PRESIDENT Report COVID Action Plans As I write this column Premier Daniel Andrews has announced the easing of COVID-19 lockdown rules. As we progress to COVID Normal, Dogs Victoria is developing resources to assist affiliates and clubs develop their action plans. Recently, a survey was distributed to relevant DV subcommittees to get feedback so that the materials developed are suitable for the various dog activities, obviously the plans suitable for a dog show will differ from those needed for a field trial event. The Dogs Victoria Marketing and Innovation Committee is working with Dogs Victoria staff to undertake this development work, including liaising with government to get it right. The main takeaways for Dogs Victoria sponsored activities as I see it are that some dog activities may be “theoretically” possible if they are outdoors and if there are no more than 10 people involved. The main caveat is that for any DV activity there must be a COVID-safe action plan in place. These plans include what the organisers will do to keep participants safe, such as density requirements (how many people are allowed in a space and what physical distancing rules are in place), record keeping (so any participant can be contacted after leaving) and cleaning/sanitising protocols. Updated Website I think I was slightly “over-optimistic” in my October column, suggesting that a launch date of 13 October was achievable, sorry! That date came and went and there was still work to be done before management committee could be comfortable to release the new website. That is not to say that the launch has been put off into the never-never. Whilst there is no longer a deadline date, I still expect the launch to happen sooner rather than later. I am impressed with the work being undertaken by Cathy Ashton and her team. Their current focus is on ensuring that our public pages send a message that is positive to the promotion of pedigree dogs. They have temporarily paused their work on the pages restricted to “member only access” (all of which are currently available to members on the current website and are largely not controversial). Stay tuned.

KCC Park As you already know, Dogs Victoria has initiated a project (overseen by the KCC Park Facilities Committee) to develop the rear end of the Park, creating new exhibition and dog activity facilities. The first part of the project was to clean up the area by removing illegally dumped rubbish and then reshape it with a significant amount of “clean fill” soil. We recently received disappointing news that initial testing had revealed that a fraction of the soil (21 truckloads out of hundreds classified as clean fill on delivery) has now tested positive to chemical contamination. This is a big issue for Dogs Victoria and members have a right to be concerned. Whilst the initial testing indicated that the level of contamination was at the lower end, management committee is determined to ensure that the parties responsible for this mistake are held to account, pay for the site’s restoration, guarantee its safety into the future, as well as adequately compensate the association should there be any loss in value of the affected land area. A final report on the level of contamination is due on 23 November. We are working closely with the EPA and will keep members fully informed of developments. Ending on a positive note, the installation of our fire service commenced on Monday 26 October. The project will take 2-3 weeks. The service will provide a booster and hydrants (with hose reels) to service the buildings currently on the site, including the pavilion. The design allows for extension of the service onsite. After suffering with posttraumatic stress disorder brought on by his time serving with the Victoria Police, Liam sought out the help of an assistance dog which came in the way of Gypsy the Samoyed. This breed is known for its happy, smiling facial expression, known as the “Sammy smile”, which is a result of the Samoyed muzzle being slightly curved up at the corners of the mouth.

Chelsea has been with Dogs Victoria since January this year. Her responsibilities revolve around producing content for social media and assisting in the creation of marketing campaigns. The Dogs Victoria volunteer for November is Frank Tipping. Frank’s association with Dogs Victoria commenced in the 1950s. His involvement includes conformation, obedience, tracking, endurance and agility. Frank was recently elected to the management committee for a four year term. BUILDING A

BETTER PARK KCC PARK FACILITIES COMMITTEE UPDATE WRITTEN BY: CHRIS MOORE

Sadly, due to COVID restrictions we have been unable to hold any working bees, but we have been busy progressing our projects over recent months at KCC Park, with some great work by our caretaker Geoff.

Repair of the water leak outside the first aid room of the Classic building - this area had a slow leak for quite some time. We finally had to cut through the concrete path, to repair leak in the water main underneath

Repainting of the steel uprights of the shade gazebos has commenced

Repainting of each entrance to the pavilion with a new non slip paint has been commenced

Racks assembled in maintenance shed – several rows of racking have been installed to hold Dogs Victoria archives. Some of the records were held in the old containers, unfortunately, these had started to leak and were no longer viable as dry storage. Volunteers have also assisted with this large project.

The Lyndhurst Canine Country Club have kindly donated $8000 towards the upgrade of the Lyndhurst kitchen (north end), which includes an expanded kitchen, lockable pantry, and chair/ table storage. This is a $22,000 project, so we are seeking donations from any other affiliates towards this exciting project

The last of the old 40 foot containers have been sold and recently removed from the Park

Repainting of the BBQ gazebos was commenced after their rebuild in 2019. Once COVID restrictions permit we plan to hold a working bee to complete the painting

Keeping your dog safe this summer

Tips for your canine companion With summer just around the corner and the extra daylight and warmth in the air, now is a good time to consider what you can do to ensure you keep your canine companion safe from the heat this summer. Heatstroke for dogs and pets, in general, can be deadly, and by being aware of a few tips, you can ensure your dog is cool, calm and safe during the warmer months of the year.

Hot ground during a midday walk can be painful on paws as well, so where possible, consider moving your exercise routine to either early morning while it is cooler or later in the evening to ensure a cooler environment for your dog. Also, ensure you offer water to your dog during your walk if possible to keep them hydrated. •

Never leave your pet unattended in a car - this tip goes without saying, but it is important to note even ten minutes in a hot car can cause heat stroke or severe dehydration to your dog. Make a point not to leave your dog in a car in summer, while it might be easier; it is a dangerous prospect and could cause your pet to get heatstroke, dehydration or worse.

Ensure there is plenty of water out - no matter whether you are leaving the house for a short while or the entire day, be mindful always to have water available for your dog through the day. Fresh water is essential for dogs, and having a few water bowls throughout the inside and outside of your home can help to ensure your dog can always keep hydrated in summer no matter where they are on your property.

Take portable water bowls while you’re out and about - If you are visiting someone at their home, there are some easy to use collapsible water dishes that also all for easy access to water for your dog while you are out and about.

Be aware of fireworks and thunderstorms - often fireworks or thunderstorms due to New Year’s Eve or festive celebrations can occur throughout the summer months, causing distress for your dog. If you are away from your home during thunderstorms or fireworks, ensure your dog is safe as loud sounds can cause destructive behaviour and even cause your dog to escape the property.

Whether you are travelling in the car, going on a road trip to the beach or you are relaxing at home, there are plenty of simple ways to ensure your dog is safe this summer.

Tips for ensuring your dog is safe in the summer heat We all love our dogs and pets; however, it’s always essential for timely reminders to ensure our dogs are safe from heatstroke. Too much sun, humidity or not enough fresh air can be dangerous for your dog and to ensure your dog’s body temperature remains at safe levels, following some of the tips below is essential. •

Provide plenty of water and shade - whether you are at the beach, home or taking a walk, be aware of whether your dog has had enough water and shade. Dehydration in dogs is common in summer, and by choosing the cooler times of the day to play, walk outside or enjoy the outdoors with your dog you can help to ensure your pet remains cool, and their body temperature is at a normal level. Exercise with your pet in the late afternoon or early morning - the heat or humidity can be tough to manage for a dog during summer, and it can

KIDS AND DOGS - the positive impact of dogs on a child’s development Children and dogs can be great friends and help to develop kindness, empathy, understanding and respect for animals in little people. There are plenty of advantages for children growing up with dogs in their family, so long as your dog has been trained to be friendly and how to behave around kids. If you are considering adding a dog to your family or you want to introduce your young child to a pet, keep in mind some of these great tips to create a safe and longstanding bond between kids and dogs. Positive benefits of owning a dog for child development A recent study of children with and without pets found some interesting outcomes, including better physical and mental health of children who own pets. The study of over 5000 children found that pet-owning kids have better health, were more obedient, more physically active, less moody, had fewer behavioural problems and generally learnt better than children without pets. As well as this, additional health and development benefits for children that own dogs also include: Increased responsibility - by introducing a pet dog into your child’s life; you can

teach them responsibility when they need to help feed, walk, bathe, and clean up after the dog. Owning a pet is a valuable lesson in life and can be a wonderful opportunity for a child of any age to develop their life skills in their early years. Improved immunity - not only are pets great for general health, but they can also be great for boosting immunity as well. Time magazine notes a study that suggests children who live with pets have been found to have a better immune system than those who do not own a pet, providing another valuable benefit for kids who live with dogs or pets. Studies in paediatrics have also shown kids who live with pets are less likely to have allergies. Boosts emotional intelligence - studies also suggest kids who own dogs are encouraged to practice emotional intelligence and compassion when they are feeding their pets, walking the pet or caring for them in general. Building empathy and enriching socioemotional skills is a positive benefit of dog ownership and can help children build valuable skills that will help them later in life. Higher levels of outdoor activity and play - it is well known dogs and pets are a wonderful way to add some extra exercise to your daily routine through walks and general outdoor play. Children who have dogs, in particular, are shown to exercise more, and this is a great way to keep children active and fit during their younger years. Enhances sense of security - dogs are a fantastic form of therapy for many; however, they are also an excellent way to help kids and young children feel secure. Living with a dog in the family home can encourage verbal communication, increase social interaction and even reduce meltdowns – particularly for children with learning difficulties or learning delays. Some studies have shown the tremendous benefits dogs can have to help children with ADHD and Autism. Introducing a dog to your child or family can have enormous benefits to your kids. Building selfesteem and selfconfidence are just some of the basic benefits of pet ownership on early childhood development. Kids exposed to dogs in their daily life will learn empathy, compassion and often lead a healthier lifestyle.

Bred for their abilities to herd reindeer and alert their owners to the threat of predators, Samoyeds also spent a great deal of time inside dwellings providing extra warmth and comfort to their companions. Which makes them an outstanding breed for undertaking assistance and service training duties.

Often when I’m not feeling well she senses it and just gives me a nudge and it just gives you grounding”, said Sen Cont Murdock. Having experienced severe PTSD Liam and his wife Melissa threw themselves into training Gypsy, spending many long hours developing her in obedience and agility. When they moved away from Melbourne to the Goulburn Valley they connected with the Wangaratta Kennel and Obedience Dog Club (WKODC). Understanding the benefits assistance dogs can provide trauma sufferers, Liam began to develop programs at his local club to help people who had suffered similar setbacks. “That’s when we got involved with Police Legacy”,

The Code 9 Foundation recognise the calming and therapeutic effect dogs can have on their owners and they are pursuing ways in which they can help increase community access to these lifesaving animals as well as promoting the training of these dogs. “Receiving a fully trained assistance dog can cost upwards of $40,000 which is just not realistic for some families so we are hoping that we can become instructors and increase the amount of people out there training these dogs and providing the support our community needs”, said Sen Cont Murdock. The WKODC have taken a leading role in the community, attempting to increase the number of assistance dogs trained in north east Victoria to support their wider community. “It’s not just the police force or emergency responders that need these services, it’s also the local farmers struggling with drought and the state-wide Corona virus lockdowns have had a huge impact on people’s mental health. We want to try and be the first club to get assistance dogs training up and running and we are looking at developing a scholarship program”, said Sen Cont Murdock. BREED SPOTLIGHT - Samoyed History

The harsh and unforgiving terrain of central Russia is the original home of the Samoyed. Since ancient times, the Samoyede people have lived along the shores of the Arctic Ocean into an immense stretch of tundra from the White Sea to the Yenisei River. A remnant of one of the earliest tribes of Central Asia, the Samoyedes are a dark-skinned, semi-nomadic tribe of hunters and fishermen. There is evidence that they migrated to the Arctic with their dogs at least one thousand years before the Christian era.

Mr Ernest Kilburn-Scott became a significant influencing factor in the breed outside of Siberia. He acquired dogs from the explorers as well as some directly from Siberia. In his position with the Royal Zoological Society, he had the opportunity to accompany an expedition to Archangel in the 1880s where a very cute, plump puppy caught his attention. When he arrived home, the puppy attracted considerable attention. He then seized other opportunities to acquire more of these white dogs. He expanded the breed in England and showed the dog in several exhibitions. The dog was initially seen as an oddity from Siberia. Its beauty and amiability soon made it popular among the well to do and the influential. Kilburn-Scott founded the Samoyede Club and in 1909 Samoyede became the official name of the Bjelkier outside of Siberia, Kilburn-Scott conferred with explorers of Siberia and agreed on the pronunciation and a spelling of the people who were responsible for the dog. The dog was then named for the people. Later the “e” was dropped and the pronunciation anglicised.

Characteristics

The Samoyede people were known for their extraordinary love of their beautiful dogs known as Bjelkiers which means white dog that breeds white. They recognised that there were many similarities in their own social structures and hunting prowess and those of the wolf-like Bjelkier packs. The common social structures they recognised included organised hunting parties, babysitting, bringing food back to those unable to hunt, clan hierarchy, caring for the injured and storage of food. The Bjelkiers played and celebrated together and exhibited a highly specialised level of communication consisting of verbal and body language. The Samoyedes sustained themselves by hunting and fishing and their existence depended upon their dogs. It was found that herding the domesticated reindeer was a useful service that came naturally to the Bjelkier with its instinct to chase after the reindeer that broke from the herd. The dogs filled many important functions for the isolated Samoyedes. They fought off wolves, could drive away polar bears and guarded the tribe’s belongings. They were used at times for towing boats and sleds when it was impossible to use the reindeer which was generally used as the draught animal. They would hunt, haul, and herd, willingly and joyfully.

The Samoyed is alert, expressive, intelligent, full of action and displays great affection for all mankind. Joy is shown by the sparkle in its eyes and the mouth curving upward at the corners forming the well-known “Sammy Smile”. Its intelligence can be a challenge to its owner. The herding instinct is very strong. The Samoyed will often take off after a rabbit despite your command to stay. If you want a dog that will sit on the verandah and will not stray, this may not be the breed for you. If you are willing to give your time and love you will receive the greatest treasure a dog lover could experience, being owned by a Samoyed!

Facts about the breed

Brush your Samoyed before bathing. If it has started to shed, it can become matted and be a difficult job to comb out as well as painful for your dog. Bitches usually shed twice a year and dogs once, though they can have a slight shed mid-season. Once the Samoyed has had a complete shed and the new coat starts to grow in, there are generally no hair problems.

1. The average life span of the Samoyed is 10 to 12 years, however some Sams have lived for 14 to 16 years of age.

2. The Samoyed undercoat is an extremely warm fibre (said to be warmer than lamb’s wool) which can be spun and knitted for scarves and mittens. 3. The Samoyed coat is not like the coats of most other breeds. It does not have a typical doggie odour, is low in dander content and may be less likely to cause allergies. 4. The Samoyed is known for its happy, smiling facial expression, known as the "Sammy smile", which is a result of the Samoyed muzzle being slightly curved up at the corners of the mouth. 5. In extreme cold weather, Samoyeds will curl up, sleeping with their tails over their noses which acts to warm and humidify air inhaled through the nose. 6. The Samoyed is one of the oldest dog breeds. For thousands of years the breed made its home with the indigenous Samoyedic people of Siberia from which it derived its name. 7. This beautiful breed, due to its early history, still exhibits strong traits of loyalty and attachment and needs to be taken in as one of the family pack. They thrive on company and being part of their human family. They can become very bored if left alone for days on end in the back yard

Appearance

The Samoyed being essentially a working dog should be strong and active and graceful, and as its work lies in cold climates its coat should be heavy and weather resistant. The body should be well covered with a thick, close, soft and short undercoat, with harsh hair growing through it, forming the outer coat, which should stand straight away from the body and be free from curl. The Samoyed presents in pure white, white and biscuit, and cream. It moves freely with a strong agile drive showing power and elegance. Dogs are 51-56 cm at the shoulder, bitches 46-51 cm at the shoulder with weight in proportion to size.

They will be able to give you information about available puppies and also suggest dog shows where you can see the breed and speak to breeders. In this way you will gain a better perspective of the breed and its needs.

It is important to begin training at an early age, Pups may ignore commands when they are disinterested or if treated harshly. You need to be persistent, patient, and firm and make the experience enjoyable with lots of variety. The Samoyed will do your bidding when properly trained, but don’t expect a speedy response if it doesn’t consider the command to be fun, or given with enthusiasm. There are many Samoyeds happily sporting obedience titles with pride. The Samoyed requires plenty of exercise. It is an active working dog and needs daily exercise. Ignore this aspect and you could end up with a bored, destructive, vocal, and overweight dog. Take it for long walks, or have it run alongside you as you ride a bicycle or go jogging. Q&A with Frank Tipping

Tell us about your role at Dogs Victoria I am an Engagement & Marketing Officer here at Dogs Victoria, my main responsibilities revolve around producing content for social media and Staff membe assisting in the Chelsea Da r creation of widowski Dogs Victor ia Engagem marketing ent & Marketing O fficer campaigns. I also spent time in the Member Experience team, where I answered member queries and learnt about the different processes involved in registering litters, creating and renewing memberships etc.

Tell us a little bit about yourself and your role within the dog community? Although my association with dogs started in the 1950s, it was not until 1971, with the purchase Dogs Victor ia volunteer of a Golden Retriever I F ra nk Tipping was hooked so to speak and so commenced a life for all things dogs. I have participated in conformation, obedience which included obedience tracking endurance agility judging. In my earlier years of engagement, the KCC of Victoria were located at the Show Grounds at Flemington, and full of tradition. I am past president of Croydon Districts Obedience Dog Club (CDODC), and was Chief instructor, publisher/printer of the club newsletter. I was awarded Life membership in 1978 for services to the Club, many of which I still perform to this day.

What inspired you to get involved with Dogs Victoria? I was lucky enough to qualify for an internship via Swinburne University, where I am studying a double degree in Marketing and Public Relations. I jumped at the opportunity to work for Dogs Victoria, considering my love for animals, especially dogs.

Do you have your own dogs? If so, what breed/s and names? The Golden Retriever is my main choice of dog, and I was privileged to be owned by Rajah-MidasQuest. I have also been involved with Rhodesian Ridgebacks,(currently Taury and too many others to mention) English Pointers (Nelson) and a Short Coat Border Collie Asher (which was a rescue dog bought to Melbourne in the tool box on a semi) and then there is the Siberian Husky (Shadow, my son’s dog) that accompanies me on walks in the locality however I love them all.

Explain your professional background Although this is my first corporate job, I have an extensive background in customer service having worked in retail since I was 15. Dogs Victoria has been a great introduction to the ‘real world’ Your favourite moment working so far at Dogs Victoria Within my first week at Dogs Victoria, I was able to attend the Night of Nights show. I had never been to a dog show before and it was so much fun. It was the perfect insight into dog world. How do you spend your time outside of work? When I’m not studying or with my friends, my favourite thing to do is embroider! I have been embroidering for a couple of years and my biggest piece by far is a long and short stitch Dogs Victoria logo that I made for our Skye office. I cannot wait for members to look at it when we go back to the office. Lastly, do you own a dog? Yes! My beloved Maizy is almost 10 years old. She loves that I have been working from home – it means a few extra pats and cuddles.

How are you involved with Dogs Victoria? I am a current (and recurring) member of the Management Committee and in the past served the members working on these Committees; Facility & Environment, OTAC/OTEC, RAFT, Risk, Herding, in addition to ANKC Accredited Assessor, and VCA Representative across all disciplines. What year did you become a Dogs Victoria member? I became a member in 1971 as a member of the CDODC and in recognition of my service to the members and dog world, I was awarded life membership of dogs Victoria in 2014, of which I am extremely proud. Outside of dogs, what are your other passions (that we might not know about)? Until recently involved in the motor industry and i am currently casually employed (39 years) in the arts industry which has been devastated all around the World by the current COVID lockdown. I very much enjoy multiple genre of productions in the State Theatre Arts Centre, from theatrical productions or live music (that gets the rafters hopping!)

LURE RACING WRITTEN BY: MARCUSS MELLICK For a great day’s fun for you and your pampered canine pet why not try lure racing? All dogs love to run and chase. Lure racing is different from lure coursing in that it is run over a straight course of 80 to 100 metres for small terriers and other small breeds. The dogs are raced four at a time from starting boxes and chase a lure pulled by a battery-operated machine. Hurdle races and water jumps are also included on our fun days. The antics of some dogs when first raced have the spectators rolling with laughter, some stay in the boxes and others run straight to the fence to a person they know, instead of chasing the lure. After a couple of races they get the idea and are very keen to catch the lure. Racing happens in two categories: standards - dogs 12 ½ inches or 32 centimetres or less at the withers and talls - dogs over 12 ½ inches up to 18 inches. Larger dogs are encouraged to participate in either of the other lure disciplines. Italian Greyhounds and Whippets up to 18 inches (46 centrimetres) at the withers race in their own class and are welcome to join our racing. Registration for

our lure racing at KCC Park is from 10:15 to 10:45am on our race days. After registration is complete, your dog is allocated a race number and a computer draw decides who competes against who in each of the races. Dogs race four at a time from starting boxes. For the second race your dog will race against dogs that finished in the same order as your dog. Example if your dog wins its first race it will race against other winners the same applies to second, third and fourth placed dogs. Points are awarded four, three, two and one for each of three races. The progressive points score sheet is displayed on our notice board at each meeting. In November we have our presentation day for our points score competition with trophies for first, second and third in each of four divisions for standards, two divisions for talls and one division for Italian Greyhounds and Whippets. A fully enclosed racetrack is located at KCC Park, Westernport Hwy, Skye, where lure racing is conducted throughout the year. Jack Russell Terriers, both purebred or otherwise and any other breeds under 18 inches or 32cm, are welcome to participate. Additional race days are held throughout the year at other locations around Melbourne and members are notified through the Lure Racing Club of Victoria’s newsletter of the dates and times of these events.

JUNIOR HANDLERS WRITTEN BY: EMILY MARSHALL Emily Marshall has commenced writing articles of interest to our junior members. These articles will be published in the Dogs Victoria Magazine on a monthly basis.

Who am I?

A little about meI am 21 years old and am currently in my third year of completing my Bachelor of Education (Secondary) with a double major in Science (Biology/Chemistry), to become a teacher. I am extremely passionate about young people and learning. My family have attended dog shows for four generations and hence, I was born into showing dogs. I have memories from when I only just started walking of me trying to show dogs, our Jack Russell Terrier ‘Rebel’ was great help as the Dalmatians always just tried to lick me to death. Throughout the years I have been extremely lucky to handle many amazing dogs, both in the all breeds ring and junior handlers. My heart breed are Dalmatians, which I breed under our prefix “Pampard” along with my parents Shellie and Jonathan Marshall. However, I have been very lucky to have shown consistently and had a lot to do with Weimaraners, PBGVs, Dandie Dinmont Terriers, Airedale Terriers and Dobermanns as well. There are many very special people who from a very young age encouraged me and taught me about their breed, how to handle them and also about their conformation and without them I would not be the person or handler that I am today. I now want to be that person for young people.

Dog Shows

I am extremely passionate about junior handling and teaching young people. Due to my upbringing I was always around adults and my family who always spoke ‘the language of dogs’ as well as teaching me a lot about handling. Now I find great pleasure in seeing young people succeed and thoroughly enjoy helping, assisting and teaching young people like I have with my cousin, sister and others, in the same way that I was, more so than even being in the ring myself. On top of this I have a great interest in conformation. Throughout the years of my parents studying to become judges, I have helped them study, listened to them and learnt a lot. In the future I plan on continuing to learn about conformation and after I complete university plan on joining the judges training program.

Role model/mentor

I have been blessed in my life to have many incredible people to have entered, left and some who have stayed. However, the most constant and amazing people have always been my parents. In every facet of life my parents work incredibly hard to achieve

their best. They are constantly studying, putting in extra time and work to achieve greatness. However, they never ever stop giving me every opportunity in the world. My parents have taught me everything I know about breeding dogs, about conformation, about handling and mostly about hard work. They have consistently shown me and encouraged me to work hard to be able to achieve great things. I would be nothing without my parents, they are my role models, my mentors, my confidants and best friends. My family are incredibly important to me and I am very close with them.

Proudest Moment/ Favourite Memory

In my 14 years of handling dogs I have had many incredible memories. To note a few; • Two runner up national finals • Two state finals with my beautiful Dobermann Prime • Best in shows with my own and friend’s dogs However, my proudest moment has recently shifted. Since I have graduated high school I have had a lot more to do with breeding our Dalmatians with my parents. I have always been very interested in breeding however since I officially became one of the owners of “Pampard” in 2017 I have become more involved. My first official litter that I bred on paper, helped whelp, raise, train etc was that of my heart dog Pirate. Many of my more recent proudest moments are with Pirate, one big one was when he learnt how to high five! This may seem small but for someone as ‘special’ as Pi this was a big one. However, my proudest moment at dog shows was when I won best in show with Pi. The feeling of knowing that you had achieved something amazing with your own dog that you had bred, raised, trained and shown is just amazing and I will never forget it. I am really excited and look forward to writing these monthly articles! I plan on collaborating with others and hope they are enjoyed. SCENT WORK WRITTEN BY: JUDY PILLINGER It is so exciting to report this month that we have selected five Victorian applicants for our Foundation Judges Training Program – Sonja Needs, Angela Hervey-Tennyson, Talia Duell, (all three are scent work subcommittee members) Tammy Beattie and Jo Bates. For those people who have been doing regular scent work training, you will know most of these people very well and appreciate the depth of experience they bring to our new discipline of scent work. Necia Lynch will also commence the next trainee judge program in 2021. Foundation judges are currently undertaking their online training program and workshops will be conducted by Zoom meetings, hosted by Jennifer Alleyne and Peta Clarke. Their written assessment will take place in November however COVID restrictions will delay their practical training sessions and practical assessments. Despite these delays, we would like to think that judges will be licenced and scent work trials will begin around April-May 2021. Previous articles in the Gazette have introduced Talia and Sonja – this month we would like to introduce Angela HerveyTennyson. Angela’s association with Dogs Victoria began when she showed her family’s Bedlington Terriers in conformation as a junior many years ago. Remaining in group two, she fell in love with Soft Coated Wheaten Terriers, and has been a member of Dogs Victoria since the purchase of her first Wheaten nearly thirty years ago. She has shown three of her dogs to their conformation title; one achieved highest placed bitch in a RTG obedience trial; another gained a herding instinct pass. She was a founding member of the SCWTC of Victoria, has served on the committee of the Sporting Terrier Club, and is a member of TCV. She was employed by the government as a detector dog handler for ten years, working at airports, seaports and mail centres. While in that role, she heard about a great new dog activity in the USA - nose work (scent work). She did some research, and was hooked, saying “I love that the activity is suitable for just about all dogs, including shy and reactive ones. Dogs love to sniff, so it’s not surprising that nearly all dogs love to play the game”. She ran her first nose work course ten years ago at the dog club at which she still instructs. Always a keen traveller, Angela travelled to NZ and USA to gain her Certified Nose Work Instructor accreditation from the National Association of Canine Scent Work, graduating in 2016. She has returned to USA a number of times since then to learn more about nose work, attending training camps, trials and scent detection related conferences.

Believing that the more people learn about the benefits of nose work, the better it will be for all of our beloved dogs, Angela runs classes whenever, and wherever she can. As well as suburban Melbourne, she has held classes in regional Victoria, SA and WA, and online for those stuck in COVID-19 lockdown. She has introduced nose work to some affiliates, as well as to shelters, and rescue groups. Angela estimates that she has brought the joys of nose work to well over 500 lucky dogs and their humans. The youngest were six week old pups belonging to her breeder, and her oldest was a 17 year old retired TS Gr Ch. Until recently, she was an Australian Canine Scent Work Certifying Official and judge, and had the privilege to judge a number of odour tests and trials in Victoria and Tasmania. She was honoured to judge at the mock scent work trial at the Dogs ACT Dogs Extravaganza in 2018. She has organised nose work demonstrations at local Pet Expos and at the Royal Melbourne Show in 2014, and helped organise the scent work demonstration at Big Day Out For Dogs last year. She has hosted or co-hosted odour tests, trials, and scent work related guest speakers. She runs regular sniffing fun days where all proceeds are donated to charity. She organised her first Sniff Camp last year, and is looking forward to holding more as soon as we are COVID-safe. Angela is a Certified Professional Dog Trainer, with a Certificate IV in Companion Animal Services from the Delta Institute. Her education continues with attendance at many conferences and seminars. We look forward to seeing Angela judging our scent work trials in 2021.


RAFT OTEC Notes notes WRITTEN BY: DIANE MCCANN Well we are nearly at the end of 2020 and unfortunately most of us will be saying good riddance! So, let’s look forward to a great year of field and retrieving trials in 2021. With a La Nina forecast and good rain already had over most of the state in 2020 we should see game being plentiful and lots of opportunities for our gundogs to shine.

OTEC Notes - WRITTEN BY: DAWN HOWARD Unfortunately, in metropolitan Melbourne we are still locked up, so our dog clubs are not able to operate in person. As I write KCC Park is still closed, however the contractors are now able to mow the grass. Regional Victoria is in a much better position and some clubs have been able to provide classes for their members. Hopefully they will be able to continue for the rest of the year. Some clubs have been able to continue online lessons. A huge amount of effort is required both to hold real time classes in times of COVID-19 and to provide online lessons. Well done to those clubs that have been able to provide this service for their members. Most of the other states have been able to hold trials recently. It is interesting to see how they have coped. After discussing the situation with some interstate trial organisers and judges, there are some general rules we can look at. • • •

Competitors are advised to keep their social distance carefully Everyone should treat everything as if it has the virus on it If you don’t own it or are not responsible for it, don’t touch it

Most clubs have asked competitors to park cars with as much distance apart as possible. Bring their own chairs. If they bring a friend, that friend needs to be registered with the club. Show Manager has provided a service to competitors so that they can register anyone they intend to bring to the trial when they place their entry. The ANKC variations on the rules appear to be very popular, the handler retaining the lead saves time and obviously reduces risk. The 4.5 metre figure 8 hasn’t been a problem either. Judges just have to make sure that they leave enough room for the handler and dog to move around the posts while maintaining social distances. Competitors are asked to bring their dumbbell, gloves and articles to the ring in an open box. They are asked to use smaller boxes to contain other articles. In the case of gloves, they are asked to place them flat in the box so that the steward can pick them up using tongs and place them on the ground. One of the problems is sanitiser. The NSW handlers especially, are not happy to have judges or stewards

using sanitiser when placing the UD and UDX scent discrimination articles, which of course must be placed by hand. Therefore, they are recommending bowls of soapy water to wash hands between dogs. Separate bowls for the judge and the steward, preferably on separate tables. Actually, three tables in the ring. One for the handler’s articles, one for the judge, and one for the steward. I sought advice from Sonja Needs, who conducts research on detection dog projects at the University of Melbourne. She has two of her own scent detection dogs who actually work for the university. Their job is to find diseases on grape vines. She is regarded as an expert in scent work. I spoke to her about the UD and UDX issues with sanitisation, especially in regard to scent discrimination. She said at the university they have to sanitise all the equipment after each dog’s run. They have experimented with various sanitising products. •

Alcohol based sanitisers are effective, but can irritate dog’s noses. They won’t be allergic, just sensitive i.e. they will make them sneeze, but shouldn’t make a trained dog unable to recognise a scent Then there is Chlorhexidine, commonly used in hospitals And Zoono, which contains a Quaternary Ammonium Compound, this has been used in WA trials without problems


OTEC Notes - WRITTEN BY: DAWN HOWARD The last two are less likely to sensitise a dog’s nose. At the university after testing several products they have found diluted white vinegar as good as anything and doesn’t affect dog’s olfactory senses. One third white vinegar to two thirds water. Sonja advised that if we are working on the COVID virus, the best cleaner for that is soap. If you could find a plant based low or no odour dish washing liquid that would do the job. We know that COVID is broken down by soap. She has also found these: • • • •

Better Life Natural All-Purpose Cleaner, safe around kids & pets Puracy Multi-Surface Cleaner all-purpose cleaner. Must be the odour free. (Difficult to get in Australia) Pure-Castile Liquid Soap (use diluted) (this is a very good pet friendly soap used by all the clean and green cleaners) Hopefully we will have the opportunity to try out these things soon. OTEC has lodged a draft schedule for an obedience trial and a rally trial over the first two Tuesdays in December. We can only hope things are able to go ahead.

BREEDER COMMITTEE Understanding Permits & Council Requirements Understanding your obligations as a dog owner can be very confusing. Most people are aware that they need to register their dogs and cats with their local council, but when it comes to the various types of permits, there is often a lot of misunderstanding as to what is required. The rules relating to the keeping of dogs fall under several different pieces of legislation that are overseen by various departments within local council. With 79 different councils across the state of Victoria, the interpretation and enforcement of the rules can vary widely from area to area. Registering your Pets All dogs and cats over the age of 3 months are required, by law, to be registered with their local council. Registration runs from the 10th April each year, and you will need to pay a fee each year to keep your pet’s registration current. The rules relating to the registration of dogs and cats form Part 2 of the Domestic Animals Act 1994. This piece of legislation outlines the process for registration, the setting of fees, and requirements for microchipping and identification. It also gives individual councils the right to impose mandatory de-sexing requirements and outlines those animals that may be exempt from this requirement. The Domestic Animals Act gives councils the powers to impound animals, have them declared Dangerous or Menacing, and to register Domestic Animal Businesses within their municipality. Council Authorised Officers are also entitled to enter your property for the purposes of enforcing the Act and can impose fines for people who fail to comply with any of the registration requirements. Your local council is also obliged to develop a ‘Domestic Animal Management Plan’ every four years that outlines how they plan to manage domestic animals, encourage responsible pet ownership, and how they plan to enforce the laws. Information about registration requirements for your council, and a copy of your council’s Domestic Animal Management Plan will be available on their website. So how many Dogs can I have? Dogs Victoria members live all over the state of Victoria – from inner-city apartments to large farming properties in rural areas - making this an almost impossible question to answer. A large proportion of our members live on small acreage, hobby-farm type properties located around the metropolitan fringe. The appeal of this type of property is having a bit more space and being able to have a few more dogs. This makes it ideal for members who want to breed and raise a litter or keep several dogs to train and compete with. Unfortunately, you need to do your homework before moving, as some

zonings in these areas are no better than living in suburbia with regards to permitted numbers of pets. Planning Schemes and Zoning of properties The ‘Victorian Planning Scheme’ (which falls under the Planning and Environment (Planning Schemes) Act 1996) is a comprehensive state-wide guide to different ‘zones’ and what activities can and cannot be undertaken on land within those zones. Depending on the zoning of your property, there will be things you are ‘allowed to do’, things that you ‘might be allowed to do with a permit’, and things you are ‘not permitted’ to do. Individual Councils can then have a ‘planning overlay’ that they apply within their municipal area that further restricts use or Local Laws that override specific uses, and there can be caveats or covenants over particular properties. It can be very confusing…. An excellent first step is to find out what zoning applies to your property (or, if you are thinking of moving, the zoning of any property you plan to buy/lease). This information can be freely accessed for any Victorian address via the www.planning.vic.gov.au website. You simply ‘Search for a Planning Report’, entering the address of the property of interest. It will then give you all of the information regarding the zoning and overlays that apply to that property, along with links through to more information about the rules that apply to that zoning type. Council Information The information provided on the planning.vic.gov.au site will also list the name of the council in which the property is located. So the next step is to visit that council’s website for more information on Local Laws and pet ownership. Most council websites will have very clear information about pet ownership. Most have a ‘Pets and Animals’ section, and this will list how many pets, of which type (cats, poultry, birds, rabbits, livestock etc.) you are allowed to keep without a permit. For example, Moreland City Council (Inner North) website states: If you live in a flat, unit, apartment or townhouse you are allowed one dog, all other premises; you are allowed two dogs without a permit. Casey City Council (South West) website states: If your property is less than 1 acre, you are allowed two dogs, and if your property is over an acre, you are allowed four dogs without a permit. Murrindindi Shire Council (Central Victoria) website states: If you live on residential land, you are allowed two dogs, and on rural land, you may have up to 5 dogs without a permit.


BREEDER COMMITTEE Understanding Permits & Council Requirements Excess Animal Permits/Local Laws Permits If you want to keep more dogs (or other pets) than the baseline allowed for your property, you will need to apply for an excess animal permit. Applications for this type of permit involve completing a form and may trigger a visit from your Council’s Local Laws Officer. Many councils are reluctant to grant excess animal permits in built-up areas due to the risk of impacts on the rest of the community. As each application is reviewed, they will take into account your dog registration history, any barking or other complaints received from your neighbours, and any occurrences where your dogs have caused nuisance or escaped your premises. If granted an excess animal permit, you will need to pay a fee, and the permit will need to renewed each year. All animals covered by the permit will also have to be registered. Planning Permits and Dog Breeding Planning permits are different from excess animal permits because they relate to the activities that can be conducted on a particular property. Within the Victorian Planning Provisions (73.03) there is a definition of land use terms including ‘Domestic Animal

Husbandry’ which is defined as ‘Land used to keep, breed, board or train domestic animals’. Unless ‘Domestic Animal Husbandry’ is listed explicitly in the permitted activities in your zoning rules, you will need to apply for a planning permit to undertake this activity. If it is a prohibited use, you will not be able to do it. In the past, many councils did not stringently enforce this planning permission requirement unless the breeding was of a commercial scale. With increasing legislation relating to the breeding of dogs and cats, it is becoming a requirement that our members are having to address with their councils, and in many cases, are finding difficult. Applying for a planning permit is both complicated and costly. Some councils are reluctant to allow breeding of dogs given the media focus on puppy farms and the large amount of legislation they have to enforce. They want to make sure they tick every box, and some are asking for independent environmental impact assessments, including sound/noise reports. For a small scale, recreational breeder, this can make things seem all too hard and the cost of the applying for the permit more than they could ever hope to recover through breeding a few litters.

BREEDER COMMITTEE Understanding Permits & Council Requirements Existing Use Rights Over time the zoning, and hence the permitted use of each piece of land across the state, may change as the population expands and councils apply new planning strategies. Within the planning rules is a clause that covers this type of change because an activity that might have previously been allowed to occur at a property may no longer be permitted under the new zoning. An example is an inner-city factory that was initially in an Industrial Zone that, due to zoning changes, is now in a Residential Zone. It is not fair to expect the factory owner to have to suddenly close their business or sell up and move to a new property because the rules have changed around them. The Victorian Planning Scheme has a provision that allows a business or activity to continue provided it was previously allowed and was taking place before the changes – this is called ‘Existing Use Rights’. Existing Use Rights most commonly applies at the time of a zoning change, but also allows for lawful activity conducted at your premises for 15 years or longer to continue. Many Dogs Victoria breeders have been breeding at their premises for 20-30 years, and some have moved to properties that have previously been owned by other ‘dog people’ who bred at the premises before them. The ownership of the property can have changed in the 15 years, but if you can document that the activity of dog breeding has been undertaken at your property continuously (no more than a two-year break) across that time you may qualify for ‘Existing Use Rights’. Documentation may include proof of Dogs Victoria membership, litter registrations, invoices for veterinary services relating to breeding etc. Your council may still ask that you apply for a Planning Permit, but if appropriately documented, cannot refuse to grant the permit retrospectively if Existing Use Rights can be demonstrated. Domestic Animals Business Registration If you provide a boarding kennel service, run a training establishment, or breed dogs (other than as a Microbreeder or Recreational Breeder) at your premises, you will need to register with your local council as a Domestic Animals Business. The registration as a Domestic Animal Business is a requirement under the Domestic Animals Act and requires your operation to meet the requirements of the associated mandatory Code of Practice. Domestic Animal Business registration requires yearly renewal and inspection by the Council Local Laws Officers.

Can Dogs Victoria assist members? Dogs Victoria continually lobbies Government for fair, simple and enforceable regulation of Dog Breeders across the state. Its members qualify for some exemptions due to its status as an Applicable Organisation as defined under the Domestic Animals Act. The Dogs Victoria Compliance team can provide some simple advice, but given the complexity of the matter, every member’s situation may be different. Make sure you take the time to investigate the zoning of your property and have a thorough read of the council’s website before doing anything. Because different Council departments are dealing with varying pieces of legislation, you may get conflicting advice or information depending on whether you speak to Local Laws or Planning Departments. If you call your council, the reception staff may not know who is best to answer your questions, so try to make sure that you ask to speak to the right department. Our advice is to make sure that any contact you have with your Local Council is documented. Make a note of the date, the name of the person you spoke with, and the department in which they work. Where possible, ask them to send any information or advice in writing/ by email. That way, if there is a staff change, or you are referred across to a different department, you have something solid to work off.

BRACHIAL PLEXUS INJURY What is a brachial plexus injury?

The brachial plexus is made up of nerve roots originating from the sixth cervical to second thoracic section of the spinal cord (ie around the shoulder region). These nerve roots innervated the front limbs. Injury to the brachial plexus usually are the result of traction to the front leg or pulling of the shoulder away from the body, these injuries often occur after car accidents or falls.

What signs do affected dogs show?

The signs include non-weight bearing lameness or muscle weakness of the affected forelimb as a result of the nerve damage. The dog often holds the limb in a flexed position, there is also a variable loss of reflexes and sensation to the limb, the extent of which is governed by the degree of damage to the plexus.

How can the injury be detected?

Based on the signs the dog shows, detection is usually fairly obvious. Then the examination is focused on detecting which of the brachial plexus nerves are involved. Where the radial nerve is involved there is reduced sensation on the front and outside of the forearm, and a loss of extension of the toes, wrist and elbow, the latter of which is needed for weight bearing of the front leg. Electrodiagnostic testing is sometimes used to determine the extent of the injury, and to monitor the recovery of the nerves.

Can dogs recover from the injury?

Dogs with stretch injuries or slight damage to the outer layer of the nerve usually recover, whilst dogs with complete avulsion of the nerve roots rarely recover. Where there is complete loss of sensation below the elbow there has been avulsion of multiple nerve roots and hence there is likely to be a poor outcome. However it is usually advisable to allow 4-6 weeks for potential recovery. During this time physiotherapy exercises, massage and flexion/extension of the affected joints should be undertaken to maintain muscle and joint integrity. In some cases where there is limited feeling below the elbow some dogs may damage their limb from dragging it when walking, or may self-mutilate. Where there is a chance of this occurring the limb should be covered to avoid such trauma from occurring. Sadly in cases where function fails to occur amputation may well be required.

MANAGEMENT COMMITTEE ELECTION REGULATIONS MANAGEMENT COMMITTEE ELECTION REGULATIONS 6.3 6.3.1

MANAGEMENT COMMITTEE Title These Regulations shall be cited as the VCA Management Committee Election Regulations and shall be read in conjunction with the VCA Rules 2.40 to 2.75 inclusive for the conduct of Management Committee Elections. 6.3.2 Objective The objective of these Regulations is to set out procedures for election of Office Bearers and ordinary members of Management Committee of the VCA. 6.3.3 Authorising Provisions These Regulations are made under the Clause 1.5.31 of the Constitution of the VCA. 6.3.4 Returning Officer The successful tenderer appointed in accordance with Rule 2.70 shall conduct the election for Management Committee for that year or for those years for which the tender was accepted. An officer of the successful tenderer, appointed by that entity, shall be the Returning Officer for elections conducted during the term of the successful tender. (15/03/17) 6.3.5 Substitute Returning Officer The Returning Officer may, by writing under his or her hand appoint: 6.3.5.1 a Substitute Returning Officer to assist the Returning Officer or to act in the absence of the Returning Officer; and 6.3.5.2 Poll Clerks to assist in the conduct of Elections. 6.3.6

Election Officials not to be Candidates or VCA Inc. be lodged with the nomination form, together with a photograph of the candidate and a statement which shall be published in accordance with Rule 2.59. The statement in relation to ‘other relevant information’ must not exceed 400 words. 6.3.3.4 Upon request the Returning Officer shall issue a receipt for a completed nomination form and profile. 6.3.8 Polling 6.3.8.1 At least twenty one days before the poll closes the Returning Officer shall send by post, via the VCA Gazette addressed to each voter: 6.3.8.1.1 the ballot paper for the election, duly signed or initialled by the Returning Officer, the substitute Returning Officer or a Poll Clerk; and 6.3.8.1.2 a return-envelope bearing the Returning Officer’s address. 6.3.8.2 an election shall not be invalidated by reason merely that ballot papers have been irregularly forwarded to persons who are not entitled to vote or have been omitted to be sent to members who have registered to vote, unless in the opinion of the Returning Officer the irregularity or omission may have affected the result of the election. 6.3.9 Return of Ballot Papers The completion and return of ballot papers shall be in accordance with the instructions forwarded with the ballot papers. Ballot papers completed and returned otherwise than in accordance with the instructions must not be counted. The decision of the Returning Officer as to the validity or invalidity of any vote or ballot paper is final. 6.3.10 Issue of New Ballot Papers If a voter gives to the Returning Officer a declaration to the effect that the voter has not received a ballot paper or that the ballot paper received has been lost, spoilt or destroyed, and that the voter has not already voted, the Returning Officer may issue a new ballot paper to that voter. 6.3.11 Scrutiny and Count (15.12.10) As soon as practicable after the close of the poll, the Returning Officer or the Substitute Returning Officer with the assistance of any Poll Clerk shall: 6.3.11.1 produce unopened all envelopes containing ballot papers received up to the time of closing the poll; and 6.3.11.2 examine each envelope, and if it is properly completed and otherwise complies with the Rules and/or these Regulations, accept the vote for further scrutiny; and 6.3.11.3 if an envelope is not properly completed or otherwise does not comply with the Rules and/ or these Regulations, reject the vote without opening the envelope; and 6.3.11.4 place the unrejected envelopes on a table so that the names and signatures of the voters are not visible; and 6.3.11.5 open each unrejected envelope, withdraw the


MANAGEMENT COMMITTEE ELECTION REGULATIONS ballot paper and deposit it in the ballot box; and 6.3.11.6 when all the ballot papers have been deposited in the ballot box, open the ballot box, withdraw the ballot papers and count the votes. 6.3.11.7 the envelope containing the ballot paper shall not contain more than that voter’s ballot paper. 6.3.12 Adjournment of Scrutiny and Count The Returning Officer may from time to time adjourn the scrutiny and/or count of votes to a day and hour fixed by the Returning Officer and notified to the scrutineers. 6.3.13 Voting System The votes are required to be counted under the VCA prevailing voting system (VCA Rule 2.41). The method to be used shall be in accordance with the provisions of the Local Government Act (1989) provided that this method does not conflict with the VCA Rules in which event the VCA Rules shall prevail. 6.3.14 Recounts Within seven days of being notified of the result of an election any candidate may, by request in writing addressed to the Returning Officer, request a recount setting forth the reasons or upon the Returning Officer’s own motion, the Returning Officer may make a recount of the votes. 6.3.15 Eligibility to Vote - Electoral Roll 6.3.15.1 All ordinary, dual or life members as described in Rule 2.6 shall, subject to Rules 2.10 and 2.11 be eligible and entitled to vote.

6.3.15.2 The VCA Membership Roll of eligible ordinary, dual or life members shall, subject to Rules 2.10 and 2.11, comprise the Electoral Roll for voting purposes. The Electoral Roll will be supplied by the Chief Executive to the Returning Officer. The VCA prohibit release of, or recording detail of the Roll by any person. The Roll may only be inspected by a person to satisfy that person’s inquiry as to correctness of the Electoral Roll. Such inspection shall take place by appointment at the VCA Office where a duplicate copy of the Electoral Roll will be kept. 6.3.16 Election Material A person shall not, during the relevant period in relation to any VCA election, print, publish or distribute, or cause, permit or authorise to be printed, published or distributed, a newspaper, circular, pamphlet or “dodger” containing an article, report, letter or other matter containing electoral matter unless the author’s name and residential address or the authors’ names and residential addresses, as the case may be, are set out at the end of the article, report, letter or other matter.

From The ANKC LTD CIRCULAR 40/2020 – NON RECOGNISED CLUBS IN CYPRUS (CYPRUS KENNEL CLUB) The Cyprus Kennel Club (CKC) informs the FCI members and contract partners that it does not recognise any more the Cyprus Kurzhaar Club and the Cyprus Epagneul Breton Club. Consequently, • any event (shows or trials) or results of events organised by the above two clubs will no longer be approved, • the clubs are no longer allowed to represent Cyprus at any national or international organisations/clubs/competitions of the breeds represented, The FCI members and contract partners are invited to inform CKC about any communication they get from those clubs. CIRCULAR 41/2020 – AMENDED FCI SHOW JUDGES CODE OF COMMITMENT TO THE WELFARE OF PEDIGREE DOGS The amended FCI show judges code of commitment to the welfare of pedigree dogs (Addition of Art. 9 & 10: Judges and social media) as approved by the FCI General Committee on the occasion of its September 2020 online meeting at the request of the FCI Show Judges Commissions is now available from the FCI website. The FCI also inform that these regulations are now in line with the FCI Statutes, (“purebred dogs” has been replaced by “pedigree dogs”). This code is also available on the Dogs Victoria website under the Judges tab. CIRCULAR 42/2020 – SUSPENSION (UKRAINIAN KENNEL UNION) Ukrainian Kennel Union (UKU) informs the FCI members and contract partners that Mrs Alla DERDIUK has been suspended as UKU member and breeder (FCI kennel name: CHERRY MERRY TAILS) since 15/09/2020 until further notice. Consequently, she is not allowed to perform any breeding activities until further notice. CIRCULAR 43/2020 – SUSPENSION (UKRAINIAN KENNEL UNION) Ukrainian Kennel Union (UKU) informs the FCI members and contract partners that Mrs Mariia Gvozdieva has been suspended as UKU member, breeder and international show judge, since 15/09/2020 until further notice. Consequently, she is not allowed to perform breeding activities nor officiate at national and international shows in Ukraine and abroad during this period. CIRCULAR 44/2020 – SUSPENSIONS (UKRAINIAN KENNEL UNION) Ukrainian Kennel Union (UKU) informs the FCI members and contract partners that Mrs Inna Smirnova (FCI kennel name: DOMA SMIRNOVIH (IZ)) and Mrs Larysa Kirieva (FCI kennel name: MARGET STARS) have been suspended as UKU members, breeders and international show judges, since 15/09/2020 until further notice. Consequently, • their kennel name has been suspended; • they are not allowed to perform breeding activities or use their kennel name; • they are not allowed to officiate at national and international shows in Ukraine and abroad during this period. The FCI Judges Directory and the international FCI Kennel Name Register have been updated accordingly. SUSPENDEND DOGS NSW MEMBERS Dogs NSW have advised the following members are suspended:• Mr Phillip Adams 2000491530 – five years from 16 January 2020 (please note also holds a membership in WA 6100046048) • Mrs J Kavanagh 2002904990 – one year from 10 October 2020 CIRCULAR 46/2020 – EXCLUSION (CYPRUS KENNEL CLUB) The Cyprus Kennel Club (CKC) informs the FCI members and contract partners that Mr George GEORGIOU has been definitively excluded as CKC member and international judge, since 9/12/2019. Consequently, he is no longer allowed to officiate at any FCI international shows or trials.


Finance Report — September 2020 Finance Preformance The Association has completed the financial process for the September 2020 trading period. The trading performance for the month of September was a Surplus of $40,866. The YTD performance at the end of September is a Surplus of $34,467. At the same time last year, the result was a Surplus of $41,103. Revised Budget Process Following the commencement of the Covid-19 pandemic in the March period, Dogs Victoria prudently revisited its Budget for 2020. The Original Adopted Budget for 2020 was recast, as the prevailing conditions for 2020 would be significantly different from the conventional trading scenario that formed a major basis of the Budget assumptions of the Original Budget. Dogs Victoria identified two scenario’s for its Recast Budgets — Events / Shows to be suspended from the March period through to the end of August (known as September Scenario), and a more conservative scenario that there would be no Events / Shows for the remainder of the year (known as December Scenario) due to Covid-19 and State Government gathering restrictions and Covid-19 protocols. Dogs Victoria now utilises the Budget December Scenario in its Profit and Loss Report for comparison of Actual v Budget. Finance Reports Dogs Victoria will update members quarterly during 2020 – the September quarter is attached herewith. The following Reports for the September Quarter are presented; 1.

Profit and Loss for the month of September 2020, including YTD and Budget (December Scenario) and Previous Year comparatives.

Balance Sheet as at 30 September 2020

Comments Analysis of our September YTD 2020 trading data reveals the following; Revenue Revenue YTD at September 2020 is tracking in line with recast December Scenario figures. Actual YTD Revenue of $1,941,425 demonstrates a favourable 1.9% variance with YTD Budget of $1,905,292. Comparison to 2019 of Revenue of $2,608,728 clarifies impact of suspension of Events / Shows since mid-March with ‘Registration & Dog Activities’ Revenue for Bulla Exhibition Centre ($89,269 Negative Variance to last year), KCC Park ($128,918 Negative) and Country Dog Levies ($80,729 Negative Variance) demonstrating revenue fall.

Dog Registrations (Litters) has remained robust despite conservative Budget estimates, Litter Registration levels have been consistent over the past six months and continue to be a significant element of our Revenue total. The Federal Covid-19 Support package of JobKeeper was revealed after the Association had recast the 2020 Budget. Dogs Victoria has qualified for JobKeeper Stage 1 (April 2020 — September 2020) and as at September 2020, had received $352,500 of subsidy from this program. However, JobKeeper has also increased Wage Costs as some staff cost savings projected in the revised budget did not eventuate as such staff were maintained under the JobKeeper program. Expenditure Overall, Expenditure YTD as September 2020 (Direct Expenses plus Operating Expenses) is $22,727 (1.2%) above Recast Budget December Scenario after allowing for the JobKeeper Subsidy (Actual $2,259,457 less $352,500 = $1,906,957 v Budget $1,884,230) with the major overruns due to; Gazette $84,793 (YTD Actual $143,555 vs Budget $58,762) the December Scenario Budget projected that the Association would commence Digital production of its monthly Gazette from March onwards for the remainder of the financial year. Two additional months of hard copy Gazette have been produced since March when the Association transitioned to Digital publication during Covid-19. VCA Computer Expenses $42,659 — additional costs incurred from working remotely during Covid-19 and implementation of updated digital protocols (safeguarding of information) Existing contractual Agreements regarding service provision regarding Photocopying & Printing, VCA Computer Expenses and Consultant Fees continue to impact on expenses, but negotiations have been conducted to reduce these costs going forward. These over-runs have been partly offset by savings in the areas of KCC Park Operations Expenses, Office Expenses, Staff Training & Development and Public Relations Expenses totalling $81,631. At the end of June 2020, Cash and Term Deposits totalled $1,509,391. Summary The Association forecast a recast December Scenario Budget Surplus of $17,942 for 2020. Despite the extremely challenging economic environment, the Association has worked diligently at managing costs in line with revenue declines, and based on the year to date September result, is on track to return a modest surplus for the full year.

The attention of breeders and intending puppy purchases is drawn to the following VCA Regulations and ANKC Regulations. Full copies of the Regulations are available from dogsvictoria.org.au and ankc.org.au VCA REGULATIONS 4.4.4 Except as provided for in these Regulations any member selling, supplying or disposing of a dog to another person must supply to that person the signed registration certificate duly completed with the name and address of the person and the transfer date, within one calendar month of disposal unless Management Committee otherwise directs. A member shall not include any contractual provisions contrary to this regulation. (15/11/11) 4.4.5 Any member who sells a registered dog without transfer of registration to the purchaser must obtain the agreement of the purchaser in writing that the dog will either not be transferred into the name of the purchaser or deregistered with the VCA. 4.4.6 A member shall not sell any dog in such a manner as to cause the purchaser to believe the dog being sold is registered with the VCA if it is not. (15/09/19) 4.4.6.1 A member may indicate during the sale that a dog which is not as yet registered with the VCA is intended to be registered in accordance with Regulation 4.1.3. ANKC LTD REGULATIONS Part 6 Section 8 Breeding 8.3 All bitches eight years of age and over at the time of a mating must have

a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (Added BOD 10/11) 8.4 First generation (father/daughter, mother/son, brother/sister) matings are not permitted. ANKC Ltd Member Bodies will not register the progeny of father/daughter, mother/son, brother/ sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating on the basis of health or genetic reasons to the benefit of the breed. Any breach of this regulation will constitute an offence by the member/members who are the owners of the sire and dam of the litter. The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties may be determined by the member’s member body. (Added 10/10, 6.7) (Amended EAP 07/11) (Amended 10/14, 7.5.6) 8.5 First Degree Mating protocols: (Added 10/12, 6.6.1) 8.5.1 Applications shall be made prior to the mating to the relevant ANKC Ltd Member Body and the following information is the minimum required for the Member Body to make deliberation: a. Grounds for the mating should include details of the dogs to be mated and relevant health test results; b. Desired outcomes for the mating; c. When the intended mating is likely to occur. 8.5.2 Where prior approval has not been sought or granted by the Member Body. All progeny are to be registered on the Limited Register and the record flagged never to be upgraded to the Main Register. (Added 10/13 – 6.5.1)

PART 20 CODES 20.1 CODE OF PRACTICE

(amended 15/09/19, 15/08/18) Each member, upon being admitted or re-admitted to membership of the Victorian Canine Association Inc. shall be bound by the Victorian Canine Association Inc. (hereinafter ‘Dogs Victoria’) Code of Practice. Ethics 20.1.1 A member shall not knowingly or recklessly misrepresent the ANKC or Dogs Victoria. 20.1.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community. 20.1.3 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC and Dogs Victoria. 20.1.4 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs. 20.1.5 Members shall ensure proper care for all dogs under their control, whereby 20.1.5.1 Food shall be provided in sufficient quantity and nutritional quality; it must be canine appropriate and nutritionally balanced to meet the daily requirements for the condition, activities, age and size of the each dog. All dogs shall have access, in their housing area, at all times, to a sufficient supply of fresh, clean, water daily. Food and water utensils shall be kept clean; 20.1.5.2 Dogs shall be housed in a safe and secure manner that is suitable for the size and containment requirements of the dog and provides protection from adverse environmental conditions and

climatic extremes. Adequate ventilation and sufficient space must be provided for dogs to stand. The flooring area of pens/cages shall not be made from uncovered suspended wire. Each dog older than 16 weeks of age shall have access to a separate bed or sufficient bedding material that all animals can sleep comfortably at the same time; 20.1.5.3 Dog sleeping, housing and exercise areas shall be kept clean and at a good standard of hygiene by cleaning any faeces, wasted food, and soiled bedding daily. Where pens and kennels are cleaning by hosing, material on floors (toys, bedding, food, faeces etc) shall be removed prior. Hard surfaces in pens and kennels should be disinfected weekly or more often if required. Veterinary advice shall be sought for managing the cleaning of premises and management of isolation if a contagious illness occurs in dogs; 20.1.5.4 All dogs of all age and breeding status shall be provided with an appropriate amount of daily exercise, social contact and enrichment suitable to the individual needs of the dog; 20.1.5.5 Where dogs are tethered, they shall be tethered in accordance with the Prevention of Cruelty to Animals Act 1986 and Regulations. Pregnant bitches of more than 7 weeks gestation, whelping bitches and lactating bitches with puppies shall not be tethered. Puppies under 16 weeks of age shall not be tethered. 20.1.5.7 Dogs shall be transported in a safe and secure manner. Dogs shall not be transported in the boot of a sedan type car. When on the back of a ute or trailer, dogs must be appropriately tethered or caged. Sealed transport containers shall have multiple ventilation holes. 20.1.5.8 Veterinary care is provided as required in accordance with the Code of Practice

for the Private Keeping of Dogs. Additional veterinary requirements for breeding dogs is described in Section 20.8 Code of Practice for Breeding Animal Health Management. 20.1.6 A member who leaves a dog owned by them in the care of another person shall remain responsible for that dog. 20.1.7 A member shall take all appropriate lawful measures to assist a dog in distress. 20.1.8 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community. 20.1.9 A member shall not participate in nor support any activity in that involves cruelty or damage to animals, excluding legal hunting activities. 20.1.9.1 Dogs shall not be trained or worked beyond their willingness and capabilities. All training methods used shall be humane and not cause undue fear, distress or pain. 20.1.9.2 Dog Collars The use of dog collars incorporating protrusions designed to puncture or bruise the dog’s skin, or electronic collars designed to deliver an electric shock to the dog is prohibited at any VCA sanctioned event, training activities, or any activity which may reasonably be seen to be in connection with the VCA. (15/09/19) 20.1.10 A member shall make every effort to rehome any dog no longer required by that member to a suitable home. A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge except in exceptional circumstances and following notification in writing to Dogs Victoria. In this instance, depending on circumstances Dogs Victoria may request that any breeder prefix also be suspended or surrendered. Breeding 20.1.11 A member shall breed

primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed standard, and not specifically or predominantly for the pet or commercial market. 20.1.11.1 If breeding animals are determined to be no longer suitable for breeding, or are retired and are to be rehomed, they must be prevented from further breeding by transfer to limited register, neutering, contraception, contract of agreement or other means. 20.1.12 A member shall not breed with a bitch unless they have reached adequate maturity for that breed as determined by Dogs Victoria, without the prior approval of Dogs Victoria. Where the Rules, Regulations and Codes of Practice are otherwise silent, the minimum age for breeding a bitch shall be 12 months [see attached Minimum Breeding Age for Bitches]. (15/11/18) 20.1.13 A member shall not breed a bitch causing it to whelp more than twice in eighteen months without the prior approval of Dogs Victoria. 20.1.14 A member shall not breed with a bitch causing it to whelp more than five times in its lifetime (amended 15.03.17) 20.1.14.1 First generation breeding (eg father / daughter; brother / sister; mother / son) matings are not permitted. 20.1.14.2 The progeny of any matings under 20.1.14.1 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.14 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes. 20.1.14.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate

is defined as being within three months prior to the mating. (15/08/15) 20.1.15 A member shall not permit any of that member’s pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, to an unregistered dog of the same breed, or to a dog not on the Main Register without the prior approval of Dogs Victoria. 20.1.15.1 A member shall not permit any of that member’s unregistered dogs to be mated to any other unregistered dog, with the exception of dogs registered with a Registry Body recognised by ANKC Ltd (unless an exemption is granted by Dogs Victoria). (amended 15.03.17, 15.04.18) 20.1.16 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease. 20.1.17 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age. (amended 15.05.17) 20.1.18 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported. 20.1.19 Deleted (15.11.19) 20.1.20 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities. 20.1.21 A breeder shall be expected

to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and reasonable assistance. 20.1.22 Record keeping requirements: (15/09/19) (15/11/11) 20.1.22.1 A breeder shall create a record file for each individual puppy born, and maintain until ownership changes or the animal is deceased. A breeder shall make available all records for inspection by an authorised officer or as directed by an officer of Dogs Victoria. Copies of these records must be retained by the breeder for a minimum of 3 years from date of last entry. 20.1.22.1.1 Records to be kept for puppies under 12 weeks of age shall include the following (copies of original documents are acceptable where originals accompany the puppy to its new owner): • a copy of the litter registration form, or alternatively: -name, -microchip number (when implanted); -sex; -breed; -date of birth; -colour and markings (if applicable); and -dam and sire registered names and numbers • health care history including vaccination records, internal and external parasite control, • purchase/disposal record including name and address of new owner (where applicable), • copy of health declaration, and • record of return (if applicable) with supporting documentation. 20.1.22.1.2 Records to be kept for dogs over the age of 12 weeks acquired or retained by breeders for the purpose of breeding shall include: • either ANKC registration certificate, or alternatively: -registered name and number when registration details become available; (amended 15/09/19) - microchip number; - sex; - breed; - date of birth; - colour and marking (if applicable); and


- dam and sire registered name and numbers • council registration certificate; • health care history including vaccination records or titre tests, internal and external parasite control, • breeding status and breeding history, • purchase/disposal records including name and address of new owner (where applicable), and • record of return (if applicable) with supporting documentation. 20.1.22.2 Records of breeding history for dams must include dates of mating or artificial insemination, dates of whelping, number of puppies born alive, number of puppies stillborn, record of any whelping complications and resultant treatment, microchip numbers for live pups at 8 weeks, and post-partum veterinary treatment. 20.1.23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of: 20.1.23.1 The breed characteristics; 20.1.23.2 Vaccination record and / or requirements including the due date of the next vaccination or recommended timing for next titre; 20.1.23.3 Responsible dog ownership information; 20.1.23.4 All documentation required by Dogs Victoria 20.1.23.5 Records on internal and external parasite control; 20.1.23.6 Records of microchip number with a signed transfer of owner form; 20.1.23.7 A desexing certificate (if applicable); and 20.1.23.8 A written health declaration in accordance with 20.1.25. 20.1.24 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed. 20.1.25 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be

supplied which includes details of the known physical abnormality at the time of sale and how that abnormality may affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs; 20.1.25.1 Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price. 20.1.25.2 Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price. 20.1.25.3 If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management. 20.1.26 A member shall not: 20.1.26.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop.

DOGS Victoria membership number and, unless subject to written veterinary advice that the health of the dog is liable to be significantly prejudiced if it is implanted, each dog’s full microchip number. It is mandatory that the following wording is included in any advertisements: “Please contact Dogs Victoria on email: office@dogsvictoria.org. au to verify my membership”. General 20.1.27 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that: 20.1.27.1 The dog is portrayed in a manner consistent with its breed characteristics and temperament as described in the Standard for that breed; and 20.1.27.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or that breed in particular and that if there is any likelihood of a negative impression, this is at the same time corrected through the development of a story line that presents the dog or breed in a balanced manner. 20.1.28 A member shall not indulge in false or misleading advertising relating to the conformation, characteristics or performance of that member’s dog. 20.1.29 A member shall not misrepresent nor malign the conformation, characteristics or performance of another member’s dog. 20.1.30 A member shall not misrepresent, malign, impugn or denigrate another member or person in such a way as to bring discredit upon themselves or Dogs Victoria. EXTREME WEATHER

CONFORMATION

Part 7 Regulations - Conformation 7.6.8 Extreme Weather Conformation This regulation takes effect from and including Saturday 1 October 2016.

Hot Weather

If the forecast temperature for the district where the show is to be held is 36 degrees or higher then: (a) The show is to be cancelled or: (b) The show is to be rescheduled to start at 7 pm where the exhibition area has lighting and is available for use.

Fire Danger

If the CFA fire danger rating for the district where the show is to be held is Extreme or Code Red then: The show must be cancelled

Gale Force Winds / Thunderstorms / Flood

If gale force winds, thunderstorms or floods

are predicted for the district where the show is to be held then: (a) The show MAY be cancelled or (b) A wait and see approach may be adopted and 1. If the show proceeds, judging must stop during thunder storms or periods of heavy rain. 2. Judging may continue without a lunch break. 3. If possible the show may be moved inside. 4. If the committee of the affiliate deem the show to be unsafe once it has commenced, the show must be cancelled. 5. Should a show be cancelled after commencement all awards will stand. Procedures for Affiliates and exhibitors to follow: 1. The forecast temperature for the district where the show is to be held will be as advised on the Elders Weather Website

(www.eldersweather.com.au) at 10 am two days prior to the show. The Fire Danger Rating for the district where the show is to be held will be as advised on the CFA website (www.cfa.vic.gov.au) at 10 am two days prior to the show. In the event of an official declaration by the CFA the day prior to the show of Extreme or Code Red the show must be cancelled. 2. The gale force winds, thunderstorm or flood predictions for the district where the show is to be held will be as advised on the Elders Weather website (www.eldersweather.com.au) at 10 am two days prior to the show. 3. Where multiple shows are scheduled over a cluster of a number of days, then only those day(s), where the temperature is 36 degrees or higher, or the fire danger rating is Extreme or Code Red or gale force winds, thunderstorms or floods are predicted, will be affected. 4. It is the responsibility of the secretary of the affiliate or its delegate, and the exhibitor to check the forecast weather, the fire danger rating, or the gale force winds, thunderstorms and flood prediction, for the district where the show is to be held as in procedures 1 and 2 above. 5. The secretary of the affiliate or its delegate must notify the Chief Executive of Dogs Victoria by telephone when the decision has been made to cancel or reschedule a show. 6. The Chief Executive will place a notice on the Dogs Victoria Facebook page and website advising members of the status of any show affected by this regulation. 7. Exhibitors are to refer to the Dogs Victoria Facebook page and/or website to check the status of the show. 8. Where a show is cancelled, no entry fees will be refunded. Where the affiliate has cancelled a show the secretary or their delegate must submit a copy of the catalogue and pay all levies to Dogs Victoria within 14 days of the date of the cancelled show.
