O’Farrell Will Report on Hollywood Progress at Annual Luncheon

R

eelected last year to a second term on the Los Angeles City Council representing the 13th Council District, Councilman Mitch O’Farrell will have a lot to report at his fifth State of Hollywood address on Thursday, January 25th. “Every year, we encourage people to be sure and make their reservations early,” said Chamber President & CEO Leron Gubler. “This event is usually a sell-out. We again expect a lot of interest.” This year’s luncheon will again be held at the Taglyan Cultural Center, 1201 N. Vine Street, with networking beginning at 11:30 a.m. and the luncheon following at 12 noon. Admission is $75 for Chamber members. Prime tables with signage can be reserved for $800. Reserve online at www.hollywoodchamber.net/events. O’Farrell has built a solid reputation as a councilman who understands the importance of maintaining a healthy business climate. He led the fight to be sure that the City Council considered business impacts before voting to raise the minimum wage. He was the first councilman to go on the record opposing Measure S, the Neighborhood Integrity Initiative, that would have slapped a building moratorium on Los Angeles. He is working to create opportunities for more affordable housing, and also championed reforms to help small, neighbor-

hood businesses that drive the local economy. He is also leading the effort to get a new community plan adopted for Hollywood. The Councilman’s district is the most diverse in the City, including the neighborhoods of Atwater Village, East Hollywood, Echo Park, Elysian Valley, Glassell Park, Historic Filipinotown, Hollywood, MidWilshire/Koreatown, Rampart Village and Silverlake. He understands the importance of Hollywood, its history, and its brand as a unique one-of-a-kind destination for the rest of the world, said Mitch O’Farrell Gubler, who noted that “He is working to enhance Hollywood’s reputation as a world-class neighborhood in which to live, do business and visit. He promotes that it is an economic driver for the rest of L.A. as the entertainment capital of the world and a worldwide destination for tourists.” Council President Herb Wesson assigned Mitch as Chair of the Arts, Entertainment, Parks, and Los Angeles River Committee; Vice Chair of the Public Safety Committee; and a committee member of the Information, Technology and General Services; as well as the Energy, Climate Change and Environmental

Justice Committees. He also served on the ad hoc committee for the 2024 Summer Olympics. New Year Will Be Busy for the Chamber

T

he start of a new year is a chance to reflect on where we’ve been and what challenges and opportunities we anticipate. There is a lot on the Chamber’s plate as we look forward to 2018. On the development front, we’ve seen several new projects break ground in 2017. We anticipate that continuing in 2018, starting with a groundbreaking for Kilroy Realty’s Academy and Vine Project. This project, on the site of what was once proposed by the Motion Picture Academy for a museum, will generate hundreds of construction and permanent jobs and will add another 250,000sq.ft. of office space to our Hollywood inventory. The Chamber has been lobbying the City Council to move forward with the adoption of a new Street Vending Ordinance. When they decriminalized street vending last year without adopting a The Chamber has been new ordinance, it created chaos on our sidewalks. This is something the City lobbying the City Council needs to address right away. Council to move forward There needs to be a prohibition of street vending on the Walk of Fame, with the adoption of a and strict guidelines for other sidewalks. We will continue to press the new Street Vending City for action on this. Ordinance. We are hoping that the City will also move forward early in the year with Hollywood’s Community Plan Update. We are operating under a plan that is 30 years old. We need a plan that addresses today’s issues. City Planning had anticipated completing the new plan before the end of 2017, but is making every effort to address all issues and to get it right, so has taken longer than originally envisioned. We agree that is the right course, but let’s work to get the plan adopted in 2018. The Chamber is also actively working to create two new business improvement districts in East Hollywood. The proposed Hollywood/Western BID is nearing the percentage of signatures needed to move it forward. We hope to finalize this BID in 2018. Meanwhile, the feasibility study is underway for the Route 66 BID along Santa Monica Blvd. We should be underway in the spring on the petition drive, and there is a good possibility that we can secure the needed signatures before the end of the year. Meanwhile, we are also working with Council District 4 on their mobility study to determine a plan to address Hollywood Sign traffic in the neighborhoods adjacent to Griffith Park. We are excited about the possibility, which has been in the news, of an aerial tram to take people up to the Sign without having to enter residential neighborhoods. Realistically though, a big-picture solution such as this will take several years to get entitled and built. And so there needs to be both short-term as well as long-term solutions. By working together, we think it will be possible to craft steps which can help to resolve those challenges. And of course, there will be other issues in 2018 that require our attention. It is possible there may be legislation to extend the California Film Tax Credits, which have been so successful. If that occurs, we will be active in the effort in Sacramento, because this means so much to our economy and the thousands of working families who work in the industry. We are hoping to also gather more economic development information to assist in moving Hollywood’s revitalization forward. It is going to be a busy year for the Chamber. We look forward to working with you to move Hollywood’s agenda forward.

Members Comment on What 2018 Will Bring for Hollywood?

We are looking at a banner year for Hollywood tourism in 2018. By some estimates, 70 percent of the almost 50-million visitors to Los Angeles will come to Hollywood. It will be our responsibility and challenge to ensure that these visitors have a positive Hollywood experience. - Oscar Arslanian Discover Hollywood Magazine

Hollywood will have a good year in 2018. New sound stages are being built as new office, residential and retail projects come on line, while homelessness demands our focus. - Phil Hart Tanya Hart Communications

We will see a tremendous increase in the number of businesses working together on leading-edge transportation, technology, and social programs that meet the needs of our residents and visitors. - Amy Berkholtz Pavemint

The year 2018 will hopefully bring cleaner and safer streets to Hollywood. The City Council will hopefully pass the long-awaited and much-needed street vending ordinance. The Hollywood Entertainment District BID will also be renewed. - Marty Shelton, NAI Capital Commercial Real Estate hollywoodchamber.net n 5

TEAM Hollywood Takes Position on Net Neutrality

T

he Hollywood Chamber’s Entertainment, Arts, and Media (TEAM) Committee voted at their December meeting to oppose the repeal of the Open Internet Order Rules, the backbone policy of net neutrality, by the Federal Communication Commission (FCC). This would essentially repeal the Title II reclassification of internet service providers as a “telecommunications service” and instead classify them as “informational services,” removing the protections put in place to protect consumers and online businesses. In order to present members of the committee with both sides of the debate, experts on both sides of the issue were invited to join the discussion. On the pro-repeal side, Jordan Crenshaw, Assistant Counsel to the Senior Vice President from the U.S. Chamber of Commerce, joined the committee via conference call from Washington D.C. On the anti-repeal side, Phillip Berenbroick, Senior Policy Counsel from the organization Public Knowledge, joined the committee via conference call from New York City. Each speaker was given 10 minutes to present their viewpoint, which was followed up by a short question and answer session. After the session, the committee held a private discussion and took the anti-repeal stance, citing the countless industries and small businesses in Hollywood that rely on broadband connectivity to operate and that a threat to accessing a free and open Internet is a threat to these businesses. This position was sent to the Hollywood Chamber’s Executive Committee, which ratified the recommendation and directed that a letter be sent advising the FCC of the our opposition. Unfortunately, the FCC did vote to repeal the net neutrality protections.

A

s part of its ongoing Leadership Luncheon Series, Hollywood Chamber of Commerce recently met with the California State Assemblymember Miguel Santiago (AD-53) to discuss the previous legislative session and his newly signed bills. The Assemblymember announced the signing of AB19, which will grant a year of tuition-free community college to California residents. Chairman of the Board, Jeff Zarrinnam, was present to introduce the Assemblymember as the luncheon’s sponsor and helped facilitate a productive dialogue on how the Assemblymember’s future legislation can benefit the Hollywood business community. Ira Handelman, President of Handelman Consulting, Inc., asked if the Assemblymember would be pursuing legislation on CEQA reform, a critical issue for many Hollywood-based developers. The Assemblymember expressed interest in these legislative efforts. The Hollywood Chamber will host its next Leadership Luncheon on Friday, January 19th at 12:30 p.m., which will feature Los Angeles City Councilwoman Monica Rodriguez (CD-7).

City Planner Levy Discusses OurLA2040 at Chamber Legislative Action Committee

Los Angeles City Planner Michelle Levy visited the Hollywood Chamber’s Legislative Action Committee and the Entertainment, Arts, and Media committee recently to present a briefing on the Los Angeles City General Plan Update, most commonly referred to as OurLA2040. Levy gave an overview of the plan’s six updated elements: Urban Form, Community, Open Space, Environment, Economy, and Resilience. These elements will guide City Planning’s decision going further, placing realistic and achievable goals to make Los Angeles a better city to live in. These changes to the plans would certainly have an impact on the Hollywood community, shaping land use, cultural, and transportation policies, to name a few. If you’re interested in providing the City Planning Department your feedback on OurLA2040, please contact jacob@hollywoodchamber.net.

New California Employment Laws Affect Businesses in 2018 and Beyond T

here are a set of new employment laws in 2018 and beyond that will affect California employers’ daily operations and policies. The California minimum wage increased on January 1, 2018, from $10.50 an hour to $11.00 an hour for employers of 26 or more employees, and from $10.00 an hour to $10.50 an hour for employees of 25 or fewer employees. This means that exempt employees, in addition to meeting exempt duties requirements, must be paid a weekly salary of no less than $880 weekly and $45,760 annually ($840 weekly and $43,680 annually for employers of 25 or fewer employees). All employers should also determine if their local municipalities and cities have minimum wage requirements that exceed California’s requirements. While this will not affect the exempt salary threshold, it will affect your minimum wage obligations to your non‐ exempt employees. Some new laws made significant changes while others made small changes to existing law. Noteworthy new legislation includes: • The New Parent Leave Act, which requires small businesses with as few as 20 employees to provide up to 12 workweeks of unpaid, job-protected parental leave for baby bonding;

fter months of research and development by the Digital Marketing Agency Counterintuity, a new logo for the East Hollywood Business Improvement District (BID) was recently approved by its Board of Governors. The logo was selected from a pool of potential logos that were inspired by the results of a survey conducted among property owners. This survey was distributed online, mailed, and conducted in person by volunteers who walked the district to ensure more accurate results. The results of the survey highlight a distinct identity for the district, one that is grounded in history but has developed into a funky and artsy area. This gave the BID’s marketing consultant guiding principles for the design and look of the new logo. This logo embodies the best qualities of East Hollywood that have made it a truly unique place with a rich history. The BID has now begun using the logo in all its communications and plans to place the logo on BID trash cans and street signs. This is one of several efforts the BID is launching to revitalize and improve East Hollywood.

Collaborative Effort on New Holiday Lights Brightens Hollywood

H

oliday lighting returned to Hollywood Blvd. for the holiday season, as a result of a joint effort between the Hollywood Chamber of Commerce and the Hollywood Property Owners Alliance (HPOA). The event was emceed by Leron Gubler, President/CEO of the Hollywood Chamber. Councilmember Mitch O'Farrell, 13th District participated in the event. “Some of Hollywood’s most iconic destinations will sparkle even brighter thanks to the Bureau of Street Lighting, the Hollywood Chamber of Commerce, and the Hollywood Entertainment District. These lights will be sure to spread some holiday cheer for residents and visitors alike,” stated Councilmember Mitch O’Farrell, 13th District. The firm of St. Nick’s Commercial Design & Décor, based in Long Beach, was hired to light up Hollywood. Under the agreement between the Chamber and HPOA, the Chamber made the initial investment in purchasing the decorations and the HPOA will continue to handle the ongoing maintenance. “We are pleased to bring even more glitter to Tinseltown with these spectacular new lights,” said Kerry Morrison, Executive Director of the Hollywood Entertainment District. “With the addition of new permanent lighting, residents and visitors to Hollywood Boulevard will get a dose of Hollywood magic all year long.” The tree lights will be kept up all year, while the holiday decorations have been removed. What is especially exciting is that the RGB lamps can be programmed with different colors, which will enable the HPOA to change the lighting to different colors depending on the holiday. “We believe the decorations will make an enormous difference along the Boulevard,” said Chamber President & CEO Leron Gubler. “We are pleased to have been able to work with the HPOA to bring back the decorations.”

The Chamber, Hollywood Entertainment District BID, and Councilmember Mitch O’Farrell held a lighting ceremony for Hollywood’s new holiday lights. A collaboration between the three groups, the lights helped brighten spirits for the holidays and will be enjoyed for the next several years by visitors to Hollywood. The Chamber underwrote the initial cost of the decorations to make this possible.
