CHIEF EXECUTIVE Report Dogs Victoria continues to work within the unprecedented times of COVID-19 and our AGM held held on 22 July and reconvened on 29 July 2020 was one example of how we need to look at the ‘new normal’ for us all. In light of current State Government with renewed Stage 3 restrictions, in order to ensure the health and wellbeing of staff, Dogs Victoria will move to remote working until Monday 17 August, 8.30am. This will however, be reviewed as State Government advice and directives are communicated.

PRESIDENT Report Thank you to everyone for your confidence in electing me to be the new president of Dogs Victoria for the next four years. It will be an honour to lead and to serve you, your faith in me is truly humbling. At the outset, let me say that I do not underestimate the challenges we face as an association, notwithstanding the second wave of lockdown we are now experiencing here in Victoria. These are truly extraordinary times. Dogs Victoria is a member led and directed organisation. My promise to members is that as president I will always be respectful of this. I will do everything I can to ensure the association is governed with integrity and transparency in the interests of members. The key priorities for the new Management Committee team as I see them include: • Implementing carefully the Dogs Victoria Strategic Plan • Promoting the value of pedigree dogs to the public, with a primary focus on the health and wellbeing of all breeds, and at the same time addressing the everincreasing challenge posed by designer crossbred puppy farmers • Competent management oversight (HR, finances, contracts, audit, risk management and policy implementation), as well as monitoring closely agreed KPIs • Setting clear directions for the continual improvement of our assets at both KCC Park and Bulla • Establishing better data bases across the organisation’s functions, including those that support members (e.g. health records to assist breeders of specific breeds) • Working closely with Government to get the best outcomes for our members To achieve these priorities the new committee needs to be focussed and forward looking, that means I don’t want

Matthew Monaghan CHIEF EXECUTIVE them distracted. Feedback (both positive and negative) is vital in a healthy functioning association, but it needs to be authentic. When criticisms are based primarily on hearsay (or are generalised, poorly thought through or lack evidence) they become major distractors to the goals we all want to achieve, responding to unwarranted criticisms can easily take up all the time and energy. Whilst I have never been a member of a Rotary Club, I reckon we could all learn from Rotary’s 4 Way Test if we want our feedback to be authentic. It goes as follows: Things we Think, Say or Do 1. Is it the truth? 2. Is it fair to all concerned? 3. Will it build goodwill and better friendships? 4. Will it be beneficial to all concerned? If we all had a go at this, we may very well in the long run end up with a better association overall. On another note, I am very keen to continue a really positive initiative started by former president Wayne Fleming, the Regional Forums. These forums provide the perfect vehicle to help ensure that management committee remains in touch with members thinking and ingenuity. Once social distancing rules are relaxed a schedule of forums will be planned and posted. Finally, I would on your behalf like to express our thanks to Lynne Harwood for the energy and commitment she put into the Acting President role during one of the most challenging years in a century. I would also like to acknowledge all the hard work put in by the Dogs Victoria team in preparation for the annual general meeting. I would also like to acknowledge the very professional manner that Jan Robinson chaired the meeting, we are very lucky to have her on the management committee team. Until next time, keep safe.

1864 brought the first official Victorian dog show to Melbourne (under the auspices of the “Acclimatisation Society�) with an entry of 361 dogs. Ever since, the history of canine events in Victoria has been closely interlinked with the establishment and progress of the Victorian Poultry and Kennel Club (VPKC). The VPKC became the controlling body for all canine matters in Victoria from 1877. It should be noted that some clubs and societies from other states also became affiliated with VPKC. The first official dog show in Victoria was held in 1864, in Melbourne (under the auspices of the Acclimatisation Society) with an entry of 361 dogs. Canine activities progressed and flourished in Victoria until around 1920. In October 1920 the Australian Ladies Kennel Club (ALKC) (not an affiliate) and the VPKC called a meeting of interested dog people for the purpose of establishing an administration body for uniform control of canine activity in Victoria. The majority of clubs in attendance at the meeting agreed to the formation of a uniform control. However, with several very influential dissenters, the recommendations were never completely put into effect, eventually resulting in the resignation of the full committee in February 1922. On 20 February 1922 a meeting was convened and a new committee was formed to take over the control of canine activities. The new committee immediately granted championship status to the shows conducted by the ALKC, the Royal Melbourne Show and VPKC and formally acknowledged the controls in New South Wales, South Australia, Queensland, West Australia and Tasmania. Unfortunately, division amongst the

members of the canine fraternity continued and in April 1923 a body titled, The Victorian Kennel Association (VKA) was formed, as a controlling body with VPKC approval. The following years continued to be characterised by internal divisions and discontent, placing the sport and its progress at an all-time low. In 1927 the committees of the VPKC and VKA, concerned with the lack of progress and the general decaying mood, decided to unit all members. Following several meetings of the joint committees, it issued a notice informing the canine fraternity that they had formed a new controlling organisation. The efforts of the VPKC and the VKA did not have the anticipated result. In fact, it further annoyed quite a number of canine fanciers who decided to pursue the establishment of a third controlling body, The Canine Control Council (CCC). This body was established on the 30 April 1928. This third body immediately became associated with the Royal Agricultural Society of Victoria (RASV) and quickly received support, not only from the individual fancier, but from a number of affiliates of the VPKC and VKA, who cancelled their association with those bodies and applied for affiliation with the CCC. In April 1928, a provisional committee meeting was held to discuss an amalgamation, and to ensure impartiality, the RASV was invited to act as an independent arbitrator. In November 1928, a special general meeting of members of the canine fancy in Victoria was held to discuss the proposal for establishment of a single control body of canine activity in the state, which was agreed to in principle to be administrated by the RASV. In March 1930, the first meeting of the body to be known as The Kennel Control Council of Victoria was held to arrange the procedures for formation of the Kennel Control Council as the controlling body for canine affairs in Victoria. The meeting resolved to pursue the amalgamation and to draw up a contract evidencing the amalgamation and the formation of the Kennel Control Council of Victoria. The VPKC, VKC and the CCC signed an agreement under which unified control of the dog fancy in Victoria was to be brought into effect. Preparations were being made for the election of the first committee and it was hoped that the new body would be functioning in the course of a few weeks. On Monday 13 October 1930, the Kennel Control Council of Victoria (KCC) was officially formed under the auspices of the RASV. The method agreed for the appointment of the members of the first committee was: the RASV appointed three persons to occupy the position of president, chairman and secretary with the balance of the committee were appointed by ballot as representatives of the then recognised

breeds. It would seem that the dog world finally agreed on something and thank heavens for that! Following historical patterns, the first few months of the KCC’s existence were plagued with problems and discontent. The members of the VPKC were dissatisfied with their loss of authority and the progress of the new body, and sought to re-establish their control. In early 1931, the VPKC announced that its constitution was such that the signing of the agreement was unconstitutional, and they intended to break away from the consolidation and again assume the role of a governing body, inviting clubs to break away from the KCC. The KCC Committee was very disappointed with the decision of the VPKC, and to overcome further fragmentation of canine control, introduced a disqualification rule penalising any members who exhibited at, or participated in the administration of an unrecognised fixture, and at the same time declared unrecognised all fixtures conducted by the VPKC and/or their affiliated clubs. The KCC extended the disqualification rule to provide that any dog shown at any unrecognised fixture be automatically ineligible for competition at fixtures conducted under the rules of the KCC. The ALKC, realising the effect the KCC edict would have upon the entry for their championship show, unprecedentedly appealed to the Lord Mayor of Melbourne, to chair a meeting to discuss the differences and endeavour to restore harmonious relations between the ALKC and the KCC. The meeting resulted in the ALKC being declared as recognised. The VPKC became very concerned with the action of the KCC, and requested the dog section of the 1932 Royal Melbourne Show be held under new rules to allow all sections of the canine fancy to support it. The President of the RASV confirmed that the Society’s position was definite and it would stand behind the KCC.

During 1932 and 1933, the administration of canine affairs in Victoria was very fragmented and disruptive. In April 1934, after waning confidence and unrest within the VPKC membership, the VPKC again met with the KCC to discuss acceptable conditions for affiliation. An agreement was reached and signed by the VPKC on the 5 June 1934, giving the KCC undisputed control of canine affairs in Victoria. Although the main power struggle was over, the KCC were constantly harassed with unnecessary criticism and discontent, which concerned the RASV. The KCC were advised by the RASV that the Society was unwilling to continue carrying out the secretarial duties of the KCC whilst that body was, as at present, constituted. However, they would be prepared to continue if the KCC were reconstituted under an arrangement whereby the committee consisted of persons nominated by the Council of the RASV with the chairman a member of the Council of the RASV. The KCC committee agreed to accept the proposal and reconstituted the KCC, so the appointment of the committee being vested in the RASV to appoint persons to the committee who could demonstrate their canine knowledge and general suitability to occupy such positions. On 28 October 1935, the KCC amended its constitution to delete the words, “of Victoria” thereby reducing the name of the controlling body for canine affairs in the State of Victoria to “Kennel Control Council”.

The reconstituted KCC, immediately set out to cure many ills of the previous years, and particularly directed their attention to judges training and examination schemes. Thankfully the KCC proved to be a very successful organisation and functioned effectively for many years. At the AGM, held in March 1984 a motion was considered for the holding of a referendum to incorporate the KCC. If carried, would have effectively changed the organisation from an appointed body to one elected by the membership. The motion was defeated by 320 votes to 27. Signalling growing success the KCC membership peaked at 26,920 in 1977, was 25,612 for 1986, and 26,129 for 1987, it was envisaged that by the year 2000 metropolitan all breeds show entries will have grown to such an extent that the Showgrounds Dog Centre would not be able to accommodate them. The committee agreed to look around for an alternative venue which could be developed as the demand arose, and used in conjunction with the Showgrounds Dog Centre providing show rings, obedience trial and retrieving trial facilities and accommodating two major fixtures each servicing the members, on opposite sides of the city. The committee viewed a number of properties and in June 1983 purchased 76 acres of prime pastoral land, situated on the Dandenong-Hastings Road, adjacent to freeway development, for $128,000. The population statistics of Melbourne have shown that the centre of the residential population of Melbourne suburbia was moving east of the city and therefore the property was an ideal. The first stages of development of the property were commenced in June 1984 with many improvements/ provisions were made. Proudly, on the 5 August 1986 the KCC became the first controlling body in the world to introduce a Code of Ethics for Responsible Dog Ownership. February 1987 saw the KCC announcing that an application had been made to the local Cranbourne Council for approval of a master plan for the development of KCC Park. This included access road by sealing part of Wedge road, ring roads (part of which was later named Kinsman Drive) around lawn judging areas, parking areas, lawn judging area, toilets and room above (later called the Classic room), large meeting rooms, kiosk and kitchen (later named the Crowley building), landscaping screens to Dandenong-Hasting Road, a three acre lake to supply water irrigation and as a training venue for non-slip retriever trials and water tests plus an area for obedience training and trials. These plans were approved with minor amendments and work commenced in December 1987. The KCC appointed all breeds judge and long-time member Mr Jack Ray in an honorary capacity as Clerk of Works, to protect the interest of the organisation.

During 1987, the KCC Park Dog Show Committee was formed under the chairmanship of Roger Bridgford. The charter of this committee, similar to the Classic Dog Show Committee, was to raise funds for the development of KCC Park. To kick-start this committee, the Classic Dog Show Committee donated $2,000 to the funds. The committee held an open show in November 1987 and a championship show on the 1 April 1988, both events conducted at the Royal Melbourne Showgrounds. The committee raised $25,000 in the first twelve months of operation. Substantial additional funds were raised in the early years of the operation at KCC Park through the kiosk. Under long time member Pat Bridgford, the kiosk was an outstanding success. Emphasizing the committee’s commitment to education and development, during 1988, a decision was made to donate $10,000 per year for the next three years, towards a postgraduate scholarship with the Department of Veterinary Science, University of Melbourne. The KCC also announced, that as a result of information supplied by affiliates, it was estimated that over the years more than $100,000 had been donated to various Victorian charities. Over the years a great deal of discussion took place amongst members as to the value or otherwise of changing to a democratically elected committee. Late in 1990 the KCC committee held a referendum of members on the subject with the following result: 85% of members favoured some form of election. 55% of members favoured a fully elected committee 60% of members favoured elections to be phased in over a sufficient length of time to ensure stability The results were a clear: signalling time for a change. At a meeting of the KCC Administration Advisory Committee held on 6 February, 1991, a recommendation was made to the KCC Committee and to the Royal Agricultural Society of Victoria to phase in an elected committee over three years. This recommendation was approved by both parties. After 56 years of operation with an appointed committee under the auspices of the Royal Agricultural Society, Victoria, an elected committee was to phase in. The first election was held in November 1991, resulting in Roger Bridgford, becoming the first elected Vice President, and in 1992 Peter Watson became the first elected President of the new Association. The first fully elected committee took office in May 1993. It is important for todays and future committees that they remember the importance of continually looking for the development of the organisation and hopefully looking to the ongoing success in the forthcoming years. LIFE MEMBER – DAVID HUTSON

Clive joined the Victorian Canine Association in 1972 and obtained his first obedience judging licence in 1987 and his agility licence in 1990. He also held licences for tracking and endurance. Clive has judged obedience and agility extensively throughout Australia and in Singapore.

David Hutson commenced his obedience judging career in 1983 becoming a full panel obedience judge. He became a rally obedience judge when that discipline started in 2011, and has judged extensively in Victoria and interstate. He later became a RATG judge.

He has been very actively involved in the Dogs Victoria Judges Training and Assessment for obedience and agility, and has represented Victorian agility at ANKC level, where he was instrumental in compiling and writing the original Agility and Jumping Rule books which, with amendments are still in use today.

Clive is arguably an Elder Statesman of obedience and agility in Australia. He is the ‘go to person’ for advice, having been asked for advice from all over Australia and in Asia.

David has been an outstanding contributor to the Dogs Victoria Obedience and Rally Obedience Judges Training Scheme for over 30 years. He has assisted trainee obedience and rally obedience judges by being an active mentor to several sucessful judges and has been on training and assessment panels since 1988. Plus, he has counselled, trained and performed multiple formal training sessions for many trainees over more than 20 years. David has also been a huge contributor to the Dogs Victoria Friends of Obedience group. He volunteers to judge and train, hail, rain or shine, usually for double sessions. As an ANKC judge, and an instructor and competitor himself, he is extremely well qualified to assist and train these handlers, who range from beginners to extremely experienced triallers. David is one of the real contributors who are there for the whole show.

Clive has been on the committee (since 2000) of the Royal Agricultural Society of Victoria where he puts in a huge commitment. He has run the action dog section for many years with military precision, ensuring an organised and entertaining display for the public.

David has been a regular guest instructor at the Malvern Branch of the GSDCV for over 20 years, providing trial etiquette and ringcraft advice to members of the club. He is also on the list of preferred judges for GSDCV specialist trials.

He is also a life member of Croydon and District Obedience Dog Club, Warrnambool Dog Training School and Blue Lakes Dog Obedience club (SA).

David has been involved with Sherbrooke Obedience Dog Club as an office bearer, instructor and mentor to many members, where his roles include being president for 33 years. He has been very involved in promoting and instructing in positive training methods.

Clive has mentored many successful trainee judges for obedience and agility and has given lectures and has written exams for obedience and agility trainees for many years. He spent countless hours in the organisation of the Agility Nationals in Melbourne.

Clive has been a member of Croydon and District Obedience Dog Club since 1972 and has held many positions within that club, including president and chief instructor. He has been an instructor in that club for 45 continuous years. He has also been trial manager and trial secretary. Clive has trained his Golden Retrievers up to UD in obedience and has participated in agility and conformation. In all these ventures he has always ably supported by his wife Pam.

David is a life member of both the Sherbrooke Obedience Dog Club and the Samoyed Club of Victoria. He has been involved in the Samoyed Club for many years where his roles include president, and being the regular driver of the Samoyed Santa sleigh at Christmas. He has trained his many Samoyeds to titles in conformation, tracking champion, TS grand champion and to UD in obedience.

BREED SPOTLIGHT - AUSTRALIAN SHEPHERD

History

Characteristics

The Australian Shepherd was actually developed in America and there are many debates over the origins of the foundation stock. It is believed dogs travelled over with flocks of Merino sheep and the Basque shepherds who tended them. Some contend they came to Australia from Spain when the first Merino sheep arrived, and then travelled on to America. Others believe they were Australian Sheepdogs derived from the Smithfield and some type of Collie possibly the German Coolie or its ancestor. The name came about because of the perceived link with this country and the herding of Australian Merino sheep.

The Australian Shepherd is good-natured with an even disposition. It may be somewhat reserved when meeting people for the first time but there should never be any display of shyness or aggression. This breed is primarily a working dog with strong herding and guarding instincts. It is very agile and works with style and enthusiasm. Although not couch potatoes, some are quite content to be lap dogs. Extremely intelligent and devoted to their families, Aussies are quick to learn and very easy to train.

Once in America, Aussies were used to work sheep and later cattle, developing quite a reputation as a top working dog. Legend has it that these dogs were held in reverence by the Indians because of their unusual and often blue eyes - which led to them being referred to as the “ghost-eyed ones”. As such, these sacred “spirit” dogs and their owners remained unharmed by the Indians. Documentation of the breed’s early history in America is scant, however Australian Shepherds were fully recognised by the American Kennel Club in 1993. In Australia the breed is in its infancy, only having been introduced in 1990. Australian Shepherds were fully recognised by the Australian National Kennel Council on the 1 January 1994. Since then the Aussie has gained considerably in popularity, competing successfully in conformation, obedience and agility.

While Australian Shepherds are known for their ability in obedience, agility, tracking and endurance, they have also performed creditably as service, police and drug detection dogs. In addition to successfully herding both cattle and sheep, they have undertaken search and rescue missions, as well as working as therapy dogs for the sick and elderly. The Aussie is truly one of the most versatile breeds.


BREED SPOTLIGHT - AUSTRALIAN SHEPHERD Appearance The Australian Shepherd is well balanced, slightly longer than tall of medium size and bone, with colouring that offers variety and individuality. He is attentive and animated, lithe and agile, solid and muscular without cloddiness. He has a coat of moderate length and coarseness, of medium texture, straight to wavy, weather resistant and of medium length. The undercoat varies in quantity with variations in climate. Hair is short and smooth on the head, ears, front of forelegs and below the hockjoints. Backs of forelegs and britches are moderately feathered. There is a moderate mane and frill, more pronounced in dogs than in bitches. He has a docked or natural bobbed tail. The Australian Shepherd is solidly built with moderate bone. The structure in the male reflects masculinity without coarseness. Bitches appear feminine without being slight of bone.

Training Early socialisation and obedience training are both musts for the Australian Shepherd. Aussies bond strongly to their families and so can be territorial and overprotective of their owners’ property, and they can become destructive if left without companionship for long periods too often. Fortunately, that loyalty combined with the breed’s keen intelligence and high energy makes them very easy to train.

Grooming In general, weekly brushing sessions will keep the Australian Shepherd’s waterproof, double-layer coat looking its best. During shedding season, though, more work will be required. During this period an undercoat rake can be used every two or three days to remove the abundant dead hair, followed by a clean up with the wire brush. Aussies often work and/ or play outdoors, so it’s not unusual for them to come in dirtier than they left. But unless they’ve gotten into a particularly messy situation, they require a bath only occasionally.

The sun has set on an amazing life that was cut short far too early. Biskit’s passing has left such a hole in the lives of his family that can never be filled, we were besotted with him. What we gave him he gave back to us tenfold and we have such fond memories of him. Biskit loved to sit on people’s feet, he had a bumpy snout, an infectious smile and unbridled enthusiasm for everything he did. He had a purple ball that he proudly carried around and even brought to bed with him. He was very affectionate and also loved to grunt when he was content. Without having to say anything he just knew when he was needed for a snuggle and happily obliged. How lucky we were to have had someone that makes saying goodbye so hard. Sleep tight sweet prince and thank you for everything you have given us. You’ll always be my number one guy and time will never erase the memories we had together.

Q&A with Nicola Abell

Five minutes with Nicola Abell Tell us a little bit about yourself and your role within the dog community? My background is in Rottweilers, I was involved in the breed for 35 years in show, obedience & tracking. I had some lovely Rottweilers who represented the breed at community and social days, and I also did a bit of film and television work with them. I am a past president and have the privilege of being a life member. Do you have your own dogs? If so, what breed/s and names? Although my background is in Rottweilers, I currently have a Hungarian Vizsla called Quinn. As of last year he is a qualified therapy dog. How are you involved with Dogs Victoria? I have had the pleasure of working for Dogs Victoria in many aspects of responsible dog ownership. I coordinate the Dogs Victoria Therapy Dogs programme and have a wonderful group of dedicated volunteers who participate in this great cause. I’m also puppy officer for the Hungarian Vizsla club, that is keeping me busy at the moment. What year did you become a Dogs Victoria member? I joined Dogs Victoria in 1981 and was granted my life membership in 2016. Outside of dogs, what are your other passions (that we might not know about)? My interests outside of the dog world include travel, theatre, horse racing - I have a couple of promising youngsters coming along. I am also a fan of air shows and flying, the noisier the better!

Night of Nights Subcommittee

After consideration and conferring with Dogs Victoria, due to COVID-19 the Night of Nights Subcommittee have unfortunately had to make the difficult decision of cancelling the 2020 event scheduled for 30 January 2021. A Dog’s Life by Martin Clunes

One of Britain’s favourite actors and star of Doc Martin writes touchingly about his life growing up with dogs and his search to discover their true nature. Martin Clunes is happy to admit that with Mary, it was love at first sight; her soft, brown eyes, her perfect figure and that unstoppable wagging tail. As Cocker Spaniels go, she was perfect. Mary was soon joined in the Clunes’ household by Tina, another cocker, and Arthur, a black Labrador. Library notes - WRITTEN BY: CLARE HODGES This year has been a bit of muddle so far for everyone, but the library committee has been quietly working away at multiple projects while we’ve been at home. We are also currently trying to raise funds to replace our old office chairs and would like to thank the Fox Terrier Club of Vic Inc for their contribution towards this. The club also recently donated a box of historical pedigrees and other things that have made their way into our archive. We would also like to thank the Dogs NSW Library Committee for their donation of some early 1960’s gazettes that are slowly edging us closer to a complete collection. The library has for many years, been slowly working on having an entire collection of gazettes and royal catalogues for each state. We are still missing gazettes and royals from most states, particularly WA. Many of those we are missing are from the ‘50s, and 60’s so if you know of someone having a cleanout please think of us!

VCA Canine Outstanding contribution award Rottweiler TRI CH (T) (TS) Kagiso Power of one – ‘UNO’ When Jill was walking her 11-month old Bullmastiff, Walker, she did not expect him to get frightened and run off into the suburbs of Echuca. Jill and friends spent hours looking for the beloved pup with no avail, and unfortunately she was fearing the worst. This was until Nicole Phillips, the owner of Kagiso Rottweilers suggested they try tracking the run a way pup with Nicole’s five-year-old Rottweiler, lovingly called Uno, who was being shown that day.

Uno sniffed Walker’s bedding and took off on command, searching for Walker. He led his owner more than a kilometre away from the show, through parks, across roads and along footpaths. Uno was feeling the effects of the heat and went to cool off back at the show, while Jill continued searching where Uno has left off. Jill’s heart nearly stopped when she saw her beloved Walker limp out from behind a clearing, a nasty cut on his hind leg and entirely exhausted. Walker made a full recovery and has even achieved his Australian champion conformation title recently, an achievement that could not have been done without Uno saving his life that fateful day.

OTEC notes - WRITTEN BY: DAWN HOWARD After a brief and welcome return to training, most obedience clubs are locked down again, sad but very necessary, though some regional clubs are still able to operate. Ballarat is able to hold both obedience and tracking classes, NE trackers are still able to conduct classes, most of the regional branches of the GSDCV are still in operation including Wodonga, Bendigo, Ballarat, Geelong and Gippsland. Many clubs are keeping in touch with their members via Zoom, training videos, online lessons and newsletters. Keep up the good work to all the clubs.

At this point, most trials up to September have been cancelled. Blue Mountains Dog Club in NSW on the other hand was able to conduct an obedience and rally trial during July. There was a lot of forward planning to keep all the COVID requirements in place.

We even had a tie for first place in novice and had to go through the tied score rules. Everyone had wonderful scores.

Congratulations to all the finalists for the Dogs Victoria, 2020 rally dog of the year awards. This year once again the average scores gained by the teams were amazing Less than 3 points separated 1st to 10th…simply outstanding. The awards were amended this year due to only one trial having been held in 2020, in light of COVID-19. The eligibility period runs from 1 July until 30 June each year. Therefore, OTEC reduced the number of scores

required for 2020 and the teams entered their seven top scores, which can only include a maximum of two from the excellent class and the remainder from the master class. This year we had no tied scores but definitely 10 very worthy finalists. OTEC notes Another good news story is the Victorian obedience world has two new, very well deserved, VCA life members. Clive Makepeace who needs no introduction, has judged obedience and agility extensively throughout Australia and in Singapore. He has been very involved in judges training and assessment for obedience and agility and has represented Victoria at ANKC level. He is also a life member of Croydon and District Obedience Dog Club and Warrnambool Dog Training School. Clive has a high profile for conducting the RAS Royal Show Obedience and Agility trials for many years with military precision. He has trained his Golden Retrievers to UD in obedience and titles in agility.

David Hutson also needs no introduction. He also has been very active as an obedience and rally obedience judge; he has been involved with judges training for obedience and rally obedience. Very importantly, he has been involved with Sherbrook Obedience Dog Club as an office bearer, instructor and mentor to many members. He also has instructed at the GSDCV trial class. David has been a willing helper for many years, taking classes at all levels at Friends of Obedience. He has trained his beloved Samoyeds to tracking champion, TS grand champion and to UD in obedience.

Education Committee - WRITTEN BY: MARGARET GRAY On Monday 20 July the Education Committee were please to facilitate a Q & A webinar on DNA presented by Professor Claire Wade. We had well over 100 registrations and most were in attendance, demonstrating the wonderful opportunities open to Dogs Victoria and other ANKC bodies to share knowledge though webinars. Claire is Professor, Chair of Computational Biology and Animal Genomics, Cluster Chair Animal Sciences, Faculty of Science, School of Life and Environmental Sciences, University of Sydney and Committee member – World Small Animal Veterinary Association Hereditary Diseases Committee, expert panel member Dogwellnet and Director - Royal NSW Canine Health and Welfare Charity but above all she is a passionate dog lover with a pragmatic approach to producing quality pups. She is internationally recognised and has also been involved with the discovery of DNA tests for important genetic disorders and breeding information such as structure and coat colour. Her passion for her work is self-evident. We have received excellent feedback and are delighted that the presentation will be published on the Dogs Victoria website for those who were unable to attend. Claire’s has an amazing ability to explain the foundation of genetics for dog breeding with simple real life examples (hooray for redheads) and yet take us through the sophistication of understanding how DNA tests are developed and share exciting possibilities for breeder groups to fund research within an achievable budget. Claire was also able to give insights into the best breeder DNA testing protocols by sharing the sample preparation process, explaining

that single test options from test specific laboratories will give more accurate results than panel screenings where the sample needs to be spread further. To assist in our DNA test decision-making Claire directs us to Dogwellnet.org operating as International Partnership for Dogs (IPFD) , a non-profit organization registered in Sweden. IPFD promotes Harmonization of Genetic Testing for Dogs (HGTD) and are an independent, international, multi-stakeholder, multidisciplinary organisation that facilitates collaboration and sharing of information, bringing the dog world together for action to enhance dog health, wellbeing, and welfare. Founding partners were national kennel clubs, international cynological organizations, and representatives from pet industries; with collaborating partners include groups from academic institutions, breed specific interests, educational and professional organizations (include both for profit and non-profit organizations). I suggested the parallel of the consumer advocacy group CHOICE but clearly it is much more. Claire was wonderfully patient and generous with her time answering all our questions. She encourages us to consider that IPFD/ Dogwellnet is a not for profit organization and as such would benefit from funding contributions from appropriate stakeholders, large and small. Throughout the year, dog events are conducted by affiliates, and dogs of all shapes and sizes compete. The outstanding canine contribution award is not necessarily targeted at those who compete in these events, but to the dogs who contribute outside the environment of competitions.

Outstanding contribution to Dogs Victoria Award 1957! What is so important about 1957, I hear you ask? Well, the majority of DV members might be too young to have any memory of 1957 – in fact, many of you may not have been born then, but there will be those amongst us who were already involved actively in the many facets of the KCC (Kennel Control Council) at that time. 2020 would then mark 63 years of active membership of Dogs Victoria – an amazing milestone. If you, or someone you know, fits the bill – please contact the Dogs Victoria office (Melinda Cannington 9788 2510 or mcannington@dogsvictoria.org.au ), for a nomination form in order that the contribution of these long standing members can be acknowledged.

Crufts – the largest dog show in the world – runs a Friends for Life Award each year – highlighting amazing contribution by our canine companions. Finance Report June 2020 Financial Performance

Comments

The trading performance for the June period was a Surplus of $35,511. The YTD performance through the June period is a Deficit of $19,304.

Revenue Revenue YTD at June 2020 is tracking in line with recast December Scenario figures. Actual Revenue of $1,383,736 compares favourably with Budget of $1,350,290.

The Association has completed the financial process for the June 2020 trading period.

At the equivalent half way point of the 2019 trading year, the trading result was a Deficit of $46,342.

Revised Budget Process

Following the commencement of the Covid-19 pandemic in the March period, Dogs Victoria prudently revisited its Budget for 2020. The Original Adopted Budget for 2020 was recast, as the prevailing conditions for 2020 would be significantly different from the conventional trading scenario that formed a major basis of the Budget assumptions of the Original Budget. Dogs Victoria identified two scenario’s for its Recast Budgets – Events / Shows to be suspended from the March period through to the end of August (known as September Scenario), and a more conservative scenario that there would be no Events / Shows for the remainder of the year (known as December Scenario) due to Covid-19 and State Government gathering restrictions and Covid-19 protocols. Following developments in recent months, Dogs Victoria now utilises the Budget December Scenario in its Profit and Loss Report for comparison of Actual v Budget.

Financial Reports

It is the intention of Dogs Victoria to release a Finance pack in communication to our Members each Quarter during 2020, to keep its membership updated on the trading performance of the Association, with the first of these being the half year to June 2020. The following Reports for the June Quarter are presented; 1. Profit and Loss for the month of June 2020, including YTD and Budget (December Scenario) and Previous Year comparatives. 2. Balance Sheet as at 30 June 2020 The Profit and Loss Report is in the same format as the Original Budget for 2020 Adopted by the Association late in 2019.

Analysis of our June 2020 trading reveals the following;

• Comparison to 2019 of Revenue of $1,718,222 clarifies impact of suspension of Events / Shows since mid-March with ‘Registration & Dog Activities’ Revenue for Bulla Exhibition Centre ($84,584 Negative Variance to last year), KCC Park ($64,881 Negative) and Country Dog Levies ($46,477 Negative Variance) demonstrating revenue fall. • Dog Registrations (Litters) has remained robust despite conservative Budget estimates. Early indications of breeding levels during Covid-19 give cause for optimism over September Quarter with the commencement of arrival of litters featuring pups whelped during Covid-19 restrictions. Other Income The Federal Covid-19 Support package of JobKeeper was revealed after the Association had recast the 2020 Budget. Dogs Victoria has qualified for JobKeeper Stage 1 (April 2020 – September 2020) and as at June 2020, had received $162,000 of subsidy from this program. However, JobKeeper has also increased Wage Costs as some staff cost savings projected did not eventuate as such staff were maintained under the JobKeeper program. Expenditure Overall, Expenditure YTD as June 2020 (Cost of Sales plus Operating Expenses) is $72,919 (5.5%) above Recast Budget December Scenario after allowing for the JobKeeper Subsidy (Actual - $1,565,041 less $162,000 = $1,403,041 v Budget $1,330,122) with the major overruns due to; • Gazette $69,727 (YTD Actual $128,489 vs Budget $58,762) - the December Scenario Budget projected that the Association would commence Digital production of its monthly Gazette from March onwards for the remainder of the financial year. Two additional months of hard copy Gazette have been produced since March as the Association transitions to Digital publication due to membership feedback. • Photocopying and Printing $39,843 • VCA Computer Expenses $30,141 • Consultant Fees $16,637

Finance Report June 2020 (Existing contractual Agreements regarding service provision regarding Photocopying & Printing, VCA Computer Expenses and Consultant Fees continue to impact on expenses, but these will expire/decrease in coming quarters). These over-runs have been partly offset by savings in the areas of Bulla Exhibition Centre Expenses, Office Expenses, Other Expenses and Sundry Expenses totalling $78,137. At the end of June 2020, Cash and Term Deposits totalled $1,470,689

Summary The Association forecast a recast December Scenario Budget Surplus of $17,942 for 2020. The 2020 year is proving to be an historically difficult environment for trading, however, a combination of solid Registration income from Litters, Federal and State Covid-19 Subsidy’s procured plus expenditure saving measures applied wherever possible, strongly indicate that the Association is on track at the half-way point of the 2020 trading year to return a small surplus for the 2020 period.

YOUR STORY ONDEEN FOREVER KNIGHT A.K.A ‘JIMMY’ I decided to write this article to celebrate the achievement of a special Whippet. Well, special to me. We bought him as a pup and chose him from three other males all playing in the breeders back garden. I remember deciding on him being our next Whippet, and being amazed that as soon as we made the decision, he went and sat on the back door stop ready to go. He sat peacefully on my knee on the hour long journey home and I thought how easy this pup was. His puppyhood was relatively problem free, enjoying the company of our elderly Greyhound and eight year old cat. Never a difficult pup, he was always eager to learn and quick to respond and as I had always been keen on obedience work, he seemed the ideal candidate to work with. Whippets are not considered the traditional obedience dogs, however Jimmy, from the start, was amazing. Confident, happy and super eager to learn, he was the perfect dog for obedience and agility. We tried agility training, and although he loved it and would have excelled, I simply didn’t have the stamina to keep up with him! So we concentrated on obedience work, and at just on 12 months old, he gained his CCD title, winning the ring twice. Onto CD, and he gained his title in three straight trials, again winning the ring twice. He was a delight to be with on the trial days. I made sure he enjoyed himself, made everything fun, and let him rest comfortably during the waiting times. He rewarded me with being so attentive and always eager to please. His huge enjoyment of both toys and food were great incentives, but what he really loved, was praise. I made sure he always had loads of that. Before trialling again in obedience, we quickly gained rally novice tile in three straight trials with scores in the 90’s each time. A big jump up to open, this took a bit longer to perfect, but we gained the CDX title at five years old. As always, his eagerness to work and ability to focus and learn, made training a joy. We are training for UD but not sure if we really want to go that far. He knows all the exercises, but we will see if it is something we would enjoy as he gets older. His other life, apart from obedience, is his pet therapy work. Jimmy became a Dogs Victoria Pet Therapy dog at just over 12 months old. He is such a confident dog, accepting of any environment. We introduced him to a hospital environment with my older therapy Greyhound who was a wonderful

mentor for him. He accepted and embraced therapy work in both hospital and nursing home facilities, taking in his stride lifts, noises and the scents of these busy environments. I began trick training to add to his obedience work, and he was able to begin demonstrating to groups of people in these facilities, off lead, with total confidence. He is a dog who gives his all in these demonstrations. The smiles and the laughter he produced from people who were quite ill or somewhat depressed was wonderful to see. He speaks on command, then yodels. He retrieves rubber hoops from individual people and puts them on a stand. He jumps through hoops and retrieves objects. He rings bells and balances apples on his head. His finale is playing a keyboard and singing. He makes people smile and creates conversation and memories of long gone dogs that people loved. Patting and kissing and shaking paws follow. He lightens the day and creates some moments of joy for some people, some moments to share with others. He is now part of Link Health, Petlink, providing support for older or unwell people who no longer are able to have a pet but miss the contact with an animal. He has helped support Link Health at two promotional functions, one at a noisy high school with students crowding all around him, each wanting to pat him and ask questions with a school band playing loudly behind us. He coped brilliantly. He does home visits to two clients. One has a medical health condition and the other is home alone and very frail. Both have bonded with Jimmy and enjoy his visits. He provides a wonderful support to these people who really miss having their own pet and he seems to know that his visits are to help these people. He will sit close to them and rest his head on their lap while they pat him. He is also with an Animal Acting Agency, and has had two assignments. One with Virgin Airlines, when he teamed with five other dogs to advertise the airline. He was easily the best behaved dog on the day, sitting perfectly next to his air hostess in the huge hangar with the aircraft behind. This is where he shines, as he is able to adapt to any situation, noisy, busy and still focus on what I ask of him. He truly is an amazing Whippet, and I am so fortunate to be able to share my life with him.

PART 20 CODES 20.1 CODE OF PRACTICE (amended 15.11.18)

Each member, upon being admitted or re-admitted to membership of the Victorian Canine Association Inc shall be bound by the Victorian Canine Association Inc (hereinafter ‘Dogs Victoria’) Code of Practice. Ethics 20.1.1 A member shall not knowingly or recklessly misrepresent the ANKC or Dogs Victoria. 20.1.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community. 20.1.3 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC and Dogs Victoria. 20.1.4 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs. 20.1.5 Members shall ensure proper care for all dogs under their control,whereby 20.1.5.1 Food shall be provided in sufficient quantity and nutritional quality; it must be canine appropriate and nutritionally balanced to meet the daily requirements for the condition, activities, age and size of the each dog. All dogs shall have access, in their housing area, at all times, to a sufficient supply of fresh, clean, water daily. Food and water utensils shall be kept clean; 20.1.5.2 Dogs shall be housed in a safe and secure manner that is suitable for the size and containment requirements of the dog and provides protection from adverse environmental conditions and climatic extremes.

Adequate ventilation and sufficient space must be provided for dogs to stand. The flooring area of pens/ cages shall not be made from uncovered suspended wire. Each dog older than 16 weeks of age shall have access to a separate bed or sufficient bedding material that all animals can sleep comfortably at the same time; 20.1.5.3 Dog sleeping, housing and exercise areas shall be kept clean and at a good standard of hygiene by cleaning any faeces, wasted food, and soiled bedding daily. Where pens and kennels are cleaning by hosing, material on floors (toys, bedding, food, faeces etc) shall be removed prior. Hard surfaces in pens and kennels should be disinfected weekly or more often if required. Veterinary advice shall be sought for managing the cleaning of premises and management of isolation if a contagious illness occurs in dogs; 20.1.5.4 All dogs of all age and breeding status shall be provided with an appropriate amount of daily exercise, social contact and enrichment suitable to the individual needs of the dog; 20.1.5.5 Where dogs are tethered, they shall be tethered in accordance with the Prevention of Cruelty to Animals Act 1986 and Regulations. Pregnant bitches of more than 7 weeks gestation, whelping bitches and lactating bitches with puppies shall not be tethered. Puppies under 16 weeks of age shall not be tethered. 20.1.5.7 Dogs shall be transported in a safe and secure manner. Dogs shall not be transported in the boot of a sedan type car. When on the back of a ute or trailer, dogs must be appropriately tethered or caged. Sealed transport containers shall have multiple ventilation holes. 20.1.5.8 Veterinary care is provided as required in accordance with the Code of Practice for the Private Keeping of Dogs. Additional veterinary

requirements for breeding dogs is described in Section 20.8 Code of Practice for Breeding Animal Health Management. 20.1.6 A member who leaves a dog owned by them in the care of another person shall remain responsible for that dog. 20.1.7 A member shall take all appropriate lawful measures to assist a dog in distress. 20.1.8 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community. 20.1.9 A member shall not participate in nor support any activity in that involves cruelty or damage to animals, excluding legal hunting activities. 20.1.9.1 Dogs shall not be trained or worked beyond their willingness and capabilities. All training methods used shall be humane and not cause undue fear, distress or pain. 20.1.10 A member shall make every effort to rehome any dog no longer required by that member to a suitable home. A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge except in exceptional circumstances and following notification in writing to Dogs Victoria. In this instance, depending on circumstances Dogs Victoria may request that any breeder prefix also be suspended or surrendered. Breeding 20.1.11 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically or predominantly for the pet or commercial market. 20.1.11.1 If breeding animals are determined to be no longer suitable for breeding, or are retired and are to be rehomed, they must be prevented from further breeding by transfer to limited register, neutering, contraception, contract of agreement or other means.


20.1.12 A member shall not breed with a bitch unless they have reached adequate maturity for that breed as determined by Dogs Victoria, without the prior approval of Dogs Victoria. Where the Rules, Regulations and Codes of Practice are otherwise silent, the minimum age for breeding a bitch shall be 12 months [see attached Minimum Breeding Age for Bitches]. 20.1.13 A member shall not breed a bitch causing it to whelp more than twice in eighteen months without the prior approval of Dogs Victoria. 20.1.14 A member shall not breed with a bitch causing it to whelp more than five times in its lifetime (amended 15.03.17) 20.1.14.1 First generation breeding (eg father / daughter; brother / sister; mother / son) matings are not permitted. 20.1.14.2 The progeny of any matings under 20.1.14.1 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.14 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes. 20.1.14.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (15/08/15) 20.1.15 A member shall not permit any of that member’s pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, to an unregistered dog of the same breed, or to a dog not on the Main Register without the prior approval of Dogs Victoria. 20.1.15.1 A member shall not permit any of that member’s unregistered dogs to be mated to any other unregistered dog,

with the exception of dogs registered with a Registry Body recognised by ANKC Ltd (unless an exemption is granted by Dogs Victoria). (amended 15/03/17, 15/04/18) 20.1.16 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease. 20.1.17 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age. (amended 15/05/17) 20.1.18 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the live stock import requirements of the country to which the puppy is being exported. 20.1.19 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade 20.1.20 A member shall ensure hat persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities. 20.1.21 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance. 20.1.22 A member shall register all puppies bred by that member that are living at the date of registration. Such registration

must include all puppies from the litter on the one litter registration application form and, subject to regulations, must be applied for within eighteen (18) months of the date of whelping. (15/11/11) 20.1.22.1 A breeder shall create a record file for each individual puppy born, and maintain until ownership changes or the animal is deceased. A breeder shall make available all records for inspection by an authorised officer or as directed by an officer of Dogs Victoria. Copies of these records must be retained by the breeder for a minimum of 3 years from date of last entry. 20.1.22.1.1 Records to be kept for puppies under 12 weeks of age shall include the following (copies of original documents are acceptable where originals accompany the puppy to its new owner): • a copy of the litter registration form, or alternatively: - name, - microchip number (when implanted); - sex; - breed; - date of birth; - colour and markings (if applicable); and - dam and sire registered names and numbers • health care history including vaccination records, internal and external parasite control, • purchase/disposal record including name and address of new owner (where applicable), • copy of health declaration, and • record of return (if applicable) with supporting documentation 20.1.22.1.2 Records to be kept for dogs over the age of 12 weeks acquired or retained by breeders for the purpose of breeding shall include: • either ANKC registration certificate, or alternatively: - registered name and number; - microchip number; - sex; - breed; - date of birth; - colour and marking (if

applicable); and - dam and sire registered name and numbers • council registration certificate; • health care history including vaccination records or titre tests, internal and external parasite control, • breeding status and breeding history, • purchase/disposal records including name and address of new owner (where applicable), and • record of return (if applicable) with supporting documentation. 20.1.22.2 Records of breeding history for dams must include dates of mating or artificial insemination, dates of whelping, number of puppies born alive, number of puppies stillborn, record of any whelping complications and resultant treatment, microchip numbers for live pups at 8 weeks, and post-partum veterinary treatment. 20.1.23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of: 20.1.23.1 The breed characteristics; 20.1.23.2 Vaccination record and / or requirements including the due date of the next vaccination or recommended timing for next titre; 20.1.23.3 Responsible dog ownership information; 20.1.23.4 All documentation required by Dogs Victoria 20.1.23.5 Records on internal and external parasite control; 20.1.23.6 Records of microchip number with a signed transfer of owner form; 20.1.23.7 A desexing certificate (if applicable); and 20.1.23.8 A written health declaration in accordance with 20.1.25. 20.1.24 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed. 20.1.25 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be supplied which

includes details of the known physical abnormality at the time of sale and how that abnormality may affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs; 20.1.25.1 Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price. 20.1.25.2 Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price. 20.1.25.3 If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management. 20.1.26 A member shall not: 20.1.26.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop. 20.1.26.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned. 20.1.26.3 Advertise in any media or other display, the sale or disposal of a dog without the inclusion of the member’s

Dogs Victoria membership number and, unless subject to written veterinary advice that the health of the dog is liable to be significantly prejudiced if it is implanted, each dog’s full microchip number. It is mandatory that the following wording is included in any advertisements:

“Please contact Dogs Victoria on email: office@dogsvictoria.org.au to verify my membership”.

General 20.1.27 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that: 20.1.27.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and 20.1.27.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner. 20.1.28 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog. 20.1.29 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog. 20.1.30 A member shall not misrepresent, malign, impugn or denigrate another member or person in such a way as to bring discredit upon themselves or Dogs Victoria. Part 7 Regulations - Conformation 7.6.8 Extreme Weather Conformation This regulation takes effect from and including Saturday 1 October 2016.

Hot Weather

If the forecast temperature for the district where the show is to be held is 36 degrees or higher then: (a) The show is to be cancelled or: (b) The show is to be rescheduled to start at 7 pm where the exhibition area has lighting and is available for use.

Fire Danger

If the CFA fire danger rating for the district where the show is to be held is Extreme or Code Red then: The show must be cancelled

Australian Shepherd

Gale Force Winds / Thunderstorms / Flood

If gale force winds, thunderstorms or floods

are predicted for the district where the show is to be held then: (a) The show MAY be cancelled or (b) A wait and see approach may be adopted and 1. If the show proceeds, judging must stop during thunder storms or periods of heavy rain. 2. Judging may continue without a lunch break. 3. If possible the show may be moved inside. 4. If the committee of the affiliate deem the show to be unsafe once it has commenced, the show must be cancelled. 5. Should a show be cancelled after commencement all awards will stand. Procedures for Affiliates and exhibitors to follow: 1. The forecast temperature for the district where the show is to be held will be as advised on the Elders Weather Website

(www.eldersweather.com.au) at 10 am two days prior to the show. The Fire Danger Rating for the district where the show is to be held will be as advised on the CFA website (www.cfa.vic.gov.au) at 10 am two days prior to the show. In the event of an official declaration by the CFA the day prior to the show of Extreme or Code Red the show must be cancelled. 2. The gale force winds, thunderstorm or flood predictions for the district where the show is to be held will be as advised on the Elders Weather website (www.eldersweather.com.au) at 10 am two days prior to the show. 3. Where multiple shows are scheduled over a cluster of a number of days, then only those day(s), where the temperature is 36 degrees or higher, or the fire danger rating is Extreme or Code Red or gale force winds, thunderstorms or floods are predicted, will be affected. 4. It is the responsibility of the secretary of the affiliate or its delegate, and the exhibitor to check the forecast weather, the fire danger rating, or the gale force winds, thunderstorms and flood prediction, for the district where the show is to be held as in procedures 1 and 2 above. 5. The secretary of the affiliate or its delegate must notify the Chief Executive of Dogs Victoria by telephone when the decision has been made to cancel or reschedule a show. 6. The Chief Executive will place a notice on the Dogs Victoria Facebook page and website advising members of the status of any show affected by this regulation. 7. Exhibitors are to refer to the Dogs Victoria Facebook page and/or website to check the status of the show. 8. Where a show is cancelled, no entry fees will be refunded. Where the affiliate has cancelled a show the secretary or their delegate must submit a copy of the catalogue and pay all levies to Dogs Victoria within 14 days of the date of the cancelled show.
