Airport Rebranding Effort Takes Off Volume 12 n Issue 4 July/August 2017
T
here is a saying, “What goes around, comes around.” That is certainly the case with the Hollywood Burbank Airport. Founded in 1930, the airport has undergone numerous name changes over the years – most recently known as the Bob Hope Airport. Last year, in a rebranding effort to boost passenger traffic, the BurbankGlendale-Pasadena Airport Authority Commission, voted to change the name to Hollywood Burbank Airport. “We believe that we need a geographic identifier and we selected the name Hollywood Burbank Airport to help travelers, especially those east of the Rockies, know that we’re the closest airport to many of the Los Angeles area’s most popular attractions, such as Hollywood, Universal Studios, Warner Bros. Studio Tour, and downtown L.A., just to name a few,” said Lucy Burghdorf, Director of Public Affairs
and Communications at the Airport. Hollywood Chamber President & CEO Leron Gubler noted that the airport was known as HollywoodBurbank Airport from 1967 to 1978. He pointed out that the late Chamber President Bill Welsh was an avid supporter of the airport and had lobbied for many years to have the name changed back. “Bill would be very happy today to see that the Airport Authority has taken his advice and changed the name,” said Gubler. The airport was originally known as United Airport when it was founded. From 1934 to 1940, it was known as Union Air Terminal, and then Lockheed Air Terminal from 1940 to 1967. In that year, it was changed to Hollywood-Burbank Airport, a name that was maintained until it was again changed in 1978 to Burbank-GlendalePasadena Airport. In 2003, the name

Despite Challenges, Hollywood Continues to Move Forward
T
his month’s issue of the Hollywood Business Advocate is where we focus on progress in Hollywood. And there is a lot to celebrate, if you attended our annual Hollywood Economic Development Summit in June and heard the reports. The latest Chamber tally shows 92 projects either under construction or in the pipeline for our community. There is no place in Los Angeles other than Downtown L.A. that has this much activity. New development has pumped life back into many of Hollywood’s neighborhoods. Just consider these statistics. Since 2003, a total of 5,000 housing units have been built in Hollywood. When a couple of new projects get underway this summer, there will be a total of 2,800 housing units under construction in Hollywood. There are another 6,900 housing units in the pipeline by my tally. We have three hotels with more than 500 rooms coming on line this year, and there are at least another 13 hotels proposed that would add more than 2,000 hotel rooms if they are all built. On the commercial front, we have 450,000-sq.ft. of office space under construction and there are another 693,000-sq.ft. proposed. By any measurement, this is an impressive amount of development. It will result in thousands of construction jobs and many permanent jobs as well. This development offers our residents new places to live, gather, dine and shop. It puts more eyes on the street and should help improve security in Hollywood. We remain concerned about the significant increase in homelessness and the rise of tent cities everywhere. We hear stories of drug dealing occurring in some of these tents and homeless people accosting private citizens. It appears that directives from the courts are making it difficult for the police to do their jobs. If the City cannot get a handle on these issues, it will have a very negative impact on Hollywood’s and the entire City’s future. At the same time, we have received notice that the City Planning Department is finally moving forward with the long-awaited update of the Hollywood Community Plan. This is something that we badly need. Hollywood has been operating under the oldest, most outdated plan in the City, dating back 30 years. This is a detriment to the community and forces developers to have to ask for more exceptions to the zoning code. It is in almost everyone’s interest to adopt a new plan that will protect our residential neighborhoods and focus growth into Hollywood’s Downtown area. And so it is important to build consensus so that the Plan has broad support throughout the community. We look forward to having discussions with our neighborhood councils and other groups to learn what issues they may have with the proposed plan and to see where common ground can be found. Hollywood will continue to have a bright future if we work together to attract quality development and to address the needs of the community. Let’s make it happen!

the second phase of the change, which will include rebranding of the Airport’s signage, website, social media and business stationery. Burghdorf said that they hope to unveil the new signage by late summer to early fall of this year. Burghdorf said that the Airport is already seeing an increase in passengers. In 2016, the airport served a total of 4.1-million revenue passengers. However, in 2017 there has been a marked increase in the number of passengers. In April, the Airport’s 392,088 revenue passengers represented an increase of 18.28-percent from April 2016. The 1,405,106 passengers the Airport has served since the beginning of 2017 represents an 11.05-percent increase from that same January-April period in 2016. Another long-held dream by Airport planners is also coming to pass – the construction of a new
replacement terminal. The current terminal was built in 1930. Unfortunately, the 86-year old building does not meet current earthquake design standards and is located too close to the runways by Federal Aviation Administration standards. A tug-of-war occurred for a number of years as some nearby neighbors opposed any expansion of the Airport. Finally, last November in a special Burbank Municipal election, voters overwhelmingly by a nearly 70-percent margin approved Measure B, allowing the Airport Authority to build a safer, modern replacement terminal. According to Burghdorf, the authority is planning a 14-gate, 355,000-sq.ft. passenger terminal. The preferred location is on the northeast side of the Airport, on a 49-acre site currently owned by the Airport Authority, with access from Hollywood Way and Winona Avenue.
The estimated cost for the terminal building is $400-million, which doesn’t include parking structures, new roadways, extending taxiways, etc. The targeted date for completion is 2024. The current terminal will continue functioning until the new terminal opens. At that time, says Burghdorf, the Authority will close and demolish the current terminal. She added that they try to hire a staff that has an intimate knowledge of the neighborhood and hired employees from the Redbury when that hotel closed recently. Angela Babcock of Stratiscope moderated the second “Create” panel. Her two guests were Richard Heyman and Grant King of the Relevant Group. They discussed their “place-making” efforts along Selma Avenue. King noted their original vision from 10 years ago to bring a single hotel to Hollywood had expanded. “We wanted to bring the ‘A’ Game to Hollywood,” he said and noted that the Tao Group has four of the top10 restaurants in the U.S. The goal was to create a destination that would attract visitors from across Los Angeles. There will be four restaurants in the complex that surrounds their Dream Hotel.
The final panel was moderated by Phil Hart of Hart Realty Advisors and focused on the “Live” aspect, discussing what residents wanted to see in the new Hollywood. Li Wen of Gensler and a condo owner said that urban design is incredibly important as far as how we mix uses in Hollywood. Longtime community activist Nyla Arslanian said the number-one issue for residents related to development was traffic. “We need to work more together and to hear of some of the things being done,” she added. Debbie Wehbe, another community leader, said that one of the major concerns of the residential community is that often
developers arrive with the notion that they don’t need to listen to the residential community. “The connection needs to be deeper and the residents need to understand that the businesses will serve the needs of the residents,” she urged. Dan Sadleir, a millennial and apartment dweller, with his own business, Lights, Camera, Body!, said he would like to see more community events targeted for the locals with advertising to make them aware of the events. “This would help pull us all together,” he commented.

Bertoni Says Need to Plan for Change
T
here is not another city in North America undergoing the changes as is Los Angeles, said Los Angeles City Planning Director Vince Bertoni at the 23rd annual Hollywood Economic Development Summit. He noted that L.A. is becoming a very different place than it has been historically. Bertoni was the opening keynote speaker at the conference. He noted that L.A. is creating an amazing transit system that will provide the City with the opportunity to focus growth around transit and to also preserve the neighborhoods that provide the City’s vibrancy. The planning director reported the mandate his department has received to update all 35 community plans and the citywide general plan within a six-year period. “We are trying to reach consensus as we create a new vision for L.A.,” he said as he pledged to listen to a variety of viewpoints. He used Hollywood as an example of what the City is trying to achieve. “Look at what has happened in Hollywood,” he said. “It is very exciting to see new growth that allows for a vitality that we desperately need in Los Angeles.”

Bertoni commented that he often tells people that growth is coming, whether or not we like it. If a city doesn’t plan for it, the growth may come in ways that are not wanted. Cities need to allow for thoughtful growth. He said he believed that in Hollywood, growth has brought jobs and vitality. The new Hollywood Community Plan will talk about thoughtful change. “We are trying to create the right type of balance,” he noted. “We know we can’t please everyone.”
USC Professor Paints a Future for Hollywood
D
r. David Sloane, a professor in the Dept. of Urban Planning and Spatial Analysis at the University of Southern California was the final keynote speaker at the 2017 Hollywood Economic Development Summit. “We were pleased to have Dr. Sloane pull everything together at the conference,” commented Tim Grubbs and Marty Shelton, the co-chairs of the event. Sloane said that Hollywood is two different places with two different visions of the future which lead to conflict. First, it is an international brand that seeks a higher, denser future that is more connected to the global community. Second, it is a local community that seeks a suburban, lowrise community oriented to residential neighborhoods. “Somehow, these two conflicting visions have to be brought together,” he urged. The professor said that Hollywood needs to grow up a little, especially in the areas south of Sunset. “We need housing to keep this place vibrant,” he noted. He urged that the new community plan also show equal concern in preserving low income housing. He suggested that online marketing may lead to 40 percent of brick and mortar stores being shuttered. As a solution, he said Hollywood needs to attract more one-of-a kind stores and take advantage of its ethnic neighborhoods of Thai Town and Little Armenia. Another opportunity he cited was the health and arts

communities, noting that there is a strong healthcare community in East Hollywood that needs to be more integrated into Hollywood. He also urged a greater embrace of the arts and noted that L.A. has the largest creative economy in the country. He saw a special need to find housing for artists. Other areas he touched on were the need for more open space and park lands. He endorsed the Hollywood Freeway Cap Park as a project worth the try. He said our design palette needs to consider sidewalks and storefronts to encourage walking to make a more livable community. “Hollywood should be one of the centers of L.A. life. Livability depends on constituencies finding common ground. Debates will continue, but if Hollywood can develop a plan that recognizes these things, then the opportunities for Hollywood are unlimited,” he concluded.

Proposed Hollywood Community Plan Released
T
he Department of City Planning (DCP) has released an updated version of the draft Hollywood Community Plan, which will shape the future of Hollywood by directing jobs and housing near mass transit corridors. In particular, the Plan focuses most of the housing forecast through the year 2040 in central Hollywood, in areas served by the Metro Red Line. A key feature of the Plan includes an interactive online map that allows users to search by address to view the proposed changes to zoning. The proposal and the interactive map are available on HCPU2.org. Hearings on the proposed Plan are expected to occur this fall. However, the DCP is planning to hold several community informational meetings throughout the summer, on the following schedule: July 11, Lemon Grove Recreation Center, 6:30 p.m. July 15, Durant Branch Library, 10 a.m. July 19, Cahuenga Branch Library, 5:30 p.m. The Plan proposes to maintain areas currently zoned for single-family residential uses while providing increased protections for hillside residential neighborhoods. Additionally, it incorporates preservation tools for Hollywood’s historic neighborhoods, recognizing the community’s rich architectural and cultural history are one of its strongest assets. The Plan also recognizes Hollywood’s role as an important economic center, known worldwide for its media,
entertainment, and tourism uses, expanding office market, and mixed-use boulevards. “The update to the Hollywood Community Plan will create the necessary tools to preserve our historic structures, promote transit-oriented and pedestrian-friendly development, encourage production of affordable housing, and provide the ability to reimagine and repurpose our surface parking lots to make Hollywood more livable and more walkable,” said Councilmember Mitch O’Farrell of the 13th council district, who represents much of central and south Hollywood. Vince Bertoni, Director of the Department of City Planning said that “Updating the Community Plan is essential to not only preserving Hollywood’s history but also building capacity for critical new jobs and housing. This plan strikes a balance in providing opportunities to address our housing shortage, while also providing expanded controls over building scale, height, and design to protect the special character of Hollywood.” The Hollywood Chamber of Commerce is a strong advocate for adopting a new updated Community Plan. “The Chamber has been urging the rollout of this revised plan for a long time,” said Chamber President & CEO Leron Gubler. “Hollywood is currently operating under a plan that is nearly 30 years old. This forces developers to seek exceptions to outdated zoning. A
delegation of representatives from the Hollywood Chamber of Commerce visited Capitol Hill in May to advocate issues of importance to Hollywood and the greater Los Angeles region. The Chamber’s delegation joined forces with Access DC, a group of over 200 members of the greater L.A. business community who visit Washington annually to educate local members of Congress on such issues as transportation and infrastructure funding for Los Angeles, housing and homelessness initiatives, education and work-force development, and other issues integral to the regional economy. This year’s Hollywood Chamber delegation to DC included: Chair of the Hollywood Chamber, Jeff Zarrinnam, Chamber Board member Susan Cabral-Ebert of IATSE Local 706 Makeup and Hairstylists; Chamber Board Member Matt Fritch of the MBS Group, Leron Gubler, Chamber President & CEO, and Chamber VicePresident of Government Relations, Nicole Shahenian. The Hollywood Chamber also held its annual advocacy trip to Sacramento in May. The Chamber’s Sacramento Delegation met with President Pro Temp Kevin de Leon, Senator Ben Allen, and the offices of Assemblymember Richard Bloom, Assemblymember Laura Friedman and Assemblymember Adrin Nazarian to discuss CEQA reform, extension of the successful Film Tax Credit program, homelessness, and healthcare issues. “The Chamber’s annual advocacy trips offer our Chamber members the unique opportunity to meet with their elected officials on the State and National levels to discuss issues of importance to the Hollywood Business Community, and to demonstrate the overall importance of Hollywood as part of the greater Los Angeles regional economy,” stated Nicole Shahenian, the Chamber’s Vice President of Government Relations. “I encourage all of our members to participate in these important trips - With so much at stake for the business community in

ollywood legends are not just born, they take years, often decades, to cultivate. And 2017 is full of milestone anniversaries for some of our own ‘legends.’ The Chamber’s President and CEO, Leron Gubler, is celebrating his 25th anniversary at the helm of the Hollywood Chamber. “I’ve been lucky enough to be a part of Hollywood’s comeback,” said Gubler. “It’s a celebratory year for all of us!” So on Tuesday, September 19th from 5:30 p.m. to 8:30 p.m., the Chamber will host a star-studded event at Kimpton’s new Everly Hotel where guests and media will enjoy hors d’oeuvres and cocktails, while taking in sweeping views of Hollywood from the pool deck. The celebration will include recognition of sponsors who are celebrating milestone anniversaries and will be emceed by producer Vin Di Bona and actress Tippi Hedren. Chamber Publishes Two Annual Guides Promoting Hollywood

he Hollywood Chamber recently published two of its popular guides: Hollywood Development Update 2017 and Hollywood Guide & Business Profile. Attendees of this year’s Economic Development Summit were among the first to receive both publications. The Hollywood Development Update 2017 provides information on 92 projects in the pipeline for Hollywood and highlights reasons why Hollywood is the place to work, create and live! The update shows existing, new and projected developments on a map of the community. The color spread shows renderings of most projects and offers a brief introduction to each project mentioned, developer, address and projected progress. Those interested in obtaining a copy may purchase the annual publication for $50 at www.hollywoodchamber.net. The Chamber’s annual Hollywood Guide & Business Profile offers the 411 on the latest and greatest things to do in Hollywood. The sleek magazine celebrates Hollywood’s diverse communities, new developments, activities for locals and tourists, Hollywood Walk of Fame honorees, a community and business profile and more. For both residents and businesses alike, this magazine remains extremely useful with its resource directory, index charts of growing companies, officials, and chamber members.
