BOARD PRIORITIES AN UPDATE TO MEMBERS Board of Directors spend time at the beginning of each year developing a list of priority projects, initiatives and actions it hopes to accomplish throughout the year. These priorities are reflective of current conditions, member input and feedback as well as staff recommendations.

Multnomah County with communication and outreach prior to the closure of Cornelius Pass Road. The next Quarterly Transportation Briefing is scheduled for Tuesday, October 29 from 8-10 a.m. at the Hillsboro Chamber.

The Board Planning Session, held annually, is the place these ideas are contemplated and discussed. The Board goes into these discussions understanding the limitation on both the human and financial resources of the Chamber.

The Chamber’s involvement in Downtown Hillsboro didn’t stop after the event. Since mid-June the Chamber has convened a group of interested stakeholders in weekly meetings. Through that process Hillsboro Downtown Together was born. Hillsboro Downtown Together is made up of the City of Hillsboro, Hillsboro Downtown Partnership and the Hillsboro Chamber. This group has been doing great work and this effort has gone way beyond what the Board originally contemplated. Learn more about this effort in From the Office of the President, opposite this page.

I wanted to use this space this month to remind you of our priorities for 2019 and offer an update on our progress to date. HillHub Launch On April 1, 2019 the Hillsboro Chamber launched HillHub, a co-working/entrepreneurial center. Sara Zwicker, Community Director, has been leading the effort since mid-March. With the assistance and guidance of the Chamber’s Small Business Entrepreneurs Council, private offices have been rented, a variety of events have been held, a regular Thursday evening happy hour called Unwind @HillHub has been launched. The Office Hours includes the opportunity to meet with experts to receive support and guidance for your business. HillHub has been successfully launched and continued efforts to broaden its reach and increase participation are underway. Transportation Planning The Chamber is working with the City, County and Metro to assist in the coordination and communication efforts related to the numerous transportation projects to be undertaken in 2019. The Hillsboro Chamber convenes Quarterly Transportation Briefings. These Briefings include the City of Hillsboro, Washington County, ODOT and Multnomah County. The purpose of the Briefings is to provide businesses information regarding upcoming transportation projects, projects that may impact business and to hear from businesses regarding issues or concerns. Hack-A-Thon The Chamber brought Lateral Labs to Hillsboro to facilitate a half-day Hack-A-Thon. The focus was on Downtown Hillsboro. The event had nearly 100 attendees, received positive feedback, and brought forth creative new ideas for downtown.

Convene key leaders and speakers The Chamber is known for its ability to collaborate and to bring forward key leaders around topics important to our members. In 2019, the Hillsboro Chamber has had discussions with Mayor Steve Callaway, Senator Ron Wyden, Congresswoman Suzanne Bonamici, representatives from PCC, TriMet, Metro Council and several others. The Hillsboro Chamber is the voice of business in Hillsboro. Creating opportunities for businesses to interact with elected officials, local government officials and key agency leadership is paramount in ensuring that decision makers understand the challenges our businesses are facing and are able to contemplate solutions and remedies. I hope you agree we have significant progress on our priorities. I know the Board appreciates hearing from our members. What a great success

that has grown out of the June 6th Lateral Lab’s Hack-A-Thon hosted by the Hillsboro Chamber. When I look back on the planning, attendee curation, logistics, etc. that went into the event, I must admit I was rather looking forward to seeing it completed and behind us. Little did I know that this effort would create a ground swell of momentum from attendees such as I have never experienced. I knew we needed to act quickly to capture that momentum, as we had agreed to some level of action and accountability to Lateral Labs. We were, after all, their first tour stop on a multi-state, one city per state tour. We needed to make a good impression and really get something accomplished. Deanna Palm

We had a debrief meeting with attendees and received a lot of input and feedback. The ultimate ask was “Are you in? Because we are going to move. We are going to do something. We are going to do one thing together. So, are you in?” The Chamber, the Downtown Partnership and the City of Hillsboro agreed that in order to marshal the momentum and get that one thing done together, we needed to work cooperatively, cohesively and collaboratively with each other. Those volunteers who chose to “be in” with us rolled up their sleeves, worked and met together to come up with ideas, inspiration, challenges, initiatives. They became the Hillsboro Downtown Together Steering Committee and they have met together nearly every week since midJune. Tyler Geel, Insomnia Coffee Company & Dapper & Wise Roasters, with Elizabeth Case, Yellow Dog Consulting, serve as the co-chairs of the Steering Committee. The other members of the Steering Committee are included below. These are hardworking, no-nonsense volunteers who have been on a mission to help make Downtown Hillsboro prosperous, vibrant, cohesive and friendly. A survey of Downtown business owners and property owners was developed and launched in early September.

The results were shared at a Launch event on October 12th. This event was also the launch of the “one thing” we were going to do together. Kipperlyn Sinclair, a resident of Downtown and a passionate volunteer, came up with the idea to have a Wishing Tree in Downtown Hillsboro. Brilliant! She then set about to do the research, plan the initiative launch and develop a marketing plan…. whew! Downtown Hillsboro’s Wishing Tree will launch on October 1st and run through the month in honor of Arts & Culture month. Additional information about the Wishing Tree and how you can get involved is located at https://www.downtownhillsboro. org/wishing-tree/. The Steering Committee meets on the 2nd and 4th Thursdays each month now from 3:30 to 5 p.m. at the Hillsboro Chamber. We’d welcome your participation if you are interested. RECIPE FOR SUCCESS The

Hillsboro Hops have been very fortunate to experience a great amount of success both on and off the field in their first 7 years calling the Portland Metro their home. The biggest reason for this success is the culture they aimed to build when moving the team here from Yakima, Washington... Culture in the community through their active involvement and financial contributions and culture in the clubhouse with how players and coaches are treated here. Starting with the success off the field, the Hops, led by owners Mike and Laura McMurray, believe in

supporting the community before you expect the community to support the team. This attitude has led to the Hops support of the Hillsboro School District, Hillsboro Community Foundation, Hillsboro Schools Foundation, City of Hillsboro, City of Beaverton, Bag and Baggage and the arts community, youth sports groups mainly in baseball and softball, Centro Cultural, Hillsboro Chamber, Beaverton Chamber, Sherwood Chamber, Positive Coaching Alliance, Sport Oregon, Albertina Kerr, Community Action, Big Brothers Big Sisters, HomePlate Youth Services, Community Action,

and many other community organizations. It is important to the Hops to help these organizations with financial resources, tickets to use in auctions to raise money, and staff volunteering to help out when possible. By giving back to the community first, the Hops have proven they are an integral part of the quality of life in the greater Hillsboro region. On the field and in the stands, the Hops have benefited from amazing fans. HopsNation has packed the ballpark every night and supported the players whether they play well or struggle. The host family program


has thrived in Hillsboro with many families opening up their homes to host players and coaches. This has allowed the Hops players to focus primarily on baseball for the short 3 months they are here and not have to worry about finding shortterm rentals with all the challenges that come with that. With winning their first championship in 2014, the second year in Hillsboro, winning on the field became part of the Hops brand right away. Ever since that year, players and coaches come to Hillsboro with the expectation they are going to win here. The Arizona Diamondbacks have embraced this winning culture and have repeatedly

sent their best coaches and best prospects to Hillsboro providing an exciting brand of baseball. In 2019, the Hops made the playoffs for a Northwest League record 6th consecutive year and won their third championship in the last 6 years. A run that has become envious in the league and throughout all of professional baseball. The Hops are quick to point out that without great fans who support the team every night, this success wouldn’t be possible. “We have amazing sports fans in this region,” said Hops President, K.L. Wombacher. “They love this team and they encourage our players through their energy at

the ballpark. Every player who has played here has said Hillsboro was their favorite place to play by a long shot.” With seven years under their belt, the Hops franchise is only getting started. The front office works extremely hard year round to expand their community support and to enhance the fan experience. Winning is great, but the Hops want to be known for having the best ballpark experience in the country. “The fan experience is what drives our front office every day,” added Wombacher. “We will continue to push ourselves to improve each day, each month, and each year striving for perfection.”

PAID FAMILY MEDICAL LEAVE

On August 9, 2019, Governor Brown signed House Bill (HB) 2005, creating a paid family and medical leave insurance program in Oregon. The Employment Department is responsible for developing and administering this program. They are in the early stages of this process and will provide more information as it becomes available. They will request input from workers and businesses as they move forward with the planning and expect to work closely with those impacted by this new program to make sure it meets the diverse needs throughout the state.

2019 LEGISLATIVE DEBRIEF

The First and Last Mile (FLM) project is about developing

strategies to make transit safe, accessible and viable for all who live, work and visit Washington County. WTA is partnering with Washington County’s First and Last Mile Transit Access Strategies Study to host two summits on October 15 & 16. The first summit on October 15 is a business summit, and the second summit, on October 16, is a community summit. Business leaders are encouraged to attend either event as their schedules allow. OREGON’S COMMERCIAL ACTIVITIES TAX COMING JANUARY 1, 2020 What is the Corporate Activity Tax? The Corporate Activity Tax, or CAT, is imposed on businesses for the privilege of doing business in Oregon. The amount of the CAT is based on taxable commercial activity.

What items are excluded from the definition of commercial activity? The CAT legislation has a list of items that are excluded from the definition of commercial activity. See Section 58(1)(b) of HB 3427 (2019), as modified by Section 50 of HB 2164 (2019).

How are “commercial activity” and “taxable commercial activity” different? Commercial activity is gross receipts originated in Oregon. Taxable commercial activity is commercial activity, less certain expenses apportioned to Oregon. Who is subject to the CAT? All persons or unitary group of persons with Oregon commercial activity in excess of $750,000 are required to register for the CAT. All persons or unitary group of persons with Oregon commercial activity in excess of $1 million are required to file a CAT return. All persons or unitary groups

How often am I required to file and pay? CAT returns are due each year on April 15. CAT estimated payments are due April 30, July 31, October 31, and January 31 for the preceding quarter. Further instructions on how to make payments will be posted soon. When do I need to register for the CAT? Registration is due within 30 days of when you know you’ll meet the $750,000 registration requirement. A penalty of $100 per month may

What are the tax rates for the CAT? The tax rate for the CAT is $250 plus .57% of taxable commercial activity in excess of $1 million.

Heritage month we want to honor those who have paved the way for our Latinx community from the relentless, powerful, and change-doers like Dolores Huerta, who supported another great Latinx leader Cesar Chavez to fight for farmworkers rights to the honorable Sonia Sotomayor who’s the first Latina appointed to the U. S. Supreme Court. These leaders have made significant and transformative changes for the Latinx community which makes them an Orgullo Hispano (Hispanic Icons). At a local level, we would like to honor our local Latinx leaders and

community members who work arduously to advance the Latinx community and the community at large. SCHOOL TO CAREER SPOTLIGHT SEQUOIA GALLERY + STUDIOS Sequoia Gallery + Studios answered this call by providing a 15-hour ELO (Experiential Learning Opportunity) for a group of students from Washington County. Over a three different days, students had the opportunity to:

Gallery + Studios has partnered with School to Career since 2011 by hosting Creative Arts Career Day each school year. This experience provides an opportunity for students to meet multiple artists and learn about a variety of media. While this experience serves as a great first-look at careers in fine art for grades 9-11, there was still a need for an in-depth experience for seniors to be able to make educated decisions regarding their future plans.

Rotate through several artists’ studios and learn about their specialty Write their own Artist Statement Experiment with different media and techniques Work in the gallery Participate in a mock interview and portfolio review Help to display the Hip to Be Square art show

Students walked away from the experience with the knowledge to make educated decisions regarding art-related careers. Some comments from students about their experiences at Sequoia Gallery + Suites: “So many of the artists that work here discovered their passions later in life.” I liked learning “the different ways I can display my art in an effort to sell it.” My favorite part was “hearing everyone’s personal stories and experiences.” “I loved the experience, thank you!” If you are interested in participating in the School to Career Program, please contact lisak@hillchamber.org
