Welcome to the February edition of the Dogs Victoria Magazine.
Judges Training Schedule Recommences
The 2023 conformation training program commenced with a very informative information night on the 23 January for all aspirants and trainees. Once again, the program consists of lecture attendance, sub-group theory examinations, written dog assessments and practical judging assessments. A significant change to the 2023 program is the introduction of intensive critiquing for the written dog assessment component. Trainees are now required to complete a minimum of 15 intensive critiques, with each written dog assessment generating discussion, mentoring and deeper learning. Only accredited assessors can sign off on this process. The idea is for assessors to build the trainee’s confidence and ability to “talk the dog”.
Special thanks to Cathy Camac and the conformation judges training committee for the first-class program they have developed. Because of this team, Victoria continues to produce judges of the highest quality who are well regarded and highly sought after both interstate and internationally.

Breed Spotlight and Advertising
This month’s edition includes a breed spotlight on an ancient sight hound, the Greyhound. In the past owning a Greyhound was confined to kings and aristocrats who valued their athleticism and hunting ability.
Last year I wrote that breeders and exhibitors are now welcome and encouraged to advertise their dogs and their achievements when their breed is featured, space permitting. However, few have taken up the offer, so I’m trying again! All you need to do is submit your advertisement to the events and communications team by the end of the first full working week of the previous month. For those interested, the March edition will feature the Border Collie and the April edition will feature the Bullmastiff. $50.00 will get you a full colour quarter page advertisement, now that’s great value. The full schedule of forthcoming breed features can be found in the Gazette section on page 8.
Membership and Registration Processing Delays
Not helped by an outbreak of Covid and staff shortages, the membership services team have been overwhelmed with applications and a backlog of registrations. I can assure you that since returning from the holiday close down, staff have been working diligently to remove the backlog. Nevertheless, I understand and appreciate your patience during this time.
Caring for Brachycephalic Breeds
I read with interest the great article about caring for the special needs of those breeds with shortened heads and muzzles by Dr Iain Mitchell (Dogs Victoria Canine Health Committee) that was published in our January Magazine. Iain comprehensively explains the health issues of these dogs and what is being pioneered overseas and now in Australia to lessen the incidence of BOAS (Brachycephalic Obstructive Airway Syndrome).
Recently I was talking to Dr Linda Beer (Dogs Victoria Education & Best Practice Advisor). She told me that (following Dogs Australia signing up to the UK Kennel Club scheme) she and a group of fellow interested veterinarians had recently attended training in assessing BOAS. The assessment involves an accredited vet listening to the animal’s breathing before and after exercise in a controlled test. The grading scale looks at function, not just anatomy, and is backed by scientific research.
Results from the test can help inform breeding choices to reduce the incidence and severity of BOAS in subsequent generations. Significant improvements have been observed in the UK and other countries already using this scheme.
Here in Australia, the grading assessment is now available for Bulldogs, French Bulldogs and Pugs.
Linda explained that she is currently working on a fact sheet for breeders and owners of these breeds.

Breed Spotlight - Greyhound
Brief History
Greyhounds are an ancient sighthound breed. In the past only Kings and the aristocracy were entitled to own a Greyhound. An excellent hunter, with super speed, their main purpose was to put food on the table and to be the companion of man. They hunt primarily by sight and have extraordinary eyesight, reportedly seeing game 800 metres away, and can accelerate to 70 kilometres per hour in only a few strides.
General Breed Description
Elegant, graceful, powerful and curvaceous. Greyhounds make the best companions and are excellent house dogs as they are basically a couch potato except when his well-developed “instinct to chase” is aroused. They are easy going and fit comfortably into a daily routine.
Extremely affectionate and loyal, they consider themselves an equal member of the family, meaning they think they have as much right to sit on the couch as anyone else.
Having lived with humans for thousands of years, they seem to have developed an extremely high sense of “knowing”.
Socialisation and training should start early.
Greyhounds come in many colours. Red, blue fawn, black, blue, red brindle, black brindle, blue brindle – and any of these colours broken with white.
Suitability
Greyhounds are an excellent family pet and companion and they will suit many lifestyles and environments.
Health
All breeds have individual health issues. When speaking to breeders it is recommended you enquire about breed health and what health testing the breeder does. Generally, the greyhound is a healthy breed. However, health conditions will occur occasionally.
Coat and Care Requirements
The Greyhounds have a short, dense, smooth coat that requires minimal grooming. A quick rub down with a hand glove once a week is just about all that is needed, with the occasional bath. They need a moderate amount of exercise, so a daily walk is recommended. Good fencing is also required.

KCC PARK FACILITIES COMMITTEE
Summer is now well upon us, and our grounds require a lot extra TLC to ensure our event areas are kept in prime condition. Watering is key for our lawn areas.
Repairs were required on area one to our watering system. It appears that a large stake (umbrella stake), had punctured our underground watering system near group one. We were very lucky that one of our trades could attend the site, and a big thank you to David Barclay for digging up the damaged PVC pipe. Also thanks to Chris Warren, who attends the Park on most days, particularly when it is warm to ensure the watering system is working correctly. Without our wonderful dedicated volunteers, we would not have the fabulous grounds at Skye. A new regulation has been recommended to mandate the maximum length of pegs that can be used on our event areas.
Also a big thank you to members of our facilities committee for tidying up the garden beds prior to summer spectacular shows. They were on site in the early hours prior to going to work!
The main storm water pump died and has been replaced with an upgrade to the switchboard that operates it. The failing infrastructure was part of the reason for the slow pumping of all the storm water on the grounds during intense rain storms.
Front Gate – Sadly our front gate no longer automatically opens and closes, the technology and hardware is very old, we are approaching suppliers to fast track a new solution.
Event Rubbish – If you are attending an event at the Park, and the rubbish bin is full, do not place your rubbish on the ground but locate another bin. You can also bring a spare bin and place it next to the bin that is full. Dumped waste on the grounds has to be picked up, otherwise it blows all over the property. So, if you see rubbish lying on the ground, please pick it up and put it in a bin. Key all members look after the grounds.
Working Bees – We have a big year of major projects at the Park to improve our wonderful amenity, a key to these is our regular working bees – light duties from picking up rubbish, tidying up gardens and meeting rooms etc. These will be held on the third Wednesday of each month 10am to 1pm with free lunch commencing on Wednesday 15 February 2023. Members of all ages are welcome. Keep an eye out on our Friends of the Park Facebook page for the details, all DV members are welcome to join the group.
Lyndhurst Kitchen Upgrade – Sadly this project was delayed in 2022. An offsite meeting was held in January to enable us to decide on our final design.
Future Member Projects/ Bequests/Donations – We are always happy to discuss any proposals with you to improve member amenities on the grounds. We also need more funds, if you can assist, please speak to us.
We are also looking for keen members to join our facilities committee, if you are interested, please contact me.

VALE Frank Raymond Ahern
26 March 1929 - 15 December 2022
Frank was the elder of two brothers - the family lived in Northcote where he attended Westgarth Central School and Northcote High School. After completing high school, he attended Pharmacy College.
Frank was an industrious young lad, obtaining his first job at 12-year-old as a delivery boy for a local pharmacist. Deliveries were on his bicycle, accompanied by his first dog a Kelpie called “Duke”, a 12th birthday present. Frank and Duke were an inseparable duo seen on the streets of Fitzroy/Northcote.
After graduation, Frank did his apprenticeship at a local pharmacist in Fitzroy. Completing his apprenticeship, he worked for the Pharmacy Board for some 10 years. Frank then transferred to the State Health Department. Initially a Health Inspector, which entailed travel all over the state inspecting retail pharmacies, hospitals, agricultural and commercial sites. He later went on to complete a Diploma of Public Administration. As his career progressed, he became the head of the Drug & Poisons Division of the Victorian Health Department and at the time of his retirement in 1989, he was the Chief Pharmaceutical Officer for Victoria, which required him serving on many committees and boards in relation to his work.
Frank’s family always owned purebred dogs and showed them occasionally. Some of the breeds owned were Pugs, Cocker Spaniels, Irish Terriers and Bulldogs.
In the 1940’s Frank exhibited his own dog, an Irish Setter, which he also ran in field trials between 1950 and 1953. He later changed to Labradors Retrievers showing and breeding under his Kerrisdale kennel name. When Frank became more involved in the judging and administration side of the dog world his breeding and showing became much more limited.
In August 1958, Frank married Sheila Jobson who was a gundog, toy, terrier, hound and working dog judge and a well known Cocker Spaniel breeder. They had one son, John, who has taken care of Frank over the last few years.
Frank was appointed to the KCC Management Committee in 1970, retiring in 1992. He was appointed KCC Life Member in 1974 and a Life Councillor in 1991. He was first appointed as a royal show steward in 1965 and retired in 2015. Frank was awarded the President’s Medal in 2008 and made an Honorary Life Membership of RASV in 1985.
Always the willing worker, Frank was Patron of Caulfield & District Kennel Club, Eltham & District Kennel Club (since
the club’s formation), Yarra Valley Kennel Club, Borzoi Club of Victoria and the Working Dog Club of Victoria, as well as holding numerous committee and office bearer positions in many dog clubs. He was awarded life membership of the Caulfield & District Kennel Club and Labrador Retriever Club of Victoria.
Frank judged his first open parade in 1949, gaining his gundog licence in 1953. Granted his all breeds licence 1964 – he judged all over Australia, and many times overseas including North America, South America, most Asian countries and New Zealand. In 1963, he judged both working dog and non-sporting groups at the Brisbane Royal Show. One of Franks most enjoyable judging engagements was the KCC Guineas Final and Consolation Stakes at the1971 Royal Melbourne Show.
A wonderful administrator both inside the dog world and in the community, he represented the KCC at several ANKC functions, as well as serving on nearly every subcommittee of the KCC with only one thing on his mind – to be always impartial. He served on the judges training subcommittee for many years - his last years as Chairman.
Frank was also President of the Mulgrave Community House and a committee member of the Lost Dogs’ Home.
Frank was involved in the management of the dog activities in Victoria for some 75 years. In his later years simply being an observer. In September, he attended seven of the nine days of conformation judging at Melbourne Royal Show. With John beside him, he attended the Working Dog Club of Victoria championship show as Patron on the 30 October 2022.
Frank Ahern – one of the dog world’s gentlemen – always willing to help a exhibitor, a judge or lend a hand to a club. The dog world will miss you Frank Raymond Ahern.

Mick Lindsay 1933 - 2022
His love affair with Basenjis began when he went to Basenji exhibition at the bank in his lunchbreak. In 1973, Mick purchased his first Basenji, Nejeunee Cindy Lee, from Doris Harrington in Kerang. She captured his heart and Mick went on to show and breed many champion Basenjis. One of his most memorable dogs was Makuba Am Mbindi. She created history being the first Basenji to win best of breed and best opposite sex in group at the Royal Melbourne Show 1985 with 959 dogs in the hound group. His last Basenji, Spice, 11 years old, is living in luxury with daughter, Lisa.
Mick was born in 1933 in Adelaide and as a teenager joined the Western District Athletic Club where he won several running awards. A keen footballer, he played in both South Australia and Victoria, and was a keen follower of both Collingwood and Port Adelaide.
At age 15, his first job was with the local greengrocer. Enlisting in the army in 1951, Mick was with the 319th South Australian Mounted Rifles until 1970. He became a Sergeant with Royal Dragoons and was in Malaysia for the peacekeeping effort 1961/1962. Mick worked as a security guard at the 1956 Olympic Games and helped with the major floods in Echuca that same year. In the 1980s he worked as a volunteer at the Commonwealth Games.
After being discharged from the army in 1970 he went to work at AAMI as a clerk for nearly 20 years. In 1986 Mick studied to become a public accountant. He was an accountant for some 30 years. He spent many hours as a volunteer for the “Community Tax Help Program”. His other
Mick was a Life Member of Dogs Victoria, Basenji Club of Vic, Hound Club of Vic, Golden Retriever Club of Vic, Box Hill & District Kennel Club and others. He was the auditor for too many dogs clubs to mention here. He wrote the Treasurers’ Guide for Dogs Victoria. Most weekends would see Mick either stewarding, show managing or acting as the KCC/Dogs Victoria representative. For many years he was Secretary/Treasurer of the Canine Research Foundation Trust giving of his time and knowledge freely. Mick was always willing to give a helping hand to individuals and clubs alike. This generosity extended to neighbours and friends also.
Until recent times, Mick loved going to dog shows and made many lifelong friends through his time with dogs. Advancing age and declining health made a fight with Covid impossible to win.
We will miss you Mick.

After all the bad weather, we were rewarded with a perfect night - conditions could not have been better. There was a good entry of 70, and a great pass rate. Lots of qualities and lots of titles. The standard in master was most impressive. Thank you to all the helpers, especially Ian Woollard who arrived early and set up the rings, (and he doesn’t even do rally). Also thank you to all the regular helpers, who do such a good job.
Helen Evans came from Loch Sport for her first judging appointment. All three judges set great flowing courses. Lea Cogley got out her catering skills again, helped by Anca Tilea, and Peter cooked up sausages for all, and then packed up and put the trolley back with Dearne. Anca organised the pass cards once more. Great night. Thank you all.

The very last obedience/rally event for the year was the Collie Club’s restricted to group five trial. The grass was beautiful, but oh the wind. I was not the only one who struggled to hear judge’s orders. At least it wasn’t wet and cold. They don’t call KCC Park windy park for no reason.

On Saturday the Collie Club held our annual obedience and rally trial at KCC Park. We had a wonderful entry of 80 dogs from group five, with four Roughs and three Smooths entered, and what fantastic results our collies achieved.
Qualifying results included:
• Carol Chambers and Shiloh (Nauglamir Shilohs Winter Drums RAE CDX RM) got a fifth place in rally master and a lovely second place in open with a score of 177
• Robyn Walls and Sonny entered rally novice, won third place on 95 points, and achieved their very first title
• Amy Butler and Deo also had a perfect score and first place in rally advanced, and followed it up with another first place on 98 in excellent for another pass towards their RAE title
• Anne Rogers with Ella entered their very first trial together and the result was a perfect score of 100 points and first place in their CCD ring
• High in Rally Trial Collie Smooth - Dual Ch (RO) Drambuie Dry and Dirty CCD CD TDX JDX AD SD GD SPD ET (Deo)

Tracking and Track and Search Rules
During December, OTEC organised two meetings to discuss the proposed rule changes from all other member bodies. The first one, in person, was at KCC Park on 5 December 2022 and was well attended, the second on 12 December 2022 via Zoom was made available for those unable to attend due to distance etc.
Last but not least an update on Fred Breuckner. Fred is recovering slowly. He is in the Rehab hospital at Kingston. Marta McKenzie and Roger Corlass, that I know of, have visited him, and he was glad to see them. Others are in contact with his wife Joy. Hopefully he will be able to continue his rehab at home soon.

Dawn Howard | Committee MemberIn December we had a request for help with researching a breeder from the 1940’s, this led us to unearthing a canine registry in NSW that predated the current state KC. The Canine Corporation of Australia seems to have been founded in 1932 and continued until around 1949, they printed a newsletter called Truth in the Dog World If anyone has any further information on this group or old newsletters, pedigrees etc we would be most interested!
Also, in January the library committee had a big working bee to clean up the library for the year ahead. The committee would like to encourage clubs to contact us regarding tours for judges.

Dogs in early New Zealand photographs
By Mike WhiteThis little gem obviously took Mike White some time and effect to put together, he travelled around New Zealand looking for old photographs from the country’s various museums and opportunity shops. The reproduction of the photos is amazing.
The photos are of people and their dogs from the mid to late 1800 and well into early 1900, where possible he has given acknowledgment to the origins of the photos. This historic collection shows many heart-warming, amusing and very surprising situations.

Written by Stuart Mah, Australian & NZ EditionThis book on first glance appears an easy book to read, with many hints and advice easily found that are relevant to the reader as a competitor, instructor or judge. The author is a respected competitor and judge from America and the book has been edited to provide an Australian and New Zealand version to account for differences in rules and regulations.
The book is well laid out and logical in flow (what else would you expect from a highly respected course designer). While it may be read from cover to cover initially, it is designed to allow quick reference at any time. When re-reading sections, the depth of the information provided becomes evident with full use of the KISS principle in play.
Anyone who has an interest in any discipline that involves course design, (and that includes equestrian disciplines as well), or a routine to be performed will get something of benefit from reading this book.

Produced on semi-gloss with a huge selection of informative photos, even a quick pick up and glance through will reveal interesting facts and techniques. The hefty 470 paged paperback features 1600 photos and a DVD (for your TV) with over three hours of video clips etc, you can't fail to grasp the author's intent.
The book takes a look at the author's background and the inspiration for her interest in this subject, a large and unruly Boxer. It provides a lovely introduction into the world of animal handling and discusses why force is not good or necessary in handling and restraint.
The book is definitely designed to aid veterinary practices, and I should think is a standard text in most great vets and vet nurse schools now.
Originally published in 2009, the information is solid and of use, the presentation is bright, engaging and informative. The content is massive and well laid out. The text and photos are nicely correlated. Restraint techniques, and the whole content, are directed to veterinary procedures and covers dogs and cats. This title has always had top reviews, for example Amazon has 92 five star reviews.
Bites and scratches are a major source of injury for animal care staff, mostly the patients will only be practicing self-defence. If they are introduced to the new and high-pressure environment correctly and handled with assurance and skill these injuries will not occur as frequently, and the patient will not have to recover from such a high surge of adrenaline.

H Gr Ch (A sheep) Rozate Oregon Spotted Frog (AI) HMIAs HIAd HNAscd HMSAsd HMSBs HSAc aka Chipp is a black and white Australian Shepherd who is fifth generation Rozate on his dam’s side and sired by Double V Newt via semen imported from the US.
Described as the UFD (Universal Farm Dog) Chip lacks breed type but is very much Aussie in his ability to casually work stock. He is powerful when needed, gentle on sick and infants, balanced in his emotions and communication with stock. Chip works sheep and ducks well but his favourite stock is cattle where he calmly does big paddock work assisting the neighbouring dairy farmer (when we are lucky enough to be asked).
Chip has earned his H Gr Ch with ease at a little over four years of age. He earned masters titles in started and intermediate to ensure he wasn’t rushed and had time to gain skills and confidence before moving up a level. Despite his success in the trial ring, Chip is not a fan of trialling, he is a low key guy and much happier in the role of stock setter
Our thanks to Trudy Viklund of Double V Stockdogs in the USA for sending out a bit of Newt for us to enjoy here in Australia. The litter have been exceptionally successful, and we look forward to the next generations showing that the talent lives on.
At just four years of age, Mink earned her herding grand champion early last year alongside her talented brother, Rozate Oregon Spotted Frog aka ‘Chip’. Mink earned her masters titles in A and B course started on her way to gaining her herding champion and herding grand champion. A very sweet reliable and consistent trial bitch with many high in trial awards.
Living on a farm, Mink is always happy to work sheep and is just as happy chilling out with us or running down the beach. We are very grateful to have Mink and she’s a special part of our family. A big thank you to Kate Dourley of Rozate Australian Shepherds for the opportunity to train and trial some amazing dogs.

Victorian Retrieving Dog of the Year 2022
Hello, by the time you read this we will have kicked off the retrieving trial year for 2023 with a two day trial held in the Sale area and conducted by the German Shorthaired Pointer Club of Victoria. As I write this report I am reflecting on the year that was.
The Victorian Retrieving and Field Trial Committee (RAFT) award a trophy for the highest scoring dog competing in Victorian retrieving trials over the calendar year, and the winner for 2022 was RTCH Flynnmac Mac (Labrador Retriever bitch), bred, owned, trained, and handled by Mark Stockdale.
‘Lucy” has had an absolutely amazing year accumulating 84 points – 23 points clear of the equal second placed dogs - Richfield Rubys A Gem (Labrador Retriever bitch), owned, trained and handled by Russell Best, and RTCH Tirnanoge Lexi Rooney (Labrador Retriever bitch), again owned and handled by Mark Stockdale, both on 61pts.
Mark’s achievements in 2022 are even more notable when you consider that he trained and handled the winning dog, the dog that came equal second, and his third dog, Flynnmac Flynn (Labrador Retriever dog) accumulated a credible 21 points. Keeping three dogs in work and regularly trialled requires a lot of hard work, time and money, and for Mark to do well with all three is a significant achievement.
Equal fourth were Jim Hargreaves with Golden Retriever dog RT CH Ellishea Rips Chevrolet and Russell Whitechurch with the very consistent National RTCH Adderslot Maggie May DM, (Labrador Retriever bitch) both on 57 points.
Some other results of interest are as follows and at the bottom of the page is the details of Lucy’s stellar year. Highest scoring novice dog Sam Heyes’ Samira Luna Eclipse (Labrador Retriever bitch), and the highest scoring restricted dog was Russell Best’s Richfield Rubys A Gem (Labrador Retriever bitch). So it paid to be trialling a Labrador Retriever bitch! The scoring system is as follows. Novice win three points, second two points, third one point. Restricted 6, 5, 4. All Age 9,8,7. Championship 12,11,10. Good luck for 2023.

What is retained cartilage core?
At the growth plate if there is a deficiency of blood flow the cartilage matrix, the matrix fails to become mineralised or replaced by bone. This is known as a form of osteochondrosis.
When this occurs at the growth plate towards the bottom of the ulna, the bone just above the metaphysis flares and is wider. This may influence the blood supply to the cartilage in the growth plate that lies adjacent to this metaphysis, which in turn results in a large core of cartilage accumulating in this metaphysics (i.e. the bottom of the ulna).
When this cartilage fails to turn into bone the growth rate of the bottom of the ulna is altered causing the ulna to shorten. This in turn causes bowing of the adjacent radius or failure of normal development of the elbow, as the radius continues to grow at a normal rate.
It should be noted that these retained cartilage cores are most commonly seen in giant breeds such as Wolfhounds and Great Danes, and usually occur between 4-7 months of age, and normally occurs in both legs.
What signs do affected dogs show?
In the case of a lot of dogs they show no symptoms of being affected. However, in other cases the dogs present with limb deformities such as an outward curvature and external rotation of the wrist, or a forward bowing of the radius. In severe cases of reduced ulna growth rate, the dog may show signs of pain and lameness.
How are affected dogs diagnosed?
Radiographs are the best form of diagnosis. On x-rays there is a radiolucent cone of cartilage extending from the lower ulna growth plate into the bottom of the ulna. Secondary changes that may be seen are slight bowing of the corresponding radius and elbow subluxation as a result of the shortened ulna.
How are affected dogs treated?
Animals that show no limb deformity do not need to be treated. In very mild cases an alteration of the feeding regimen can allow the cartilage core to convert to bone and straightening of the radius to occur.
In cases where the deformity is still progressing, the cartilage core is of moderate size, and the dog is about six months old, surgery can be performed to cut the lower part of the ulna in an attempt to remove the effects of the shortened ulna and hence relieve the forces on the elbow joint that are causing the elbow subluxation.
In situations where there is a severe deformity corrective osteotomy may be required to straighten the limb. This surgery should occur before the dog is fully grown.
What are the chances of recovery?
Normally any deformities that occur are permanent. In cases where the deformity has developed rapidly in a giant breed, the chances of correction are poor.

The Earl of Dogs Picture Perfect Pooches
Written by David MarganA close friend of mine, Ben Hawke, is an inveterate traveller who was recently in London and while there he went along to the UK Kennel Club’s headquarters in the plush environment of Mayfair and to their Art Gallery and Library.
The UK Kennel Club was founded in 1873 and it’s art gallery contains canine related artefacts that date from the first century up to the present day with special focus on works from the 19th and 20th centuries.
Their oldest item is a Celtic coin dating from AD 8 –AD 41, which is decorated with the image of a Hound while one painting dated 1855, shows the very early beginnings of dog showing.
Ben’s reasons for his Mayfair excursion were simple, while there is a family mixed breed dog somewhere whose name is, ‘Essie’, Ben is not part of the pure bred dog world but comes from a long line of his family who were, George Earl being one of the very first members of the UK Kennel Club.
Hanging on the walls of the Club’s Art Gallery and Library are paintings by six artists from four generations of the Earl family. I asked Ben why almost all these generations of the Earls painted dogs, his reply was simple, “Because they just loved them!”
The gallery’s current exhibition, ‘The Art of the Earl Family’ features the work of George Earl and Maud Earl, together with Thomas William Earl, Thomas Percy Earl, Jack Earl and Maris Earl Tomaszewski.
It’s a celebration of dogs, art and history, this exhibition is the largest compilation of works from the family displayed together in history and provides an immersive glimpse into this world renowned dynasty of canine artists this world renowned dynasty of canine artists.
The UK Kennel Club Exhibition includes works loaned by the Royal family and the exhibition catalogue describes the Earls thus,
“The Earls were the first family of the dog in art during the 19th and early 20th Century. Considerably talented, they were synonymous with portraits of dogs during the sentimental age of the Victorian and Edwardian eras.”
George Earl is probably the most significant, in that he not only painted wonderful dog portraits but was engaged in the burgeoning world of pure breds.

Written by David MarganGeorge had a daughter Alice Maud Earl who defied the tenants of a male dominated Victorian society that considered women as no more than adornments and went on to become a talented and famous artist.
Her Dad was her first teacher and insisted that Maud not waste the oil paint till she’d mastered drawing and animal anatomy, “It is for this reason that I have been able to hold my own place among the best of dog painters—no one has ever touched me in my knowledge of anatomy.” *
The exhibition catalogue notes;
As described in the exhibition catalogue: “Throughout art history dogs were depicted mainly in hunting scenes, as illustrating the social status of members of the aristocracy, as a lap dog, or sometimes as a personal friend. However, George blazed a trail by making an important contribution to the dog in art at a time when there was increasing interest in developing breeds and breeding pedigree dogs. His rise to artistic prominence paralleled the increasing popularity of dog shows and organised field trials.” His paintings were regularly hung in the Royal Academy and one painting sold for 75,000 pounds, That would be over $19.5 million Australia dollars in today’s money!
And, as is what appears to be another family tradition, George loved travel and adventure. He joined the yacht, ‘Pandora’, for a four month Artic voyage during which George made many paintings and watercolour sketches, recording seascapes at various locations along the route.
“This early training stood Maud in good stead, for she was unsurpassed among her peers in the depiction of the canine anatomy and quickly gained a reputation as a Lady Landseer or Rosa Bonheur of the canine world. She rapidly developed a select clientele of very important dog fanciers both in the United Kingdom and overseas.”
George had a disciplined work ethic painting daily from 10 till 4 that he also passed on to Maud.
It’s no coincidence that Earl’s rise in popularity corresponded with Queen Victoria’s patronage of canine companionship. Victoria kept 70 to 100 mostly purebred but not always perfect pet dogs and also commissioned Maud to produce a number of paintings of her brood.
As the exhibition catalogue states, “Keeping purebred dogs became an obligatory social distinction of the upper crust. Dog fancying gave rise to competitive show trials, such as, “Best looking and best matched brace of Pointers and Setters,” and conformance shows such as Crufts, started in 1886 by Charles Cruft, a former dog biscuit salesman and the son of a London jeweller.”
In Maud’s first one woman show, in 1897 at London’s Graves Galleries, her 70 dog portraits represented an astounding 48 varieties of canines.
Asked if she’d painted every kind of dog, she confessed, “I have never painted a Mexican hairless dog or an African dog.”**
The Earl of Dogs Picture Perfect Pooches
Written by David MarganHer collection ,‘Terriers and Toys’ included a portrait of ‘Jack’ the late Irish Terrier of King Edward VII, five hundred people turned up for the private viewing. Sadly ‘Jack’ came to an untimely end; reputedly by choking to death on some food, it was the second royal pooch to die suddenly after being painted by Maud. But if it was good enough for a Queen, “soon, every breeder and owner of a champion dog wanted to immortalize their winner with an Earl portrait.”**
Maud, herself, was described as “a slim gentlewoman of determination who wore a monocle and who worked for and signed the 1899 Declaration in favour of Women’s Suffrage.”**
Then Maud went off to America where she lived out her days. She rapidly set to work painting a number of the American canine aristocracy, became a member of high society and very successfully tried her hand at interior design and painting all sorts of animals.
In 1937 Maud was photographed in Los Angeles sketching, ‘Nissa’, the leopard which appeared with Katharine Hepburn in the film ‘Bringing Up Baby.’ Her career spanned sixty years and she left behind what many would believe to be an unsurpassed contribution to the world of canine art. Her work also hangs in the American Kennel Club Museum in New York and the David Roche Foundation in Adelaide also have paintings by both George and Maud. Maud Earl died in New York in 1943.
Her fame grew and in 1908, Earl moved her studio to Paris, where she had further success painting portraits of packs of French hunting hounds.
Maud also stepped into the world of advertising producing illustrations for James Buchanan’s Black & White whisky advertisements***, using a Retriever carrying a white ptarmigan, a medium-sized game bird in the grouse family. Her work also helped sell Messrs Noble’s Explosive cartridges and Talbot car Radiators.
Ben’s most immediate connection to this legendary generations of artists was his grandfather, Jack Earl, who had the most extraordinary life.
In the early 1900’s a contingent of the Earls emigrated to Australia looking for adventure, on the way Jack Earl was born in South Africa. They ended up in the Torres Strait where Jack’s dad, Frank, became the administrator of the tiny Strait’s island, Darnley Island,

Maris Earl was Jack Earl’s daughter who also studied art and became both a painter and sculptor. In the 1960’s Maris became Head of Design at Festival Records, designing covers for world-wide hits such as Johnny O’Keefe’s ,‘Shout’, and many of her original cover designs are now in collection of the Powerhouse Museum in Sydney.
What a world.
There, Jack spent time on the pearl luggers of the waters of the Torres and discovered a passion for sailing that in 1947 saw him set off in his 44 foot wooden yacht, ‘Kathleen Gillett’ to become only the second Australian to circumnavigate the globe. In the family tradition Jack had gone to art school in Sydney, became a commercial artist and went on to be one of the 20th Century’s most distinguished marine artists.
In 1994 Jack was awarded the Order of Australia Medal for his services to sailing and art. The logbook of his global passage, now held in Sydney’s Mitchell Library, is an extraordinarily beautiful manuscript both in its calligraphy and illustration. Though he never painted dogs, some of his maritime paintings are also part of the ‘The Art of the Earl Family’ exhibition.

Breeders and Breeding Advertising Dogs for Sale
As a Dogs Victoria breeder, you need to be aware of the rules relating to the advertising of both puppies and older dogs.
Recent changes to legislation have seen many breeders become a little confused about what they must include in the advert to meet the requirements of both the Victorian State Government and Dogs Victoria.
What constitutes an advertisement?
An advertisement can be defined as ‘a notice or announcement in a public medium’.
This includes everything from a sign on your front gate or at the local shops, to an advert in a newsletter or newspaper, to digital and video content on social media platforms and websites.
Victorian state Government requirements – the Pet Exchange Register
Recent anti-puppy farming legislation changes have seen the introduction of the ‘Pet Exchange Register’ in Victoria. This register aims to provide ‘increased traceability’ and to make it ‘easier for prospective buyers to know that their pet has come from a valid source.’
The Pet Exchange Register uses ‘Source Numbers’ to register anyone who is involved in supplying dogs and cats to families or individuals – this includes shelters and pounds, foster carers, commercial breeding establishments, pet shops or small scale/hobby breeders.
In Victoria, all advertisements for puppies or kittens, adult dogs or cats, need to have BOTH the animal’s unique microchip number and the Source Number listed. This applies whether you are selling or giving them away.
It is an offence if you do not provide these details in an advertisement, meaning both you and the place hosting or publishing the advertisement (such as an online provider or newspaper) can be fined if these numbers are not displayed.
Potential purchasers can visit the Pet Exchange Register Website and check that the Source Number they have been quoted is valid. They simply enter the number into the search area on the Pet Exchange Register Website and the details associated with the source number are displayed.
Important!
Only Dogs Victoria members who have a current/ financial Breeder’s Prefix can register for a ‘Recreational Breeder’ category Source Number.
Simply having a Dogs Victoria Membership number does not make you a Dogs Victoria ‘Breeder’ - you need to have qualified for a Breeder’s Prefix and that prefix needs to be financial for you to register your litters with Dogs Victoria.
There are instances where you are NOT required to have or publish a Source Number –
» If you are simply advertising that you are a breeder, you do not have to list your Source Number.
» If you are advertising you have a litter ‘on the way’ or that you are expecting pups, you are not required to list your Source Number. However, as soon as your puppies are born, you will need to list BOTH your Source Number AND a microchip number for each puppy you advertise.
Dogs Victoria and Animal Welfare Victoria are aware that most pups are not microchipped until the time of their 6-week vaccination however the Domestic Animals Act Section 12B states that any advertisements for a live animal MUST include a microchip number.
This presents a dilemma for breeders, as most want to advertise available pups well before they are 6 weeks of age so that there is plenty of time to vet potential homes before pups are due to leave at 8 weeks of age.
Breeders and Breeding Advertising Dogs for Sale
Dogs Victoria is working with Animal Welfare Victoria to develop a way for breeders to legally advertise pups for sale from the time they are born, through to the time they are microchipped but it is unlikely the laws will change any time soon.

Dogs Victoria requirements for advertising
If you are advertising pups or older dogs for sale, Dogs Victoria also has a number of regulations that you must also abide by:

» Your Dogs Victoria membership number, and
» The text ‘Please contact Dogs Victoria on email: office@dogsvictoria.org.au to verify my membership.’
» The microchip number(s) of the animals being sold
Finally, you CANNOT use your Dogs Victoria Membership number or your Dogs Victoria-linked Source Number to advertise any puppies or older dogs (or other animals for that matter) that have not been bred under Dogs Victoria’s rules and regulations, specifically:
» Mixed-Breed dogs
» Puppies or Older Dogs resulting from matings where one or both parents were not registered with Dogs Victoria (ANKC) or not registered on the Main Register
» Puppies or Older dogs who are not registered with Dogs

» Puppies,Older dogs, Kittens, or Cats bred by another person residing at your address

20.1.2 - A member shall not engage in any behaviour that is contrary to the standards accepted by the community. Regulation 4.1.3.1.1 - A member who breeds a litter of dogs, the parents of which are registered or eligible for Main Register ANKC registration, must apply to register such litter. (15/09/19)
Regulation 4.1.3.1.2 - The member shall apply to register all puppies bred by that member that are living at the date of registration at one and the same time. Such registration must include all puppies from the litter on the one litter registration application form. (15/09/19)

DOG SUSPENSION / PENALTY
Standard Poodle DUAL.CH. (O) O.GR.CH. R.CH. COSALTA G’DAY ROXY UDX. RAE. TD. AD. JDX. ET. (IMP NZL) 02606-2009 has committed a level three offence and has been suspended for a period of three months until 19/02/2023, during which time the owner may apply to have the dog assessed. The suspension shall remain in force until the assessment is passed and the dog becomes eligible for reinstatement.
Appeal Hearing held on 21/12/2022. The appeal was dismissed, and the penalty is upheld.

At the recent meeting of the management committee, management committee resolved the following in relation to online catalogues.
That at all shows in Victoria that are serviced by online providers must provide an online catalogue before the commencement of the show.
As well as this ring stewards are to be provided with a hard copy of the group they are stewarding for, and a hard copy must be available at the secretary’s office.

NOTICE TO MEMBERS MANAGEMENT COMMITTEE ELECTIONS
Members are hereby informed that vacancies for five ordinary members of management committee will occur in April 2023.
In order to verify eligibility to participate in the 2023 Dogs Victoria Management Committee Election, Dogs Victoria needs to undertake the following checks to assess a candidate’s ability to satisfy the requirements of VCA Rules 2.51 and 2.52:

• Credit File Authentication
Note: The cost of the above checks will be covered by Dogs Victoria. These checks will be done prior to the issuing of ballot papers to members to avoid any potential embarrassment to a candidate and confusion to members if a candidate’s checks reveal them to be a disqualified person.
Term of Office
The term of office for three ordinary members of the management committee will be four years, one ordinary member of management committee will be two years, and one ordinary member of management committee will be one year. (Total of five ordinary positions of management committee up for election).

7.5.1
No member of a Judge’s family or household, including a person who resides at the same address, or a Judge’s partner, shall exhibit or handle any dog at any fixture at which the Judge officiates as a judge. This regulation does not apply to a Trainee Judge judging a sweepstakes class where the class is judged before breed classes.
7.5.3
No person shall enter any exhibit or handle in any Show or other exhibition under any Judge who has, or has had, a proprietary interest in a dog or dogs whether solely or in partnership with such person, within a period of twelve months prior to such Show or exhibition.
7.5.4 No person shall exhibit or handle under a Judge, if that Judge has handled any dog owned or part owned, leased or part leased by such person within a period of 12 months prior to such event or exhibition. This Regulation applies to approved and sanctioned events, with the exception of members competitions and dog matches, and does not apply where an exhibitor assists another exhibitor who, due to a judging decision on the day, is required to compete with two or more exhibits at the same time in the same ring. A Judge will excuse from the ring, any dog exhibited or handled by any person who has handled, or assisted as a ‘runner’, any dog owned or part owned, leased or part leased by that judge within a period of 12 months. This regulation applied to all approved and sanctioned events, with the exception of member’s competitions and dog matches, and does not apply where an exhibitor assists another exhibitor who, due to a judging decision on the day, is required to compete with two or more exhibits at the same time in the same ring. 7.5.6 No person shall exhibit or handle under a Judge if that person has accommodated that Judge or been accommodated by that Judge in the period of 12 months prior to a show at which that Judge is officiating or intends to accommodate the Judge within 24 hours after the Show. (15/04/16)
7.5.7 A Judge who has trained or groomed for reward, gift or favour a dog, must not adjudicate upon or judge that dog at an exhibition within a period of 12 months. No person shall enter, handle or exhibit any dog at an exhibition where a judge who may be involved in the judging of that dog during the exhibition has trained or groomed for reward, gift or favour that dog within a period of 12 months. Training included physically handling the dog or giving instruction for reward, gift or favour but excludes professional veterinary care and attention. (15/04/16) This regulation does not apply to:
7.5.7.1 Elimination awards where due to a Judge’s decision on the day an exhibitor assists another exhibitor by handling a dog for an award such as the challenge award or a best of breed or class in breed award where the owner has two or more dogs to be judged for that award. (15/04/16)
7.5.7.2 The exhibitor assisting another person by holding dogs in an assembly area for that person who is showing two or more dogs at the same time. (15/04/16)

No application will be considered within six (6) months of the scheduled date of such fixture unless the requested change results from an external event beyond the control of the affiliate.

A requirement of entry to a Dogs Victoria approved event or grounds is subject to compliance with Victorian Government Public Health orders in force at the time of the event and any additional COVID-19 Health Policies made by Dogs Victoria.
Dogs Victoria authorises all affiliates, committees and officials to enforce COVID-19 Public Health Compliance at Dogs Victoria approved events and grounds. Officials include but are not limited to COVID marshals, check-in marshals, club/committee officials, VCA representatives, Dogs Victoria Management Committee and Dogs Victoria employees.

Smoking and vaping are not permitted in an area within 20 metres of any ring in which an exhibition is taking place or within 20 metres from any food vendor located on the showground. It is the responsibility of the club conducting an event on these grounds to ensure that the event is conducted in accordance with Dogs Victoria Regulations.

Puppy Pride in the Macedon Ranges
After the success of last year ’ s inaugural Puppy Pride, Kyneton’s Botanic Gardens will once again host an event to bring together the LGBTIQA+ community, their friends, family and their dogs.
Organised by Sunbury and Cobaw Community Health’s Country LGBTIQA+ Inclusion Program (CLIP) and its support program for young people, WayOut, Puppy Pride will offer the opportunity for people to enjoy a dog walk together, participate in some fun activities and celebrate pride in the Macedon Ranges

8.3 Group/Show Judging
8.3.1 Only Best Baby Puppy in Group, Best Puppy in Group and Best Neuter in Group (if offered) awards will be offered. Therefore, only exhibits that have won Best Baby Puppy and Best Puppy of Breed and Best Neuter of Breed are eligible to compete for the awards
8.3.2 Only Best Baby Puppy in Show, Best Puppy in Show and Best Neuter in Show (if offered) awards will be offered. Therefore, only Best Baby Puppy and Best Puppy in Group and Best Neuter in Group winners are eligible to complete
for the awards.

Introducing Australia’s first national Pet Show
Dedicated to positive pet ownership, The Pet Show is excited to be bringing the inaugural show to Melbourne on the 25 and 26 of March 2023 to experience and learn everything you need to know about dogs, cats, fish, birds, reptiles and small animals.
Visitors will be able to experience an array of education from a selection of Australia’s most well-known vets including Dr Katrina Warren, Dr Kate Adams and The Pet Show Ambassadors Dr Alison and Dr Audrey Shen. REGULATIONS PART 5 - CONFORMATION SHOW
Please note Regulations Part 5 – Conformation Show has been updated with the decisions from the October 2022 Board meeting in relation to Items 5.13 and 7.5.3 as follows.
Item 5.13: New Clause 2.3.7 added to read:
2.3.7 Infectious Diseases or Viruses (Added 10/22, 5.13. Effective 01/01/23)
a) If a dog has been in a kennel or premises affected with distemper, canine hepatitis, parvovirus or any other virulent contagious disease (except Kennel Cough), it shall not be permitted to attend any State Member Body event or grounds for a period of 12 weeks from the date of the first diagnosis or onset of symptoms.
b) If a dog has been in a kennel or premises affected with or diagnosed with Canine Cough (also referred to as Kennel Cough or Canine Infectious Respiratory Disease Complex) it shall not be permitted to attend any State Member Body event or grounds for a period of three weeks after the date of the first diagnosis or onset of symptoms.
c) An event organiser or affiliate official may ask for a dog to be immediately removed from any State Member Body event or grounds if that dog is visibly unwell or showing symptoms of the contagious diseases listed in (a) or (b). This shall be recorded in the Representative’s report.
Item 7.5.3: Delete Clause 1.1.7 and amend Clause 4.1 to read as follows:
SECTION 4 Exhibitors
4.1 Ownership Interest
4.1.1 No person shall enter or exhibit a dog in any sanctioned conformation exhibition at which a judge who is a member of the competitor’s immediate family, or who resides at the same address, or who has had a proprietary interest in such dog whether solely or in partnership is scheduled to officiate
4.1.2 A person may not exhibit or handle under a judge officiating at a conformation show where:
a. The person is a member of the judge’s family and/ or resides at the same address as the judge.
b. The judge has or has had any ownership interest in a dog or dogs solely or in partnership with the member within a period of 12 months prior to the conformation show.
c. Where the judge has handled any dog owned, leased or part leased by the person within a period of 12 months prior to the conformation show.
d. The person has accommodated the judge or been accommodated by the judge within a period of 12 months prior to the conformation show or intends to accommodate the judge within 24 hours after the conformation show

Please note Regulations Part 6 – The Register & Registration has been updated with the decision from the October 2022 Board meeting in relation to Item 5.16 with the addition of new Clause 6.13 in the regulations which will be effective from 1 January 2023. Our website has been updated with the amended regulations.
Please note the change to regulation relates to the minimum membership period prior to being issued a prefix. The Dogs Australia regulation is six months, and as the Dogs Victoria regulation is 12 months the Dogs Victoria regulation takes precedence.

The details of the litters presented appear in the following order: Prefix, Name of Breeder, Number of Dog/Bitches Registered, Whelping Date, Sire and Registered Number, Dame and Registered Number.
The attention of breeders and intending puppy purchases is drawn to the following VCA Regulations and ANKC Regulations. Full copies of the Regulations are available from dogsvictoria.org.au and ankc.org.au
VCA REGULATIONS
4.4.4 Except as provided for in these Regulations any member selling, supplying or disposing of a dog to another person must supply to that person the signed registration certificate duly completed with the name and of the person and the transfer date, within one calendar month of disposal unless Management Committee otherwise directs. A member shall not include any contractual provisions contrary to this regulation. (15/11/11)
4.4.5 Any member who sells a registered dog without transfer of registration to the purchaser must obtain the agreement of the purchaser in writing that the dog will either not be transferred into the name of the purchaser or deregistered with the VCA.
4.4.6 A member shall not sell any dog in such a manner as to cause the purchaser to believe the dog being sold is registered with the VCA if it is not. (15/09/19)
4.4.6.1 A member may indicate during the sale that a dog which is not as yet registered with the VCA is intended to be registered in accordance with Regulation 4.1.3. ANKC LTD REGULATIONS Part 6 Section 8 Breeding
8.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (Added BOD 10/11)
8.4 First generation (father/daughter, mother/son, brother/ sister) matings are not permitted. ANKC Ltd Member Bodies will not register the progeny of father/daughter, mother/son, brother/sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating on the basis of health or genetic reasons to the benefit of the breed. Any breach of this regulation will constitute an offence by the member/members who are the owners of the sire and dam of the litter. The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties may be determined by the member’s member body. 8.5 First Degree Mating protocols: (Added 10/12, 6.6.1)
8.5.1 Applications shall be made prior to the mating to the relevant ANKC Ltd Member Body and the following information is the minimum required for the Member Body to make deliberation:
a. Grounds for the mating should include details of the dogs to be mated and relevant health test results;
b. Desired outcomes for the mating;
c. When the intended mating is likely to occur.
8.5.2 Where prior approval has not been sought or granted by the Member Body. All progeny are to be registered on the Limited Register and the record flagged never to be upgraded to the Main Register. (Added 10/13 – 6.5.1)

Each member, upon being admitted or re-admitted to membership of the Victorian Canine Association Inc. shall be bound by the Victorian Canine Association Inc. (hereinafter ‘Dogs Victoria’) Code of Practice.

20.1.1 A member shall not knowingly or recklessly misrepresent the ANKC or Dogs Victoria.
20.1.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community.
20.1.3 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC and Dogs Victoria.
20.1.4 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs.
20.1.5 Members shall ensure proper care for all dogs under their control, whereby
20.1.5.1 Food shall be provided in sufficient quantity and nutritional quality; it must be canine appropriate and nutritionally balanced to meet the daily requirements for the condition, activities, age and size of the each dog. All dogs shall have access, in their housing area, at all times, to a sufficient supply of fresh, clean, water daily. Food and water utensils shall be kept clean;
20.1.5.2 Dogs shall be housed in a safe and secure manner that is suitable for the size and containment requirements of the dog and provides protection from adverse environmental conditions and climatic extremes. Adequate ventilation and sufficient space must be provided for dogs to stand. The flooring area of pens/cages shall not be made from uncovered suspended wire. Each dog older than 16 weeks of age shall have access to a separate bed or sufficient bedding material that all animals can sleep comfortably at the same time;
20.1.5.3 Dog sleeping, housing and exercise areas shall be kept clean and at a good standard of hygiene by cleaning any faeces, wasted food, and soiled bedding daily. Where pens and kennels are cleaning by hosing, material on floors (toys, bedding, food, faeces etc) shall be removed prior. Hard surfaces in pens and kennels should be disinfected weekly or more often if required. Veterinary advice shall be sought for managing the cleaning of premises and management of isolation if a contagious illness occurs in dogs;
20.1.5.4 All dogs of all age and breeding status shall be provided with an appropriate amount of daily exercise, social contact and enrichment suitable to the individual needs of the dog;
20.1.5.5 Where dogs are tethered, they shall be tethered in accordance with the Prevention of Cruelty to Animals Act 1986 and Regulations. Pregnant bitches of more than 7 weeks gestation, whelping bitches and lactating bitches with puppies shall not be tethered. Puppies under 16 weeks of age shall not be tethered.
20.1.5.7 Dogs shall be transported in a safe and secure manner. Dogs shall not be transported in the boot of a sedan type car. When on the back of a ute or trailer, dogs must be appropriately tethered or caged. Sealed transport containers shall have multiple ventilation holes.
20.1.5.8 Veterinary care is provided as required in accordance with the Code of Practice for
the Private Keeping of Dogs. Additional veterinary requirements for breeding dogs is described in Section 20.8 Code of Practice for Breeding Animal Health Management.
20.1.6 A member who leaves a dog owned by them in the care of another person shall remain responsible for that dog.
20.1.7 A member shall take all appropriate lawful measures to assist a dog in distress.
20.1.8 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community.
20.1.9 A member shall not participate in nor support any activity in that involves cruelty or damage to animals, excluding legal hunting activities.
20.1.9.1 Dogs shall not be trained or worked beyond their willingness and capabilities. All training methods used shall be humane and not cause undue fear, distress or pain.
20.1.9.2 Dog Collars
The use of dog collars incorporating protrusions designed to puncture or bruise the dog’s skin, or electronic collars designed to deliver an electric shock to the dog is prohibited at any VCA sanctioned event, training activities, or any activity which may reasonably be seen to be in connection with the VCA. 20.1.10 A member shall make every effort to rehome any dog no longer required by that member to a suitable home. A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge except in exceptional circumstances and following notification in writing to Dogs Victoria. In this instance, depending on circumstances Dogs Victoria may request that any breeder prefix also be suspended or surrendered.
Breeding
20.1.11 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically or predominantly for the pet or commercial market.
20.1.11.1 If breeding animals are determined to be no longer suitable for breeding, or are retired and are to be rehomed, they must be prevented from further breeding by transfer to limited register, neutering, contraception, contract of agreement or other means.
20.1.12 A member shall not breed with a bitch unless they have reached adequate maturity for that breed as determined by Dogs Victoria, without the prior approval of Dogs Victoria. Where the Rules, Regulations and Codes of Practice are otherwise silent, the minimum age for breeding a bitch shall be 12 months [see attached Minimum Breeding Age for Bitches]. (15/11/18)
20.1.13 A member shall not breed a bitch causing it to whelp more than twice in eighteen months. without the prior approval of Dogs Victoria. (amended 15/08/22)
20.1.14 A member shall not breed with a bitch causing it to whelp more than five times in its lifetime (amended 15.03.17)
20.1.14.1 First generation breeding (eg father / daughter; brother / sister; mother / son) matings are not permitted.
20.1.14.2 The progeny of any matings under 20.1.14.1 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.14 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes.
20.1.14.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This
certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (15/08/15)
20.1.15 A member shall not permit any of that member’s pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, to an unregistered dog of the same breed, or to a dog not on the Main Register without the prior approval of Dogs Victoria.
20.1.15.1 A member shall not permit any of that member’s unregistered dogs to be mated to any other unregistered dog, with the exception of dogs registered with a Registry Body recognised by ANKC Ltd (unless an exemption is granted by Dogs Victoria). (amended 15.03.17, 15.04.18)
20.1.16 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease.
20.1.17 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age. (amended 15.05.17)
20.1.18 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported.
20.1.19 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade without first satisfying the VCA that the purchaser is a member of an ANKC recognised canine controlling body in the overseas country. The member and purchaser must acknowledge in writing to the VCA that the intention of the sale is for the improvement of the quality of that breed in the overseas country, and not for any other purpose. Further, the dog is not to be shipped until the export pedigree is approved by Dogs Victoria.
20.1.20 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities.
20.1.21 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance.
20.1.22 Record keeping requirements: (15/09/19) (15/11/11)
20.1.22.1 A breeder shall create a record file for each individual puppy born, and maintain until ownership changes or the animal is deceased. A breeder shall make available all records for inspection by an authorised officer or as directed by an officer of Dogs Victoria. Copies of these records must be retained by the breeder for a minimum of 3 5 years from date of last entry. (amended 15/09/22)
20.1.22.1.1 Records to be kept for puppies under 12 weeks of age shall include the following (copies of original documents are acceptable where originals accompany the puppy to its new owner):
• a copy of the litter registration form, or alternatively: -name,

-sex;
-breed;
-date of birth;
-colour and markings (if applicable); and
-dam and sire registered names and numbers
• health care history including vaccination records, internal and external parasite control,
• purchase/disposal record including name and of new owner (where applicable),
• copy of health declaration, and
• record of return (if applicable) with supporting documentation.
20.1.22.1.2 Records to be kept for dogs over the age of 12 weeks acquired or retained by breeders for the purpose of breeding shall include:
• either ANKC registration certificate, or alternatively:
-registered name and number when registration details become available; (amended 15/09/19)
- microchip number;
- sex;
- breed;
- date of birth;
- colour and marking (if applicable); and
- dam and sire registered name and numbers
• council registration certificate;
• health care history including vaccination records or titre tests, internal and external parasite control,
• breeding status and breeding history,
• purchase/disposal records including name and of new owner (where applicable), and
• record of return (if applicable) with supporting documentation.
20.1.22.2 Records of breeding history for dams must include dates of mating or artificial insemination, dates of whelping, number of puppies born alive, number of puppies stillborn, record of any whelping complications and resultant treatment, microchip numbers for live pups at 8 weeks, and post-partum veterinary treatment.
20.1.23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of:
20.1.23.1 The breed characteristics;
20.1.23.2 Vaccination record and / or requirements including the due date of the next vaccination or recommended timing for next titre;
20.1.23.3 Responsible dog ownership information;
20.1.23.4 All documentation required by Dogs Victoria
20.1.23.5 Records on internal and external parasite control;
20.1.23.6 Records of microchip number with a signed transfer of owner form;
20.1.23.7 A desexing certificate (if applicable); and
20.1.23.8 A written health declaration in accordance with 20.1.25.
20.1.24 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed.
20.1.25 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be supplied which includes details of the known physical abnormality at the time of sale and how that abnormality may affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs;
20.1.25.1 Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price.
20.1.25.2 Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price.
20.1.25.3 If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of
informing future breeding management.
20.1.26 A member shall not:
20.1.26.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop.
20.1.26.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned.
20.1.26.3 Advertise in any media or other display, the sale or disposal of a dog without the inclusion of the member’s Dogs Victoria membership number, source number and, unless subject to written veterinary advice that the health of the dog is liable to be significantly prejudiced if it is implanted, each dog’s full microchip number. It is mandatory that the following wording is included in any advertisements: “Please contact Dogs Victoria on email: office@dogsvictoria.org.au to verify my membership”. (amended 15/08/22)
General
20.1.27 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that:
20.1.27.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and
20.1.27.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner.
20.1.28 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog.
20.1.29 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog.
20.1.30 A member shall not misrepresent, malign, impugn or denigrate another member or person in such a way as to bring discredit upon themselves or Dogs Victoria. (14/02/13)

We have all increasingly embraced social media, especially during the difficulties of the last few years.
The internet, along with social media platforms such as Facebook, Instagram and TikTok, allowed us to keep in touch with family and friends, stay up to date with the happenings of the world, study, and work during the worst of the Covid pandemic - all from the safety of our own homes.
As more and more of the dog fraternity embrace this technology, it is important to remember that the dog world is no different to your workplace, school or community - there are minimum standards of behaviour that are expected.
Dogs Victoria has a Social Media ‘Code of Conduct’ that applies to all members to ensure that other members, affiliates, staff, and committee members are not subject to online behaviour that is disrespectful, threatening, misleading or unfair
Although you may feel frustrated or angry about the many issues we face returning to some sort of ‘normal’, you need to remember that the same rules apply whether you are commenting in person, or if your choose to use a written or online format.

Dogs Victoria Show Regulations
All affiliates advertising schedules are affiliated with Dogs Victoria and their shows are held under the Rules and Regulations of Dogs Victoria. A copy may be inspected at the office of the secretary of the fixture on the day of the show.
The following Rules/Regulations apply to all schedules.
No person over the age of 18 years who is a resident of Victoria can exhibit, handle, officiate in the judging ring, or register an animal with Dogs Victoria unless he or she is a financial member of Dogs Victoria.
EXHIBITORS PLEASE NOTE: The committee of the club holding the fixture reserves the right to substitute judges if the entry is excessive. Judging for all shows will be in alphabetical order unless otherwise stated in the schedule.
DEFINITION OF CLASSES: (Age of exhibits is now not published in each schedule).
See Prize Schedule for classes offered. It does not follow that, because a class is defined here, there necessarily is one offered for any particular breed. Please read the schedule carefully and complete the entry form in block letters.

Dogs Australia - Dogs Victoria CLASS
CLASSIFICATIONS
1. BABY PUPPY, for dogs of three months and under six months of age.
2. MINOR PUPPY, for dogs of six and under nine months of age.
3. PUPPY, for dogs of six months of age and under 12 months of age
4. JUNIOR, for dogs of nine months and under 18 months of age.
5. INTERMEDIATE, for dogs of 18 months and under 36 months of age.
6. NOVICE, for dogs six months of age or over which have not won a first prize at any parade/open show or championship show (subject to member body rules). Baby puppy and local classes excepted.
7. GRADUATE, for dogs six months of age or over which have not won a challenge certificate.
8. LIMIT, for dogs over 12 months of age which are not champions, or have gained sufficient points to qualify as a champion. NOTE - The qualifications for the NOVICE, GRADUATE and LIMIT classes, shall only include wins up to and including the day before the date of the entry close.
9. STATE BRED, for dogs six months of age or over, whelped in the state or territory in which it is exhibited.
10. AUSTRALIAN BRED, for dogs six months of age or over, whelped in Australia. (A state and/or territory may reserve the right to exclude all, or any, of the recognised Australian breeds.)
11. OPEN, for all dogs six months of age or over, and of a breed or variety recognised by the ANKC.
12. VETERAN, 7 years and over
13. VETERAN, 10 years and over NOTE:ANKC Regulations Part 5, Clause 1.5 Only entire dogs and bitches can compete in the veteran classes at specialist and semi-specialist show where the winners are eligible to compete for challenge certificates
14. BRED BY EXHIBITOR, for dogs aged six months and over. The exhibit must be owned and handled by the breeder of record.
15. PUPPY NEUTER, for neuter dogs aged six and under twelve months.
16. 16. JUNIOR NEUTER, For neuter dogs aged nine and under eighteen months.
17. INTERMEDIATE NEUTER, For neuter dogs aged eighteen and under thirty-six months.
18. OPEN NEUTER, for neuter dogs aged six months or over.
19. ANKC clause 3.2 “Classes 15, 16, 17 & 18 shall be ineligible to compete against entire exhibits for challenge or best of breed awards.”
20. To compete in neuter classes a dog must be registered as a neuter on the main register.
Refer to Dogs Australia Regulation Part 5 Section 7.7 for neuter championship points system.
CHAMPION CLASS, for exhibits which have qualified as champions. This class is for both dogs and bitches for each breed at open shows. The winners of these classes are not eligible to compete for best dog, best bitch, or best of breed therefore they cannot compete for any group award other than best champion in group or any in show award other than best champion in show. The above class shall be judged as the first class of each breed at open shows. Where class 21 or 21A are not offered champions shall compete in ordinary classes.
LOCAL CLASSES AT CHAMPIONSHIP SHOWS - are classes for exhibits of at least six months of age owned by exhibitors residing within a specified radius of the exhibition. The body holding the exhibition shall have the power to specify any radius up to 50 km. If the radius is not specified in the schedule it shall be taken to be 50 km. Local classes may not be offered within 160 km radius of the GPO Melbourne. Wins in local classes shall count against the eligibility of a dog only for restricted local classes.
7.2.17 Baby puppies are not eligible to compete outside of baby puppy class except only for baby puppy special prizes.
Dogs Australia Regulations Part 5 - Show, Section 1, Clause 1.6 Where a member body regulations allow for property and special classes at specialty shows, neuter dogs and bitches shall be eligible to enter.
Challenge Certificates
7.7.19 When a specialist breed club or semispecialist (variety breed) club is conducting its annual championship show, challenge and best of breed certificates shall be restricted (not be offered) for that breed at any other championship show conducted on that day in Victoria. At that other championship show:
7.7.19.1 the scheduled classes for the breed to which the restriction refers may be conducted,
7.7.19.2 the “restricted” winners of these classes may compete for special prizes such as “best of class in group” and “best of class in
show”. 7.7.19.3 the “restricted” winner may not compete for “best of breed”, “best in group” or best in show” or any other competition which is available to challenge or best of breed winners only. Where permission has been granted for a breed club or variety breed club championship show to be conducted in conjunction with, and on the same grounds as, the championship show of its group club or an all breeds championship show, this Regulation shall not apply.
National Shows
Where a national show is held, no challenge certificates shall be awarded for the breed/s involved in the national show, within a radius of 1000 km from the show on that day/s.
Junior Handler Classes at all Breeds Championship Shows
Dogs Australia Regulations Part 15B, Section 7
An affiliated club, other than a breed or group specialist club, must conduct a junior handler competition at one of its shows in each calendar year. 7.1 Where an affiliated club conducts more than one show over a weekend the junior handler competition must not be conducted on a regular school day and must be conducted on the weekend or days proclaimed a school holiday unless out of school hours.
7.2 Where a junior handler competition is to be held by an affiliated club, the competition must be advertised in the official schedule lodged with the controlling body in respect of the show. 7.3 Entry fees may not be charged in respect of junior handler competitions.
Correctness of details on the entry forms Every person who enters a dog in any fixture conducted under these Regulations shall be responsible for the correctness of details on the entry form. The dog entered is to be owned or leased by the person who is named as the exhibitor on the entry form and registered as such with the State Controlling Body in which the exhibitor resides. The dog entered must hold a current vaccination certificate issued by a veterinarian. Exhibitors and dogs participating at an exhibition do so at their own risk.
Online Entries
When entering events using an online entry provider entries will close at midnight on the day online entries close unless stated otherwise in the schedule.
REGISTRATION AND EXHIBITION OF DOGS Dogs Victoria MEMBERSHIP ESSENTIAL
Regulation 3.3.1
A person cannot exhibit, handle or officiate at a VCA approved exhibition, or participate in VCA breeding activities, unless that person is a financial member of an Dogs Australia recognised state member canine controlling body.
Children under the age of seven years are not permitted to exhibit, handle or officiate in the judging ring at approved Dogs Victoria fixtures.
Dogs Australia Regulations Part 5 Section 8
8.2 Excepting as provided for in Regulation
8.3, handlers at all competitions must be financial members of the controlling body in the state or territory in which they reside.
8.3 A person, who is not a resident of Australia, and is able to provide written advice to the secretary of the affiliate conducting the event from the recognised controlling body of their country of residence that they are permitted to handle dogs at championship exhibitions held in that country, may handle at all competitions conducted by member bodies for a period of up to three months on each visit.

Part 7 Regulations - Conformation
7.6.8 Extreme Weather Conformation
This regulation takes effect from and including Effective 15 March 2021
HEAT
The Extreme Heat Policy applies to all conformation shows held during the period declared by the Victorian State Government to be Summertime Daylight Savings, usually between October of one year and March of the following year.
NOTE 1: For the purpose of this regulation, the “forecast temperature for the location” is to be the temperature referred to on the Elders Weather Website 48 hours prior to the scheduled start of the show. Where the exact location is not noted, the temperature is to be taken from the closest noted location.
NOTE 2: This Regulation has been reviewed in light of the technological advances in the communication of temperature information, noting that the Elders Weather Website now provides hourly temperature forecasts and show committees must apply these hourly forecasts during the conduct of shows to ensure the temperatures do not exceed 36 degrees Celsius. At any point during the running of a show where the temperature forecast reaches or exceeds 36 degrees Celsius, the show must immediately be ceased.
1. CANCELLATION OF ALL EVENTS:
A show is to be cancelled where any one or more of the following apply:
1.1 the forecast temperature for the location in which the show is to be held is 39 degrees C or above;
1.2 the temperature reaches 36 degrees Celsius during the course of the show;
1.3 the fire danger rating for the district where the show is to be held is Severe, Extreme or Code Red;
1.4 a state-wide fire ban has been ordered;
1.5 Due to heat and/or bushfire Victoria has been declared as a State of Disaster or a State of Emergency and/or
1.6 the Environment Protection Agency has issued an alert for air quality as Extremely Hazardous.
2. TEMPERATURE BETWEEN 36 DEGREES AND 39 DEGREES CELSIUS
Where the temperature is forecast to be between 36 degrees C and 39 degrees C, the following apply:
2.1 the show may be cancelled;
2.2 the show may be rescheduled to commence at 8.00pm where the forecast temperature is below 36 degrees Celsius at the commencement, and where the exhibition area has lighting and is available for use, and exhibitors must be advised they are not to arrive at the location or set-up prior to 6.30pm;
2.3 the show may be rescheduled to commence at 7.00am where in the reasonable consideration of the show committee, the judging will be completed before the temperature reaches 36 degrees Celsius;
2.4 the show may be moved to an indoor venue if the venue has cooling/airflow equipment and in the reasonable expectation of the show committee the temperature inside the venue will remain below 36 degrees Celsius during the running of the show;
2.5 application may be made by the show secretary directly to the Management Committee to have the show moved to the following day if:
2.5.1 the venue is available and
2.5.2 the forecast temperature of the area is less than 36 degrees Celsius and
2.5.3 there is no competing scheduled event.
2.6 If approved by the Management Committee the affiliate will notify exhibitors of the rescheduling of the show by posting a notice on all relevant social media platforms. The Chief Executive or delegate will cause a notice to be posted on all Dogs Victoria official social media platforms.
2.7 Where a show is held under 2.2 to 2.5, the show manager must monitor the temperature on the Elders Weather Website and cancel the show should the temperature reach or exceed 36 degrees Celsius. The secretary of the affiliate, or its delegate, must notify the Chief Executive of Dogs Victoria by telephone and email when a decision has been made to cancel a show. Once confirmed by the Chief Executive, the affiliate will notify all exhibitors of the cancellation of the show by posting a notice on all relevant social media platforms. The Chief Executive or delegate will cause a notice to be posted on all Dogs Victoria official social media platforms.
3 SUBSEQUENT REDUCTION IN TEMPERATURE
3.1 Where 48 hours prior to the commencement of the show the temperature was forecast to be 39 degrees Celsius or above, requiring the cancellation of a show, but as a result of a cool change the forecast is amended to be below 36 degrees Celsius at least 24 hours prior to the scheduled commencement of the show, the show secretary may make an application to the Management Committee to reinstate the show.
4 STATUS OF AWARDS WHERE SHOW IS CANCELLED
4.1 Where a show has commenced but is cancelled due to the temperature rising to 36 degrees Celsius or above, all awards made will stand.
5 REFUND OF ENTRY FEES
5.1 Where a show is cancelled either before or after commencement due to extreme heat, no refund of entry fees will be made.
6. DOG LEVIES
6.1 Where the affiliate has cancelled a show before or after its commencement, the affiliate must submit a copy of the catalogue and pay all levies due to Dogs Victoria within 14 days of the scheduled event date.
7. AFFILIATE RESPONSIBILITIES
The following are recommendations for affiliate secretaries with a scheduled show between December and February:
7.1 develop a contingency plan (for example, ascertain whether your event venue is available early in the morning/in the evening/ the following day);
7.2 include a clause in all Judges Contracts stating that the appointment is contingent upon the judge elect being able to alter his/ her arrangements should the show be moved to the evening/early morning or the following day;
7.3 ensure that accommodation and meals can be made available to judges required to alter their stay due to the operation of the Extreme Weather Policy;
7.4 insure travel expenses;
7.5 where an affiliate conducts only one show on a date, do not schedule day shows to commence after 9am or
7.6 do not schedule night shows to commence before 7pm.
Fire Danger
If the CFA fire danger rating for the district where the
show is to be held is Extreme or Code Red then: The show must be cancelled
Gale Force Winds / Thunderstorms / Flood
If gale force winds, thunderstorms or floods are predicted for the district where the show is to be held then:
(a) The show MAY be cancelled or
(b) A wait and see approach may be adopted and
1. If the show proceeds, judging must stop during thunder storms or periods of heavy rain.
2. Judging may continue without a lunch break.
3. If possible the show may be moved inside.
4. If the committee of the affiliate deem the show to be unsafe once it has commenced, the show must be cancelled.
5. Should a show be cancelled after commencement all awards will stand.
Procedures for Affiliates and exhibitors to follow:
1. The forecast temperature for the district where the show is to be held will be as advised on the Elders Weather Website (www.eldersweather.com.au) at 10 am two days prior to the show. The Fire Danger Rating for the district where the show is to be held will be as advised on the CFA website (www.cfa.vic.gov.au) at 10 am two days prior to the show. In the event of an official declaration by the CFA the day prior to the show of Extreme or Code Red the show must be cancelled.
2. The gale force winds, thunderstorm or flood predictions for the district where the show is to be held will be as advised on the Elders Weather website (www.eldersweather.com.au) at 10 am two days prior to the show.
3. Where multiple shows are scheduled over a cluster of a number of days, then only those day(s), where the temperature is 36 degrees or higher, or the fire danger rating is Extreme or Code Red or gale force winds, thunderstorms or floods are predicted, will be affected.
4. It is the responsibility of the secretary of the affiliate or its delegate, and the exhibitor to check the forecast weather, the fire danger rating, or the gale force winds, thunderstorms and flood prediction, for the district where the show is to be held as in procedures 1 and 2 above.
5. The secretary of the affiliate or its delegate must notify the Chief Executive of Dogs Victoria by telephone when the decision has been made to cancel or reschedule a show.
6. The Chief Executive will place a notice on the Dogs Victoria Facebook page and website advising members of the status of any show affected by this regulation.
7. Exhibitors are to refer to the Dogs Victoria Facebook page and/or website to check the status of the show.
8. Where a show is cancelled, no entry fees will be refunded.
Where the affiliate has cancelled a show the secretary or their delegate must submit a copy of the catalogue and pay all levies to Dogs Victoria within 14 days of the date of the cancelled show.
