Father Baker Institutions History The Our Lady of Victory Institutions are the evolution of a charitable venture begun by the Diocese of Buffalo in the 1850s as the Limestone Hill Institutions, which included a parish, an orphanage, and a protectory for young boys. Stretched thin by overwhelming demand, finances quickly became a major concern and within a few short years, the Institutions fell deep into debt. Upon his arrival in February of 1882, the Institutions’ new superintendent, Father Nelson Baker, learned of a debt which exceeded $56,000. Immediately, the former businessman emptied his personal savings and used his good name to keep creditors at bay. Still, the humble priest knew a long-term solution was needed if their work was to continue. Father Baker, who had begun his lifelong devotion to Our Lady of Victory after a trip to the Basilica of Notre Dame des Victoires in Paris in 1874, turned to his patroness for help. His prayers were answered through the founding of the Association of Our Lady of Victory. Father Baker sent letters throughout the country asking the postmasters for names of Catholic women in their area and after assembling a substantial list, wrote directly to the faithful for assistance with the dependent children in his care asking them to join the Association for 25 cents a year. Very quickly, his ingenious idea caught on, the debts were paid in full and the Institutions were poised to grow. By the turn of the century, the number of children receiving care at the Institutions had more than tripled, and the Orphanage and Protectory were expanded. In 1908, the Infant Home was added, followed by a Maternity and General Hospital. - 21 -
Father Baker Institutions History In 1921, the cornerstone was laid for the glorious Our Lady of Victory National Shrine and Basilica, which was finished and dedicated in May 1926, and represented the crowning jewel of Father Baker’s “City of Charity.” The Association of Our Lady of Victory, Father Baker’s pioneering fundraising program, grew into the OLV Homes of Charity and is now known as OLV Charities, offering numerous opportunities for spiritual growth and charitable giving. Funds raised by OLV Charities goes to support the other arms of the Institutions, first and foremost, OLV Human Services (formerly Baker Victory Services). Our support of OLV Human Services provides critically-needed funding that allows Father Baker’s legacy of caring to continue. Father Baker passed away in 1936, but his legacy of caring has continued, and his example of faith and charity continues to inspire and move people worldwide. His Cause for Canonization, first begun in 1987, has seen him named Servant of God by Pope John Paul II in 1987, and, most recently, Venerable by Pope Benedict XVI in 2011. It is hoped that soon a miracle will be found to elevate Father Baker to Blessed. Since Father Baker, few men have been responsible for the stewardship of his City of Charity. Father Thomas Hines was the first pastor, then Father Baker, who served from 1882 until his death in 1936. Msgr. Joseph E. Maguire took over after Father Baker’s death until 1971, then Rev. Msgr. Robert E. Murphy who served until 1979, then Msgr. Robert C. Wurtz, who served from 1979 until 2006, followed by Rev. Msgr. Paul J.E. Burkard, who served from 2006 until he retired in 2019 and currently Rev. Msgr. David G. LiPuma. - 23 -

The mission of Heart, Love & Soul (HLS) is to feed those in need – body, mind, and soul. A nonprofit organization established in 1983 by a prayer group at Sacred Heart Parish in Niagara Falls, HLS provides a food pantry, daily breakfast and lunch, case management, and health care coordination (through an on-site nurse provided by Catholic Health, Mt. St. Mary’s Hospital). HLS is well known in Niagara Falls for providing meals, hospitality, and social care services in the City’s North End – a community burdened by high rates of poverty, vacancy, and unemployment. In addition to providing emergency food and social care services, HLS partners with several community organizations to offer additional services directly on-site, including cooking and nutrition classes, Narcotics Anonymous services, foot clinics, and other health services. Close partnerships with Mt. St. Mary’s Hospital, Niagara University, and a variety of social care agencies strengthen its role as a key community service provider for populations that are food insecure, low-income, mentally-ill, disabled, and homeless. In 2021, HLS will open a one-stop center called Daybreak that connects directly to HLS’s food pantry and dining room. The new program center is approximately 6,000 sq. ft. and includes shower and laundry facilities, a multi-purpose community room, a quiet/contemplative space, a computer lab, office space for HLS case management and care coordination services, and “flex” offices for partner agencies to deliver onsite services on a rotating basis. A collaborativelydeveloped, co-location initiative involving over 30 partner agencies, Daybreak will provide more targeted services for the homeless and deliver health and wellness, counseling and behavioral health, housing and shelter, employment and training, education, financial literacy, and legal services for the community. - 28 -

SISTER BETH BROSMER
Sister Beth Brosmer has served as Hope, Love & Soul’s executive director for the past 11 years, having recently stepped down from that role. Widely-recognized for her leadership in the Niagara Falls community for social justice and service to people in need, Sister Beth positioned Heart, Love & Soul to carry its mission forward in the future by developing relationships based on the same mission of helping others. Her tireless work and dedication to the organization is part of her lasting legacy and her compassion and kindness touched numerous hearts of the people she served. - 29 -
As a Catholic sponsored human service agency serving anyone in need across Western New York, Catholic Charities of Buffalo believes all persons are created by God. Our mission is to empower individuals, children and families to achieve and maintain meaningful, healthy and productive lives. We also advocate for those in need - particularly those who are poor and most vulnerable. Catholic Charities is the most comprehensive human service provider reaching all eight WNY counties with 40 professionally-staffed locations, plus a presence in many area schools. Catholic Charities offers hope for all seasons of life without regard to age, race, gender or religious affiliation. Programs include comprehensive counseling for all ages, child and adult mental health and substance use treatment, basic emergency assistance and homelessness prevention, food pantries, prevention and treatment of a variety of family issues, educational and workforce development, older adult services, care coordination, parish outreach and advocacy, licensed marriage and relationship counseling, immigration and refugee assistance, and school-based services.

KIM DIXON
Kim Dixon began her career with Catholic Charities in 2001 and for the past 19 years she has worked as a caseworker in the Preventive Services program. She has dedicated those 19 years to serving youth and families in Buffalo by ensuring their safety and wellbeing. Kim provides direct service to families, works in partnership with the Erie County Department of Social Services case manager, provides detailed updates to the courts, and links and refers families to services that support their welfare. Kim has been a tireless advocate for children and she always goes the extra mile to help her clients get to a safe and stable place. - 31 -
The Response to Love Center is dedicated to helping poverty-stricken individuals and families. We empower people to take responsibility for their lives and encourage self-sufficiency through dignity and compassion. We develop relationships with individuals and introduce them to people and programs that will assist with their individual problems and needs. People of all ages, races, genders, ethnicities, religions, and cultural backgrounds are welcomed at the Center.

KATHLEEN MAJCHRZAK Kathleen Majchrzak is a retired teacher that was looking for volunteer opportunities when she found her calling at Response to Love in the City of Buffalo. Sister Johnice, executive director at Response to Love, notes that Kathleen teaches by her actions and that what matters to her most is the lesson of giving to others. Starting in the food pantry more than 15 years ago, Kathleen oversaw distribution of food to individuals in the community. She then took on the responsibility of overseeing all of the agency’s volunteers as well. Eventually, her duties grew to include teaching youth about volunteer service opportunities. Kathleen has a heart for enlightening the youth of our region through volunteer opportunities that teach young men and women from local high schools an awareness of people in need. Her favorite passage she teaches to her youth groups comes from Matthew 25: Whatsoever you do … feed, clothe, love, reach out to others, and follow the example of Jesus. Because of Kathleen’s efforts, those who come to Response to Love are never the same – they learn, they love, they return with joy to serve others. - 33 -
® Since 1847, the Society of St. Vincent de Paul of Buffalo (SVDP) has carried out its mission to assist the poor, the suffering, and the forgotten in Western New York. Buffalo’s Diocesan Council is the second oldest of its kind in the United States and is the oldest continuously operating charity in Western New York. The Society has been answering the need of the poor by providing donated clothing, furniture and household items for over 173 years. The Buffalo Dining Room at 1298 Main Street, which provides around ten percent of all of meals served to people in need across all of Western New York’s food bank and dining room service providers, remains a central focus of our mission. Our discount store is the only remaining department store on Main Street within the city of Buffalo. It is a full range department store: for brand-new bedding, appliances, large and small, furniture, clothing, various media, including books, DVDs, CDs, various household goods, and much more. Open six days week, we welcome shoppers from the general public as well as people in need who come to our volunteers for help. Those people are given vouchers to shop for what they need without charge. Much of our inventory of clothing and other soft goods comes from blue donation bins placed at 80 locations around the region, mostly Catholic parishes. - 34 -

NORM THOR
Norm Thor has been a member of the St. Vincent de Paul Society at St. Vincent de Paul Parish in Spring Brook, NY for more than 35 years. During that time, he has served as conference president, served on the Society of the St. Vincent de Paul’s Diocesan board, and serving as president for three years. Through Norm, the St. Vincent de Paul Society started a clothing collection bin system, which is still in use today, allowing the Society to have a steady supply of usable clothing to help clothe children and families who seeking aid. Norm has also repaired more than 10,000 antique watches, which are available to purchase by clients in the Society’s discount store. - 35 -
Founded by Amy Betros and Norm Paolini in 1994, the Mission “strives to live the Gospel message of God’s great love and mercy for all His children through service to His poor and broken.” St. Luke’s Mission receives no government money and is not funded by the Diocese. All programs are funded by voluntary contributions from individuals, corporations and foundations. St. Luke’s Mission has no paid employees, but operates with faithful missionaries and willing volunteers. St. Luke’s Mission Statement: Together let us work toward a fullness of life, for all people, of all ages, of all cultures, of all social status, and of all faiths. Let our tools be unconditional acceptance, peaceful understanding and loving forgiveness in order to restore human dignity to the lonely, the broken-hearted, and the mentally and physically oppressed.

DAVID TOPOR
For the past 20 years, David Topor has been working as a missionary at St. Luke’s Mission of Mercy giving back to the community and focusing his efforts on educating youth in the City of Buffalo. David has worn many hats during his tenure at St. Luke’s - whether passing out meals to the needy or rolling his sleeves up in the kitchen. Described as selfless and remarkable by coworkers, David teaches history, literature, art, and music to 6th, 7th, and 8th graders at St. Luke’s elementary school. David also acts as the agency’s director of religious education and confirmation teacher. A true servant of God, David has made it his life’s work to positively impact the men, women, and children served by St. Luke’s and is the definition of a role model. - 37 -

Do you know all that OLV Human Services (formerly Baker Victory Services) does in Western New York?
RESIDENTIAL PROGRAMS FOR ADOLESCENTS Residential Treatment Facility Provided through the NYS Office of Mental Health, OLVHS’ Residential Treatment Facility offers specialized, around-the-clock care for males and females ages 12 to 21 whose needs are such that they must be placed outside the home. These residents are treated by a multi-disciplinary team for problems due to interpersonal, emotional, psychiatric, social, family or educational issues. The Intensive Treatment Program is for dually diagnosed youth from 12 to 18 years of age who have been diagnosed with autism and/or intellectual disability and also have a co-occurring mental health diagnosis. Focus is on development of communication skills, selfregulation skills, and vocational/work-based learning. This dual-program provides discharge planning and transition services to facilitate residents’ smooth transition back into the community.

EDUCATIONAL PROGRAMMING Early Childhood Programs The OLVHS Early Childhood Programs were founded in 1971 and follow a long tradition of providing the highest level of care to all members of the community. With two locations - at Monarch on Ridge Road in Lackawanna and at St. John’s Parkside in South Buffalo - the Early Childhood Programs are available to all children from birth through five years old. Specialized programming is available for children facing educational challenges or other developmental disabilities.
School-Age Programs OLVHS students are welcomed by an educational setting that is safe and productive. Within this environment, staff members work to build students’ confidence and skill sets in the areas of independence, mastery, generosity and belonging. Programming is available to children and adolescents between 5 and 21 years of age and is certified by the New York State Education Department.

VOCATIONAL SERVICES The Work Appreciation for Youth (WAY) Program The WAY program offers several transition services designed to help young people develop the skills necessary for a successful schoolto-adult transition. We provide coordinated activities that prepare students ages 14 to 21 that may include work, post-secondary education, independent living or vocational training programs. These programs are tailored and matched to each student’s specific needs, preferences and interests.
Mazurek’s Bakery is a new addition for OLVHS in 2020 and
is a for-profit subsidiary of OLVHS offering work based learning opportunities for our youth while serving the public with amazing breads and baked goods.
CHILDREN HOME AND COMMUNITY BASED SERVICES OLV Human Services Children Home and Community Based Services provides an array of services to Medicaid eligible children and families to prevent onset or progression of behavioral health conditions. Our goal is to identify need early and prevent the need for further restrictive services while allowing the children to remain in their current home.

FOSTER CARE, PREVENTIVE, AND DENTAL SERVICES Foster Care Some children cannot live with their parents due to emotional and/ or behavioral problems, or their parents’ inability to function as caregivers. OLVHS offers the best place for these young people to be - in a family, within a community and man environment where they can receive the loving attention they need: OLVHS provides a safe, temporary place for children until they can be reunited with their birth family, a relative, or be adopted. OLVHS also operates one cottage for emergency foster care for up to 13 children ages birth to age 18.
Community-Based Preventive & Wraparound Services Community Based Preventive and Wraparound Services care for families referred to OLVHS by the Erie County Department of Social Services. These families may be experiencing difficulties related to poor parenting, interpersonal problems, educational issues, alcoholism, drug abuse, violence, or sexual abuse. The goals of the programs are to preserve the family unit, avoiding placement of a child outside of the home. This is done by utilizing a home-based approach to care, offering a variety of intervention methods.

SERVICES FOR INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES Adult Residential Programs OLVHS provides a number of living opportunities designed specifically for individuals (of all ages) who have mild-to-profound developmental delays, multiple physical disabilities, specialized medical needs, dual diagnosis and/or dementia. All residents benefit from an individualized plan of services that may include: Intensive Medical Services, Nursing Supports, Therapy Services, Apartment Living, Person-Centered Planning and Supports, Behavioral Supports, Wellness and Nutrition Training, and Dementia/Memory Care.
Medicaid Service Coordination Often, individuals whose daily living activities are hindered by their disabilities - those that may be affected by autism, epilepsy, cerebral palsy, neurological impairments, or traumatic brain injury - require a variety of specialized community services. OLVHS’ Medicaid Service Coordinators work to provide a link between family members and these important resources.
