Summit to Focus on Challenges of Change
T
he Challenges of Change: Finding Solutions” will be the theme of the 24th annual Hollywood Economic Development Summit, set for Thursday, June 21st at the ArcLight Hollywood. The popular progress event for Hollywood will run from 8 a.m. to 11 a.m., according to co-chairs Tim Grubbs of Communitas Design and Marty Shelton of NAI Capital Commercial. “Hollywood is known for entertainment, but it is also an innovation hub,” said Grubbs. “Its urban center is positioned to adapt and embrace the changes brought about by technological advances. We will be looking at how changing technology could impact mobility and development in Hollywood.” Networking with a continental breakfast will begin at 8 a.m., while the program will start at 9 a.m. Admission to the summit will be $50 for registrations received through May 31st, $65 thereafter with advance registration, and $75 at the door. L.A. Councilmember Mitch O’Farrell will open the conference. Introducing the theme, will be Katherine Perez-Estolano, the Cities Leader for Arup, the global design and consulting firm for the built environment. Perez-Estolano is an expert in community development, real estate and infrastructure development, transportation policy and urban planning. There will be two panels at this year’s conference. The first is entitled “The Retail Revolution for Hollywood.” “This panel of retail specialists will discuss the results of a
Hollywood Chamber-commissioned report exploring retail opportunities in Hollywood, and will address the perception of retailers considering doing business in the neighborhood,” said Shelton. Panelist will include: Keith Kaplan, vice president of development for Westfield Corp.; David Sheldon of the Retail Design Collective; Pat Barber, vice president of real estate for Smart & Final; and Michael Dubin, founder, Michael Dubin and Associates. The second panel is titled “Technovation in Transportation and the Impacts on Development.” Panelists will include: Grayson Brulte, CoFounder/President of Brulte & Company, John Rossant, Founder and Chairman of the NewCities Foundation and Leader of LACoMotion; Dr. Donald Shoup of the UCLA Department of Urban Planning; and Seleta Reynolds, general manager of the L.A. Dept. of Transportation. The Keynote speaker for the conference will be Dr. Marlon Boarnet, professor of public policy and director of graduate programs in urban planning at the Sol Price School of Public Policy at USC. Professor Boarnet is a renowned authority on urban economics, urban growth patterns, transportation and regional science. He served on the National Research Council
committee that authored “Driving and the Built Environment.” In addition, Chamber President & CEO Leron Gubler, who has announced his retirement at the end of the year, will present the Excellence in Economic Development Award to a local developer who has invested in Hollywood. board of directors for the past 25 years. Board members pay their own way and give up a weekend to participate. Each year, the board is briefed by various public officials in depth on issues of concern to Hollywood. “This is an opportunity for the Board to spend more time than is available at a regular board meeting to discuss and learn about key issues,” noted Dadigan. This year, board members were briefed by Senator Ben Allen, Los Angeles City Councilmember Mitch O’Farrell; Rob Fisher, senior field deputy to Councilmember David Ryu; and by Patti MacJennett, senior vice president of business affairs at the L.A. Tourism & Convention Board. Senator Allen reviewed his legislative priorities that will be covered in Sacramento in 2018, and discussed some of the more intractable problems that face the legislature, such as the shortage of housing, for which there are no easy answers. “We’ve got to be willing to have the conversation,” he stressed. O’Farrell reported that his “Open for Business” initiatives were working. “We want to make it easier for businesses to survive and thrive,” he reported. He also noted that the first City housing project for the homeless under Measure HHH broke ground last December within his district - a 187-unit complex. He hopes to be at 1,000 units in his district within a couple of years. Meanwhile, he reported that he hopes to announce a “pop-up” temporary shelter for homeless within Hollywood shortly. O’Farrell also reported on the completion of $2-million in public improvements in what has been renamed “Hollywood Village” on Hollywood Blvd. between the freeway and Western Avenue. He also noted that pedestrian safety is his number one priority. Fisher briefed the board on the mobility study done by Dixon Associates around Griffith Park, which identified 29 strategies to improve access. The Department of Recreation and Parks has been asked to do a feasibility analysis on each alternative before further action is contemplated. In addition, he reported legislation that has been approved to crack down on party houses efforts to require tour buses to use head phones rather than speakers in residential neighborhoods. MacJennett shared the results of a recent tourism study done by the convention bureau on visitors to Hollywood. The study found that 7.6-million individual tourists are visiting Hollywood annually, with a total number of annual visits at 16.6-million. The study also discovered that 38.6-percent of all visitors to Hollywood are from international destinations. The average tourist spends $96.71 a day in Hollywood and stays 4.3 nights. The study found that 45-
percent are very satisfied as opposed to 11.3-percent who are dissatisfied. The biggest complaints by tourists dealt with the number of solicitors and panhandlers and traffic woes. The Board also found time to review progress achieved in the first year of its new strategic plan and to reevaluate goals set for the second year. Among the suggestions that came out of the sessions were to focus on bringing back the middle part of Hollywood Blvd., addressing the short failings of the CEQA law, to sponsor seminars on affordable housing and super-density bonuses to educate our members. It was also suggested that we work to make the Chamber’s development map interactive in an online version, to create a tech industry committee, and creating a centralized online information center to make data available. It was further suggested that the Chamber promote its jobs posting site better. Additionally, it was suggested that we need to better understand who our members are. This could be done by conducting an inclusive membership survey and by offering members more opportunities for involvement. CHAMBER BUSINESS BENEFIT creating a strong economy

Chamber Continues to Advocate in Support of Updating Community Plan After its Bill SB-948 Introduced by Senator Allen is Withdrawn
T
he Hollywood Chamber of Commerce commends Senator Ben Allen for his introduction of SB-948, a bill that would have assisted local governments in their efforts to bring their community plans up to date and allow these localities to align to California’s housing, environmental, and transportation priorities. The Hollywood Chamber has been a major proponent of the bill, which would have helped to ensure that an update to the Hollywood Community Plan is finally implemented. SB-948 was initially passed out of the Senate’s Environmental Quality Committee however after being referred to the Senate’s Judiciary Committee the bill was withdrawn. The City of Los Angeles, like many cities across the state, has faced immense obstacles in updating its community plans, such as Hollywood’s which is over 30 years old. The community plan updates, which require envi-
ronmental analysis under CEQA, are often stalled needlessly by the long and unpredictable duration of CEQA judicial review proceedings. This has led to communities relying on outdated planning policies that do little to expand housing opportunities, protect open spaces, reduce greenhouse gases, and reduce urban sprawl. SB-948 specified that upon meeting rigorous environmental criteria, qualifying Community Plans can be certified as Environmental Leadership Development Projects (ELDP) under the Jobs and Economic Improvement Through Environmental Leadership Act of 2011. These qualified community plans would be allowed to receive expedited judicial review under CEQA. With SB-948, legal challenges to Community Plans would still have been allowed to occur under CEQA as normal, however once challenged there, there would be an expedited hearing process in place. “Our
hope was that this bill would finally give Hollywood the chance to update its Community Plan, which has not been updated since 1985,” stated Vice President of Government Relations Nicole Shahenian. “Unfortunately, now that it has been withdrawn, we will have to go back to the drawing table and see what other options are out there to help communities like Hollywood, bring their Community Plans in-line with the today’s policy and planning goals.” The Chamber will continue to work with Senator Allen and other Hollywood area elected officials to see what other alternatives there may be to help defend Community Plans like Hollywood’s. The Chamber extends its thanks to the coalition of community and business partners who helped to advocate on behalf of SB-948. We will keep you posted as we seek additional opportunities to advance legislation in support of our Community Plan.

Annual Report to Hollywood’s Business Community HOLLYWOOD CHAMBER OF COMMERCE
We Are All In This Together As I begin my term as chair of the board of the Hollywood Chamber of Commerce, I am cognizant of the responsibility that I bear. Hollywood and the Chamber both face exciting opportunities, but also some challenges. And for that reason, I have chosen as my theme for the year, “We are all in this together!” One thing that I have learned since I opened the Hollywood Museum in the historic Max Factor Building more than 20 years ago, is that we can get a lot more accomplished when we all work together. No one person possesses all of the expertise that we need, and so I will be reaching out to our membership for assistance where needed. There is no more important task for us as an organization this year than to identify a new President & CEO for the Chamber. It is important that we get it right! We have been lucky to not have had to do this task for the past 25 years, but, as a result, there are not too many chamber members still around who were involved in the process the last go-round. Fortunately, we have a great Board of Directors, and I know that their expertise will serve this organization well. Change can reinvigorate an organization, and I am confident that the Chamber will come out of this process even stronger than we are now. Adoption of a new Hollywood Community Plan remains a priority. We had thought that the Plan would be released and approved by now, but that has not been the case. The City is taking its time to get things right and to build a strong coalition of support, which seems to me to be the proper way to proceed. The Chamber has been meeting regularly with leaders from Hollywood area Neighborhood Councils. There seems to be a unified desire to get a plan that can have broad community support. Better to take a little longer and to get it right. Meanwhile, we continue to press for reform of the California Environmental Quality Act, better known as CEQA. A law passed in the Reagan era, CEQA had good intensions but has been abused by just about every special interest. As a result, we have a severe housing shortage with no end in sight. If the legislature really wants to solve this crisis, then the most effective means to do so would be to adopt meaningful reforms that protect the public’s interest and ability to challenge projects, but also protects the rights of those who are proposing projects. Homelessness has grown by leaps and bounds in recent years. Many of us voted for Measures H and HHH in hopes of providing the funding to move the needle in reducing homelessness on our streets. We look forward to working with our public officials and their staffs to ensure that this money is spent wisely in our neighborhood. Likewise, the City allowed street vendors to take over our public spaces when street vending was decriminalized last year. We are encouraged with recent action by the City Council to finally approve an ordinance and regulations, but need to see the enforcement component (that Councilmember O’Farrell secured) implemented quickly. Until we see order restored, we need to be involved on this issue. Over the course of the next year, I anticipate that there will be many other issues that arise. he momentum continues to build in Hollywood, with construction cranes on the skyline and major new stakeholders such as Netflix and Viacom moving in. It is no accident that there is so much happening here. Many years of work by the Hollywood Chamber of Commerce and other committed Hollywood boosters has brought back the energy for which Hollywood is known. And your Chamber of Commerce continues to fight for the things needed to continue the momentum. Advocacy is our guiding principle in order to facilitate a positive business climate for our members. Take a look at the many issues and projects that the Chamber tackled in the past year, and the many free programs that we offer our members which few other chambers of commerce can match. We’re working for you every day!!
The Chamber is Creating a Strong Local Economy The Chamber commissioned the research company Renegage Marketing to conduct a Hollywood Market Survey that captures a range of demographic, behavioral and attitudinal information on Hollywood residents and employees. The findings will be used to improve the business climate and assist in attracting new businesses and retailers to the community. A campaign was kicked off to create the Route 66 Business Improvement District along Santa Monica Blvd. Property owners contributed $40,000 for a feasibility study and the City worked with them to hire a consultant, Civitas, to assist in the formation. Efforts continued to get signatures to form the proposed Hollywood/Western Business Improvement District. The sixth annual State of the Entertainment Industry Conference was a huge success, focusing on the state of the stream, the California Film Tax Credits, and a presentation of the Commitment to California Award to producer Steve Levitan. “Building a Livable Hollywood: Work + Create + Live” was the theme of the always popular Hollywood Economic Development Summit that focused on how development can make a community a better place. The keynote speaker was Professor David Sloane of the USC Urban Planning Department. Four landscaped medians were dedicated along Vermont Avenue and the East Hollywood Business Improvement District began work with the City to add two additional medians. The Chamber worked with other advocates for the proposed extension of the Crenshaw light rail line that would extend through West Hollywood and connect to the Hollywood and Highland subway station.

Chamber representatives attended each of a series of community briefings on the proposed Hollywood Community Plan Update. The Chamber testified or wrote letters in support of numerous proposed development projects, including: Kilroy’s Academy Square, the Whiskey Hotel, SunWest, and 1860 Western Avenue, among others. The Project Review Committee reviewed numerous projects in the pipeline and offered developers suggestions that would help them to secure support in Hollywood and approval by the City. The Chamber worked with Senator Ben Allen to address some of Hollywood’s CEQA issues.
The Chamber is Promoting Hollywood The Chamber contributed $165,000 and worked with the Hollywood Entertainment District to bring back holiday decorations on Hollywood Blvd. The new decorations include special lighting on palm trees that will remain lit throughout the year and which can be color-themed for various holidays. Chamber members contributed the funds to create a one-of-a kind new Board Room table featuring Walk of Fame stars in the five approved categories. The new table has proven to be a popular visual location for press interviews. A total of 26 Walk of Fame ceremonies were held, beginning with Gary Senise and ending with RuPaul, that garnered international publicity for Hollywood. A special night time ceremony honored the late Selina and drew more than 5,000 fans, possibly the largest Walk of Fame ceremony ever held. A national television special, “The Walk of Fame Honors,” aired on the CW Network. The Chamber conducted its annual “Awards Media Welcome Center” at the Hollywood Museum at the Historic Max Factor Building, to welcome press representatives who were in town to cover the Academy Awards. The Chamber worked with the Hollywood Entertainment District and the City to move forward on a long-held dream to create a wayfinding signage program in Hollywood. The Los Angeles Tourism & Convention Bureau agreed to conduct an updated study on Visitors to Hollywood to provide data that the Chamber could use to promote tourism. The Chamber produced its annual Hollywood Guide which was mailed to 10,000 Hollywood homes, with the theme “The New Urban Village: Emerging Hollywood.”

The 29th annual Hollywood Expo was held at the Avalon, with dozens of exhibitors demonstrating why Hollywood is such a unique and energetic business location.

Free monthly Mixers exclusively for Chamber members were held at some of Hollywood’s great hot spots, including Teddy’s at the Roosevelt Hotel, Lucky Strike, The Hollywood Museum at the Historic Max Factor Building, The Argyle, Lono Tiki Bar, Dream Hotel, Social, Liaison, and the Hollywood Improv. Hollywood Hot Deals, a free service for Chamber members, was emailed monthly to 5,000 contacts in the Hollywood area, while Businesses You Need to Know, another free service to members was sent out bi-monthly. Ribbon-cutting ceremonies, anniversaries and ground breakings were held at numerous new Chamber businesses – another free service for our members. Among the venues promoted last year were: MASH (Metropolitan Animal Specialty Hospital), 800 Degrees, Fanciful Gift Baskets, Kaiser Urgent Care Center, Massage Envy, Magic Castle, the Dream Hotel and the Tommie Hotel. The Health Care Committee hosted two free member seminars with State Senator Ed Hernandez, the chair of the Senate Health Care Committee and on Best Practices in dealing with Homeless issues. Free to members Tech 101 Seminars were held on cutting-edge topics like: Marketing Your Brand, the “Get-to” Principle, Employment Law on Minimum-Wage and Time-Off Policies, Online Security and How to Keep Your Company Running, and Marketing on Social Media. The First Anniversaries Party was held on the deck of the new Everly Hotel, celebrating members who were observing important anniversaries during the year. The Chamber sponsored its first Dodgers Night for members to network and cheer on the local team.
The Chamber is Representing the Interests of Business With Government The Chamber mounted a major effort during the year to press the City for action on a needed-street vending ordinance to bring order to the City’s sidewalks. Among the groups the Chamber met with were City Economic Development Committee Chair Curren Price, the Mayor’s office, Steve Houchin of the City Attorney’s office, Councilmembers Mitch O’Farrell, Bob Blumenfeld and Monica Rodriguez, L.A. Tourism and Convention Center Manager Doane Liu. The Chamber also testified at several hearings on the topic and was encouraged that the City Council finally voted to move forward with the development of an enforcement program on the Walk of Fame. Homeless issues also were a major priority at the Chamber, as Chamber representatives encouraged the Mayor’s office to take action against violent and mentally unstable individuals who threaten the public as well as the homeless.
One of the unique features of the Hollywood Chamber of Commerce is its efforts to support local community non-profit organizations. As a 501c3 nonprofit association, contributions to the Hollywood Chamber of Commerce Community Foundation are tax deductible. Checks should be written to the “Chamber Community Foundation” and sent to the Chamber. The Foundation holds two fundraising events annually – the Heroes of Hollywood Luncheon (formerly called the Women of Distinction Luncheon) and the All Hallows Eve Party at Hollywood Forever Cemetery. All net proceeds go to charity. Since its inception in 1996, the foundation has given out $883,957 in grants to Hollywood nonprofits, and this past fiscal year awarded $40,750. Making A Difference In the Chamber world, we like to explain the role of chambers of commerce with what we refer to as the “Three C’s” – Catalysts for business growth, Conveners of leaders and influencers, and Champions for stronger communities. If that is our measure, then the Hollywood Chamber of Commerce comes up very high on the list. Let me share a few examples of what we have done in these three areas – and this annual report lists more! We are definitely a catalyst for business growth. If you think about it, who would be promoting business growth if the Chamber didn’t? Sometimes public officials or cities do it on a macro level, but at the local level it is the chamber of commerce that should be aware of opportunities and press for them. In our case, we keep statistics on what is happening in Hollywood that we share with those who are investing in the community, public officials and the press. This year, the Chamber board commissioned a study by Renegage Marketing to capture a range of demographic, behavioral and attitudinal information on residents and workers in our community. This is data that we believe may help us accomplish a number of goals, such as recruiting new retail businesses. In another arena, we recently worked with L.A. Tourism to secure new, up-to-date tourism stats on Hollywood. Otherwise, we would only be able to access tourism data for the region as a whole. Our conversations with the tourism agency resulted in getting this valuable information. We are also a convener of leaders and influencers. We do it in various ways. For the last couple of years, the Chamber has hosted quarterly meetings with the leaders of Hollywood’s neighborhood councils to exchange ideas and discuss community needs where we can work together. Previously, there was no opportunity to get these community leaders together, so we have provided a needed service. In addition, we host events such as our Economic Development Summit and State of the Entertainment Industry Conference where we bring together experts and influential people to discuss trends and needs within Hollywood. We have been able to bring nationally and regionally recognized leaders here to discuss our local needs and to gain from their insights. Finally, we are a champion for a stronger community. We are in an unusual position of being a world-famous community that is not its own city. Being a part of Los Angeles has both its advantages and disadvantages. One of the disadvantages is that policies must be adopted for the city as a whole, which sometimes makes it difficult to craft solutions to local problems. For nearly 100 years, the Hollywood Chamber of Commerce has been the one constant in Hollywood. It was the Chamber that pressed for the subway to come through Hollywood. It was the Chamber that pressed for business improvement districts to address cleaning and security issues. It has been the Chamber that has pressed for a new, updated community plan to address the needs of a modern Hollywood. It has been the Chamber that has lobbied for the revitalization of the historic core of Hollywood, which has resulted in a stronger business district. Hollywood is better today because of the Hollywood Chamber of Commerce. The Chamber co-funded a study by a Coro Fellow to determine what other major cities do to protect their landmarks that are comparable to the Hollywood Walk of Fame. A campaign to qualify a ballot measure to fix problems created by Propositions 47 and 57 that have resulted in a rise in crime, was endorsed by the Chamber. Free Leadership Luncheons to provide Chamber members an opportunity to meet public officials were held with: State Controller Betty Yee, Assemblymember Laura Friedman, Assemblymember Miguel Santiago, and Councilmember Monica Rodriguez. Two Chamber representatives participated Council District 4’s Griffith Park Mobility Task Force advising on how to improve access to Griffith Park and to decrease Hollywood Sign visitors from traveling through local neighborhoods. The Chamber continued to host quarterly meetings with leaders of the six Hollywood neighborhood councils. Chamber President & CEO Leron Gubler continued to publish his blog, It’s All About Jobs, discussing some of the leading issues of the day that impact businesses ability to expand and create jobs. Chamber delegations participated in the regional Access DC trip to Washington, D.C. to lobby Congress and federal agencies on Southern California issues, and also participated in the California Chamber’s annual Business Conference in Sacramento. The Chamber hosted annual luncheons, including the State of Hollywood with Councilman Mitch O’Farrell, the State of the State with Senate President ProTempore Kevin DeLeon, and a breakfast with Mayor Eric Garcetti. Chamber staff and volunteers testified before numerous City committees on behalf of various Hollywood projects in the pipeline.
The Chamber Is Giving Back to the Community Four hundred people attended the 7th annual Heroes of Hollywood Luncheon, held at the Taglyan Cultural Complex to raise funds to support Hollywood nonprofit organizations. Honorees included Assistant LAPD Chief Bea Girmala, John Lyons, Baydsar Thomasian, Pink’s Hot Dog, Donelle Dadigan and Nancy O’Dell. The Hollywood Chamber of Commerce Community Foundation awarded $40,750 in grants to 29 community organizations. Flowers were placed on the stars of past Walk of Fame honorees who passed away during the year. The 23rd annual Hollywood Police and Firefighters Appreciation BBQ was held at Hollywood Division station, where several hundred of Hollywood’s public safety officials received a meal provided by Chamber members and volunteers. The Chamber funded the LAPD’s annual National Night Out program to show community support for fighting crime.

Chamber Backed Protections for Walk of Fame to be Included in Draft Sidewalk Vending Ordinance

Chamber Honors Celebrities on Hollywood Walk of Fame
T
he Hollywood Chamber of Commerce secured a victory in April, when the Los Angeles City Council directed the City Attorney to a draft a sidewalk vending ordinance, which will include protections for the Hollywood Walk of Fame. The sidewalk vending ordinance would create a legal framework to regulate sidewalk and street vending in the City of Los Angeles and arrives nearly a year after the City Council voted to decriminalize it. Since discussions began on creating a legal system for sidewalk vending nearly five years ago, the Chamber has been supportive of creating a city-wide vending policy, and has worked closely with Councilmember Mitch O’Farrell to ensure that the historic Walk of Fame receive adequate protections in the framework. “For over 60 years, the Walk of Fame has served as Hollywood’s most internationally-recognizable landmarks, attracting millions of tourists,” stated Chamber Vice President of Government Relations, Nicole Shahenian. “It not only ties Hollywood to its past, but ensures a bright future for Los Angeles’ tourism economy. This is why protection has been one of the Chamber’s top priorities for the Walk of Fame throughout the city’s discussions on the creation of a vending ordinance.” Once drafted, the ordinance will be considered by the City Council’s Economic Development Committee before heading to the full Council for passage. As the ordinance moves closer to being realized, the Chamber will continue its advocacy efforts to guarantee that robust enforcement tools are included in the language of the bill so that the Walk of Fame protections are guaranteed. TEAM Hollywood Subcommittee on Arts Funding Holds Inaugural Meeting
T
he Chamber’s Entertainment, Arts, and Media (TEAM Hollywood) Subcommittee on Arts Funding held its first meeting in March, kicking-off an ambitious advocacy campaign to increase government arts funding. In attendance were key members of TEAM Hollywood and state field representatives of elected officials that represent Hollywood. The representatives provided an overview of arts funding legislation and an analysis of California’s funding for their arts and how it compares to other states. “This subcommittee exists to help advance opportunities for increased arts funding in the city, county and state,” explained TEAM Hollywood Co-chair Larry Laboe. “We’ve assembled a proactive group of community stakeholders to connect with and provide guidance to elected officials’ future arts funding policy. We’re especially excited to have Arts for LA’s participation on the committee, who can provide excellent guidance in our advocacy efforts.” The subcommittee will be inviting the City’s Department of Cultural Affairs and representatives from Council Districts 13 and 4 to discuss city funding and the potential for policy.

T
he most famous chamber of commerce in the world, the Hollywood Chamber of Commerce, seeks a visionary President and CEO to lead the Chamber’s staff and members. The President provides leadership and advocacy for the Hollywood Chamber of Commerce, is responsible and accountable for all Chamber operations and events including presiding over the Hollywood Walk of Fame star ceremonies; the Chamber’s relationships with the entertainment industry, and represents the Chamber in the local community at the city, county, state and national level. The successful candidate must have extensive experience: administering a staff, understanding of a Chamber’s mission and activities, dealing with business leaders at the highest levels, embracing and understanding the role of an urban chamber and the dynamics within the multi-cultural community it serves. REQUIRED QUALIFICATIONS: • A Bachelor’s degree from an accredited college or university. The required degree must be completed by the time of filing an application. • At least Five (5) years of successful experience in an executive leadership position in chamber of commerce, public administration, government, business, non-profit, or trade association. • A sensitivity to and understanding of the diverse business, socio-economic, cultural, and ethnic backgrounds of an urban community. DESIRED QUALIFICATIONS: • A Master’s degree in business, public administration or other applicable degree. • Ten (10) years of experience in administrative management positions with increasing levels of responsibility, preferably at a chamber of commerce or non-profit association in a major city or regional center. • Completed Western Association of Chamber Executives “Academy” or the US Chamber “Institute” Program.
