Happy New Year! I am honored to serve as the HBA of F-M’s 2019 president. Thank you to Dustin Murray, Dustin Murray Construction, for his dedication last year. With Dustin in the lead, the HBA of F-M and volunteers confronted many issues for you. His involvement in establishing our Future Leaders & Entrepreneurs Xchange (FLEX) stood out to me as a legacy that will continue through the years. This group is focusing on ways for emerging leaders in our industry to interact, build a network, strengthen the HBA of F-M and as a result, our industry. I’m looking forward to continuing the fundraising work started in regard to the North Dakota State College of Science’s Career Workforce Academy. HBA of F-M and Home Builders Care of F-M Foundation each cut checks for $100,000 last month. At press time we were nearly half way to our goal of $1 million with only 24 members contributing. Please consider your contribution today to support this important project. No amount is too small! This academy will allow students to enter the workforce sooner, with technical education certificates and skills. The trades will be promoted to grades K-14 on a continuous basis. In November, North Dakota Association of Builders held its Annual Meeting and Awards Banquet in Williston. Congratulations are in order as Dustin Murray received NDAB’s 2018 Builder of the Year. Our HBA of F-M was given the state’s first place Membership Award, recognizing membership growth and retention. We also received a trophy for recruiting the most donors for NDAB’s Battle of the Builders Blood Drive. Thank you to NDAB for all they do for our industry. HBA of F-M is ready to work with them on another productive legislative session this year!

Welcome to 2019! My name is Randy Cramer and I am your newly appointed Home Builders Care of F-M Foundation President. Being a part of the Foundation Board of Trustees has been very rewarding the past six years. The growth of the Foundation, within both the Association and the community, has been exciting to watch. 2018’s top priorities were workforce development and scholarships, both of which were executed in great form. The Foundation awarded over $20,000 in scholarships to high school and post-secondary students who were entering the trades. Those students didn’t just receive scholarship dollars from the Foundation, they received a whole new family. The National Association of Home Builders’ Student Chapter members at area colleges have been welcomed into our Association. They have volunteered with HBA of F-M members on community handicap-accessible ramp projects, lending a hand during Rebuilding Together projects, and attending events to network with members to develop strong and lasting relationships. This involvement is not only beneficial to the students, but it is encouraging for our entire membership to see the future workforce preparing to carry the torch forward. In addition, the Foundation donated $100,000 toward the North Dakota State College of Science Career Workforce Academy, which will provide the opportunity for students to explore a variety of careers within the construction industry, with valuable hands-on training. It’s these types of programs that will expose the future generations to tangible experiences which will help increase our ability to supply workforce needs. Thank you to Monica Hart, Monica Hart Interior Design, for her hard work and efforts in 2018. 2019 is going to be an outstanding year and I look forward to the opportunity to continue to be a part of our industry’s growth!

2019 Public Affairs Committee Chair You are smart. You know the building industry inside and out. You see issues from a business perspective and work in the field every day. The opportunity to visit your state capitol is something everyone should take advantage of at least once in their lifetime. One of the most common conversations I have with other members is regarding a nervousness surrounding how to interact with legislators at the capitol building, or that they will not know everything about an issue. One thing to remember is that
legislators are just like us. They don’t expect you to know everything about an issue, just like we shouldn’t expect them to know everything either. They rely on your expertise in a specific industry to help educate them on the facts. Your knowledge is extremely important and wanted at the state capitols! Now that we have that settled, let’s get down to business. I want you to join me and your fellow members at the state capitol this year! Not only will you learn a lot, but you will be able to advocate on behalf of the entire HBA of F-M membership and make valuable connections with lawmakers and your peers.

STATE ADVOCACY UPDATE KIM SCHNEIDER, NORTH DAKOTA ASSOCIATION OF BUILDERS CEO
The first official day of the 66th Legislative Assembly is Jan. 3. The North Dakota Legislature is made up of two chambers. Two representatives and one senator are elected from each district. The House of Representatives has 94 members and the Senate has a total of 47. North Dakota is unique in that the legislature meets bi-annually in odd numbered years and are restricted to being able to meet a total of 80 days once gaveled, which means this session will end by April 26. NDAB has two official registered lobbyists with me, Chief Executive Officer Kim Schneider, and Development Director Brenda Bry. Throughout the session, NDAB will hold various events, including the always popular Chili and Oyster feed Feb. 5. This event has been held in partnership with the North Dakota Association of Realtors for many years and is a very well attended event by the legislators. We encourage our members to join us! Call to Action is a headline you will see throughout the upcoming months. We ask that you please take these seriously and not only open the emails, but follow through in contacting your local legislators. It is vital that your representatives hear directly from you on how the bills they are discussing, and ultimately voting on, will impact your business and the homebuilding industry. Not only do we send out call to action requests for state issues, but we also send them out regarding national issues. One voice can be very powerful, but when key decision makers hear from numerous members from across North Dakota, it makes a very big impact. If you are planning a trip to visit the North Dakota Capitol, please let our office know. We always welcome guests and enjoy having the opportunity to show you around the capitol building, introduce you to the legislators and share with you various committee hearings that might interest you. In North Dakota, we are very fortunate to have great accessibility to our legislators and be active in the legislative process. Finally, if you want to be more involved, we invite you to reach out to your local office. Important Step Forward on Waters of the U.S. Rule
Dec. 11, 2018 Dear colleagues, I am pleased to announce that the Trump administration today released its proposed new definition for "waters of the United States" (WOTUS) that will resolve years of uncertainty over where federal jurisdiction begins and ends. This represents an important victory for our members. By bringing certainty and clarity to which waters fall under federal oversight, this proposal – when finalized – should help accelerate the permitting process so home builders can more easily provide safe and affordable housing. With the nation in the midst of a housing affordability crisis, this announcement is also good news for home buyers. The revised rule would address many of the serious concerns that NAHB had over the Obama-era regulation that went so far as to regulate man-made ditches and isolated ponds on private property. Today's proposal would exclude short-lived ponds, streams and tributaries that only flow in response to a rain event from federal regulation. It would also exclude wetlands that are not directly connected to federally regulated bodies of water. This new rule will help landowners to determine whether a project on their property will require a federal permit or not, without spending tens of thousands of dollars on engineering and legal professionals. This revised rule will protect our nation's waterways and save home builders and other industries that rely on a predictable permitting process time and money. NAHB CEO Jerry Howard attended the event announcing the proposal by Acting EPA Administrator Andrew Wheeler at EPA headquarters in Washington. The proposal fulfills President Trump's commitment to NAHB to end this federal overreach of the 2015 WOTUS rule. One of Trump's earliest acts in office was to sign an executive order directing EPA and the U.S. Army Corps of Engineers to begin the process of repealing and replacing the WOTUS rule. The action honored a campaign promise he made to the NAHB Board of Directors in 2016 when he was running for president. The new rule announced today will be open to a public comment period for 60 days and is expected to be finalized and instituted in all 50 states by the fall of 2019. In the meantime, because of multiple legal challenges, the Obama-era WOTUS rule remains in effect in 22 states and the District of Columbia; the previous regulation issued in 1986, together with subsequent agency guidance, is in effect in the remaining 28 states. Members Engaging With Future Workforce
by Summer Hammond, Education & Development Coordinator On a cold November day, two groups of first-year architectural drafting students from North Dakota State College of Science made their way to Fargo to see full circle what their imaginations can conjure, from design to final creation. The students started off their day with a tour of a Kochmann Brothers Homes’ project in south Fargo that is currently under construction. By walking through the beginnings of a home, the students learned techniques on communicating with customers and knowing what supplies and materials a project manager has to account for.
They continued their journey to a house built by Dietrich Homes in West Fargo. While touring this $1.3 million home, the students were impressed by the utility room’s layout and how user-friendly it would be for a new owner. They also spoke with the designer, learning about the importance of floorplan functionality in the desirability of homes. The students also met the builder himself, Clay Dietrich, and learned about his path to success. “Touring the homes is a great experience for the students to see the building process first hand and speak with the 14
pros,” Lana Lekang, North Dakota State College of Science Academic Instructor. Four young women participating in the tour shared their path for pursuing a career in architectural drafting. Whether it was a STEM program, shop class or just a love for drawing homes, they all expressed excitement to design peoples’ dream homes. Meet The Newest Additions To Home Builders Care Foundation Board
by Summer Hammond, Education & Development Coordinator Home Builders Care of F-M Foundation will welcome its three newest trustees to the board during the New Year Celebration & City Night Jan. 24 during an installation ceremony. Elliot Steinbrink is the owner and chief executive officer of Studio West Homes, LLC. Steinbrink brings many years of experience in the homebuilding industry to the board. Steinbrink has been very active within the HBA of F-M, from Remodelers Council to volunteering with workforce development, and was nominated this year for HBA of F-M Builder Volunteer of the Year. “Being appointed to the Home Builders Care Foundation board of trustees and allowing me to serve during this important time is quite humbling. I look forward to working with the board to further the cause of the Foundation and raise awareness within the community about all the great things we are working on,” Steinbrink says.
Terry VanWatermulen is the regional manager operations at CenturyLink. He regularly volunteers at the annual Home Builders Care Fish Dinner and Red River Valley Home & Garden Show. He has also volunteered his time in various workforce development events with local students. He serves as the Public Issues Committee vice-chair, was a nominee for HBA of F-M’s Associate Volunteer of the Year and a previous winner of the Extra Mile Award.

As 2019 kicks off these four directors are starting their first full year of service. Congratulations to Dan Parrow, Devin Gaard, David Reid and Eric Miller, and thank you to this group for your leadership commitment to serving the Association. Miller is an executive mortgage officer at Town & Country Credit Union. At the HBA, Miller has served as the Membership and Future Leaders and Entrepreneurs Xchange chair, and served on Events and Public Issues. Committees outside of the HBA, he is active in the Chamber’s Young Professionals Network and the Fargo-Moorhead Area Association of Realtors. Favorite part of building industry: Helping consumers go from an idea to their dream home. There are a lot of moving parts and seeing it all come together into a finished product is exciting to watch. What you are most looking forward to in 2019: I’m looking forward to interacting and learning from the more experienced board members. We have a very diverse board and I’m excited to work with all of the directors. This experience is going to give me a greater knowledge of everything that goes into homebuilding. Reid is the president and owner of Radiant Homes. At the HBA, Reid as been active on Public Issues Committee and regularly attends events. He is also active at our local Chamber and in the Fargo-Moorhead Area Association of Realtors. Favorite part of building industry: I love the opportunity to create; to dream and design, to make a plan, and then to see the project come together is exciting and rewarding. Why you think it is so important to be involved in your industry: Through working together, members of our industry have the opportunity to create a more robust, more innovative, more successful market, ultimately benefiting both our members and our clients.
Gaard is an insurance agent at Hektner-Lybeck-Erickson Insurance. At the HBA, Gaard is a previous chair of the Membership Committee and a member of the Future Leaders and Entrepreneurs Xchange Task force. Outside of the HBA, he is a member of the Fargo Optimist Club, an Ambassador for the FMWF Chamber of Commerce, and a board member for Moorhead Youth Baseball. Favorite part of the building industry: My favorite part of the building industry is seeing the number of jobs created and the overall financial impact by having just one home built. What are you most looking forward to in 2019: As a director with the HBA, I’m looking forward to learning more about the challenges the building industry faces on a local, state, and national level.
Dan Parrow is the owner and chief executive officer of ISR Homes. He is a past president of Home Builders Care Foundation and brings many years of experience in the homebuilding industry to the board. Parrow has shown leadership to our young workforce by volunteering for tours and career fairs. He serves on the HBA of F-M’s Education Committee and was named to the HBA’s board of directors, serving as liaison to the Home Builders Care Foundation. “We have one of the best associations in the country; it’s exciting to be part of organizations like the HBA of F-M and Home Buidlers Care Foundation that are showing our community we are home builders that care,” Parrow says.

Parade Of Homes: 2 days, 3 weekends
by Allison Weckman, Senior Events & Marketing Coordinator The Spring Parade of Homes is the longest-standing event in the HBA of F-M’s 62 years of existence. The Parade of Homes Committee is focusing on making the 59th annual event easy for consumers. That means easy to remember dates, times and more time to view all the homes. The 2019 Spring Parade of Homes will run noon – 5 p.m. May 4-5, 11-12 and 18-19. Parade of Homes Committee Chair Angie Bauman, Starion Bank, says, “With clear and concise messaging about days and hours, we are hopeful that this will be the best turnout yet. We are also excited to offer builders more time to complete their entries, since we never know what winter and spring will bring for weather.” Early registration deadline is Feb. 15 and the regular registration deadline is March 4. Parade magazines will be available at all Hornbacher’s starting April 29, with all information available through the event-dedicated website paradefm.com and a mobile app. Be sure to get your applications in early to save with early-bird rates!

Health, Tech & Trades Career Expo
by Summer Hammond, Education & Development Coordinator Each year high school students from near and far come together at the Fargodome for one spectacular day to participate in the Health, Tech & Trades Career Expo. This year over 3,000 ninth-grade students attended
the Expo Nov. 30. These students walked through the possibilities of their career futures and tried their hand at something new with over 90 exhibitors and multiple science-technology-engineering-math (STEM) sessions. Jason Baumgartner, Precision Plumbing, Electric, Heating & Cooling, Inc., attended the expo for the first time and had a meaningful experience with the students teaching them how to cut and fit pipe together. 24

“It was eye-opening for me to be able to connect with these students one-onone and help them experience a simple activity that plumbers do every day. They were excited to try something new, getting their hands on the materials and tools to get the job done,� he says. Inside the HBA of F-M booth, volunteers promoted the Herdina Academy for Construction Trades with three different interactive activities. The students registered to win a free spot at the Academy in June. The Herdina Academy for the Construction Trades is a two-week day camp for high school students to experience the construction industry. Students spend time constructing a small building, exploring career opportunities and working side-by-side with contractors. The course is open to North Dakota and Minnesota high school students ages 15 and older. The 2019 Herdina Academy runs June 3-14 and applications will be available soon. Chili Cook-Off Is Friendly Competition At Its Best
by Allison Weckman, Senior Events & Marketing Coordinator To say that HBA of F-M members are competitive with each other would be an understatement, especially when it comes to the goodnatured competition of the annual Chili Cook-Off. The traveling Golden Ladle and Golden Spatula trophies, hold significant value. You can’t put a price on the pride in the title of the Golden Ladle winner or Golden Spatula winner. In fact, it is a title that shows up as an accomplishment on reigning Golden Ladle winner Eric Miller’s 2018 Associate Volunteer of the Year entry form. Miller says, “To quote the great Ricky Bobby, ‘if you ain’t first, you’re last’. To earn the Golden Ladle Trophy is such an honor because it’s the highest award pertaining to food within the HBA. It may have taken me a few tries, but after a little tweaking here and there, I will always know that by perfecting my recipe, I can say that I’m a Golden Ladle Winner, alongside the greats that came before me, like Trevor Odden and Diana Stead.” This year’s event will be March 14 at S & S Landscaping Company,

home of the three-time Gold Spatula winner, Jill Huber. She says, “It’s a lot of pressure to be a repeat winner, but I am so happy that everyone has enjoyed my treats. I can definitely thank my mom for my baking skills. We are excited and looking forward to hosting the event this year. Hosting any event is a lot of work, but getting one new person to see and understand what we have to offer as a company is well worth it. We hope to do justice to the fun gathering that it has become. We can’t wait to see everyone out this year.” This free event is social in nature with a focus on networking and enjoying good food. For a chance at the prized trophy and title, members can submit chili and dessert entries. Attendees will sample the creations while networking with their peers, ultimately voting for their favorites. First place winners receive a cash prize and of course, the traveling trophy. Second and third place winners also receive cash prizes. Sampling begins at 5 p.m. and votes should be cast by 7 p.m. with winners announced at 7:30 p.m. Cool drinks are a must when sampling spicy chili recipes! Success & Celebration For Committees
by Sami Eidenschink, Membership & Marketing Coordinator An organization the size of the HBA of F-M cannot measure success based off the stories of a few members. That is why it relies heavily on voices of engaged member companies and their employees. These valuable volunteers reach out to their fellow members to check in, personally invite them to events and connect on issues that matter to them. In 2018, voices of the Membership Committee and Events Committee were some of the most widespread throughout the Association. These committees teamed up at the start of the year to make it their duty to reach out to as many new and current members as possible. They extended invitations to upcoming events and education opportunities, and sometimes just picked up the phone to say a friendly “hello!” The HBA of F-M board of directors was impressed with growth in attendance at events and the amount of new faces seen at committee meetings, picnics and beyond. As a final celebration to end a productive year, the two committees gathered at the HBA of F-M office to celebrate with some friendly trivia to see who knew the most about membership and event programming. As it turns out, all the teams were at the top of their game, with just one point differentiating the winner. Congratulations to team “Fab 5” consisting of Aubrey Costello, Showplace Cabinetry Design Center; Todd Rasmussen, Valley Lights; Kirk Begin, Stenerson Lumber; Wendi Montonye, Red River Drywall & Decorating Services and Becca Opp, Design & Living Magazine; on their crowning achievement of being the first-ever trivia champs!
The two committee groups also learned that they had won the first place North Dakota Association of Builders’ Membership Award. This state award is given to just one local Association in North Dakota in recognition of their recruitment and retention efforts to grow their membership. Congratulations to the Events Committee and Membership Committee on their outstanding efforts throughout 2018 to host high quality events and provide the best in member benefits. What is Programmatic Marketing? Simply put – programmatic marketing is a way to target what types of audience you wish show your advertising to. Which can encompass segments across demographics such as age, gender, social standing to geographic in certain areas of the country. This way you are only paying for highly effective ads, delivered to the right people at the right time. It’s a change from the traditional ad buying. Programmatic media buying, marketing and advertising is the algorithmic purchase and sale of advertising space in real time. Programmatic media buying allows the “owner/brand” to tailor a specific message and creative to the right person, at the right time in the right context
Definitions:
Site Retargeting- Retargeting is an online advertising strategy that involves serving website visitors advertisements based on their prior Internet use. The goal of retargeting is to convert passive site visitors into active customers by displaying advertisements for products or services the visitor previously searched for.
Search Retargeting- With search retargeting, a display advertisement is only shown if the user has previously searched for a keyword or keyword phase that is being specifically targeted by the client. Contextual Retargeting- Contextual advertising is a form of targeted advertising in which the content of an ad is in direct correlation to the content of the web page the user is viewing. An example of contextual advertising is an ad offering a special price on a flight to Italy appearing on a website concerning travelling in Europe. Contextual advertising is also called “InText” advertising or “In-Context” technology. Geofencing- Geofencing is the use of the Global Positioning System (GPS) satellite network and/or local radio-frequency identifiers (such as Wi-Fi nodes or Bluetooth beacons) to create virtual boundaries around a location. When a user physically enters that location, we can then serve them ads on their mobile devices. (Think tradeshows, big-box stores, etc.)

Cook-Off Rules & Guidelines
1. Only one chili entry and/or one dessert entry per person. You are not required to enter both.
2. Entry must be homemade (from scratch) and prepared off-site. Chili should be brought to venue in a roaster. Please, do not use chili mixes or mixes with pre-measured spices or pre-mixed desserts. Sanitary preparation is expected. The entrant must provide an electrical extension cord if needing to keep item hot. 3. Entry must be ready to serve (chili must be hot) at 5:30 p.m. Entrants can arrive at 4:30 p.m. to set up. 4. Entries should have a unique name for voting purposes.
5. Bowls, spoons, ladles, napkins, all the fixin’s (sour cream, onions, cheese, crackers, chips) and beverages will be provided. 6. All attendees will receive two drink tickets for beer or wine. Soda and water do not require drink tickets.
7. All attendees will be provided with judging criteria and will be allowed to vote for the People’s Choice awards.
• The top three chili entries will win cash prizes with the first place winner also receiving the traveling Golden Ladle Trophy.
• The top two dessert entries will win cash prizes with the first place winner also receiving the traveling Golden Spatula Trophy.
