Jeff Zarrinnam Elected to Lead Chamber in 2017-2018

J

eff Zarrinnam, the President & CEO of the Hollywood Hotel, has been elected to lead the Hollywood Chamber of Commerce, beginning in April. He will be installed as Chair of the Board, along with other Chamber officers and directors at the Chamber’s 96th annual Installation & Lifetime Achievement Awards Luncheon, on Friday, March 31st. In addition, actor Paul Sorvino will be presented with a Lifetime Achievement Award by the Chamber. The day will begin with a reception at 11:30 a.m. at the Universal Hilton Hotel, 555 Universal Hollywood Drive, followed by the luncheon at noon. Admission is $75 for Chamber members, with reserved tables of 10 at $800. Reservations can be made by going to Chamber Events at www.hollywoodchamber.net/events. Asked by Councilmember Jackie Goldberg to form the BID to maintain public improvements installed by Metro as part of their subway project, it took six years to make the BID a reality. He is currently leading the charge to create two additional BIDs in the HollywoodWestern area and a “Route 66” BID

There are too many individuals to thank, so please accept this as my heartfelt appreciation for everyone’s support and work over the last 12 months.

Through the collaborative efforts of great leaders in Hollywood, we have attained many objectives and continue to grow. To reflect on some of our accomplishments this year: n The Chamber’s Economic Development Summit was well-attended and financially the most successful that we have had. n The State of the Entertainment Industry Conference was also a huge success, honoring Ted Sarandos of Netflix, and was also our most successful financially. n The Chamber continued to hold quarterly meetings with the leadership of the Hollywood area neighborhood councils. n The Chamber was an active member of the coalition working to defeat the anti-growth initiative, Measure S. n We initiated our new Project Review Committee to provide more meaningful input to developers on their Hollywood projects. n And of course, the most significant achievement was moving the Chamber to new offices at 6255 Sunset Blvd., after having been located adjacent to the Roosevelt Hotel for nearly 25 years. I would like to thank all the task forces and committee members that worked so hard to accomplish these goals. Finally, to the members, I say “thank you”. The strength of this Chamber is you. If you want the Chamber to continue to be relevant and to have a voice, it is up to you to make sure you actively participate and encourage others to do so as well. The choice is yours. As I am getting ready to pass the baton to my successor and saying goodbye, know that nobody is leaving. There is so much happening in our community today. Together we can achieve the extraordinary. It’s been the honor of my life to be your chairperson. I am humbled and grateful for the opportunity you have given me to serve you. Measure S Vote Goes Too Far, Would Damage L.A. Economy Continued from Page THREE

complete studies of the environmental impact of new projects rather than the developers. “The Hollywood Chamber of Commerce is strongly opposed to this measure,” stressed Leron Gubler, Chamber President & CEO. “While we recognize the need to update community plans, this measure goes too far and will have a negative impact on our economy.” Gubler cited a study by Beacon Economics that concluded, “If adopted, Measure S will have the effect of halting construction, stifling the economic activity and job creation as a result of that construction, cost Los Angeles millions in tax revenue and make an already dire housing situation much worse.” The report concluded that Measure S would cost L.A. over 12,000 jobs annually, with 57 percent of these jobs in the construction sector. The lost construction activity is estimated to generate $1.9-billion in economic output in a single year. The construction activity associated with those projects, is estimated to generate over $642million in wages for workers in L.A. The City is projected to forgo $142million annually in economic output. In addition, the report says that Los Angeles would lose over $70-million per year in sales, property, transient occupancy and other fiscal revenues with the passage of Measure S – enough to hire over 1,000 new policemen or firefighters. Of particular concern is the impact on residential construction. Beacon Economics estimates that the measure would put additional strain on the housing supply and put upward pressure on rents. Affordable housing advocates are very concerned about the

impact on their ability to move forward with projects, and have allied themselves with the opposition. In November, voters passed Measure HHH to provide $1.2-billion to build housing for the homeless. Subsequently, the City determined that eleven out of 12 public parcels which had been identified initially as potential sites for the housing would

not be available due to the restrictions imposed by Measure S. Proponents of Measure S say that their goal is to force the City to update its community plans in a more timely fashion. If that is their goal, then they have succeeded. The City Council, on February 8th, voted to update all 35 of the City’s community plans on a sixyear cycle, at an estimated annual cost of $10-million. Their vote triggered the creation of a new ordinance now in formation that will mandate the updates. “I think there is a general consensus that the plans need updating,” said Gubler. “Contrary to public perceptions, the development community is strongly in favor of these updates as it helps them to have certainty as to what they can develop, as opposed to having to seek plan amendments. If the proponents of Measure S had stopped there, no one would have had a problem. Instead, they have proposed a moratorium that will hurt our economy.” No less an impartial authority than the Los Angeles Times has come out

against Measure S. In an editorial which ran Feb. 12th entitled “Measure S is wrong for L.A.” the Times editorialized that “It may be tempting to vote yes because the measure is superficially appealing and speaks to many real problems facing the city. But in fact it’s not a solution; it’s just a way for voters to give a big middle finger to the pols at City Hall and the powerful real estate developers who bankroll them. And while that might feel good on election day, it will unleash a series of consequences – intended and unintended – that will

hurt L.A. in the long run by worsening the city’s housing crisis and stifling economic development.” “The Chamber urges its members to get out and vote against Measure S and to encourage your friends and associates to also do so,” concluded Gubler. “This is a vote about the future of L.A., whether we are going to focus growth along transit corridors and plan for the future or whether we are going to try to go back to the 1950s. Los Angeles County Plan to Prevent and Combat Homelessness. Establishes a Ÿ cent sales tax for ten years, with independent annual audits and citizens’ oversight, to fund mental health, substance abuse treatment, health care, education, job training, rental subsidies, emergency and affordable housing, transportation, outreach, prevention, and supportive services for homeless children, families, foster youth, veterans, battered women, seniors, disabled individuals, and other homeless adults. The number of individuals and families estimated to be experiencing homelessness in LA County in January 2016 was 46,874, an overall increase of 2,515 people (6%) from 2015 (44,359) and 19% more than in 2013. The number of people living in encampments, tents and vehicles increased by 20% from 2015 to 2016 and a staggering 123% from 2013 to 2016. The impacts of the homeless crisis is evident in Hollywood and throughout Los Angeles. Measure H funding will have an immediate impact and it will bring quick relief to those suffering on our streets. BUILDING MORATORIUM; RESTRICTIONS ON GENERAL PLAN AMENDMENTS; REQUIRED REVIEW OF GENERAL PLAN. If adopted Measure S would 1) impose a two-year moratorium on projects seeking General Plan amendments or zone or height district changes resulting in more intense land use, an increase in density or height, or a loss of zoned open space, agricultural or industrial areas, with exceptions including for affordable housing projects and projects for which vested rights have accrued; 2) prohibit geographic amendments to the General Plan unless the affected area has significant social, economic or physical identity (defined as encompassing an entire community or district plan area, specific plan area, neighborhood council area or at least 15 acres); 3) require systematic, public review of the General Plan every five years; 4) prohibit project applicants from completing environmental impact reports for the City; 5) require the City make findings of General Plan consistency for planning amendments, project approvals and permit decisions; and 6) prohibit certain parking variances. Recent studies indicate rent in Los Angeles is rising at a much higher rate than incomes. With high demand coupled with limited housing units, these restrictions on housing will only further drive up rents. Our city desperately needs to be adding as many housing units as possible, not banning their creation. Homeless advocates point out that most new homeless are a result of skyrocketing rents and lack of available housing units. For these reason the Hollywood Chamber urges you to vote No on Measure S! City Ordinances in Los Angeles Limit Use of Criminal Background Checks

A

re there any local laws that affect criminal background checks? Employers conducting criminal background checks in California are limited by state and federal law in terms of the information that can be obtained and how it can be used. Los Angeles and San Francisco have ordinances that further limit the use of criminal background checks, including by prohibiting employers from asking about criminal history on job applications, limiting when and how criminal history information can be obtained and used, and imposing notice and posting requirements. The Los Angeles Fair Chance Initiative for Hiring Ordinance applies to all employers located or doing business in Los Angeles and that employ 10 or more employees. It applies to individuals applying for positions that will involve at least two hours of work per week in Los Angeles. Under this ordinance, employers cannot ask about criminal history on job applications. Employers can inquire only about criminal convictions, and only after making a conditional offer of employment (an offer that is conditioned only on an assessment of the applicant’s criminal history and the duties of the position sought). Employers cannot take any adverse action against an applicant based on criminal history without preparing a written assessment that links the applicant’s criminal history to risks inherent in the position sought. Under the Fair Chance Process, employers must give

the applicant written notification of the proposed adverse action, a written assessment, and any information supporting the adverse action. The applicant gets at least five business days to provide the employer with information about the accuracy of the criminal history, or information about rehabilitation or other mitigating factors. Employers must consider any information provided and prepare a written reassessment. If an employer moves forward with the adverse action, it must notify the applicant and give him/her a copy of the written reassessment. An employer also must state, in all job solicitations, postings and advertisements, that it will consider applicants in a manner consistent with the requirements of the ordinance. Employers must post an official notice in every workplace that applicants visit in the City of Los Angeles. he Hollywood Chamber of Commerce has unveiled six stars on the famous Hollywood Walk of Fame sidewalk in the past two months. Three of these stars were in the category of Motion Pictures, two in Recording and one in the Television category.

Actor George Segal was honored on Valentine’s Day with the 2,602nd star. The star in the category of Television was dedicated at 6433 Hollywood Boulevard in front of the historic Warner Pacific Theatre. Helping Emcee and Hollywood Chamber President/CEO Leron Gubler to unveil the star were David Spade and Kevin Smith. Singer/Musician Adam Levine was honored with the 2,601st star on February 10th. The star in the category of Recording was dedicated at 6752 Hollywood Boulevard in front of Hollywood’s Musicians Institute. Performers Blake Shelton and Sammy Hagar helped unveil the star. Singer Gwen Stefani was also on hand for the event.

The musical group New Edition (Ronnie DeVoe, Ricky Bell, Michael Bivins, Bobby Brown, Ralph Tresvant and Johnny Gill) were honored with the 2,600th star on Monday, January 23rd. lans are underway for the 2017 Heroes of Hollywood Luncheon hosted by the Hollywood Chamber Community Foundation. The annual event recognizes outstanding individuals, businesses, and non-profit organizations that have taken extraordinary strides for the Hollywood community. All net proceeds from sponsorships and ticket sales will be awarded in the form of grants to non-profit organizations this fall. Chamber Celebrates Open House at 6255 Sunset Blvd, Ste 150

The Hollywood Chamber of Commerce held an Open House on Valentine’s Day celebrating the move to its new office location at Sunset Media Center. The reception was presented by Kilroy Realty Corp at 6255 Sunset Blvd, Ste 150 in Hollywood. Councilmember Mitch O’Farrell of CD13, LAPD, LAFD, member businesses and nonmembers joined the celebration. Festivities included Valentine’s Day booth, delicious hors d’oeuvres, drinks, red velvet celebration cake, chair massages, music, giveaways and prizes. The Hollywood Chamber would like to thank David Simon and the Kilroy team.
