Greetings from the city of Fargo! Recently we adopted the 2021 ICC codes. With that adoption came some changes, most notably to the energy code. In the new version of the code, we have decided to do blower door tests on a random

We ask that those selected follow their current practices, so we get a clear picture of how homes are being constructed in Fargo. When those that are selected schedule the test, they are to inform our office of the date and time of the test so we can be onsite to witness it and see where we may have deficiencies.

Editor’s Note: Read more about blower door tests in a memorandum from Ouradnik on page 9. Additionally, we have adopted appendix AF in the 2021 IRC. Appendix AF outlines the passive radon mitigation system that is now required. This system will basically follow the same procedure as the radon mitigation practices that are currently being used in Moorhead. Basement R values have also seen a change. They have been increased from an R-13 to R-15.

As always, we are striving to make our homes in Fargo better while trying to balance the cost-effectiveness of the codes being Weimplemented.areapproaching this as we have in the past with a soft start for this season trying to educate contractors on the changes and allowing them some time to adjust accordingly.

City of Fargo Inspections Division has released the requirement of blower door tests on all single-family new homes residential permits that were issued in July of 2022.

Please contact the Inspections Department at (701) 241-1561 to schedule a specific date and time for the inspector to be present for the performance of the blower door test.

Below is a memorandum sent by Fargo Inspections Director Shawn Ouradnik in mid August:

This random resting is to gather information on the efficiency of the homes being constructed within the Fargo jurisdiction. The data we collect will be used to formulate a process for future blower door testing if we find that the pass/fail rate is sufficient enough to warrant further testing.

With the adoption of the 2021 International Residential Code, Section N1102.4.1.2, and the 2021 International Energy Conservation Code, Section R402.1.2, the city of Fargo Inspections Department is requiring blower door tests on all single-family new home residential permits that were issued in July of 2022.

This test must be scheduled with the building inspector so the inspector can be on-site to witness the test and verify that it is performed correctly. We ask that the test be performed when the building thermal envelope is completed so any deficiencies can be accessed and corrected with minimal effort.
