into a canyon. Running the car heater while the windscreen is covered with a thin layer of ice could have the same result. To avoid this, keep the car parked under cover.
If the vehicle must stay in the open, put sheets of newspaper across the screen, secured by the wipers. The paper will prevent ice from forming, and the covered area will be clear for driving. Alternatively, if ice has formed, start the wipers and pour slightly warmed water on the screen. The wipers will complete the job. When using your heater, keep the temperature low so that the windscreen can warm up slowly. Step 2: Make sure that your car has anti-freeze in the cooling system because water can freeze in winter, and this could lead to burst pipes and damage to the radiator. Step 3: Batteries need more current to start during winter. To check its health, turn headlights on before starting the engine. Then, turn on the engine. If the lights get brighter, the battery may be dying. Check your battery fluid levels and get the voltage checked by a professional when you can to avoid becoming stranded later. Step 4: Check the tread on your tyres. Icy roads may be rare in South Africa, but it pays to ensure that if you have to brake suddenly that the tyres will grip. Step 5: When driving, remember that the cold can result in misty conditions in some areas. Compensate for poor visibility by driving slower. Avoid using your headlights on ‘bright’. Mist reflects light and reduces visibility even further. Step 6: If the windscreen continues to mist up while you are driving use your heater to clear the screen, the best way to do it quickly is to also turn on your air conditioner. Hot and cold air combine and the windscreen will clear in a flash. Avoid using the heater for long periods. Prolonged use can make you drowsy and lead to inattention. Step 7: If conditions are terrible, pull off the road. Make sure that you are safely parked and use the car’s emergency flashers to alert other motorists to your whereabouts. Step 8: Even a car’s heater can add to winter woes- especially when a long distance drive is on the cards. The longer the heater is on, the more likely it is that drowsiness will set in and your concentration and driving skills will suffer. In the event of this occurring, it is wise to pull off the road when you can. Taking a break, a short walk, or even buying a cup of coffee will drive away tiredness and allow the heat in the vehicle to dissipate. Cold may be uncomfortable, but when it comes to driving can be a friend. Keep the heater at a temperature that just takes the edge off the cold will mean a safer drive. “It is always advisable to review your car insurance. Knowing what a windscreen replacement will cost, even if you are only paying the excess, and that you have roadside assistance or a battery check service included, can make all the difference to winter motoring. Bentley my kind of car Is your car suitable for the new baby? PRETTY much everything in life changes when you have your first child, and what you need from your car is no exception. Ideally, every new parent would have enough money to invest in an upgraded vehicle to accommodate the extra space that's now required along with the focus on safety that automatically comes with a first born. However, in the real world, that luxury isn't possible for most, especially with all the other immediate expenses, investments to be made for future education costs, and a possible drop in income. Gumtree Auto's Jeff Osborne advises new parents that if they aren't buying a new car they should at least look at their existing one in a new way: “View your vehicle with fresh eyes and think carefully about all the new dynamics that are now in play.” Osborne provides a helpful car checklist for firsttime parents: 1. Can your baby seat be anchored properly according to the manufacturer's instructions? Make sure the seat belts can do the restraining job well. Replace them if they come up short in any way. Do not be tempted to maak 'n plan with your own way of anchoring the seat. 2. Be thorough about basic vehicle safety measures – tyres, brakes, lights, windscreen wipers and demisters are the key components here. Also make sure you have a good spare tyre and that all the required tools to replace a flat are in place and easily accessible. 3. If you only have front passenger seats, like single cab bakkies, then make sure the passenger side airbag is turned off - the vehicle's manual should tell you how to do this - to prevent the bag activating dangerously around the baby seat. If you have a second row of seats then the baby should always travel in the back. 4. Check that the child-locking systems and automatic window controls are all working. 5. Make sure you can always keep sun off the baby. The middle back seat is the best place for them but you might want to invest in a visor or a sun shield of some kind. 6. Do not have any loose objects inside the vehicle – in the event of an accident they can become dangerous missiles for a small child. 7. Organise the storage space in the vehicle so that everything you need to find quickly for the baby can be found easily. Consider purchasing some kind of top-opening box for storage which can be held in place by a seat belt and put next to the baby seat for easy access. 8. One interesting tip from www.pampers.com is to put a small picture of your child somewhere prominent (maybe on your key ring) just to jog your memory that you have a baby in the back. Believe it or not, many parents, especially when driving on their own, forget about their babies if they're quietly sleeping when they park and leave them behind in the vehicle. DOES a limo need to be good to drive? Bentley certainly seems to think so. This is the new Flying Spur, and it’s had heaps of driver-focused tech thrown at it to ensure it’s the company’s deftest saloon car yet. Chauffeurs have never had it so good. There’s all-wheel steering to make it nimbler at low speed and more stable at high speed, while its active all-wheel drive system defaults to rear-wheel drive, only utilising the front axle when things get really slippery. Even then, only 31 per cent of torque will be shuffled up the front if you’ve prodded the Flying Spur into sport mode; for reference, the old one had a permanent 40:60 front/rear split. With its 6.0-litre twin-turbo W12 producing peaks of 467kW and 900Nm, there’s still more than enough left over for the slidey end of the new Flying Spur. And more than enough to achieve 0-100kph in 3.8secs and a wonderfully pointless 333kph top speed, too. Bentley even touts ‘best in class’ body stiffness for the new Flying Spur. If you’re worried that’s all a bit unbecoming for those sat in the back, then a new three-chamber air suspension system apparently offers huge breadth between comfort and sportiness for when you (or your driver) ramps the modes back down again. Its top speed arrives in sixth gear, too, so the seventh and eight ratios of its automatic are overdrive gears for “economic grand touring”. In fact, when it comes to comfort, Bentley has gone to town. There’s 130mm more in the wheelbase, all-new heated, ventilated, massaging seats and you can have a wholly glass roof with – naturally – colour-matched Alcantara sun blinds. Then there’s the central ‘Toblerone’; the triangular prism in the middle of the dashboard that rotates like a 007 number plate between a media screen, old-fashioned dials and a wood veneer which offers “a complete digital detox”. One that’ll be promptly interrupted by the most powerful of the Spur’s three stereo options given its 19 speakers and 2200 watts should you have splashed out. Opportunities to splash out are vast in the Flying Spur, in fact, with Bentley’s Mulliner department offering a dizzying array of customisation right down to three-dimensional quilted leather for the doors and a jewelled-finish oil cap. We're not quite yet done with winter, but it is certainly time to start planning and planting for warmer weather. Remember, spring is just around the corner and all garden centres are stocked to the brim with instant colour. Don't forget to put out seeds for our feathered friends, which are slowly returning to the garden. Go on the colour run in your garden with annuals: Trays of pretty flowering snapdragon seedlings, both the tall and dwarf varieties, are available now in seedling trays. Also remember that you can still plant pansies and violas, which will flower till late summer if set out in cooler areas of the garden with morning sun and afternoon shade – they will be in full flower at your favourite garden centre now, so you will be able to choose the colours you love! Other stalwarts for now include dianthus and petunias, lobelias, begonias, gazanias, and marigolds. Petunias, whether purchased in trays, hanging baskets or small pots, are always a winner at this
time of year. They are not fussy and simply require a sunny spot with regular removal of the spent flowers. Feed them regularly with a liquid plant food and they will go on for months in your garden, providing splashes of colour! Hot tip: If you are impatient to fill some gaps, go for 'colour bags'. They contain fairly mature annuals and biannuals in full flower, as early instant colour. Mpumalanga Compost in earnest – no matter what the weather, your garden will always need feeding. Remember that compost improves the texture of your soil and increases the air content, which is vital for roots to grow. In addition to compost, fertiliser must also be added, to increase the nutrients needed by your plants. Feed all shrubs and trees when you see new shoots sprouting. Hot tip: When preparing new areas for planting, dig in one bag of compost and a handful of superphosphate, plus a dressing of general
fertiliser, into every 2m² of bed. Primula seeds can be harvested and stored for next season. Perennials such as agapanthus, dietes and hemerocallis demand little from the gardener, but they do multiply and become overcrowded after a while, which will inhibit summer flowering.
