CITY MUNICIPALITY

OF MARIBOR

Foreword Every day the City Municipality of Maribor is faced with various challenges in the field of business and industry. The common denominator of the vast majority is a lack of funds for their implementation. Furthermore, the Municipality’s ability to provide financial resources is limited by number of restrictions. Therefore, one of the municipality’s priorities, and one of its many important responsibilities, is to actively create a stimulating and friendly business environment for the implementation of business projects in accordance with its remits. But reality and experience tell us that this is not enough! So the City Municipality has decided to go a step further and present investment opportunities and possibilities of the city and the wider region. On the one hand we provide active assistance to businesses and enterprises which would like, with the help of the municipality and national institutions, to present their business projects to investors and potential business partners. On the other hand our aim is to provide investors with direct contacts in order for them to get acquainted with the projects. The City Municipality of Maribor is a capital , knowledge , people and living friendly city. We want to show and prove this by presenting investment opportunities on the “Investinmaribor” website, establishing a special investment office, which will soon open its doors, and last but not least with three business conferences, which will take place with investors from Belarus, China and Iran by the end of this year. Therefore, I invite you today: Welcome to Slovenia. Invest in Maribor.

In 2012, Maribor was awarded the titles European Capital of Culture and European Rafter City, and in 2013 the European Youth Capital title. Maribor is the second largest city in the Republic of Slovenia and the centre of the City Municipality of Maribor. This university and metropolitan city is furthermore the economic, financial, administrative, cultural, educational, trade and tourist centre of north-east Slovenia. In 2012, Maribor was awarded the titles European Capital of Culture and European Rafter City, and in 2013 the European Youth Capital title. Maribor lies at the heart of Europe at the crossroads of the X. and V. trans-European transport corridor, which connects Madrid with Kiev and Berlin with Istanbul. Maribor Castle, which stood on Piramida Hill, was first mentioned in written documents in 1164 as castrum Marburch. The castle was built in the margraviate of the Kingdom of the Franks in order to control the entrance to the Drava Valley. Maribor was first mentioned as a city in a written document dating from 1254 as civitatem Marpurg.

Until World War II, Maribor was the fastest growing city in the country. Industrial plants in the Melje district were particularly important and many of them still stand today. Industrialisation in Maribor started in the 18th century with the arrival of the railway during the reign of the Austro-Hungarian Empire. The south double track railway was 577.2 km long and operated on the route Vienna–Maribor–Celje– Ljubljana–Sežana–Trieste.1 The construction of the Fala hydroelectric power plant in 1918 gave further impetus to the development of industry. The power plant had a great influence on the electrification of Slovenia.2 During World War II, Maribor was so severely bombed by the Allies that it was one of the most destroyed cities in the former Yugoslavia. Most of the damage was repaired only as late as 1950.3

Invest In Maribor / Welcome To Maribor

08 / 09

After 1950 Maribor experienced a revival when the construction of the hydroelectric power plant Mariborski Otok was completed, which supplied the emerging industrial plants in the city with energy. Maribor witnessed an industrial and urban revolution. With the development of social and cultural life, it became an important urban centre in Slovenia. In 1959, the College of Technology and the College of Sales, and a year later the College of Stomatology, the College of Law and the College of Agriculture were established. In 1961, the Academy of Education was founded in Maribor. The year 1975 represented a turning point in the history of the city and the region because the second university in Slovenia was established in Maribor.4 The disintegration of the former Yugoslavia and Slovenia’s independence in 1991 had a profound influence on the city, especially on its

economy. The loss of the Yugoslavian market and the transition into a market economy were a major blow to Maribor. Big enterprises like Tam, HidromontaĹža, Metalna, Svila and Elektrokovina were closed or restructured. Industrial zones started to grow where these companies once stood and many smaller companies as well as industrial plants and artisanal companies started operating. At the site of a former car factory the Tezno Business Zone was established, in the former premises of the MTT Company the Melje Industrial Zone and with the demise of the TVT Boris Kidric factory the Studenci Business Zone. Numerous companies also operate in the area once occupied by the former companies Marles and Metalna. Today, traders and companies are connected in the framework of the Regional Chamber of Craft and Small Business Maribor and the Chamber of Commerce and Industry of Ĺ tajerska.5

Innovative Open Technologies – IOT The University of Maribor is the project promoter of the Slovenia wide development programme called Innovative Open Technologies – IOT with the primary objective of creating a symbiotic link between universities or research organisations, industry, supporting organisations and local communities through open innovations and technologies. IOT includes key stakeholders such as knowledge institutions, industry, support institutions and local communities to achieve a development breakthrough in the regions. The key stakeholders pursue the following objectives: • increasing the number of high-tech companies and the competitiveness of small and medium sized companies based on the development and marketing of new innovative products, processes, business models, etc., • creating new jobs with a high added value and thus tackling the brain drain and supporting the long term development of the regions. IOT are built around three pillars: • The innovation supportive pillar: establishes an effective supporting environment on the principle of a “one-stop shop”. It incorporates the professional services needed by companies and research institutions: a partner finding service in the region and beyond the borders, obtaining EU funds, protecting intellectual property, assistance in entering foreign markets,

assistance in the introduction of new product lines or establishing spin-off companies and attracting investors. The innovation supportive pillar is part of the Danube Transfer Centres rwider network.

• Infrastructural pillar: only with state of the art equipment and technology is it possible to compete with more developed regions. In this context, companies are sharing equipment with other research institutions and are creating collocation networks. A laboratory centre as part of the University of Maribor will be established following the standpoints of KET – Key enabling technologies. • Research & development pillar: research & development activities are in line with smart specialisation and content oriented towards the priority fields of the regions based on the needs of companies. By cooperating with international partners, the University of Maribor gave a Danube dimension to the IOT programme and upgraded it to the Danube Open Innovative Technologies programme – DO IT. In December 2014, DOIT was recognised as a flagship or a model project of the EU Strategy for the Danube region within Priority 7: Knowledge Society. This is an important international recognition for the University of Maribor and and makes it more competitive in the tender process and in engaging with foreign partners.
