PRESIDENT Report Hello Fellow Canine Tragic, October 13 marks a significant milestone in the history of Dogs Victoria. It was on this day in 1930 that the Kennel Control Council (KCC), the forerunner to the Victorian Canine Association, was formed 90 years ago. Its legacy continues, our headquarters at Skye is still called KCC Park. The fascinating history of dog showing in Victoria going back to the 1860s and the political manoeuvres that led to the formation of a single canine controlling body are recorded in an excellent article by two former KCC members, Roger Bridgford and Ernie Boxhall, published in the August Dogs Victoria Magazine. Another excellent perspective is recorded by Jane Harvey who became a central figure in the campaign to democratise the KCC. You can find her History of Dogs Victoria on her website (www.janedog.com) At its August and September meetings, management committee discussed the possible date for the launch of our upgraded website. Given the 90th anniversary of the establishment of the KCC, 13 October has been proposed as the ideal date for the launch. With this target date in mind a huge amount of work by individual members, affiliates, breed clubs and staff has gone into providing better content, thorough proof reading, as well as navigation and design improvements. Management committee will review and sign off on the final version at the latest seven days before launch. We recognise that the website is our online face to the world and needs to be acceptable to the membership, but we also realise that total perfection is never possible, some pages will still be under development, and even though best efforts have been applied to the accuracy of content there will still be some errors that slip through. What I can guarantee is that the upgraded site will be immeasurably better than the current Dogs Victoria website. At the time of writing (mid-September), I am increasingly confident that the final product will be something that we can be all proud of to celebrate this milestone anniversary. KCC Park Fire Fighting Service There are some key responsibilities attached to Dogs Victoria owning one of the largest dog sports facilities in the world at KCC Park. This includes the provision of a safe site for use by us all. Recently the KCC Facilities Committee sought the advice of the CFA regarding fire safety at the Park and whether the fire water supply solution implemented 30 years ago, (a concrete water tank next to the pavilion and use of dam water) was still adequate, given that the concrete tank had started to leak and has now been removed. Our biggest fire risk at the Park is from a grass fire. Last year there were two grass fires, one across the road on Westernport Highway resulting from a car accident, and a very large grass fire that emanated from Thompsons Road.

The CFA advised that to continue to rely on the use of the dam water was problematic. It would require Dogs Victoria to provide a fully sealed roadway capable of taking the weight of a modern fire truck right up to the dam (a considerable capital expense). Even then, while the truck could draw the water from the dam, because of dams position at the back of the Park it would require extremely long hoses to get the water at lessening pressure to many of our buildings. All in all, it was recommended that the dam water be taken out of the KCC Park fire risk mitigation equation. Currently the Park has a 5cm residential quality mains water connection, supplying our kitchen and drinking water outlets. The CFA recommended that the most cost-effective way to mitigate our fire risk was to install a second 15cm dedicated mains water connection together with a fire truck pumper installed at the connection. This connection would supply sufficient pressure to hydrants positioned strategically around the Park giving easy access to fire trucks. Piping to the hydrants would use the latest and increasingly economical boring technology, meaning there is no disturbance to the surface at all. Given the assessment of the inadequacy of our current fire risk mechanisms at the Park, management committee was concerned that without the physical fire mitigation infrastructure recommended by the CFA in place that all our Park events, including external events (e.g. orchid show) were at risk. They also recognised that the current COVID-19 environment where no shows are likely in the near future presents the perfect time to get this important risk mitigation infrastructure in place. The project will cost approximately $100K. A tender process was followed to select the most suitable providers. Multiple funding options were reviewed by the Dogs Victoria Finance Committee. At the August 2020 management committee meeting it was agreed to fund the project in the first instance from our reserves and then to replenish our reserves over time from a dedicated Dogs Victoria Facilities Fund. This project is to be repaid from donations and a new Dogs Victoria Facility Fund Levy of $2 levy + gst to be applied on an ‘Opt Out’ basis on all Dogs Victoria transactions i.e. registrations, transfers, membership, title applications etc. A barometer will be published in the Gazette so members can track progress. I do encourage you all to support this initiative. The same technology used to install the fire hydrant piping could also be used to install mains sewerage at the Park, replacing our totally outdated and smelly septic system, which I understand is the next must do project for the Park. The Dogs Victoria Facilities fund will over time be an important input to projects at KCC Park and Bulla. Until next time, keep safe.

For our October magazine our feature articles are on mental health, seniors week, AFL players with purebreds and the performance sport of agility. We take a look at the importance of mental health and how the Dogs Victoria therapy dogs team assist by visiting nursing homes, and hospitals around Victoria. In its 38th year the 2020 Victorian Seniors Festival might be a little different this year but there are still plenty of ways for you to be involved, make sure you read the article on the Victorian Seniors Festival. The year 2020 has been so different in many ways and the AFL is no different. With the AFL grand final being held interstate this month we take a look at AFL and AFLW players and their dogs.

Our breed spotlight for the month is the Staffordshire Bull Terrier. This breed was first recognised by the English Kennel Club in 1935, it is the fourth most popular breed in Australia behind the German Shepherd Dog, Labrador Retriever and Golden Retriever. Dogs are welcomed visitors at nursing homes, hospitals, and special accommodation centres where their antics are a diversion from life’s troubles. This can be illustrated by two examples of which there are many:

Story Dogs A Literacy Program for Children Story Dogs started in Australia in 2009 in Murwillumbah NSW. In 2014 my two Pembroke Welsh Corgis, liter mates Puzzle and Benson, were two of the first four dogs to be tested for temperament and obedience for the Story Dog program in Victoria. The assessment was carried out by certified dog team assessors. Dogs are not allowed to bark or jump up on the judges and have to remain calm around children. Handlers must also have a current working with children card and police check. After the initial temperament test we attended several training sessions. The first school we were assigned to was Sandringham East Primary, a 50km round trip so we planned a day with lunch and a walk on the beach “after work”. We worked on a Friday for the school year. Each session is one on one and the children are seven and eight year olds, chosen by the school, and parental consent required books are chosen to suit the child’s reading level. We sit in a quiet area or office. The children have a play with the dogs before reading. Handlers are encouraged to speak to the child through the dog such as “Benson does not understand what is happening on this page could you help him out please”. The child becomes the teacher. Their confidence grows and I have learnt a lot about dinosaurs, monsters and spiders. The same children attend the sessions each week. Sadly, Puzzle passed away in March of 2016. However, Benson and I continued working for Story Dogs. In

November 2016 another Pembroke, Brooke, joined our household and in February 2017 she also passed the test to work as a Story Dog. In 2017 we were assigned a new school Essex Heights Primary in Mt Waverley, a 12km round trip from home. We work on a Thursday. At the end of each term we are invited into the class rooms for all the children to give the dogs a pat which creates great excitement. At the end of the school year we are invited to the final school assembly where we meet our sponsors. Our first sponsor was The Lions Club of Reservoir. Our current sponsor is Jellis Craig Real Estate in Mt Waverley. Over 600 attend the school assembly including children, teachers, parents and grandparents. In 2019 Benson was awarded a five year pin for his service to Story Dogs. Throughout Victoria Story Dogs assists 2545 primary school children each week through 509 volunteer dog teams in 63 schools in Victoria. It is fun and a pleasure to be involved with this program. In its 38th year, the 2020 Victorian Seniors Festival might be a little different to events held in previous years; however, the festival will continue to celebrate the valuable contributions older Victorians make to our community. To align with new COVID restrictions, the 2020 Victorian Seniors Festival will have an online focus with online performances, Zoom interviews and plenty of video performance and entertainment stretching out from May to October 2020. Thanks to social distancing restrictions, the festival will move to a more informal format with seniors able to enjoy the events and entertainment from the comfort of their home, whilst partaking in the extensive calendar of events and performers gathering to celebrate seniors.

Victorian Seniors Festival performers An array of talent has signed up to be a part of seniors week in Victoria including instrumentalist Wilbur Wilde (Hey, Hey, It’s Saturday), line dancer Marie Pietersz, musicians Peter Farnan and Have Bayly, Aboriginal performer Kutcha Edwards, The Gram O Phonie Brothers, country music legend Tania Kernaghan and James Blundell to name a few. Performances range from Zumba classes, line dancing, rock-n-roll, Aboriginal storytelling, comedy acts, puppet theatre, cabaret, tribute shows, theatre, dance, and Bollywood entertainment. The festival will run from May to October 2020 with weekly video performance and interviews and a wide range of radio entertainment.

Dogs Victoria Therapy Dogs Our mantra for Dogs Victoria Therapy Dogs: Their mission is simple; their effect is profound.

This keen group is a small but dedicated team who donate their time to visit nursing homes, special accommodation units and hospitals throughout Victoria. These dog/owner teams are assessed as suitable for such visits and, when accredited, work on a volunteer basis. All dogs can participate providing they demonstrate their suitability, and their owner/ handlers are sensitive to the ways of the elderly and vulnerable needing support. What makes a suitable team? Owners must: • Be dedicated to pursuing the aims of providing mental health support • Have time available • A suitable dog • Take responsibility for the performance of the team, presenting a clean, vet checked, suitability tested and suitably trained and willing dog who is insured under the scheme by Dogs Victoria • Have ability, politeness and sympathy to liaise with hospital/nursing home and elderly care staff • Agree to ongoing training with their dog, ensuring a high standard of presentation

To develop a suitable dog: • Socialised from early age, continuing for the balance of the dog’s life • Fit for purpose in structure • Healthy, of good weight, lacking skin conditions or medical conditions, as they will interact with frail and immune compromised recipients. Lacking any health issues that would impact on their work

Temperament: • Stable • Willing to engage all people, and affectionate • Low startle reflex • If startled, a fast and excellent recovery • Well trained to walk on a loose lead • Able to sit, lie down and settle during a visit • Handler dog rapport is essential Do we require wonder dogs and handlers? Our volunteers and their dogs are wonderful individuals. Most dogs can be trained for the work however innate sympathy and willingness to engage with a variety of people is essential. AGILITY TRAINING BENEFITS OF PARTICIPATING IN CANINE AGILITY

Canine agility is a sport in which a handler directs their dog around an obstacle course in a race for both time and accuracy. It is a fast paced, exciting activity for the dog and the handler, and has many benefits for both. Handlers use a combination of verbal commands, body language and motion to direct their dog around a course. Each course is set by the judge on the day and is unique. The degree of difficulty changes with the level of competition from novice through to masters (most difficult). Why is agility important for dogs? Agility can be a great exercise for dogs both physically and mentally as it plays on a dogs natural instincts. It can assist with socialisation in a friendly environment and provide many different positive experiences in many environments. Overcoming agility challenges can help increase a dog’s confidence as well as increase the bond between handlers and their pets. Overall, agility training can provide the following benefits to dogs: Improved handler/dog communication – when a dog and handler have undertaken training in agility, there can be increased responsiveness. As agility training is all reward based, the dog and handlers form a strong bond. Training provides much needed mental stimulus and creates a working relationship with your dog that is enjoyable for both.

Increased canine self-control – training and agility can help to ensure a dog remains focused on the task. Dogs learn to work through distraction and need to have some level of impulse control to progress. Enhanced socialisation – dogs can enrich their skills and improve their relationship with their handler or owner by taking part in agility training. The sessions are not just for the elite agility experts, rather a wonderful way to boost a dog’s confidence and exposure to different situations and other dogs. There are plenty of benefits to agility training; dogs and their owners can take part whether they are looking to compete in agility competitions or as a simple way to interact with their dogs in a fun way. What is involved in agility training? Agility Training largely involves training a series of reward based skills and an understanding of handler body language as well as some obstacle performance skills. A combination of food rewards and play is used to ensure skills are learned in a positive, safe environment and training is fun for all. Foundation Essential skills are required before introduction to obstacles. These include establishing a good working relationship and reinforcement regimen, socialising the dog to the training environment, understanding handler body language cues and training handling manoeuvers. It also involves training basic obedience such as start line stays, and a reliable recall. Jump skills Dogs need to learn correct jumping form to avoid knocking bars. Jump skills are taught through a series of grid work patterns. Dog Walk / A Frame The Dog Walk and A Frame are two different types of “ramps” that the dog needs to negotiate safely and at speed. There are different methods depending on the type of performance required (stopped or running). Both require set criteria, lots of rewards and proofing once the behaviour is established.

See Saw The dog must be confident in negotiating something that moves underneath them so lots of foundation work required here as well as learning set criteria Weavers Dogs learn to negotiate 12 poles in a straight line. The dog needs to enter the poles with the first pole next to their left shoulder and continue to weave through the gaps until the end. Entries are taught from all angles and a variety of obstacles before and after the weavers. Dogs need to learn this obstacle independently of handler position and movement so lots of proofing is required. Tunnels Not all dogs love tunnels so training may involve building confidence. Dogs learn tunnel entry and exit from all angles, and not to enter if the handler direction / body language / verbal command indicates it. Your training club will provide a full overview of the activities and challenges.

Can my dog compete in agility competitions? Competitions are held at local, state and national levels and judges design a unique obstacle course that is undertaken by the dog and handler based on the degree of difficulty. Each competing dog has to run the course within the set time, negotiating all the obstacles in the correct order and manner to avoid receiving course or time penalties. Dog clubs and training schools provide agility lessons for dogs over 6 – 12 months of age, allowing participants to work towards attending agility trials and/ or developing a better understanding of the sport. BREED SPOTLIGHT - Staffordshire Bull Terrier History

If you were to hear the word ‘bold, fearless, and totally reliable’ or ‘highly intelligent and affectionate, especially with children’, you could easily be mistaken for believing you had found the perfect man or partner for life. Instead, these are some of the key works to describe the Staffordshire Bull Terrier. This might explain why they have become the fourth most popular breed in Australia behind German Shepherds, Labradors and Golden Retrievers. Although shrouded in some ambiguity their ancestors probably go back centuries to the Mastiff. The Bulldogs that then evolved from the Mastiff were large dogs weighting from 80-120lb and were used for the sport of bull and bear baiting. When this so-called sport was outlawed, emphasis was then turned to dog fighting, with dogs matched against each other, weight for weight. With the popularity of dog fighting and ratting, it was found that in addition to the qualities of tenacity and courage of the old Bulldog, a lighter and more agile dog was required. The lighter of the Bulldogs and the Old English White Terrier (now extinct) were combined and the resulting Bull and Terrier is almost certainly the forebear of the modern Stafford. Although Staffords were bred to fight, it must not be forgotten theses dogs, in the main, were owned by hard working families from around the mining districts of England. These dogs were treated well, often better than the children, because they could earn money to help care for the family. Despite their fighting ability, they associate well with the family, especially the children, earning them the name of the nanny dogs. The Staffordshire Bull Terrier attained UK Kennel recognition in 1935. In Australia, the popularity of the breed began in Queensland in the early 1950s, Victoria would now be one of the strongest states for Staffords, with the club being formed in 1975. Fred Onions was the first president with Linda Szirer as secretary.

Characteristics

Generally speaking, Terrier breeds are bold, inquisitive and fearless, although very friendly towards humans. A typical Stafford is energetic and devoted to its owners and enthusiastic, rather than suspicious, when meeting strangers. Stafford puppies are quick learners and if properly trained from early days will grow up to be very obedient loyal pets. People going to classes to learn basic obedience are often pleasantly surprised at how well their Stafford takes to his work. Many Staffords have achieved high awards in obedience. If you are taking a Stafford into your life be aware that it believes it is an important part of your family unit. This is not a dog to be left in the back yard and will not attain its full potential without being given plenty of your time and affection. They love a daily walk or just a toss of the ball is a sure fire guarantee to see the famous “Staffie” grin. An issue potential owners need to be aware of is, that due to their early fighting heritage, they have a tendency to respond to aggression shown by another dog. Therefore, they should be adequately controlled in public places, and owners should apply common sense to avoid possible confrontational situations with other dogs. A Stafford is always to be completely trust worthy towards humans.


BREED SPOTLIGHT - Staffordshire Bull Terrier Appearance

Staffords are a medium sized, short-coated breed, with a height of 14-16” with dogs weighing 12.7-17kg and bitches 11-15kg with these weights being related to height. The Stafford is wellbalanced, active, agile and muscular. Strong emphasis is placed on its indomitable courage and tenacity. Along with this, it is highly intelligent and affectionate, especially with children. Staffords are a compact dog, with a level top-line, close coupled with a wide chest, well ribbed back to a lightness in the loins, referred to as the waist. Add to this well muscled, well turned hindquarters with a good width of first and second thighs. The head is a feature, being broad in skull with pronounced cheek muscles, a distinct stop with a short foreface being one-third of the entire head. Small nose, or half-pricked ears. A medium, round dark eye, and a strong scissor bite. The tail is carried like an old-fashioned pump handle and is low set. The smooth, short, single coat comes in various colours – red, fawn, white, black or blue, or any of these colours with white. Any shade of brindle, or brindle with white. Black and tan or liver is highly undesirable.

Training

FACTS ABOUT THE BREED

The Staffordshire Bull Terrier is intelligent, learns easily, responds quickly, is calmly protective, and can be a loving and fun companion. They have an ardent desire to please and easily comply with the requests of their owners. However, remember that they were originally bred to fight other dogs, and most have retained a strong prey drive. They must be trained to control their temperament traits to truly become a perfect pet. It is imperative that, from the beginning, a Stafford puppy have clear and consistent training. They should not only learn the rules, but also accept that they must always follow them.

The Staffordshire Bull Terrier was recognised by the English Kennel Club in 1935. Average lifespan is 12-14 years The Staffordshire Bull Terrier is often called Stafford or Staffie. The first two members of their sex to claim championships in England were the bitch, Lady Even and the dog, Gentleman Jim in 1939

Grooming

It doesn’t take much work to keep a Staffordshire Bull Terrier looking handsome. Occasional baths and weekly brushings with a horsehair mitt or hound glove to pull away dead hairs will keep him in beautiful condition. His nails should be trimmed at least monthly. Avoid letting them grow out too long, as overly long nails can be quite painful for him. Clean the ears regularly to remove excess wax and debris, which can cause an ear infection. Your breeder and your veterinarian can suggest a good routine and cleaning materials and will show you how to do it without damaging his inner ear.

ANNIVERSARY CELEBRATION A Dog’s Purpose

Brief history of the

Laurie Luxmoore Library in Melbourne

Laurie Luxmoore was employed by the KCC (Kennel Control Council) from 1935 to 1975 with only time off for WWII military duties. The councillors decided to name the library for perpetuity after Laurie Luxmoore for his dedication and years of service to the KCC and his conception and implementation of the library. In 1952, Laurie saw a need for library books for members to borrow. The first list of books available to borrow was published in the KCC Gazette in 1953 with only 83 books. As time went on more and more books were donated and the steel cabinet which housed them was expanded to two cabinets housed within the KCC office. A member could borrow books for 14 days with a 2/- a week fine for late returns.

By 1979 the books had grown to 858. In 1982 the collection had grown so much with many donations coming from the Non Sporting Dog Club for the new judges training scheme, and a new home was found upstairs in the Royal Melbourne Showground’s Woodfull Pavilion. Books and magazines were finally put on shelves and properly displayed. Videos and films were also now added to the collection. All videos have now been transferred to DVD format. In 1993, a library working party was formed and during the Christmas period a working bee was conducted to catalogue some 2,000 books and over 100 videos onto computer. The computer system that was, and still is used is BookMark. Created and owned by the South Australian Government for all schools. In 1994 the library subcommittee was formed with volunteers manning the library on a regular basis. In 2002 the entire collection was packed up and placed in storage until the new library facility at KCC Park was ready. In 2003 the collection was unpacked into its new home next to the administration office at KCC Park, Skye. With a permanent home, VCA members starting donating their prized books. Interstate canine enthusiasts also have donated boxes and boxes of books and magazines to this library. It has become somewhere that dog people know will look after their items and that future generations may enjoy them. At the time of writing this, 2019, the library has over 15,000 items and many more magazines not already bound up. The earliest book is dated 1839. The collection now houses the only accumulation of Royal Show catalogues from all states of Australia in the one place, earliest is 1899. It also houses hand written pedigrees on most breeds between 1911 and 1982. The library has nearly the entire run of English Stud books and the majority of English Breeder Supplements. For the researcher into canine history the library is an Aladdin’s Cave. Heather Simpson

Review written by Narilka 2019 Finding Gobi is the story about how ultra marathon runner, Dion Leonard, met a stray dog while competing on a race through China’s Gobi Desert. The pup won the hearts of everyone who was part of the race, participants and staff alike. Dion knew he couldn’t leave her behind he somehow had to find a way to take her home with him to Scotland. This story was so heart warming. Gobi is an amazing dog. She completed the equivalent of two marathons as she ran to keep up with Dion during the race. She’s lucky everyone involved had a kind heart. It’s amazing how many people volunteered to help get this little dog to her new home, even when it looked like she might not make it. The story helped restore a little of my faith in humanity. The Laurie Luxmoore Library has both the book and DVD of A Dog’s Purpose available for you to borrow.

Uterine Inertia What is uterine inertia? Uterine inertia is the failure of the bitch to expel a fetus from the uterus when no obstruction exists. It can be classified as primary or secondary inertia; it is by far the most common cause of dystocia in dogs. What is primary uterine inertia? Complete primary inertia occurs when stage two labour (i.e. the actual delivery of the pup) fails to start and hence no puppies are delivered. On the other hand, primary partial uterine inertia occurs when there is enough uterine activity to start labour, but not enough to complete the whelping of all the fetuses in the absence of an obstruction. The causes of primary inertia are as follows • The single pup syndrome where there is insufficient stimulation provided by the small litter size to initiate labour • Large litter size where there is over stabilising of the uterine muscle caused by the large number of fetuses or oversized fetuses • Inherited predisposition • Nutritional imbalance • Fatty infiltration of the uterine muscle tissue • Age related changes • Deficient nerve – endocrine agitation • A systemic disease of the bitch What is secondary uterine inertia? Here some fetuses have been delivered and the rest remain in the uterus as a result of exhaustion of the uterine muscle due to obstruction of the birth canal. How is uterine inertia managed? Where primary uterine inertia occurs an attempt to induce straining should be attempted by exercising the bitch (e.g. running around the house). If this does not work the upper wall can be feathered by inserting two fingers into the vagina and pushing or “walking with them against the upper vaginal wall. This feathering can also be useful in initiating labour after correction of the position of a fetus. In the case of nervous voluntary labour imbibition due to prolonged stress a low dose tranquilliser maybe used in an attempt to remove the nervous imbibition. Once the first fetus is delivered, labour then usually proceeds as normal. Normally bitches with complete uterine inertia are bright and alert with a normal temperature (38-39), no evidence of labour but with a dilated cervix. The vagina can easily be explored due to the presence of foetal fluids, but the fetus is often out of reach due to

the uterus being flaccid. Prior to the commencement of medical treatment or the inertia, the birth canal should be checked to ensure there is no obstruction present. The two drugs of choice for uterine inertia are calcium and oxytocics. Ostium directly affects the rate of calcium influx into the uterine muscle tissue, and this calcium is essential for muscle contraction. Because some bitches fail to respond oxytocin alone, 10 minutes before giving oxytocin, 10 percent calcium injection is given. It should also be noted that with every injection of oxytocin the response to treatment is reduced. Furthermore, higher doses than recommended, or too frequent use can result in prolonged contraction of the uterine muscle hence preventing the expulsion of fetuses and impeding blood flow from the uterus to the placenta. Where no response is seen to a second oxytocin injection, the pups should be delivered by caesarean or with the aid of obstetrical forceps. In the case of small breed bitches, hypoglycaemia is not uncommon especially after prolonged straining. In such cases diluted glucose may be of assistance. Overall when uterine inertia occurs the following treatment regimes is often useful: • •

Run with the bitch and feather the vagina Calcium injection is given slowly by a vet while also monitoring the heart rate. The bitch is given 30 minutes to respond, and if straining commences the treatment can be repeated if needed or continued with oxytocin. Where the calcium infusion has no effect over 30 minutes, oxytocin is often given. The bitch is given 30 minutes to respond, and if straining begins but no fetus is produced, the treatment may be repeated if needed. Where nothing occurs within 30 minutes it is unlikely that further oxytocin will help, and in most cases the fetuses will need to be delivered either by caesarean or with use of obstetrical forceps.

Tell us about your role at Dogs Victoria I am a Member Services & Digital Coordinator here at Dogs Victoria, in which I have worked heavily with the development of our new website, which has showed me the range Staff memb of activities and how Dylan Menera due much depth the Member Se rvices & Digital Coor dog world has. I also dinator worked in Member Experience for a few months at the beginning of the year, giving me great insight into the processes that take place to register litters, dog transfers etc.

Tell us a little bit about yourself and your role within the dog community? I grew up in Tasmanian farm country and we always had animals, most notably my ‘Lassie’ Dogs Victor ia volunteer dog, my mother’s Toy Ta mmy Beatt Poodle, and my dad’s ie two Springer Spaniels, all of whom I trained to do various tricks. I love training dogs and have been involved in many different dog training activities including dancing with dog demonstrations at the pet expo and Royal show. I became addicted to agility soon after discovering it, although we also participate and/or compete in scent work, obedience, rally and tricks. I am the agility trial secretary and/or assist with organising trials for several clubs and serve on the committee for four dog clubs: Frankston Dog Obedience Club, treasurer at Precision Agility Academy, and vice president at Action Dogs Victoria and Southside Dog School. In addition to my committee involvement, I am also an instructor at three of these clubs.

What inspired you to get involved with Dogs Victoria? I am currently studying marketing at Swinburne University and when I heard Dogs Victoria were looking for someone to help with the build of their new website, the task was too intriguing to not get involved in. It was great coming in not having to worry that we would be creating something bland or something based around a dull topic, but rather a website that was full of life revolving around of course, dogs. Explain your professional background During the past couple of years, I have worked part time for Zellebrate. A new app, with its purpose being, providing a one-stop shopping hub for your phone, detailing all the retail stores around your area, but other than that I’m relatively fresh to the business world. Your favourite moment so far working at Dogs Victoria I have really enjoyed working on the new breed directory and learning about our 200+ recognised breeds. I’ll admit I was a bit of a rookie beforehand, only knowing the most popular breeds, but it’s been really cool being able to see dogs out and about and recognise some of the rarer breeds. How do you spend your time outside of work? Usually getting down to the MCG to watch the footy, as well as playing for uni on the weekend, and also trying to get in a road trip to see my old mates from rural NSW whenever I can, but lately of course my most adventurous activity is getting out of the house and mowing the lawn. Lastly, do you own a dog? I’m living in a share house at the moment so I don’t myself but my family do back home so I do try to get back to give Maggie a dose of the favourite child as often as possible.

Do you have your own dogs? If so, what breed/s and names? I currently have three dogs: Madison, a 10-year-old Toy Poodle with mountains of personality who raced through the levels to obtain her agility champion (200) in two years. She also has rally titles and is now retired from agility, but will continue with scent work. Moby, a 7-year-old Border Collie who is working towards his agility champion and Micah a 15-month-old Border Collie who is the baby in training. We also share the house with two cats! How are you involved with Dogs Victoria? In addition to being a regular agility trial secretary, I am now in my second term on the Dogs Victoria Agility Committee and have also just been approved to be an ANKC foundation scent work judge. What year did you become a Dogs Victoria member? 2012 Outside of dogs, what are your other passions (that we might not know about)? I am a bit of a computer gamer, and enjoy many hours at home playing. I love walking and have been known to walk for hours at a time without noticing, especially at the beach. I also have a daughter and grand daughter who live in Italy, so try to visit as often as possible.


Vale Patricia (Pat) Dawn Connor 1936 to 2020 Born in Hobart on 6 July 1936, to parents Victor Faulkner and mother Gwendolyn (nee Goodrick), the family moved to Melbourne in 1950. Pat married Alan Connor, and they had a son Robert Connor. Starting her very long and successful showing career in Tasmania as an eight year old, showing her beloved Australian Terriers, Pat bred her first litter at age 15 years. In 1950, Pat (known then as Patricia Goodrick) showed an Australian Terrier - Flash Lite Tiny at the Melbourne Royal. She had fond memories and stories of showing in the original dog pavilion and outside showing area. In 2008, Pat received the RASV President’s Award for exhibiting at every Royal Melbourne Show for over 50 years. Pat’s mother, Gwendolyn Goodrick, who operated a stall at the Royal Show for over 50 years selling dolls and toys, was awarded Life Membership of the RASV. Recognised as the leading authority of her breed, Pat’s kennel prefix of Tineetown was world famous. She was instrumental in introducing Australian Terriers into the USA, starting with the exporting of a breeding pair in 1959, before the breed was recognised in the USA. Pat also introduced the Australian Terrier into Denmark, Finland and Sweden.

A fierce competitor, she had a wonderful showing career breeding over 230 champions and winning 200 Royal Show challenges. Some major wins include the following: • Tineetown Tell Tales (Totty) who won five Royal Show challenges before going to the USA in 1966 to win BOB at Westminster twice. • Tineetown Tricia who produced the famous Tineetown Taggalong Tip Toes (Jenny) described by Pat as close as you can get to the breed standard. In 1968, Jenny was the first Australian Terrier to win Best in Show at USA major all breeds show. • Ch, Am Ch, Can Ch Tineetown Tailwagger (Wagger) winning Melbourne Royal challenge 1966, and best of breed at Westminster plus many in group in the USA. • In 1966, Pat handled Jenny and Wagger at Westminster in New York. • Ch, Am Ch, Mex Ch Tineetown Talkback (Joey) best of breed Adelaide Royal in 1970 runner up top dog of the year in 1971, winning 11 best in shows before leaving for the USA where he won three best in show awards. • Ch Tineetown Talktime (Jacko) best in show Sydney Royal 1973. He was runner up top dog 1973, and also won six best in show awards. Pat continued exporting Australian Terriers to the USA until the late 90’s. The success of Pat’s Australian Terriers has continued in America to this day. Rest in Peace, we hope you are surrounded by your favourite Australian Terriers. OTEC Notes - WRITTEN BY: DAWN HOWARD In Melbourne, we are still in lockdown while we watch the other states holding shows and trials. I think NT was the first to hold a show a few weeks ago, and then an obedience trial and a rally trial. Somebody sent me a live stream of general specials just to make me jealous. Then Qld, WA, SA and NSW had an obedience trial and a rally trial. Plus, Qld and SA had tracking trials. Hopefully we will be free soon and be able to get out and about again. In the meantime, our clubs are doing what they can, as best they can, to keep their members informed. The best we can hope for now is that clubs may be able to resume training at the end of October, depending on their Council/Shire requirements. Fingers crossed. While some members have reported that some dogs are acting strangely, due to not being socialised, I thought it may be a good idea to get one of our own well-known competitors who does lots of things very well with her dogs, to give us some advice. Amanda Murcutt is a qualified animal behaviourist B. AnSci & Mgmt from Melb University, Cert III Training and Behaviour (NDTF), Member of APDT Australia and PPGuild Australia and has worked as a behaviourist at Good Pet Behaviour and RSPCA Victoria. The following is her article that she has kindly contributed. Conflict and anxiety behaviours in the performance arena Canine body language is something that we like to think we ‘know’ about. Do you? It has so many complex pieces to it. When speaking to the general public about reading body language in their pet dogs, many will be able to pick up the basics. It seems natural to be able to read the signs of fear, aggression and friendliness. In fact, studies have shown that even those who have never owned a dog before can understand these signals. The more subtle cues our dogs exhibit are often the ones that are misunderstood and occasionally misinterpreted by us – the humans. Conflict and anxiety signals displayed by the dog are often read by us as disobedience, distraction or stubbornness. As trainers, where our dogs are expected to perform to their best at every trial we attend, it can sometimes be frustrating when simple mistakes (by the dog) are made. After all – we have put in the hard work – our dog knows the exercise! Simple mistakes can be avoided through more training! Or at least, this is what we like to think!

What are conflict and anxiety behaviours? These are often subtle behaviours that dogs use in order to communicate stress, discomfort or apprehension in a particular situation. A dog may not necessarily be of an anxious personality when he/she displays these behaviours, but may be anxious in response to the environment at that moment. Have a think to all the subtle behaviours a dog may present when holding a group stay in an obedience line up. How many times do we see dogs look around, yawn, scratch, sniff the ground and more? These are really subtle, simple cues given by the dog to try and diffuse a situation. These conflict and anxiety signals are vital to dog behaviour. Body language is their main form of communication - with other dogs and towards us. Conflict and anxiety behaviours are your dog’s way of trying to avoid an altercation or negative outcome for them. Often, to the pet owner, this is seen as guilt or a dog who ‘knows that they have done wrong’. The truth is - the dog is simply responding to the environment – in the hope of achieving a release of the pressure put onto him/her. Some examples of conflict behaviours are: • Avoidance of a situation • Ignoring a cue • Scratching • Paw lift, paw raise, foot paddling • Yawning • Panting • Shake off • Lip licking • Sniffing • Looking away If you think your dog is showing anxiety or conflict behaviours during training or competition, it is important to address the cause. Is the environment (other dogs passing, the judge, stewards or the location) causing your dog to feel uncomfortable? Does your dog understand the exercise? Once you have the answer, it is important to break down the exercises to help your dog. Helping provide clarity to your dog can help reduce the anxiety and conflict that he or she may experience. Practice introducing your dog to a range of different environments (lots of people walking around, other dogs or training in a completely different area). Simply sit together in your chosen environment: allow your dog to observe, to acclimatise and to eventually ask you to train or interact together. Once your dog is choosing to train in these environments, you can begin to train your dog’s skills and exercises. Removing punishment and negative experiences while your dog is confused are really important to help provide better understanding for your dog.


OTEC Notes - WRITTEN BY: DAWN HOWARD If it is the exercise that the dog is having trouble with, have a think about how to make the exercise simpler. We are creatures of habit and like to rely on repetition to help the dog understand. Sometimes, breaking the exercise down further, changing the order of events or focusing on short, sharp sessions will help the dog understand better. We can easily over-complicate something that is usually quite simple to fix. Video your dog training sessions and see if you can pick up where your dog’s lack of understanding lies. Understanding the more subtle cues that your dog uses to communicate with you can provide you with a long and enjoyable partnership throughout competition and performance. What better time to be focusing on these skills and situations than now, when we have no trials or organised training! Set up some simple exercises to practise around your neighbourhood. Heeling past other people, stays at the oval while a footy is being kicked by kids. This is a great way to proof and challenge your dog.

Learning how to read and respond to your dog’s body language and subtle signs of stress/conflict/ anxiety will not only help you understand your dog better, but it will help to build a stronger relationship of trust and understanding that will only enhance your performance career. RAFT Notes - RETRIEVER TRAINING BY TREVOR STOW Teaching your dog to sit Everybody teaches their dog to sit. Or do they? Most people are happy to see their dog sit but usually the dog almost immediately gets up and walks off as soon as the handler has turned their back. When we tell our dog to sit we really want it to sit immediately and to remain sitting until it is told otherwise. This is not only good manners and a great method of teaching self-control, it is also a very important safety measure at times. To teach your pup to sit, take a treat and hold it in front of his nose. As he goes to take it, slowly move it back over his head and between his eyes. He will then put his head up and his tail down. Timing is all important in dog training. As soon as his bum starts to lower to the ground, say sit and give the whistle one pip. Sometimes a little push down on his rump with your hand is necessary in the early stages of this exercise. Immediately that your pup is sitting reward with the food, you may like to mark the correct position with ‘yes’. Repeating this exercise over a number of days will soon have pup sitting like a champion. Over a period of time get pup to stay in the sit position for longer and longer before it gets the food reward. Once he knows the drum, say sit, give him his treat and repeat sit again when he tries to move. Holding your palm above his head and giving him the command in an authoritative voice usually does the trick. When he gets good at this you can then take a step back, once again telling him to sit and reinforcing the command with the palm of your hand held in front of pups face. With the passing of time you will be able to move quite some distance away from pup with him in the sit position. Remember to reward only from the sit position (the dog) when you return, do not reward if your pup has gotten up to greet you. As time moves on you can start playing games with your pup. Sit him and walk away and hide behind your car. After a few seconds, call pup to come. Later, extend the distance and extend the time you are hiding. Do not forget the whistle during this training. Remember one pip for sit and three pips for come and do not always call the pup to you, more often you should return and reward the sit stay. Siting is one of the most important things that you can teach pup. It is important in the field for obvious reasons but it is also important at home and in public. Think how good it would be to have pup sit calmly by your side whilst you are talking to your friend down the street. How good is it when you have guests in your home

and pup has been taught to sit on his bed in the corner of the lounge room and not bother anybody? Once we have pup sitting solidly it is time to teach him to come and sit on the way in. This is the first step in teaching pup to sit on the whistle at a distance. Like all dog training, we start at a short distance and with the dog under the control of the lead or cord. Start with pup in the sit position and facing you. Take a couple of steps back. Call pup. When he has taken a few steps towards you, give the whistle one pip and say sit firmly. Lift the lead quickly towards the sky and ensure that pup is sitting. Give him a reward. Repeat/repeat/repeat. Increase the distance over a period of days until you can walk back three or four metres and call pup and have him sit several times before he gets back to you. Pup is only a few months old now but with the patience that you are showing him coupled with the rewards and the consistent training sessions each day, he is really progressing well. Let’s not be in a hurry though. Take as long as you need for his training. Dogs are like humans; they progress at different rates. Be patient and be consistent. This article to be continued.

CHIEF EXECUTIVE Report The restrictions of the extended COVID-19 Stage 4 Lockdown have meant the staff team continue to work remotely and this is something that has worked successfully through the implementation of new systems. We will continue to be vigilant and directed by State Government advice and keep our finger on the pulse. We know people are wanting to get back to shows, competitions and events as soon as possible and the Dogs Victoria team all want this to happen, as much as you. We are at the ready and will continue to provide you with updates on the status of running these events as soon as they come to light. Our 90th Anniversary is fast approaching for Dogs Victoria. This year we have been through some unprecedented challenges and the usual planning of celebrations, has somewhat been curtailed.

FROM the Management Committee Dogs Victoria Facility Fund As members would be aware, the infrastructure at KCC Park is aging and in need of constant capital works projects to maintain and improve the facility to meet the requirements of our members. Our Bulla exhibition centre also requires ongoing maintenance to maintain its condition as an appropriate facility for the organisation. Some key projects that are required to be undertaken at KCC Park include a fire services upgrade and a sewerage solution. Management committee tasked these projects to the KCC Park Facilities Committee in January 2018. Fire services works are critical for compliance under existing state and local regulations. Management committee at their meeting held in August 2020 agreed that a $2 levy be applied on all Dogs Victoria transactions to fund major facility projects. All members will have the opportunity to manually opt out of the levy should they choose to do so. The money raised from the levy will be corralled in a distinct reserve account – facility fund account, and a barometer will be used to demonstrate to all members on the progress of the fundraising. We hope the below will assist in answering any further questions you may have regarding the facility fund levy

FREQUENTLY ASKED QUESTIONS Q: To what transactions will the $2 levy apply? A: The facility fund levy will apply to all transactions. ( eg membership renewals, litter applications, transfers, prefixes etc ). Q: Does the $2 include GST? A: GST will need to be applied; therefore, the total amount will be $2.20 per transaction. Q: How long with this levy be imposed? A: Management committee have not determined how long the levy will be imposed. Q: Don’t we already pay a levy on canine research? A: Yes, members pay $2 per puppy registration, this money goes to canine research. Q: Is the facility levy compulsory? A: No, members have the option to opt out. If using the online portal to pay for your membership renewal then you will be invited to opt in. You can do this by selecting to pay the $2 facility fund levy prior to finalising your payment. Q: Can members and affiliates donate to the facility fund?

A: Yes, members and affiliates can donate to the facility fund. Please contact our office to discuss further. Q: How do we know this levy will not be allocated to general reserves? A: Management committee has agreed the funds raised from the facility fund will be kept in a separate account, the same way the money raised from donations to the bushfire appeal were kept in a separate account. Q: What are the major projects the levy will be spent on? A: Management committee have prioritised the following projects, • fire services upgrade • sewerage service upgrade There are also smaller projects under review including, • installation of a new sound system for the Boxhall pavilion and exhibition area one • tree planting of the west end (dirt pile) • upgrade of Lyndhurst rooms as additional required facility works Q: Will the money raised from the levy be spent at KCC Park only? A: Management committee will consider all suggestions for the allocation of the funds raised from the facility fund. Q: How will members know how much money has been raised from the levy? A: A barometer will be published in the magazine and on the website. Q: When will works commence? A: Work on the fire services is due to commence in October 2020. Q: Do the funds need to be raised before the works can commence? A: No, Dogs Victoria will use money from our investment reserves to commence works on the fire service upgrade. Q: Was there consultation with the Finance Committee about the levy? A: Yes, the KCC Park Facilities Committee reviewed multiple funding options prior to requesting Management Committee endorse the recommendation for the money from our investment reserves to be used for the installation of the fire service, but a dedicated facility account be established to hold all funds for use on facilities and the reserves to be reinstated over time.

ATTENTION POTENTIAL ASPIRING CANDIDATES FOR 2021 The conformation judges committee (CJC) will be accepting applications for enrolment in 2021. Candidates will be required to meet the criteria under ANKC Regulation 4.1 in its entirety, other than the six stewarding appointments, which will be reviewed post COVID-19 and dog shows recommence. 4.1

Aspiring Judge Entrance Program (1st Group or Single Breed excluding German Shepherd Dog Single Breed) (Amended 10/13 – 5.6.4)

4.1.1

To enrol in the Program as an Aspiring Judge, a member must fulfil the following criteria: 4.1.1.1 be 18 years of age or over; 4.1.1.2 have been a member of an ANKC Member Body for a minimum of eight (8) years during the ten (10) years immediately prior to the date of the application. 4.1.1.3 have bred at least three (3) litters under their own or shared Prefix. 4.1.1.4 have bred at least two (2) champions under their own or shared Prefix. 4.1.1.5 the application shall be for the Group or Breed in which the requirements of 4.1.1.3 and 4.1.1.4 above have been met or partially met. (Amended 10/12 - 7.4.1)

4.1.1.6 (a) Where a Member Body requires formal training to become a Steward, a Member must successfully complete that training in the two (2) years prior to applying to become an Aspiring Judge. 4.1.1.6 (b) In any State where no formal training is required, in the two years prior to enrolling, an Aspiring Judge must officiate as a ring steward on no less than six (6) occasions of which three (3) must be full groups. 4.1.1.7 in the two years prior to enrolling, have successfully completed and have demonstrated a history of ongoing commitment to dog showing through the various aspect of the sport such as Show Management and other aspects of Affiliate and Show Administration. This commitment is to continue for the duration of training. 4.1.1.8 complete and submit the approved enrolment form which must include evidence of the criteria of 4.1.1.1 – 4.1.1.7 above and be accompanied by the prescribed fee. J Baker advised that she did not doubt the authenticity of the auditor, and went to on to advise that in companies that she have worked with they have changed the auditor but not the firm. Motion: That the minutes of the 28th Annual General Meeting of the Victorian Canine Association Inc, held on 22 May 2019, with the above amendment, be confirmed as a true and accurate recording of proceedings. Moved: M Higgins Seconded: J Wills CARRIED S Pretty raised a point of order regarding the nomination and appointment of the scrutineers. The Chair advised she had asked for nominations for scrutineers at the commencement of the meeting and had received nominations from A Burt, W Douglas and L Beer. The Chair stated that a motion to appoint those persons as scrutineers in accordance with Rule 2.102.4 was put to the meeting and carried. S Pretty then indicated she wished to suspend standing orders. The Chair requested that Sheryl Pretty formulate and put a formal motion. Motion: That the meeting suspends standing orders, address agenda items six and seven and then adjourn the meeting. Moved: S Pretty Seconded: J Cooke The Chair advised that the Rules of the VCA gave no guidance in relation to a motion to suspend standing orders. Regulation 6.1.29 referred to the suspension of standing orders in two contexts – the first being on 7 day’s written notice of a motion to that effect, which had not been given by the mover, or upon the vote of a majority of the members of the Committee, which also did not apply. The Chair then referred to the Model Rules which in Part 4 Section 30 (4) set out the requirements for an Annual General Meeting as including confirmation of the minutes of the previous AGM, receiving and considering the annual report of the committee and activities and the financial statements for the preceding financial year, the election of the committee and the annual subscriptions. The Chair stated that dealing only with Items 6 and 7 of the 2020 Agenda, that is with the election of the new members and announcing life members would not satisfy the requirements of the Model Rules and would not therefore constitute an Annual General Meeting. Given the lack of clarity in the Rules and Regulations of the association, the Chair decided to put the motion to the membership. Key Discussion Points / Answers to questions from the floor: Q: T McDonald – Where are the Audited accounts located in the Annual Report? A: J Hutchison – The Audited Accounts were published in the May 2020 issue of the Dogs Victoria Magazine. A communication sent to members recently included six attachments, which should have been included in the May 2020 issue of the Dogs Victoria Magazine. Audited accounts are accounts that the auditor prepares. Q: D Brace – Do these matters require the motion to be moved and seconded prior to the questions A: J Robinson (Chair) advised that the meeting was following the order of 2019 Annual General Meeting, allowing members to put their questions and receive explanations before having to formally receive the Accounts, given that there had been significant concern about the 2019 accounts. Q: S Quinn – How do members deal with issues as a member. I am dealing with a council that advises I can only have two dogs. A: J Robinson – Advised that while the meeting was taking questions on the audited accounts, she would address this issue briefly because of its importance to so many of the Association’s members. The Chair advised that Dogs Victoria had raised the planning permit issue with Animal Welfare Victoria and was meeting with the Minister for Agriculture on 29 July 2020. The Chair then requested the meeting focus on the 2019 Audited accounts. Q: P Ashton – How much did the mowing contracts costs for both Bulla and KCC Park? A: J Hutchison – KCC Park $56,600, Bulla $15,900 in 2019. Q: J Cooke – Please advise the total income raised from the Library shows A: J Hutchison - 2019 entry fees received $6,930. Donations had been reflected under donations. Q: J Cooke – Is there a provision for a hard copy of the Dogs Victoria Magazine? A: J Hutchison – The Budget for 2020 formulated during December 2019 was premised upon the assumption that a hard copy magazine would be provided bimonthly and a digital magazine every month. This was a cost saving measure. However, COVID-19, increased difficulties and expense due to the lack of availability of printers. Dogs Victoria is aware that some members do not have internet access and will provide a printed copy for those members upon request. Q: J Cooke – Was the scope for an Auditor put out to tender? A: J Hutchison: This had been done and would be discussed under Item 5. Q: J Cooke – Questioned the acting Chief Executive’s report published in the Dogs Victoria Gazette advising he was expecting a good end to the financial year, further he indicated an increase of term deposits A: J Hutchison – Advised that whilst the former Acting Chief Executive’s August 2019 report was accurate, it was nonetheless misleading to members. When depreciation and the redundancies were taken into account, the overall position would have been as the former Acting Chief Executive indicated but would not have physically represented an increase in the term deposits.

Q: J Cooke – Is Employsure listed as a consultant? A: J Hutchison – Employsure have a 12-month contract that runs to December this year. Q: J Cooke – Where is the compliance levy shown in the accounts? A: J Hutchison – It is included in registration for litters, and used for costs relating to compliance staff. This year saw $214,000 expenditure on compliance and the income was approximately $150,000. Q: J Cooke – What were the savings in replacing ground staff with contractor at the Bulla Exhibition Centre and KCC Park? A: J Hutchison – The decision to make the grounds staff redundant was made by Management Committee after significant research and consultation was undertaken by the KCC Park Facilities Committee. This research indicated that significant savings and improvement of the grounds could be achieved by outsourcing maintenance to professional horticulturists. This decision included several facets – the wage and salary costs, plus the requirement to maintain and upkeep the required machinery. The wage and salaries component indicates a direct saving of $74,000, and further savings will be achieved in future years as Dogs Victoria will no longer be required to maintain and upgrade machinery. The association did have some aging mowing equipment which was nearing the end of its useful life, and this must be included into any analysis. Q: J Cooke – regarding Wages and Staff - what is the difference in the first quarter? A: J Hutchison – Budget for 2020 first quarter was $319,000 Q: J Cooke – Is the number of staff and wages bill sustainable or cost effective? The measurement resulting in the lowest figure is counting each individual person who is a member of Dogs Victoria. a membership. Consequently, the number of total memberships is higher than the total number of individual people who are members of Dogs Victoria. On an individual person basis, we have just under 8,000 people who are members of Dogs Victoria. After taking into account other membership categories, such as joint membership, judges membership, affiliate memberships etc., total membership is in excess of 10,000. Q: J Cooke – Please explain the payments under Bulla equipment and vehicles. A: J Hutchison – This includes facility assets – carpark improvements. A: J Hutchison – External consultant assisted with accounts, this was left in an earlier Budget, however it has been removed from 2020 Budget. Q: S Hutchison – Questioned redundancy costs. A: J Hutchison – Staff remuneration is an operational aspect of Dogs Victoria which is confidential and not disclosed due to privacy, however, total wages are always disclosed in each Annual Report. The total of redundancy payments for 2019 was $234,090 paid in accordance with the terms of the Enterprise Bargaining Agreement and was a major element of the loss of the Association for 2019. Redundancies were incurred in both December and January. Australian Accounting Standards applied to bring the January 2020 redundancy payments to account in the 2019 year. It was right and proper thing to bring these costs into 2019 to inform members as quickly as possible. Q: D Lee – Will affiliation fees be reduced for clubs that will not have shows this year? A: J Hutchison – Management Committee have made allowances for some affiliates that may find it difficult to continue. This is a matter for Management Committee. A: J Hutchison – Although there has been a reduction in members being able to utilise grounds, membership and litter registrations have increased. Q: S Hinton – Will any allowances or any sort of assistance for those heavily impacted by COVID-19 be made? A: J Hutchison – this question was answered in previous answer. Q: D Barclay – Will the Budget be reviewed if COVID-19 continues? A: J Hutchison – This Budget was prepared in April this year. Budget talks commence in September, we will engage with chairs of performance and facilities subcommittees and obtain their feedback. We will revisit the 2021 budget. Q: K Miller –Will there be a refund or reduction in the 2021 membership fee given there is no printed magazine? A: J Hutchison – The 2021 Scale of Charges has not been addressed at this stage. It is done with the Budget. Further this is looked at by the Finance Committee, with the first draft going to Management Committee with recommendations from Finance Committee which feeds back into the Budget. With the magazine proposed to be digital, I would expect someone that takes a digital copy would not pay as much as a hard copy. This is the single biggest expense outside wages and runs in the order of $300,000 - $350,000 a year, a significant expense. We need support of members to assist with the decline of revenues. Management Committee has embraced strategic plans to look at income from outside sources. Q: D Barclay – Have external funds been secured for 2021? A: J Hutchison – Yes we have been looking into this; website advertising, Royal Canin sponsorship retained, however we need corporate sponsors and these sponsors are under pressure due to COVID. J Hutchison, Chair Finance Committee spoke on the three auditor firms who had responded to Dogs Victoria’s request for tender. These were Yates Partners; Eddy Partners and Accrue. The Chair Finance discussed each tenderer and

recommended that Yates Partners be ranked first, Eddy Partners second and Accrue last. S Pretty – Was Regulation 6.2.3 complied with? The Chair advised that there appeared to be some inconsistency between the Rule 2.97.2.6 which stated that the members in Annual General Meeting were to appoint or reappoint auditors for the current year, and Regulation 6.2.3 which as Sheryl Pretty was arguing stated that nominations for appointment to the position of Auditor shall close on 31 January preceding the AGM. S Pretty argued there was a conflict of interest if the Finance Committee recommended a change of auditor. She noted that members last year requested a change of auditor and that Management Committee is trying to undermine these Rules. Sheryl Pretty referred to her own motion regarding the appointment of Accrue to be appointed as Auditors for the current financial year. John Hutchison argued that Sheryl Pretty’s nomination of Accrue also did not meet the requirements of Regulation 6.2.3 in that the Accrue tender was not received until 22 June 2020. S Hinton asked whether any of the three companies have completed auditing for Dogs Victoria in the past and John Hutchison advised Eddy Partners are the current Dogs Victoria Auditor. S Power advised she had concerns about the recommendation of the Chair of Finance Committee regarding the appointment of Yates Partners as Auditor. She believed that Management Committee were in full knowledge of conflict between the Rules and Regulations, and questioned why did they not do something about it. The Chair advised that the apparent inconsistency only came to light in the preparation for the AGM. She advised that the Rules always override the Regulations. The Chair congratulated each recipient for their outstanding contribution to Dogs Victoria and advised that the awards would be personally presented when COVID restrictions relaxed and allowed face-to-face meetings to be held. 9. To consider the adoption of ordinary or special resolutions submitted in accord with rule 2.97 (3) which states: “At all annual general meetings of the VCA, no business shall be considered or discussed other than that of which notice has been given on the notice convening the meeting or any business which, in the opinion of the chairperson, shall arise out of such business”. Dogs Victoria consistently utilise the VEC without the request for quotes for services in accordance with Rule 2.70. While tenders for these services have NOT been undertaken in the past, it was noted that these are highly specialised services and competitive tendering is not the most suitable or effective method of selecting a suitable provider. The VEC is an independent and impartial statutory authority established under Victoria’s Electoral Act 2002. The VEC not only holds considerable experience in the conduct of Victorian State elections, local council elections, certain statutory elections and polls, it also has experience in undertaking elections on behalf of commercial and community bodies.

These rule changes have been requested by the Victorian Electoral. Commission to support the ongoing conduct of VCA elections.

Noting the specialised nature of these services, the conduct of a tender process to select such specified services is not an efficient and effective use of DV resources. Rationale: The ability to exchange information as it becomes available has changed significantly since the rules were first developed. While the Gazette remains an important feature and an official means of exchanging information with the membership, it results in a significant delay in important information being exchanged with the membership. Rather, members receive information through informal channels which is subject to rumour and conjecture. Formalising electronic channels of communication as an additional means of official communication for the VCA will facilitate streamlined communication with the membership and enhance transparency. L Howlett spoke to the motion advising that the intention is to facilitate improved communication via the internet via the rules, to be able communicate effectively and more freely connect to members electronically via the internet. Members that do not have internet, are able to be dealt with independently. F Tipping spoke against the motion advising he disagrees with information going out electronically, on an ad hoc status. F Ahern also spoke against the motion advising he believes it is important that members still get a printed copy of the Gazette, not all members are on internet. T Bohl spoke in favour of the motion advising this is a timely motion given we are all transitioning during time in COVID-19, needing access to

timely information without prejudice, she believes this will allow this to happen, understands it isn’t on an ad hoc basis. Thus this motion is appropriately worded, given other than electronic communications, the motion allows other relevant information will continue to be communicated to members in the usual publications. The mover summed up the motion advising this is not about the Gazette but about providing timely information as quickly as possible to all members, so they are able to access this information online in a timely fashion, which is the reason behind the wording of this motion. P Ashton spoke for the motion advising that the calling of a Special General Meeting was a right of members who wish to discuss important matters, and gives members confidence so they know if they need to bring something important up for discussion they can do this. S Hutchinson spoke against the motion advising the CE is the recipient for the request for an SGM, she believes it is out of the scope of the CE to call a SGM for members. K Gilbert spoke against motion – COVID has proven that we have to be flexible in matters as this, and this gives the authority to the CE, when authority should sit with the Management Committee, so this is changing procedure. J Baker spoke in favour of the motion advising there has been a SGM email lodged which has been acknowledged in email however, no written correspondence to date. S Power argued that the motion does not vest a power in the Chief Executive that otherwise rests with the Management Committee, that this is an incorrect notion as it does not give any authority to the Chief Executive but simply requires the Chief Executive to enact the requisition which is the Chief Executive’s job. T Boal spoke for the motion which she argued reinforced the ability of members to exercise their rights and requisition a meeting and be provided with a timely response with a date for the Special General Meeting; the motion does not retract from the rights of the Chief Executive or Management Committee member, however, simply out of respect to the members requesting the special requisition, so they can be heard.

S Jawoski spoke against the motion advising on the face it seems to be a fair rule, however it is open for abuse, as individuals can request a Special General Meeting at any time as many times as they wish, which can be problematic if forcing Chief Executive to respond to a meeting request, causing members of the committee to resign. W Hutchinson spoke against the motion because it does not allow appropriate time to allow members to be informed of the meeting via the Gazette. C Moore also spoke against the motion arguing that the Chief Executive should not have authority to call a Special General Meeting and that it doesn’t allow enough time to prepare and have a meeting. J Milford spoke in favour of the motion advising that being a mover of a special requisition, time has passed and there has been significant delays. It is member’s rights to raise a requisition, vital members are given a voice in an effective manner. J Hutchinson spoke against the motion under Rule 2.1.6.2 – management after receiving a requisition, conflict in the rule. Imperative for a SGM members are advised, 14 days is far too short for members to receive information regarding a SGM. J Harvey spoke in favour of the motion, stating that a Special General Meeting is the only way ordinary members can have their say, and it is therefore important the Chief Executive acts in a timely turn around without having to go through the Management Committee first which delays the process unnecessarily. S Pretty spoke to the motion advising that in the existing motion, each alternative is followed only by the term “or”, whereas in the proposed motion she has added “and/or”. The motion added increase ways of communicating to members through social media. P Ashton spoke in favour of the motion advising the amendment takes into account that members want to receive information in different ways, some people don’t use social media, others do. This resolution gives Dogs Victoria members the means to receive information in a way that best meets their needs by a variety of methods. L Thomson spoke against the motion, saying it uses the words ‘and’ or ‘or’, whereas the previous rule just used the word ‘or’ which can be confusing, perhaps change it to omit the word ‘and’. S Hinton spoke against the motion, due to the wording of the rule, this amendment would allow social media to be the only means of communication. It needs to be reworded to ensure the Gazette was added as a means of communication as well as, the words of the rule need to be amended to allow for varying forms of communication to be in the rule. D Brace spoke against the motion arguing Dogs Victoria needs a variety of means to communicate to members, but it allows that any one of these four methods can be used as sole methods. His view is that it needs to be one method of communication to members as the Gazette, either a hard copy or electronic copy. Whilst sympathetic to what is intended, he felt the wording of the motion needed further clarification. M Gray spoke against the motion, appreciating the intent and commenting that there is no current VCA social media to communicate information only to members. She too would support a rewording of this motion but believed it important to set up a private VCA members only forum. J Cooke spoke against the motion, a number of members don’t have access to social media or mobile phones, hence no information to VCA with the AGM, as it relied on digital communications only. To promote and raise the standards of breeding, rearing, keeping, and sale of pure bred dogs and the general welfare of all dogs. To promote and encourage the regulation of breeding of pure bred dogs and the registration of such dogs and their progeny with the VCA. The resultant vacancy will be filled at the same annual election from the candidates remaining from the ballot for ordinary members of the Management Committee according to the provision of Rule 2.33.2.2 for the filling of casual vacancies. 2.50.2 (As adopted 20.4.94) During the term of office of the Vice President, the incumbent may nominate for the office of President when it falls vacant and is scheduled for election. Ordinary resolution moved by Sheryl Pretty seconded by Pauline Ashton The members appoint ACCRU Accounting and Financial Services to position of Auditor of the Victorian Canine Association Inc, commencing this calendar year, and shall remain in the position until the members determine otherwise. Rationale:


Members present at the AGM have repeatedly requested a change in Auditor for several years, as a “fresh pair of eyes”. ASIC recommend a change in Auditor each 5 years as a part of good governance, and as the current Auditor has been in place over 20 years (which I reported last AGM) it is well overdue our finances are subject to external scrutiny by an independent person. This change does not in any way mean the current Auditors work is cause for alarm. The Chair ruled that this motion was rendered redundant by the resolution of the majority of members to appoint Yates Partners as auditors for the VCA in Item 5, Wednesday 22 July 2020, noting 103 members voted in favour of the appointment of Yates Partners as Auditors, 21 members voted against and 7 abstained, representing a vote in favour of 83 per cent of members present and entitled to vote. Motion: Dissent from Chair’s Ruling that auditor was appointed under Item 5. Moved: S Pretty Seconded: P. Ashton The Chair referred to Rule 2.97.2.6 and Regulation 6.2.3 as being the rules and regulations relevant to the motion and read these to the meeting. S Pretty argued that Rule 2.98.3 required that any business to be brought at the AGM required notice in writing to be brought to the attention of the Chief Executive by 31 January in that year and suggested that Management Committee had not put a tender out before 31 January 2020. She argued that she had complied with this regulation in putting forward her proposal that Accrue be appointed the Association’s auditors. S Pretty contended that as a member of the Finance Committee the Chair was conflicted in ruling that the motion was out of order because the question had been put and answered in Item 5 in that the recommendation was made by Finance Committee to Management Committee. J Hutchison, Chair of Finance Committee, spoke against the motion arguing that the Rules override the Regulations and Rule 2.97.2.6 requires the members to “appoint or reappoint” the auditor at each AGM and accordingly the wording of S Pretty’s motion that Accrue be “appointed until the members determine otherwise” is inconsistent with the Rules. Further J Hutchison argued that Regulation 6.2.3 referred only to the requirements of appointment and not reappointment and given that the particulars of both Yates Partners and Accrue had not been provided by 31 January 2020, a literal reading of the Regulation would mean that Eddy Partners would have to be reappointed. Elaborating, J Hutchison explained that no auditor had put in a tender for the position by 31 January 2020, that tenders by Accrue and Yates were received in June, but a tender was not required by Eddy Partners as that firm was seeking reappointment, not appointment. No member of Finance Committee has any association or interest with any of the

three auditors. Yates was chosen a new set of eyes based upon their experience and legal of materiality being suitable for the VCA and were appointed by the members at the AGM. S Power contended that the purpose of the motion of dissent in the Chair’s ruling was not to question the appointment of the auditor but to argue that the correct process had not been followed, and reiterated that the Chair, being a member of Finance Committee which put forward the nomination, was conflicted. R Bridgford spoke against the motion noting that S Pretty had not disclosed Accrue’s proposed fees to members thereby preventing members from making an informed decision in the best interests of the Association. R Bridgford suggested that the appointment of Accrue could be financially costly for the Association. K Gilbert spoke against the motion, noting that the proposer had posted comments on social media, and called for honesty by the proposer and mover of the motion for dissent in addressing the agenda underlying the nomination of this particular firm as the VCA’s auditor, and what the proposer hoped to uncover by the appointment of this particular auditor. K Sneath suggested that governance requirements could be met if a different accountant within Eddy Partners was appointed as the Association’s auditor. In summing up, the Chair requested that the proposer, S Pretty address the second part of Regulation 6.2.3 requiring the nomination to include the period of appointment and conditions and fee for the period of the Audit. S Pretty summed up the motion advising that neither of the proposals for Eddy Partners nor Yates Partners had been submitted by 31 January 2020 and accordingly the process had not been followed properly, and that the Chair had a conflict of interest in that she was a member of the Finance Committee which had put forward the nomination for Yates Partners. P Ashton, seconder of motion reserved her right to speak. P Ashton stated that had general members put forward nominations after 31 January 2020, they would not have been approved to be put on the agenda. P Ashton denied that she had any interested in Accrue. MOTION: LOST (For: 29 Against: 78 Abstain: 4) The motion of dissent in the ruling of the Chair having been lost, Special Resolution 28 was not put and the meeting moved to Special Resolution 29. 29. Ordinary resolution moved by Jan Cooke seconded by Heather Simpson Where Members and/or Club Secretaries have no email contact details, hard copies of membership

renewals and any correspondence directed to Clubs be sent to the respective member/Club Secretary’s address in hard copy. Rationale: There should also be an option for all members on renewals to indicate if they wish to receive hard copy Gazettes. J Cooke spoke to the motion, noting that she was aware of complaints that some members, including Life Members, were not receiving information from the office; that this was unacceptable, and that the Association must cater for members who are not able to communicate electronically by producing communications in hard copy. The seconder to the motion had emailed a statement which was read to the meeting by the Chair. H Simpson supports this motion as many members do not have the technology to receive electronic copy. The annual membership should be covering the cost of the Gazette; a letter should be sent to all members requesting members advise which form of communication should be received. S Power advised there needs to be a structured approach on how we deal with our members, and the way some of our long-term members have been excluded by not receiving any communications if not with technology is unacceptable. C Darby spoke against the motion advising not all clubs have the funds to extend communications to members both ways, it extends too far. MOTION: CARRIED 30. amendments without creating a new sub-clause. It now lists both elected and nominated committees for clarity. F Tipping spoke to the motion, explaining that this Rule was a refinement of an amendment from the 2019 AGM designed to provide clarity and transparency.

D Lee chose not to speak. There were no further speakers for or against the motion. The mover summed up the motion advising recommend to the members wanting more transparency with how people are elected and appointed and advised of their attendance at the meetings.

VCA REGULATIONS 4.4.4 Except as provided for in these Regulations any member selling, supplying or disposing of a dog to another person must supply to that person the signed registration certificate duly completed with the name and address of the person and the transfer date, within one calendar month of disposal unless Management Committee otherwise directs. A member shall not include any contractual provisions contrary to this regulation. (15/11/11) 4.4.5 Any member who sells a registered

dog without transfer of registration to the purchaser must obtain the agreement of the purchaser in writing that the dog will either not be transferred into the name of the purchaser or deregistered with the VCA. 4.4.6 A member shall not sell any dog in such a manner as to cause the purchaser to believe the dog being sold is registered with the VCA if it is not. (15/09/19) 4.4.6.1 A member may indicate during the sale that a dog which is not as yet registered with the VCA is intended to be registered in accordance with Regulation 4.1.3.


LITTERS REGISTERED - AUGUST 2020 ANKC LTD REGULATIONS Part 6 Section 8 Breeding 8.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (Added BOD 10/11) 8.4 First generation (father/daughter, mother/son, brother/sister) matings are not permitted. ANKC Ltd Member Bodies will not register the progeny of father/daughter, mother/son, brother/ sister matings on the Main Register unless application was made to the Member Body and approval was given prior to the mating on the basis of health or genetic reasons to the benefit of the breed. Any breach of this regulation will constitute an offence by the member/members who are the owners of the sire and dam of the litter. The progeny resulting from such a breach will be registered on the Limited Register and endorsed ‘never to be upgraded’ and any further penalties may be determined by the member’s member body. (Added 10/10, 6.7) (Amended EAP 07/11) (Amended 10/14, 7.5.6) 8.5 First Degree Mating protocols: (Added 10/12, 6.6.1) 8.5.1 Applications shall be made prior to the mating to the relevant ANKC Ltd Member Body and the following information is the minimum required for the Member Body to make deliberation: a. Grounds for the mating should include details of the dogs to be mated and relevant health test results; b. Desired outcomes for the mating; c. When the intended mating is likely to occur. 8.5.2 Where prior approval has not been sought or granted by the Member Body. All progeny are to be registered on the Limited Register and the record flagged never to be upgraded to the Main Register. (Added 10/13 – 6.5.1)

PART 20 CODES 20.1 CODE OF PRACTICE

(amended 15/09/19, 15/08/18) Each member, upon being admitted or re-admitted to membership of the Victorian Canine Association Inc. shall be bound by the Victorian Canine Association Inc. (hereinafter ‘Dogs Victoria’) Code of Practice. Ethics 20.1.1 A member shall not knowingly or recklessly misrepresent the ANKC or Dogs Victoria. 20.1.2 A member shall not engage in any behaviour that is contrary to the standards accepted by the community. 20.1.3 A member shall display good sportsmanship and conduct at all times so as to reflect credit upon themselves, the ANKC and Dogs Victoria. 20.1.4 Members shall constantly strive to improve their knowledge of their chosen breed or breeds, and their knowledge of the requirements for the care, welfare and betterment of dogs. 20.1.5 Members shall ensure proper care for all dogs under their control, whereby

20.1.5.1 Food shall be provided in sufficient quantity and nutritional quality; it must be canine appropriate and nutritionally balanced to meet the daily requirements for the condition, activities, age and size of the each dog. All dogs shall have access, in their housing area, at all times, to a sufficient supply of fresh, clean, water daily. Food and water utensils shall be kept clean; 20.1.5.2 Dogs shall be housed in a safe and secure manner that is suitable for the size and containment requirements of the dog and provides protection from adverse environmental conditions and climatic extremes. Adequate ventilation and sufficient space must be provided for dogs to stand. The flooring area of pens/cages shall not be made from uncovered suspended wire. Each dog older than 16 weeks of age shall have access to a separate bed or sufficient bedding material that all animals can sleep comfortably at the same time; 20.1.5.3 Dog sleeping, housing and exercise areas shall be kept clean and at a good standard of hygiene by cleaning any faeces, wasted food, and soiled bedding daily. Where pens and kennels are cleaning by hosing, material on floors (toys, bedding, food, faeces etc) shall be removed prior. Hard surfaces in pens and

kennels should be disinfected weekly or more often if required. Veterinary advice shall be sought for managing the cleaning of premises and management of isolation if a contagious illness occurs in dogs; 20.1.5.4 All dogs of all age and breeding status shall be provided with an appropriate amount of daily exercise, social contact and enrichment suitable to the individual needs of the dog; 20.1.5.5 Where dogs are tethered, they shall be tethered in accordance with the Prevention of Cruelty to Animals Act 1986 and Regulations. Pregnant bitches of more than 7 weeks gestation, whelping bitches and lactating bitches with puppies shall not be tethered. Puppies under 16 weeks of age shall not be tethered. 20.1.5.7 Dogs shall be transported in a safe and secure manner. Dogs shall not be transported in the boot of a sedan type car. When on the back of a ute or trailer, dogs must be appropriately tethered or caged. Sealed transport containers shall have multiple ventilation holes. 20.1.5.8 Veterinary care is provided as required in accordance with the Code of Practice for the Private Keeping of Dogs. Additional veterinary


requirements for breeding dogs is described in Section 20.8 Code of Practice for Breeding Animal Health Management. 20.1.6 A member who leaves a dog owned by them in the care of another person shall remain responsible for that dog. 20.1.7 A member shall take all appropriate lawful measures to assist a dog in distress. 20.1.8 A member shall positively enhance the reputation of dog breeders and owners by ensuring that dogs owned by the member are not a danger or nuisance to the community. 20.1.9 A member shall not participate in nor support any activity in that involves cruelty or damage to animals, excluding legal hunting activities. 20.1.9.1 Dogs shall not be trained or worked beyond their willingness and capabilities. All training methods used shall be humane and not cause undue fear, distress or pain. 20.1.9.2 Dog Collars The use of dog collars incorporating protrusions designed to puncture or bruise the dog’s skin, or electronic collars designed to deliver an electric shock to the dog is prohibited at any VCA sanctioned event, training activities, or any activity which may reasonably be seen to be in connection with the VCA. (15/09/19) 20.1.10 A member shall make every effort to rehome any dog no longer required by that member to a suitable home. A member shall not dispose of dogs owned or bred by the member to a pound or animal refuge except in exceptional circumstances and following notification in writing to Dogs Victoria. In this instance, depending on circumstances Dogs Victoria may request that any breeder prefix also be suspended or surrendered. Breeding 20.1.11 A member shall breed primarily for the purpose of improving the quality and / or working ability of the breed in accordance with the breed

standard, and not specifically or predominantly for the pet or commercial market. 20.1.11.1 If breeding animals are determined to be no longer suitable for breeding, or are retired and are to be rehomed, they must be prevented from further breeding by transfer to limited register, neutering, contraception, contract of agreement or other means. 20.1.12 A member shall not breed with a bitch unless they have reached adequate maturity for that breed as determined by Dogs Victoria, without the prior approval of Dogs Victoria. Where the Rules, Regulations and Codes of Practice are otherwise silent, the minimum age for breeding a bitch shall be 12 months [see attached Minimum Breeding Age for Bitches]. (15/11/18) 20.1.13 A member shall not breed a bitch causing it to whelp more than twice in eighteen months without the prior approval of Dogs Victoria. 20.1.14 A member shall not breed with a bitch causing it to whelp more than five times in its lifetime (amended 15.03.17) 20.1.14.1 First generation breeding (eg father / daughter; brother / sister; mother / son) matings are not permitted. 20.1.14.2 The progeny of any matings under 20.1.14.1 will be registered on the Limited Register and endorsed “never to be upgraded”. It will be a breach of Code 20.1.14 by the member/s who are the owners of the sire and dam of the litter constituting an offence against Dogs Victoria Rules, Regulations and Codes. 20.1.14.3 All bitches eight years of age and over at the time of a mating must have a current veterinary certificate stating that the bitch is in good health at the time of breeding. This certificate must be presented at the time of registration of the litter resulting from this mating. A current veterinarian certificate is defined as being within three months prior to the mating. (15/08/15)

20.1.15 A member shall not permit any of that member’s pure bred dogs to be mated to a dog of a different breed, to a cross bred dog, to an unregistered dog of the same breed, or to a dog not on the Main Register without the prior approval of Dogs Victoria. 20.1.15.1 A member shall not permit any of that member’s unregistered dogs to be mated to any other unregistered dog, with the exception of dogs registered with a Registry Body recognised by ANKC Ltd (unless an exemption is granted by Dogs Victoria). (amended 15.03.17, 15.04.18) 20.1.16 A member shall take responsible action to reduce the incidence of hereditary diseases in accordance with the ANKC Code of Practice for Hereditary Diseases and shall comply with Dogs Victoria’s Code of Practice for Hereditary Diseases (Code 20.3), and the Prevention of Cruelty to Animals Act 1986, particularly with respect to the Code of Practice for the Responsible Breeding of Animals with Heritable Defects that Cause Disease. 20.1.17 A member shall not, within Australia, sell or otherwise transfer from that member’s care any puppy under eight [8] weeks of age. (amended 15.05.17) 20.1.18 A member shall not export a puppy under the age of eleven [11] weeks, or such greater age permitted under the livestock import requirements of the country to which the puppy is being exported. 20.1.19 Deleted (15.11.19) 20.1.20 A member shall ensure that persons acquiring dogs from that member understand the requirements for the care, welfare and responsible ownership of the dog, and that they have the time and facilities, e.g. adequate fences, sufficient room and proper shelter, to fulfil their responsibilities. 20.1.21 A breeder shall be expected to maintain reasonable contact with the purchasers of dogs from that breeder and to offer continued advice and

reasonable assistance. 20.1.22 Record keeping requirements: (15/09/19) (15/11/11) 20.1.22.1 A breeder shall create a record file for each individual puppy born, and maintain until ownership changes or the animal is deceased. A breeder shall make available all records for inspection by an authorised officer or as directed by an officer of Dogs Victoria. Copies of these records must be retained by the breeder for a minimum of 3 years from date of last entry. 20.1.22.1.1 Records to be kept for puppies under 12 weeks of age shall include the following (copies of original documents are acceptable where originals accompany the puppy to its new owner): • a copy of the litter registration form, or alternatively: -name, -microchip number (when implanted); -sex; -breed; -date of birth; -colour and markings (if applicable); and -dam and sire registered names and numbers • health care history including vaccination records, internal and external parasite control, • purchase/disposal record including name and address of new owner (where applicable), • copy of health declaration, and • record of return (if applicable) with supporting documentation. 20.1.22.1.2 Records to be kept for dogs over the age of 12 weeks acquired or retained by breeders for the purpose of breeding shall include: • either ANKC registration certificate, or alternatively: -registered name and number when registration details become available; (amended 15/09/19) - microchip number; - sex; - breed; - date of birth; - colour and marking (if applicable); and - dam and sire registered name and numbers • council registration certificate; • health care history including

vaccination records or titre tests, internal and external parasite control, • breeding status and breeding history, • purchase/disposal records including name and address of new owner (where applicable), and • record of return (if applicable) with supporting documentation. 20.1.22.2 Records of breeding history for dams must include dates of mating or artificial insemination, dates of whelping, number of puppies born alive, number of puppies stillborn, record of any whelping complications and resultant treatment, microchip numbers for live pups at 8 weeks, and post-partum veterinary treatment. 20.1.23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of: 20.1.23.1 The breed characteristics; 20.1.23.2 Vaccination record and / or requirements including the due date of the next vaccination or recommended timing for next titre; 20.1.23.3 Responsible dog ownership information; 20.1.23.4 All documentation required by Dogs Victoria 20.1.23.5 Records on internal and external parasite control; 20.1.23.6 Records of microchip number with a signed transfer of owner form; 20.1.23.7 A desexing certificate (if applicable); and 20.1.23.8 A written health declaration in accordance with 20.1.25. 20.1.24 A member shall not incorrectly describe nor knowingly misrepresent the characteristics of a breed. 20.1.25 A member shall ensure that all dogs sold or disposed of by that member are in the best possible state of health. Where any known physical abnormalities exist, a breeder health declaration shall be supplied which includes details of the known physical abnormality at the time of sale and how that abnormality may

affect future health and welfare of the dog. This shall be signed in acknowledgement by the recipient. With the exception of matters disclosed in the health declaration, a member shall abide by the following as a minimum practice when selling dogs; 20.1.25.1 Where a dog is returned to the member within 3 days of sale, for any reason not supported by a statement from a veterinary practitioner, the member must take back the animal and refund 75% of the purchase price. 20.1.25.2 Where a dog is returned to the member within 21 days of sale accompanied by a statement from a veterinary practitioner that the animal is unacceptable for health reasons, the member must take back the animal and refund 100% of the purchase price. 20.1.25.3 If an animal is diagnosed with, suffering from, dies of, or is euthanased from a physical defect or disease that is directly traceable to the point of sale within 3 years of purchase, the member must, subject to a second veterinary opinion, refund 100% of the purchase price where the owner of the animal provides supporting statements from a veterinary practitioner, including test results where a suitable test is available. Owners of the animal must make veterinary reports and test results available to the breeder for the breeder to obtain their own veterinary advice (second opinion), and for the purpose of informing future breeding management. 20.1.26 A member shall not: 20.1.26.1 Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop. 20.1.26.2 Allow a dog owned by that member to be given as a prize or donation or to be auctioned. 20.1.26.3 Advertise in any media or other display, the sale or disposal of a dog without the inclusion of the member’s DOGS Victoria membership number and, unless subject to written veterinary advice that the health of the dog is liable


to be significantly prejudiced if it is implanted, each dog’s full microchip number. It is mandatory that the following wording is included in any advertisements: “Please contact Dogs Victoria on email: office@dogsvictoria.org. au to verify my membership”. General 20.1.27 A member who provides or makes available a dog for use in a film, advertisement, promotion, or any media or public display must ensure that: 20.1.27.1 The dog is portrayed in a manner consistent with its breed characteristics and

Procedures for Affiliates and exhibitors to follow: 1. The forecast temperature for the district where the show is to be held will be as advised on the Elders Weather Website (www.eldersweather.com.au) at 10 am two days prior to the show. The Fire Danger Rating for the district where the show is to be held will be as advised on the CFA website (www.cfa.vic.gov.au) at 10 am two days prior to the show. In the event of an official declaration by the CFA the day prior to the show of Extreme or Code Red the show must be cancelled. 2. The gale force winds, thunderstorm or flood predictions for the district where the show is to be held will be as advised on the Elders Weather website (www.eldersweather.com.au) at 10 am two days prior to the show. 3. Where multiple shows are scheduled over a cluster of a number of days, then only those day(s), where the temperature is

36 degrees or higher, or the fire danger rating is Extreme or Code Red or gale force winds, thunderstorms or floods are predicted, will be affected. 4. It is the responsibility of the secretary of the affiliate or its delegate, and the exhibitor to check the forecast weather, the fire danger rating, or the gale force winds, thunderstorms and flood prediction, for the district where the show is to be held as in procedures 1 and 2 above. 5. The secretary of the affiliate or its delegate must notify the Chief Executive of Dogs Victoria by telephone when the decision has been made to cancel or reschedule a show. 6. The Chief Executive will place a notice on the Dogs Victoria Facebook page and website advising members of the status of any show affected by this regulation. 7. Exhibitors are to refer to the Dogs Victoria Facebook page and/or website to check the status of the show. 8. Where a show is cancelled, no entry fees will be refunded. Where the affiliate has cancelled a show the secretary or their delegate must submit a copy of the catalogue and pay all levies to Dogs Victoria within 14 days of the date of the cancelled show.
