CHAMBER BOARD APPROVES EXPANDED MISSION
“A
mission statement defines what an organization is, why it exists, its reason for being.” As I enter the last six months as Chair of the Board for the Hillsboro Chamber, I continue to feel the sense of pride for our organization, its Sarah McGraw-Plaster leadership and staff. At the July Board of Directors meeting, the Board approved a change to our mission statement. The changes were a result of a meeting with members, of our LatinX community. The business leaders impressed upon the Chamber the importance of the words both included in, as well as, missing from the Chamber’s Mission Statement. While our long-standing Mission Statement included the word, “diversity”, absent were two other important words: Inclusivity and Equity. From that meeting we learned other ways the Chamber can embrace those in our community with differences in culture, background, history, and experiences. What a gift it was to have the opportunity to hear from those who may have felt excluded or left out, and how we could be more intentional about providing a safe and welcoming environment for all in our community.
Sometimes the most subtle of changes make the biggest difference.
Gracing the wall of the Chamber Classroom is our new, revised and updated Mission Statement. While this is an important step, it is by no means the finish line. We have work yet to do to ensure that all members of our community feel included, confident, supported and welcome to be a part of the Hillsboro Chamber and to benefit from its position and influence. As we look forward to 2020, the Hillsboro Chamber will celebrate a substantial landmark with its 125th year anniversary. Timing of this significant historic update is truly profound and meaningful. Words without action are empty, so we are committed to ensuring we are living our mission and achieving our vision. It’s the role of the Board of Directors to safeguard the organization and to provide critical organizational oversight. I am extremely proud of our Board of Directors who incorporated this change in unanimous fashion. The Hillsboro Chamber values diversity and inclusion across identity groups and professional levels. Identity groups include but are not limited to age, appearance, disability, ethnicity, gender (identity or expression), geographic location, nationality, professional level, race, religion, and sexual orientation.

he Hillsboro Chamber’s 6th Annual Farm Fresh Dinner at Marion Acres is Friday August 16th. The Hillsboro Chamber is once again celebrating its agricultural roots with our 6th Annual Farm-to-Fork style dinner, featuring local farm fresh ingredients planned and prepared by a guest chef and expertly paired with regional wines all served family style, out on a local farm. Our host this year is Marion Acres, a close family and friend operation that was founded on the desire for a natural farm life and to feed their family and friends honest food. The pasture is entirely grown organically with no spray or fertilizer and everything is turned back to the land, which means everything remains on the land. All of their animals are pasture-raised and their belief is in holistic land management, rotational grazing and sustainable practices, raising animals with care & respect every step of the way. The farm raises chicken, pork, beef, turkey, and eggs and is a popular source for chefs and restaurants all over Portland. Joseph Hunt, Executive Chef and Owner of The Hive Catering Company, is our featured chef for this year’s dinner. Chef Joe has worked closely with Marion Acres, keeping with their philosophy to showcase bountiful Pacific Northwest cuisine. The Hive’s mission is to serve dishes with fresh, locally sourced ingredients, produced with sustainable practices. Our signature ingredient this year is tomatos which will be featured in everything from the cocktail competition to the dessert. THE CITY OF HILLSBORO WATER RATE INFORMATIONAL SESSI The City of Hillsboro
Utilities Commission will host an Informational Session and Water Rate Public Hearing on Monday, September 9, beginning at 6 pm in Conference Room 113 at the Hillsboro Civic Center, 150 East Main Street. During the information session from 6 - 7 pm, community members can ask questions and discuss concerns about water rates with city staff from the Water and Finance departments.
At the hearing beginning at 7 pm, the Utilities Commission will invite community input on the proposed 2020 water rate adjustments for each customer class served by Hillsboro Water. If unable to attend the Public Hearing, community members are invited to provide feedback on the 2020

THE CITY OF HILLSBORO STORMWATER SYSTEM FEE ADJUSTMENT OPTIONS To continue investing in the repair and replacement of
Hillsboro’s more than 80-year old Stormwater System, the City of Hillsboro is considering increasing the Local Service Fee (LSF), currently set at a monthly $1 per Equivalent Service Unit (ESU). The public Stormwater System – a key part of the City’s Surface Water Management Program – is responsible for collecting, moving, and treating stormwater runoff to remove pollutants before it is released into local waterways. The LSF – included on customers’ monthly City utility bill – invests only in the repair and replacement of aging stormwater infrastructure (or the deferred maintenance backlog). The Hillsboro City Council established the LSF in 2015 at a monthly $1 per ESU. An ESU is the size of the impervious surface area on a property. One ESU equals 2,640 square feet of impervious surface. Most single-family residential customers are billed a flat LSF rate of $1 per month. This year, the City completed a five-year evaluation on the effectiveness of the current monthly LSF in addressing the Stormwater System’s deferred maintenance backlog. As a result, the City is now modeling new LSF rate adjustment options that will further reduce the system’s backlog, and ensure it continues to work effectively. Current options include (but are not limited to): • $3 for five years (per ESU) • $3 for 10 years (per ESU) • $5 for 10 years (per ESU) • $7 for 10 years (per ESU) • Implementing an annual incremental adjustment

At 8 pm on August 20, City staff will present the proposed LSF funding scenarios and share the results of the public input to City Council during a work session. Councilors will discuss the scenarios and determine next steps. ADVOCACY IN ACTION CONTINUES METRO: AFFORDABLE HOUSING PROGRAM The Metro Council has given the green light to four projects which will bring 339 new affordable homes to the region.
The projects, located in Clackamas, Beaverton, Tigard, and Northeast Portland, will receive $40 million in Metro Housing Bond money, and account for almost 10 percent of the goals set for the affordable housing program approved by voters last November. The Metro Council gave the green light to two projects on July 11, 2019 that will bring 240 new affordable homes to greater Portland. This commits $34.3 million in Metro’s affordable housing bond, bringing the number of permanently affordable apartments underway to 339 since voters approved the bond measure. “It’s amazing that eight months ago we passed this bond and we continue to inject not only money but hope for so many residents in the region,” said Metro Councilor Juan Carlos González.
“As you know,” he added, “the Southwest Corridor Light Rail will one day soon stop just a few blocks away from this building. This is what it means to coordinate our region’s investments in different areas for maximum public benefit.” “I’m proud of our local housing authorities for really stepping up, calling the question of what communities need, working with communities, and making sure that residents are able to find places to live in this region,” said Metro Councilor Christine Lewis. “We’ll finally be able to protect the existing tenants through some of the work being done in these pilot projects while creating more affordable homes,” she said. “This is regionalism at its best, and this is a good day for Metro.” Learn more by visiting www.oregonmetro.gov.
The Housing Authority of Washington County submitted the first project to the Metro Council last Thursday. The council approved $11.4 million for the construction of a six-story apartment building at the corner of 72nd Avenue and Baylor Street in Tigard. The building will provide 80 affordable apartments to individuals or families earning 60 percent or less of the area median income. This includes 20 two- and three-bedroom apartments reserved for those earning at or below 30 percent of the area median income. People earning income at those levels are also eligible for one-bedroom apartments. “I’m very excited to see this project go together,” Metro Councilor Craig Dirksen said during the council meeting, highlighting the agency’s partnerships with Washington County and the City of Tigard.

(EXPERIENTIAL LEARNING OPPORTUNITY)
Students will communicate with mentors through a variety of social media platforms (approved by parents) such as Skype, email, GitHub and more. The mentors/students will receive each other’s resume, connect virtually and select two projects to work on throughout their experience. Those projects could be, but are not limited to: • Creating a five-year career plan • Sharing your culture (recipe, activity, etc.) • Setting and attaining a goal • Reading and discussing a book • Creating a project

fter a successful pilot program with Intel, School to Career will be launching a Virtual ELO program for the 2019/2020 school year. Last year, STC matched 14 high school seniors with 14 Intel employees based on the students’ career interests for a mentor program that last four months. This school year, STC is excited to broaden the offerings to students by launching the VELO for a wide variety of careers.
STC will be prompting mentors and students with ideas for conversation (such as Ted Talks, interesting articles, etc.) throughout the experience. Students/mentors will be expected to reflect monthly on the experience. At the end of the experience, students will be able to meet local VELO mentors. MEMBER SPOTLIGHT MEALS ON WHEELS PEOPLE
has been changing lives, one meal at a time, since 1970. What began with just 14 meals dished onto paper plates and wrapped in foil has turned into an organization that now serves 5,000 meals every weekday to older adults throughout the greater PortlandVancouver metro area. Their vision is that no senior will go hungry or experience social isolation. With the help of community partners, individual and corporate volunteers, Meals on Wheels People provides the social and nutritional lifeline that allows frail, homebound elderly to remain independent and living in their own homes. But Meals on Wheels People is more than just home-delivered meals. The nonprofit organization also operates dozens of senior dining centers throughout the metro area. And 2019 marks one year since the Hillsboro Center relocated to Sonrise Church.
Meals on Wheels People Hillsboro Center provides a nutritious lunch to older adults Monday through Thursday in the dining room at Sonrise and Meals on Wheels delivery to homebound elderly Monday through Friday. Diners are encouraged to contribute what they can afford toward the cost of their meals, but no one is turned away. Meals are made fresh daily with locallysourced ingredients. In addition to tasty meals, with a choice of entrĂŠe daily, the Hillsboro Center provides a variety of programming throughout the year. In July, diners were introduced to beginning Tai Chi. Visiting Girl Scouts have helped to serve meals along with providing boxes of Girl Scout cookies to diners. In cooperation with Home Instead, the Hillsboro Center has sponsored Be a Santa to a Senior during the holiday season, and local musicians, school choirs and a variety of speakers enhance the lunch hour. In March, the Center welcomed Project Senior Connect, an event that connected
seniors with speakers and local services. Meals on Wheels Hillsboro Center is open to anyone age 60 or older. Meals are served beginning at 11:30 a.m. Monday through Thursday. Hillsboro Center is located inside Sonrise Church at 6701 NE Campus Way.
