The Hillsboro 2035 Community Plan is an important aspect of our community planning process and has resulted in many great things being accomplished since its inception in 2000. It’s a true testament that the plan has endured the test of time and has become a foundational component of our community’s opportunity to be a part of our future. WHY SHOPPING LOCAL IS IMPORTANT It’s that time of year

again! Our e-mail and social media feeds will be loaded with great buys, quick deliveries and perfect gift ideas. It’s also the time when the Hillsboro Chamber will remind you (frequently) Deanna Palm the importance of shopping locally to support our small, independently owned retail businesses. Purchasing local helps grow other businesses as well as our community’s tax base. Whether you realize it or not, when you shop local you are individually stimulating the local economy with your support and in turn, helping shape your community’s unique character and personality.

With all of the noise that goes on during the holiday season, there is a strong desire for a unique retail experience. What are some of the reasons to shop locally? Here are just a few….. 1. Personalized customer service. Small business retailers are going to go the extra mile to assist you in finding the perfect gift. These businesses are owned by your friends and neighbors. 2. Unique, one-of-a-kind items. Many locally owned retail stores stock specialty items that have been exclusively procured with the local community in mind. 3. It’s good for our local economy. The jobs you are supporting when shopping locally have a very positive impact on Hillsboro. Research shows more of the dollars spent in locally owned shops stay in our local economy.

4. Local artists need your support. Artists are business owners too! Consider the gift of local art this holiday season. There are so many options in Hillsboro to purchase oneof-a-kind artistic creations. Having a robust art scene is fundamental to any community. Purchasing art is paramount in continuing to attract artists to Hillsboro. 5. Prosperous local shops are a measure of vital downtowns and community support. The ask is simple. Make a list of people you are purchasing gifts for this year and think about how to make a lasting impression with your gift. Make an extra effort to find the cool, the unique, the “I’ve never seen anything like that” moment. Take a trip to Downtown Hillsboro to see what’s new and remind yourself of the great feeling you get when you support a locally owned retail business. Time your visit Downtown with the tree lighting event on December 3rd. Orenco is also filled with specialty retail shops that provide a different vibe for your shopping experience. You can enjoy the ice rink and hot chocolate from November 29th through January 5th. Winter village will be open with specialty craft items and unique, homegrown Hillsboro gifts. Finally, if you find yourself needing to shop online, be sure to use Amazon’s Smile to support local non-profits. The AmazonSmile Foundation will donate 0.5% of the purchase price of eligible products to the charitable organization of your choice. There are several Hillsboro-based not-for-profit organizations that you can designate to support. Thank you for supporting Hillsboro’s vibrant retailers!

HILLSBORO SCHOOL DISTRICT BOND

The replacement for Brookwood Elementary School is the model for two other new schools in the District.

BUILDING FOR OUR FUTURE I

N 2017, District voters passed a $408 million, five-year capital construction bond. Its implementation fulfills what is called the “bond promise” to: prioritize safety and security; renovate and repair aging schools; relieve crowding and prepare for growth; and provide a modern education for all of our students. Every school in the District will benefit from renovations over the term of the bond. These projects vary by school and include: • “security trio” upgrades to entry access control, cameras, and intrusion alarms • seismic and roofing upgrades • dropoff/parking lot upgrades • mechanical upgrades to HVAC, plumbing and electrical • replacement of portables with permanent, modular buildings • separate gymnasium buildings at schools with currently-shared gym and cafeteria spaces •. extensive remodeling of aging schools, i.e., Hillsboro High and Reedville Elementary Schools • expansions at Evergreen Middle and Glencoe High Schools

• updated classroom technology • expansion of career-technical education (CTE) spaces • new, flexible classroom furniture Additionally, three new schools will be built. One is a replacement school that will open in fall 2020 on the existing Brookwood Elementary campus. The other two are in North Plains/Sunset Ridge (fall 2021) and South Hillsboro/Reed’s Crossing (fall 2022), where enrollment growth is anticipated as these developments are filled. A new transportation and support services facility will provide needed space for District buses, mechanics, and our new diesel mechanic CTE program. By serving the northernlying schools from this new Jacobson Road location instead of the current downtown Hillsboro location, the District will realize savings in time and fuel. 2019 is the second, and busiest, year of bond implementation. Many of this year’s projects were implemented and completed over the summer. The larger, multi-phased projects are currently in progress. Some of

these projects are highlighted, while a summary of all of the 2019 projects is provided in the table below. In addition to building renovations, Eastwood and Mooberry Elementary Schools are receiving new playgrounds and gyms that benefit students by providing spaces for exercise and PE, and benefit the broader community by expanding recreational opportunities. The gyms are being built to the “immediate occupancy” seismic standard; in the event of a major earthquake, these buildings also may be used as community shelters. Future gyms at Jackson Elementary School’s new dropoff/ parking lot was completed in August 2019.

other elementaries in the District will follow their model. Hillsboro High School is undergoing extensive remodeling of every building. The gym and vestibule, new weight room, woodshop, administrative offices, and the business education building were completed in phase 1. Phase 2 is nearly complete: the media center and social science buildings are expected to be done by Oct. 29, and the creative arts building by Nov. 21. Portables (26 classrooms) have been brought onto campus to enable phases 3 and 4 to run concurrently and for all construction to be completed by Aug. 19, 2020.

NEW BOARD MEMBER SPOTLIGHTS

Welcome new board members Elizabeth Case and Brad Smith. Learn what they bring to the Hillsboro Chamber Board of Directorss, and what drives them to serve.

Question:

What unique attributes do you bring to the role of Hillsboro Chamber Board Member?

Elizabeth Case: As a small business owner and marketing consultant, I am always looking for efficiencies to make life easier, streamlined and more productive. As a new board member I’m bringing a fresh set of eyes to ensure we’re being as productive as possible. In my work with the Chamber to start HillHub I will also be encouraging ways to include and expand upon the resources available as HillHub continues to grow.

Brad Smith: I believe one of my attributes that I bring to the role of Hillsboro Chamber Board Member is the ability listen and analyze without talking. People generally think I am a quiet shy person, until they get to know me. That isn’t the case, I am not afraid to voice my opinion. I just like to figure things out before I speak. I feel this should be good as a board member because of the diversity of topics covered by the board.

Question: Which of the Chamber’s guiding principles, excellence, inclusivity, collaboration, fiscal

responsibility, professionalism, leadership, and value, do you find most personally meaningful and why?

Elizabeth Case: Collaboration. After the Hackathon in June I was asked to continue the work along with Tyler Geel as cochairs of Hillsboro Downtown Together. With the Chamber, the City of Hillsboro and Hillsboro Downtown Partnership we are bringing together three amazing organizations to truly collaborate and help best coordinate the needs and concerns of downtown business owners. Our first endeavor - the Wishing Tree has been an incredible success and proof that we can collaborate and do “just one thing” together. I’m excited for what’s up next!

Brad Smith: The Chamber of Commerce guiding principal of excellence. Excellence is defined as “The quality of being outstanding or extremely good.” I have lived in Hillsboro for much of my life. I am a product of the Hillsboro public school system. I am a property owner in the community. I have investments in the community. I work in the community. I have raised my family in this community. It is a unique place to live and work. The chamber plays a great role in this in many ways. I want this community to continue to thrive as an example to all the other communities in the state. This is one of the reasons I am proud to be a part of the Hillsboro Chamber of Commerce, and I hope to help carry this guiding principal forward for future generations.

Question:

What is a key opportunity for the Chamber to further advance one or more of its five core program areas? (creating a strong local economy, representing the interests of business with government, providing networking & education opportunities, promoting the community and taking political action)

Elizabeth Case:

I am so proud of the work that the Chamber and the SBEC have done to launch HillHub earlier this year. As our city continues to grow rapidly I am excited that the Chamber continues to find innovative ways to support and grow our local economy. As a small business owner I am grateful for the space, community and resources available at HillHub. Developing a co-working space is a big leap and the Chamber saw the opportunity to fill a need in our community as we continue to grow and look for ways to help residents stay local.

Brad Smith:

The Chamber has key opportunity to advance a core program area of representing the interests of business with government for small business issues specific to certain industries. The chamber does a great job currently for issues that apply to a broad spectrum of business owners. Currently the environment for residential investment property owners/managers is one where an unfair economic burden is being placed on them. I believe the Chamber of Commerce can help represent these businesses that are being forced to carry the burden created by a larger market issue.

2020 CRYSTAL APPLE AWARDS

April will mark the Hillsboro Chamber’s 15th Annual Crystal Apple Awards to honor excellence in education! This celebration recognizes outstanding leaders in Hillsboro’s public and private K-12 schools who help grow the workforce of tomorrow.

This is a great way for businesses to connect with the schools and to support educational excellence in Hillsboro! Recipients of the awards will be announced at the Crystal Apple Celebration Dinner on Thursday, April 9, 2020. Nominations will be accepted until Wednesday, January 29th. However, community members are encouraged to submit early, as only the first 50 nominations will be accepted. 35th Land Use, Planning and Transportation Day is always a favorite of the Leadership Hillsboro Class because they get to take a Helicopter ride over the urban growth boundary out of Hillsboro Aviation, but that is not all that is fun and cool about this day! The class started out in the morning hearing from Hillsboro planners and actually running an exercise called Sharknado where they had the opportunity to plan the future of the downtown area taking location, money and demographics into consideration. After a MAX ride and a talk from a TriMet representative, they spent the afternoon at the Port of Portland, Hillsboro Airport where they not only had their helicopter ride, but also had the opportunity to tour Hillsboro Aviation and the newly renovated Nike hangar. The weather was perfect and the day totally fun!

SCHOOL TO CAREER Manufacturing Day 2019-Bigger and Better 29 different manufacturers opened their doors to share their wisdom, experience and skills with local high school students on National Manufacturing Day, Friday, October 4, 2019. School to Career facilitated a big jump in participation this year, increasing attendance by 22% from last year. Almost every local high school from Washington County participated in one or more of the 20, twostop tours. The experience was full of information about manufacturing careers including education and skills requirements, salary ranges, hands-on activities, tours and more. Student comments: “My favorite part was gaining more knowledge of future careers.” “Today I learned about atmospheric pressure and how parts in machines are shaped.” “One thing I was surprised about was that there are so many jobs available.” This event could not have happened without our manufacturing partners and sponsors.
