PRESIDENT’S REPORT
We ended the year with the amended Victorian Domestic Animals Act being passed in Parliament. Throughout the year we negotiated for a significantly better outcome for members who previously faced having to register for a Domestic Animal Business (DAB) with local councils to breed dogs. Whilst we didn’t obtain every change sought, we did gain major amendments that will allow the majority of our members who own up to 10 fertile breeding females to not require a DAB and also have our members be self-regulated under Dogs Victoria’s Code of Practice. This was only achieved through the dedicated efforts of members who contacted their members of parliament, management committee representatives, our CE, a media campaign and members who volunteered to participate on a working party dedicated to fighting for the legislative change. Thank you to everyone who contributed in every way to achieve the changes. Whilst the legislation has now passed we will continue to maintain and advance the profile of Dogs Victoria with government and stakeholders as the Victorian peak body for canine affairs. Additionally, events such as our Big Day Out, the Dog Lovers Show and the Melbourne Royal Show together coupled with our scheduled media program allow us to showcase the ownership of purebred dogs and interact with the public to advance this. All Irish Wolfhound related litigation was settled in 2017 with a significant recovery being received from our insurer who reimbursed the majority of member’s funds that were spent on legal fees over many years defending Dogs Victoria’s position. This recovery has contributed to our positive financial result this year. The role of our field officers has been very effective with welfare visits, and pleasingly the living conditions of members dogs are found to be of a good standard overall. However, there are instances where members’ premises needed improvement and assistance has been provided to those who are interested in bringing about change for the better. Field officers have a schedule of visits that varying from the members who breed the highest number of puppies to those where Dogs Victoria have been contacted by external sources such as local councils concerned about the welfare of dogs of a member in their municipality. Our priority is to assist members with welfare issues and provide guidance for improvement. There have been instances where some members decided to resign as members rather than improve the living conditions of their dogs and be further monitored. We have also declined remittance of membership to some members following a period of suspension for animal welfare code breaches due to the serious nature of the breach or lack of improvement. Only members receive the benefits of Dogs Victoria’s Applicable Organisation status and Dogs Victoria has strict compliance responsibilities to retain this status. As a not for profit organisation we are heavily reliant on our members volunteering to participate on our subcommittees, they are the lifeblood of our organisation and we thank everyone who participated in any small way during the year.

This elected position takes up many hours of personal time per month that often goes unnoticed. AGILITY COMMITTEE
The safety of equipment in agility is an ongoing concern and we strive to have the best and safest equipment available. To that end, this year we addressed the following: • The collapsible tunnel has caused some concerns for a while. At a national level the collapsible tunnel has been removed as an obstacle with effect from 1 January 2018 • In January a seminar was put on by Awesome Paws (an affiliate club) with the purpose of using all proceeds to purchase poly wing jumps. The seminar raised enough money to allow for the purchase of 10 poly wing jumps, one poly wingless jump and on tyre jump • The agility committee requested funds from Dogs Victoria to purchase four new anti-slip tunnels, 20 new tunnel bags, 10 (additional) poly wing jumps and 20 pairs of wing weights. We are very grateful to Dogs Victoria approving these purchases which allow us to hire out a full set of agility and a full set of jumping equipment to affiliate clubs for their use in agility trials The state games trial was held in April at KCC Park. It was a very successful day with 50 dogs achieving a title. With the introduction of separate height competition, the agility committee created a new award of state champion in each height category which was determined by performances over the course of the whole year. Our committee hosted two large back-to-back championship shows in 2017 - the Saturday ‘Oak Show’ and the Sunday ‘Maple Show’ – collectively called the ‘Bulla Autumn Extravaganza’. As our goal is to make this a special weekend and one of the major events on the Victorian dog show calendar, we once again hosted a fabulous panel of international judges from the USA, Asia and New Zealand.
The agility committee is excited to welcome a new judge at the end of 2017 – Dr Megan Smith. Congratulations to Megan on getting her licence and we look forward to seeing her in action in 2018. We thank the affiliate clubs and their trial secretaries who do so much to organise fun, well run events and allow us to showcase our skills. We also thank the volunteers who give their time to help the trials run smoothly – without you we could not have trials at all. Finally the agility nationals working group has been hard at work preparing for the agility nationals which will be hosted by Victoria in April 2018. We thank the members of the working group for their efforts and look forward to five days of agility fun in April. BULLA AMENITIES SHOW COMMITTEE
The Bulla Amenities Committee consists of a very small band of hard working individuals whose charter is to work together to run one ‘gala’ show weekend each year for Dogs Victoria to raise funds that are ear-marked specifically for the further development and upgrading of the Bulla Exhibition Centre.
So as to maximise the profits generated by our shows, which in turn benefit all Dogs Victoria members through improved facilities at the Bulla venue, we rely heavily on sponsorship and donations. We would like to thank every person who donated either their services or time, including our fabulous judges, stewards, and Dogs Victoria members who are not part of our committee, both in the lead up to and on the actual days of the shows. There are also an amazing group of donors from both inside and outside of the dog show world that are generous with prizes and money to offset many of the costs of running a show – from major sponsors such as Advance and Dog News Australia, to individuals and kennels who sponsor a rosette, prize money, raffle prizes, or our junior handlers competition. Without this help we could not reach the amazing profits seen over the years. 2017 was the eighth year of shows we have run for Dogs Victoria. Unfortunately, our dates this year overlapped with the first weekend of Sydney Royal Show and the many breed specialties held in NSW at that time, so our entries were down slightly from previous years. We are hopeful that scheduling issues will be resolved for future years and our shows given a permanent date with due consideration of large interstate shows that may impact our entries adversely. Once again, the shows returned a substantial profit, with all moneys raised being returned to Dogs Victoria to be committed to projects aimed at further improving the facilities at Bulla. We have now raised around $150,000 dollars since our inception, which has contributed widely to improvements at the Bulla facility. In 2018, the Bulla Autumn Extravaganza weekend will be held on the 7 & 8 April and we are looking forward to the ongoing support and participation of all Dogs Victoria members, either directly through exhibiting, as a sponsor, or a supporter. CLASSIC DOG SHOW COMMITTEE
It is with great pleasure that I again provide a report on the activities of the Classic Dog Show Committee. The committee conducted the 63rd annual championship dog show on Saturday 10 February 2017, at KCC Park, Westernport Highway, Skye. The show attracted a reduced entry, but when compared with other shows around the same time this seemed to be the general rule. The judging panel again consisted of 12 Victorian judges and in the usual tradition all judges waived judging fees to maximise fund raising. Our sincere thanks go to all judges involved on the day. Again, for this year’s show Peter Hitchener (Dogs Victoria Patron) very generously provided $500 to the best in show winner and $250 for the runner up best in show. As well, his kennel partner Peter Mantzaris again donated $100 to each of the seven group winners. Big thanks to the two Peter’s for their continued generosity and support. To further maximise fund raising; we continue to be indebted to the many, many members and affiliates who donate trophies, cash and sashes year after year. As always, we offer our sincere thanks to that very hard band of workers who, year-after-year provide valuable assistance in the role of stewards, ticket writers, catering people, etc., many of them working over a very long period of time. Their efforts are very much appreciated and words alone cannot thank them enough for the contribution they make. Overall operations of the show and committee netted a worthwhile profit for 2017 and in this regard I refer you to the VCA financial reporting for full details. My sincere thanks, to all office bearers and committee members, for a job extremely well done. We continue to look for new members and if you know of anyone who would like to join this valuable committee, please contact me at any time. The committee certainly continues to meet its ‘charter’ to raise funds for the provision of amenities for the benefit of members, exhibitors and officials. Over the period of the committee’s existence it has now raised in excess of $300,000. I am positive 2018 will be another rewarding year in regard to the aims and purpose of this committee and look forward to the continued generous support of the members of Dogs Victoria. CONFORMATION JUDGES COMMITTEE
The 2017 Conformation Judges Training Program was conducted with all coordinators attending lectures, mentoring days, field days, theory examinations and practical assessments, as requested. The Royal Melbourne Show trainee classes were a huge success again and the participation and cooperation of the RASV Dog Committee in this venture is most appreciated by this committee. Trainees judged many classes of dogs and thanks must go to the exhibitors and mentors. Without their support this would not be possible. The practical examinations were held in November 2017 and our congratulations go to all successful candidates. It is with much gratitude that we thank the approximately 350 exhibitors, breed clubs, trainees, aspirants and assessors who volunteered their time to assist in the smooth running of these nights. It was pleasing to note the positive atmosphere created by these enthusiastic helpers and this was appreciated by many of the candidates who sent messages of thanks. Throughout 2018 there will be open shows organised and conducted by the open show committee in consultation with the conformation judges committee and we hope to gain support from members to assist in the training of their future judges, stewards and administration volunteers. Although I have retired from my position, the conformation judges committee will continue in their endeavours to excel in the administration of the training program. Personally, I would like to thank the members of the conformation judges committee for their support, enthusiasm and diligence over the past number of years and untiring effort in their goal to initiate and maintain excellence in their capacity as volunteers. DANCES WITH DOGS COMMITTEE
The year 2017 saw lots of new competitors to the sport and some seasoned competitors starting to compete with their new dogs. There are 11 competitions held annually in Victoria giving competitors plenty of opportunities to showcase their fabulous routines. This year will see the addition of the inaugural Dances With Dogs Top Dog of the Year that will be held at the 2018 State Competition. With lots of passes and titles gained this year, we also Annual Report 2017

had two competitors gaining their HTM championship and another two gaining their freestyle championship. In December 2017, the Dances With Dogs Committee had a very successful day at the Big Day Out For Dogs. DWD demonstrations attracted a lot of attention from the public and lots of information and flyers were distributed. The Dances With Dogs rule review information meetings were held both at KCC Park and the Bulla Exhibition Centre, followed by the voting meeting held at KCC Park in January 2018. The national rule review meeting is to be held in March in Brisbane. With many submissions lodged it will be exciting to see the new changes implemented. EARTHDOG COMMITTEE
A range of changes to the rules occurred in 2017. A number of tests have been run with both local and interstate judges. The highlight of the year was the June tests where we had four judges and many interstate entrants for a total of 37 entries. We also had a visit from several of the terrier weekend international judges who participate in earthdog in Belgium. We have a number of new people who are just starting out and are very enthusiastic. We are looking forward to the start of the 2018 year. My thanks to the committee for their support. FINANCE COMMITTEE
On behalf of the finance committee I present the finance report to the members. The association reported a surplus of $215,898 versus a loss last year of $44,702 Whilst on the surface this appears a great result, once the one-off effects of the legal action recovery and costs for 2017 are removed from the results, the underlying profit of the association is a loss of around $75k, which unfortunately continues a worrying trend of losses. If we concentrate on the underlying profit situation, we can compare this year to last year to determine where the major changes occurred. 4
The single largest change occurred in Wages and Salaries, where (including on costs etc.) the association spent a total of $1,333k versus last year spend of $1,110k. Part of this increase of course was due to compliance wages, following the change to Government legislation. Unfortunately the compliance fee charged on litter registrations did not offset the total cost of compliance, and this is an area that the association will have to look at in future years. Membership revenue was up by only 1.2%, however this result actually indicates a small decrease in membership, as 2017 Scale of Charges were increased by more than 1.2%. Overall litter registrations followed the trend of membership and were around $609k versus last year of $627k. The total costs of maintaining our exhibition centres was similar to last year, however the total cost increased at KCC Park, which was offset by a similar decrease in costs at Bulla. The association will install a new accounting package during the course of 2018, and this will bring with it a revised Chart of Accounts and a revised reporting package for the association. This package will assist all members greatly in understanding the financial results of the association. Together with this major change, the budgeting process for the association will be updated, with ALL income and expenses areas having a responsible subcommittee or responsible person. The finance committee puts all VCA subcommittees and other managers on notice that they will be expected to budget for their areas of responsibility, and more importantly, ensure that they remain within these budgeted levels. To assist in this transition I will be available to all those responsible for budgeting to ensure the budget process is timely and effective. The cash position of the association improved greatly this year as a result of the insurance recovery of legal costs. At December 2017 the association had cash assets of almost $1.9 million versus last year of almost $1.4 million. However, we cannot become complacent, as major challenges still exist for the VCA. An ageing membership, and an ageing asset base are just two that come to mind. It is imperative that the association makes a profit each year to enable it to continue to provide adequate services to the membership, and to continue to replace and upgrade facilities as when required.

HERDING COMMITTEE
Committee: The members of the committee continued the year with commitment and enthusiasm. Judges Training: Kate Dourley has continued in the role of judges training coordinator. 2017 has again been a successful year. There were several aspirants during the year and two new training assessors completed their training. KCC Park Herding Facilities: Clubs as well as the committee continue to use the KCC Park facilities for herding events and the committee continues to support upgrades to the facilities. The affiliate, the Victorian Herding Association, continues to have training clinics at the Park during the year for both sheep and ducks. State and Amenities Events: These were again conducted during the year. Growth: Herding continues to develop numbers and the skill levels of the participants. My thanks to the committee for their involvement and dedication in 2017. I thank them for their support this year and look forward to the year to come. KCC PARK SHOW COMMITTEE
The primary function of this committee is to raise funds for amenities at KCC Park. For 2017 the major function for the year was our 30th all breeds championship show held on 9 July. We had two interstate and five local judges, this achieved us a good entry of 655 dogs. Ms Julie Aspinall officiated for general specials. Thank you to all the championship show judges for giving freely of their time at no cost to the club, this is much appreciated. We are going to continue with the format of interstate and local judges, which gives us a
This gave us an excess of $527.43 in receipts over expenses and after levy charges of $2,620 a profit of $3,147.43 remained which was a good result. The chairperson and committee wish to thank all those exhibitors and clubs who supported the committee in their efforts to provide more amenities at the Park. After being on the committee since the beginning of the committee in 1989 first as vice chairman and then as chairman it is now time for me to retire. I have always enjoyed my time as chairman and I wish the committee great success in the future. My thanks to all committee for your enthusiastic support always. Our current committee consists of: Clare Hodges (deputy chair), Jill Roissetter, Anne Lenne, Lindsay Bolden, Elaine Lomax, Leanne Trenwith, Jan Irving continues to be our purchasing officer and Jenni Staniforth (external helper). More volunteers are desperately needed, so if you have an interest in history and books, we can fully train you to man the library. The more volunteers we have, the more days we can open. We thank Jessamy Morrissey (resigned) for her contribution to the library and thank Elaine Lomax for joining our ranks of helpers. This previous year has seen many new donations to the library collection as well as new purchases mainly in DVD format. Our biggest and most prized donation came from the RAS of Sydney who donated some 136 volumes of Royal Catalogues from most states in Australia dating back to 1899 Launceston National Shows. We thank members who have entrusted us with their treasured books and magazines. Hence the library is in desperate need of much larger premises. We desperately need space three times bigger than what we currently have as the office staff have now moved into the room. All logic thinking would visualise a new building housing the library and museum as these two entities both house history of canines and should be treasured as such and kept close to each other. This is the third largest canine library in the world and something all members should be very proud of.
NEW YEARS SHOW COMMITTEE
Please visit the library when you are next KCC Park. The library is open every Tuesday, Saturday and Sunday between 10am and 2pm. Other times can be arranged by appointment by phoning 5998 7493. We do not open the library when twilight shows are held. Our DVD collection is increasing each year in line with demand for more visual items on all topics canine. We now have over 1,200 DVDs to make your selection of canine viewing more interesting. We continue to bind up each year all interstate journals as well as New Zealand and Japanese magazines. Many other countries have their journals online these days. If you happen to have very old journals from interstate, we are looking for specific editions to complete each year. Contact the library and we can supply you with the list of ones we are missing. LIFE MEMBERSHIP APPROVAL PANEL
The Life Membership Panel met on the 15 February 2017 and resolved to: 1. The panel recommend the approval of two new life members - Peter Frost and Heather Simpson, both of whom were subsequently approved by management committee. A third nomination was not recommended for approval as it did not meet the required criteria score. 2. A revised policy on the publication of Vales for Dogs Victoria members for publication in the organisations journal was recommended and subsequently approved by management committee. 3. Our festive amenities and New Years Eve shows continue to be well supported by Dogs Victoria members as well as some interstate exhibitors. We have raised considerable funds for KCC Park which my small committee would like to see being spent improving the PA system inside the pavilion and outside on the main showing areas. We continue to contract judges from interstate who haven’t judged their groups for a while in Victoria thus increasing entries and raising more funds. NIGHT OF NIGHTS COMMITTEE
The weather set the scene in March 2017 for a hotly contested evening with 60 best in show dogs and 60 best in show puppies vying for the accolade of Top Show Dog and Top Show Puppy in Victoria for 2016. Bravo to all exhibitors for their amazing sportsmanship and respect shown to one another, you should all be proud. It was wonderful to see everyone ‘dressed to impress’ you definitely put the ‘G’ back into glamour and ‘F’ back into fun! As chair of the 2016 Dogs Victoria Night of Nights Committee there are many wonderful people to thank. We had an amazing team that kept the day/night on schedule everyone a volunteer, all with the same endeavour to make this night a spectacular one. Our sponsors for the Top Dog of Victoria gave us amazing prizes supporting the ‘Best of the Best’ competition without whose support we definitely couldn’t have brought the contest to the highest calibre for our purebred sport, as we did in March 2017. Royal Canin being our major sponsor again. We thank you all. Myself, my committee and Dogs Victoria’s aim is to make this event a must for everyone, bringing all Victorian best dogs in show and puppy in show winners together on the one night, making it a night not to be missed on the show calendar.

OBEDIENCE, TRACKING AND ENDURANCE COMMITTEE 2017 was another busy year for the obedience, tracking and endurance committee. Training of the judges in the various disciplines we are responsible for is a high priority of the committee. In March we held the first of the structured training obedience and rally workshops at KCC Park and the second lecture for the new trainees. The committee is fortunate to have very experienced and knowledgeable class leaders and also mentors for the trainees and we sincerely thank them for their expertise and time. Thank you also to Dawn Howard for all her work as the OTEC coordinator of the judging scheme and to all the handlers, dogs and helpers who contribute to the smooth running of these workshops. Judges undertook their written papers in May followed by their practical assessments in June, both having a 100 percent pass rate. During 2017 we held presentations and testing, both practical and theory, for Dogs Victoria Master Instructors and I am pleased to advise that we now have several newly accredited instructors at this highest level, with many more waiting to complete their accreditations in 2018. Our thanks to Mrs Lea Cogley who has assisted the committee with the implementation of the instructors testing and we look forward to her continued involvement. The annual OTEC Easter Festival of Obedience and Rally Trials were held in mid-April on the Saturday and Sunday. As the trial secretary for the two days I’d like to thank everyone involved for the great team effort that made the trials such a wonderful success yet again. In May we held two meetings, one at Bulla and the other at KCC Park, to discuss all the submissions received from Victorian handlers and judges for endurance, tracking and track & search. Once the Victorian submission was finalised it was submitted to the ANKC before the end of June. The Dogs Victoria State Obedience & Rally Championships at KCC Park are held on the first weekend in August. The trials ran like clockwork and our thanks to Ross and Renee Carlson for all their work in coordinating the trials. This weekend also incorporates the Dogs Victoria Obedience Dog of the Year awards on the
Saturday coordinated by Dawn Howard whilst 2017 saw the introduction of competition for Dogs Victoria Rally Dog of the Year which was coordinated by Lynn Klecka and held on the Sunday. The Obedience Dog of the Year took a different format in 2017 and first, second and third pins were awarded for each level of obedience, congratulations to all the very worthy winners. The inaugural Dogs Victoria Rally Dog of the Year saw 10 qualifiers compete, the standard of work was outstanding, but there can only be one winner and that was Alex & Karyn Cogdell’s German Shepherd Dog (Handled by Alex Cogdell) Dual Ch (RO) Vindel Rubee Tuseday CDX RAE The last weekend is the annual Dogs Victoria State Tracking Trial held at Inverleigh. We are very blessed to have so many tracking enthusiasts that are always willing to assist at many of the trials, as the trial secretary I would like to thank each and every one of you for your continued support, the smiling faces makes all the work so worthwhile. The annual OTEC Presidents and Secretaries meeting was held in October and was well attended. There was good networking between the clubs as well as lively and healthy discussion on various topics. Noeline McIlroy returned to the committee after a few months break and we were pleased that she made that decision. We welcomed a new batch of trainee judges at the October lectures and look forward to their training and success during 2018. The obedience and rally trial run-through nights held at KCC Park on Tuesday evenings during daylight savings time run by OTEC with the assistance of so many committed members continues to be extremely popular. Every week it is comparable to running an open obedience trial with the taking of entries to the setting up of rings and checking in etc. none of which would be possible without the input of the committee and all those committed members and judges. Your efforts are very much appreciated. The training session culminates with the running of an open obedience and rally trial on the last Tuesday in November each year under lights. Mid-week trialling is definitely popular at this time of the year, evident by the entry numbers. Apart from all of the above the committee also holds 9 to 10 monthly meetings throughout the year. The OTEC notes are prepared and submitted on a monthly basis, by Dawn Howard. And the new OTEC newsletter is sent out on a regular basis to keep the judges and clubs up to date, by Sue Collier, who also took on the title of minute taker at our meetings each month. OPEN SHOWS COMMITTEE
The Dogs Victoria Open Show Committee had a very successful year with 12 shows shared between KCC Park and the Bulla Exhibition Centre. Numbers are on the increase (they have nearly doubled in the two years I have been involved), as more people are discovering what a great environment it is for new puppies and new exhibitors. It is the best opportunity for new judges to get their hands on significant numbers of dogs and this year we will also be helping to train new stewards. Of course none of this would be possible without the support of Royal Canin, (our Lucky Loser draws are very popular) and our hard working secretary Kim Burke. Special thanks to Judy Oliver as our Dogs Victoria Conformation Judge Training representative and her coordinator role in organising judges, to Arthur Wilson our show manager, and to Elizabeth Smith and Karen Hollingworth, our caterers. This year we are looking forward to working closely with the conformation judges committee and there are some exciting new plans on the drawing board – so if you haven’t been to an open show for a while perhaps now is the time. PROMOTIONS AND THERAPY DOGS COMMITTEE
Again this past year the promotions committee has provided a visible presence for Dog Victoria at major events. Committee members on the stand answer questions from members of the public and importantly offer guidance and assistance to help them select the right breed of dog, the one that best matches their home and lifestyle. We also ensure that people are made aware of all the various canine activities that are available to them as members of our association. February saw the most important event as far as raising the profile of Dogs Victoria, the Dog Lovers Show at the Exhibition Building. This is the most relevant because all the public who attend do so because of an interest in 8
dogs. Over the three days our volunteers manning the stand were kept extremely busy answering questions, providing contact details for breed and obedience clubs and distributing bags containing printed information of Dogs Victoria and activity books for children. Thanks also to Janene Poynton who gave up her time to join us on the stand. The new location of the stand in the upper pavilion at the Melbourne Royal was a great improvement and provided us with much more interaction with the public. Committee members attended for the entire eight days of canine activities at the show. Something that we introduced at the show was, thanks to Jeffrey Phuah, QR codes for the affiliates list and the show date list. This was greatly appreciated by many who simply scanned the information to their phones. We also collected email addresses from people which were given to the office to allow follow up with invitations to attend events. What we would like to see now is the conversion of the paper breed flyers to digitalised. Another new initiative for the year was having a committee member at designated shows to meet members of the public who are interested in getting a dog. Many of these have contacted the office and are then invited to come along and see what happens at a show. The committee member shows them around explaining what is happening in the rings and then introduces the person to exhibitors of their preferred breed. One of the committee members, Nicola Abell, has again this year done an outstanding effort in coordinating our Therapy Dog Program. These canine ambassadors and their owners quietly go about providing wonderful comfort for residents of aged homes and care facilities. Thanks also to Lee Cogley who conducts the temperament testing for potential dogs. We were sad to say goodbye to Robyn Ross towards the end of the year, Robyn has worked tirelessly on the committee and will be greatly missed. I would encourage any member who is interested in joining the promotions committee to contact me as we can always use another pair of willing hands. RETRIEVING & FIELD TRIAL COMMITTEE
The principal role of the RAFT committee is to advance the retrieving and field trial disciplines. In accordance with its charter, it does this by managing the trial fixtures, conducting rules reviews, developing and testing judges, running championships, and liaising with National RAFT Committee and other committees as appropriate. During 2017 RAFT successfully conducted a retrieving

trial championship, and field trial championships for pointers and setters and for utility gundogs.

There was excellent input to the reviews by triallers, and the amended rules will come into effect on 1 January 2019 if endorsed by ANKC. One lecture for judges was held for each discipline. Also in November a practical training day was held for all retrieving judges of novice and restricted stakes. This will be my last report as chair of the RAFT committee as I will not be seeking re-election to the committee in 2018. My time on the committee has been most enjoyable, however it is time for new people with fresh ideas. I would sincerely like to thank the staff of Dogs Victoria for their support over the years, and in particular, Janet Davidson and Jacinta Baker (and her many predecessors). SUMMER SPECTACULAR COMMITTEE
I would like to start by thanking all the hard working committee for all that they did to get this year’s show up and running. We started off with some of our judges being unable to obtain visas to enter Australia. After numerous phone calls and emails the committee managed to obtain a full international panel of judges. We would also like to thank our sponsors, Royal Canin, Petplan and the Settlement Hotel. Thanks also to Peter Frost for the hard work he did in raising money by way of requesting members to donate money towards the cost of the sashes, and thank you to the members that did donate towards this. The committee also raised money with a raffle with all prizes being donated. The committee would like to thank our show manager Arthur Wilson along with his stewards that made the show run so well. Explanatory Notes to the Accounts 1. STATEMENT OF ACCOUNTING POLICIES These accounts are a general purpose financial report prepared in accordance with Australian Accounting Standards (including Australian Accounting Interpretations), the requirements of the Associations Incorporation Reform Act 2012, and the Constituion, Rules and Regulations of the Victorian Canine Association Inc. being a not-for-profit entity. These accounts were authorised for release by officers of the Association for and on behalf of the Committee of Management on 21st February 2018.
(h) Recognition of Revenue Revenue from subscription income is recognised on an accruals basis of accounting with the unexpired portion of annual subscriptions brought to account at year-end as a liability. The unexpired portion of subscriptions received is calculated by reference to subscriptions actually received up to and including the balance date.
The accounts are prepared on an accruals basis of accounting so as to match the income for the year with expenses incurred in earning that income. Execpt where stated, assets of the Association are recorded at historical cost and accordingly do not take into account current valuations of non-current assets.
Revenue from the sale or supply of goods and services including canine registrations and advertising is recognised upon delivery of those goods or services to the member or customer. Revenue received in advance in respect of future advertising is brought to account as a liability of the Association until such time as the Association has fulfilled its obligations under the terms and conditions of the advertising contract.
Australian Accounting Standards are those prescribed by the Australian Accounting Standards Board so as to present relevant and reliable information summarising the transactions of Association. A summary of material accounting policies adopted by the Association in the preparation of the financial statements is set out below. Except where otherwise stated, these accounting policies have been consistently applied.
Income from donations, sponsorships, trials, shows and other fund-raising activities is recognised in the accounts as and when received. Where the sponsorship proceeds relate to specific activities or events or are subject to conditions precedent the income is not recognised until such time as the activity or event has been completed (and/or the condittions otherwise satisfied).
(a) Inventories Inventories are valued at the lower of cost and net realisable value. Cost has been determined by specific identification.
Interest on fixed term deposits is recognised on an accruals basis of accounting with the amount of interest accued at balance date brought to account as revenue with a corresponding current asset for the amount of interest due and receiveable as at the end of the fiancial year from the Bank.
(b) Investments All investments in term deposits aer recorded at cost and interest income brought to account on an accruals basis of accounting. (c) Depreciation Non-current assets comprising property plant and equipment other than land are depreciated or amortised over their estimated useful lives using either the straight line (p.c.) or diminishing value (d.v.) basis using the following rates:Buildings & Improvements Plant, Equipment & Motor Vehicles Office Computers & Computer Software
2.50% D.V. 15-40% D.V. 33% P.C.
(d) Freehold Land Freehold land held by the Association is shown in the financial statements at its fair value based on periodic, but at least trienniel, valuation - municpal council or where conducted independent external valuation. Between valuation dates, officers of the Association assess the carrying amount of the land to ensure it is not in excess of its fair value. Any increase in the carrying amount of land is brought to account in the Statement of Income & Expenditure. (e) Income Tax The Association is exempt from income tax under Section 50-40 of the Income Tax Assessment Act 1997. The Association is, however, subject to tax on the value of any fringe benefits provided to employees either incidentally or under salary sacrifice arrangements and where payable an appropriate accrual for the amount of the FBT expense has been brought to account as a liability of the Association. (f) Employee Benefits Provision has been made for the Association’s liability for annual and long service leave at balance date. Long service leave is accrued in respect of all employees. Employee benefits which may become payable within twelve months are brought to account by reference to wage rates prevailing as at the end of the financial year. Benefits which may be payable later than one year are measured by reference to the present value of the estimated future cash flows having regard to the probability of the employee satisfying vesting requirements, (g) Comparatives Where necessary, comparative financial year information has been re-classified to achieve consistency in disclosure with changes and enhancements in presentation for the current reporting period.
(i) Goods and Services Tax Revenue, expenses and assets are recognised in the accounts after deduction of the amount of GST payable to or refundable from the Taxation Office except where the amount of GST incurred is not recoverable from the Commissioner. In such circumstances, the GST is recognised as part of the cost of acquisition or as part of the item of expense. Receivables and payable are stated in the Statemement of Assets and Liabilities inclusive of the GST. (j) Impairment of Assets At the end of each financial year, the Association reviews the carrying value of all assets to determine whether or not any assets have been impaired and in cases where the carrying value may be greater than recoverable value, the book value is written down to its estimated recoverable value with a corresopndeing expense brought to account in the Statement of Income and Expenditure. 2. For insurance purposes buildings together with other assets have a declared value of $6,120,000 with cover current to 31st December 2018. Freehold land at 655 DandenongHastings Road Skye (29.6 Ha) was revalued to City of Frankston site valuation $4,275,000 at 1st January 2013 and is considered to be a fair assessment of current market value at year-end. The library collection was independently valued for insurance purposes at $1,264,610 at 20th September 2014. N/A - Wage on-costs are allocated to Office Admin cost centre for administrative convenience. In accordance with industry practice employees may elect for part of their salary to be paid in the form of superannuation rather than gross wages the overall cost to the Association being the same. Where an election is made, the amount paid is treated as a salary-sacrifice payment (or "benefit" as referred to in these accounts) rather than payment of salary or wages with a corresponding reduction in the employees gross salary. 25. RELATED PARTY TRANSACTIONS The following persons held office for all or part of the financial year:- Darren Bowey, Jan Robinson, Pauline Ashton, Cathy Camac, Vaughan Ellis, Pauline Grutzner, Lynne Harwood Noeline McIlroy, Tania Kirkland, Michael Higgins, Mathew Morse, Kylie Gilbert, Sally Haynes and Julie Wills. No officer of the Association received or was entitled to receive any remuneration in respect of their office and no transactions occurred during the period between the Association and any officer except for the reimbursement of travel and telephone expenses to a maximum of $1,000 each per year (which is included in the financial statements under meeting expenses) and transactions with officers in their capacity as members of the Assocation which are on the same terms and conditions as all other members. 26. SEGMENT REPORTING The Association operates in Victoria and provides a range of services and facilities for its members in relation to the promotion and regulation of responsible dog ownership including the maintenance of appropriate pure and mixed breed registers and the provision of training, recreation and sporting facilities for the use of members and guests, including exhibition and competition facilities for conformation, obedience, agility, tracking, endurance, retrieving, herding, lure racing, dance and other disciplines. 27. ECONOMIC DEPENDENCY The Association derives the bulk of its income from annual subscriptions and other fees and charges levied upon members and affiliated clubs and accoordingly the Association is economically dependent upon their continured financial support. The Association is also a member-body of the Australian National Kennel Council. 28. CONTINGENT LIABILITIES As at the date of this report, the Committee of Management is not aware of any contingent liability which may adversely affect the reported financial position of the Association nor its performamce for the year ended 31st December 2017. 29. CAPITAL EXPENDITURE COMMITMENTS No capital expenditure contracts have been awarded or otherwise entered into during the year committing the Association to an outflow of funds after the end of the financial year. 30. LICENCE AGREEMENT COMMITMENTS The Association has been granted a ten-year licence commencing 1st January 2013 to occupy grounds and premises at 5 Uniting Lane Bulla for which an annual licence fee of $35,000 plus GST is payable (indexed annually to CPI) together with proportionate share of outgoings and a $10,000 per annum development fund contribution for the upgrade of facilities and meeting rooms.. The licence agreement expires 31st December 2022 with no provision for any further term. 31. ASSOCIATIONS INCORPORATION REFORM ACT 2012 The Association is registered as a body corporate with limited liability under the provisions of the Associations Incorporation Reform Act 2012 and its registered office is situated at 655 Dandenong-Hastings Road, Skye. The Association carries-on business as a not-for-profit organisation under the name of Dogs Victoria ABN 97 452 215 878. The secretary of the Association as at the date of this report for the purposes of the Act and other legislation is Dr Tim Adams..

Independent Auditor’s Report To the Members and Committee of the Victorian Canine Association Incorporated t/as Dogs Victoria Report on the Audit of the Financial Report - Year Ended 31st December 2017 Audit Opinion We have audited the accompanying general purpose financial report of the Victorian Canine Association Incorporated (“the Association”) comprising Statement of Assets and Liabilities as at 31st December 2017 and Statements of Comprehensive Income, Detailed Income and Expenditure, Cash Flows, Changes in Members Funds all for the year ended 31st December 2017, together with Explanatory Notes to the Accounts and the Committee of Management Statement. In our opinion, the accompanying general purpose financial report is properly drawn up so as to give a true and fair view of the Association’s financial position as at 31st December 2017 and its financial performance and cash flows for the year ended on that date in accordance with Australian Accounting Standards and the reporting requirements opf the Associations Incorporation Reform Act 2012 (“the Act”). Basis for Opinion We conducted our audit in accordance with Australian Auditing Standards. Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of the Financial Report section of our report. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion. Audit Independence We are independent of the Association and its Committee of Management in accordance with the ethical requirements of the Accounting Professional and Ethical Standards Board’s APES 110 Code of Ethics for Professional Accountants (“the Code”) that are relevant to our audit of the financial report in Australia. We have also complied with and fulfilled all applicable independence requirements and other ethical responsibilities in accordance with the Code and the Act. Information Other than the Financial Report and the Auditor’s Report The Committee of Management is responsible for the other information. The other information comprises the information included in the annual report of the Association for the year ended 31st December 2017 and includes the Presidents Report and the report of various sub-committees including the Finance Committee. Our opinion on the financial report does not cover the other information and accordingly we do not express any opinion or any form of assurance conclusion thereon. Responsibilities of Committee of Management for the Financial Report The Committee of Management of the Association is responsible for the preparation and fair presentation of the financial report in accordance with Australian Accounting Standards and the requirements of the Act and for such internal controls as the Committee of Management determines is necessary to enable the preparation of the financial report that gives a true and fair view and is free from material misstatement whether due to fraud or error. In preparing the financial report, the Committee of Management is responsible for assessing the ability of the Association to continue as a going concern and disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the Committee of Management either intend to liquidate the Association or to cease operate or have no realistic alternative but to do so. Auditor’s Responsibilities for the Audit of the Financial Report Our responsibility is to obtain reasonable assurance about whether the financial report as a whole is free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance but is not a guarantee that an audit conducted in accordance with Australian Auditing Standards will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of the financial report. As part of an audit in accordance with Australian Auditing Standards, we exercise professional judgement and maintain professional scepticism throughout the audit. We identify and assess the risks of material misstatement of the financial report, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of detecting a material misstatement resulting from fraud is higher than for one resulting from error as fraud may involve collusion, forgery, intentional omissions, misrepresentations and/or the override of internal controls. We obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of internal controls of the Association. We evaluate the appropriateness of the accounting policies used and the reasonableness of accounting estimates and related disclosures made by the Committee of Management. We conclude on the appropriateness of the Committee of Management’s use of the going concern basis of accounting and, based on the evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the Association’s ability to continue as a going concern. If we conclude that a material uncertainty exists we are required to draw attention in our auditor’s report to the related disclosures in the financial report or if such disclosures are inadequate to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditors report. However future events and conditions may cause the Association to cease to continue as a going concern. We evaluate the overall presentation, structure and content of the financial report including the disclosures and whether the financial report represents the underlying transactions and events in a manner that achieves fair presentation. We communicate with the Committee of Management regarding, among other matters, the planned scope and timing of the audit and significant audit findings including any significant deficiencies in internal control that we identify during our audit. Notice to members of the Victorian Canine Association Inc Notice is hereby given that the 27th Annual General Meeting of the Victorian Canine Association Inc, will be held on Wednesday 23 May 2018, at the KCC Park, 655 Westernport Hwy, Skye commencing at 7.30 pm. Tim Adams Chief Executive Business: 1. To confirm the minutes of the 26th Annual General Meeting of the Victorian Canine Association Inc, held on 24 May 2017. Minutes of that meeting were published in the August 2017 Gazette. 2. To receive the audited Income and Expenditure Account of the VCA for the last preceding financial year ended 31 December 2017 and the Balance Sheet as at that date. 3. To receive and approve the Income and Expenditure Budget and Cash Flow Budget for the current year ending 31 December 2018. 4. To receive and approve the Expenditure Budget and Cash Flow Budget for the period 1 January 2019 to 31 March 2019. 5. To appoint or re-appoint Auditors for the current financial year 2018. 6. To receive from the president and the chairpersons of other nominated committees their respective reports upon the activities of the VCA during the 2017 financial year. 7. To announce the results of the annual elections for management committee positions. 8. To present VCA life memberships. 9. To consider the adoption of ordinary or special resolutions submitted in accord with rule 2.97 (3) which states: “At all annual general meetings of the VCA, no business shall be considered or discussed other than that of which notice has been given on the notice convening the meeting or any business which, in the opinion of the chairperson, shall arise out of such business”. Special resolution means a resolution passed by a majority of not less than 75 percent of the number of members of the VCA who, being entitled to do so, attend and vote personally on the resolution at an Annual General Meeting of the VCA or a Special General Meeting of the VCA convened for the purpose of such resolution and notice of which meeting, specifying the terms of the resolution and the intention to propose of such resolution and notice of which meeting, specifying the terms of the resolution and the intention to propose and move the resolution as a special resolution, was given to all members of the VCA at least 21 days prior to the date of holding such meeting. 10. Special resolution moved by Merilyn Syme OAM seconded by Heather Simpson To amend Rule 2.25.1 Current: 2.25.1 (Amended 15.07.15) There shall be a Management Committee comprised of 14 elected persons consisting of a President and a Vice President and 12 ordinary Committee members. Replace with: 2.25.1 There shall be a Management Committee comprised of 12 elected persons consisting of a President and a Vice President and 10 ordinary Committee members. Rationale: The ideal size for optimum governance of a board/ committee/management committee is between 8 and 10. (Refer The Not-for-profit Law group (a specialist legal service for community organisations), the Australian Institute of Company Directors, the Australian Charities and Not For Profits Commission and Linkedln Corporation) The following issues apply: • This number (8-10) allows for sufficient diversity of opinions and representation of different disciplines • ‘Cliques’ are not formed with numbers small enough to support individual approaches • At eight members, if there are two or more absentees, committee effectiveness and diligence may be negatively impacted • Numbers less than eight may impact membership perceptions of appropriate representation and governance • Greater numbers than 10 may produce the potential for reduced commitment and consequent lack of involvement • Greater numbers than 10 may lead to lack of both focus and timely decision making Annual Report 2017
