HA Health Systems has announced plans for a major expansion of CHA Hollywood Presbyterian Medical Center (HPMC) to bring Hollywood’s oldest medical facility up to current State seismic codes and to further meet the community’s healthcare needs. The hospital initiated these upgrades at their historic location within the busy East Hollywood medical corridor, which also includes Kaiser Permanente Los Angeles

Medical Center and Children’s Hospital Los Angeles. Owned by CHA Health Systems, the hospital’s plan to upgrade the patient care facility and overall patient experience is well underway on their 10-acre campus located on the corner of Vermont and Fountain Avenues. The project, designed by KMD Architects, focuses on three active initiatives: seismic upgrade, a new parking structure, and Acute Care Services Continued on Page FIVE

Donelle Dadigan Elected to Lead Chamber in 2018-2019

onelle Dadigan, the President & Founder of the Hollywood Museum in the Historic Max Factor Building, has been elected to lead the Hollywood Chamber of Commerce, beginning in April. She will be installed as Chair of the Board, along with other Chamber officers and directors at the Chamber’s 97th annual Installation & Lifetime Achievement Awards Luncheon, on Thursday, April 12th. In addition, actress Vanessa Williams will be presented with a Lifetime Achievement Award by the Chamber. The day will begin with a reception at 11:30 a.m. at the Sheraton Universal Hotel, 333 Universal Hollywood Drive, followed by the luncheon at noon. Admission is $75 for Chamber members. The Hollywood Museum is dedicated to the history and heritage of Hollywood and the entertainment industry. The José Iturbi Foundation, inspired by Dadigan’s godfather pianist and conductor, José Iturbi, is dedicated to sharing and popularizing the wonders of classical arts and music. Earlier this year, California Senate President pro Tempore Kevin de León, Chair of the Senate Rules Committee appointed Dadigan to the California Film Commission. Dadigan is also co-chair of the Hollywood Historic Trust and she sits on the Board of Directors of the Hollywood Police Activities League. The Hollywood Way: Solutions through Creativity

T

his past year as Chairman of the Board has passed in a blink of an eye for me, yet that blink puts into perspective just how profoundly Hollywood evolves in a year – as well as what challenges and opportunities remain on the Chamber’s agenda as to how Hollywood is and will be perceived on the global stage. I sincerely appreciate and thank the Board of Directors for honoring me to represent and serve our mission to promote and enhance the business, cultural and civic well-being of Hollywood - the place I love and call home, as well as Hollywood - the brand. Let me take this opportunity to reflect how you, our Hollywood champions, moved the Chamber’s mission this past year.

SUCCESSFUL ACCOMPLISHMENTS: Hollywood Economic Growth: our annual Hollywood Economic Development Summit last June tackled Hollywood Livability, tallying over 92 housing projects with 9,700 units, 16 hotels with 2,500 rooms either under construction or in the pipeline for our community. On the commercial front, 1,143,000 sq. ft. of office space was under construction and/or proposed - an impressive amount of development resulting in thousands of construction jobs and permanent jobs as well. State of the Entertainment Industry Conference: The sixth annual State of the Entertainment Industry Conference attracted a large audience of entertainment industry executives. The event has quickly become one of the most important annual events in Hollywood and the Commitment to California Award was presented to producer Steve Levitan. Leadership Luncheons & Meetings: The Chamber successfully held Leadership Luncheons with Councilmembers Mitch O’Farrell and Monica Rodriquez. The Chamber also met with Mayor Eric Garcetti, City Controller Ron Galperin, State Controller Betty T. Yee, State Assemblymembers Miguel Santiago and Laura Friedman, State Senate President pro Tempore Kevin de León, and Senator Ben Allen. New Board Room Star Table: We commissioned the Star Table to complement our new boardroom utilizing the Chamber’s Walk of Fame trademark. Special mention and thanks to interior designer Katy Naghavi of Atelier Katayon Interior Design, who donated her services, and Vaughan Benz, a topquality furniture manufacturer located in Downtown Los Angeles. Anniversary Celebration: Our President and CEO, Leron Gubler, celebrated his 25th anniversary at the helm of the Chamber. To mark the occasion, the Chamber hosted a star-studded anniversary celebration recognizing members, staff, actress Tippi Hedren and producer Vin Di Bona. Hollywood Boulevard Lighting: After an absence of four years, the Chamber invested in holiday decorations and lights for Hollywood Boulevard in partnership with the Hollywood Entertainment District BID. Financial Position: This fiscal year, the Chamber reached its strongest financial position in over 25 years.

GOALS IN THE PIPELINE: Approval of Hollywood Community Plan Update: The Chamber continues to work closely with the Department of City Planning (DCP) on the draft Hollywood Community Plan Update, which will shape the future of Hollywood by directing jobs and housing near mass transit corridors. We are hopeful the City will adopt the plan by the end of year. Continued on Page SIX

replacement hospital building. The total construction value of projects will exceed $350-million. “This major upgrade of the hospital facilities demonstrates our commitment to our community,” CHA Hollywood Presbyterian Medical Center President and Chief Executive Officer Robert Allen said. “The modernized campus will provide the healing environment and accessible care that our patients deserve while furnishing our medical staff and other clinicians with the tools they need to deliver the highest quality medical care.” The seismic upgrade of the hospital’s Doctors Tower and South Wing construction started in October 2016 and is expected to be completed in September 2018 at an estimated cost of $8.5-million. These buildings are required to be upgraded in order to meet the State’s seismic compliance requirements. Currently under construction is the hospital’s new parking structure, located on the corner of Lyman Place and De Longpre Avenue and extending to Virgil Avenue. The project

broke ground in May 2017 and is expected to be completed in September of this year at an estimated cost of $50-million. The new parking structure is designed as a seven-story facility (2 below ground, and 5 above ground), providing 562 parking spaces. Plans also include the addition of three floors of medical office space. At the same time, the hospital is moving forward with the construction of a new acute care services replacement hospital building. The project, designed as five-stories at 174,954sq.ft., is expected to be completed in November 2020 at an estimated cost of $291-million. • The subterranean level will include space for mechanical room, IT room, and dietary services; • The first floor will feature a new and expanded emergency department with 20 exam rooms and more than 26,000-sq.ft. of space – doubling in size from the current emergency department; • The second floor will include 32 private patient rooms; • The third floor will include a new maternity and neonatal intensive care unit (NICU) with 11 Labor/Delivery/

Recovery (LDR) rooms, three surgical suites, and 19 NICU beds; and • The fourth floor will offer seven operating rooms, 20 Pre-Operative and recovery beds, one Cardiac Catheterization Laboratory, and one Electrophysiology Laboratory. Building for a healthy future, HPMC is knows as one of the community’s exceptional healthcare providers and has been an indispensable partner and resource within the Hollywood community. Their workforce of more than 1,300 employees makes HPMC one of Hollywood’s Top-10 employers. Founded in 1924, HPMC is a community-based, safetynet general acute care hospital with 434-licensed beds and operates an intensive care unit, a telemetry unit, an acute rehabilitation unit, a labor and delivery/obstetrics unit, a 24-hour emergency department, surgical operating rooms and an 89-bed skilled nursing facility. Their diverse medical staff includes more than 500 physicians in 69 specialties representing over 75 countries. CHAMBER BUSINESS BENEFIT creating a strong economy

Hollywood Chamber President & CEO Announces Retirement Plans

L

eron Gubler, who has been head of the Hollywood Chamber of Commerce for more than 25 years, has decided to retire from his duties as the leader of one of the most-recognized chambers of commerce in California. Gubler, Leron 66, announced to the Gubler Chamber Board earlier this year that he will be ending his career with the Chamber by 2019. “It has truly been an honor to work in one of the most famous communities in the world and to be a participant in the revitalization of Hollywood,” said Gubler. “I have had great opportunities working with our board, my staff and so many committed Chamber members, as well as the entertainment industry.”

Gubler has served as the President and CEO of the Chamber since 1992, which makes him the longest-serving CEO in the history of the 97-year old organization. In September 2017, he was honored for his 25 years of leadership at the helm of the Chamber. Gubler has emceed about 300 Walk of Fame ceremonies and has participated in more than 600 ceremonies during his tenure at the Chamber. Among the programs he has initiated at the Chamber is the Hollywood Chamber Community Foundation which has raised nearly $900,000 to assist Hollywood nonprofit organizations. He also urged the Chamber to form the Hollywood Chamber

Political Action Committee, that has raised the Chamber’s profile politically. The Chamber assisted in the formation of five Hollywood business improvement districts (BID) and manages the East Hollywood BID. It is currently working to form two additional BIDs. He was also responsible for launching the State of the Entertainment Industry Conference, which has completed its sixth year, and which focuses attention on the importance of the entertainment industry to Southern California and the issues which challenge it. He also initiated the Chamber’s Awards Media Welcome Center to assist and welcome the media to Hollywood that come to cover the Academy Awards. hollywoodchamber.net n 5

We must still press on for CEQA reform. The California Environmental Quality Act has devolved into an abusive system to kill worthy projects and to shake down developers for money. Our public officials in Sacramento need to get serious about needed reforms. The blame for the affordable housing crisis in this state lies at their feet because they have refused to reform CEQA. Homeless Challenges: The tragedy of homelessness continues to get worse year after year. Voters approved two measures (H and HHH) this past year to build more housing and services for the homeless, however much more still needs to be done. Homelessness is the greatest negative impact to Hollywood’s future. We need all hands on deck to come up with additional creative solutions to combat this crisis. Sidewalk/Street Vending Ordinance: Street vendors are being allowed to sell whatever they want, wherever they want to. The Chamber has been lobbying and pressing the City Council to move forward with the adoption of a new Street Vending Ordinance. Access to the Hollywood Sign: The Chamber’s Hollywood Sign mobility task force has been working with Council District 4 on their mobility study to determine a plan to address Hollywood Sign traffic in the Hollywood Hills adjacent to Griffith Park. Possibilities of an aerial tram to the Sign and a Hollywood Sign Visitors Center are taking shape as a big-picture solutions to reduce traffic in the hills and give Sign tourists a better Hollywood experience. Membership, Membership, Membership: We are developing new innovative ways to bring new businesses into the Chamber fold. BIDs: The Chamber is actively working to create two new business improvement districts - the proposed Hollywood/Western BID is anticipated to be complete by the end of the year, and the proposed Hollywood Route 66 BID is drafting their Management District Plan. California Film Tax Credits: The Chamber continues to lobby for Hollywood’s signature industry to extend the California Film Tax Credits, which have been so successful in moving Hollywood’s revitalization forward. Hollywood Community Survey: The Chamber commissioned Renegage to do economic research and study for the Hollywood community which will be released at the Economic Development Summit in June. Hollywood Walk of Fame Preservation: The Chamber is collaborating with the Hollywood Entertainment BID to sponsor a CORO-fellow to research the preservation and protection of the Hollywood Walk of Fame as a landmark. Presidential Search: Soon after our President & CEO, Leron Gubler, announced his retirement in January after 26 years at the Chamber, I formed an ad hoc Presidential Search Committee to search for new candidates for his position. We plan to have the position filled by September, with a start date at the end of the year. While so much can change in a year, our purpose at the Hollywood Chamber remains fundamentally the same - our mission is to promote and enhance the business, cultural and civic well-being of Hollywood. This founding principle empowers us as leaders to create, to take risks, and to forge a path forward toward solutions – all of which are possible if we stay true to our creed. Let’s continue to create, to dream and inspire new solutions for Hollywood and the world as all eyes are on us! East Hollywood BID Elects New Board of Governors

I

f you’ve ever made your way down Hollywood Boulevard, past the 101 freeway and made a right on Vermont, you might have seen some of the improvements the East Hollywood Business Improvement District (EHBID) has been working on. Since its founding over a decade ago, the EHBID Board of Governors has been hard at work cleaning up and redefining East Hollywood through various services and a marketing plan, in the hopes of increasing commercial activity in the district. Some of their efforts have included the commissioning of a new logo and image for district, street power washing, painting light poles, planting trees and flowers, and the installation of four street medians on Vermont. There is no doubt that the Board of Governors is doing important work for the residents and businesses in East Hollywood. Each year, property owners in late December are mailed ballots to determine which candidates will join the Board of Governors. At the BID’s Annual Meeting in January, this year’s ballots were counted and the results were announced. A person is eligible for consideration as long as they are an East Hollywood BID Parcel Owner in Good Standing or an authorized representative of a Parcel Owner in Good Standing. The 2018 Board of Governors will continue their work of revamping East Hollywood’s image through the implementation of the EHBID’s new logo on BID trash bins, pole banners, and other marketing media promotions

Chamber Healthcare Committee Hosts Expert Panel on Best Practices in Regards to Homelessness

hile the November elections may still seem far off, the race to ballot has begun for proponents wishing to see their specific proposition on the ballot. The Hollywood Chamber of Commerce has already began the process of vetting several of the proposed ballot initiatives. The Hollywood Chamber has officially supported the Reducing Crime and Keeping California Safe Act of 2018, which seeks to close the loop holes created by AB 109, Proposition 47, and Proposition 57. Prop. 47 was a 2014 initiative which reduced several felonies to misdemeanors and has widely cited as a contributing factor to the massive surge in serial theft and an overall rise in statewide crime. The proposed initiative would reform the parole system so violent felons are not released from prison early, reform theft laws, and expand DNA collection. The Hollywood Chamber supports this initiative which would give law enforcement and the judicial system the tools to ensure that violent crime offenders stay off the streets and keep the public safe. The California Public Safety Partnership (CAPSP), the coalition behind the initiative, aims to qualify the initiative for the 2018 November general election. There will need to be 365,880 valid signatures to qualify the initiative for the ballot. The Chamber encourages you to support this important initiative. Hollywood Chamber PAC Installs New Board of Directors

he Hollywood Chamber of Commerce Political Action Committee (PAC) is excited to announce the appointment of Matt Fritch of the MBS Group, Aaron Green of Afriat Consulting Group, property owner Ferris Wehbe, and Bill Roschen of Roschen Van Cleve Architects, to its PAC Board of Directors. The PAC will be meeting in the upcoming months to discuss this year’s elections and review the candidate interview process. The Hollywood Chamber PAC was established in 2010 by the Hollywood Chamber of Commerce to strengthen the voice of the Hollywood Business Community among elected officials. The Hollywood Chamber PAC is an essential tool in advancing the business community agenda at local, state, and will provide an additional forum to actively engage legislators on the needs and concerns of Hollywood Chamber members and the Hollywood business community. he Hollywood Chamber’s Healthcare Committee recently hosted it first quarterly meeting, which featured a panel discussion on best practices for businesses and community members in regards to Homelessness. The event was part of an ongoing ‘Speaker Series,’ which invites experts from the health and wellness sectors to discuss critical issues within these fields. The panel featured Captain Jonathon Pinto, LAPD Hollywood Division; Stephanie Cohen, West/Metro LA District Director for County Supervisor Sheila Kuehl; Kevin Nye, Program Manager at the Center at Blessed Sacrament; and Jaime Garcia, Regional Vice President at the Hospital Association of Southern California. Panelists were interviewed by Healthcare Committee Co-chair Manny Rodriguez, Executive Director of the La Fuente Hollywood Treatment Center, who touched upon critical issues including the rollout of Measure H – the County Bond Measure to provide Homeless Services, healthcare resources, and volunteer opportunities to assist homeless individuals. As part of her update on the Measure H rollout, Cohen informed attendees that the County has begun funding several projects which will help alleviate the crisis. She mentioned their Street Outreach pilot program, which sends out teams to engage homeless individuals to eventually transition them into permanent housing. Since the program launched, nearly 1,000 individuals have been moved into interim housing and 800 into permanent housing. Stay tuned for a follow up to the panel discussion, as the Healthcare Committee will be creating a resource guide for Chamber members featuring some of the information provided during the informative meeting.

Chamber Survey on RecycLA Rollout Highlights Overall Dissatisfaction

S

ince June of last year, the City has been rolling out RecycLA, a new collection program that was intended to improve the city’s recycling services and reduce the amount of trash piling up in area landfills. The program consists of public-private partnerships that divide the city geographically and assign a collection company to service their area, known as an “exclusive franchise” or what many have proclaimed as a monopoly. The rollout of the program and the subsequent service provided have been plagued with problems and customers have complained of skyrocketing bills. Many have blamed the lack of competition for the higher costs and dip in customer service. Recently, the Hollywood Chamber of Commerce conducted a survey

among its membership on the implementation of the RecycLA program in Los Angeles. The results indicate that more than 60 percent of respondents were dissatisfied with their service under RecycLA. “With the exclusive contract, the cost is higher without an increased benefit or service,” commented one respondent. When asked how costs have been impacted under RecycLA, another member responded, “Our costs have increased by 120 percent, which is totally predictable given that monopolies have been granted to the haulers.” The City Council is currently holding hearings to understand what went wrong with the rollout and two councilmembers have proposed

exploring whether steps can be taken to end the 10-year contracts with the service providers prematurely. The Chamber’s leadership has convened with City representatives to discuss the problems encountered by member businesses. The Chamber has also been invited to participate on the Green Ribbon Council, which brings together business, civic and community leaders to help increase public awareness about the program and to ensure that RecycLA meets customer service goals. s part of the Chamber’s ongoing Leadership Luncheon Series, Los Angeles City Councilwoman Monica Rodriguez met recently with members of the Chamber to discuss local policy issues. The newest member of the City Council, was elected to represent the Seventh Council District starting in July 2017. In her overview of her first six months, she covered the worsening homelessness crisis, which has affected her district. The Councilwoman noted the Homelessness Task Force she has assembled to bring together service providers, law enforcement, representatives from Los Angeles Homeless Service Authority (LASHAR), and the community. The Councilwoman also recounted her office’s efforts to coordinate the response to the extensive wildfires that had affected her district in December. She has been working with emergency agencies to improve future evacuations and preparations. The luncheon was sponsored by Equinox Hollywood.

Survey kicked‐off with a meeting between the Renegage Marketing team and the Chamber’s Economic Development Committee to finalize the scope, schedule and key project milestones. Renegage Marketing will be completing the process in a three-stage approach: two 90-minute focus groups; quantitative survey of approximately 1,500 respondents; and 30 or more interviews, 5-10 minutes in length within the Hollywood target area. The research findings are expected to be presented at the upcoming Economic Development Summit on June 21st at the Arclight Cinemas. These findings will help users better understand and identify “who” Hollywood is today; “what” drives behavior; and “how” respondents feel about various aspects of living, working and/or visiting Hollywood. This research will also provide insight into the drivers of behavior (spending,

locations visited, services utilized, etc.) attitudes (overall opinions, perceptions regarding the area’s needs, etc.) and shifts in demographics to help guide priorities for future development efforts for Hollywood. “As the leading business organizations focusing on economic growth and the ongoing revitalization of Hollywood’s historic community, the Chamber hopes that this endeavor will assist in leading business decision-making process in Hollywood,” said Chamber President & CEO Leron Gubler. “We believe the study will provide data to guide key decision-makers in deciding they should be in the Hollywood market.”

Hollywood Chamber and Entertainment BID Collaborate with CORO-Fellow on Walk of Fame Experience

he Hollywood Chamber of Commerce has partnered with Hollywood Entertainment BID in cosponsoring a Coro-Fellow, Jake Itzkowitz, who will be researching in March and April what other cities do to preserve and protect their landmarks similar to the Walk of Fame in Hollywood. The research will look into such landmarks as the Freedom Trail in downtown Boston in Massachusetts and the famous San Antonio River in Texas. This idea is to gather information that may help the organization to enhance the experience of Hollywood’s landmark. “We are excited to have a

Hollywood fellow to do this research and we’re looking forward for the results,” said Leron Gubler, President & CEO of the Hollywood Chamber. Itzkowitz graduated from McGill University with B.A. in Political Science, and Georgetown University Law Center – J.D. He spent the past two and a half years as a litigation associate at Akin Gump.
