RESPONSIBILITIES As an ARCHIDEAS Principal, Mr. Pasquinelli is the primary contact between the client and the project team, responsible for defining the scope of professional services and directing the execution of all project phases. Providing continuous project supervision, Mr. Pasquinelli establishes and maintains the quality and integrity of each design while controlling overall project administration. From inception through completion, he ensures adherence to the project’s design program, schedule, and budget by maintaining a continuous dialogue between the client, architect, consultant, and contractor.
As an ARCHIDEAS Senior Associate, Mr. Simeo is a project team leader, responsible for developing and executing the technical aspects of projects from design development through the construction administration phases of our work. Supervising project development, Mr. Simeo establishes and maintains the quality and integrity of each design solution while controlling overall project documentation. EXPERIENCE Mr. Simeo has 20 years of professional experience in a wide range of building types with participation in all facets of the architectural process. From the conceptualization of technical solutions through the completion of construction, his efforts as an ARCHIDEAS Associate are to ensure adherence to the project’s design quality, schedule, and budget by maintaining a continuous dialogue between the client, consultants, and contractor.
EXPERIENCE Mr. Pasquinelli has 23 years of professional experience in a broad variety of building types with participation in all facets of the architectural process. His efforts as an ARCHIDEAS Principal are to incorporate the exploration of creative alternatives while simultaneously refining the architectural concept to best accommodate the client’s program and design goals.
Prior to joining ARCHIDEAS in 1995, Mr. Simeo was an architect with Hansen Lind Meyer (HLM), where he worked primarily on research and medical buildings. His eight years with HLM exposed him to all phases of architectural work, and he actively participated on such projects as The Rutland Avenue Research Facility for The Johns Hopkins University and The Engineering Research Facility for the University of Illinois at Chicago.

Throughout Richard’s twenty-eight year career in landscape architecture, planning and urban design he has directed a variety of local and national projects. His project experience includes streetscapes, medianscapes, urban spaces, infrastructure projects, transit facilities, park and recreation facilities and commercial and residential developments.
As a veteran designer in the Urban Studio, Mark brings a creative perspective to each of his projects, making him a key contributor to Hitchcock Design Group. Practicing since 1992, Mark’s experience has given him the ability to design projects at all scales. From master planning to site design, Mark conceptualizes top-notch designs with careful attention to practical constructability. Even under tight project deadlines, Mark maintains his creative edge to complete high-quality, client-tailored projects.
Since 1984, Richard has served in leadership positions with successful firms in Chicago and Evanston, Illinois. He has been involved throughout the design and management process from client contact to project closeouts. He is an expert problem solver, skilled in consensus-building and public participation processes, and interpreting ideas through creative design and graphic solutions.
One of Mark’s achievements is his ongoing work with the City of Elgin. Involved since the Riverfront Master Plan, Mark has been integral to the implementation of the award-winning Elgin Riverfront including the Civic Riverfront, Kimball Street Gateway, Riverfront Promenade, Festival Park and, currently in development, Riverside Promenade and Elgin Veterans Memorial Park.

The Batavia Multi-Use Trail is the culmination of years of planning and design brought to fruition. Hitchcock Design Group originally helped design the master plan for the trail in 1986. After years of agency planning, the plan became a reality in 1999 with the construction of this portion of the Batavia Multi-Use Trail, a vital link for users of the Fox River Trail System. Prior to completion, users on the Fox River Trail were forced to weave their way through traff c on Batavia’s downtown streets.
Now users are safely guided, through downtown Batavia, along the banks of the Fox River. The path received more than $700,000 in grants from IDOT, ITEP, the IL Department of Conservation and the Kane County Community Assistance Program. The trail includes a 310 foot bridge across the Fox River with pedestrian plazas on either side. Additionally, a bike-friendly staircase, including ramps off either side, was installed so users could get up to the street level with ease.

Hitchcock Design Group, along with the Batavia Riverwalk Commission and the City of Batavia, has made the dream of a riverwalk in Batavia a reality. The scope of work included re-evaluating the program statement, updating the 1986 master plan, and identifying a phase one construction project along the Fox River. Major features of the riverwalk include a reshaped pond, an entry plaza and amphitheater, various overlooks, and a memorial plaza. Additionally, a new stream now connects the pond to
the river and a water court. Linked by a spacious, paved walkway, the riverwalk is complemented by amenities including lighting, benches, and landscaping. An arched stone bridge completes a loop around the pond and provides access to the adjacent Fox River Trail.

Hitchcock Design Group is collaborating with the project team on the addition of a 228-space parking deck and 96-space surface lot to an existing parking facility. The project also includes streetscape improvements to the adjacent University Street. The scope of work is from conceptual planning through construction documentation, and includes the selection and placement of site furniture and fencing, and landscape including under-drainage. Sustainable design elements are being considered dur-
ing the design process. A bioswale has been incorporated between the parking deck and the surface lot to collect, absorb and filter water prior to uptake by the traditional stormwater system.

As the result of a parking shortage, College of DuPage hired the design team to construct a 2,100 stall parking structure to alleviate the issue. Hitchcock Design Group provided site planning, landscape design, pedestrian circulation design and locating the parking structure footprint. Creating a new South entrance to the campus from College Avenue, the area is enhanced with prairie style landscape and gracefully curving walks lined with shade trees complimenting the nearby Russell Kirt Prairie.

Hitchcock Design Group was commissioned by Loebl, Schlossman & Hackl and the Village of La Grange to integrate a multi-story parking structure into a historic commercial/residential neighborhood behind their existing Village Hall. The design team was responsible for building neighborhood and stakeholder consensus. To create a sense of place, the team converted a surface parking lot into a pedestrian and community plaza adjacent to the Village Hall. Since beginning a journey over
Main Street Promenade is one of the latest mixed-use developments to be built in bustling Downtown Naperville. BBM Incorporated commissioned the Hitchcock Design Group Urban Design Studio to design the adjacent streetscape to conform with the City of Naperville Streetscape Design Guidelines. Hitchcock Design Group collaborated with the building architect and fountain sculptor in designing the space and mechanical system for the courtyard fountain. The team was also responsible
for the facilitation of design approval through the City of Naperville. Hitchcock Design Group’s understanding of streetscape design in an urban environment contributed to the success of the project.

Hitchcock Design Group took on the task of providing landscape architecture and site design services to this mixed-use development on the site of the vacated Gail Borden Library. The site serves as a gateway to the Downtown on Kimball Street with a strong relationship to the Civic Center and Fox River. Important program elements include: parking, pedestrian amenities, enhanced views to the riverfront, new strong links to the Elgin Riverfront Riverwalk and other civic facilities. With the addition
of market rate housing and a diverse mix of retail and restaurants on the waterfront, this project will provide a compelling destination for residents and visitors alike to live, work and play. Hitchcock Design Group’s experience in Elgin as co-authors of the 2000 Master Plan and lead designers on the Phase I Civic Riverfront continues to provide valuable insight to the site’s design, creating value for the client, city and community.

The project is approximately 0.3+ acres in size. The design included grading, utility connection design and stormwater management on top of the roof. Permits were required from The City of Chicago – Water Department and The City of Chicago - Department of Transportation. The Residences, Chicago, Illinois – Project Manager for civil engineering services for a forty five story luxury hotel and condominium building located at the northeast corner of East Erie Street and North State Street. Monarch Landing, Naperville, Illinois – Project Manager for a 1,650-unit retirement community with a Continuing Care Facility located on approximately 90 acres at the northeast corner of Route 59 and Ferry Road in Naperville and Warrenville, Illinois. This state of the art facility includes three clubhouse facilities with dining rooms, a swimming pool, health club, auditorium, on-site banking and convenience store facilities. The project also included a chapel and a resident garden plot. V3 provided a wide range of development and design services including due diligence/site selection services, surveying, site engineering, wetland delineation and mitigation design, hydrologic/hydraulic study of a tributary to Ferry Creek, a traffic impact study, and design of widening improvements for Ferry Road and the relocation of Internationale Drive. TallGrass Creek, Overland Park, Kansas – Project Engineer for a 1,100 unit retirement community situated on 65 acres at 139th Street and Metcalf Avenue in Overland Park, KS. The campus includes two full service clubhouse facilities with dining rooms, a swimming pool, health club, auditorium, on-site banking and convenience store facilities as well as an extended care facility, maintenance building, security guardhouse, and ten residential buildings. The main buildings are all interconnected through a network of links and bridges all at the same elevation, while the buildings themselves have split elevations to account for the approximate 60+/- feet of elevation difference across the site. The project consisted of relocating a stream that flows through the site while providing multiple roadway and pedestrian crossings, offsite street improvements to 139th Street and Riley Street, and the creation of a stream corridor maintenance agreement. The campus development will be constructed in multiple phases. V3 provided multiple services for the project including design of the site infrastructure, including layout, grading, utilities, site drainage and stormwater management, design of an onsite ring road, as well as project coordination and permitting. Additional services provided by V3 include structural design of bridge abutments and oversized storm structures, hydraulic analysis and modeling of the creek, and storm sewer discharge scour analysis. V3 partnered with a local civil firm to provide survey, public roadway improvement plans and construction management services, as well as to assist with the local permitting processes. This arrangement was created at the request of the client, who wanted V3 to control the project based on their confidence in V3’s planning and design services. This was a complex project that required V3 to coordinate extensively with the project design team and public agencies on many issues including relocation of the stream, design of three conspan bridges and three pedestrian bridges on the site, permitting through separate agencies for sanitary, water, and site design approvals and managing the services provided by the local civil firm. Another challenge for this project was the site grading and earthwork balance that provided for the interconnected buildings and building splits across the site while taking into account the construction phasing for the campus. Sedgebrook, Lincolnshire, Illinois – Project Manager for a 93-acre retirement community consisting of 1,904 residential units, three full service clubhouses with restaurants, drug stores, banks, swimming pools, auditoriums and a chapel, and a full care facility on-site. Bradford Estates, Kenosha, Wisconsin – Project Manager for a 62 Lot Single Family Subdivision on 27 Acres in Kenosha, WI. Project consisted of design of 29th Street from 30th Avenue to 39th Avenue. Lots averaged about ¼ acre. An existing house was located in the middle of the site that needed to be planned and designed around. Stormwater detention was not required; however, water quality volume was required from the City of Kenosha. Approval from The City of Kenosha, Kenosha Water Utility and the Wisconsin, Department of Natural Resources were required. Prairie Stone Development, Hoffman Estates, Illinois – Project Manager for a 670-acre development for the Sears Corporate Headquarters. Design consisted of several roadways and commercial projects including a full-service Marriott Hotel, Sports and Wellness Center, the Sears Centre and several other commercial buildings within the business park.

Mr. Brown has over 18 years of civil engineering experience in the design of large scale business, commercial and industrial park developments, office campuses, retail centers and roadway projects. PROJECT EXPERIENCE Burr Ridge Village Center, Burr Ridge, Illinois – Project Manager for the creation of approximately 245,000 square feet of commercial space and 144 residential units with 680 surface parking spaces as well as structured parking. This Center is a 21 acre mixed use development at the northeast corner of County Line Road and Burr Ridge Parkway, in the Village of Burr Ridge, Illinois. The project presented severe grading and earthwork balance challenges due to the combination of the elevation of the existing property being higher than the surrounding area and the handicap accessibility requirements. V3’s ability to respond quickly to drastic siteplan changes allowed the project to proceed on schedule. Cantera, Warrenville, Illinois – Project Manager for the overall site development and infrastructure for this 650 acre mixed-use development. Responsible for preliminary engineering, mass grading, land reclamation, and major utility and roadway improvements for the master development, including more than 5 miles of roadway and utility improvements to service over 300 acres of subdivided land within the development. Coordinated with design teams which consisted of land planners, landscape architects, electrical engineers and geotechnical engineers. Prepared a preliminary design report for the full development, as well as stormwater, wastewater, and potable water studies for various stages of the development. Prepared construction documents, including erosion control measures, and flood plain and flowage easement reconfiguration.
Discover Financial Services – Riverwoods Corporate Campus, Riverwoods, Illinois – Project Manager for 80 acres of land located at the northwest corner of Lake Cook Road and Saunders Road in Lake County, Illinois. The project included civil engineering and surveying services for the expansion and development of Discover Financial Services Riverwoods Corporate Campus, and consisted of a new 463,000 square foot office building, 90,000 square foot Employee Services Pavilion, 150,000 square foot Data Center, multi-level parking structures, and enclosed bridges and tunnels connecting all buildings on the campus. The design also accounted for future expansion of the Data Center, additional parking structures, and a future 400,00 square foot office building. Aspects of the early site preparation portion of the project included early mass grading and stormwater management improvements, relocation of a County sanitary trunk sewer and a City water main cutting through the site, design and coordination of electrical and fiber optic duct banks servicing the site, and design of temporary parking lots to serve the existing campus population while construction was taking place. Final site design included new and reconfigured site roadways and parking lots, a new ring road through the site, connecting pathway, an integrated stormwater management system, site utilities to service the campus, landscaping coordination and berming design, and incorporation of extensive security measures into the site design. The project also included traffic studies required by both Cook County and Lake County, and roadway improvement and traffic signal design plans for Lake Cook Road (Cook County) and Saunders Road (Lake County). Navistar International Corporate Headquarters, Warrenville, Illinois – Project Manager for the civil engineering design services for the new corporate headquarters for Navistar International. The project involved master site planning and engineering a 26-acre site located at the southeast corner of Winfield Road and Ferry Road within the Cantera Development in Warrenville, Illinois. The site is highly visible from I-88 (the East-West Tollway) and contains a 260,000 square foot office building with over 1000 at-grade parking spaces. The master plan includes a future 150,000 square foot building expansion with additional at-grade parking. V3’s services also included design for off-site roadway and traffic signal improvements to City and County roadways. Millbrook Business Center, Buffalo Grove/Lincolnshire Illinois – Project Manager for the design of infrastructure for a 79 acre business park at the southwest corner of Half Day Road and Schelter Road. Services included grading, utilities, roadway design, and an extensive drainage and stormwater management design. Offsite roadway and traffic signal design permitting were completed with IDOT for Half Day Road (Route 22). Two separate sets of village ordinances had to be incorporated into the design. Lincoln Mall Redevelopment, Matteson, Illinois – Project Manager for the 100± acre redevelopment of Lincoln Mall, located at the southeast corner of Lincoln Highway (Rt. 30) and Cicero Avenue (Rt. 50). V3 services included land planning, site civil engineering, construction management, wetland mitigation, floodplain management, environmental remediation, stormwater management, utility design and grading. The project included the demolition of two mall anchor stores, mass grading for future development, preliminary land planning for 50± acres of retail and restaurant space and the creation of a four-lane Ring Road to draw traffic into the development and alleviate congestion at the intersection of Rt. 30 and Rt. 50.

The significance of this flow diagram is not only its elements but also the relative position of the activities indicated. For example, the initial Quality Control check after the Concept Report is critical to the design process. Standards are established and verified at this point early in the project. If Value Engineering (VE) is required it should occur just after the 35% submittal. At this point of the design process all of the significant elements should have been identified and choices of materials considered. If the VE exercise occurs too late in the design process, the costs to make changes are increased and the project may suffer delays. Although the QC process is ongoing, a final and formal QC check prior to the 95% submittal is very important to identify any major design issues.
