ACTING PRESIDENT Report

Welcome to the July edition of the Dogs Victoria Magazine. Over the past few months, our organisation has seen significant change with COVID-19 restrictions and national social distancing restrictions, and I would like to thank all of our members, staff, and the canine community for your ongoing support as we continue to navigate through this unique time. As many would be aware, June has seen the re-opening of some facilities and positive steps towards the â&#x20AC;&#x2DC;new normalâ&#x20AC;&#x2122; in our community. While recent outbreaks have made it difficult to determine when more facilities will re-open and shows, competitions and events will resume, we are committed to updating our community as soon as news from the state government comes to hand. We are proud of the commitment that members and the greater community have made, to ensure our facilities are safe and used inline with government regulations and we continue to provide the highest standards of health and hygiene, to ensure we can reopen remaining facilities as soon as it is safe to do so. In line with the recent outbreaks in and around Victoria and the reinforcing of restrictions in some communities, the difficult decision has been made to move our AGM to an online meeting. The AGM will take place on Wednesday 22 July at 7.30pm; this meeting will be streamed live to our members via a video conferencing platform. As this decision has only just been made at the time of publishing, we will be advising all members of the platform to be used for the AGM as well as login details to accommodate voting capabilities in the coming days. Our goal is to ensure the platform used allows for a high level of engagement and a seamless voting process for our members. Information will be provided to members on the voting process shortly to allow adequate time for members to register. As members would be aware, the state of Victoria has had a spike in COVID-19 cases which has meant the state government have not eased restrictions like we had all wished for. This means several things, including dog events starting back later than we hoped and the Special General Meeting not going ahead face to face until we receive information from the government and the Chief Health officer that gatherings for meetings and events can be held in large numbers. Management committee advise the annual gerenal meeting will be held on the 22 July 2020 via an online platform commencing 7pm. Management committee are aware that this will inconvenience members who do not have computers, older members, or members that have no or slow internet, but not holding the AGM is not an option. The new management committee members elected by the membership at the last elections are attending our meetings in anticipation of taking up their roles on management committee. I would like to express my thanks to Mathew Morse and Noeline McIlroy who have been an integral part of the management committee for the last few years. Mat has served over four years on the committee and Noeline many years working for the betterment of Dogs Victoria and the members. Neither sought reelection to the committee. I would also like to express my thanks to Wayne Douglas who has tendered his resignation from the committee. I also welcome our new president Vin McPhee and management committee members Dawn Ayton and Frank Tipping. The management committee continue to work hard for our organisation spending many hours each month attending meetings and working on tasks. The Park will remain open at this time but no indoor facilities, (including toilet facilities) will be available. This will be revised by management committee when state government restrictions and regulations change. OTEC Notes After being locked up for so long, it is great to have more freedom. Thankfully the situation is changing, and more things are opening up in the Victorian dog world.

All these instructions were clearly stated on the branch’s Facebook page or on class emails. Communication was deemed as extremely important so that members arrived knowing the procedure. Large signage was prominent, asking people to socially distance, not come if they felt unwell etc.

The June long weekend was the first opportunity for the clubs to commence limited activities. This was no easy matter, and many issues had to be resolved before some clubs could resume training. It is one thing to social distance in shops and another to social distance at a dog club. At this stage GSDCV, Werribee, Knox, Bairnsdale and the NE Trackers are up and running.

Classes were rostered to limit numbers on the ground. Priority was given to puppies due to their socialisation needs. Everything worked like clockwork, but it was stressful for the branch officials making sure that everyone did the right thing.

I can only describe the club that I go to, the Malvern Branch of the GSDCV. A huge amount of planning went into the matter well before the first day. One big issue was to be as contactless as possible. An app was developed that could log into the club’s membership database. The check in officer tapped in the member’s name on his phone, and they were registered as attending. Other precautions included, no notes and no change, coins for training fees to be placed in a bucket on the check in table, with a large sign saying drop coins into bucket. Online membership renewals were encouraged, and any sales were done by touchless EFTPOS cards. There was no canteen and hand sanitisers everywhere.

Bairnsdale & District Dog Obedience Club Inc returned to training on the long weekend. Member numbers were small, but they have a large training area. Again, lots of planning. The grounds are council owned, and Council’s requirements regarding COVID preparedness, had to be met. The club had already put into place limited size groups with staggered start times and designated parking areas. As they are on a sporting oval it was felt that they should complete the Return to Play document provided on Sport and Recreation Victoria Website, so after some research a COVID Health Check Form was developed. A policy was written that supported those documents and everything was submitted to the East Gippsland Shire Council which thankfully processed the submission quickly and gave the go ahead to ‘Return to Play’. Groups are limited to a maximum of 10, cars to be parked in class designated areas three metres apart, non-training family members must be 10 metres from groups or remain in their vehicle and a COVID Health Check must be completed for each training session. There is a 20 minute change over time for groups. The Tracking Club of Victoria is currently running a four week online Introduction to a Tracking course that has been well received. Tracking in the North East, what started off a few years ago with a couple of diehard tracking enthusiasts who caught up each weekend to hone their tracking skills has steadily grown into a robust group of very keen tracking dogs and handlers. With no club in the region to provide a regular training opportunity the idea to form a new club was a dream but it is rapidly growing into becoming a reality.

One important person was a nominated COVID officer, whose sole job was to monitor the whole ground, making sure that people obeyed instructions. Only designated people were to touch equipment and only certain equipment was put out. The ground was divided into zones and classes were allocated to an area marked by a sign.

Since the relaxing of the COVID-19 restrictions, each weekend ‘the crew’ can be seen gathering regardless of frost and foggy conditions at suitable locations around the region. Numbers are increasing each week and the willingness of the experienced trackers to help mentor the beginners is what our club motto is about – inclusiveness, camaraderie and enjoying the sport that is growing in popularity.

OTEC Notes A friendly rivalry exists over who can bring the best morning tea and often home-made produce is shared to take home. (Jude’s green tomato relish is the club house leader).

One of the important activities that has had to be postponed is our OTEC judges training scheme. OTEC has also submitted a plan to get the final judges assessments completed as soon as possible.

Two trials planned for this year were unfortunately cancelled due to COVID-19 but this has not stopped our group’s enthusiasm. Our trialling energies have been diverted into putting the finishing touches on our trial flags and poles for our 2021 trials and to a very exciting endeavour, our club is soon to be officially born - watch this space! Tracking is very much alive on the border.

Coming up soon are OTEC elections and both Top Dog competitions.

Some important news is that the OTEC has supplied management committee with procedures and protocols for returning to trials. Tracking and track and search are easy to comply with as is rally. Obedience may need some ANKC adjustments to rules.

Things to consider before posting online What you post online can have serious repercussions for a wide range of reasons, and consumers should be aware that pictures and comments that are posted online could be inappropriate or even unsuitable for the specific page. Technology and social networks, in particular, are a new space for many of us, and whether you want to update your status or share a photo, you should be aware that there is digital etiquette. While social channels make it easy to post or comment, there are some privacy implications to be aware of as well as the social pageâ&#x20AC;&#x2122;s Tâ&#x20AC;&#x2122;s and Câ&#x20AC;&#x2122;s (if you are posting on another personâ&#x20AC;&#x2122;s or organisations page).

Things to consider before you post online Will my post offend people, or will this be against the page rules? The fall out of posting online is that you can be removed from a page for inappropriate or offensive content. Be sure to read the pageâ&#x20AC;&#x2122;s terms and conditions for social media comment before you post to ensure you are not breaking any rules for the page.

Will future employers be able to see my posts when looking online? We all have passions, however, if you have made a post that is not entirely something you would want your boss to see, it can come back to haunt you at a later time and even be used as a step in the job process. Many employees look online at candidateâ&#x20AC;&#x2122;s social channels, and you should be aware that if you post on pages inappropriately or are seen as offending people online you might be in hot water. A good rule of thumb when it comes to what posts or comments to post online is to consider if you would say the same thing to the person or group if they were standing in front of you. While we all have beliefs, values and opinions, social media channels and pages are no different to physical groups we are a part of, there are rules, and you should be aware of what you post online to ensure it is appropriate. Facebook now has a charter for Community Standards, which is an interesting read, and other social channels such as LinkedIn, Instagram and Twitter have similar standards that are worth a review to enhance your digital presence and understanding of what is and what is not appropriate online.

Could the post I would like to share be seen as controversial? Before you go any further, chat with the moderator of the page first to see whether your post is appropriate to share. Often when you are sharing information or posting information that could be deemed as controversial, the best avenue to take is to consider asking permission before you post. This way, youâ&#x20AC;&#x2122;re ensuring your post will fit the guidelines of the page, and your post wonâ&#x20AC;&#x2122;t be deleted or blocked. Is the information I am sharing private? It is important to note that nothing on your social media channels are fully private and anything you share, post, and comment on can be made available to the public. As well as this, even if you delete the comment or post, if a screen shot has been taken this evidence can be used to support a claim at a later date.

BREED SPOTLIGHT History of the Bichon Frise It is believed to have been imported into France by Francis I, King of France, during the time of the Renaissance, coming from Italy from the court of Rome. All the Kings of France had these little white dogs until the French Revolution. Marie Antoinette was thought to have had three dogs at the time of the Revolution, but those, along with others owned by the aristocracy were exterminated at that time. The Bichon Frise was extremely popular in the times of French Royalty and was much doted on. Henry III was thought to be very fond of the breed. In paintings of the 17th and 18th century little white dogs resembling the Bichon are seen in the company of Lords and Ladies.

of those breeders in France and Belgium that kept the breed alive. And how grateful are we today that they did. The early 1970s saw the breed start to become an accepted winning breed in the show ring, and from there many countries around the world have embraced the breed and contributed greatly to its world standing. Harry and Margaret Begg, NSW, were the first people to import the Bichon Frise into Australia around 1975. The first litter in Australia was born in March 1977, bred by Dianne Crosby-Brown in New South Wales, whilst Victoriaâ&#x20AC;&#x2122;s first litter was born in March 1978, bred by Mrs Norma Thomson. The Bichon Frise Club of Victoria was established in 1979, and held its very first Open show in 1980.

When the French Royalty fell from favour however, so too did the little dogs. The aristocrat Bichon Frise became the democratic (or peoples) Bichon Frise and in this way became very popular in the streets. He accompanied organ players, distracting passers-by with his clown like antics and expression. The first world war dealt a serious blow to the breed and between the two great wars the breed practically disappeared. It was only the dedication

Training

The Bichon Frise is a lively white dog with black pigment, free flowing movement with a proud head carriage, and tail carried over back.

The Bichon Frise can be trained to do all sorts of things. Over the years we have seen many dogs compete in obedience and agility and do very well, and of course, remember they earned their living on the street with organ grinders doing tricks etc. They are great show dogs, and just love to show themselves off.

He is a character in every respect. A wonderful companion, he can be a clown or a snuggle blanket or whatever he chooses. He does obedience very well, and can do dis-obedience even better when it suits. But overall the Bichon Frise is the most wonderful dog you could ever own. They have a wonderful outlook on life, and can win over everyone they meet.

In a family environment, they are easily trained. Bichons are very intelligent and will easily learn house training and other basic commands as long as these are given in a consistent manner.

Appearance When presented for show, they have a â&#x20AC;&#x153;powder puffâ&#x20AC;? appearance, being scissored in a rounded off shape all over. With their gorgeous rounded head furnishings, and their lovely black pigmentation, they have the most appealing little faces.

Facts about the breed

Bichon Frise is a curly coated breed, which has minimal shedding. Bichons are a playful breed and are very adventurous. They require a regular grooming.

Puppies are only about 170 grams (6oz) when born. ____________________________________________________ The average life span is about 14 years – but many live to 16 and some live to 19 or over. ____________________________________________________ The dark pigment around the eyes is know as Halos. ____________________________________________________ The breed stands less than 30cms at the shoulder (breed standard). ____________________________________________________ Bichons will sometimes stand on their back legs and “flap” their feet. ____________________________________________________ The correct pronunciation of Bichon Frise is “Beeshon Freesay”.

Meet a Dogs Victoria member Melanie Newman This month, we shine the spotlight on a Dogs Victoria member Melanie Newman, professional dog groomer. Melanieâ&#x20AC;&#x2122;s work has taken her to grooming competitions across Australia and New Zealand, Holland, Germany, Spain, Italy and various parts of America, and was crowned the Australian Royal Supreme Grooming Champion in 2013. Among her many accolades, Melanie has won best in shows with Miniature Poodles, Standard Poodles, Bichons and Welsh Terriers. Melanie owns and runs Melanie Newman Salon Essentials with her husband Cory and ships her grooming products internationally. Tell us a little about yourself and how you got into dog grooming and canine grooming products? I am a professional dog groomer and started out in 1999 bathing dogs in a friendâ&#x20AC;&#x2122;s salon on Saturdays. Fast forward 20+ years and I have been lucky enough to have travelled the world competing in grooming competitions. I represented Australia at the World Grooming Championships in 2013, 2015 and 2017. I have also been lucky enough to present grooming seminars, teach and judge grooming competitions in USA, Canada, UK, NZ and throughout Asia. What is your career highlights in the dog industry? I have many career highlights, but one would have to be winning best in show at the Artero Grand Slam in 2017 in Barcelona, Spain against almost 500 groomers from around the world with a Bichon Frise named Erica. I started creating a collection of grooming products in 2013. We wanted to create a more natural product utilising as many plantbased ingredients as possible and swapping out the harsh cleaners with more renewable coconut-based cleaners. We have 200+ stockists of our products in Australia and now export to eight countries. When did you originally become a member of Dogs Victoria? I have been a member of Dogs Victoria since 2008 and have four dogs, two Bichons Frise named Dash and Jaymie and two Mini Poodles named Traj and Devanna. I started showing Poodles in 2009 and fell in love with trimming them and preparing them for a show. In 2010, I was introduced to the Bichon Frise where grooming and showing them became my passion. Both the Poodle and Bichon Frise are fun loving with great temperaments, and I would recommend them to any loving family home. I am proud partner in Monjoie Bichon Frise kennel with John & Wendy Hutchison. Outside of your dogs, what are your other passions and outlets? Grooming is my No. 1 passion but also love to travel and spend time at the beach.

A Dog Named Jimmy by Rafael Mantesso Rafael Mantesso has demonstrated all the various characteristics of a Bull Terrier in this delightful book. The owner, Brazilian visual artist Rafael Mantesso, was recently divorced and left with not much except his small unfurnished apartment with white walls and floor and his beloved five year old bull terrier, named by his fashion executive ex wife after the famous shoe designer Jimmy Choo. As Mantesso took up painting and drawing again, he found inspiration in his blank walls and floor and best friend, snapping iPhone photos of Jimmy Choo in various poses and costumes, often with added quirky line illustrations as backdrops. From The Vet Torn Ligament Injuries What is the structural function of ligaments? Ligaments are mainly composed of collagen tissues, connect two or more bones and function as important joint stabilises. Most ligaments act as collateral ligaments (i.e. at the side of joints) and are present in all hinge joints. Each joint except the hip joint, has at least a collateral ligament on the inside and outside of the joint, with additional ligaments stabilising more complex joints. Next to bones, ligaments are the most robust structures in the body, they are very non-elastic and are permanently damaged when overstretched by more than 10 percent. How are ligaments torn? Most commonly ligaments tear when a single excessive force in the form of a sprain or lesion is exerted on a joint, or when repetitive trauma is applied to a chronically overloaded joint. Occasionally ligaments can also be severed as a result of lacerated or abrasion injuries. In young dogs’ ligaments have a tendency to tear at their bony attachments. It should be noted that in distal extremities the inner collateral ligaments are injured more frequently than the outer because of the slight outward portioning (valves) of the limb. When classifying ligament tears the ligament is only partly torn with grade two injuries (hence meaning in complete instability is not present), a completely torn with grade three injuries resulting is significant. What signs do affected dogs show? When the tear occurs, there is normally acute severe lameness, swelling and pain when felt, joint swelling and joint instability. How are affected dogs treated? Immediately after injury rest then a compression should

be applied to the affected area. A soft padded support bandage should be applied immediately to protect the joint from further injury. Non-steroidal antiinflammatories are also used for 3-5 days as a form of pain relief. Most grade 2-3 injuries require surgery to test with the type of surgery dependent on the degree of the tear and localise of the injury, the size of the affected dog and the ligament affected there are normally three surgical options available. 1. Restoration of the ligament by stitching and resealing the torn ligament on the bone via a bore tunnel 2. Replacing the injured ligament to restore the function of the ligament 3. Fusion of the joint when full functional recovery isn’t possible. When a situation occurs for example when the ligament tear at the back of the socket as a result of hyperextension After surgery dogs should have strict rest for the first 2 weeks followed by short lead walks for the next 6 weeks. During this initial four to six weeks following surgery an external bandage is used in order to protect the repair during the early stages of healing. Also, intensive physiotherapy is used immediately postoperative to assist in regaining optima’s function. After 12 weeks from surgery when lameness has eased, a gradual resumption to normal activity is resumed. It should also be noted that stem cells and growth factors (e.g. platelet rich plasma) can be used to improve healing. What are the Chances of a Successful Repair? A healed tendon never fully regains its original tensile strength but compensates by increasing the crosssectional area and velar of the tendon. Also, an injured or affected ligament that is overstretched or fails to heal sufficiently with result in a chronic instability. In turn this often leads to the development of arthritis in the affected joint.

Role at Dogs Victoria I am a Finance Officer in the Finance Department of Dogs Victoria – I also work with the Member Experience team assisting with member enquiries and general administrative work. In this role I’ve had the pleasure of interacting with members and learning about the work that goes on in the background in registering puppies and members. What inspired you to get involved with Dogs Victoria? I’m a current university student studying finance, I enjoy helping others and I love the company of dogs – so when there was an internship opportunity available at Dogs Victoria in the finance department, the stars seemed to have aligned on all three and I had to get myself involved. Explain your professional background I’m in my final year of my Economics and Finance degree – this is my first white-collar job!

Your favourite moment so far working for Dogs Victoria During my break, having a stroll during the middle of the day is always refreshing; the warm sun, fresh air, freshly cut grass and the occasional dog that will excitedly come up to you. A simple moment but a memorable one. How do you spend your time outside of work? I always aim to be productive, so I’m either studying for university or investing my energy in a hobby. Hobbies include playing chess, going out for runs, dancing and stock market analysis. When I’m resting, I’m either watching Netflix or hanging out with my fam bam. Lastly, do you own a dog? No, but I have a little sister which is almost the same as having a dog (she’s messier and not as well behaved as a dog unfortunately).

SCENT Work Scent work (also known as nose work) is a sport that is similar to the work of detection dogs in locating a specific scent and indicating to the handler that the scent has been located. It is a positive and challenging activity that is not only fun for the dog but also builds and strengthens a foundation of trust between handler and dog. This exciting new sport has been approved by the ANKC and will officially commence in Victoria on 1 July 2020. Mock trials will commence shortly while our foundation judges complete their training then competition is expected to commence early in 2021. Scent work and nose work training has been operating in Victoria for the past ten years mainly in the metropolitan area but more recently branching out across the state. Participants range from rescue dogs, disabled dogs, older dogs and pets to the more competitive dogs who have competed in tracking, track and search, obedience, rally obedience, agility or other performance sports. All dogs can do it! Dogs are trained on four odours – birch, anise, clove and cypress. Q-tips (cotton buds or cotton balls) are infused with these essential oils over a period of time and in competition, the dogs are expected to locate two to three Q-tips in a scent vessel, hidden in various locations. Dog and handler work together as a team; when the dog gives an indication, the handler must call an “Alert”.

be quite cluttered and difficult to negotiate, so lead handling is important. At novice level, the dog needs to indicate only one odour but as the dog advances to higher levels, they must locate multiple odours. They may even have a blank area where the dog and handler must indicate that the area is clear of odour. Distractors of various types (food, toys, humans, sounds etc.) can be added at higher levels to make it more challenging. The most difficult part of scent work is that the search must be completed in a matter of minutes. Scent work titles can be awarded at four levels of increasing difficulty – novice, advanced, excellent and masters. Or a handler can choose to only compete in certain elements (e.g. vehicles or containers) and gain an element title, after gaining passes in all four levels. A detector dog level will be developed over the next two years. The Dogs Victoria Scent Work Sub-Committee has been approved and consists of six members all involved in scent work as well as other ANKC performance sports. The skills of those members include: former professional detector dog handler; former Search and Rescue dog handler; a truffle dog handler; professional scent work trainers; obedience, tracking and TSD judges; and a University of Melbourne academic specialising in scent detection and founding member of the Australasian Conservation Dog Network. This month, I would like to introduce Talia Duell, known to many in the tracking and TSD community, as well as other disciplines such as obedience, rally, lure coursing and endurance. Talia commenced scent work training four years ago and has spent time training with and learning from search and rescue dog handlers and an explosives dog handler. She trained her own dog to detect truffles and provides detection services to farms in the Gippsland and Dandenong Ranges areas.

There are four elements involved in a search – interior, exterior, containers and vehicles. At novice levels, containers are always identical cardboard postal boxes but at higher levels, containers can be luggage, bins, flowerpots etc. Vehicles are not just cars but can include caravan, boat, trailer, ride on-mower etc. Interior and exterior are not large areas but can

Talia has worked in a volunteer capacity with Latrobe University where she trained her dog to detect Greater Glider scat and has assisted University of Melbourne researchers to determine if dogs can detect fresh plant material after being trained on frozen or dried material. She has also worked with Monash University conducting research into the accuracy of fox scat detection dogs on Phillip Island. In her spare time, Talia trains others in scent work in the Gippsland area, producing some very clever scent work dogs. Talia’s experience is an example of where scent work training can lead and how addictive it can be to dog and handler. RULES FOR THE CONDUCT OF RALLY OBEDIENCE TRIALS – TEMPORARY MODIFICATIONS The National Obedience & Tracking Committee has been liaising regarding the Rally Obedience rules and how Rally Obedience Trials can proceed and comply with COVID-19 restrictions. Due to the COVID-19 virus and the various Federal and State Government requirements the ANKC National Obedience & Tracking (NOTC) has identified an area within the ANKC Rules for the Conduct of Rally Obedience Trials which needs temporary modification, to enable compliance with these requirements. This modification does not change the intent of the rule but will enable the recommencement of trials once permission is given by each member body. Current rule: Entering and Leaving the Ring: On the Steward’s call of the dog’s catalogue number, the Handler will enter the Ring with the dog on lead and up take position at the “Start Station”. In the Exercises that require a dog to be off lead, the lead will be taken off and handed to the Steward. All dogs must leave the Ring on lead. Modify to - the lead will be taken off and retained by the handler. PLEASE NOTE: Once social distancing rules have been lifted, this exercise must comply with the current Rally Obedience rule immediately. PART 20 CODES 20.1 CODE OF PRACTICE (amended 15.11.18)

Each member, upon being admitted or re-admitted to membership of the Victorian Canine Association Inc shall be bound by the Victorian Canine Association Inc (hereinafter â&#x20AC;&#x2DC;Dogs Victoriaâ&#x20AC;&#x2122;) Code of Practice. Ethics 20.1.1 A member shall not knowingly or recklessly misrepresent the ANKC or Dogs Victoria. 20.1.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community. 20.1.3 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC and Dogs Victoria. 20.1.4 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs. 20.1.5 Members shall ensure proper care for all dogs under their control,whereby 20.1.5.1 Food shall be provided in sufficient quantity and nutritional quality; it must be canine appropriate and nutritionally balanced to meet the daily requirements for the condition, activities, age and size of the each dog. All dogs shall have access, in their housing area, at all times, to a sufficient supply of fresh, clean, water daily. Food and water utensils shall be kept clean; 20.1.5.2 Dogs shall be housed in a safe and secure manner that is suitable for the size and containment requirements of the dog and provides protection from adverse environmental conditions and climatic extremes.

Adequate ventilation and sufficient space must be provided for dogs to stand. The flooring area of pens/ cages shall not be made from uncovered suspended wire. Each dog older than 16 weeks of age shall have access to a separate bed or sufficient bedding material that all animals can sleep comfortably at the same time; 20.1.5.3 Dog sleeping, housing and exercise areas shall be kept clean and at a good standard of hygiene by cleaning any faeces, wasted food, and soiled bedding daily. Where pens and kennels are cleaning by hosing, material on floors (toys, bedding, food, faeces etc) shall be removed prior. Hard surfaces in pens and kennels should be disinfected weekly or more often if required. Veterinary advice shall be sought for managing the cleaning of premises and management of isolation if a contagious illness occurs in dogs; 20.1.5.4 All dogs of all age and breeding status shall be provided with an appropriate amount of daily exercise, social contact and enrichment suitable to the individual needs of the dog; 20.1.5.5 Where dogs are tethered, they shall be tethered in accordance with the Prevention of Cruelty to Animals Act 1986 and Regulations. Pregnant bitches of more than 7 weeks gestation, whelping bitches and lactating bitches with puppies shall not be tethered. Puppies under 16 weeks of age shall not be tethered. 20.1.5.7 Dogs shall be transported in a safe and secure manner. Dogs shall not be transported in the boot of a sedan type car. When on the back of a ute or trailer, dogs must be appropriately tethered or caged. Sealed transport containers shall have multiple ventilation holes. 20.1.5.8 Veterinary care is provided as required in accordance with the Code of Practice for the Private Keeping of Dogs. Additional veterinary

requirements for breeding dogs is described in Section 20.8 Code of Practice for Breeding Animal Health Management. 20.1.6 A member who leaves a dog owned by them in the care of another person shall remain responsible for that dog. 20.1.7 A member shall take all appropriate lawful measures to assist a dog in distress. 20.1.8 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community. 20.1.9 A member shall not participate in nor support any activity in that involves cruelty or damage to animals, excluding legal hunting activities. 20.1.9.1 Dogs shall not be trained or worked beyond their willingness and capabilities. All training methods used shall be humane and not cause undue fear, distress or pain. 20.1.10 A member shall make every effort to rehome any dog no longer required by that member to a suitable home. A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge except in exceptional circumstances and following notification in writing to Dogs Victoria. In this instance, depending on circumstances Dogs Victoria may request that any breeder prefix also be suspended or surrendered. Breeding 20.1.11 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically or predominantly for the pet or commercial market. 20.1.11.1 If breeding animals are determined to be no longer suitable for breeding, or are retired and are to be rehomed, they must be prevented from further breeding by transfer to limited register, neutering, contraception, contract of agreement or other means.

20.1.12 A member shall not breed with a bitch unless they have reached adequate maturity for that breed as determined by Dogs Victoria, without the prior approval of Dogs Victoria. Where the Rules, Regulations and Codes of Practice are otherwise silent, the minimum age for breeding a bitch shall be 12 months [see attached Minimum Breeding Age for Bitches]. 20.1.13 A member shall not breed a bitch causing it to whelp more than twice in eighteen months without the prior approval of Dogs Victoria. 20.1.14 A member shall not breed with a bitch causing it to whelp more than five times in its lifetime (amended 15.03.17) 20.1.14.1 First generation breeding (eg father / daughter; brother / sister; mother / son) matings are not permitted. 20.1.14.2 The progeny of any matings under 20.1.14.1 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.14 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes. 20.1.14.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (15/08/15) 20.1.15 A member shall not permit any of that member’s pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, to an unregistered dog of the same breed, or to a dog not on the Main Register without the prior approval of Dogs Victoria. 20.1.15.1 A member shall not permit any of that member’s unregistered dogs to be mated to any other unregistered dog,

with the exception of dogs registered with a Registry Body recognised by ANKC Ltd (unless an exemption is granted by Dogs Victoria). (amended 15/03/17, 15/04/18) 20.1.16 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease. 20.1.17 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age. (amended 15/05/17) 20.1.18 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the live stock import requirements of the country to which the puppy is being exported. 20.1.19 A member shall not knowingly sell a dog to any person residing in an overseas country known to be involved in the utilisation of dogs for the meat trade 20.1.20 A member shall ensure hat persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities. 20.1.21 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance. 20.1.22 A member shall register all puppies bred by that member that are living at the date of registration. Such registration

must include all puppies from the litter on the one litter registration application form and, subject to regulations, must be applied for within eighteen (18) months of the date of whelping. (15/11/11) 20.1.22.1 A breeder shall create a record file for each individual puppy born, and maintain until ownership changes or the animal is deceased. A breeder shall make available all records for inspection by an authorised officer or as directed by an officer of Dogs Victoria. Copies of these records must be retained by the breeder for a minimum of 3 years from date of last entry. 20.1.22.1.1 Records to be kept for puppies under 12 weeks of age shall include the following (copies of original documents are acceptable where originals accompany the puppy to its new owner): • a copy of the litter registration form, or alternatively: - name, - microchip number (when implanted); - sex; - breed; - date of birth; - colour and markings (if applicable); and - dam and sire registered names and numbers • health care history including vaccination records, internal and external parasite control, • purchase/disposal record including name and address of new owner (where applicable), • copy of health declaration, and • record of return (if applicable) with supporting documentation 20.1.22.1.2 Records to be kept for dogs over the age of 12 weeks acquired or retained by breeders for the purpose of breeding shall include: • either ANKC registration certificate, or alternatively: - registered name and number; - microchip number; - sex; - breed; - date of birth; - colour and marking (if

applicable); and - dam and sire registered name and numbers • council registration certificate; • health care history including vaccination records or titre tests, internal and external parasite control, • breeding status and breeding history, • purchase/disposal records including name and address of new owner (where applicable), and • record of return (if applicable) with supporting documentation. 20.1.22.2 Records of breeding history for dams must include dates of mating or artificial insemination, dates of whelping, number of puppies born alive, number of puppies stillborn, record of any whelping complications and resultant treatment, microchip numbers for live pups at 8 weeks, and post-partum veterinary treatment. 20.1.23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of: 20.1.23.1 The breed characteristics; 20.1.23.2 Vaccination record and / or requirements including the due date of the next vaccination or recommended timing for next titre; 20.1.23.3 Responsible dog ownership information; 20.1.23.4 All documentation required by Dogs Victoria 20.1.23.5 Records on internal and external parasite control; 20.1.23.6 Records of microchip number with a signed transfer of owner form; 20.1.23.7 A desexing certificate (if applicable); and 20.1.23.8 A written health declaration in accordance with 20.1.25. 20.1.24 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed. 20.1.25 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be supplied which

includes details of the known physical abnormality at the time of sale and how that abnormality may affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs; 20.1.25.1 Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price. 20.1.25.2 Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price. 20.1.25.3 If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management. 20.1.26 A member shall not: 20.1.26.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop. 20.1.26.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned. 20.1.26.3 Advertise in any media or other display, the sale or disposal of a dog without the inclusion of the member’s

Dogs Victoria membership number and, unless subject to written veterinary advice that the health of the dog is liable to be significantly prejudiced if it is implanted, each dog’s full microchip number. It is mandatory that the following wording is included in any advertisements:

“Please contact Dogs Victoria on email: office@dogsvictoria.org.au to verify my membership”.

General 20.1.27 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that: 20.1.27.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and 20.1.27.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner. 20.1.28 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog. 20.1.29 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog. 20.1.30 A member shall not misrepresent, malign, impugn or denigrate another member or person in such a way as to bring discredit upon themselves or Dogs Victoria. EXTREME WEATHER

CONFORMATION

Part 7 Regulations - Conformation 7.6.8 Extreme Weather Conformation This regulation takes effect from and including Saturday 1 October 2016.

Hot Weather

If the forecast temperature for the district where the show is to be held is 36 degrees or higher then: (a) The show is to be cancelled or: (b) The show is to be rescheduled to start at 7 pm where the exhibition area has lighting and is available for use.

Fire Danger

If the CFA fire danger rating for the district where the show is to be held is Extreme or Code Red then: The show must be cancelled

Gale Force Winds / Thunderstorms / Flood

If gale force winds, thunderstorms or floods

are predicted for the district where the show is to be held then: (a) The show MAY be cancelled or (b) A wait and see approach may be adopted and 1. If the show proceeds, judging must stop during thunder storms or periods of heavy rain. 2. Judging may continue without a lunch break. 3. If possible the show may be moved inside. 4. If the committee of the affiliate deem the show to be unsafe once it has commenced, the show must be cancelled. 5. Should a show be cancelled after commencement all awards will stand. Procedures for Affiliates and exhibitors to follow: 1. The forecast temperature for the district where the show is to be held will be as advised on the Elders Weather Website (www.eldersweather.com.au)

at 10 am two days prior to the show. The Fire Danger Rating for the district where the show is to be held will be as advised on the CFA website (www.cfa.vic.gov.au) at 10 am two days prior to the show. In the event of an official declaration by the CFA the day prior to the show of Extreme or Code Red the show must be cancelled. 2. The gale force winds, thunderstorm or flood predictions for the district where the show is to be held will be as advised on the Elders Weather website (www.eldersweather.com.au) at 10 am two days prior to the show. 3. Where multiple shows are scheduled over a cluster of a number of days, then only those day(s), where the temperature is 36 degrees or higher, or the fire danger rating is Extreme or Code Red or gale force winds, thunderstorms or floods are predicted, will be affected. 4. It is the responsibility of the secretary of the affiliate or its delegate, and the exhibitor to check the forecast weather, the fire danger rating, or the gale force winds, thunderstorms and flood prediction, for the district where the show is to be held as in procedures 1 and 2 above. 5. The secretary of the affiliate or its delegate must notify the Chief Executive of Dogs Victoria by telephone when the decision has been made to cancel or reschedule a show. 6. The Chief Executive will place a notice on the Dogs Victoria Facebook page and website advising members of the status of any show affected by this regulation. 7. Exhibitors are to refer to the Dogs Victoria Facebook page and/or website to check the status of the show. 8. Where a show is cancelled, no entry fees will be refunded. Where the affiliate has cancelled a show the secretary or their delegate must submit a copy of the catalogue and pay all levies to Dogs Victoria within 14 days of the date of the cancelled show.
