SOUTH HILLSBORO COMES ALIVE “I’m so delighted to see the feature story on Reed’s Crossing and the South Hillsboro community that is under development. How long has it been? Sarah McGraw-Plaster
20 years in the making?
This is an exciting time for our city and the opportunity to welcome new residents to our community. Businesses will benefit from new customers, and the non-profit community will have new hands and hearts to amplify our causes. Yes, good things come to those who wait… and wait… and wait! Reed’s Crossing has been an enormous development project in the works for many years. The project necessitated collaboration and coordination through multiple processes and channels including a railroad crossing, infrastructure, permits and lots of changes. It’s clear that it will take years to feel the full impact of the South Hillsboro development and the process of complete development. However, it is so nice to see the houses being built and
the “For Sale” signs posted. We have great appreciation for Newland Communities, Butternut Creek and Pahlisch Homes Inc. As developers and landowners, they were so patient and we are hopeful it has paid off for them as they reach key milestones throughout this project. Here are just a few of the impressive stats regarding South Hillsboro: • Nearly 2 decades of master planning • 1,400 acres for residential development • About 8,000 residences of diverse types, architectural styles, and price ranges • Housing options for nearly 20,000 community members to help meet the needs of the City’s growing workforce • 286 acres of new parks and open spaces • 15 miles of new, multi-use trails, colocated with planned school facilities • 1 multi-modal transportation network with world-class bicycle infrastructure and transit service • 2 mixed-use Town and Village Centers providing a range of shopping, services, and gathering spaces As you can imagine, Reed’s Crossing is one of the largest developments underway in the State of Oregon. Hillsboro often finds itself in the limelight for key achievements. There has been much history and many leaders involved in this massive undertaking and we tip our hat to you all! I know I’m looking forward to seeing the moving trucks back up to driveways and garages with families excited to be a part of this great community.

The
Hillsboro Chamber of Commerce has long been one of Washington County’s premier professional networking resources consistently providing its 800-plus member organizations ample opportunity to connect with one another and grow their business. If you need a connection, just call the Chamber. What most members don’t necessarily know, however, is just how hard Chamber staff and volunteers work to represent their members on the political front here in Hillsboro and at the capitol building in Salem.
The agenda is full of useful information including the basic nuts-and-bolts of campaigning – filing to run, setting up a PAC, fundraising, volunteer management, self-promotion and marketing – and will conclude with a panel discussion on how the Chamber of Commerce can help a candidate navigate the murky waters of a full campaign. The Candidate Training Academy is non-partisan by design, and truly has been created to develop effective candidates in Washington County on a grassroots level.
Chamber President Deanna Palm staffs the Chamber’s Public Policy Committee and participates on the Hillsboro Chamber PAC – a separate organization that focuses on political fundraising – both of which create opportunities like this month’s 2019 Legislative Session Debrief, where members have the chance to interact personally with elected officials and ask questions about how they are working to represent the business community during the legislative session. In addition to the debrief, the Chamber also organizes opportunities for members to visit Salem and engage with legislators every year. Most recently the Chamber hosted a meet-and-greet breakfast with U.S. Senator Ron Wyden. The Hillsboro Chamber PAC interviews and endorses pro-business candidates.
The outcome from the 2019 legislative session has left Oregon businesses in a tight spot and staring down an avalanche of additional taxes and regulations coming down the mountain. Due to the great amount of agriculture, tech and smallbusiness entrepreneurship, Washington County continues to be the straw that stirs the economic drink in our state, and the Hillsboro Chamber is taking every opportunity to cultivate a business-forward electorate. We owe it to ourselves to turn up the volume of the pro-business voice at home and in Salem. We believe that this is the next logical step in doing just that.
The Hillsboro Chamber PAC has taken up an effort to collaborate with local elected officials, business leaders and likeminded, pro-commerce organizations across the political spectrum to create its own Candidate Training Academy set to take place on Saturday, October 19 at the Chamber office. The goal of this new half-day training session is to get ahead of the game and begin to cultivate potential candidates considering running for any level of office – from dog catcher to city council to state senator or representative.

SOUTH HILLSBORO’S PREMIER, MASTER PLANNED, NEW HOM
Reed’s Crossing will offer a variety of housing choices including rentals, condominiums, and single-family hom Hillsboro’s job market is booming and while, for business owners, it’s been wonderful to see, the need for housing in Washington County has risen dramatically, radically outpacing supply. Reed’s Crossing, a new, mixed-use, master planned community by Newland, answers that need by offering a variety of housing options, picturesque streetscapes and a planned town center that will serve as a community hub for residents and non-residents alike. Over the project’s 10 year lifespan, Reed’s Crossing plans to turn 463 acres into approximately 3,500 new homes. But what does this mean for Hillsboro? The benefits might surprise you!
WHAT IS A MASTER-PLANNED COMMUNITY? Master-planned communities are designed to create an optimal mix of residential homes, businesses and parks ¬– where all of the community’s key elements have been carefully planned and considered long before the first home is ever built. While older master-planned communities might have centered around a large amenity like a golf course, newer master-planned communities are more focused on millennial homebuyers and their desire for city-like conveniences—at an affordable price point. In the case of Reed’s Crossing by Newland, the community will offer a variety of housing options, miles of trails, open space, parks, community gathering areas, an elementary school and learning centers, along with planned community events and a proposed Town Center, with shops, restaurants and services, that is slated to break ground in 2020. Newland has a lengthy record of success in new markets by creating neighborhoods that are intentionally designed and created with homeowners in mind and that only get better with time. Over the lifespan of a community, Newland re-envisions plans and program mixes to adapt to changing market demand, family formations, and changing buyer preferences, incorporating lifestyle amenities, neighborhood centers, office parks, schools, and civic uses. Extensive research uncovers what homebuyers want in a community, neighborhood, and home, what matters to them, and how they want to live. “A key factor in choosing the site for Reed’s Crossing was the under supply of housing in Hillsboro,” says David Brentlinger, VP of Operations for Reed’s Crossing by Newland. “We have the luxury of solid employers like Nike and Intel nearby and there are currently more jobs in the area than available homes. Through our research we were able to determine¬ how far people were commuting and realized that if we could provide housing close to these booming employment centers, employees’ commutes would be reduced quite a bit, thereby increasing the quality of life.”
PROTECTING THE ECO SYSTEM WITH INNOVATIVE DESIGN Building new housing is by nature a disruptive process, that’s why every phase of development in Reed’s Crossing is informed by sustainable, best practices. Running right through the heart of the community is a 23-acre Greenway, connecting neighborhoods through a variety of multi-modal trails. This natural amenity offers much more than just open space – within the Greenway there are several wetland ponds, hand-planted with 200,000+ plugs of native grasses to promote water quality and biodiversity, while creating a habitat inviting to local wildlife. You’ll also find a pollinator garden designed to attract butterflies, bees, birds, and other pollinators that the local ecosystem depends on. The Greenway also helps protect against flooding and maintains the local watershed by filtering and cleaning runoff from streets and homes before it enters nearby Gordon Creek. Strict guidelines have been established to preserve topsoil and to keep pollutants out of the water system.
SMART HOMES BUILT FOR FUTURE GENERATIONS By requiring sustainable and energy efficient construction practices, Reed’s Crossing improves Hillsboro’s livability, while reducing waste and benefiting the environment. Every home at Reed’s Crossing will be built to Earth Advantage Silver home certification standards or greater. This means strict, green building regulations are being met in five different categories: energy efficiency, healthy indoor air quality, resource efficiency, environmental responsibility, and water conservation. In addition, each residential home offers smart home technology to reduce energy consumption while greatly increasing convenience for those who live there. Smart thermostats and water heaters that can be easily programmed and adjusted to reduce unnecessary energy expenditure are available in each home. Also, the homes are built to be solar ready, allowing for the efficient installation of solar power systems. All homes are also designed to be ready for advanced battery-based energy storage systems and for an electric vehicle charging station, all of which can reduce electricity bills and carbon footprints.
Education Meets Innovation Sustainability also means educating future generations. The Hillsboro School District currently owns 40 acres in Reed’s Crossing and is planning to build two or three elementary schools and one middle school. The first proposed elementary school is anticipated to be completed by 2022, and early residents of the community will be able to have their children be part of bringing this resource to life. In addition, Reed’s Crossing is working with the Hillsboro School District to design an outdoor S.T.E.A.M. education area to help young people learn about being a good partner for the ecosystem we all share.

THE TOWN CENTER: BRINGING CONVENIENCE TO THE COMMUNITY For many years to come, Reed’s Crossing will benefit both residents and the region through community-focused and innovative design initiatives. The proposed Town Center is planned to bring shopping, dining, entertainment, and a vibrant way of living day and night to the Hillsboro community. There are plans to have places to get groceries, meet up for coffee, go out for a drink, or even see a doctor. This upcoming retail space will bring convenient services, living wage jobs and reduced regional traffic as the Town Center will be located within walking distance of Reeds Crossing. A BENEFICIAL ADDITION TO HILLSBORO As Hillsboro continues to grow, Reed’s Crossing is committed to growing along with it – in ways that are both seen and oftentimes, unseen. For instance, with the addition of new Hillsboro residents, the growing tax base will benefit the Hillsboro School District, our city’s first responders and all city and county services that depend on tax dollars for funding. And how about that traffic? The addition of a housing community like Reed’s Crossing will help reduce commute times for the large number of employees driving to work from outside of Hillsboro. The Hillsboro City Council’s unanimous decision follows a nationwide recruitment
The
Hillsboro City Council has selected Interim City Manager Robby Hammond to become Hillsboro’s next City Manager, serving at the direction of the City Council. The Council’s unanimous decision follows a nationwide recruitment that attracted 37 City Manager applicants from across the country. “As a Council, we were in a position of strength, choosing from such high-quality leaders. In the end, we were united in our strong belief that Robby Hammond is the best person to lead Hillsboro,” said Mayor Steve Callaway. “In Robby, we have a person who is part of our community and who is committed to Hillsboro’s successful future. “We have a leader who has now served as Interim City Manager for seven months. Robby has led our organization with skill and expertise. He is respected and supported throughout the community.”
Experience in Hillsboro
Hammond has served as Hillsboro’s Interim City Manager since January 2019 — leading Hillsboro’s 101,920 residents and the City’s 1,300 employees — following the departure of former City Manager Michael Brown. Hammond previously had served as Assistant City Manager since 2016. He joined the City of Hillsboro in 2012 as Human Resources Director, following seven years with the City of San Antonio, Texas. “I am excited and honored to be selected as Hillsboro’s next City Manager, and grateful for the tremendous support I have received during the last eight months,” Hammond said. “My family and I love to call Hillsboro home. Hillsboro is large enough to provide so many incredible amenities and city services, while still maintaining a strong sense of community. We have excellent police and fire services, and our parks and libraries are amazing. We are also a vibrant and welcoming community with tremendous diversity. Hillsboro has a strong reputation of forward
thinking and strategic planning, which has prepared us well for our current and future growth. All of these attributes make Hillsboro ideal for me, both personally and professionally, and I am grateful to be a part of this community.” Hammond has both a master’s degree in public administration and a bachelor’s degree in city planning and resource management from Brigham Young University.
The Recruitment Process
Earlier this year, the City Council called for a nationwide search to recruit Hillsboro’s next City Manager. In April, City Councilors held listening tours at four community gathering places to hear recommendations from community members about what to look for in a City Manager. “The Council has worked diligently and thoroughly to make sure the community’s priorities and desires have been a part of the process throughout,” Callaway said. In May, the City launched its national recruitment effort with a recruitment video and a position profile developed by the City Council with input from community members, community partners, and City staff.

LATINX BUSINESS OUTREACH The Latinx Business Outreach Manager, Nansi Lopez
has been hard at work to make sure we deliver on some suggestions made from the Latinx community. The work has not been easy, however the chamber is committed in supporting our Latinx business community. Ms. Lopez has been meeting with local government agencies and business owners about some of the barriers our Latinx businesses encounter in the process of conducting business. The chamber will continue to support these efforts as our role
as a convener. We understand that the road to change is challenging however, we collectively believe that it’s what makes our business community and the community at large stronger. MEMBER SPOTLIGHT As luck would have it, the perfect spot was right next door. “We decided to expand our 7,000 square foot butcher shop and custom shop into a much larger 21,000 square foot space next door to better serve both our retail and our custom customers,” the Millers explain. “Our customer base has steadily grown in all three of our sectors – butcher shop, café, and custom shop. In order to keep up with the demand and quality of our products, we knew we needed a larger facility to provide the excellent service and quality we hold ourselves to.”
THE MEATING PLACE has been feeding Hillsboro and
beyond with the highest quality meats for the better part of 40 years, and lately growth has been a constant. Owner Casey Miller first studied the meat trade under founder Steve Crossley, and when he re-opened the butcher shop and cafe in 2013, he quickly started outgrowing his space. After two years of constant renovations, he and his wife Annie exhausted all expansion possibilities and knew it was time to look at a new, larger space to move into.
Now that the expansion is complete, butcher shop customers can expect a much larger selection of high-end meat, including charcuterie, ready-to-eat meals, a bigger selection of house-smoked sausages, larger variety dry goods, and even wine. The Meating Place also increased their capabilities for custom shop customers, too, with a larger facility to process more wild game and livestock, better serving the multitude of local farmers who partner with The Meating Place. Their popular café will soon have more room to serve and seat diners with fan favorites like their Elk Burger, Gouda Mac Salad, and Breakfast Burritos, in an expansion set for late 2019 or early 2020. The Meating Place’s butcher shop is located at 6585 NW Cornelius Pass Road, Hillsboro and the café is next door at 6495 NW Cornelius Pass Rd.

SCHOOL TO CAREER TEEN MARKET COMPLETES SIXTH YEAR August 31
saw the last Teen Market until summer 2020. Twelve teams of students spent summer 2019 at three local markets; Tuesday Night Market, Hillsboro Saturday Farmer’s Market and Aloha Community Farmer’s Market selling their wares and learning about business first hand. To participate in STC’s Teen Market, area teens need to complete an application, an online Young Entrepreneur Course (SBA website) and attend three “Get Ready” meetings in the spring. Students learn how to market their products, set prices and understand the production process. The final meeting is a dress rehearsal where students set up their booths. Community volunteers attend each meeting to provide feedback to students on their products and display. st
This year we had several students that were Teen Market veterans and some that were participating for the first time. After surveying the students about their Teen Market experience, we learned: All respondents agreed that they felt prepared for their first market experience. When asked what they learned from their Teen Market experience, some students responded: “Good communication skills with people and customers.” “How to manage a small business.” “How to better interact with customers.” When asked what their favorite part of their Teen Market experience was, some students responded: “Making money and meeting new people.” “The connections I made at the market.”
Of course, none of this could be possible without the dedication of School to Career volunteers and the three local markets; Tuesday Night Market, Hillsboro Saturday Farmer’s Market and Aloha Community Farmer’s Market. Thank you for your continued support of School to Career and local students. Students will communicate with mentors through a variety of social media platforms (approved by parents) such as Skype, email, GitHub and more. The mentors/students will receive each other’s resume, connect virtually and select two projects to work on throughout their experience. Those projects could be, but are not limited to: • Creating a five-year career plan • Sharing your culture (recipe, activity, etc.) • Setting and attaining a goal • Reading and discussing a book • Creating a project STC will be prompting mentors and students with ideas for conversation (such as Ted Talks, interesting articles, etc.) throughout the experience. Students/mentors will be expected to reflect monthly on the experience. At the end of the experience, students will be able to meet local VELO mentors.
