FROM THE ACTING PRESIDENT DARREN BOWEY Dogs Victoria is a member based not for profit organisation, our sub committees and clubs rely on volunteers participating in every day functions for survival. Volunteering in club activities and committees can be a rewarding experience and allows us the opportunity, no matter what your field of interest, to lend a hand in running events and being involved. We have many city and country clubs who at times struggle to find people who are willing to go on committees to run the shows and events that we all love to attend, sadly many clubs have folded over the years due to their struggle to fill committees. Many of us may sit back and wait for someone to ask us if we would like to join a committee rather than asking to join, if you would like to give back on some small way to the Victorian dog world why not contact a club in your region and offer your services to join a committee, find out when their next annual general meeting is and go, many clubs would welcome new people joining them, particularly regional clubs.
Late October/early November kicks off a busy period in Victoria for the annual Sunbury Canine Club and Victorian Women’s Dog Club shows, it’s a peak time for breed specialties culminating on Melbourne Cup day with Sunbury Canine Club, Australia’s largest one day dog show. Good luck to all those exhibiting across the weekend’s events.

THE LAW AND YOU SUB M IT TE D BY: TE R R I MAC DONALD Victorian Government overturns its banned breeds legislation The Victorian Government tabled the Domestic Animals Amendment (Restricted Breed Dogs) Bill 2017 on 8 August 2017. This Bill is the outcome of the Government’s Inquiry into the Legislative and Regulatory Framework Relating to Restricted Breed Dogs (2016), which focused primarily on one aspect of the Government’s approach to reducing dog attacks – that being breed specific legislation. Under this legislation, laws targeted particular breeds or types of dog that were considered to pose a higher risk to the community. These dogs were subject to a range of restrictions that other dogs did not face, including the ability for local councils to euthanise dogs that were deemed to be of these breeds if they were not registered. The Inquiry examined whether or not breed specific legislation has been an effective part of the broader strategy to reduce dog attacks. In so doing, it considered not only the legislation but also the broader regulatory framework for dog management in Victoria and elsewhere. Dogs Victoria made a submission to the Inquiry and appeared as a witness, highlighting the many inherent problems with the legislation. Our evidence, which drew from the vast bulk of research here and internationally, found that breed specific approaches to dog regulation were not effective at reducing dog bite incidents. We argued that the prosecution of dogs and/or owners should be based on actual misdeeds committed by the dog and not on the particular breed or appearance of the dog. We also expressed our concerns that anti-breed legislation had resulted in some councils committing considerable finances and resources in seeking the conviction and destruction of dogs. Such decisions were regularly challenged as the legislation allowed for a dog to be declared a restricted breed by council officers based only on the judgement of the animal’s external appearance. For the most part, councils do not have the expertise to make breed identification, which in itself is an inherently flawed process - the Australian Veterinary Association’s position on breed identification in relation 6

to anti-breed legislation states that it “...is not possible to precisely determine the breed of the types of dogs targeted by breed specific legislation by appearance or by DNA analysis.” Indeed, we noted that while none of the identified banned breeds were ANKC recognised, the visual identification process was so flawed that many recognised breeds were at risk of misidentification. The Committee’s key conclusion was that Victoria’s current breed specific legislation was not working in practice. They found that, as argued by Dogs Victoria and others, it was impossible to definitively identify banned breeds and that councils’ efforts to do so have sometimes resulted in large costs and significant distress to owners and dogs, with no benefit. Dogs Victoria made a number of recommendations for alternative approaches that were more likely to reduce injuries from dog attacks. Many of these were supported in the recommendations from the Committee, which focused on education for both owners and the public and promoting responsible pet ownership practices. Disappointingly, the amended Bill only enacts Recommendation 22 of the Committee report which permits the registration of restricted breed dogs. As such it retains all other restrictions related to restricted breed dogs, including requiring that these dogs: • • • •
be de-sexed kept on a leash and muzzled at all times when in public securely confined to their owners back yard wear a red and yellow striped collar at all times
The requirements for owners of a restricted breed dog to display a specific turquoise warning sign at the entrance to their property declaring that a restricted breed dog is housed on the premises will remain in place, as will a blanket ban on all breeding, adopting or transferring of ownership of restricted breed dogs. There were a number of positive recommendations made by the Committee that we would argue deserve serious consideration by Government. Regardless, Dogs Victoria will continue to advocate for improvements to dog related legislation, and for public policy decisions around animal welfare to be based on evidence and facts. We will also continue our support of initiatives that promote responsible dog ownership and educate our communities on canine behaviour and welfare.

dog won 31 best in show awards and, to the best of my knowledge, he still holds the record for the most BIS awards for Bearded Collies. They have imported many Beardies from prestigious kennels in the United Kingdom, United States of America, New Zealand and more recently South Africa. Their knowledge and passion for this breed is well known and they have endeavoured to add and improve their breeding by travelling the world and spending many hours with other breeders to discuss and share their ideals.
On 10 August last, the dog world lost a very committed dog person in Richard Stoate of Colard Bearded Collies. Although Richard was diagnosed with cancer a few years ago, he died suddenly of pneumonia after contracting the current flu virus that is prevalent in Melbourne at the moment. With a compromised immune system because of the chemotherapy, he became very susceptible to any type of virus going around and although he had had the flu and pneumonia vaccines earlier in the year, unfortunately, he succumbed. Richard’s wife of 46 years, Colleen, has been with him since they first met in 1969 when they were both teenagers. Richard and Colleen did everything together – a true partnership. Their love for dogs was mutual and their interest in the dog world in general was passionate. Their partnership also extended into their business. They ran a very successful electrical business together for 41 years, until Richard retired last year. Richard’s interest in dogs began as a young boy when his mother showed Collie Roughs and Curly Coated Retrievers. Richard and Colleen purchased their first dog - a German Shepherd Dog in 1974 and began obedience training with him and then progressing into the show ring soon after with some success. In 1978 they imported their first Bearded Collies from the UK – Ch Torwynd Atlas Serendipity Of Padsworth (Imp UK) and Ch Padworth Silver Maiden (Imp UK). These Beardies were closely followed by Ch Potterdale Pandora (Imp UK) from the famous Potterdale Bearded Collie Kennel in England. This dog proved to be a very prolific stud and sired many Australian champions, improving the Australian lines immensely. One of the most successful of their show dogs was a dog called Ch Eastern Moon – more commonly known to his friends as ET. This particular

Both Richard and Colleen attained judging licences which enabled them to not only judge here in Australia and New Zealand but in many other parts of the world including the UK, USA, South Africa and Europe. For many years, both Richard and Colleen have been involved with the running of many dog clubs. They were both instrumental in the formation of the Kilmore Kennel Club. This club, together with the Seymour and Greensborough dog clubs, founded the prestigious EXPO cluster of shows which were held very successfully for many years. They were also members of the committee of the Bearded Collie Club and are currently on the committees of the Caulfield, Lancefield & Central Highlands kennel clubs. They have successfully run the Christmas/New Year shows at Lancefield for the last 28 years and worked tirelessly to make these shows a must for all dog show lovers. Richard’s love for dogs and the dog world was only surpassed by his love for Colleen who shared his life and his interests in all things (including cars). Rarely did one see Richard without Colleen being somewhere close by. They were absolutely devoted to one another. Richard will be sadly missed by all of us who spent time with him over a glass of red wine and cheese and biscuits discussing all breeds of dogs and all things dog related. He was a very knowledgeable person with many and varied interests and a wicked sense of humour! Our sympathies go out to Colleen and may she be comforted in knowing that Richard was respected and loved by so many people of the dog showing fraternity. Sleep well, my friend. How did you feel when you realised you had got the points? Sense of achievement and satisfaction along with feeling proud of Tai. Did you know during the run that it was one that would get you AGCH or did you realise later? I knew I needed one more pass and placing prior to the run. Did you have any struggles getting AGCH? Tai has always struggled with the spread hurdle, which continues to be a challenge. We also go through periods where the see-saw is not Tai’s favorite piece of agility equipment. NEWS FROM DANCES WITH DOGS SUB M IT TE D BY: JAN ET TE WI LSON Competition news The past few months have been very busy for DWD competitors. The Dances with Dogs Club held two competitions and the Dogs Victoria Dances with Dogs Subcommittee held the State DWD Competition. It has certainly been a very exciting time. Congratulations to all the competitors, and thank you to everyone who assists in running these complex competitions. DWD competitions require a lot of organisation. Did you know that there are music stewards who organise each competitor’s music, ring stewards who organise the props, runner stewards who ferry the scores from the three judges to the tally stewards and of course the master of ceremonies who announces each competitor? Following the state competition, we were very pleased to welcome another Dances with Dogs (heelwork to music) champion. Carol Buxton’s lovely Associate Gundog Kenny CD RAE DWDF.A HTM.A ET wagged his tail happily through their routine, earning applause and smiles from the spectators. It’s great to hear the stories of these high achievers, with messages for our newer competitors. As Carol says: “Kenny and I started dance training in 2012 and at the time I wondered what I was in for! Well, here we are in 2017 having achieved his first champion! Kenny has and still continues to be a real joy to dance alongside and of course, along the way we have also had our mixture of ups and downs! I write up our routine along with the selecting the music, picking out his favourite moves and some new tricks to hopefully wow the audience and judges. As we train, sometimes Kenny has other ideas, which in the majority can result in a more innovative and showy performance. Mr Kenneth is his nickname and he loves his fans and loves to please. It’s nice to be out there in the dancing ring showcasing what Cocker Spaniels can do and do well. He also loves rivalling the working dog breed favourites. Gaining our champion heelwork to music at the state trial was a real thrill and I’m so pleased to have Kenny as my dancing partner. His sister, Britebay Witch Craft AKA Misty, continues to work on her intermediate heelwork to music. Dances with Dogs is a spectator sport We are very pleased to see spectators coming along to the competitions recently to watch the routines and to satisfy their curiosity about how we train our dogs to work so happily for complex routines that might last as long as 3.5 minutes. Everyone is welcome to attend these competitions. Remember that they are (generally) held indoors, so they are unaffected by bad weather, and they are very informative and entertaining. Field Trials for Pointer & Setters: Submissions from Dogs West and Dogs Victoria Field Trials for Utility Gundogs: Submission from Dogs Victoria only Copies of the consolidated submissions have been posted on the RAFT Facebook page and copies sent to judges and other people who have engaged with the review process. A meeting will be convened early next year to consider and vote on the proposals that have been submitted by Dogs Queensland and Dogs West. Also, in early 2018 the rules review process will commence for retrieving trials so if you have any ideas about changes now is a good time to start a discussion. I note that some good discussions are being held on the Retrieving Australia website. www://retrieving.org.au/. Championships The National Retrieving Championships were held in Western Australia in September and the State Retrieving Championships were held near Molesworth in October. At the time of writing results were not to hand but a report will be included in the next RAFT Notes. The entries for both disciplines were very encouraging. This year Renee and Ross Carlson who did a great job with the trial administration, which ran like clockwork, managed the trial. Dogs Victoria Top Obedience Dog of the Year The competition in its three forms has been running continuously since 1992. This award has been highly prized among the obedience fraternity and the competition has always been watched with great interest. Sadly, over recent years, obedience has been challenged by other disciplines. Not necessarily easier, but more dog friendly in some cases. After declining entries, OTEC come up with another idea, borrowed from NSW.

LIBR ARY NOTES WR IT TE N BY: C L AR E HO DG ES This month you will notice our well-read little puppy has taken a little rest so we can show you one of our oldest periodicals. This newspaper is 101 years old and has been bound to preservation. It is a very interesting read and full of illustrations and ads and articles. We also have some older Victorian show catalogues (dating back to the late 1800s). These items are obviously not for loan (being irreplaceable) but are available for viewing anytime the library is open. Did you know that our library is the largest canine lending library in Australia? We are also the third largest canine library in the world which is pretty good going for a state body with 10,000 members. We have been very fortunate this year to receive two large donations from interstate. Peter Shield donated a large collection of Old English Sheepdog books and periodicals and Trevor and Margaret Long donated much of their canine book collection. These items are now on our shelves for members use.
